    AGF, IG, others pledge support for continuous criminal justice reform

    • Delta tops list of states with efficient system

    The Attorney General of the Federation (AGF), Lateef Fagbemi (SAN), Chief Judge of the HIgh Court of the Federal Capital Territory (FCT), Justice Husseini Baba Yusuf and the the Inspector General of Police IGP), Kayode Egbetokun have pledged their commitment to ensuring continuous reform of the nation’s criminal justice system.

    This, they said, would be achieved through enhanced deployment of the provisions of the Administration of Criminal Justice Act (ACJA) and similar laws enacted by the various states.

    They said if the provisions of the ACJA and those of the states were religiously applied, the current challenges plaguing the criminal justice system would be effectively addressed, resulting in enhanced access to justice and elimination of delay.

    They spoke in Abuja at the “joint convocation of the federal and states’ Administration of Criminal Justice Monitoring Committees (ACJMCs) on the review of the implementation of the ACJA.”

    The event was organised by the Center for Socio-Legal Studies (CSLS) in collaboration with the Federal Ministry of Justice (FMJ) and the federal ACJMC, with support from the MacArthur Foundation.

    Fagbemi, who was represented by one of his aides, Wada Ahmed, commended members of the ACJMCs for commitment to ensuring a reformed criminal justice system that serves to the benefit of all.

    The AGF hailed the states that have done well in the implementation of the provisions of ACJA and states’ versions, and urged others to emulated them.

    Justice Yusuf, who called for collaboration among stakeholders, noted that the mission is to ensure that the principles of fairness, efficiency, and accountability become visible realities within our legal framework.

    He added: “Therefore, let us work together to ensure that our legal system embodies both the letter and spirit of justice.

    “The Administration of Criminal Justice Act and Laws offer us robust frameworks to enhance the efficiency and fairness of our legal processes. However, successful implementation demands ongoing collaboration, innovation and vigilance.

    “It is incumbent upon us to tackle systemic challenges such as backlogs of cases, procedural delays, and the protection of human nights wit renewed vigor and strategic action,” Justice Yusuf said.

    The IGP, who was represented by Deputy Commissioner of Police, Daniel Habila said “the Nigeria Police Force (NPF) is committed to upholding the principles of justice, fairness and equality.

    “We recognise the importance of collaboration and partnership with stakeholders, like the ACJMC s, to achieve our common goal of ensuring a safer and more just society.”

    The President of the CSLS, Professor Yemi Akinseye-George (SAN) regretted that the successes recorded with the introduction of the that ACJA were being hampered by issues of delays, absence of pre-trial case management and congestion in custodial facilities have remained a challenge.

    He called for enhanced deployment of technology and the adoption of a pre-trial case management system to address the issue of delays, adding that before a criminal case is filed in any court, the prosecution must ensure that it is fully ready to proceed with the case.

    He tasked the Chief Justice of Nigeria (CJN) and the AGF to set a deadline for all courts to be digitalize, “so that we can have e-filing, e-assignment of cases, e-recording of courts so that judges no longer have to write and write until their hands develop serious ailments.”

    The Executive Secretary of the ACJMC, Evbu Igbinedion attributed the challenges in the nation’s criminal justice system partly to inadequate funding.

    She stressed the need for improved collaboration among stakeholders in the criminal justice system to ensure efficiency of the criminal justice process.

    Delta State was named, at the event, as the number one state with the most effective criminal justice system with a score of 90.9% in the Baseline Assessment Report (BAR) on the level of implementation of the ACJA/ ACJL,

    Rivers State came second with 85% while Nasarawa State scored 82% to emerge third.

    The parameters used in assessing the states included the level of deployment of technology such as e-recording, e-filing, e-assignment of cases, automated court proceedings and case tracking/ management system.

    Also considered were the existence of functional statement taking room, compliance with remand proceedings, existence of criminal register, abolition of lay prosecution, availability of legal aid, remittance of quarterly report of persons awaiting trial to the Attorney-General, witness protection and support, among others.

    The report however, recommended the phasing out of lay prosecution by ensuring that only legally trained persons handle criminal cases.

    It also suggested the need to strengthen stakeholders’ coordination and integration of technology was also highlighted, including the need for functional date management and collation.

    The Inspector-General of Police (IGP), Olukayode Adeolu Egbetokun, has presented a cheque worth over N132 million to families of fallen heroes in Plateau State.

    Presenting the cheque on behalf of the IGP at the Command Headquarters in Jos, the Plateau State, the Commissioner of Police (CP). Emmanuel Adesina, expressed his condolences to the bereaved families.

    The IGP emphasised that the Police places much importance on the welfare of its personnel and their loved ones. He acknowledged that while the financial support might not fully alleviate their pain and bring back to life their bread winners, it serves as a measure of gratitude for the sacrifices made by their loved ones.

    He further stated that, this initiative reaffirms the commitment of the Police under his leadership to supporting its personnel and honoring the memory of those who have bravely served their beloved mother land.

    Responding on behalf of the beneficiaries,  Abraham Joseph Chimkul, expressed their gratitude to the IGP and CP for addressing their needs.

    New bill pegs IG’s tenure at four years

    The National Assembly yesterday passed the Police Act Amendment Bill which pegs  the tenure of the Inspector-General of Police at four years.

    Hitherto, the IG is expected to retire on attaining the public service retirement age which is 60.

    With the passage of this Executive Bill, an IG who has not completed four years in office can stay on after the age of 60.

    The amendment created a new subsection (8A) – which states: “Notwithstanding the provisions of sub-section (8) of this section, any person appointed to the office of Inspector-General of Police shall remain in office until the end of the term stipulated in the letter of appointment in line with the provisions of Section 7(6) of this Act.”

    The Bill was passed for first, second and third reading yesterday in both the Senate and the House of Representatives.

    After the first reading, Senate Majority Leader, Opeyemi Bamidele, in the lead debate for the second reading, explained that the amendment seeks to stipulate that the IG’s four-year tenure should be sacrosanct irrespective of whether the occupant of the office has attained the mandatory retirement age.

    He said: “This Act seeks to enable a person appointed to the office of IGP to remain in office until the end of the term stipulated in the letter of appointment.

    “The Bill aims to revolutionise police operation by enhancing accountability, modernising policing methods and fostering a more harmonious relationship between the police and the community.

    “Accordingly, I hereby urge you all to support the quick passage.”

    Senator Seriake Dickson objected to the Bill, saying the amendment of the Police Act should have been done in collaboration with the Nigeria Police hierarchy.

    The Inspector-General of Police (IGP), Kayode Egbetokun yesterday assured of adequate security during the Ramadan period.

    The Police, as an institution, Egbetokun said recognizes the importance of respecting religious practices and cultural traditions and the need to promote the principles of tolerance, understanding, and unity within our diverse society.

    A statement issued by the Force Public Relations Officer, ACP Olumuyiwa Adejobi said: “As the holy month of Ramadan begins, the Inspector-General of Police, IGP Kayode Adeolu Egbetokun, extends the warmest greetings from the Nigeria Police Force to all Muslim Ummah across the country on the Ramadan season, a time of reflection, spiritual growth, and communal solidarity which holds great significance for millions of Muslim faithful around the world.

    “During this holy period, the Nigeria Police reaffirms its commitment to ensuring the safety, security, and well-being of all citizens.

    “The IGP urges all Muslim Ummah to embrace the spirit of compassion, generosity, and forgiveness that defines Ramadan. He calls for all to come together, support one another, foster a sense of harmony, and build stronger bonds of friendship and cooperation in the holy month and beyond.

    “The Inspector-General of Police, while urging members of the public to embrace the community policing concept, charges Nigerians to support the NPFs efforts to maintain peace and order throughout the month of Ramadan”.

    Inspector General of Police (IGP) Kayode Egbetokun has ordered the posting and redeployment of 40 senior police officers comprising 14 Assistant Inspectors General of Police (AIGs) and 26 Commissioners of Police (CPs) to various commands and formations across the country. 

    Egbetokun said the development is part of mandate to give the country a professionally competent, service-driven, rule of law-compliant, and people-friendly police force and to reflect the new status of senior officers who were just recently elevated to their next ranks. 

    The Nation learnt that the postings and redeployment were among efforts to have a free, fair, and credible governorship election in Kogi, Imo, and Bayelsa states.

    A statement yesterday in Abuja by Force Public Relations Officer (FPRO) Olumuyiwa Adejobi, an Assistant Commissioner of Police (ACP), reads: “The AIGs posted and redeployed are: Zone 7 Abuja – AIG Ogundele Joshua Ayodeji; Zone 11 Osogbo – AIG Patrick Ogon Edung; Border Patrol FHQ – AIG Badru Banji Lawal, mni; Zone 8 Lokoja – AIG Bartholomew N.     We won’t allow hooliganism, IG warns politicians, others

    Ahead of November 11 governorship elections in Bayelsa, Imo and Kogi States, acting Inspector-General of Police, (IGP) yesterday warned political gladiators and their followers to be law-abiding and play the game, according to the rules.

    Egbetokun said the police and other security agencies will never allow any act of hooliganism, political rascality and lawlessness in any part of the affected states.

    The police boss gave the warning when he convened a high-powered inter-agency consultative security meeting at the Louis Edet House, Force Headquarters Abuja.

    The meeting was organised in preparation for the off-season elections.

     Deputy Inspector-General of Police in charge of Operations,  Ede Ayuba, represented the IG.

    Egbetokun underlined the paramount significance of cross-fertilizing ideas among various security and law-enforcement agencies towards election security.

    According to a statement  by the Force Public Relations Officer, ACP Olumuyiwa Adejobi, the goal is to develop collaborative strategies that will ensure the upcoming elections are secure, free, fair, and credible.

    In attendance were senior officers representing the leadership of various security and law enforcement agencies involved in election security.

    These included representatives of the Service chiefs, Chief of Defence Intelligence CDI, DG DSS, DG NIA, CG NIS, CG NSCDC, CG NCS, CG correctional Services, CG Federal Fire Service, and DG NDLEA.

    Ayuba praised the collaborative efforts of the armed forces and other sister law enforcement agencies, highlighting their role in fostering unity and contributing to the success of past general elections.

    The meeting was identified as one among a series of brainstorming sessions outlined by the Force, aimed at securing the forthcoming off-season elections on November 11, 2023.

     He said: “The DIG, while emphasizing the plans of the IGP to maintain law and order during the elections, at the meeting, warned political gladiators, and their followers to be law-abiding and play the game according to the rules as the police and other security agencies will never allow any act of hooliganism, political rascality and lawlessness in any part of the affected States or in any other state across the country”.

  • Kidnappings banditry: IG redeploys Kaduna CP, five others

    ACTING Inspector-General  of Police (IGP) Mohammed Adamu has ordered the immediate redeployment of Kaduna State Commissioner of Police Ahmed Abdulrahaman and five others.

    Abdulrahaman, who has been posted to Force Intelligence Bureau at the Force Headquarter in Abuja, will be replaced by Aji Janga, who, until yesterday, was the Bauchi State Commissioner of Police.

    In a statement issued in Abuja yesterday by the Force spokesman, Frank Mba, a Deputy Commissioner of Police (DCP), the Acting IG explained that the redeployment was part of efforts aimed at rejigging the fight against armed banditry, kidnapping and other sundry crimes across the nation, particularly in Kaduna and other contiguous states.

    The statement on the posting reads: “The Inspector- General of Police, Mohammed Adamu, has ordered the immediate redeployment of the Commissioner of Police Kaduna Command, CP Ahmed Abdulrahaman from the state to the Force Intelligence Bureau, Force Headquarters, Abuja.

    “CP Aji Ali Janga, who until now was the Commissioner of Police in charge of Bauchi State, takes over as the new helmsman in Kaduna Command.”

    Other CP’s affected by the redeployment include: “CP Habu Sani Ahmadu, former CP Intelligence, who is now posted to Bauchi Command. CP Omololu Shamsudeen Bishi, redeployed from Benue State Police Command to the Central Criminal Registry (CCR), Alagbon, Lagos.

    “CP Mukadas Mohammed Garba moves from the Office of the National Security Adviser (NSA) to Benue State Command as the new CP in charge of the state; the erstwhile CP in charge of CCR Alagbon, Lagos has now been moved to Force Headquarters, Abuja as the CP in charge of Armament.”

    The IG urged the redeployed CPs and other strategic commanders nationwide to take urgent steps towards initiating and implementing concrete crime prevention strategies aimed at re-dominating and reclaiming the public space under their watch from criminal elements.

  • IG inaugurates ‘Operation Puff Adder’

    THE police are ready to tackle bandits in Zamfara State with the inauguration of operation “Puff Adder”, the Inspector General of Police Muhammed Adamu said yesterday.

    Adamu, who spoke during the inauguration in  Gusau, said the bandits  have scampered to neighbouring states, especially to Sokoto State, with the ongoing robust combined operations in Zamfara State, which was becoming the centre of banditry in the Northwest.

    The IG, who was represented by AIG Zone 10, Muhammad Mustapha, added that achievements have been realised in curtailing banditry activities from the time the operation was inaugurated in Kaduna on Friday, April 5.

    He warned that the achievements could not be sustained without cooperation, information, intelligence report, prayers and support from the affected communities.

    Adamu added that there are over 500 policemen at the inauguration and more would be coming to support the security personnel that are expediting actions against the bandits.

    He warned his officers and men that for the police to succeed in their assignments, they must abide by the rules of engagement and they must be professionals in the discharge of their duties.

    Governor Abdul Aziz Yari, who was represented by the Secretary to the State Government, Prof. Abdullahi Muhammad Shinkafi, stressed that the operation initiated by the IG clearly shows that he meant business.

    He added that as the crooks are inventing new ways to perpetrate heinous crime, there was a need to create and adopt new strategies to tackle their nefarious activities.

    Yari lamented that the bandits were hitherto attacking villages and abducting people on the highway without notice, hence the need to introduce such an operation.

  • IG vows to unmask Ondo Anglican bursar’s killers

    The Inspector General of Police (IGP) Muhammed Adamu has assured members of the Anglican Communion in the Diocese of Akure that the killers of the diocesan bursar, the late Gabriel Abiodun will be unmasked.

    The IGP spoke through the Assistant Inspector General of Police,(AIG) Zone Eleven, Mr. Leye Oyebade yesterday in Akure,the Ondo State.   He made the promise while paying a condolence visit to the Anglican Bishop of Akure, Rev. Simeon Borokini over the death of the bursar.

    The police also promised to mount surveillance on banks and commercial premises to curtail activities of criminals especially in Ondo State.

    It would be recalled that three suspects reportedly trailed the deceased to his office in a Toyota Corolla car. They were said not to be wearing masks.

    The deceased was shot to death on Thursday by suspected gunmen shortly after he returned from a new generation bank where he went to cash an amount said to be N500,000 for payment of retirees in Akure Anglican Diocese.

    Adamu equally stressed the need for the people to be security conscious, saying that the job of policing should not be left in the hands of the police alone.

    According to him, Zone 11, comprising Ondo, Osun and Oyo states, has mapped out a new strategy to address crime and criminology, especially robbery and kidnapping.

    The IGP said: “We will meet with all stakeholders to determine the crime that is more prevalent, for example in Ondo State, we will focus more attention on riverine area where most culprits enter the state”.

    He sought the assistance of the public on information about activities of criminals, adding that community policing would be prioritised.

    The bereaved Bishop on behalf of the Primate, Church of Nigeria (Anglican Communion) Rev. Nicholas Okoh,  appreciated the Nigeria Police led by IGP Adamu for its concern and the swift action taken on the dastardly act.

    He urged security operatives to quickly ensure the arrest and prosecution of the killers, describing the death of the Diocesan Bursar as very shocking.

    The team later moved in a convoy to Ude community, Igoba along Ado-Ekiti road, the residence of the deceased to commiserate with the family of the deceased.

    At the house, symphatisers were seen mourning the deceased, who was described as very peaceful and down-to-earth.

    However, the bereaved wife, a nurse, was still unconscious, and could not speak with reporters who stormed the residence.

  • IG deploys five DIGs, three AIGs and 15 CPs

    TWENTY-THREE senior police officers have been deployed by Inspector-General Mohammed Adamu to the states where makeup elections are holding tomorrow.

    The senior police officers comprising five Deputy Inspectors-General of Police (DIGs), three Assistant Inspectors-General (AIGs) and 15 Commissioners of Police (CPs) are to provide supervision, direction and support during the election in the affected states.

    The states are: Sokoto, Kano, Plateau, Bauchi and Benue.

    This deployment was contained in a statement in Abuja yesterday by the Force spokesman, ACP Frank Mba.

    On the preparation and details of deployment for the elections, the Police said: “In furtherance to his stated commitment towards ensuring hitch-free elections in the country, the Ag. IGP Mohammed Adamu has directed the Zonal AIGs and their respective CPs in states where supplementary elections are taking place to ensure that adequate mechanisms are in place towards ensuring a safe and secure environment for the conduct of the elections.

    “To further strengthen the security arrangements around the polls, the IGP has deployed five DIGs, three AIGs, 15 additional CPs to provide supervision, direction and support to the existing security structure already in place in those states.

    “The DIGs are deployed to the states as follows:  Usman Tilli Abubakar (Adamawa); Yakubu Jubrin (Benue); Frederick Taiwo Lakanu (Plateau); Anthony Ogbizi Michael (Kano); Godwin C. Nwobodo (Bauchi).

    Out of the 15 CPs deployed, three each were deployed to Benue and Sokoto states, two each were deployed to Adamawa, Bauchi, Kano and Plateau states, while Imo State got one.

    While commending the officers for their sterling performances in previous elections, the IG charged them to remain patriotic, steadfast, professional, neutral and civil, but firm, in their conducts and actions during the make-up elections.

    He cautioned politicians not to undermine the electoral process by engaging in untoward practices such as snatching of ballot boxes, vote trading and violence of all kinds, stressing that violators would be made to face the full consequences of the law.

    IG Adamu also enjoined the public to cooperate with security operatives.
