    Edo monarch: I have graft files on Igbinedion

    The corruption allegations against former Edo State Governor Lucky Igbinedion increased yesterday.

    A traditional ruler in Esan Central Local Government Area, HRH Aidenojie Ehidiamen, the Onojie of Opoji, said he has files containing the former governor’s alleged corrupt acts.

    The monarch called for the opening of fresh corruption charges against him.

    Ehidiamen said he knew where to find some files on how N200 million and N450 million were diverted under Igbinedion.

    The monarch, who spoke at a town hall meeting to mark Governor Adams Oshiomhole’s seven years’ anniversary, expressed reservations on why the “Comrade Governor” refused to act on several messages he sent to him on alleged diversion of funds against Igbinedion.

    He said it was wrong for roads in his domain to be in bad shape while those who allegedly looted the state’s treasury walked free.

    Ehidiamen said: “There are so many files on Lucky Igbinedion. We can start a fresh prosecution. There was the N200 million that was diverted; yet, he is walking freely.

    “You (Oshiomhole) have overlooked many things. You have to come out so that Edo can move forward. I don’t know whether you have become a Reverend Father that forgives sinners.”

    Oshiomhole acknowledged receipt of “petitions” from the royal father.

    The governor said he had called for the files on government’s assets that were sold during Igbinedion’s administration in order to reclaim those that were not properly sold.

    He said the roads on Igbinedion University’s campus were constructed by the state government according to available records.

    Oshiomhole stressed that the abandoned dual carriage way to Okada village, Chief Igbinedion hometown, was awarded to Bright, a younger brother to the former governor.

    The road, according to Oshiomhole, was only completed on paper.

    He said: “I was not out to probe the past. But if the past troubles the present, then things will open. It is the end to ‘exemption’ in this state.

    Edo State Governor Adams Oshiomhole yesterday said the residents will stone the Esama of Benin, Chief Gabriel Igbinedion, as well as his son and former Governor Lucky Igbinedion, if they knew how they converted the state’s resources to their personal use.

    Lucky was governor between 1999 and 2007.

    The seeming cordial relations between the former governor and Oshiomhole turned sour, following the governor’s alleged discovery of the mismanagement of the state’s resources by the Igbinedion administration.

    Oshiomhole spoke about the former governor’s “official misdeeds” when he addressed youths who held a rally to support his administration’s policies.

    He told the crowd of youths why Chief Igbinedion was not happy with his administration.

    Oshiomhole said he revoked the reclamation of 200,000 hectares of land in Ovia Northeast Local Government Area, which was given to the Benin high chief by his son, when the latter was governor.

    Other reasons, he said, included the N180 million demanded from the Esama for the six-year usage of the Central Hospital facilities by medical students of the Igbinedion University, Okada (IUO), and the $31 million “illegally” withdrawn from the state government’s coffers to set up a cement factory.

    He said his administration also stopped students of the Igbinedion School of Nursing from using the Stella Obasanjo Hospital without paying for the facilities for several years.

    Oshiomhole accused Lucky of giving the 200,000 hectares to his father for mechanised farming, adding that the high chief gave same to cocoa farmers, who paid him royalties.

    The governor said he revoked the land and asked the farmer to pay taxes to the government.

    He added that the people would weep for the state when they learnt the truth about Igbinedion’s stewardship.

    Oshiomhole said he would love to be remembered not only for fixing the roads, hospitals and schools but as a man who brought an end to “exemption” in Edo State.

    Chief Igbinedion is also popularly called “the Exemption”.

    Oshiomhole said it took an eagle-eyed auditor to uncover what he called the former governor’s illegal withdrawal of $31 million to establish a cement factory at Ikpeshi.

    The governor said Patrick Ebogboidin, who was jailed for 20 years in a N25 billion money laundering case under the Igbinedion administration, was among the directors in the Avant Cement company.

    He said: “I did not promise to make everybody happy. I promise to make majority happy, and to make majority happy, we must make some people cry. If we did not make them to cry, you cannot smile.

    “I will publish the records and Edo people will cry when they know how they have been robbed by the grandmaster of original 419.

    “I use my powers to revoke the land and return it to government. I told the farmers to use the land and pay taxes to government, not to an individual. He must obey the laws or go to prison.

    “You need to hear how Igbinedion wrecked the resources of the state. When Lucky was governor, medical students of the Ambrose Alli University (AAU) were denied usage of the Central Hospital for their clinical studies. Igbinedion and his father decided to reserve the Central Hospital for medical students of the Igbinedion University at Okada.

    “AAU Medical students had to go to the University of Jos Teaching Hospital (JUTH) at the students’ expense. When the University of Jos (UNIJOS) could no longer take them, it took them to the University of Benin (UNIBEN). When UNIBEN rejected them, the students were stranded. The students later went to Irrua Specialist Hospital.

    “Igbinedion, the son, entered into an agreement with Igbinedion, the father, that the Central Hospital should be reserved for students from the IUO, whereas students of the state-owned university were denied the use of the hospital. The father and son agreed that Igbinedion University would pay some fees to the Central Hospital but the amount was not stated. It was the tax you pay that was used to teach students of IUO at no cost.

    “I was not aware until two years ago. I called for the Memorandum of Understanding (MoU) and directed the Commissioner of Health to let them know that for six years, they did not pay. AAU students could not use Edo State hospital. I asked the varsity to pay N60,000 per student but they wrote back and offered to pay N60,00 for all the students.

    “I directed that Chief Igbinedion pay N30 million per year for the students and that he should be charged to court. We will prosecute. If we convict him, he will go to jail. They were able to cover it until President Muhammadu Buhari came in.”

    The Edo State government has begun moves to recover $31 million allegedly stolen from its coffers under the Lucky Igbinedion administration.

    The decision to pobe the missing money was  reached yesterday at the Executive Council (Exco) meeting in Benin, the state capital.

    Addressing reporters, Information Commissioner Louis Odion said: “There is the issue of a fraud that was discovered while turning our books. We found that $31 million was fraudulently taken from the state’s coffers under the administration of Chief Lucky Igbinedion. The Comrade Governor (Adams Oshiomhole) has directed the Attorney-General to begin a legal action in that direction.

    “So, in the coming days, the state government will take legal action to ensure that what was stolen from Edo State government is recovered. When you convert $31 million to naira, it fetches you N7 billion. You can imagine what N7 billion will do in improving the human condition in Edo State.”

    Throwing light on the $31m fraud, Commissioner for Commerce and Industry, Abdul Oroh said: “The $31 million, which was stolen from the people of Edo State for the transaction, was designed clearly for criminal purposes. This project was called Avrant Cement Company, situated at Ekpe, near Ikpeshi in Akoko Edo Local Government Area.

    “The company was supposed to produce cement to take advantage of the large scale deposit of limestone in that part of the state. The company was registered as Abat Cement Company Limited. This company had three shareholders: Abat Cement Company had 75 per cent shares; the Edo State government had 15 per cent shares and 10 per cent shares were reserved for ‘other Nigerians’.

    “Although the Edo State government was given only 15 per cent share, 100 per cent of the revenue invested in the company, $31 million, was taken from the account of the state government. This money was withdrawn from the account of the state government under Afribank. As the money was withdrawn, the construction of the company started and all the major structures were in place: 90 per cent completed, machines were installed, but there was no other contribution from any other source for the construction and procurement of the equipment. So, everything invested in that company came from the Edo State government.

    The Executive Director of Constitutional Watch, Ahams  Njoku, has said the judgment of a Federal High Court, sitting in Benin, the Edo State capital, which slammed a N3 million fine on Michael Igbinedion for the breach of the Money Laundering Act, is “not only fair but in accordance with the law”.

    In a statement at the weekend, the Lagos lawyer said: “The judgment of the court, presided over by Justice Abubakar Liman, appears to have generated some concerns from the public, especially those who are not lawyers. They seem to be at a loss why the money that was said to be laundered stood above the fine to be paid by Mr. Igbinedion.

    “The first thing to note is that the offence appears to be a strict liability one.

    “Mr. Igbinedion was said to have accepted cash payments N10,309,000 and N21,000,000, contrary to the Money Laundering Act (Section 15(1) 2004), which provides that: ‘No person or body corporate shall, except in a transaction through a financial institution, make or accept cash payment of a sum exceeding – (a) N500,000 or its equivalent, in the case of an individual’.

    “So, even if the convicted person used the money judiciously, he is still liable.”

    Federal High Court sitting in Benin City has reserved judgment in a suit of alleged money laundering and abuse of office against the son of Chief Gabriel Igbinedion, Michael, Patrick Eboigbodin and their four companies, for April 17.

    The crime was allegedly committed when Chief Lucky Igbinedion was governor of Edo State.

    The ex-governor was earlier freed but an appeal court ruling reverted the case to the lower court, insisting that Lucky has a case to answer.

    Michael, Lucky’s younger brother, served as his personal assistant while Patrick was a former accountant-general.

    The companies are: Gava Corporation Limited, Romrig Nigeria Limited, PMI Securities Company Limited and PML (Nigeria) Limited.

    Judgment has been postponed severally because of the ill-health of Justice A.M Liman.

    Liman, who gave the April 17 date, explained that the first adjournment was due to the protracted judiciary strike that ended in February, while the second was as a result of his ill-health.

    Abubakar Shamsudeen and Omosede Igbinedion, who held brief for Ricky Tafa (SAN), and Mike Ozekhome (SAN), re-adopted their written addresses, which were adopted before Justice Liman on November 14, 2014.

    Richard Ahonaruogo also re-adopted his written address, as well as Tayo Olukotun, who held brief for counsel to Economic and Financial Crimes Commission (EFCC), Rotimi Jacobs (SAN).

    Explaining the essence of re-adoption of written addresses, Olukotun said: “the constitutional provision is that after 90 days of adopting written addresses, and no miscarriage of justice, judgement can still be delivered. But re-adoption of written addresses by both counsels is advised, to avoid technicalities”.

    Olukotun said some of these technicalities could become a ground for an appeal.

    Patrick Eboigbodin and Micheal Igbinedion, younger brother to Lucky Igbinedion, former Edo State governor, along with their companies: Gava Corporation Limited; Romrig Nigeria Limited; PML Securities Company Limited and PML Nigeria Limited, were arraigned by the EFCC on an 81-count charge bordering on alleged money laundering, misappropriation of funds, conspiracy and abuse of office.

    A Federal High Court sitting in Benin City has reserved judgment on April 17 in the case of alleged N25bn money laundering and abuse of office leveled against former governor of Edo State, Chief Lucky Igbinedion and five others by the Economic and Financial Crimes Commission (EFCC).

    The judgment was earlier fixed for January 30th but was postpone over ill-health of the trial Judge, Justice A.M Liman.

    Other accused are Michael Igbinedion, a younger brother to Lucky who served as his personal assistant, Patrick Eboigbodin former Accountant-General and four companies naming Gava Corporation Limited, Romrig Nigeria Limited, PMI Securities Company Limited and PML (Nigeria) Limited.

    The EFCC had slammed a 66-count charge against the accused.

    Justice Liman who gave the date after counsels to both parties adopted their final written addresses apologized for delay in delivering judgment in the case.

    Liman explained that the delayed was due to his ill-health and not by want of attention or diligence on the part of the court.

    “Let me express my apology for the delay in giving judgment in this case. Judgment has been adjourned for about three or four times on this matter and the delay is not for want of attention or lack of diligence on the part of the court but for unwarranted circumstances occasioned by my ill-health,” he said.

  • Between Oshiomhole and Igbinedion

    The relationship between Governor Adams Oshiomhole and Chief Gabriel Igbinedion, the Esama of Benin Kingdom, is no longer a healthy one. No one knows how the recent face-off will end as the state government appears to have declared war on the Esama.

    The recent quarrel was over a news report by the Independent Television (ITV) in which Oshiomhole’s aides were alleged to have beaten up Reverend Father Peter Udo at Ujogba in Esan Central Local Government Area.

    Oshiomhole’s responses to what he termed offensive reportage were that the termination of the MOU the state government signed with the Igbinedion University for the training of the institution’s medical students , de-accreditation of ITV Correspondent to the Government House  and the expelling of Igbinedion varsity’s nursing students from using government facilities.

    Before then, there have been altercations between the duo. Igbinedion, a chieftain of the Peoples Democratic Party (PDP) , is one of the most powerful, influential and perhaps the richest chief in Benin Kingdom. He owns chains of businesses and several landed properties across the state. He single-handedly made his son, Lucky, governor between 1999 and 2007.

    As at inception of the Oshiomhole administration, Igbinedion’s relationship with the governor was cordial and robust because Chief Igbinedion and his son Lucky, who was deregistered from the PDP, reportedly financed the activities of the defunct Action Congress (AC), the political platform under which Oshiomhole emerged governor.

    Their relationship turned sour after Oshiomhole introduced a new tax regime, which many government officials said affected Chief Igbinedion and many other rich individuals in the state who were previously paying negotiated taxes to the government. What further worsened the relationship were reports and commentary by the Independent Television and Radio about the state government. Both stations are owned by Chief Igbinedion.

    The ITV was in 2011 sealed up over accumulated Pay As You Earn Tax. It was the Court of Appeal that ruled in favour of the Edo State government over the matter. In 2011, some landed properties of Chief Igbinedion were sealed over alleged non-payment of Ground Rent.

    In 2013,  Oshiomhole stopped farmers farming in government reserves forest at Okada in Ovia North East Local Government Area  from paying N40m annual royalty to Chief Igbinedion. The land was leased to Chief Igbinedion who later sublet the land to farmers for some fees.

    Oshiomhole told the farmers that custodians of land in state was vested on the state government and the Oba of Benin.

    He said: “As far as I know, government policy across the country is that Nigerians cannot be tenant farmers particularly on government-owned lands, because the land in question is government-owned that was reserved for an individual for the purpose of farming by himself, not to sublet to actual farmers who then pay royalties to him. The only person who can collect royalties in Edo State is the Oba of Benin.”

    After the local government elections in 2013, Oshiomhole threatened to curtail the excesses of Chief Igbinedion if the latter did not desist from contravening the laws.

    The governor said: “There is evidence that he (Igbinedion) has undermined the prosperity of the state for a very long time. Those who live in glass houses do not throw stones.

    “I want to send a warning to Chief Igbinedion that he should take it easy. He has acquired a lot of government land that the people have not engaged him on. He walks as if he is above the law, he was a chief tax collector in this state, pocketing twenty five to thirty per cent of every kobo that accrued while his son was the governor. I have not looked back because my mandate is to look forward.

    “If he continues with elderly rascality, I will bring him to justice. He must never underestimate the fact that I have the will and I have the capacity to deploy that will. If he crosses the law, he will be cut to size.”

    Igbinedion has kept mute. But the Vice-Chancellor of the university says the school was shocked by the government’s actions. Oshiomhole has obviously gone beyond being swayed by such reactions. For him, it appears it is fight to the finish!

    Igbinedion is devil’s advocate, says Oshiomhole

    Edo State Governor Adams Oshiomhole has accused the Esama of Benin, Chief Gabriel Igbinedion, and his Independent Television (ITV), of being the devil’s advocates.

    The governor accused them of churning out falsehood to discredit his administration.

    Oshiomhole was reacting to a report by the station that his aides beat up a Catholic priest last weekend at Ujogba in Edo Central Senatorial District when Lagos State Governor Babatunde Fashola was inaugurating some projects.

    The report said Rev. Peter Udo was beaten to a state of coma for allegedly refusing to leave the road for the governor’s convoy to pass.

    It said Rev. Udo had been discharged from hospital and that an unnamed parish priest at the locality said the perpetrators were begging.

    In a statement yesterday by his Chief Press Secretary, Peter Okhiria, the governor said he was not at Ujogba last weekend, as the station reported.

    The statement reads: “We watched with great shock the concocted news that was reported by ITV, owned by a Peoples Democratic Party (PDP) chieftain, Chief Gabriel Igbinedion, stating that the governor’s aides beat up a reverend father at Ujogba. The report is not only callous, malicious and wicked but also clearly portrays ITV and its proprietor as the devil’s advocates who churn out falsehood to denigrate the Oshiomhole administration.

    “The governor, as the father of everybody in the state, would never encourage anyone to beat up anybody, let alone directing that a priest of God, from whom he receives the Holy Communion, be beaten up.

    “If the purported incident as reported by ITV were correct, why has the church, which has unfettered access to the governor, not reported the incident?

    “We use this medium to call on ITV to retract the said offensive report and tender an unreserved apology to the Governor, through the same station for dragging the governor’s name into a matter totally unconnected to him.”

    Spokesman of the Catholic Diocese in Edo, Rev. Stephen said no report of any reverend father being beaten up had been made to the diocese.

    He said: “Allow me to do my holy work. I was with the Bishop this morning. He did not say anything like that. We are not aware of any such thing.”

    During the celebration of his 78th birthday, Chief Gabriel Igbinedion, the Esama of Benin kingdom said he would praised himself, even if nobody did, for taking initiatives to investing in various sector of the Nigeria economy at a time the economy was dominated by foreign investors.

    Chief Igbinedion said he was the first Nigerian to set-up an assembly plant for the production of soft drinks, the first to open a motor company in the country, began private broadcasting through cable and nursed the idea of operating a private varsity which materialized during the administration of General Ibrahim Babaginda.

    What he didn’t added then was that he is the first Edo man to have installed his son as a governor in the state and ensured that the son got a second term. He may well be the first again to see his daughter and in-law get elected to the House of Representatives in 2015.

    Since the exit of his son, Lucky, from the seat of power in 2007, the Igbinedions including the patriarch kept a low political profile until the April 2013 local government elections. None of Chief Igbinedion children have participated any elections but he campaigned for the PDP and was recently named South South leader of the party.

    However, favorite daughter of Chief Igbinedion, Omosede and his son in-law, a former Commissioner for Transport, Victor Enoghama has indicated interest to contest in next year’s general election.

    Both are seeking election to the House of Representatives under the Peoples Democratic Party. Omosede is seeking to represent Ovia Federal Constituency while Victor is eyeing the Oredo Federal Constituency seat.

    Victor served in the cabinet of Governor Adams Oshiomhole bbut did not get reappointed because of the political face-off between Chief Igbinedion and the governor. He is to contend with Kingsley Ogbeide-Ihama for the PDP ticket.

    Omosede will be the second child of Chief Igbinedion to be seeking election to high political office after Lucky.

    She first came to limelight when she married a nephew of the Oba of Benin, Alvan Akenzua but the marriage has since crashed. Omosede kept sealed lips throughout her marital crisis despite pressure from journalists to hear her side about what led to breakdown of her marriage.

    Last week, Omosede declared her intention to contest for next year’ selection at Iguobazuwa in Ovia South West Local Government Area. Defying a heavy downpour, Omosede danced through the streets to the venue of the event.

    Speaking at the ceremony, Omosede debunked rumours that she was not scared of contesting the elections and promised to provide books for children in the locality as well as immediate distribution of free drugs.

    According to her, “I am telling you what I will do. Every child in Ovia must go to school with books. Women and youth will be empowered. Where there is no electricity, I will ensure the villages get electrified.”

    “I am aware of farmers in the villages. I will attract investors. You will have quality and effective representation. If you support me, you will see changes.”

    “I have no fears in the elections. Ovia is the least developed in Edo South. I don’t know what others before have done but you will see lots of changes.”

    Deputy State Chairman of the PDP, Christopher Adesotu, said the constituency has not had a female representative since 1999.

    Some PDP members have expressed optimism that Igbinedion would easily secure the PDP tickets for his daughter and in-law but ensuring their victory would be quite a difficult task.

    House of Representatives’ Speaker Aminu Tambuwal and the Chancellor of the Igbinedion University, Okada, Edo State, Sir Gabriel Igbinedion, at the weekend showered encomiums on Oyo State Governor Abiola Ajimobi, urging the people to stand by him.

    They spoke at separate events in Ibadan, the state capital.

    Tambuwal, who was speaking at an empowerment programme organised by a member of the House of Representatives, Hon. Saheed Fijabi, praised the governor for what he called his brilliant performance and monumental achievements.

    “I want to appreciate Governor Abiola Ajimobi for his wonderful performance in Oyo State. I have always said this and will keep on saying it that whenever and wherever you identify good leaders who are doing well, you must continue to acknowledge them and commend them for their good works.

    “Notwithstanding the political affiliations and political party differences of the people of Oyo State, Governor Ajimobi has continued to meet the need of the people,” he said.

    In his address, Governor Ajimobi noted that the track record of people for political offices should be major factor in next year’s general elections.

    He enjoined the people not to sell their conscience through monetary inducements during elections, saying this would have negative effect on the future of the country.

    Speaking at his 80th birthday event organised by the University of Ibadan, Igbinedion said he once lived in Ibadan as a Constable in the Nigeria Police.

    He expressed surprise that when he got to the capital of Oyo State, he missed his way due to the many infrastructural developments that have been brought to the state by the Ajimobi government.

    “I have at least six houses in Ibadan. When I spoke with the governor days before this event and he assured me that I would miss my way, I didn’t believe him but when I got here, I indeed missed my way. Even though he is building on what his predecessors did but his achievements stand out,” he said.

    He added that the administration has also made Ibadan more secured.

    “Ibadan and Oyo State got its name from the Wild Wild West of the First Republic and that violence continued until of recent. I want to commend the governor for ensuring that there is peace in this land and for the development that he has brought to the state. If Oyo State people are appreciative like our people, they will automatically give you a second term,” Igbinedion said.
