  • IGP reads riot act to corrupt, indolent, personnel

    The Inspector General of Police (IGP), Ibrahim Idris, yesterday said the police force will no longer tolerate those he called ‘corrupt, indolent and disgruntled personnel’. He said this at the passing out parade of 285 graduates of the Police Training College, Eleyele, Ibadan. At the event, the IGP warned that erring police personnel would be sanctioned accordingly, adding that a total of 6,000 constables were recruited.

    Speaking through the Commissioner of Police, Oyo State Command, Abiodun Odude, IGP Idris said: “As policemen, you must have respect for the rule of law and fundamental human rights. Your loyalty to the nation and the force must be total. You are encouraged to toe the line of honour and shun acts capable of tarnishing the image of the force as there is no place for corrupt, indolent and disgruntled officers because erring officers will continue to receive  commensurate punishment.”

    He also enjoined the new police constables to be diligent, selfless, patriotic and constantly refresh their newly acquired knowledge and skills by putting all they have learnt into practice on the field in order to uphold the highest level of discipline and professionalism in the discharge of their statutory duties. “The Nigeria Police Force has the sole responsibility of policing the society in any democratic setting.

    “This could only be achieved through professional competence and equipment. To meet up with the United Nation’s recommendation ration of one policeman to 400 people, the Federal Government thought it wise to commence recruitment of another 10,000 policemen, our advertorials have since been opened for interested Nigerians to apply,” he said.

    The IGP noted that President Muhammadu Buhari has again approved and made funds available for the four premier colleges of Ikeja, Kaduna, Oji-River, Maiduguri and other police training schools across the country, adding that “this passing out parade comes, at the right time as the preparation for the general election, which will commence in few months time.

    “Our goal is to ensure that the members of the Force are made more competent, more confident and more efficient in the art and science of modern policing. As police constables, care has been taken to ensure that this training prepares you for new challenges whilst providing you with the necessary tools to understand and properly interpret government/force policies on matters affecting national security.”

     

  • IGP urges security agencies to close ranks

    The Inspector General of Police Ibrahim Idris has urged men and officers of all the security agencies to close ranks in the interest of peace and security of the country

    The IGP said the need to close ranks had become necessary as the country prepares for 2019.

    The IGP made the call yesterday during the closing ceremony of the inter-agencies training of men the police, military and para-military held at the police staff collage Jos, Plateau State.

    IGP Idris emphasized that the training was expected to put an end to the issue of inter-agencies rivalry in the course of duty.

    Represented by the Commandant of the college, AIG Dorothy Gimba, IGP Idris charged the 179 graduating personnel on advanced Detective Course to remain committed to the service of the country especially to the success of the 2019 general elections in the country.

    “Advanced Detective Course is primarily designed for junior officer’s cadre and their counterparts in other organizations to train and equip them with contemporary method of detecting, investigating and prosecuting emerging crimes in our society.

    “It is an opportunity for reinvigorating the need for a symbiotic working relationship with other agencies leading to the ultimate result of strengthening the internal security of our dear country Nigeria.

    “As law enforcers, you must always work and uphold the unity of this nation, I urge you to ensure that the impact of the course is reflected on your professional conduct and duties. All hands must be on deck for a successful 2019 general elections.”

    The College Commandant, AIG Dorothy Gimba in her speech through the Deputy Commandant of the Police Staff College, CP. Haruna Mshelia pointed that the Advanced Detective Course is systematically structured to enhanced the “professional skills and intellectual capacities of participants in the areas of intelligence gathering, collation, processing and sharing as well as detection, prevention, investigation and eventual persecution of criminal cases that abound in our society.”

    She added that the curriculum had been developed and expanded to accommodate new grounds in the art of crime detection and handling, including counter-terrorism investigations.

    The commandant added that the officers were equipped about respect for the fundamental rights of all citizens in the discharged of their duties toward upholding the democratic ideals that form the fulcrum of good governance as law enforcement officers.

    The Course Officer, CSP Adeyemi Olaolu thanked the IG for giving them the opportunity  to participate in the course and pledged to remain good personnel in their respective Commands, formations and organization.

  • Ifite Oraifite union members petition IGP over threat to life

    Members of the Ifite Oraifite Progressive Union (IOPU) Lagos chapter have petitioned the Inspector-General of Police (IGP )Ibrahim Idris over alleged threat to their lives.

    They include rights activist/social commentator Comrade Bonny Okonkwo, Chief Chuks Okonkwo, Elder sam Ajuluchukwu, Jerry Okwuosa, and Mr Ebele Obinna.

    In the petition signed by their lawyer Bartholomew Ajagbo, they urged the IGP to investigate three members of their community who threatened their lives.

    They also accused the suspects of criminal trespass, malicious damage of property, and conduct likely to cause a breach of the peace.

    According to them, the three suspects engaged in unlawful assembly, gangsterism, criminal terrorism, unlawful harassment and intimidation.

    The union members said the suspects unlawfully used the Police, with the backing of a powerful Anambra politician and oil magnate, to terrorise them.

    The members said their lives were seriously being threatened by the persons who allegedly broke into the union’s property at Irede Beach, Teddi Village, opposite Trade Fair, Lagos State.

    “They illegally broke the gate of the property and started having unlawful assembly, terrorising members of the public, including our clients,” the petition reads.

    Okonkwo, who is the union’s immediate past chairman and its board of trustees member, complained about how those he described as rogues boasted that no policeman could arrest them.

    “True to their words, when policemen from Alagbon went to arrest them, they resisted. Till this moment, the Alagbon officers have not done anything to bring them to book, meaning that they can carry out their threats to kill and nothing will happen.

    “It is a mystery that the Alagbon policemen could not carry out the instructions of the IGP to arrest the culprits.

    “I am appealing to President Buhari and the IGP to use their good offices to find out why Alagbon police disobeyed constitutional orders,” he told our correspondent.

    The union members also accused the suspects of brandishing dangerous weapons and making anonymous threat calls to them.

    They said the suspects boasted that they would use their financial powers and Police connections to frustrate the case if reported at any police formation.

    “It is against this development that we implore you sir to use your good offices to order discreet investigation into our client’s complaint in the interest of justice.

    “We appeal and urge you to bring the criminal perpetrators/criminal terrorists and disgruntled elements to book in line with your current drive to rid the society of criminal elements,” the lawyer wrote.

     

  • Assassination: Ekweremadu threatens to release video clip

    Deputy Senate President, Senator Ike Ekweremadu, on Wednesday threatened to release video clips of how his house was invaded by alleged assassins on Tuesday.

    Ekweremadu said that he may be forced to actualize his threat to release the video clip if the Police fail to withdraw its claim that what happened in his house was a mere case of burglary.

    The Senate resolved to ask the Police to do a thorough investigation of the alleged assassination attempt on Ekweremadu, his wife and son in the early hours of Tuesday.

    The upper chamber said that the conclusion that the incident was a case of burglary appeared to be hasty.

    Senator Enyinnaya Abaribe (Abia South), who raised the issue, prayed the Senate to condemn the hasty conclusion by the Police that the invasion of Ekweremadu’s residence was a mere burglary case.

    Abaribe lamented that “For the police to quickly without interviewing the very person for whom this incident happened to, come out and determine that it was a burglary, actually burgles the mind. We know in this country that Bola Ige was killed in his home. We know and also it is a fact the former gubernatorial candidate, Funsho Williams was also killed in his home”

    “Our fear today is why is the Police engaging in a cover up? Why is the police continually at any time that it concerns people that do not have presidential oversight or cover, they quickly come out and have a report” Abaribe queried

    Ekweremadu, in his remarks said that a deputy Inspector General of Police in charge of operations visited his house with the Commissioner of Police for the FCT on Tuesday afternoon to sympathizie with him.

    “I showed them round and of course they were very sympathetic of what happened”

    He also informed Senate that he was shocked “when I wake up this morning to hear Police saying that what happened in my house is a mere case of burglary. I am at a loss because as we speak, they have not taken any statement from my son who was hospitialised, they have not gone to the hospital to find out what exactly happened to my son. They have invited security personnel attached to me who reported yesterday some are still reporting this morning.

    “They (the Police) looked at the CCTV tapes operated by the DSS and a staff of my house, apparently they were not able to figure it out. So it was easy for them to quickly dismiss what really happened”

    Ekweremadu noted that he has been able to figure out the correct picture of what happened and disclosed that he now has the video clip.

    “Unfortunately for them, later yesterday evening a technician came and was able to figure out and was able to produce the CCTV footage, including how they gained entrance into my house and how they got a way into my room and the fight between them my wife and my son and all the efforts we made to save our lives. I am happy that we have that in our custody which the police is not aware of. I am sure that Nigeria will be shocked on what transpired and all the efforts made to save our lives. Now that the police appears to have concluded the case, unless they withdraw the statement that it is a mere case of burglary, I may now be forced to release those footage to the media, international communities so that Nigerians and ordinary people judge whether it was a case of burglary or attempt to kill me or whether they just want to come to my house to have a breakfast or have a handshake with me.”

    Ekweremadu added, “It appears to me that the man who said it was a mere case of burglary does not know what burglary is about. He doesn’t need any teaching he just needs to go into the internet and find out what burglary is really about. He can compare if it is the same with what happened in my house.”

    He also said he might be forced to accept offers by some concerned Nigerians who wanted to offer free security in his house.

    “I also want to appreciate those who said they want to come to my house and provide security service for me with their machetes and Dane guns if the police have failed to do that. If they fail to withdraw so I have to accept those offers but I don’t want that to be our portion”

    Senator Dino Melaye, in his contribution said,

    “The police adopted a very myopic, porous and intellectually stagnant approach to a very serious matter. To start with, burglary is not mere. Anyone who is engaged in burglary has satanic intention. It is burglary that leads to assassination.

    “To come out and say its mere burglary shows that the Nigeria Police has identified some individuals that no matter what happen, we will not get their service.

    If this has happened to one of the faithfuls of Mr President, this will not be the reaction of the Inspector-General of Police. If this has happened to one of the close friends of the villa, this will not be the reaction of the IGP.” he added.

  • IGP orders special squad to fish out killers of Kaduna monarch

    The Inspector General of Police, (IGP) Ibrahim Idris has ordered his Intelligence Response Team(IRT), led by a Deputy Commissioner of Police, DCP Abba Kyari to fish out the killers of the traditional ruler of Adara community in Kaduna, Dr. Maiwada Galadima.

    Galadima, a first class monarch was gruesomely murdered, after he was kidnapped alongside his wife and several others by a gang of armed men, on  the Kachia- Kaduna Highway.

    A crack team of IRT operatives was subsequently deployed  to Kachia, Katari and Brinin Gwari areas of Kaduna State, to track down the kidnappers who are suspected to be members of a notorious gang of herdsmen  terrorizing residents  of  Kaduna and Zamfara States.

    The IGP was said to have been shocked to hear that  the traditional  ruler was murdered after spending one week in captivity and his people paying a ransom of N10million.

    It was gathered that  after the ransom was paid, the kidnappers took  the 64-year-old traditional ruler and some other people who they kidnapped alongside him, excluding his wife, Victoria, who they had released three days before then, to the fringe of  a forest at Katari  and they opened fire on him.

    Another victim who tried to escape was shot on the foot before they escaped back into the forest.

    However  the sound of the shootings  attracted residents of a small village in the  area and they found the paramount ruler  in a pool of blood.

  • El-Zakzaky: I-G puts Commissioners of Police on red alert

    The Inspector General of Police, Mr Ibrahim Idris has placed all Commissioners of Police on red alert over the activities of members of the Islamic Movement of Nigeria (IMN).

    A statement by the Police Force spokesman, acting DCP Jimoh Moshood on Tuesday in Abuja, said that the commissioners, especially those facing likely threats by the Shiites, to deal with them decisively in accordance with the law.

    “They are to deal decisively in accordance with the law with the sect and prevent the group from causing breakdown of law and order in those States,” he said.

    Moshood said that the I-G had directed a thorough investigation and prosecution of the 400 members of the sect arrested by the police in Abuja on Tuesday over alleged violent protest.

    The spokesman said that the suspects would be charged to court for terrorism.

    He also said that the I-G condemned the attack on police personnel and the setting ablaze of police vehicle, allegedly by the Shiites, warning that the police would not condone lawlessness and disturbance of public peace by any group.

    “The full weight of the law will be applied on perpetrators of violence and lawlessness that can lead to breach of the peace, and law and order anywhere in the country,” he added.

    He implored residents of FCT and other contiguous States to to be vigilant and go about their lawful engagements without fear.

  • Killings: IGP deploys forces as Kaduna declares curfew

    Inspector General of Police (IGP) Ibrahim Idris has deployed the Assistant Inspector General of Police (AIG) in charge of Zone 7 to lead a special investigation team to Kaduna State, following the killing of 55 persons in Kasuwar Magani.

    The special team comprises four units of Police Mobile Force (PMF), specially trained riot policemen, the Counter-Terrorism Unit, conventional policemen, the Federal Special Anti-Robbery Squad (FSARS), the Intelligence Response Team (IRT), the Technical Intelligence Unit (TIU), the State Intelligence Bureau (SIB), a detachment of EOD and Police K9.

    Members of the team will work with the Kaduna State Police Command to ensure that peace is restored and sustained in the area and its environs.

    A statement yesterday in Abuja, the nation’s capital, by the Force spokesman Jimoh Moshood, an Acting Deputy Commissioner of Police (Ag. DCP), reads: “Concerned with the unfortunate attack and killings of 55 innocent people, mayhem and the resultant disturbance of public peace that occurred in Kasuwar Magani, Kajuru, Kaduna State on October 18, which also resulted in destruction of property valued at millions of naira and the need to end this crisis, IGP Ibrahim K. Idris has deployed the Assistant Inspector General of Police (AIG), Zone 7 headquarters in charge of Kaduna, Niger states and the Federal Capital Territory (FCT) to lead the Police Special Intervention Force.

    “The operations will cover the entire Kasuwar Magani and environs and other flash spots in Kaduna State.

    “The Police Special Intervention Forces will be working in synergy with the Kaduna State Police Command to ensure that peace and normalcy are restored and sustained in Kasuwar Magani and its environs.

    “To achieve success in the operations, the Force will be proactive and strict in the enforcement of its mandates, police standard operations procedures and rules of engagement.

    “The Force will ensure the full enforcement of the curfew imposed on Kasuwar Magani and environs by the Kaduna State government.”

    The police also said their team will carry out 24-hour surveillance and patrol, stop-and-search; continuous raids of identified criminal hideouts and black spots with a view to arresting trouble makers, their sponsors and nip in the bud any further attempt to cause violence and other criminality in the area.

    The deployment, the police said, will cover communities, towns, villages, vulnerable points, government and private infrastructure and facilities in Kasuwar Magani, Kajuru Local Government Area and its environs.

    The police urged traditional rulers, religious leaders, public office holders, politicians, opinion leaders, and other members of the community to support the team.

    The Kaduna State government yesterday declared a 24-hour curfew on Kaduna and its environs to forestall a breakdown of law and order.

    A statement by the Senior Special Assistant to the Governor on Media and Publicity, Samuel Aruwan, said: “A 24-hour curfew has been imposed on Kaduna town and its environs. It is with immediate effect.”

  • Killing: Ex-ministers family petitions IGP

    …IGP orders detention, probe of Policemen involved

     

    The family of the former Minister of Finance, Senator Nenadi Usman have petitioned the Inspector-General of Police, IGP Ibrahim Idris over the murder of Anita Akapson by policemen.

    Miss Akapson, 31 was allegedly shot dead on Saturday night by yet to be identified policemen in Katampe District area of Abuja.

    According to the family, the deceased was trailed, targeted, intercepted, her vehicle brushed, blocked and shot at close range by a police officer while she was sitting in her vehicle.

    The family in the petition dated 15th October and signed by the legal Chamber of Kayode Ajulo & Co. called for a comprehensive investigation into the murder.

    The petition reads: “We are solicitors to the Family of Senator Nenadi Usman (hereinafter refers to as “Our Clients”) on whose firm and unequivocal instruction we write you this letter.

    “Senator Nenadi Usman was a former Minister of Finance and Distinguished Senator of the Federal Republic of Nigeria.

    “Our Clients has availed us the circumstance of the gruesome murder of their daughter, Anita Akapson, (31 years old) who was gruesomely shot at close range by a trigger-happy police officer for reasons unknown to our client.

    “It is our brief that Our Clients received a distress call at about 11pm on the 13th of October, 2018 by an anonymous caller who informed them that their daughter was in Gwarinpa District Hospital. But, on the arrival of our Clients at the Hospital, Miss Anita had died from the gunshot injuries.

    “Several eye witnesses (names withheld) detailed to our Clients how the deceased was trailed, targeted, intercepted, her vehicle brushed, blocked and shot at close range by a police officer while she was sitting in her vehicle (An Honda Accord Salon) at Katampe District, Abuja.”

    The family also said the circumstances that surrounded the death of Akapson calls for thorough investigation considering her closeness with the former Minister who has in recent times been facing persecution from the government.

    “The circumstances of the trailing, tracking and gruesome murder of the deceased who had a strong affinity with Senator Nenadi Usman, a member of the leading opposition political party in Nigeria, and who is presently facing continuous prosecutions from the States, unleashed with inattentive executive sanctions, calls for thorough and comprehensive investigation.

    “Our Clients have reasons to be apprehensive based on the circumstances as enumerated above particularly the shielding of the suspected officers, a (Superintendent of Police) involved in the matter.

    “Given the level of intimidation of opposition by the instrumentality of the State, Our Clients are worried as to the intent or possible calculated assassination of the deceased to further cause pain and anguish on the family.

    “We, therefore, based on the foregoing, urge you to use your good offices to cause a comprehensive investigation of the killing and surrounding circumstances without further delay to unravel the intent and the culprits behind this mindless act.

    “Sir, you will agree with us that the right to life is fundamental and non- negotiable. No body regardless of how highly placed should be allowed to take another person’s life and yet live freely in our society.

    “We are hopeful that this matter will not be ‘heartlessly’ swept underground in an attempt to protect the perpetrators, their sponsors and intent as we have experienced in the past inglorious days of this country.

    “Take notice that we would be left with no other option than to use the instrumentality of the law to seek justice in the death of Miss Anita Akapson if investigations are not timeously and thoroughly conducted.”

    Meanwhile, the Inspector-General of Police, IGP Ibrahim Idris has ordered the FCT Commissioner of Police, Bala Ciroma to detain and personally investigate the policemen who shot Akapson.

    The Force Spokesman, Ag. DCP Jimoh Moshood in a statement in Abuja on Monday said: “IGP has ordered the detention and investigation of Policemen involved in the incident that led to the death of Miss Anita Akapson.

    “The IGP has directed the Commissioner of Police, Federal Capital Territory, Abuja to immediately detain and personally carry out a thorough investigation of policemen involved in the incident that resulted in the death of Miss Anita Akapson at Katampe Extension, Abuja on the night of Saturday, 13th October, 2018; and bring the perpetrators to justice.”

    The IGP while commiserating with the family of the deceased also assured them that justice will be done in the matter.

    Moshood also disclosed that the Commissioner of Police, Federal Capital Territory (FCT) Command was already in touch with the family as directed by the Inspector General of Police.

    The Police also promised to inform the public of the outcome of investigations into the incident.

  • Reps set for showdown with IGP over detention of lawmaker

    The House of Representatives, on Wednesday threatened to summon the Inspector General of Police (IGP), Ibrahim Idris, if Rep. Abubakar Lado (APC-Niger) arrested by the Special Anti-Robbery Squad (SARS) was not released within 12 hours.

    Lado currently represents Gurara/Suleja/Tafa Federal Constituency of Niger State.

    The development was sequel to a motion moved under the matters of urgent public importance by Rep. Toby Okechukwu (PDP-Enugu) at the first plenary presided over by the Speaker, Mr Yakubu Dogara.

    Okechukwu said the lawmaker had been on detention for three days against the constitutional prescription, saying the House was briefed that his detention arose out of issues related to the All Progressives Congress (APC) primaries.

    According to him, Lado had abinitio notified the police authorities of efforts to cause crisis by his opponents.

    “The House is aware that the invitation of Lado was not done through due process and therefore breaches the Legislative Powers and Privileges Act which requires notification of presiding officer before any member is invited or arrested.

    “The House is aware of the detention of Lado by SARS.

    “The House is further aware of his continued detention for the past three days. The action offends the Nigerian constitution and amount to inhuman and degrading treatment,’’ he said.

    Okechukwu said it was embarrassing that the intervention of the leadership of the House was rebuffed by the police.

    “The intervention of the House leadership was rebuffed by the Nigerian police ostensibly because it is only the Governor of Niger State, Mr Abubakar Bello, that can give instruction for his release,” he said.

    Contributing, Rep Nnenna Ukeje (PDP-Abia), who called for his immediate release, said it was disheartening the manner with which the police flouted the law.

    “If people of this calibre can be treated with such disdain, you can imagine what the 180 million Nigerians go through on a daily basis’’, she said.

    Rep. Osai Osai (PDP-Delta), who noted that the responsibility of the reformed SARS is to arrest robbery and kidnapping culprits, said the organisation had gone beyond its mandate.

    On his part, Rep Olawale Raji (APC-Lagos) narrated that members who visited the SARS office where the lawmaker was detained were treated with disdain.

    “They were very rude to those of us that visited Lado in the detention and so many Nigerians are suffering the same treatment by the police.

    “The conduct of the Nigerian Police Force, particularly the SARS, is absurd’’, he said.

    Raji, who called on the House to order the IGP to release their member within 24 hours or suspend further sittings until he is released, said urgent action should be taken.

    Rep Segun Adekola (PDP-Ekiti) said the situation called for a sober reflection as effort must be made to stop the impunity in the country.

    He`, therefore, supported Raji’s motion that the House be shut down should the police fail to release Lado.

    However, the Leader of the House, Femi Gbajabiamila (APC-Lagos), moved that IGP Idris be invited if the police failed to release Lado within 12 hours.

    Gbajabiamila, who was among the delegation that visited the lawmaker in detention, also described the attitude of the police officers as unfriendly.

    He expressed concern over the detention of the legislator by SARS, saying ”the responsibility of SARS is embedded in its name; Special Anti-Robbery Squad’’.

    “They told us his offence was a case of “two fighting“. And we asked where the other person, who is the chairman of the council is, they said he is not here.

    “They said we should go and see the IG and when we got to his office, we couldn’t see him. They told us the only person that can release him is the governor’’, he said.

    The lawmaker said if nothing was done, Lado would continue to be in detention even till next week on the pretext of two fighting.

    “This is impunity and something needs to be done. Our colleague is being harassed as I saw him yesterday.

    “My amendment to this is that should we not be able to release him today, the IGP

    should come to this House tomorrow and tell us why any citizen should be held for three days.

    “When the offence for which he is being charged with is not a capital offence and should tell us why the other person is walking freely.

    “The government is being given a bad name and I am sure that the government is not aware of this. It was just some bad and overzealous elements doing this,” he said.

    In addition, Rep. Simon Arabo (PDP-Kaduna) said for denying their colleague the chance to contribute in the proceedings, he urged the House to charge the case to court.

    When the Speaker, Mr Dogara, put the question on a voice vote, lawmakers who stood down the suggestion to suspend further sittings, however, gave IGP Idris 12 hours to release Lado or be invited for questioning.

    The speaker instructed that a letter be given to the House leader who leads a delegation to the IGP.

    He also directed the Clerk of the House to ensure that the case was filed in court.

    Rep Lado and the current Chairman of the Suleja Local Government Area, Abdullahi Maje, vied for the Gurara/Suleja/Tafa Federal Constituency primaries of the APC in Niger State. (NAN)

  • Buhari’s retention of Service Chiefs, IGP has paid off, says group

    A pro-Buhari organisation, Re-elect Buhari Movement (RBM) has commended the foresight of President Muhammadu Buhari in not yielding to calls for the sack of Service Chiefs and the Inspector-General of Police.

    A statement by its convener, Emmanuel Umohinyang, said recent experience has shown that the President digs deep in arriving at decisions on important national affairs, stressing specifically that, “recent successes in the war against terrorism and criminality have shown that the security heads have the capacity to deliver.”

    According to Umohinyang, though Nigeria was still facing some challenges in tackling insecurity, the armed forces and the police have shown that they are on top of the game, judging by recent developments.

    The group boss, therefore, stressed that what the security chiefs needed was the support to forge ahead in carrying out their assignments instead of needless criticisms.

    The statement reads: “Since their appointment, the service chiefs and the IGP have shown character.  They have shown quality leadership, and we have equally seen from the results from the field security wise, especially the decimation of Boko Haram in the Northeast.  We cannot but give them kudos.
