    Man City hoping for work permit for Iheanacho

    Manchester City hope to get a work permit for Nigerian starlet Kelechi Iheanacho – voted the best player at the Under-17 World Cup, reports Alan Nixon in the Sunday People.

    The youngster, who scored six goals in the tournament, including one in the 3-0 final win over Mexico, has agreed terms to join City.

    But they still face a battle to bring him in, although they claim he is a ‘special talent’ and will have strong evidence to back it up.

    In other transfer news, City will resist any attempt from Italy to take Stevan Jovetic on loan – even though the Montenegro striker is struggling to settle at the Etihad.

    Jovetic has been targeted by both Inter Milan and Roma for a January return back to Serie A.

    Nigeria U-17 stars Kelechi Iheanacho, Taiwo Awoniyi and Dele Alampasu have been picked for a training camp ahead of next year’s CHAN.

    Coach Stephen Keshi has called up 30 players, while putting six on standby in preparations for the 3rd African Nations Championship in South Africa. Keshi said he is looking forward to a good outing on the country’s CHAN debut.

    “We are going to the CHAN for the first time, but we want to be the best at our very first outing,” he said in Salvador on Thursday morning.

    Nigeria are in Group A alongside hosts South Africa, Mali and Mozambique. First-choice goalkeeper and skipper Chigozie Agbim and ace midfielder Sunday Mba top the list, with Shooting Stars forward Gbolahan Salami handed a recall.

    The training camp will open in Abuja on Monday. Players on the standby list will have opportunity to join the team only if a player on the main list gets injured.

    Super Eagles coach, Stephen Keshi, has said Nigeria must be realistic about next year’s World Cup after top officials suggested a semi-final target for the team.

    The Super Eagles will go to Brazil as African champions, but the team had failed to go past the Round of 16 in previous four outings at the global soccer showpiece event.

    And Keshi has said ahead of Friday’s World Cup draw in Brazil that the tournament will be tough as all the finalists have a point to prove.

    “We have to be realistic because there are no small teams among the 32 going to Brazil, any of the team will be tough,” MTNFootball.com quoted Keshi as saying on Brila FM Radio.

    “We have no preference of any of the countries to be our group. All we need do is to prepare well for every team and take the games one after the other.

    “If we get Brazil or Uzbekistan or Malta as World Cup opponents, Nigerians will still worry.”

    “The country should continue to have confidence in the team, support the team, rather than pulling it down,” he added.

    Keshi, who is now two years on the job, said he does not expect the MVP from the recent U-17 World Cup Kelechi Iheanacho to be part of his plans for Brazil because he lacks the necessary experience.

    “Iheanacho is a good player, but he has to play in a team and gain league experience and not just perform in the U-17 World Cup,” he said.

    The owner of Taiye Golden Football Academy, Ezenwere Kennedy, who is the grassroots coach of Golden Eaglets’ star, Kelechi Iheanacho, has admonished that the young striker needs to be well guided in the choice of the club he would like to play for.

    Popularly called Coach Taiye, Ezenwere discovered Kelechi as a young kid and he was instrumental to the UAE 2013 FIFA U-17 World Cup Most Valuable Player’s rise in the round leather game from his obscure Nekede home to the well known Owerri area.

    In a chat with SportingLife, Ezenwere said so many agents have been disturbing the player with many contract offers abroad but he added that none of them meant well for Kelechi as his aspiration to go far as a footballer.

    He cited several instances of agents that have been dropping names of top clubs in Europe only to find out that they were imposters.

    Taiye reckoned that it would be unfair on the father of Kelechi, James Iheanacho if someone illegally poached the Eaglets’ star and sends him abroad without the consent of his father since the player is still underaged.

    He said he would leave all that he has suffered for Kelechi for posterity to judge him but he said that it would be over his dead body that the Ohaji Egbema born player would sign for a club that would not add monetary value to his life and better the lot of those that have toiled with him.

    “Kelechi is more than a player to me because we have gone through all together before he got to this height.

    He came to me as a young footballer and I polished him to the required standard that will be of benefit to him and his parents.

    “We have gone to many tournaments together and because of the talent I see in me I never lost hope in him. It will be unfair for some agents to reap from where they did not sow by parading themselves around the player because he has achieved the result. I will ensure that Kelechi is sold to a club that will have his interest. It is our major priority,”Taiye informed SportingLife.

    Henry Ganiyu James Iheanacho, the father of 2013 FIFA U-17 World Cup Most Valuable Player, Kelechi has revealed that top Portuguese giants, FC Porto are in poll position to sign the Golden Eaglets talisman.

    The senior Iheanacho, in an interview with SportingLife at Owerri, refuted reports making the rounds that he has placed a staggering sum on his child and has stated that the report emanated from his enemies.

    The father of the silver shoe player hinted that Porto have been showing genuine interest in Kelechi even before the start of the cadet world cup because of his immense talent.

    James Iheanacho emphasised that he has never granted any interview with any journalist where issues relating to the contract fee of his child had been mentioned.

    The Iheanacho senior also counteracted the report linking Kelechi with several football agents insisting that Henry Ganiyu remains his only known and authentic agent for his player and that others should endeavour to take the back-seat.

    “Some brought letters for me to sign in the night that if I don’t sign the letter before the following morning, Kelechi won’t be able to sign for any club. I told them I don’t know how to write and why would they bring letter for me to sign in the night?

    “I called one of my sons and he read out the content to me and I didn’t sign it. I don’t anything about Arsenal. The club that shows interest in my child is FC Porto. They are all around and they are serious about it. They are much around as I speak. The only agent that I gave my mandate to market Kelechi is Henry Ganiyu. In the paper yesterday (Tuesday) it was published that I gave mandate to about seven agents. It is pure lies. Go and find out the signature you will see it is that of Henry Ganiyu, the agent we have commissioned to look for buyers for Kelechi. I don’t know anything about any other person.

    Nigeria leading scorer, Kelechi Iheanacho, will be fit for Saturday’s U-17 World Cup quarterfinal against Uruguay, the team coach told MTNFootball.com.

    Iheanacho has scored five goals in the competition and coach Manu Garba has assured the striker will be available for the Uruguay test.

    “It is a minor injury and Iheanacho should be back for the next game,” the coach assured.

    Star striker Isaac Success is still nursing a hamstring injury.

    Golden Eaglets coach, Manu Garba, has tipped Kelechi Iheanacho to be one of the stars at the ongoing U-17 World Cup in the United Arab Emirates.

    MTNFootball.com reports that Iheanacho scored four goals as Nigeria dumped reigning champions Mexico 6-1 in an opening group game on Saturday.

    “I am not surprised that he was able to score four goals for us because he is a very good player and I have no doubt that he would be one of the stars to watch out for at this tournament,” Manu remarked.

    The four-goal hero revealed that he prayed for two goals and got even more.

    “Before the match, I specifically requested for two goals from God and after scoring the first two in the first half, I never knew God has better plans for us,” he said.

    “The glory of this victory belongs to all of us because it was a team effort and we are all looking forward to a good tournament.”

    He said the goals are to the memory of his late mother as well as his younger brother, Chibuike.

    Mrs. Iheanacho passed on in February and Iheanacho said her memories flooded back as he entered the pitch against the defending champions, adding that she would be proud of his achievement.

    “Of course, I remember my mum before the start of the match, but there is nothing I can do about her death. I dedicate the goals to her memory as well as to my younger brother, Chibuike Iheanacho, who I believe would be a very great player in the future,” he said.

    Government Tompolo versus Minister Iheanacho

    Man pass man, is one of our local streetwise aphorisms that approximates George Orwell’s averment in the Animal Farm, that, ‘All animals are equal, but some are more equal than others’. I recall also that while growing up, there was one feisty fellow with an ugly face and huge biceps that used to terrorise our neighborhood, who went by the name Man pass man. The guy was a law unto himself, and for a young mind, I equated him with what I have come now to realise is the prerogative of the state – the right to superior violence. In civilianised parlance, it is called the power of the police.

    In the accusations and counter accusations between Government Tompolo and former Minister Iheanacho, the born of contention primarily is whether Tompolo, acting on behalf of the Nigerian Maritime Services Agency (NIMASA), rightfully exercised the power to arrest and detain Captain Iheanacho, summarily. According to the former Minister, Tompolo abducted him and kept him in NIMASA office for a day, before handing him over to the State Security Services (SSS); which immediately released him. The allegation against the former Minister is that crude oil, stolen from the Niger Delta by suspected bandits, was traced to his tank farm; and as such he is suspected to be complicit in the crime.

    As a friend commented when the news broke, the problem is the pedigree of Tompolo, a ‘retired general’ of the Niger Delta militancy, acting now as ‘a police’ of the Federal Government. Prior to the late President Yar’Adua’s historic amnesty in 2009, Tompolo was like my childhood man pass man, albeit at a much higher level. He was not only feared by the ordinary folks, he was a terror against the state; and with other militants successfully challenged the police power of the Republic, before they were granted amnesty.

    Arguably, Government Tompolo has been reformed and is now a by product of President Jonathan’s transformation agenda. It can be assumed that in pursuit of that transformation, Tompolo was handed over a multi billion dollar contract to look after the maritime corridor of the country and of course Nigeria’s crude oil facilities, which he and his former outlaw colleagues were sabotaging to bring the Nigerian state to its knees. Such a transformation is what rankles many, as he bars his ‘new police’ fangs against his first major public victim – former Minister Iheanacho. I agree as some have argued, that such incongruity is fully a made in Nigeria stuff.

    But in his alternate personality, as a NIMASA/Naval police or simply security contractor, the constitution and case laws provide for clear presumption to warrant a lawful arrest, irrespective of who is affecting an arrest. For if the Nigerian police legitimized under section 214 of the 1999 constitution (supplemental), can be held accountable for the exercise of the power of arrest and detention, how can any person rightfully argue that Tompolo’s agency created via an ordinary statute, is presumably beyound any reproach. Now, if Captain Iheanacho carries out his threat to sue NIMASA and Tompolo, the legitimacy of the arrest will be one strong issue that will truly determine the remedy that will be available to him.

    A legitimate arrest can be carried out with or without a warrant of arrest. A warrant of arrest as clearly explained by learned author, Oluwatoyi Doherty in Criminal Procedure in Nigeria (Law and Practice), is usually issued by a Magistrate, when the statute or law provides that such alleged offender can not be arrested without warrant; when a serious offence is alleged to have been committed; and when a summons issued by a Magistrate has been disobeyed. It is usually executed by a police officer for the purpose of bringing the alleged offender to court. On the other hand, an arrest without a warrant can be affected by a police officer, judicial officer or even a private person.

    One recurring requirement for a lawful arrest without warrant is that either the offence is committed before the person making the arrest or there is reasonable suspicion of the commission of an office. In many of the cases quoted by Doherty, the test of reasonableness is the determinant. Where for instance the owner of a property or his agent acts reasonably to protect his proprietary interest, he must with reasonable dispatch take the arrested offender to the nearest police station. Both the Criminal Procedure Code and Criminal Procedure Act generally governing the northern and southern jurisdiction of Nigeria respectively provide for this text.

    The latitude provided under the common law, the Police Act, the CPA and CPC must all however be in tandem with the extant provisions of section 35 of the 1999 constitution on right to personal liberty. I must however say that the constitution and the statues are not incongruous, once the text of reasonableness is met. See sections 35(1)(c) and (4) of the constitution. In Government Tompolo versus Minister Iheanacho, the former Minister alleged that he was abducted by Tompolo and that the intention is to cripple his business. In effect he was alleging premeditated malice, which if he can prove by evidence, will defeat the test of reasonableness, and avail him the eloquent protections of the constitution on fundamental rights.

    The other characteristics of Man pass Man as a local terror or the obvious circumstances that all animals are equal, but some are more equal than others, must worry the larger society. If truly Tompolo has metamorphosed through a Jonathan’s transformation process, it remains to be seen whether the former warlord has acquired the trained instincts of a constitutional police man or the ordinariness of a reasonable man.

    FORMER Minister of Interior, Captain Emmanuel Iheanacho, returned home a free man yesterday, 24 hours after his arrest in connection with alleged stolen petroleum products.
    The Nigerian Maritime Administration and Safety Agency (NIMASA) claimed on Friday that   petroleum products diverted from a hijacked vessel, M.T.Grace were traced to the tank farm of Integrated Oil and Gas Limited owned by Iheanacho.
    He was handed over by NIMASA to the State Security Services (SSS) for interrogation.
    He was, however, released yesterday.
    The conditions attached to his release were not immediately known.
    Iheanacho was arrested on Friday while three management staff  were arrested on Thursday.
    The tank farm was also sealed off.
    The former minister, The Nation gathered last night, alleged that his arrest and that of his staff and the sealing of the tank farm were aimed at crippling his business.
    He vowed to institute legal action against NIMASA and the Nigerian Navy should they continue to occupy his facility.
    When The Nation contacted him on phone yesterday to react to his arrest the call was picked by a man who was hostile and declared that the ex-minister was not prepared to answer any question.
    However, sources close to him said he was not taking the matter lightly.
    Sources said the vessel that was allegedly used to move 3,000 metric tonnes of Automotive Gas Oil (AGO) otherwise known as diesel obtained clearance from the Nigerian Navy (NN), the Department of Petroleum Resources (DPR), NIMASA, and the Nigerian Ports Authority (NPA) before it discharged its cargo at the tank farm. The sources added that the ex-minister’s company accepted the cargo of the ship after it produced proof of the statutory clearance from the government agencies.
    A senior official of the company who craved anonymity said the NN clearance issued to MT Grace was signed by the Commanding Officer of NNS Beecroft on August 28 while the DPR clearance to discharge was issued a day later.
    The official said NIMASA’s clearance for the ship to sail was signed by the agency’s Director of Operations and Shipping Development on August 31, 2012.
    “We do not discharge any vessel that does not have clearance from the relevant authorities and this particular ship had all the necessary clearance. We only leased out the facility to the owners of the cargo. The cargo is not ours and we have nothing to do with it.
    “The owner of the cargo is clearly stated on the documents, so why don’t they go after him? Why do they keep harassing us here always? They have crippled us and I believe there is an ulterior motive to this. We have not traded product on our account for about four months yet we are subjected to all these harassments,” the official said.
    But speaking with The Nation over the plan by the former minister to challenge NIMASA in court, the agency’s Deputy Director, Public Affairs, Hajia Lami Tumaka said the agency has no regret over its action.
     “The man was arrested by our officials and handed over to the men of State Security Services (SSS). We have no regret over his arrest because it was done based on the information at our disposal and it was done in the cause of performing our responsibility and the job given to us as an agent of the Federal Government,” Tumaka said.
