  • INEC yet to commence collation in Imo

Collation of the results for Saturday’s election is yet to commence in Imo State, raising suspicions of possible manipulation of figures.

The delay which has thrown some of the politicians into panic, was as a result of Saturday’s rain that flooded most of the designated Collation Centres.

  • Fresh anxiety in Imo over guber polls

As the political parties perfect their last minute preparations for the forthcoming governorship election, Associate Editor, Sam Egburonu, reports that electorate in Imo State are afraid of possible violence arising from the complexities that have shaped the election campaigns

THE tension that has punctuated the political texture of Imo State, following the implosion of Governor Rochas Okorocha’s political family, has deepened since Tuesday’s assassination of Ifeanyi Ozoemema, the All Progressives Congress Ward Chairman of Logara/Umuohiagu, Ngor Okpala Council Area of the state.

Eyewitnesses confirmed that Ozoemema was shot few hours after he presided over a meeting of his party in the ward. The meeting, according to insiders was part of the party’s preparation for yesterdays rescheduled presidential and National Assembly polls.

The Vice Chairman of Logara Development Union, Chief Martin Opara, had told reporters, while confirming the incident that the community had been gripped by panic and mourning.

“This killing is strange to our community. Report said that he was shot several times in his house until he died. We have met with the Eze-in-Council and have sent a delegation to the DPO requesting that the killers should be arrested immediately.

“Logara community is known for peace and we won’t jeopardise it. The deceased just finished hosting a meeting of APC members in his ward, before gunmen operating in a jeep came and requested to see him. On sighting him, they shot him several times before they left.”

Coming at this time, sources said Ozoemema’s murder has reawakened the fear of some electorates and stakeholders that the crisis in Imo APC may further endanger the peace in the state during the forthcoming governorship election.

Following the inability of Governor Okorocha and the other leaders of APC in the state to resolve their differences over the party’s governorship candidate in this election, informed observers have expressed fear that except the security agencies take extra care to oversee elections in the state, especially the governorship election, the state may be thrown into chaos as the desperate candidates and their supporters may be tempted to reach out to each other’s throat.

It would be recalled that barely seven months earlier, at the peak of the leadership intrigues in the party, Chief Sunny Ejiagwu (Onaneze), the party’s Chairman in Ideato North Local Government Area, was also reportedly murdered in very worrisome circumstances. As would be expected, the news of his assassination caused panic in the state because he met his violent death shortly after he and 27 others were inaugurated as the party’s local government chairmen after the state APC rescheduled election as ordered by the court.

Even before the recent assassinations, The Nation had reported that in the entire Southeast geo-political zone,

Imo State, which is currently administered by an All Progressives Congress-led government, promises to be the hottest state to watch during the elections.

Insiders confided to us that this fear is primarily because the disintegration of the political family of the out-going governor, Owelle Rochas Okorocha, had created so much bad blood that it is feared today that the estranged members of the ruling party in the state, the APC, and some of their estranged members now in other parties may make room for the opposition parties as they are likely to see themselves as the primary political opponents in the contest. If this happens, as is being feared during the governorship and other state elections, it may be difficult to guarantee violent-free elections there.

We have reported earlier that the political tension in the state could be traced to the high level criticism against the leadership style of Okorocha almost all through his second term in office. This was worsened by the open disagreement of top members of his political family and other stakeholders within the political party over the result of the governorship primaries.

It would be recalled that the bone of contention was the choice of the governorship candidate, a disagreement that led to a major division between Okorocha and his deputy, Prince Eze Madumere, who is today the running mate to APC’s governorship candidate, Senator Hope Uzodinma. Okorocha had pushed for Uche Nwosu, his son-in-law, who also served as his Chief of Staff, as the party’s candidate, but APC national leadership finally chose Uzodinma with Madumere, as his running mate, a decision that Okorocha has continued to oppose openly.

Not only had Okorocha condemned the decision of his party’s leadership on the matter, he had continued to back Nwosu, who had since defected to Action Alliance (AA) where he hopes to actualise his ambition.

Since last December when President Muhammadu Buhari openly declared support for Uzodinma at a rally in Owerri, notwithstanding Okorocha’s disapproval, the complexities of Imo governorship election have become more obvious. This complexity was further emphasised by Okorocha and Nwosu’s AA supporters’ resolve to support Buhari in yesterday’s presidential election but to contest against APC’s candidates in the governorship election. Since Governor Okorocha remains a member of APC, observers wonder how his open support for AA candidate in the coming governorship election will ultimately affect the fortunes of both APC and AA and how it will impact on the polity?

“The situation is not just complex, we hope it is not an open invitation to chaos. The truth is that in Imo State today, there is confusion, especially among the members and supporters of APC. Some of us do not know who to believe as our known leaders in the state have parted ways and are telling us different things. It will be a miracle if in this circumstance; the forthcoming governorship election in Imo is violent-free. We are not only worried but afraid,” said Mrs. Nkechi Chikezie, a woman leader in Okigwe.

APC governorship candidate, Senator Hope Uzodinma, has also expressed concern over the complexities that seem to define Imo governorship elections. Uzodinma, who spoke to journalists after the last women rally, said “The world has seen how the governor is working against APC in the state. I want to appeal to the leadership of our great party to look into the matter and take appropriate action. I cannot tell you whether his action is anti-party or not but you could see the response of our members when he made his comments. You people will judge. But I will only tell him that only God, and not him, can make me governor. And I will become governor because Imo people have spoken and God heard their cries. Rochas has only few months to leave Government House and whether he likes it or not, he will leave on May 29, 2019,” he said.

These concerns, according to Dr. Kingsley Uzoma, confirm the fear in the state today that the ruling party in the state, the APC, may have become the most endangered as a result of the disagreement of its leaders.

The Nation however reports that in the forthcoming governorship elections, APC is not the only party that is now under tension. The other leading parties have issues that have made the likely outcome of the elections rather difficult to predict. It would be recalled, for example, that the governorship candidates that would contest with APC’s Uzodinma, include the Deputy Speaker of the House of Representatives, Emeka Ihedioha (PDP), Senator Ifeanyi Ararume (APGA), Honorable Tony Nwulu (UPP), Linus Okorie (YPP) and of course, Uche Nwosu of AA.

Backed by Okorocha, there is no doubt that Nwosu will be one of the major frontrunners in the governorship contest. Sources said his campaign was one of the most funded and intense but added that because of the circumstances that threw him up as a candidate, it is feared he may suffer some protest votes not necessarily intended against him as an individual but against the political forces that is desperate to crown him.

Commenting on the development, Dr. Vincent Nwahunanya said “the campaigns for this year’s elections in Imo were very tough and intriguing. Apart from the fact that all the parties have strong and rich backers, the emergence of AA and its candidate specially helped to spice up the campaigns.  The situation was that Uche, the AA candidate, has enormous financial backing to embark on grassroots campaigns but the long drawn campaign against Okorocha’s plan to impose his son-in-law on Imo people may be the major challenge for the youthful politician. The fear is that most of the people, who would have voted for him ordinarily, may deny him of their votes as protest against the outgoing governor’s brand of politics,” he said.

Whatever is the case, our investigation shows that the fortunes of Uche and his party, AA, in the governorship election is of special interest to all informed observers of Imo State politics today. Most of the respondents who spoke to The Nation during the week also alleged that the fear that the governorship election may witness unnecessary violence can be traced to the explosive relationship between APC supporters and AA members.

Another source of concern, we gathered, is the fact that with the implosion in APC, it is yet to be determined which political party is in the majority in Imo State today. It would be noted that unlike Nwosu’s AA, which is a child of recent and intricate circumstances, the other major parties, like PDP and APGA have strong roots in Imo. In 2015, the state had to hold a supplementary election before the serving governor can claim victory.

Then, the result of the election was declared inconclusive. It was only after the supplementary election that Okorocha was returned re-elected, with Ihedioha of PDP coming second and Emmanuel Ihenacho of the All Progressives Grand Alliance (APGA) coming third .

Today, PDP is still strong but its opponents said it can no longer be described as being very strong in Imo as it was in 2015 because of Okorocha’s dominance in the politics of Imo during this period. Insiders said the only thing the PDP’s governorship candidate, former Deputy Speaker of House of Representatives, Hon. Emeka Ihedioha, will need to do to remain on top is to reach out to estranged members of the party in the state so as to have a more united house than APC.

Already, it is certain that Ihedioha, the PDP candidate, is enjoying support even from unexpected quarters because of the intricacies of this year’s elections in the state, including, but not limited to the quest to realise the Owerri zone’s demand on the governorship seat.

APGA is another political party with deep roots in Imo. The party’s governorship candidate, Senator Ifeanyi Araraume, is also another popular political leader in the state. But with the exit of many popular politicians who contested for APGA ticket, following the circumstances that threw up Araraume, observers are wondering if APGA can still be regarded as a strong contender in the elections?

Perhaps because of former Governor Ikedi Ohakim’s personal influence, and the agitation of the Okigwe Senatorial District to be allowed to complete its second term, his Accord Party has also become a frontline player.

With these complex sensibilities, deepened by the in-house fighting in the ruling APC, it can be seen that the forthcoming governorship race in Imo

  • Ballot box snatching, insufficient materials mar election in Imo

    …Okorocha, Nwosu laud voters’ turnout

The Presidential and National Assembly elections in Imo State were marred by late arrival and insufficient voting materials, as well as absence of Independent National Electoral Commission (INEC) Officials.

Though the turnout of voters was impressive, they were reported cases of ballot box snatching, shooting, among other repressive actions.

At Egbenu Agbala booth 1 and 2 in Owerri North, there were no ballot papers for the Presidential election and result sheets.

In some places, aggrieved voters alleged that INEC officials in collusion with some politicians made away with the sensitive materials.

There were also reported cases of ballot box snatching by hoodlums dressed in Military and Police uniforms in Aboh Mbaise, Ohaji-Egbema, Oguta, Oru East, Isialla Mbano and Owerri North Council Area.

A former governor of the state, and governorship candidate of the Accord party, Ikedi Ohakim, who could not vote as a result of non-arrival of voting materials in his Osu Owerre Ward 1 in Isialla Mbano Council Area, until 3pm, expressed dissatisfaction over the conduct of the election.

He said that the turnout of voters showed that the people were prepared to participate in the election but were tactically disenfranchised.

Addressing journalists, the former governor, stated that, “here in Osu Owerre Ward 1, we have not seen INEC officials by 1pm and voting will stop by 2pm. I am afraid that this will disenfranchise the people. It is early to say that it is an act of sabotage but I am really disappointed that INEC could not get it right after all the preparations”.

Also expressing dismay over the late commencement of voting, the governorship candidate of the All Progressives Grand Alliance (APGA), Ifeanyi Araraume, tasked the electoral umpire to put measure to ensure an improved performance during the next election.

He said, “In Osu Owerre Ward 2, voting materials got here by 1.30pm and the card readers were not functioning until the Electoral Officer came and gave them the code to operate it. INEC should do everything possible to improve in the next election”.

Meanwhile, the Imo State governor, Rochas Okorocha has expressed satisfaction over the turnout of voters and the conduct of the election.

The governor who addressed journalists shortly after casting his vote at ward 2 Ogboko in Ideato South Council Area alongside his wife, Nkechi Okorocha, confirmed that the postponement did not affect the turnout of voters.

Okorocha who arrived his polling Unit at about 11:04 expressed confidence that President Muhammadu Buhari will win the Presidential election with a wide margin.

He said, “I am here with my wife at ward 2 Ogboko, for now I will say that everything is going on well. There is security everywhere.

“I also had the rumour of ballot box snatching in Osemoto, among other areas. But given the Presidential Order many people are afraid. If not by now you will see a lot of people carrying ballot boxes.

“However, surprisingly there is no voter apathy our people have realized that it is for the future of this country.

“I have full confidence that Buhari will win and I will also win by senatorial election with God on our side”.

Also commending the voters for the massive turnout, the governorship candidate of the Action Alliance (AA), Uche Nwosu, urged INEC to improve in the subsequent election.

Nwosu noted that insufficient voting materials posed serious challenge to the electorate.

  • One stabbed to death as PDP supporters fight over money

A supporter of the People’s Democratic Party (PDP) was on Friday’s evening stabbed to death at Umuokorobi Umuobom in the Ideato South Local Government Area of Imo state, following disagreement over the sharing of money released for the rescheduled polls tomorrow.

According to an eyewitness, the politician simply identified as Chief Uzoma, died on the spot, which prompted other party members to set the house of the assailant ablaze.

The eyewitnesses informed that crisis broke out over the sharing formula for the money brought for mobilization for the Presidential and National Assembly polls.

According to sources, the PDP members who had gathered at an unnamed politician’s house waiting for money for mobilisation for the polls started accusing each other.

“The politicians had gathered for mobilisation money but some others accused few persons of diverting the mobilisation money.

“Voices were raised which led one of the disagreeing PDP members to stab one Chief Uzoma to death.

“The death of the politician angered members of the community which made them to burn down his house.”

A detachment from the Police Headquarters in Dikenafai has however restored normalcy.

Efforts to reach the police spokesperson in the state, Orlando Ikeokwu proved abortive.

  • Imo AA insists on voting Buhari

The Imo state chapter of the Action Alliance (AA) has insisted on voting for President Muhammadu Buhari on Saturday’s Presidential election irrespective of the position of the national leadership of the party.

At a press briefing in Owerri, the AA State Chairman, Anthony Ahaneku, said that there was no justifiable reason for the party in Imo state not to support Buhari’s reelection.

According to him: “The Imo state chapter of the Action Alliance was quoted wrongly in the media. We are supporting Buhari for the rescheduled Presidential polls.

“The Imo state chapter of the Action Alliance in conjunction with other well-meaning Imo people will deliver no fewer than one million votes for President Muhammadu Buhari in Imo state on Saturday.”

He added:  “We are not apologetic about our support for President Muhammadu Buhari.

“Apart from being a man of integrity, Buhari has proved that if reelected he will fix Nigeria and make it a country of good people and not corrupt politicians.”

He noted as part of measures to ensure President Buhari wins in the state, all the members of the party in the 27 LGAs of the state have been mobilised and directed to vote massively for him.

“We have mobilized our chairmen and members in the 27 LGAs of the state to come out en mass and vote for Buhari.

“The President will win and it will be better for the political future of the Igbo man,” he stressed.

The AA chairman added: “Every right thinking Igbo man would be supporting the reelection bid of the President,” adding the President had shown enough commitment that he would hand over power to an Igbo man 2023.

  • Gunmen kill APC ward chairman in Imo

Gunmen have killed the All Progressives Congress (APC) Chairman in Logara/Umuohiagu Ward, Ngor Okpala Local Government Area of Imo State, Ifeanyi Ozoemena.

It was gathered that Ozoemena was killed at home on Tuesday night after he presided over a party meeting.

  • Court insists on Imo APC Exco’s legitimacy

*To hear motion for Oshiomhole’s committal

A High Court of the Federal Capital Territory (FCT) in Bwari, Abuja has insisted that its judgment and orders affirming the legitimacy of the Executive of All Progressives Congress (APC) in Imo State, led by Daniel Nwafor, remain in force.

Justice Othman Musa made the clarification on Monday at the resumed hearing in post-judgment proceedings initiated by the national office of the APC, its National Chairman, Adams Oshiomhole and Nwafor.

The court had in a judgment delivered on August 14, 2018 upheld the legitimacy of the Nwafor-led Executive of the APC in Imo State and forbade the dissolution of the state EXCO.

After the judgment, Nwafor filed an application, seeking Oshiomhole’s committal to prison, on the grounds that he allegedly moved to dissolve the Nwafor-led state EXCO, in violation of the August 14, 2018 judgment.

Oshiomhole and the APC equally filed an application, challenging the validity of the judgment, which they argued, was delivered without jurisdiction. They also filed a counter-affidavit to the application by Nwafor.

On Monday, Damian Dodo (SAN), representing the APC and Oshiomhole urged the court to, first hear and determine his clients’ motion, challenging the court’s jurisdiction and the validity of the judgment.

Nwafor’s lawyer, Chidozie Ogunji objected and urged the court to first, hear his client’s application for the committal of the APC’s National Chairman to prison, before hearing any other application.

Ogunji argued that it was wrong for Dodo to asked the court to hear his (Dodo’s) application, challenging jurisdiction before taking the contempt proceedings.

He contended that a court of law has a duty to protect its proceedings and processes from invasion.

Ogunji added that up and until the court deals with the issue of contempt, which is an affront on the court, the issue of jurisdiction, in whatever manner, it is raised, is inconsequential.

He stressed: “This is so, because, by the court dealing with the affront on it, the court is and will be protecting it’s jurisdiction.

“Today, the party sought to be committed, is not in court. And, whether the said party is challenging the jurisdiction of the court or not, once it is a contempt proceedings, the defendant must be in court.

“We do not intend, for now, to apply that a bench warrant be issued. But we ask that the court makes an order that the party sought to be committed, (Oshiomhole) attends court on the next date, so that there will not be a continuous show of disrespect to this court.”

Dodo, in his reply on point of law, faulted Ogunji’s argument and urged the court to first, consider the challenge to its jurisdiction, before conducting any other business.

He argued that the orders and judgment being challenged by his clients were allegedly got without their knowledge.

Dodo added that the position of the law is that, where a party is challenging the validity of an order or judgment, that person cannot be proceeded against, by way of contempt proceedings until the question about the jurisdiction of the court is resolved.

On Ogunji’s claim that Oshiomhole disrespected the court by being absent, Dodo argued that the APC National Chairman has shown respect for the court by retaining a lawyer to canvass legal argument, on his behalf, before the court on whether or not the court has jurisdiction.

Dodo argued that, until the issue of jurisdiction was resolved, Oshiomhole’s presence in court was still unnecessary.

Ruling, Justice Othman agreed with Dodo that, though the court must protect its dignity and proceedings, it was necessary that it first, resolve questions about its jurisdiction when raised, before conducting further proceedings.

The judge consequently elected to first hear the applications by the APC and its National Chairman, on the issue of jurisdiction, before hearing Nwafor’s application for committal.

He, however, insisted that the court’s judgment of August 14, 2018 and the consequent orders made, remain in force until the question about the validity of the judgment and orders was resolved.

Justice Musa adjourned to March 20 this year for the hearing of the application by the APC and its National Chairman.

  • Election postponement: Okorocha urges Nigerians to be patriotic

The Chairman of the All Progressives Congress (APC) Governors’ Forum and Imo State governor,  Rochas Okorocha, has enjoined Nigerians to show patriotism over the postponement of the Presidential  and National Assembly elections earlier scheduled to hold Saturday, February 16.

The Imo governor, noted that though the postponement was regrettable, the Independent National Electoral  institutions (INEC), like every other institution could have challenges.

According to him, “APC, as the ruling Party, is ready for elections any day and any time”, stressing that “no political party should be blamed for the Postponement especially when it is remembered that this is not the first time such development could take place in the nation’s elections”.

Okorocha who was reacting to the postponement in Owerri, weekend, added further  that, “the Postponement of the election by INEC is an unfortunate development and also regrettable. But, it is important to note that no Political Party should be blamed for the Postponement, but rather on the Challenges of INEC”.

He continued that  this is also not the first time the nation could witness such development during elections. It happened in 2011 and in 2015 respectively. It happens. I only want to urge INEC to use the week of Postponement to resolve all the Challenges it has and ensure that Nigerians have a smooth, free and fair elections.

“APC as the ruling Party is ready for the elections and it will be absurd to accuse the ruling Party of being responsible for the Postponement. I call on all Nigerians to show patriotism by maintaining peace and understanding at this trial time in our democratic growth”.

  • Election postponement: INEC retrieves sensitive materials in Imo

The Imo State office of the Independent National Electoral Commission (INEC), on Saturday  said it has commenced the retrieval of sensitive materials already deployed to Local Government Areas for the Presidential and National Assembly elections.

INEC postponed the election few hours before the commencement of the exercise.
The State Resident Electoral Commissioner,  Prof Francis Ezeonu, said the sensitive matterials will be retrieved and returned to the Central Bank of Nigeria (CBN) for safekeeping, while awaiting further instructions.
Meanwhile, anger and disappointment have continued to trail the postponement of the election in Imo State.
Electorates who had traveled long distance to the respective places where they are registered to vote, expressed dismay over the timing of the postponement by INEC.

When our Correspondent visited one of the Polling Units in Owerri, a handful of voters were seen waiting for the arrival of INEC officials.
One of the aggrieved voters, Mazi Chuks Ofulum, lampooned INEC for toying with the nation’s democracy.
According to him, “INEC had over three years to prepare for this election but it did nothing instead it kept Nigerians false assurances that it was ready for the election. The most painful aspect is that it had to delay the announcement until people have travelled and cancelled all social and business engagements. Yhe loss is monumental”.
Also expressing disappointment over the postponement, former governor of Imo State, Ikedi Ohakim, stated that, “postponement does not go down well with any patriotic and right thinking citizen of this country”.
Ohakim who is also the governorship candidate of the Accord party, advised INEC to take steps to  ensure that there won’t be further postponements.
