  • Imoke’s tenure ends 2015, says INEC

    The Independent National Electoral Commission (INEC) said yesterday that the tenure of Cross River State Governor Liyel Imoke will end in 2015.

    In a statement yesterday by the Cross River State Resident Electoral Commissioner, Mr Mike Igini, the INEC said at a meeting in Abuja on August 15, it resolved to implement the Supreme Court judgment on the tenure of the governor.

    “The Independent National Electoral Commission, at its meeting in Abuja on August 15, 2013, deliberated on the above subject matter and approved that governorship election in Cross River State would be conducted during the 2015 general elections in line with the judgment of the Supreme Court on the tenure of office of the governor of the state,” the statement said.

    Following a series of court cases, which arose out of the 2007 general elections across the country, five governors – Ibrahim Idris (Kogi), Murtala Nyako (Adamawa), Timipre Sylva (Bayelsa), Aliyu Wamako (Sokoto) and Liyel Imoke (Cross River) – went to court to ask for tenure extension. It was granted by an Abuja Federal High Court and upheld by the Court of Appeal, Abuja.

    The five, therefore, did not participate in the April 2011 general elections.

    But on January 27, last year, the five governors were swept out of office by the Supreme Court, terminating their tenure.

    It declared that there was no reason for them whatsoever to stay beyond May 29, having first taken their oaths of office and allegiance on May 29, 2007.

    A seven-member panel of the apex court, presided over by the then Chief Justice of Nigeria (CJN) Dahiru Musdapher, handed down the verdict in an appeal filed by the Congress for Progressive Change (CPC) governorship candidate in Adamawa State, Gen. Buba Marwa and the Independent National Electoral Commission (INEC).

     

  • Imoke mourns Fashola

    Governor Liyel Imoke of Cross River State has expressed shock and sadness on the death of Alhaji Ibrahim Ademola Fashola, father of Lagos State Governor Babatunde Fashola.

    He lamented that the octogenarian passed away at such a critical period when his wise and invaluable counsel was needed.

    In a statement by his Chief Press Secretary, Mr. Christian Ita, Imoke described the late Fashola as a worthy community leader, who lived a fulfilled life serving his people, Lagos State in particular and Nigeria in general.

    The governor, who said the demise of Pa Fashola has left a vacuum that would be difficult to fill, prayed Allah to grant Governor Fashola, his family and the people of Lagos State the fortitude to bear the loss.

  • Imoke and Obioma: Two sides of a coin

     

    As a historian, I find myself making illustrations from the past with the imagery that lends credence to the axiom that there are no new things happening in the world but old things happening to new people. This retrospective peep at the dimming past is not merely for the premium placed on antiquities and atavism as much as the search for eternal truths bequeathed to us by men and women who craved immortality. If you accuse me of anachronism in doing this, I will accept but I will charge you to forgive me and I will plead with you to merely extract the value of the period long gone and throw away the rest to the trash can of history. Going by this therefore, if we live worthily, we would leave reminiscences of virtuosity, gallantry, heroism, industry and such attributes that would be worthy of emulation by the future generations.

    In this way, the picturesque impression I have of His Excellency, Senator Liyel Imoke and his dear wife, Mrs. Obioma Imoke, is a striking resemblance to the 15th century joint monarchy of Ferdinand V, fondly called (the catholic), and his wife Queen Isabella of Spain.

    When Isabella of Castile got married to Ferdinand of Aragon, the two kingdoms became united and became the Spain as we know it today. This conjugal union in matrimony and imperial reconstruction put paid to the decay and rot brought about by ineffectual leadership as the duo pulled together their combined ingenuity to foster the growth of Spain to power and glory in Europe.

    Senator Liyel Imoke and his dear wife may not be joint rulers but the symbiotic affinity between them is exemplary, yielding beneficial results in the management of the affairs of Cross River State. In the nature of symbiotic relationships, both parties derive benefits from each other from their association. In this case, the benefits have a spillover effect as the people of Cross River State are reaping the fruits of this matrimonial understanding.

    I am sure it is for this reason of the understanding of the divine arrangement that the first lady brings sanity to bear in her relationship with her husband to model herself on her husband’s design and replicate his wave of thought. Doing this does not essentially deprive her of her individuality but makes her an original woman. A blessed woman is an original woman with attributes that will better her husband’s lot. It is especially so when the man is ingenious and it must take an ingenious woman to recognise her husband’s ingenuity and to drive the process of advancement alongside her husband’s efforts.

    That is why her Excellency says; “My role is to complement my husband’s role as governor of Cross River State.” It is from here that her Excellency, Mrs. Obioma Liyel Imoke derives the inspiration to do what she is doing. The main plank of her initiatives is based on her project called – Partnership Opportunities for Women Empowerment Realisation (POWER).

    When a man and his wife have lived together in peace with the greatest understanding no matter how differently they may be physically, their similarity in appreciation of issues would make them to eventually become so in-separable and so compatible that they could now pass for two sides of a coin. Honestly, this situation is rare and could only be achieved by the gift of philosophical mindedness and the fear of God. That was why in an overflow of emotions, the fear of God and the irresistible thoughts of the people’s well being, His Excellency, Senator Liyel Imoke was heard to have uttered these emotionally charged dictum- “the day my calling becomes a call to serve myself and not the people, may my political career come to an end.” And practicalised in his political maxim which spells the general good, His Excellency says; “My objective in governance is to take it down to those who need it most.” This tearful remonstrance could be the seminal origin for the sprouting of humanitarian consideration which Her Excellency must exploit.

    A receptive and fertile minded doyenne of first ladies, that gender sensitive amazon, that heroin in the struggle for the upliftment of the vulnerable members of society (women), Her Excellency, Mrs. Obioma Liyel Imoke, must certainly become an ardent crusader of her husband’s goodwill. She therefore mounts the banner of hope, crusading with the message and the agenda for the restoration, enhancement and the provision of facilities for the less privileged especially among women and children.

    These negative tendencies have so hamstrung the social, economic and political growth of women in our society that today, highly intelligible women like Obioma Imoke have begun to reject this situation for women. It is how to help overcome these artificial obstacles and move up the rung of the ladder that this woman of substance bases her theory of women emancipation. I therefore make no mistake when I refer to her as an amazon. Her warfare is not in physical arms but in ideas to conquer and reduce to the barest minimum the debilitating conditions of women and snap the barriers.

    Although this is a universal concept, her starting point is Cross River State. This could only be achieved through a whole scale campaign and sensitisation using a megaphone which is aptly ensconced in these evocative words – Partnership Opportunities for Women Empowerment Realisation (POWER).

    In attempting to bring this doctrine to fruition, Her Excellency is careful not to produce negative results. She herself being a product of hard discipline with an entrepreneurial spirit committed to a high degree of single-mindedness moderated by matrimonial subjugation, she abhors indolence and idle mindedness. So as much as she offers you her helping hands she expects you to use your own enterprising spirit to take off from that point to enable her shift attention to other people.

    POWER therefore is about value addition and she says;

    “It is a holistic way of empowering women. I believe in partnerships. What I set out to do was not to teach women new things but to help them take what they are doing to another level basically.”

    Going down deeper, she creates one initiative out of another. There is also an initiative known as – Giving Life Options to Widows (GLOW). She gives the objective of GLOW as such;

    “Basically, we do not just want to focus on women but this set of women who are disadvantaged just by the mere fact that their husband’s died, ostracised or stigmatised and they are not able to access funds and facilities the way other woman do. We want to make a conscious effort to get these things to them so that they can live without feeling that their lives ended when their husband’s died.”

    As a woman of many parts, this does not explain the full extent of her humanitarian nature. This initiative contains more of the welfarism which is the high point and the anvil with which her husband’s governmental philosophy rotates. In this agenda, there is more economic content than humanitarian. From this welfarist disposition of Obioma, there is a cascading towards her humanitarian considerations which finds full expression in rescuing abandoned babies. Meanwhile, her welfarist and economic agenda is structured for the emancipation of the less privileged.

    By this, she puts money in the hands of women to strengthen their businesses by making it easy for them to access finance through micro credit schemes. Since the inception of POWER, many women who benefited from this programme have experienced so much revival in their business in Cross River State, that it has become a clarion call across the country.

    In politics, she is an ardent crusader for the realisation of Affirmative Action Agenda by which women are seeking to have more recognition in politics by being given more room in elective and appointive positions in government. These efforts are having so much break through already in Cross River State because of her husband’s inclination towards it. So far, Cross River State is one of the states that have given the highest recognition to women in an attempt to achieve this Affirmative Agenda.

    May the women of Cross River State rise and give kudos to Her Excellency for this fight on their behalf. In the last local government counsellorship and chairman primaries each ward produced three female counselor candidates while each senatorial district produced one woman chairmanship candidate. The promise that this arrangement holds for the women in the state is that through the efforts of Her Excellency blessed by the fact that her husband Senator Liyel Imoke is very amenable to positive change, the agitation of the women in a few years time would yield such positive results that Cross River may produce the first female Executive Governor in Nigeria. Her Excellency has commended her husband Senator Imoke for having provided the enabling environment and the needed support to drive her projects. That is why the title – Two Sides of a Coin, became appropriate as their successes have been complementing each other. And when the house is not divided against itself, it will stand. Thank their Excellencies for another lesson learnt from their great souls.

    The Nigeria Football Federation (NFF) as well as Golden Eaglets’ Head Coach, Manu Garba (MFR), have described the Executive Governor of Cross River State, Senator Liyel Imoke (CON), as an exceptional father-figure following his tacit approval of the Golden Eaglets’ camping in the idyllic Calabar Municipality yet again.

    The ‘Canaan City’ as Calabar is fondly called, has been the adopted home of the Golden Eaglets since 2011 where they grinded an impressive run of results including three home wins against Niger, Guinea and Mali on their way to finishing as runners-up at the last CAN Under-17 Championship in Morocco.

    It is as a result of this as well as the implementation of the Cross River State Sports Development policy, that the amiable Governor Imoke on Thursday sanctioned a two-month camping for the Nigerian Under-17 National Team ahead of the 2013 FIFA U-17 World Cup in the UAE. He told a delegation led by NFF 1st Vice President, Mike Umeh, that he had utmost confidence in the capability of the team to go all the way at the World Cup in October much to the delight of everyone.

    “Governor is an extremely wonderful person. We at the NFF appreciate his generous support to the programmes of the NFF particularly the hosting of Super Eagles’ matches and the camping of our dear Golden Eaglets, time and again,” Umeh said yesterday.

    Also, speaking on the development, Manu said Senator Imoke’s magnanimity to the Golden Eaglets is second to none, praying that God grant him good health and many more fruitful years on earth after his recent 52nd birthday anniversary.

    “There is no doubt that Senator Imoke is a leading light amongst all the Executive Governors in Nigeria for his consistent support towards the development of Nigerian football in general and success of the Golden Eaglets in particular,” Manu said during the Golden Eaglets’ screening in Abuja.

    “We know that the Governor wants nothing else than the success of this team and his support overtime, has galvanised us to go the extra mile. Of course, we are not going to disappoint him at the World Cup and we want to thank him again for granting us the opportunity to prepare in Calabar again which has become our second homes,” he added.

    NFF congratulates Governor Imoke on 52nd birthday

    The Nigeria Football Federation has congratulated the Executive Governor of Cross River State, Senator Liyel Imoke, on his 52nd birthday, which falls on Wednesday, July 10, 2013.

    In a letter of congratulation sent to the Cross River State number one man, NFF President, Alhaji Aminu Maigari, hailed the governor and his administration’s immense support for the National Teams, particularly the Super Eagles and the Golden Eaglets, over the years.

    “It is on record that the wonderful support and hospitality that Your Excellency, your administration and the good people of Cross River State provided for the Super Eagles and the Golden Eaglets propelled both teams to qualify for African championships held in South Africa and Morocco respectively earlier this year,” Maigari noted.

    The Super Eagles found a comfortable home in the Garden City as they pursued qualification ticket for the 29th Africa Cup of Nations, which they secured in glorious fashion with a 6-1 pounding of Liberia at the UJ Esuene Stadium in November last year. Early this year, the Eagles were even more glorious as they triumphed at the Africa Cup of Nations in South Africa, giving Nigeria the coveted trophy after 19 years.

    The Golden Eaglets also made home in Calabar as they campaigned in qualification series for the African U-17 Championship in Morocco. The team won all six qualifying matches home and away and finished runner-up at the African U-17 Championship finals to qualify as one of Africa’s flag-bearers at the FIFA U-17 World Cup, taking place in United Arab Emirates between 17th October – 8th November this year.

    “No doubt, you are a huge pillar for the youth of this country, and we are of the firm belief that Your Excellency and your administration will continue to give immense support for Nigeria football in the

    years ahead,” concluded Maigari.

    Imoke bags awards for housing, sport development

    Less than a week after receiving an award for his contribution to sport development in the country from the National Association of Athletics Officials (NAATO), Cross River State Governor, Senator Liyel Imoke on Thursday won the Housing Governor of the Year 2012 Award.

    Imoke was announced the winner of the award at an elaborate dinner ceremony held at the Abuja Sheraton Hotel to mark the 7th edition of the Abuja Housing Show.

    The Imoke administration had in December 2012 commissioned a housing estate for civil servants, the first by the state government since after the regime of late Brigadier U.J. Esuene in the 70s. The governor who believes that any civil servant who retires from service after 35 years should at least own a home, announced recently that his administration will develop another 2000 housing units for civil servants before 2015. The cost of the housing units, being sold to civil servants through mortgage, is subsidised by as much as 50 per cent by the state government.

    Also, Cross River is one of only two states in the country that have not defaulted in their contributions to the national housing scheme. For the athletics officials, Imoke got the award “for his contribution to the growth and development of sports in Nigeria.” Apart from being the sponsor of the All Nigeria Athletic Championship for the last four years, Imoke’s administration has conceptualised and is implementing a comprehensive sports programme where talents are spotted in primary and secondary schools and groomed.

    Cross River State has won the National Schools Sports Championship for two years running. And as part of his administration’s effort at developing grassroots sport, the government is currently building two ultra-modern stadia in Ikom and Ogoja. He has also established five sports centres of excellence across the state. Each of the centres is equipped with Olympic standard equipment.

    Speaking at the event, Imoke disclosed that the state was focused on building a new generation of sports men and women. The President of AFN, Mr. Solomon Ogba commended the state for its sponsorship and support which has made Cross River the home of athletics. Ogba disclosed that the partnership between Cross River and AFN has started to yield good results as Nigerian athletes are now performing very well at continental and international championship. United States-based athlete, Okabgare commended Cross River State for sponsoring the championship, which afforded them the opportunity to compete under a friendly and conducive environment. Okabgare called on other states to emulate Cross River for Nigeria to regain its pride of place in the comity of sporting nations.

    Teachers beg Imoke to restore rural allowance

    Teachers working in Cross River State’s rural communities have appealed to the Liyel Imoke administration to restore a special package called rural allowance.

    The allowance, an additional N5,000 to the teachers’ salary was introduced by the immediate past Donald Duke administration as an incentive.

    The package was introduced to stop teachers migration from the rural to urban centres.

    But following the introduction of the minimum wage, the allowance was stopped.

    A teacher, who simply gave his name as Fidelis, working in a secondary school in Yala Local Government Area, said the stoppage of the allowance led many teachers to leave the rural area.

    Fidelis said: “The introduction of rural allowance by the Donald Duke administration were steps in the right direction. Despite the alleged highhandedness and hard stance that characterised his era, he recognised and appreciated the heavenly role of teachers and approved those incentives. But the removal of these incentives have left teachers in a bitter state. I plead that this rural allowance should be restored.

    “I am not saying that the government is not trying bearing in mind the lean resources accruing to the state but the issue of the teacher is paramount because we are the builders of this nation.

    “When teachers are adequately motivated and the environment is conducive for teaching and learning, the standard would naturally improve. If someone is not happy, that person cannot be 100 per cent effective.”

    Another teacher in Boki Local Government Area, Samuel, said the stoppage of the allowance was harsh.

    Samuel not only called for the reintroduction of the allowance, but also for an upward review of the amount given the rising cost of living in the state.

    “It may have seemed insignificant, but that additional money they were giving to those of us in the villages went a long way to assuage our circumstances. Now they have removed it, the impression is that the government seems to be insensitive to the plight of the teachers and by extension to education in the state. Besides reintroducing this incentive for teachers in the interior communities, they should also increase it so that students who are in these villages do not suffer, because in the end it is always the students that would suffer when the teacher doesn’t put in his or her best,” Samuel said.

    Reacting, Commissioner for Education Prof Offiong Offiong, said following the “aggressive transformation” by the present administration, most of the areas that were termed rural are no longer so.

    He said: “First of all we have to define what a rural area is. There is nothing like rural area, rather we have inaccessible areas. That is what we see as a typical situation, because those places that were rural before this administration came into office have been developed and lot of them have very smooth access to the schools now and so you cannot really be depending on the classification of eight or 12 years ago.

    “I mean you go to Boki, some of the schools there may have been inaccessible but they are now due to rural transformation. So why must you hold on to that old classification of rural schools.

    “So, there is a reconsideration of the entire concept of rural allowance, because most of the rural have indeed become urban now. But they may still be some cases where there are inaccessible areas, but it is not just having a place that is inaccessible, there is even the other aspect that has to do with the challenge of accommodation. It is not all government’s. So what we are doing in most of those communities is to have a meeting with the communities to see as to what they can do in terms making accommodation available for teachers. So in that case, when the teacher gets to that place, he does not have the challenge of looking for accommodation. He or she would then domicile in or within the school.

    “So, those are the most enduring and sustainable strategies we are working on. For instance, I am having a meeting with the community of Eniong Abatim who have a secondary school. This is an inaccessible area, because of the water in the terrain. And we have a couple of those very peculiar areas in the state. So, we want to specifically look at how to make the supply of teachers a sustainable one in those schools.

    “It is not like we are outrightly saying no rural allowance. In any case some of them also can attest to the fact that their schools are no longer rural, because whatever structure we are putting in Calabar it is also the same structure that is replicated all over the state where the government is intervening. So there is really nothing like rural standard and urban standard for us in the educational sector.”

    Governor Liyel Imoke of Cross River State says the state’s Primaryand Secondary School Athletics and Swimming Championship initiated four years ago has started yielding satisfactory results.

    Speaking while declaring open the fourth edition of the four day championship at U.J Esuene Stadium, Calabar, Imoke disclosed that since the state’s aggressive and comprehensive sports development programme was introduced at the youth level, the state’s record at national competitions has improved tremendously.

    Imoke explained that the decision to undertake the programme was borne out of passion for his vision to take sports to its rightful position, adding that those in public service should see it as their duty and responsibility by giving children the opportunity to succeed.

    He remarked that one of the greatest things about the programmes is that the children representing the state have shown exceptional skills and progress in the past three years, adding that “stakeholder’s must not relent in their efforts to take sports in the country to its pride of place as well as get Nigerians to understand the need to invest in the youth for the country to be great in future”.

    Imoke expressed that despite some challenges, the programme is a success story because it has developed the minds of the children and hoped it will be sustained and grow from strength to strength to create a better Nigeria.

    According to the governor, the programme is envisaged to reignite the era of the Mary Onyalis since the country has not featured well in continental and international competitions.

    He noted that facilities in the country are either deplorable or sub standard while Nigerian athletes in foreign land now prefer to compete for those countries and win laurels than compete for Nigeria because such countries hold sports and sportsmen in high esteem.

    The governor observed that while those who hosted the London 2012 Olympic Games celebrated their victory, Nigeria did not care much about the initiative, explaining that it takes doggedness to create the difference.

    Imoke therefore averred that the children have performed exceptionally well in the national competitions and commended the organizers for showing passion and doggedness to make it happen in difficult times.

    The chairman of Obubra Local Government Area, Rev. Chris Obase, speaking on behalf of his colleagues, pledged their support and cooperation for the success of the championship because it remains a legacy the present administration will leave behind.

    THE beautiful wife of the Cross River State Governor, Obioma Liyel-Imoke, will yet again receive another award for her immense contributions to community development. This special award The Obioma Liyel-Imoke Award for Community Empowerment will be presented during the Miss Africa USA Pageant at the Fillmore, Silver Spring Maryland US, in June. She will also be one of the chairladies at this landmark occasion.

    According to Kate Njeuma, founder Miss Africa USA pageant, in a letter addressed to the office of the wife of the governor, “It will be an honour to have Her Excellency as one of our chairladies. We are very proud of her work in Cross River State and we know that behind every successful man is a strong and dynamic woman. Our goal is to inspire our young women so that they too can aspire to achieve great success like these people.”

    Miss Africa USA Pageant has come to be known as the biggest pageant which celebrates African women in the US. It is one of the most highly anticipated annual community events. It enables African young women in the US to shine the spotlight on Africa.

    According to Njeuma, there will be other women of very high esteem at this event, which will include celebrities from Hollywood, White House staff and female African Ambassadors.

    Sophie Dijeh, the Carnival Calabar Queen, is expected to be part of the wife of the governor’s entourage to this event. “It would be very honourable for us to be given the opportunity to host the Carnival Queen as well. We will give her the opportunity to talk about tourism in Cross River State and her position as queen just like a Cultural Ambassador should, and invite visitors to Calabar to experience the beautiful culture,” Njeuma added.

    The Carnival Calabar Queen Pageant, an initiative of the wife of the Cross River State Governor was launched in December 2007.

    Imoke delivers on housing promises

    CROSS River State Governor Liyel Imoke has made good his promise to provide houses for the people of the state, helping to solve a major challenge in the country.

    Across major cities in Nigeria, the housing needs of the people, especially the low income earners, are alarming. The situation is so frightening that many Nigerians have become destitute, sleeping under the bridges and street corners, irrespective of the vagaries of the weather.

    Experts have attributed the high demand for houses and the slow response to the housing needs to the lack of will on the part of political gladiators, the weak private sector or lack of drive by the private sector to partner with government, and the low income and wages that the government and the private sector pay to the work force.

    The low wage limitation in most states of the federation has been further compounded by the skyrocketing prices of building materials that have defied the law of gravity.

    In the face of these variables, most civil and public servants in Nigeria, who cannot afford to build even one bedroom house are looking forward to the government at different levels to come to their rescue.

    Senator Liyel Imoke of Cross River State is one of the few governors who promptly responded to the yearnings of the civil servants in his state by delivering 200 homes to the civil and public servants at the Atimbo Housing Estates, Akpabuyo local Government Area, which is just 10 minutes drive from the city centre.

    The units, numbering 200 were recently commissioned by Minister of Housing and Urban Development, Mrs Amah Pepple in a memorable ceremony.

    Imoke is not daunted by the de- listing of Cross River State from the league of oil producing states in the Southsouth of Nigeria, and its attendant dwindling revenue.

    Like the Federal Government’s housing policy which is hinged on the Public-Private Partnership (PPP) Imoke is bent on delivering at least 7,500 houses to the state civil and public servants before he exits office in 2015. Already the state government, through the Ministry of Lands, Housing and Urban Development, has acquired vast lands in seven locations, namely: Calabar, Akpabuyo, Odukpani, Ugep, Ikom, Ogoja and Obudu. However, the Agency that is saddled with the onerous task of delivering these homes to the public servants in the aforementioned locations is the Department of Mortgage Finance and Estate Development.

    The vision of the Agency is ‘to ensure Cross River State becomes and remains the leading State in Nigeria in the provision of affordable housing for its citizens, in an economically and socially sustainable way’.

    The Department was established with the primary objective of facilitating the provision of affordable, decent and functional housing in compliance with defined minimum standards, using a sustainable Public-Private Partnership (PPP) framework.

    This PPP framework for housing development was to be actualised through alliances with the Property developers, Primary Mortgage Institutions (PMIS) Banks and allied financial institutions.

    In Akpabuyo Housing Estate for instance, the Property Developer that is partnering with the Cross River State Government is Aso Savings and Loans plc ASO is providing the mortgage for civil and public servants, while the Cross River State Government, beyond providing guarantees for the Mortgage loans, (on behalf of the civil and public servants), provides infrastructures like roads and public utilities such as water and electricity in the Estate.

    Three weeks ago, the department which is headed by a Special Adviser, in the person of Barr Eddy Edem-Ita ogon, started the handing over of keys to the first set of beneficiaries at the Atimbo Estate, design to house 610 housing units of between one- to three-bedroom bungalows.

    Tuesday, November 6, was the second successive week that the Agency was handing over keys to the lucky civil and public servants who won houses through a very transparent balloting system.

    One of the beneficiaries, Mr. Michael Wonah of the Management Development Institute (MDI), Calabar exclaimed ‘this is a dream come true’ Wonah, like many other civil and public servants who gathered and eagerly awaiting the arrival of Barr. Eddy Ogon at the estate chorused in disbelief whether what they were about to witness was a dream or reality.
