  • Army and May 29 inauguration

    IT is not clear what the Nigerian Army wishes to achieve with the alarm it sounded over plans by alleged shadowy characters to stall the second inauguration of the Muhammadu Buhari presidency on May 29. On May 4, in a statement issued by army spokesman Col. Sagir Musa, the Nigerian Army alerted the public to what it believes is a subterranean plot by some disgruntled people working in collusion with foreigners to cause disaffection and engender chaos among Nigerians. The sole purpose of that plot, the army continues, is to ensure that the inauguration was disrupted.

    Col. Sagir puts it blithely: “Some of these mischievous elements thought that we would not have safe and successful general elections but were proved wrong, hence they want to derail the scheduled handing over later this month and to scuttle the democratic process in the country.  Their body language and unguarded utterances seem to be in tandem with the above and imply tacit support for the criminals. For example, credible source has shown that some individuals are hobnobbing with Boko Haram terrorists, while others are deliberately churning falsehood against the security agencies with a view to setting the military against the people and the government. They are also demoralising troops and security agencies through false accusations and fake news…We also noted that foreign interests are also working assiduously to cause disaffection and divide the coalition Multinational Joint Task Force (MNJTF) to give room for the so-called Islamic State for West African Province (ISWAP) and its defeated local franchise, Boko Haram terrorists group, to resurrect.”

    The attempt by the army to induce national paranoia is unlikely to work. It is possible that those who loath the Buhari presidency would want the government to come to grief one way or the other. But to suggest that such a malevolent objective could be procured by enemies of the government months after the conclusion of the election, and despite the pendency of a suit against the ruling party’s electoral victory, is to stretch credulity to its elastic limit. If, however, the government’s enemies are hard at work to scuttle democracy and rub the nose of the Buhari presidency in dirt, the army has done precious little to prove that point with the political statement they released two Saturdays ago.

    Very little has changed over the decades, despite the hesitant but salutary steps Nigerian democracy has taken to entrench progress. Past military regimes were accustomed to spreading bogey accounts of impending insurrections and coup plots. Some were true, others were concocted. Indeed, those military governments became so used to believing their accounts of plots that they learnt how to deploy those ghastly stories to subvert protests and opposition efforts, rein in perceived enemies, and sometimes deploy them deliberately to destroy specific people, institutions and other targets. Col. Sagir’s statement on the alleged plot against the May 29 inauguration should, in a democracy, come from the Defence ministry. Political and politicised statements have no business coming from the army directly. They tend to suck the military into politics and give the unwholesome impression that troops are for a faction of the political elite.

    The military should concentrate on winning the war against Boko Haram. It should not allow distractions such as reading “body language” and weighing “unguarded utterances”. They are unfit to make such assessments. Fake stories have become a global phenomenon. The army and everybody else must get used to dealing with them. But no matter how potent they are, fake stories and other sponsored stories have limited effects on the course of wars. Tactics and strategies, together with sophisticated military hardware and well-trained soldiers, often determine victory. In fact, critics may begin reading the army’s statement as a weak attempt to justify the troubles plaguing its troops at the war front.

    Government spokesmen see bogeys where there are non, and sometimes the secret service in developing countries also feel obligated to come up with reports of subversions that exist on paper. After painful transcending the destructive intrusion of politics into service discipline and camaraderie, the military must never allow that era to return, even subtly. It is sad that democracy in Nigeria is not growing as it should, with institutions strengthened and public officials subjecting themselves to the rule of law, but the military can help themselves and the country by sticking to a clear-sighted approach to relating with democratic institutions. After all, they must know that the military did not, and could never, vote as one man, in one direction. That is why they must be above suspicion. Let them stick to their job and let those saddled with writing security reports worry over the fidelity of what they write.

  • Inauguration: Fayemi pledges to review abandoned projects in Ekiti

    The newly-sworn in Governor of Ekiti, Dr Kayode Fayemi, says he will promote and ensure sustainable development and review the commercial advantage of abandoned projects in the state with a view to reviving them.

    Fayemi made the pledge on Tuesday in Ado-Ekiti shortly after taking oath of office for the second time as Governor of the state.

    The News Agency of Nigeria reports that Fayemi, born on Feb.9, 1965, and a native of Isan-Ekiti in Oye Local Government Area, had held the office of the state Governor between 2010 and 2014.

    Until his re-election at the July Ekiti State governorship election, he was Minister of Solid Minerals Development, from where he resigned to contest the election.

    He secured 197,459 votes to defeat his closest challenger, Olusola Eleka, of the Peoples Democratic Party (PDP) who scored 178,121 votes at the election.

    Fayemi won the election in 12 of the 16 local government areas in the state, while Eleka won in four local government areas.

    The results of the election marked a remarkable rebound for Fayemi, who as the then incumbent governor, was roundly defeated four years ago by immediate-past Gov. Ayodele Fayose.

    Fayemi in his second inaugural speech thanked the people of Ekiti for giving him the mandate to govern again, saying, “let us do this again, let us build Ekiti again“.

    He said his inauguration marked the beginning of an era of great achievements and development, and an administration that would also speak out the truth and lay it before the people.

    He, however, maintained that his coming back to office was not a revenge mission, but to heal and ensure true development in the state in the interest of the people.

    The governor said that his administration would take full responsibility of the challenges ahead, stressing that he would not rest until every challenge facing the state including non payment of workers’ salaries was addressed.

    He further said that his administration would promote and ensure sustainable development and make the state a safe haven for both foreign and local investors.

    “This is the day that the Lord has made and we will reclaim our lands from those that have held us captive, “ he said.

    NAN reports that Fayemi had lectured in Africa, Europe, America and Asia. He had also served as an adviser on transitional justice, regional integration, constitutionalism, security sector reform and civil-military relations issues to various governments.

    He had written on governance and democratisation, civil-military relations and security sector issues in Africa.

    Among his recent books are: Deepening the Culture of Constitutionalism: The Role of Regional Institutions in Constitutional Development in Africa (CDD 2003) and Security Sector Governance in Africa.

  • Osinbajo attends inauguration of Sierra Leone’s President Bio

    Vice President Yemi Osinbajo yesterday left Abuja to attend the inauguration of President Julius Bio in Freetown, Sierra Leone.

    His Senior Special Assistant on Media and Publicity, Laolu Akande, in a statement said Osinbanjo is expected to Abuja later in the evening.

    Bio won the country’s presidential run-off election on March 31.

    NAN reports that the presidents of Guinea, Liberia, Ivory Coast, Ghana, Senegal, Burkina Faso, and Gambia have been confirmed to attend the ceremony.

    Also on the lineup is a list of Nollywood stars from Nigeria, among them Omotola Jalade Ekeinde, Mercy Johnson, Osita Iheme of Aki and Paw Paw fame as well as John Okafor, better known as Mr IBU.

    The Nigerian music sensation, Davido, is also billed to attend.

    The new Sierra Leonean First Lady, Fatima Bio, who is herself into showbiz, is thought to be the host of the artists whom she has worked with in the film industry.

    There will be government delegations from other countries outside Africa, notably the U.S. where President Donald Trump last week named a delegation headed by the head of Peace Corps to fly to Freetown to partake in the event.

    The inauguration comes a little over a month after Bio was sworn on to office following his electoral victory on March 31.

    The occasion also coincides with the 56th birthday anniversary of the President.

     

  • AKISCOM elects new officers, set for inauguration

    Members of Akwa Ibom State Community (AKISCOM), Lagos have elected new officers to administer the affairs of the Community for the next three years. The new Executive Council would be formally inaugurated on Saturday, November 18, 2017 at the AKISCOM Secretariat, Surulere, Lagos.

    The newly-elected officers are Prince Felix Udoh, who defeated four other candidates to emerge the incoming President, Dr. Patrick Essien, First Vice-President; Mr. Silas Udoh, Esq., Second Vice-President; Mr. Brian Efa, General Secretary; Evangelist (Engr.) Emmanuel Bassey, Treasurer; Mr. Ita Umiom, Esq., Legal Adviser;  Akparawa Emmanuel Eno, Finance Officer; Mr Ofonmbuk Inyang, Assistant Finance Officer, Mrs. Mfon Ibanga, Socials Officer; Mr Unyime Alexander : Assistant Socials Secretary, Mrs. Aniedi Emmanuel, Welfare Officer; Mr. Marshal Udoh, Public Relations , Mrs Gloria Umoh,  First Assistant General  Secretary, Mr Odudu Author,  Second Assistant General  Secretary, Mr Promise Udofia,  Internal Auditor,  Mr. Amadok Johnson, Provost.

    Mr. Michael Ekpenyong, Liaison Officer, Akwa Ibom State Liaison Office, Lagos, and Elder Samuel Bassey, Special Representative to the Governor in Lagos, were some of the special guests that observed the elections.

    In his brief acceptance speech, Prince Felix Udoh described his election as a call for greater service to the Community and thanked the members for reposing confidence in him to lead AKISCOM as the eighth President. He urged the members to feel rest assured he would be guided by the collective mandate given to him and with the other executives work to protect and sustain the State Government’s goodwill and support for the Community.

    Speaking on the sidelines at the event, Chief Elijah Ifot, outgoing President of AKISCOM, Lagos appreciated God that the elections went on very well contrary to insinuations that he would abort the process, adding that the fact that there were no protests regarding the elections implied that the process was generally free, fair and credible and noted that God had ordained Prince Udoh as his successor, advising him to work for a more united and stronger AKISCOM.

    Chief Ifot revealed that all the presidential candidates were eminently qualified to lead the Community, but that as an individual he had endorsed the aspiration of Prince Felix Udoh, following wide consultations with key stakeholders, including past Presidents, and based on several factors such as his passion for the Community, performance records in the various capacities he had served AKISCOM and his wide knowledge of AKISCOM affairs, among others.

    He stressed that such qualities were needed to galvanize further development and unity in the Community and therefore, wished him and the other executives a very successful tenure. He said he was always ‘willing to offer wise counsel to the new Executive Council as the immediate past President.

     

  • Ajimobi, Emefiele, others for TechU building’s inauguration tomorrow

    Central Bank of Nigeria (CBN) Governor Godwin Emefiele; a Fellow and former President of the Academy of Science, Prof Ayo Ibidapo Obe; Former Head of Service of the Federation (HoSF), Prof Oladapo Afolabi and the Olubadan in Council are among the dignitaries expected at the inauguration of CBN intervention project for The Technical University, Ibadan (TechU).

    Oyo State Governor Abiola Ajimobi will inaugurate the centre tomorrow.

    Commissioner for Information, Culture and Tourism, Mr. Toye Arulogun, spoke at the weekend while featuring on a live radio programme in Ibadan, the state capital.

    He said the inauguration will take place at Tech U’s permanent site at Kilometre 15 on Ibadan-Lagos Expressway. The commissioner said the governing board of the institution will also be inaugurated same day.

    According to him, the board is headed by a former Vice Chancellor of the University of Lagos (UNILAG), Prof. Ayo Ibidapo Obe.

    •Ex-governor: probe is exercise in futility

    Ekiti State government has constituted a seven-man Judicial Commission of Enquiry to probe financial and contractual transactions during the administration of former Governor Kayode Fayemi between October 2010 and October 2014.

    Governor Ayo Fayose was absent at the inauguration of the panel yesterday. He was represented by his deputy, Kolapo Olusola. His speech was read by Secretary to the State Government (SSG) Dr. Modupe Alade.

    Other members of the panel are Gbemiga Adaramola (Secretary), Mrs.

    Bolanle Awe, Idowu Ayenimo, Vincent Omodara, Blessing Oladele, Oluremi

    Adesoba and S.B.J. Bamise (to act as counsel).

    The panel has six terms of reference, which include investigation of receipt and disbursement of statutory allocations, financial transactions between 2010 and 2014, receipt of Universal Basic Education

    Commission (UBEC) funds and the amount of loans, and how they were utilised during the period.

    The panel has three months to conclude its assignment.

    The SSG said the panel would be fair to all, stressing that it was set up “in compliance with the resolution of the House of Assembly and pursuant to the powers conferred on Mr. Governor in Section 2 of the Ekiti State Commission of Enquiry Cap C10 Laws of Ekiti State, 2012.”

    She said: “This is no witch-hunt because the Assembly, conferred with the power to look into the finances of the state, has invited ex-Governor John Kayode Fayemi to clarify issues bordering on the finances of the state, such as the SUBEB funds, which was mismanaged and others. But despite being invited three times, he has refused to honour the invitation.”

    Reacting through his Special Assistant on Media, Olayinka Oyebode, Fayemi described the setting up of the panel “as an exercise in futility, which is at variance with the laws of the land, which make it subjudice for anyone to entertain a matter that is already before a court of competent jurisdiction.”

    He said Fayose was aware of pendency of two cases on the probe of his predecessor at a Federal Capital Territory High Court and an Ado-Ekiti Federal High Court, insisting that it would be subjudice to

    go ahead with the probe when the matter was before two courts.

    Oyebode said Governor Fayose’s decision to go ahead with the inauguration of the panel, while two cases arising from the planned probe were pending in court, was presumptuous and ill-advised.

    He said: “It is obvious Governor Fayose is desperate to probe the administration of his predecessor, Dr. Fayemi, for personal vendetta. Yet, he is advised to be guided by the rule of law and decency in this wild goose chase.

    “The governor and members of the panel are reminded that the two cases involving the House of Assembly, its leadership and top officials of the present administration are pending in an Abuja

    High Court and a Federal High Court in Ado-Ekiti, thus making it an act of illegality for another panel to look into the matter.

    “The governor is advised to concentrate on the serious task of governance and refrain from shadow chasing, which the present pursuit of personal vendetta through a kangaroo committee represents.”

    Court stops Ogah’s inauguration 

    An Abia State High Court sitting in Osisioma Ngwa yesterday stopped the swearing in of Dr Uche Ogah, who was issued a certificate of return by the Independent National Electoral Commission (INEC) as the governor-elect.

    The order followed an injunction sought by counsel to Governor Okezie Ikpeazu, Mr. O. O. Nkume, which Justice C. H. Ahuchaogu granted.

    The ex-parte application was brought pursuant to Section 143 [1] and [2] of the Electoral Act 2010, as amended, after hearing the counsel to the governor.

    The order reads: “That an order of injunction is hereby made retraining the 2nd Defendant [INEC] from issuing a certificate of return to the 1st Defendant Ogar while the claimant remains in office in accordance with Section 143 [1] and [2] of the Electoral Act 2010, as amended, pending the determination of the Motion on Notice.”

    “It is further ordered the 3rd defendant [Abia Chief Judge] or any other Judge of the court or any judicial officer, are hereby restrained from swearing in the 1st defendant while the claimant

    remains in office in accordance with relevant sections of the Electoral Act 2010 as amended.”

    “It is also ordered that this order is hereby made to last for 10 days from today being Thursday 30th June 2016 and the returnable date is fixed for the 8th day of July, 2016.”

    Also yesterday, Dr Ikpeazu insisted that he remained the governor. In a statement he personally signed, he urged the citizens to remain calm and law abiding.

    He said: “I have received with concern report of the purported issuance of Certificate of Return to Mr. Uche Ogah by the Independent National Electoral Commission [INEC] as governor of Abia State, despite pendency of a notice of appeal and motion for stay of the orders made by Justice Okon Abang of the Federal High Court, Abuja.

    “Our laws are clear on this matter. No one may be issued with a certificate of return let alone be sworn in as governor, when there is a subsisting appeal and application for stay.

    “I want to appeal to Abians to remain calm and law-abiding in the face of this provocation. Unless and until the appellant courts have conclusively resolves the appeal, the status remains, I am still the Governor of Abia State.”

    Kogi: What next after inauguration?

    It is no more news that Yahaya Bello of the All Progressives Congress (APC) has been sworn in as the governor of Kogi State. From the unusual occurrence of losing a candidate before the end of the polls, the confluence state is now in the news for the unusual occurrence of having a new governor without a deputy.

    With the opposition PDP raising this and many other issues, the judiciary may have to provide answers to several questions that may soon arise.

    The opposition is asking if it is constitutionally acceptable to swear in a governor without a deputy. Did Bello contest the supplementary election with or without a deputy candidate? Can someone who never participated in the primaries of the party be used as a replacement for his late boss in the supplementary poll?

    Can a living inherit the votes of the dead? Do the votes of the dead die with him? These and more are some of the questions that may need to be answered if the opposition formalizes its protests.

  • Osinbajo, CJN for law firm’s inauguration

    Vice-President Yemi Osinbajo (SAN), Chief Justice of Nigeria (CJN) Mahmud  Mohammed; House of Representatives Speaker Yakubu Dogara  and Deputy Senate President Ike Ekweremadu are among dignitaries expected at the launch of J-K Gadzama LLP,  the corporate law office of Chief Joseph–Kyari Gadzama (SAN).

    It will hold on February 9 in Garki II, Abuja. The firm will also mark its silver jubilee. Prof Fidelis Oditah  (QC, SAN) will give a keynote speech.

     

  • APC promises hitch-free inauguration

    The Chairman of the All Progressives Congress (APC) in Kogi State, Alhaji Haddy Ametuo, has assured the people of a hitch-free inauguration of Governor-elect Yahaya Bello on Wednesday.

    He warned supporters against lawlessness, saying masqueraders would not be welcomed at the event.

    The chairman, in a statement, promised that arrangements were in place to ensure the inauguration was peaceful, stressing that whoever takes the law into his hands will be penalised.

    He said: “We don’t expect any masquerader at the inauguration. The celebration can go on as you return to your homes. This should, however, be done lawfully.

    “Our governor–elect needs the support and cooperation of all to enable him give the dividends of democracy.

    “Although we expect you to celebrate your freedom from economic and socio-political bondage, people should comport themselves.

    “The governor-elect is ready to rule with the fear of God. He is ready to be fair to all.”
