    326 INEC staff fails promotion exams

    No fewer than 326 staff of the Independent National Electoral Commission (INEC) failed the recent promotion exams, it was learnt Wednesday.

    The commission has however approved the promotion of 7,330 staff that excelled in the exercised carried out at the Commission’s Headquarters and state offices across the country between August and November 2017.

    Breakdown shows that 4,917 senior officers and 2,413 juniors’ officers were successful in the promotion exercise.

    The success rate represents 92.1 percent of a total of 5,335 staff (Grade Level 07-15) that were eligible to undertake the exercise and 2,413 eligible junior staff on Grade Level 03 – 06.

    92 persons on interdiction, representing 1.7 percent could not write the test.

    In a statement signed by the Chief Press Secretary to the Chairman of the Commission, Mr. Rotini Oyekanmi, the successful officers had secured the mandatory pass mark – 60, paving the way for their elevation.

    The Commission, he said, considered regular promotion of staff as one of the surest ways of boosting staff morale and welfare, in order to encourage their dedication, loyalty and improve productivity. It is also designed to motivate them to contribute positively to the Commission’s set goals and objectives.

    National Commissioner, Alhaji Baba Shettima Arfo is the Chairman, Appointment, Promotion and Disciplinary Committee (APDC).

    Why we endorsed Buhari – Smart Adeyemi

    The former National Assembly member representing Kogi West Senatorial district, Senator Smart Adeyemi, on Wednesday said that the people endorsed President Muhammadu Buhari for another term in office because of his achievements in the last two years.

    Speaking at the western senatorial district rally in Kabba, he said that the Buhari administration has made concerted efforts in diversifying the nation’s economy.

    The administration, he said, has put in place holistic economic reforms capable of making Nigeria a self-sustaining country.

    He described the pains occasioned by the economic recession as necessary and capable of leading the country out of the woods.

    His words: “We want to tell the whole world that for us in Kogi West, we are impressed and pleased with your administration because you have exhibited justice, equity and fairness, you have given us a sense of belonging.

    “You are committed to the socio-economic advancement of our state; we salute your courage for sanitising the civil service, we are determined to support President Muhammadu Buhari whenever he decides to contest”.

    He said that the state governor, Alhaji Yahaya Bello in about two years  in office has embarked on projects in areas and communities never been touched by past administrations in the state.

    Speaking at the rally, Governor Bello said that his political opponents remain angry because he disagreed that the resources of the state be shared among few individuals.

    He said the Independent National Electoral Commission (INEC) had no prove of the allegation of double registration leveled against him.

    According to him, “They said I engaged in double registration, INEC cannot and can never prove that; they are going against the will of God. They gave money to individuals to propagate the allegation, it is a white lie.

    “On May 19, I was in Dubai but they went ahead to photoshop me in order to implicate me. They goofed”.

    CNPP to INEC: Conduct fresh election for Anambra Central Senatorial District

    The Conference of Nigeria Political Parties (CNPP) has asked the Independent National Electoral Commission (INEC) not to issue a certificate of return to Dr. Obiora Okonkwo as the senator representing Anambra Central Senatorial district, saying the judgement of the Federal High Court is meant to perpetually deny the people a representation in the current Senate.

    But Dr. Okonkwo said the Court of Appeal never nullified the election of March 28, 2015 not did it nullify the victory of the sponsoring political party –the PDP – but merely held that Hon. Uche Ekwunife, the so-called PDP candidate for the election, was not duly nominated by the PDP.

    Okonkwo is therefore asking the commission to respect the Judgement of the Federal High Court and award him the certificate of return as the curly elected senator for Anambra Central Senatorial district.

    Addressing a news conference in Abuja, Secretary General of CNPP, Chief Willy Ezugwu said since the court of Appeal has nullified the March 28 2015 elections and ordered INEC to conduct a fresh election on two separate occasion, the Federal High Court has no power to reverse the decision of the appellate court.

    The CNPP, he said sees the judgement as an attempt by the high court to flex muscles with the Court of Appeal, describing it as an unconstitutional anomaly capable of truncating our democracy if not nipped in the bud.

    He said that the hierarchy of courts in Nigeria established under section 6(6) of the 1999 constitution is clear and unambiguous, adding that “the Federal High Court is inferior to the Court of Appeal under our constitution. The federal High Court is incapable of returning Dr. Obiora Okonkwo as Senator Anambra Central Senatorial district when the election in question is no longer alive, having been nullified by the Court of Appeal.

    “The CNPP calls on INEC to bear in mind that there are about 13 other political parties preparing to participate in the court ordered fresh election already fixed by the commission to hold on January 12, 2018.

    “Consequently, the CNPP urges INEC in strong terms to ensure that enemies of our democracy do not prevail in their nefarious plot to abort the conduct of the fresh election and permanently deny Anambra Central Senatorial district a representation in the 8th senate.”

    However, in a letter to the commission, Okonkwo said that since the court had ruled that it is the political party and not the candidate that wins elections, he should be issued with a certificate of return since the court has already declared he was the duly nominated candidate for the election and not Uche Ekwenife.

    The letter signed by his counsel, Chief Sebastine Hon SAN, reads: “we are counsel to Dr. Obiora Okonkwo, the People’s Democratic Party (PDP) candidate that won the party’s nomination to contest the March 2015 election for Anambra Central Senatorial District but was unlawfully and wrongfully denied the ticket, which ticket was handed to Chief (Mrs.) Uche Ekwunife. He is hereinafter referred to as “our client”; and we hereby wrote on his instructions.

    “Aggrieved by that clearly unlawful decision of the PDP, our client took out an originating summons in December 2014, challenging the actions of the PDP. Joined as defendants in the suit were PDP, then chairman of PDP, Alhaji Adamu Muazu, Independent National Electoral Commission (INEC) and Chief (Mrs.) Uche Ekwunife.

    “In the course of the trial, however, counsel to the PDP and the PDP chairman; counsel to INEC and Counsel to Chief (Mrs.) Uche Ekwunife, all submitted to judgment, as per the claims in the amended originating summons and the motion for judgment filed and served on them by the plaintiff (our client). It is instructive to note that the Motion on Notice sought for consequential orders, including an order that INEC should forthwith issue our client with a certificate of return and that he should be immediately sworn in as Senator of the Federal Republic of Nigeria.

    “In the course of the hearing on Wednesday, 13th December, 2017, all defence counsel again conceded and submitted to judgment; hence the Hon. Justice John Tsoho of the Federal High Court, Abuja entered judgment for our client as per claims in the amended originating summons as prayed in relief 3 of the motion on notice”.

    Dr. Okonkwo also attached all documents referred to in the letter made available to INEC.

    He reminded INEC that “your commission, sir, has already scheduled a fresh election into this senatorial district for 18/12018” adding that “we however, submit as follows: that the decision of the Court of appeal ordering fresh election, delivered on 7/12/2015 did not nullify the victory of the sponsoring political party –the PDP – but merely held that Hon. Uche Ekwunife, the so-called PDP candidate for the election, was not duly nominated by the PDP.

    “The Court of Appeal in that decision also held that the APGA candidate, Chief (Sir) Victor Umeh, could also not be declared winner of the said election, since he did not poll the highest number of votes.

    “Therefore, that the Court of Appeal did not nullify the March 2015 election into Anambra Central Senatorial District but merely held that Hon. Uche Ekwunife could not prove her due nomination by the PDP. Now that the Federal High Court in suit No. FHC/ABJ/CS/1092/2014 has held that our client was duly nominated candidate of the PDP in that election; and in view of the settle case law that it is a political party as opposed to a candidate that wins an election, our client should, as ordered by Justice Tsoho J., be issued a certificate of return forthwith, to enable the senate leadership inaugurate him as Senator of the Federal Republic of Nigeria.”

    The 2019 presidential election is only 423 days away,the Independent National Electoral Commission (INEC) announced yesterday.

    Nigerians,according to the time table released by the commission,are expected to elect the president on February 16,2019.

    Also scheduled for the same day is the election into the Senate and the House of Representatives.

    News of the election dates was broken by INEC chairman,Professor Mahmood Yakubu, at an induction  retreat for Resident Electoral Commissioners in Uyo,Akwa Ibom State.

    The governorship, state assembly and area council elections in the Federal Capital Territory will follow on  March 2, 2019, Yakubu said.

    The implementation of the 2019 Election Project Plan is to begin on   January 1, 2018.

    He said an additional 3,630,529 voters were registered in the recent continuous registration.

    ”This is an important development in our efforts to ensure that electoral services offered to Nigerians are better, more frequent and easier to access than ever before,” he said.

    This exercise will continue until 60 days to the 2019 general elections, as a provided by the Electoral Act.

    According to the time table released by the commission, Nigerians are expected to elect the president on February 16, 2019.

    The INEC Chairman said the commission was “working assiduously to ensure 100% performance of the Card Readers. That is why there is an ongoing pilot to upgrade it by enhancing its features including new superior processors.”

    He added: “At the same time, the Commission is exploring ways of improving the integrity of the collation and results transmission processes and has begun to deploy the electronic result collation and transmission platform on a pilot basis.

    “Our ultimate aim, learning from the pilot and consequential improvement of the supporting infrastructure, is to deploy the system for all forthcoming off-season elections and, ultimately, the 2019 General Elections. The Commission is working to ensure that this goal is achieved.”

    The commission said it has conducted 175 elections across the country in the last two years.

    These include 79 Court-ordered re-run elections, 73 end of tenure elections and 23 bye-elections.

    Yakubu said that even where electoral tribunals overturned two of the elections conducted, the commission was never asked to do a fresh election.

    He also noted that to the credit of the commission, outcomes of most recent elections were not challenged in court.

    Alleged Diezani bribe: Court dismisses defendant’s forced statement claim

    The Federal High Court in Lagos Monday dismissed claims by a former Administrative Secretary at the Kwara State office of the Independent National Electoral Commission (INEC) Mr Christian Nwosu that he was forced to make statements.

    He told the court that the Economic and Financial Crimes Commission (EFCC) allegedly forced him to surrender his property worth N30million.

    He claimed he was also induced to part with N5million in a bid to regain his freedom.

    According to Nwosu, the statements he made at EFCC were dictated to him while the one he made voluntarily was described as “rubbish”.

    Nwosu and Tijani Inda Bashir were accused of receiving N30million bribe from former Petroleum Minister Mrs Diezani Alison-Madueke to rig the 2015 general election results.

    They were arraigned along with Yisa Adedoyin, who pleaded guilty to receiving cash payment of N70, 050,000.00 from Mrs Alison-Madueke.

    Mrs Alison-Madueke is also named in the charge, but is said to be “at large”.

    Justice Mohammed Idris had ordered a trial within trial to determine the truthfulness of Nwosu’s statements.

    Ruling on the trial within trial Monday, Justice idris held that there was no sufficient proof that Nwodu did not make his statements voluntarily.

    He said he did not find any confession to any crime by Nwosu in the statements.

    “A confession, to be a confession, must be direct and positive as far as the charges are concerned. To constitute a confession, a statement must admit that the maker thereof admitted the offences for which he is charged and must be clear, precise and unequivocal.

    “It has not been shown that the statements made were direct and unequivocal to the commission of the offence for which the first defendant stands trial in this matter.

    “I cannot in the circumstances, therefore, hold these statements are indeed confessional,” the judge said.

    He said Nwosu admitted that a word of caution was read to him before he signed the statements.

    Justice Idris added that the first defendant failed to corroborate his claim that he was forced to make the statement.

    “In the circumstances, I hold that the statements are admissible in evidence. The statements are, therefore, admitted in evidence and are marked as exhibits in the trial,” Justice Idris said.

    He adjourned until January 11 for continuation of trial.

    2019: INEC trains staff on ICT in Ebonyi

    The Independent National  Electoral Commission ( INEC ), on Monday in Abakaliki, Ebonyi, commenced three-day training on Information Communication Technology (ICT) for its staff in the state.

    Prof. Godswill Obioma, the State INEC Resident Electoral Commissioner (REC), who declared the workshop open, said that the initiative was to train and equip the staff with basic knowledge of computer and application of ICT.

    According to him, the training is part of strategies being put in place to ensure credible, free, fair and efficient conduct of the 2019 general elections.

    He said that the ICT training was the 5th batch in the series, slated to enhance the capacity of the staff of the commission.

    He said that 300 staff of the commission at its headquarters in Abakaliki would first undergo the training before it would be stepped down to the staff at the various local government areas.

    “Election is a process and the training we are organising for our staff is to equip and enhance their skills and capacity for efficient and effective election management.

    “This is the 5th batch in a series of training, lined up for the staff of the commission in the build up to the 2019 general elections.

    “We are concentrating on equipping the staff with knowledge of computer in this 5th batch and we identified and isolated those staff without any knowledge about computer and ICT.

    “We are going to train them on basic computer application for three days, and we are starting with 35 of them and each set will be trained for three days until we train all our 300 staff.

    “We expect that the over 300 staff stationed at the headquarters will undergo the training programme before we move down to the local government areas to train our staff there.

    “Voting and issues about election have become electronic-based, hence the need for the commission to build capacity of its staff to cope with the new trend,” Obioma said.

    He said that the commission had improved on its card-reader machines, saying that the use of the machine and electronic voting in 2019 would be hitch-free and more efficient.

    “The application of the electronic voting and the use of card-readers have been discovered to reduce election fraud and other irregularities associated with manual voting.

    “We have improved on our systems; the Federal Government is going to change and strengthen the card-readers, and the card-reader which was introduced in 2015 general elections has depressed considerably the issues of malpractices in elections,” he added.

    Obioma urged the trainees to pay attention, adding that the commission was depending on them to deliver on its mandate of conducting credible, free, fair and acceptable polls in 2019.

    Plateau LG Polls: NGO trains security personnel

    A Non-Governmental Organisation (NGO) is training security personnel on how best to conduct themselves securing  elections, as Plateau prepares for Local Government elections.

    Mr Nelson Ananze, Acting Executive Director, Community Action for Popular Participation (CAPP), said that the two-day training in Jos, was to help security personnel to be professional in their conducts before, during and after elections.

    Ananze said that the training was also targeted at creating harmony between the security and citizens, especially women, youths and the physically challenged so that none is deprived of exercising his/her civic right.

    “The training is also to acquaint them (security personnel) with the election laws.

    “They need to know how to handle people, especially those with disability and how to handle situation during the exercise.

    “A situation room will be set up to share information, and address security challenges peacefully and in time so that everyone can contribute to the success of the election.”

    The director said that the initiative by CAPP was to ensure a credible election devoid of intimidation of voters by security personnel.

    According to him, the NGO has mechanism in place to monitor the impact of the training on security agencies in the forthcoming local government polls in Plateau slated for February 17, 2018.

    Mrs Chinyere Okorie and Mr Planji Cishak both staff of Independent National Electoral Commission (INEC) presented a paper on “Safeguarding the Electoral Process: The Role of Security Agencies”

    The officials said that security agencies, particularly the police and the civil defense were saddled with the role of maintaining law and order during elections.

    “They are also to checkmate those who are deliberately out to perpetuate violence and election rigging.

    “In carrying out these functions, they often encounter series of challenge.

    “However, some of them have also been seen to compromise their position by been bribed to take side by the politicians who propagate rigging during elections,”.

    According to them, the risk of violence sometimes inhibit voter turnout, limit political campaign movements.

    The officials commended CAPP for the initiative, which they said will boost political participation and enhance the entire electoral processes.

    They told the security personnel to effectively remain absolutely neutral and professional in dealing with all parties during elections

    “There should be zero tolerance for disrespect to the law and the disregard of the constitutional and civil right of citizens, voters and contestants alike.

    “The security agencies or agents must not be seen to be propagating or espousing the interest or agenda of any politician or political party,”

    The News Agency of Nigeria (NAN) reports that the security personnel trained were those of the Nigeria Police Force and the Nigeria Security and Civil Defence Corps (NSCDC).

    Buhari congratulates Obiano, says electoral reform paying off

    President Muhammadu Buhari has congratulated Gov. Willie Obiano of Anambra on his re-election, and urged him to rededicate himself to building on his achievements that endeared him to the electorate.

    The President’s congratulatory message is in a statement by his Special Adviser on Media and Publicity, Mr Femi Adesina in Abuja on Tuesday.

    Buhari assured the governor that the Federal Government was ready to work with him for greater harmony, peace and development of not only Anambra but the entire country.

    He wished the returning governor a successful new term in office.

    He also commended the people of Anambra, other governorship candidates, as well as security agencies and other stakeholders, on the peaceful conduct of the Nov. 18 gubernatorial election in the state.

    He lauded the Independent National Electoral Commission ( INEC ) and election observers for the smooth conduct of the election.

    According to him, the processes leading to the election and its peaceful conduct and outcome have shown that the nation’s electoral reform is bearing positive fruits.

    “This is very encouraging and I am determined to give Nigeria free and fair elections, no matter which way the results swing,’’ he added.

    He particularly expressed delight at the conduct of the candidates post-election results, describing it as “heart-warming and a renewal of confidence in the sanctity of the ballot which deepens our nation’s democracy.”

    President Buhari urged INEC to improve on areas of logistics as the nation braces for coming governorship elections and the main general elections in 2019.

    Voting ongoing in most polling stations in Anambra

    Voting have started according to schedule across most polling stations in the Anambra state, irrespective of threat by proscribed separatist group, Indigenous People of Biafra (IPOB).

    Turnout at the various polling units visited by The Nation, was impressive contrary to anticipated low turnout.

    At Ofianta polling unit 11 in Anambra East Local Government Area,  where the candidate of the All Progressives Congress (APC),  Dr. Tony Nwoye, accreditation and voting commenced at about 9.27 am,  as against the 8 o’clock takeoff time fixed by the Independent National Electoral Commission (INEC).

    Meanwhile voting was going on simultaneously at the eight polling units in the ward.

    But the APC candidate was yet to arrive at the polling unit as at 11.10 am.
