  • Police dismiss three officers for indiscipline

    The Lagos State Police Command yesterday said it had dismissed three policemen for acts of indiscipline and undue harassment of a citizen, which left him hospitalised.

    Inspector Sulaiman Momoh with service number 220957, Sergeant Emmanuel Monday – 429659 and Sergeant Adamu Usman – 434246 were tried in an orderly room and were found guilty as charged. An online news on Instagram with the caption “A yet-to-be-identified man has allegedly been shot by operatives of the Special Anti-Robbery Squad (SARS) at Chinese town, Ojota, Lagos” went viral last Friday.

    Based on the report, Commissioner of Police Imohimi Edgal, immediately activated the Command X-Squad section in collaboration with the Divisional Police Officer, Ogudu Division, Gbenga Olorunfemi, to fish out the policemen involved in matter.

    Their findings revealed that the victim, Temitope Solomon Ademuwagun was not shot by operatives of the Special Anti-Robbery Squad (SARS) as reported by the online media but suffered from the inhalation of tear-gas spray a.k.a pepper spray occasioned by a neighbourhood police patrol team attached to Area-H- Command, Ogudu, Lagos. The patrol team was led by Inspector Momoh assisted by Sergeant Monday. The victim had been revived.

    However, the investigating team arrested and detained the officers involved.

    A statement by police spokesman, Chike Oti, a Superintendent (SP) said the trio’s dismissal proceeding has been forwarded to the Assistant Inspector-General of Police, Zone II for approval.

    Oti said this brought to eight the total number of officers dismissed in recent time.

    He said: “Similarly the Command wishes to use this medium to release its half year disciplinary record for the period spanning from January to June. The officers were tried in a properly constituted orderly room and were found guilty of various offences against discipline which earned them appropriate punishments depending on the charges against them.

    “Below is the breakdown of types of punishment awarded to deserving officers: dismissal – eight, reduction in rank – four, major entry – 43, severe reprimand – three, extra fatigue – four, warning notice – 28 and cases of discharged and acquitted – five, totalling 92.

    “The Commissioner of Police said this would serve as a deterrent to other policemen wishing to toe the path of infamy, that the Nigeria Police under the watch of the Inspector-General of Police, have no room for them.

     

    He warned all serving police officers to be professional at all times in the discharge of their duties and shun corrupt practices.”

    Provost warns freshers against indiscipline, cultism

    Fresh students of the Federal College of Education in Eha-Amufu, Enugu State, have been warned against getting involved in cultism and examination malpractice. The Provost, Prof Benjamin Mbah, said the Anti-corruption Vanguard established in the college by  the Independent Corrupt Practices and Other Related Offences Commission (ICPC) is empowered to check indiscipline in the college.

    Prof Mbah spoke at the college’s 2016/2017 matriculation, where 1,000 students took the oath. He said any student caught for indiscipline by the anti-corruption body would be punished severely. He also advised the students to study hard, noting that the college would not condone examination malpractice. He said Exam Ethics Marshal set up by management would be fully involved in the supervision of examinations.

    Prof Mbah said: “I am pleased to let you know that ICPC has set up Students’ Anti-corruption Vanguard in this college to wage war against corrupt practices. The college also set up Exam Ethics Marshal that will monitor the conduct of examinations. I, therefore, warn you against cheating in examination or bribing any lecturer to pass. Be mindful of the college rules and regulations. Severe penalty awaits anyone who breaches the school rules.”

    The provost said the college gave priority to academic excellence, good character and entrepreneurial skills. He said the students made a wise decision to have chosen the college to pursue their career in education, advising them to prepare for the challenges.

    According to him, the award of National Certificate in Education (NCE) does not come without hard work and perseverance. He advised the freshers to hope for success if they were ready to study hard.

    Prof Mbah assured the students that the college would create enabling environment to aid their learning. He added that management had provided more blocks of classroom, offices and equipped Information and Communication Technology (ICT) centre to help the students in research.

    The college, Prof Mbah said, places premium on ICT knowledge, adding that both staff and the students were expected to be ICT-compliant as he urged the freshers to embrace it.

    A parent, Ozor Ezike, from Uzo-Uwani Local Government Area, called on the Federal Government to upgrade the college to degree-awarding institution, pointing out that the college possessed the facility and manpower to be a university.

    A physically-challenged girl, Blessing Ani, admitted into the Department of Biology and Computer, promised to give in her best, saying she would not allow her condition to stop her from realising her dream. She praised the management for finding her worthy of admission, vowing she won’t disappoint her parents’ confidence.

  • Eschew indiscipline, commissioner urges participants at Ibile Youth Academy

    The Commissioner for Youth and Social Dvelopment, Princess Uzamat Akinbile-Yussuf has enjoined participants at the ongoing Ibile Youth Academy (IYA) to inculcate discipline in order to become better members of the society.

    Akinbile-Yussuf offered the homily during a visit to Ikeja Youth Centre, one of the centres of the leadership training programme in company with the Special Adviser to Governor Akinwunmi Ambode on Civic Engagement, Mr Kayode Joseph.

    She said: ” I urge you to embrace discipline and punctuality in all your endeavours as well as value team building as an integral part of social interaction because undisciplined persons cannot contribute meaningfully to the society.”

    Meanwhile, it was a busy week at the major centres of the leadership academy as facilitators engaged and trained participants on various topics and development skills.

    At the Oto-Awori Youth Centre in Badagry Division, a media practitioner cum motivational speaker, Goke Ilesanmi taught participants on necessary skills to attract employment while a development expert, Ezekiel Soleji, spoke on the importance of good representation in the society.

    Mrs Taiwo Fibisile, a Youth and Health Officer, sensitised participants at the Ikorodu Youth Centre on the effect of sexually transmitted diseases including HIV  and necessary precautions to prevent the diseases.

    Epe Youth Centre witnessed a fitness exercise to enhance physical and mental alertness of participating youths in the training programme.

  • Corruption, firstborn of indiscipline, says Ajakaye

    The Catholic Bishop of Ekiti Diocese, Rev. Felix Ajakaye, has described corruption as “the firstborn of indiscipline in Nigeria.”

    The cleric said this on Saturday at the public presentation and launch of his book titled: Beyond Ideas, at St. Patrick’s Catholic Cathedral, Old Garage, Ado Ekiti.

    The book has six parts, including religion, socio-political issues, sports, talks, interviews and others.

    He said corruption grew because the nation’s leaders failed to tackle the indiscipline, which later bore the fruit of corruption witnessed in the country.

    The bishop advised the Federal Government to refrain from media trial in its resolve to stamp out corruption.

    According to him, “media prosecution will lead the nation to nowhere.”

    Ajakaye advocated implementation of the recommendations of the 2014 National Conference, saying: “We need to revisit it. The report  would make our country, Nigeria, a better place”.

    He explained that the book is for positive and concrete actions, for a new Nigeria and Nigerians in their dealings with one another.

    “We  need to face meaningful actions rather than chasing shadows in our actions.

    “Nigeria must not fall, Nigeria must not fail. If Nigeria falls or fails, we have fallen and failed as a people.”

    Presenting the book, Minister of Mines and Steel Development Kayode Fayemi said knowledge without character is meaningless to the society.

    Fayemi described the bishop’s latest  work as a compendium of creativity, knowledge and reflection.

    In his remarks, Catholic Archbishop of Ibadan Ecclesiastical Province, Rev. Gabriel Abegunrin, counselled Nigerians to talk positively, think positively and act positively to make the nation a better place.

    The book reviewer, Prof. Isaac Obasi, noted that Beyond Ideas touches the heart of every Nigerian, particularly lovers of social justice in present-day Nigeria ravaged by what he called “pervasive corruption in governance”.

    Obasi, who is a lecturer at the University of Abuja, noted that Beyond Ideas is also a gentle protest and criticism on the prevailing governance crisis in Nigeria.

  • We won’t condone indiscipline, VC tells freshers

    Vice-Chancellor (VC) of Tai Solarin University of Education (TASUED) in Ijagun, Ogun State Prof Oluyemisi Obilade has cautioned fresh students against cultism and vices that could endanger their studies.

    He gave the warning at the 11th matriculation of the school, during which 5,000 freshers took the oath.

    The institution, Prof Obilade said, has zero tolerance for indiscipline, advising the students to focus on their studies, which, she said, is their primary objective in school.

    She said: “Keep the torch of peace, progress, responsibility and faithfulness burning. The torch is being passed today; you are encouraged to have a positive attitude towards academic activities. You must be diligent, obedient and focused.”

    The Comptroller General of Nigeria Customs Service (NCS) Col. Hameed Ali (rtd), has warned officers and men of the service to desist from corrupt practices, saying anyone found culpable will be dismissed and jailed.

    Ali gave the warning in Calabar while addressing officers and men of the Customs Service on the need to be of good conduct and show professionalism while carrying out their duties.

    He said his administration has zero tolerance for corruption, hence the need for officers and men of the Service to shun all corrupt practices.

    His words, “I want to make it clear to all of you that I have zero tolerance for indiscipline and corruption. I will dismiss and jail any officer found guilty.

    “Indiscipline will no longer have a place in the Nigeria Customs Service. We must have officers and men with impeccable characters to promote the image of the service.

    “Anyone caught falsifying any document or compromising with fake imported goods will also be dismissed and jailed.

    “We have resolved that anyone caught in an unprofessional conduct, no matter the circumstances, will be dismissed and jailed for the offence.”

    According to him, the dismissal and incarceration will send a strong message to others and this would do well to reform the service.

    “I am determined to undertake reforms and reconstruct the service to collect more revenue into the coffers of the Federal Government.

    “We have been seen as the most indisciplined paramilitary organization because we have refused to obey the laws that govern us.

    “Paramilitary is all about discipline and we must operate on that basis. We must also work in line with the law establishing the service’’, he said.

    He assured officers and men that the NCS would reward hard working officers.

     

    On welfare, Ali assured the officers that arrangements were ongoing for the provision of suitable accommodation for them.

    “We are aware of the challenges of accommodation in your command. We will try our best to provide a better accommodation for you all,” he said.

    A national campaign against indiscipline, African-time syndrome, loss of social norms and values will begin before the end of this year.

    Minister of Information and Culture Lai Mohammed said this yesterday at a strategic planning meeting with the ministry’s chief executives of agencies and other top management workers in Abuja.

    “Those invited to this meeting have been painstakingly selected because I believe they have the necessary expertise to help drive the campaign.

    “However, let me state unequivocally that everyone in the Ministry of Information and Culture as well as its parastatals, is key to the campaign.

    “This is because as the lead ministry, we must first buy into the campaign and own it before we can propagate it,’’ Mohammed said.

    The minister said that the National Orientation Agency (NOA) would spearhead the campaign to ensure positive change of attitude, values and behaviours of Nigerians.

    He said: “As I have said on several occasions, the National Orientation Agency will be in the forefront of the campaign, because it is in line with its mandate to positively change attitudes, values and behaviours.

    “Make no mistake about it, we need to change the way we do things in Nigeria.

    “It is important to let our people know that they cannot continue to do things the same way and expect a different result.

    “The impending campaign must take on indiscipline, the lack of respect for time, loss of our time-tested values and generally lead to attitudinal change in such a way that there will be a paradigm shift in the way we do things.

    “This is also in line with my vision as Minister of Information and Culture.’’

    The Chief of Army Staff Maj. Gen. Tukur Yusuf Buratai has said that he would not tolerate indiscipline in the Army.

    The COAS who was reacting to questions from journalists in Damaturu as to whether the over 4,000 soldiers that were sacked by the Army during the Boko Haram fight would be recalled responded that; “what I would tell you is that I cannot tolerate indiscipline in the force.”

    The Chief of Army Staff explained that his coming to Damaturu to celebrate Sallah with the troops is part of the measures to boost the morale of the troops on ground and help him access the equipment and the discipline of the soldiers so as to come up with a better approach to the counter insurgency fight.

    He said: “I cannot tell you why I am here on the strategic level because it’s a strategic decision. We all know the importance of Damaturu and Yobe State in particular.  My presence here is to improve civil military relation, we need the cooperation. My presence will boost the morale of the troops. This is one of the reasons why I am here. To see for myself and it will also help me to access the state of readiness in terms of equipment and indeed their state of discipline and we would be able to access the threat properly from this perspective,” Buratai explained.

    A constitutional lawyer, Prof Itse Sagay (SAN) and former Lagos State Military Governor Gen. Mohammed Buba Marwa yesterday expressed confidence that the President Muhammadu Buhari administration will stamp out systemic corruption and indiscipline in the country.

    Sagay and Gen. Marwa, who spoke separately, noted that the socio-economic woes facing the country were direct consequences of indiscipline and corruption by past governments.

    They noted that the new administration will ensure discipline and guarantee security of lives and property.

    The lawyer, in an interview with the News Agency of Nigeria (NAN), said it was unfortunate that as an oil producing nation, the country was still experiencing scarcity of petrol.

    Sagay cited the current energy crisis confronting the nation due to scarcity of petroleum products, which almost crippled the economy.

    He said such woes facing the nation were results of corruption and indiscipline, insisting “they must be stamped out’’.

    Sagay said it had become imperative that the government must situate this in the right perspective.

    He said the new administration must ensure urgent resuscitation of the moribund refineries in the country for crude oil to be refined locally.

    “We must refine all our petroleum products within the country. We must stop the importation of petroleum products. It is criminal for the country to purchase petroleum products from non oil producing countries,” Sagay said.

    The senior advocate said Nigeria had all the devices to end the ongoing epileptic power supply, which had further impoverished its citizens.

    He advised the government to allow communities to organise their own power supply systems and become independent.

    Sagay called for the abolition of national grid system to allow for independent power supply.

    He said government must not compel everybody to hook-on to the national grid that had not been performing optimally.

    Sagay noted that the independent power stations were already in use in some parts of Lagos State, and were effective.

    Gen. Marwa, who spoke at an event organised by Muslim League for Accountability Initiative, a body of 54 Islamic organisations in the country at the Arewa House in Kaduna, said Buhari should consider new ways of tackling the nation’s problems to achieve the desired results.

    Speaking on the topic: “My Advice for Muhammadu Buhari”, Marwa and Prof. Idris Bugaje of the Ahmadu Bello University, Zaria listed some priority areas which the president must work on to succeed.

    The former military governor said though he was not qualified to advise Buhari “because he has seen it all having been General Officer Commanding (GOC), minister, governor and Head of State, I will nonetheless fulfill my obligation to the organisers of this lecture and do the needful since I have been asked to”.

    “Fear of God, sense of justice and equity must be ensured. All Nigerians know these are his qualities, but all those who will work in his government need to share these qualities,” he stated.

    He assured the gathering that the President would “tame the Boko Haram insurgency in the Northeast the moment the military is provided with the right tools and wherewithal. They will do a good job”.

    He identified discipline as a major issue that must top Buhari’s agenda.

    “We all know that is his second name. He has done it before. He will do it better this time. Although this is a civilian regime, he will find another way around it to ensure that both government and the citizenry imbibe the culture of discipline.”

    “The new administration has to device new ways of doing things. One of the areas that require new approach is the power sector. All the while, our nation has not really considered the coal option in the generation of power, whereas indutrialised nations like the United States, Russia and many others rely on coal. So, we have to look that way this time around to get out of this perennial problem,” he said.

    Gen. Marwa noted that though there is need to cut cost in view of the nation’s economic reality, the Buhari administration must consider the creation of ministries of Wealth Creation and Poverty Alleviation as well as that of Railway.

    According to him, “this is essential because no past Nigerian leader has received the kind of support from the poor masses like President Buhari. So, the Ministry of Wealth Creation and Poverty Alleviation must be created to take care of this critical segment of our society. “Apart from this, for a population like Nigeria, our mass transit should be railway. Hence, we need a Ministry of Railway Transportation like in India. Railway transit will move millions at a time, it will move goods and even petroleum products. It will move more people than the airlines. If the airlines can have the Ministry of Aviation, then we need Ministry of Railway.”

    Gen. Marwa added: “New refineries have to be built here and there. The old ones need to be repaired to function effectively and then build a fuel reserve that can last for 90 days to take care of emergency situations like industrial strikes and the rest.”

    It his first coming as head of state in ‘84, with his stern-faced deputy, General Tunde Idiagbon, standing ramrod by his unsmiling self, General Muhammadu Buhari launched what one now hopes would be only the first phase of his War Against Indiscipline (WAI1). If  WAI was in 1984 conceived  as a crusade,  essentially against general indiscipline, and targeted, essentially, at the problem of  idleness in the  work place by public servants and to address  some social laxity amongst the citizenry at large; which then resulted in Nigerians queuing up at bus stops,  a Second Phase War Against Indiscipline, in the year of our Lord  2015, when Nigeria has turned  full scale, a Sodom and Gomorrah –no thanks to PDP’s  congenital profligacy spanning 16 years – must be much deeper, more encompassing and  must interrogate far more areas than it did in its first coming. It must enlist all, and every Nigerian, and have no go areas even if it appeared to dovetail into the functions of some other agencies of government.

    In the article: ‘Nigerians Talking About The Change We Need’ (Sunday 12 April, 2015), I showcased those things that could be regarded as WAI’s underpinning fundaments and they can very well be repeated here; though there are much more as we shall see shortly:

    At the point of entry, either at an air or sea port, or at a border with our neighbours, a custom or immigration official shows up asking for bribe, shout Change. # Change Nigeria.

    If you see display of fake products in a supermarket or drug store or spare parts shop: shout Change. #Change Nigeria.

    To any lecturer that is hell bent on collecting bribe, in cash or in kind:  harass him with Change. # Change Nigeria.

    To any public/private servant stealing from our national heritage, shout Change! # Change Nigeria#

    When a police officer stops your car and says “Oga, anything for the boys?” tell him, “change!” #ChangeNigeria

    When you walk past any Nigerian who throws paper or banana peel on the floor, stop him and tell him, “change!” #ChangeNigeria.

    If the church opposite your house is using a loud speaker to disturb the neighbourhood, visit the pastor & say, “change sir!” #ChangeNigeria

    If you are in a bus and the driver is driving like mad, shout “change!” #ChangeNigeria.

    If the mosque opposite your house is using a loud speaker to disturb the neighbourhood, visit the Imam & say, “change sir!” #ChangeNigeria.

    When somebody is trying to jump a queue either at the bank, fuel station or at an ATM stand: shout Change. #Change Nigeria #

    When an electricity official cuts your light unjustly, trying to extract a bribe: shout Change. # Change Nigeria#.

    When a fuel attendant wants to under dispense fuel into your vehicle, remind him about “Change” #Change Nigeria#

     Nigerians, in all spheres of life, must be ready to talk, even shout, when we observe any acts of indiscipline and, in particular, when agencies of government, are seen to be under-performing or their chief executives are committing serial acts of illegality as I have personally done in the past concerning some agencies and would also do in this piece about another high profile agency.

    In the article:  ‘Defending  Bigotry  And  Cant  At  INEC  And FCC’ ,  (September 16, 2012 ), I took  the  two commissions  to task over  a series  of  issues relating to membership of committees in INEC.  Though it must be stated early that Professor Atahiru  Jega reacted  very quickly to the issues raised  by immediately re-jigging the committees, the culpability of the latter commission remains  till date because, as I shall show  below, other agencies of government are still neck deep in nepotism – which was, of course, not the problem with INEC. In the article under reference, I had written as follows: ‘ … INEC and the Federal Character Commission have to do more to convince Nigerians that they have no ulterior motives. Nothing can be more indicative of the synergy between the Independent National Electoral Commission and the Federal Character Commission in their determined bid to protect inequity at INEC than the fact that while Prof Jega had caused Kayode Idowu, his Chief Press Secretary, to do a lengthy defence of INEC’s indefensible management composition, Prof Oba has, himself, resorted to granting newspaper interviews to achieve the same result. But only the unwary can be deceived by either of these two professors who head very vital, indeed strategic, national institutions’.

    I expect  that when I cite another public agency, allegedly  committing, and has committed, massive irregularities in its employment  system, the Executive Chairman of the Federal Character Commission would have a different explanation from what he said in the INEC case. Said Professor Abdulraheem Oba then: “the Federal Character Commission is essentially focused on the public service recruitment at the entry point only. That is when we ensure equity of opportunity of all persons to be able to enter into an establishment by drawing the benchmark for merit.” Speaking further, he said: “at the management level, we encourage all establishments that when it comes to management positions, there must be a practice of equity of distribution of offices among the various interest groups in Nigeria. Our circulars say that that for all establishments, all management positions must be advertised and made public.”

    If the above position is true, then he must be ready to explain to Nigerians something about the veracity, or otherwise, of the following information which has gone viral on the internet as it concerns the National Communications Commission (NCC). Readers should please not rush to the conclusion that I am affirming what, as at now, is only an allegation. And, if of a fact, the named Chief Executives committed those out rightly illegal acts, they will, in my view, not be more guilty than those in charge of the Federal Character Commission for permitting such impunity as none was known to have been reprimanded or punished during their tenure. It should therefore be appreciated if the named, former and serving NCC Chief Executives, and the Federal Character Commission, would respect Nigerians, and take time out of  whatever it is they now do, to  react to the following  allegations contained in an e-mail captioned:  ‘The Shocking  Roll Call Of  Nigeria Communications  Commission’s  (NCC) Executive  Vice Chairman’s/CEO’s’.

    5. From 1993 to date ALL major Contractors, Consultants, Contracts & Interventional Capital Projects are 90% tilted in favour of S/EAST & S/SOUTH

    Let me quickly say that whoever knows where Chief Executives from other parts of the country have done, or are doing the same thing, he/she should kindly, very quickly, inform the columnist so we could also advertise their iniquitous and  shameless behaviour. It is also my sincere hope that this unfair treatment meted out to Nigerians from other parts, and perpetrated by individuals from sections of the country at the helm of affairs in not less than 70 percent of regulatory agencies in President Jonathan’s  Nigeria, is not symptomatic of what is happening in  the other agencies.

    It is also hoped that in the new spirit of CHANGE, this write-up will not be subjected to the usual scurrility which the likes of Sam Omatseye, Chairman, Editorial Board of this newspaper, and, lately Ambassador Bade Afuye (Retd), and Remi Oyeyemi were subjected to by Igbo readers for doing no more than express their opinions on matters that concern us all.
