    SOME members of the House of Representatives elected on the platform of the Peoples Democratic Party (PDP) have criticised the leadership of the Independent National Electoral Commission (INEC) for its failure to issue Certificates of Return to them.

    Acting under the auspices of the Committee of Anambra State PDP House of Representatives members-elect, the group urged President Muhammadu Buhari to intervene.

    They accused the INEC leadership of indecision in the implementation of a valid court judgment regarding the elections of eight members of the House of Representatives from the state.

    In a statement, they alleged that INEC, under Professor Mahmood Yakubu, “is bent on sustaining and oiling the machinery of impunity perpetrated by the past administration of PDP by foisting on the people of Anambra State, National Assembly members with no business in the National Assembly”.

    Those who signed the statement are: Emmanuel Nweke, Benedict Obaze, Anthony Offiah, Charles Odedo, Princess Ifeyiwa Anazonwu, Mrs. Uchenna Obi, Ejike Nwene and Julius Oforma.

    They alleged that the “National Assembly members, led by Senator Stella Oduah and Andy Uba were products of a Caretaker Committee of PDP set up in contempt of court to thwart the will of the people of Anambra State and the Federal High Court”.

    In a petition to Buhari, the group said the President should wade into the matter.

    They said the court had declared that the Caretaker Committee and everything it did prior to the 2015 general election, including its congresses and nominated candidates, were invalid and a nullity.

    The Independent National Electoral Commission (INEC) declared yesterday that there would be no fresh polls in Rivers State until there the security and safety of life and property can be guaranteed.

    The commission which is still smarting from the violence that marred last week’s National/State legislative re-run elections in the state said it would conduct fresh elections in areas where voting was disrupted during the rerun,under no circumstance would it expose anyone’s life to risk in the name of election.

    A National Youth Service Corps (NYSC) member  on election duties during the rerun,Okonta Samuel Dumebi  was shot dead during the violence.

    He was one of the several so killed.

     “INEC will, at a date to be decided, conduct fresh elections starting with accreditation and voting in all Local Government Areas, Constituencies, Registration Areas and Polling Units where the exercise was disrupted before voting was concluded on Saturday 19th March, 2016,” INEC’s Director of Voters’ Education and Publicity, Oluwole Osaze-Uzzi, said in a statement.

     “While the Commission is committed to conducting free, fair and credible elections, it hereby reiterates its resolve not to return to Rivers State (or anywhere else where there was a breakdown of law and order in the cause of conducting elections) until there is a conducive atmosphere for the conduct of credible elections. As a responsible organization, it will not expose its stakeholders especially voters, its officials, observers, media personnel to any danger and even where dates have been fixed and published, it will not hesitate to again suspend the exercise where there is a clear danger or credible threat of a breakdown of law and order,” INEC said.

     The Commission restated its decision to uphold the declarations and returns made in the Federal and State Constituencies where the exercise had been concluded,adding:“Similarly, the Commission will conclude and make returns in constituencies where it is satisfied that voting and collation were done in substantial compliance with the Electoral Act and our Guidelines,” INEC said.

    It acknowledged  some challenges in its operational efficiency, especially as it concerns the production and customization of the result sheets used for the conduct of the election but insisted that no fake result sheet was used as alleged by PDP and APC.

    INEC condemned the violence that characterised the elections,saying:“The Commission condemns in no uncertain terms all those who have been spewing hate speeches and making incendiary statements, which no doubt exacerbated an already tense situation.

    “It will like to again commiserate with the National Youth Service Corps (NYSC) and the family, friends and colleagues of Samuel Dumebi Okonta, the Corps member who unfortunately lost his life in this patriotic service as a poll official. May his soul rest in peace.”

    Rivers APC consoles NYSC on death of corps member

    The members of the Rivers State chapter of the All Progressives Congress (APC) have paid a condolence visit to the Director-General of the National Youth Service Corps (NYSC), Brig.-Gen. Johnson Bamidele, on the unfortunate death of a corps member, Okonta Samuel Dumebi, during last Saturday’s legislative reruns.

    The corps member, who was an ad hoc member of staff of the Independent National Electoral Commission (INEC), was an orphan from Illah, Delta State, but killed on March 19 in Ahoada West LGA of Rivers state, during the elections.

    The APC’s delegation to NYSC, which was led by the Rivers governorship candidate of the party during the April 11 last year’s poll, Dr. Dakuku Peterside, was received by the Director, Corps Welfare, Mrs. Rhode Kwaki, other directors and staff of the NYSC.

    Peterside, who is also the Director-General, Nigerian Maritime Administration and Safety Agency (NIMASA), stated that the APC members from Rivers state were at the NYSC’s headquarters in Abuja to condole with the DG and other officials of NYSC, as well as the family of the deceased.

    The APC chieftain (Peterside) said: “We are pained at this irreparable loss and more pained that it happened in our dear state. It is a shame on our country and we feel that sense of loss like you. Our prayers are with you and the family of Okonta Samuel Dumebi.”

    The NIMASA boss also berated the Rivers Governor, Chief Nyesom Wike, for threatening INEC officials before the March 19 elections, which he insisted led to the avoidable death of the orphan, describing the corps member as a victim of Wike’s hate speeches and viciousness.

    The deceased was also described as a young man with dreams and patriotism, who demonstrated his desire to contribute his quota to the development of Nigeria, assuring that the country would remember him for a long time to come.

    Peterside, a former member of the House of Representatives, also promised that the APC in Rivers would join hands with the NYSC to bring an end to the recurring violence and deaths of young Nigerians, insisting that elections should not be avenues for people to lose their lives.

    Kwaki, who represented the DG of NYSC, stated that officials of the corps were saddened by the gruesome murder of the young man.

    The NYSC’s director also lauded the APC’s delegation for the visit, stressing that the officials were now encouraged by the support and show of solidarity by the politicians.

    The Rivers APC Chairman, Chief Davies Ikanya; the deputy governorship candidate of the party in the April 11 last year’s election, Asita Honourable; and some faithful of the party were part of the delegation.

    The Independent National Electoral Commission (INEC) has said that elections in the affected part of Rivers state will be conducted at a later date after due consultations with stakeholders.

    The commission however said, that it will need assurances from the stakeholders of a conducive environment before it will conduct not return to Rivers state unless it’s assured of conducive environment.

    The re-run elections were suspended in some part of the state as a result of outbreak of violence.

    The commission in a statement signed Friday by the Director, Voter Education and Publicity; Mr. Oluwole Osaze-Uzzi said “INEC will at a date to be decided, conduct fresh elections. Even so, this will only be after due consultations with stakeholders and subject to the advice of the security agencies and guarantees by the political parties, candidates and their supporters.”

    The commission also agreed to conclude and make returns in constituencies where it is satisfied that voting and collation were done in substantial compliance with the electoral Act and guidelines.

    The commission however denied the claims of false result sheets during the March 19, 2016 rerun election in Rivers state.

    President Muhammadu Buhari Thursday describe as shameful the recent political killings in Rivers state as a result of the rerun elections ordered by the Court of Appeal, adding that more Nigerians have been killed in Rivers than another state in the country.

    The President who spoke at the National Executive Council meeting of the All Progressives Congress (APC) revealed that the government has saved over N3 trillion through its Treasury Single Account policy, while that the list of money recovered by government through the ongoing anti corruption crusade will soon be made public.

    The President also said it was regrettable that the nation failed to save for the rainy days when oil sold for above 100 dollars, pointing out that at the moment, about 27 states in the country are not able to pay the salaries of their workers as and when due.

    Buhari who expressed sadness over the violence that characterized elections in the country appealed to security agents in the country to try and give Nigerians the confidence to go out and perform their constitutional responsibility without molestation, adding that even though the leadership of INEC has been changed, he has shown that he has a lot of respect for them and the security agents.

    He said: “Of course, the leadership of INEC has been changed, but I appeal to the leadership of the military, security agents and INEC that what I want Nigerians to remember me for, even if I have to leave the Presidency tomorrow is that I respect them.

    “I want all Nigerians to believe and hold their PVC as personal entitlement as Nigerians and use it the way the like, and vote for whoever they like at which ever election. If they voluntarily sold it, it is part of their right and so, let them sell it and remain at home and not participate in any election.

    “But let the law enforcement agencies give them the confidence that nobody will come out who has money to hire thugs, give them drugs and stop them from exercising their fundamental right.

    “I am afraid I did not succeed in the election in Kogi, Bayelsa, Rivers. I think that more Nigerians are killed or killed themselves in Rivers than in any particular state. At this stage of our political development, to remain brutal is shameful and as a government, I promise we will do something by the next general election.”

    Speaking on the economy, he said: “the fall of oil prices after Nigeria has made itself a mono economy is a disaster. I wonder why people could not believe that in Nigeria; about 27 out of 36 states have difficulty in paying basic salaries of their workers.

    “If from 1999, oil sold above 100 dollars per barrel with an export of about 2 million barrel per day, how come Nigeria failed to make some arrangement to cushion the effect of a probably volatile oil market? Again, it shows failure of the last administration.

    “But we are now to pick the pieces as an APC government and so, there is no need complaining, but let us concentrate and see how much we can do with whatever remains of the economy.

    “However, we realized that agriculture and solid minerals are two areas that can quickly come to help us to recover economically, at least in terms of employment and feeding ourselves and more importantly, saving the hard currency to make sure that what is left our industries remain open, employing Nigerians and producing goods and services which is very important.

    “The policy we are trying to implement is TSA. When we insist that we have to know what comes in and what goes out for us to make a comprehensive amendment to the economy.

    “If you go and see the Central Bank Governor, he will tell you that in the TSA, we have more than N3 trillion. Where would this money have been if TSA was not in vogue? I was made to understand that vouchers would have quickly been raised towards the end of the financial year and checks made. Whether they are going into projects or private pockets, nobody can prove it to you.

    “But that money is there, it is identified, if is quantified and when the budget comes back eventually, the Ministry of finance will see how to allocate it to the rest of the country.

    “We have tried to make sure that NNPC is reorganized, so that we know how much of our crude is taken, how much it is sold and to which account the money is going.

    “But I tell you that up to the time we came, if anybody told you that he knows how much of crude is exchanges hands either on the high sea or reaching their destination and the accounts the money goes into, that person is not telling you the truth.

    “We are getting the cooperation of countries that has received this crude. But we have to be sure of the facts in our hands before we start prosecution so that Nigerians will believe what we have been telling them.”

    On the fight against corruption, President Buhari said: “I was telling a British team that came to supervise the training team they sent that when I was in uniform, we took the perceived corrupt ones and put them in safe custody and quietly told them they were guilty until they can prove themselves innocent.

    “But now under multiparty democratic system, I see some of them ride flashy cars, some of them have built estates here, but they are innocent until we can prove them guilty. This situation is true and you don’t need to stress your imagination to find out.

    “If you can find out, you discover that a level eight officer has five houses, while you, as a Permanent Secretary or Commissioner still living in a rented house. That is the credible thing to do now.

    “We have to get credible evidence to carry our successful prosecution and get judgment from the judiciary. But effort is being made to give a list of recoveries in whatever currencies so far so that Nigerians will know that it is not all about long stories”.

    While assuring Nigerians that the government was winning on war against insurgency, he said “we have made progress. It was a very courageous decision that the party took and executed by the Executive by removing most of the military hierarchy and appointing those to take over from them, acquiring some new hard and soft ware and raising the moral of the military to go secure the rest of the country which was then 14 out of 774 local government.

    “I have said it often that as far as I know and the service Chiefs who are on ground, they are not holding any local government. But the still have some capability especially on soft target by using technology.

    “For Niger Delta, the militants are sending some conflicting messages. Some have said they are ready to drop their arms and join the rest of the nation to build it. But part of them is still sabotaging installations which are making investments in that lucrative area of Nigeria difficult because nobody will submit his riches to financial institutions; get money only to suffer huge loss.

    “So, the environment for investment is being sabotaged by our own selves, Nigerians. We are doing our begs with the military by trying to persuade them to join the rest of the country because in unity lies our strength.

    Turning to the party, President Buhari said: “I will like you to continue to make sacrifice. I know you are being harassed since the election that they haven’t seen anything on the ground. Well, if you have any explanation that could be accepted, is that you have three more years to go.

    “When we came in after 16 years if PDP, each government had 42 ministries. We reduced them to 24, removed 21 Permanent Secretaries. We sat down and reflected seriously. We were all in the process of taking over at a time of national budget.

    “So, imagine the volume of work and with what happened in the National Assembly, the padding, it would appear that below the Permanent Secretaries, there are still a lot of bureaucracies that are still with them. So, you have to appreciate the position we are in.

    “Having cut 42 to 24, correspondingly, the parastatals will be cut down to some size and realigned and the boards reconstituted. We gave a blanket order which we had to rescind when we said all boards are suspended or dissolved.

    “We had to go back and lick our vomit in terms of university boards because we found out that according to their laws, they cannot choose Vice Chancellors unless the Boards seat down, interview prospective candidates who wants to be VCs. So, there is nothing wrong in saying sorry and going back on your decision. So, we said sorry and allow all the universities to continue with their boards. But for the rest, eventually, we will make it. So, please, try to bear with us as we reflect on where we found ourselves.

    “For globetrotting, sometimes, you need to present your case on personal basis to your economic colleagues and neighbors. Nothing is better than personal touch and I believe that we are learning a lot and eventually, the nation will realized so, I don’t envy you on the harassment you are going through from your constituencies. Take it with a lot of determination and we will be all right God willing”.

    National Chairman of the party, Chief John Odigie-Oyegun said naturally, this would have been the time to roll out the drums and celebrate loudly, adding that being a government and a party that is responsive, “we are very well aware of the hardships in the land and for that reason, it should be a period of introspection, a period for memories and a period for reminiscences.

    “The problems we have are well known, of course originating from two well known factors, our squandered patrimony of course, the unfortunate coincidence of the collapse of the price of crude. Nevertheless, inspite of these hardships, our government has recorded strides that are worth mentioning, that are worth celebrating and that are worth noting.

    “No question at all, that the vigorous and focused leadership provided in the fight against insurgency has yielded results that we all, as a nation, must be proud of. The insurgents have been deprived of the possibility of ever again, holding Nigerian territory and hoisting any of their dastardly flags.

    “We have other issues like the TSA, and what it has done for our states even though temporarily and of course, Mr President’s shuttle diplomacy, which as we can see, is gradually beginning to stabilize. The oil market, the price of crude is gradually beginning to crawl persistently, slowly but upwards.

    “It is true, these are hard times, but hard times create challenges. Challenges call for men and women to agree in leadership, united, focused, passionate in the policies that they stand for, which means that this party must rediscover itself, which means that this party must stand as one behind the success of our president and of the policies that we stand for and of the promises he has made to the Nigerian people.

    “This also means that this is a time to stand together, which means that this is a time to rededicate ourselves and the party to the vision to which the people of this nation voted. We must leave this arena once more as a strong, united fighting force dedicated to delivering on the promises made by Mr. President to the Nigerian people.”

    NCC to deploy more broadband facilities for e-voting

    The Independent National Electoral Commission (INEC) is thinking towards the idea of introducing electronic voting in subsequent general elections in the country.

    The electoral body INEC noted that the idea, which was yet to get the backing of law could take the electoral process to a higher level.

    This is as the Nigerian Communications (NCC) said it was planning to deploy more broadband facilities that would crate necessary environment for the adoption of electronic voting processes in the country.

    Prof. Umar Danbatta, the Executive Vice Chairman of NCC stated this Wednesday at the 12th public lecture of The Electoral Institute (TEI), INEC, with the theme of the lecture was “ICT and Electronic Voting: Issues and Challenges”.

    Danbatta said that the NCC was planning to deploy broadband facilities, in virtually all major cities and rural areas of the country.

    The NCC Vice Chairman said that the action was in-line with the country’s National Broadband Plan.

    He said that e-voting would not only improve on the efficacy and the confidence in the Nigeria’s electoral process but would also translate into free, fair and credible elections.

    Danbatta observed that the existing paper ballot system of voting was ‘susceptible to human errors and influences.’

    This according to him led INEC to the use of ICT platforms for biometric registration and authentication prior to voting during the 2015 election, “which significantly improved the democratic process.”

    “However, during these elections, card readers generally failed to verify fingerprints. This is attributed to the ICT platforms.

    “To address this from our part, the NCC, We have rolled out eight points agenda. Significant is the provision of efficient/effective access to ICT platforms.

    “These include facilitating Broadband Penetration; Improving Quality of Service and; Promoting ICT Innovation and investment Opportunities.

    ”The need to foster methods that will address problems in our voting system has led TEI to explore e-voting which depends on ICT platforms for its operations,” Danbatta said.

    He said that the next general elections of the country would depend heavily on the infrastructure that NCC was putting in place.

    He added that the infrastructure needed to support the adoption of electronic voting in Nigeria was at “formatic stage.”

    “That is why government is interested in deploying more and more infrastructure, including improving on what we have on ground.”

    Speaking, the Chairman of INEC, Prof. Mahmood Yakubu said it was commendable that African countries were adopting the use of technology to improve on their electoral processes.

    Yakubu was represented by a National Commissioner of INEC, Hajia Amina Zakari, said this had reduced the level of tension and crisis in their elections.

    “The use of technology had made elections more acceptable and reduced post election conflicts.

    “However, if you are not careful in the use of technology, the process can be truncated.

    “So we need to come to middle class and that called for a lecture like this to share experiences of other countries where ICT has been deployed successfully to improve on electoral processes.”

    Yakubu was optimistic that the lecture would add value to the country’s electoral process.

     

  • Rivers rerun crisis:  Lawmaker blames INEC, stakeholders

    The Lawmaker representing Epe Constituency II in the Lagos State House of Assembly, Hon. Segun Olulade has blamed the Independent National Electoral Commission (INEC) and stakeholders in Rivers State for the lingering electoral violence which has left the electoral process in a comatose.

    Olulade said the crisis that has engulfed the state is a sign that INEC under the new Chairman on one hand has showed incapability of the commission to conduct free and fair elections following the Bayelsa and Kogi debacles.

    He also noted that party men in Rivers State on the other hand have demonstrated lack of political maturity, fair play and genuine concern for Rivers people who are usually at the receiving end in the long run.

    The lawmaker explained that the idea of preparing for election like war is unfortunate for the nation’s democracy, just as he pointed out that Rivers people are the innocent victims in this circumstance considering the number of lives lost and properties destroyed in the process.

    While noting that other states have started enjoying governance, Olulade lamented that the people of Rivers State still suffer from the ego of major actors in the contest.

    “I suggest that the Federal Government through the National Orientation Agency and INEC should review voters’ education to ensure the electorates do not allow themselves to become constant tools of violence during elections.

    “I also appeal to President Muhammadu Buhari to consider mop-up of arms and ammunitions currently domiciled in the entire Niger-Delta areas, which was caused by illegal arms deals and activities of the militants in the area”, Olulade said.

    He also appealed to all warring factions to consider innocent residents and indigenes of the state that are dying each time there is crisis in the state, “and they should prove to the masses that they are not only vying for their selfish interests by eschewing violence in the State.

    “The current development in Rivers State is a setback to Nigeria’s democracy as it has continued to portray the nation’s democracy in bad light before the entire world. The era of do-or-die politics should be forgone and that decisions of electorates should be allowed to prevail. That is true democracy,” Olulade added.

    The Independent National Electoral Commission (INEC) yesterday said the result sheets on last Saturday’s National and State Assembly rerun elections in Rivers State are genuine.

    Its Resident Electoral Commissioner (REC) in Rivers State, Aniedi Ikoiwak, spoke in Port Harcourt, the state capital, when he addressed reporters on the outcome of the polls.

    Ikoiwak urged politicians to allow INEC conduct free, fair and credible polls to boost the nation’s democracy.

    The REC described as untrue the allegations that INEC dispatched fake result sheets for the elelction.

    He challenged anybody peddling such rumour to substantiate it.

    Ikoiwak said: “I know that I have said this several times and I am saying it again that INEC printed only one result sheet for the rerun elections in Rivers State. A fake (result sheet) can only be an imitation of the original. If you have only one and that one is the original, I don’t know where the imitation or fake can come from again.

    “There was nothing like fake result sheets. I challenge anybody that claims that fake result sheets were dispatched in the elections to produce both documents and show us which is the original and which is the fake with their serial numbers.”

    The REC condemned what he called the politics of desperation in the state.

    He said INEC was determined to conduct credible elections across the country, if politicians allowed the process to prevail.

    Ikoiwak said: “The attitude of politicians in the state and Nigeria needs to change. Their mindsets also need to change. They must know that INEC is out and ready to conduct free and credible elections. Unfortunately, a lot of people think that elections can be won on the number of guns you have, the number of bullets you shoot and the number of mercenary you put in place and the youths you recruit to shoot.

    “If that interposes on what we are trying to do here, I don’t think it is right. I would want Nigerians, including Rivers State residents, to change their attitude towards elections. An election is a civic duty. We should be worried that anytime we have to close down every sector of the security to move it to do elections, this should worry all Nigerians. When we reflect on all of this, even the politicians will be able to think.”

     

  • Rivers rerun: INEC to investigate distribution of fake result sheets

    The Independent National Electoral Commission (INEC) says it will investigate alleged distribution of fake result sheets in some polling units in Saturday’s legislative re-run elections in Rivers.

    The commission’s Director of Voter Education and Publicity, Mr Oluwole Osaze-Uzzi, made this known in an interview with the News Agency of Nigeria (NAN) on Monday in Abuja.

    Osaze-Uzzi also told NAN that the commission would also investigate other allegations raised during the conduct of the election.

    He, however, insisted that there was no way fake election materials could have been distributed by INEC’s election officers.

    “Was there really distribution of fake result sheets? How did the people know that they are fake?

    “The allegation will be investigated, anyway.

    “We are having a meeting on Wednesday with the Rivers Resident Electoral Commissioner (REC), Monitors and Supervisors who went to the state for the election.

    “This issue will be raised there; thereafter, we will issue a public statement on our findings.

    “We will also investigate any allegation that has been raised and backed with fact,” Osaze-Uzzi said.

    On when the commission would release the remaining results of the election, he said that decision on it would be taken at the Wednesday meeting.

    “We are not going back to the state until the atmosphere is conducive to have a violent-free election.

    “But I don’t want to pre-empt anything ahead of the Wednesday meeting.”

    On update about electoral officers abducted during the Saturday election, Osaze-Uzzi said that he was yet to be briefed on the matter.

    “I cannot speak categorically on that, but I was told that some of the people we are much concerned about have been released.

    “But regrettably, I think we lost a youth corps member but I can’t state categorically,” he added.

    Rivers re-run: NYSC mourns dead corps member

    The Management of the National Youth Service Corps, NYSC has sympathised with the family of a Corps member, Okonta Dumebi Samuel (RV/15B/5539) who died in the re-run elections held in Rivers State on Saturday.

    Corps member Okonta Samuel, who until his demise served at GCSS Ukpeliede, was shot dead by some unknown gunmen in Ahoada West Local Government Area.

    The NYSC in a statement issued in Abuja yesterday by the Director Public Relations, Abosede Aderibigbe said the murder of the patriotic young man, who was an orphan, is
    primitive, barbaric, and ungodly; and should be strongly condemned by all well-meaning Nigerians.

    The statement said the NYSC will work with relevant agencies to ensure that theperpetrators of this heinous act are fished out and made to face the full wrath of the law.

    “We consider Okonta Samuel’s death as a great loss, not only to his immediate family, but also to all of us in the NYSC family and the entire nation”

    “May the Almighty God grant him eternal rest, and give his immediate family and the rest of us the fortitude to bear the irreparable loss,” the statement said.

    The statement added that the other two Corps members that were with the deceased at the time of the incident escaped from the scene through the help of security agents.

    “We also wish to inform that another Corps member Anana Aniekan Udoetor (RV/15B/5537), who was earlier reported missing, has been found and is hale and hearty,” the statement said.
