The relationship between the Senate and the Police has not been cordial in the past few weeks.

IGP had refused to honour three invitations extended to him by the Senate.

Frustrated by the behavior, the Senate had subsequently passed a vote of no confidence on the IGP, describing him as “enemy of democracy’’ and unfit to hold any public office anywhere in the world.

  • Senate summons service chiefs, IGP over Birnin Gwari killings

The Senate Wednesday invited the Service Chiefs and the Inspector General of Police (IGP) over the continued killings in Birnin Gwari, Kaduna State.

The resolution followed a point of order by Senator Shehu Sani (Kaduna Central) at plenary on the security situation in Birnin Gwari Local Government Area of Kaduna State.

Sani said, “I will say again that there is the need by the Federal Government to take Birnin Gwari as seriously as other parts of Nigeria. It is very clear that the people have been crying and raising issues but nobody is listening. Birnin Gwari has gradually become the Sambisa Forest of the North West region in Nigeria.”

President of the Senate, Abubakar Bukola Saraki, decried the killings in Birnin Gwari and other parts of the country.

Saraki said that the security chiefs were invited to brief the lawmakers on their efforts to check the growing insecurity in that part of the country.

He said, “This is a matter that is very serious. It is a case where we have in our society people being killed daily and kidnapped in Birnin Gwari Local Government Area, particularly the events of last week where many were killed. Doing nothing does not give hope to our people. We must continue to be seen to be addressing these concerns.

“I will want to suggest that next week and on this particular issue as well, we do get a briefing from the state security, the military and the police. I don’t think any of us have any objection to that. If there is none, I will rule on it, that we direct these three agencies, next week, to come and brief us on this.”

  • Again, IGP fails to appear before Senate

For the third time the Inspector General of Police (IGP) Ibrahim Idris, failed to appear to brief the Senate on wild spread killings in the country and alleged ill-treatment of embattled Senator representing Kogi West, Dino Melaye.

  • IGP, DSS, EFCC want court to allow search of Wike’s properties

IGP, DSS, EFCC want court to allow search of Wike’s properties

The Inspector General of Police (IGP) and two Federal Government’s investigating agencies have asked a Federal High Court in Abuja to reject a prayed by Rivers State Governor, Nyesom Wike, stopping them from searching his properties.

The investigating agencies are the Department of State Services (DSS) and the Economic and Financial Crimes Commission (EFCC).

The three are listed as respondents in a suit by the River State Governor, seeking among others, to prevent the search of his property and the execution of a search warrant against him by any of the agencies.

The suit was filed last year in the wake of allegation that the governor compromised some electoral officials during the rerun elections conducted by the Independent National Electoral Commission (INEC).

A number of INEC officials, from whom funds were allegedly recovered, are currently on trial before the Federal High Court in relation to their conduct during the River State rerun election.

Arguing IGP’s position Thursday, David Igbodo urged the court to dismiss Wike’s suit on the grounds that it was based on “mere speculation.”

Igbodo, a lawyer with the Nigeria Police Force, said: “The application is speculative because in the first instance, there is no search warrant attached to it.

“The only exhibit attached is the interview granted by Wike himself in which he made allegations that the police wants to search his house in Abuja.

“He made the allegation, but he did not attach the search warrant to prove it. Assuming without conceding that the police obtained a search warrant to search the Rivers State Governor’s house in Abuja; the question is:  Can the police execute the search warrant without requiring his presence?

“The question has been answered by the Supreme Court and the answer is yes. The police can effectively do that without requiring his presence.

“So the government house of Rivers State in Abuja can be searched without the Governor’s presence, as there are security men there that can witness the search.”

Igbodo further submitted that the law allowed the police to gather evidence and investigate officials who had immunity adding that a search warrant was a process of obtaining evidence during investigation.

He admitted that the governor enjoys immunity by virtue of the provision of the Constitution.

Igbodo proceeded to argue that, the enjoyment of the constitutionally granted immunity by a governor cannot protect him from being investigated.

He added that during the process of investigation, investigators were allowed by law to gathered evidence against such a governor.

DSS’ lawyer, O. Atoyebi, who argued in similar vein, urged the court to dismiss the suit.

He contended that the suit was intended by the governor to prevent the service (DSS) from performing its statutory functions.

Lawyer to the EFCC, Mrs Elizabeth Alabi argued that hewr client was not a necessary party in the case.

Mrs Alabi, who urged the court to dismiss the suit, argued that the EFCC has no business in the suit and was wrongfully joined.

She prayed the court to award N100, 000 in compensation for his client, against Wike.

Lawyer to the governor, Sylva Ogwemoh (SAN) noted that the essence of the suit was the interpretation of a section of the constitution.

Ogwuemoh said: “The focal point of our summons is the interpretation of Section 308 of the Constitution as it relates to search warrant.

“A search warrant is undoubtedly a process of court and if that is the case, there is a breach of the absolute immunity that Section 308 confers on the plaintiff (Wike).”

He argued that under Section 308 of the Constitution the execution of a search warrant required the presence of the person to which the section applies and who enjoys immunity, and in this case, Wike, before the property could be searched.

Ogwuemoh while faulting Igbodo’s argument argued that the IGP’s lawyer’s argument that despite Section 308, the police was with the discretion to search the government’s house in the governor’s absence was against the law.

On Igbodo’s argument that the applicant failed to attach the warrant in question,  Ogwuemoh argued that since the suit only seeks the interpretation of a legal provision, there was no need to attach a warrant to the application.

After listening to partied, Justice Ahmed Mohammed adjourned to May 9 for judgment.

In the suit filed in June 2017, Wike, among other reliefs, wants a declaration that by virtue of the provisions of Section 308 of the Constitution, the IGP, the EFCC and the DSS cannot apply for, obtain, issue or execute any court process compelling his presence.

He also wants the court to determine: “Whether the defendants can by the combined effect of Section 308 of the Constitution and Sections 149 and 150 of the Administration of Criminal Justice, apply for, obtain, issue or in any manner or form effectively execute a search warrant at the residence of Wike in Abuja or any of his residences without his physical presence in the course of the execution of such search warrant.”

  • Police arrest ‘killers’ of APC stalwart in Festac

Police arrest ‘killers’ of APC stalwart in Festac

Operatives of the Inspector-General of Police’ (IGP) Intelligence Response Team (IRT) have arrested four suspects who allegedly murdered a stalwart of the All Progressives Congress (APC) in Festac, Emmanuel Ubah alias Onwa.

Ubah, the head of Community Policing Youth Vanguard (CPYV) in Amuwo Odofin Local Government Area (LGA) was shot dead on the eve of council elections in July.

He was shot four times on the head while inside his by assailants, who threw all his mobile phones into the canal.

Onwa’s death sparked outrage in Amuwo Odofin, with his friends and associates insisting that it was politically motivated.

After months of tracking the culprits, the police Monday paraded Michael Fashola, Mufutau Tokosi alias TK, Abidemi Adeleye alias Baido and Fatai Onifade alias Apashe.

The suspects were said to have been contracted to kill Ubah but they denied the allegation, insisting that they murdered him because they felt threatened by his influence in the area.

It was gathered that the suspects, who fled to Cotonou after allegedly committing the offence, later had a disagreement on the balance of their payment.

They were said to have been embroiled in fights with Onifade, who was allegedly their link to the person who ordered the murder.

Parading the suspects, acting Police Commissioner Imohimi Edgal said a Barreta Pistol, two live ammunition and one pump action gun were recovered from them.

Confessing to the crime, Fashola said he was brought into the picture by Tokosi, who contacted him on the request of Adeleye.

He said: “I did not know the Onwa. It was TK who contacted me. Baido asked him to call me for the deal. The initial plan was to harass Onwa but I shot him by mistake. I shot him more than once. It was on his head. Baido was inside the car with him. They told us where to meet them. I was not paid anything. I gave the gun back to Apashe after shooting him.”

Adeleye, who called the deceased on phone arpund 8pm and requested for a meeting, admitted that Ubah picked him up at Synergy Bus Stop.

He said: “I called him around 8pm and told him we needed to discuss issues relating to politics. He told me to wait at Synergy Bus Stop that he would call me in 30 minutes. I was the closest person to him. We were friends. He came and picked me up and said we should go and get Apashe (Onifade).
“He did not know there was a plan to threaten him. It was my plan with Apashe because we felt he was too powerful. While on our way, Michael and Mufutau blocked us with motorcycle.

“Onwa opened the car and was arguing with them. One of his legs was on the ground. I was inside the car. The next thing I heard was gunshots. It was Michael that shot him and it is not true that I held his hand while he was struggling with him.

“When they shot him, I ran away from the car. Then, I picked his phones and threw it into the water because I was afraid. I did not want anyone to trace me as the last person he spoke to on phone.”

Onifade, who was the mastermind of the attack, said he was bitter because the deceased was very powerful.

He said he was threatened by the deceased’s influence and that as the leader of the Oodua People’s Congress (OPC) in the area, he felt that the deceased usually sponsored boys who attacked him.

Onifade said: “We did not plan to kill him. We just wanted to shakara him. I am an OPC member and I know the number of times I have been shot at. I felt he was the one sponsoring the boys that usually attacked me.

  • Over N500m lost to electricity vandalism – Police

Over N500m lost to electricity vandalism – Police

The Nigeria Police has disclosed that Nigeria has lost over N500m to electricity vandalism.

The Police explained that the amount lost is just an estimate of what was lost between January and September, 2017 by four States.

This was revealed by the Inspector-General of Police (IGP), Ibrahim Idris in Abuja during the flag-off of the Nigeria Police Anti-Electricity Vandalism Response Squad (AEVRS).

The IG who was represented by the Commissioner of Police in charge of Crime Prevention and Community Safety, CP Austin Iwar said: “We are all witnesses to how vandalism has impacted negatively on the development of our economy. Sometimes people in their living rooms get angry when there is power outage but the fact is, sometimes, it is caused by vandals who are fond of tampering with electricity installment.

“The increasing rate of vandalization of electricity installations across the country has not only become alarming but very frightening.

“On daily basis, wanton destruction of electricity infrastructure is recorded with monumental economic loss to the Nigerian economy. As a result of this deliberate economic sabotage, businesses have been disrupted, means of livelihood destroyed and the quantum loss of much needed government revenue, just to mention but a few”.

The Police chief further said: “Available Nigeria Police Crime Statistics reveals that from January, 2017 to date alone, there have been a whopping 233 cases of vandalization of electricity infrastructure in Abuja, Nasarawa, Kogi and Niger States, resulting in an estimated over N500million economic loss to the country.

“Even at that, these very disturbing statistics represents only the reported cases. In reality, the figures and losses could be worse”.

As part of measures to also eradicate cases of vandalism in the electricity sector, the IG has also ordered all State Commissioners of Police to liaise with Electricity Distribution Companies (DISCOS) in their States for the immediate replication and the establishment of the unit.

The IG also hinted that the squad would go into the market to fish out people who buy the vandalised products.

Also speaking, the Chairman Board of Directors of AEDC, Ambassador Shehu Malami, said continuous vandalism has hindered generation and distribution of electricity all over Nigeria.

He said: “It is pertinent for me to state that the rising incidence of vandalism of power equipment has become a major threat to efficient generation and distribution of electricity all over Nigeria.

“In fact, the vandals have not only put the operations of the power companies in jeopardy in recent times, but have also posed serious threats to speedy recovery of our Nation’s economy through various acts of sabotage on power infrastructures.”

Commenting on the effect of vandalism to the electricity sector, the Managing Director of AEDC, Engr. Ernest Mupwaya said over N195million was spent by AEDC to replace what was vandalised.

Lamenting the impact of vandalism, Mupwaya said: “In 2016, we had a total number of 89 cases of vandalism. However, the figure more than doubled in 2017. Between January and September 2017, 233 cases of vandalism have been reported within our franchise area. The total money spent in replacing the vandalised items is N195 627 211.50.

“This is without prejudice to the discomfort it has caused our customers, loss of revenue to and the reputational damage to AEDC and several other issues associated with vandalism.

“From records, the focus of the vandals is often the copper element in the cables, the oil in the transformer, insulators of different sizes etc.

“One obvious implication of this unfortunate situation is that progress is retarded because what ought to be used in acquiring new assets for the improvement of service to our customers is now diverted to the replacement of vandalised components”.

  • Widow to IGP: order arrest of my husband’s killer

Widow to IGP: order arrest of my husband’s killer

The widow of a slain sand dealer in Umuebulu, Etche Local Government of Rivers State, Mrs. Victoria Njoku, has appealed to the Inspector-General of Police (IGP), Ibrahim Idris, for justice.

She lamented that her four children have stopped school since her husband was murdered on May 5.

Leaders of Umuebulu, in a petition to the IGP, signed by the monarch, Eze James Nwagwu; the oldest man in the community Enyiazu Okere; a leader, Chief Benjamin Nwafor, and 10 others, accused a member of the IGP Monitoring Team in Abuja, Victor Nwadike, of vowing not to return the case file to Port Harcourt.

They alleged that Nwadike attempted to pervert justice, having collected N20 million from the suspected murderer, Daniel Njoku, an engineer, which he denied.

Mrs. Njoku said: “I want justice. The killer of my husband should be arrested; the IGP should order that the case file be sent to Port Harcourt. The murderer always bribed his way through each time he was arrested.

“Why the special interest of Abuja in this case? Who is funding SP Victor Nwadike and his men to pay flights from Abuja to Rivers State for this murder case? Was it the IGP that funded and mobilised him? Why have members of the IGP monitoring team not bothered to hear from eyewitnesses? Why is Nwadike avoiding me and witnesses to the murder? Who is really paying for his (Nwadike’s) expenses in hotels and fares?

“What is the rationale behind the takeover of the case by the IGP monitoring team, of an already-concluded investigation in Rivers State, even when the matter occurred in Rivers State?”

Umuebulu leaders begged the IGP not to allow the case to be swept under the carpet, urging him to take action and perform his duty.

They said: “The only reason Nwadike has refused to return the case file to Rivers State is to impede investigation and frustrate eyewitnesses, who cannot afford the cost of travelling to Abuja.

“Nwadike has vowed not to hand over the case file, despite cries of the widow, the four children and community members that he (Nwadike) should withdraw from the case. His conduct has lent credence to the boast by the murderer that he has bought Nwadike.

“The leadership of Umuebulu has restrained aggrieved youths against taking laws into their hands, but we cannot guarantee their cooperation if justice is delayed or denied. The released murderer is attempting to eliminate eyewitnesses.”

But Nwadike said he never vowed to hold on to the case file, adding that he acted professionally while handling the matter, but he did not know how the suspect (Daniel) was freed. He insisted it happened before he took over the matter.

His words: “It was on the directive of the IGP that I was mandated to take over the case. Before I proceeded to SCIID, Port Harcourt, to take over, my team had taken over the sister case file from another monitoring unit team. I acted as directed.

“I did not know Daniel Njoku prior to September 15, when the case file was taken over from Port Harcourt. That was the first and only time I met him. It may also interest you to know that I never had his phone number or ever called him. My call log can attest to this. He is not my friend.

“I am not a bribe-taking policeman. Without sounding immodest, I am not the type of officer who sees white and turns it to black. By the grace of God, my life will never condescend to that level. My accusers should know that at the right time, they will be required to prove when, where and how I received bribe from Daniel Njoku. It will be unfortunate if they fail.

“Investigation is on. They have been invited. Yet, they have failed or refused to honour the invitation. Why are they not comfortable with the office of the IGP to look into and do justice to this case if they have nothing to hide? “

The suspected murderer, Daniel Njoku, in a telephone interview, described the petitioners (leaders of Umuebulu) as hoodlums and impostors, who lied against him after taking over his father’s land. He denied killing Mbuchi, who he said drowned in the river.

Njoku also denied bribing any policeman.

Umuebulu leaders, however, called on the IG to perform his constitutional duty and bring the culprit to book.

They pleaded with the IG to end the underhand activities of the monitoring teamin trying to cover up the case.
