    ‎Dasukigate: Ex-Finance Minister, Yuguda complains of ill-health

Former Minister of State for Finance, Bashir Yuguda has complained ill-health and has applied to the High Court of Federal Capital Territory (FCT) in Maitama, Abuja for permission to seek treatment abroad.

Yuguda, also a former Nigerian Abassador to the United Arab Emirate (UAE) is standing trial with ex-National Security Adviser (NSA), Sambo Dasuki, ex-Sokoto State governor, Attahiru Dalhatu Bafara, his son, Sagir Dalhatu and two others before the court on money laundering charges.

Wednesday, his lawyer, O. Obeya informed the court about the application he filed for his client, seeking leave to travel to Dubai, UAE for a pre-scheduled medical appointment with his doctor, Georgie Thomas, Cardiologist with Burjeel Hospital, Dubia.

Yuguda is said to be suffering from diabetes, hypertension and cardiac malfunctions, which symptoms he developed while serving as the country’s ambassador in the UAE.

Although lawyers to other parties in the case, including prosecution lawyer, Oluwaleke Atolagbe did not object to the application, Justice Peter Affen declined to grant it on the ground that it was incompetent.

The judge noted that although Obeya claimed Yuguda had a pre-scheduled medical appointment, he (Obeya) failed to produce evidence to that effect.

Justice Affen, who earlier noted that the first relief in the application, as couched by Obeya, was vague and  allowed him to effect oral alteration to the prayer, however observed that it would be wrong for his court to exercise discretion in vacuum where an applicant failed to provide necessary materials.

Follwoing intervention from lawyers to Dasuki and Bafarawa, Ahmed Raji (SAN) and Hakeem Afolabi (SAN), the judge agreed to allow Obeya withdrew the defective application and refile on a later date.

Upon Obeya’s withdrawal of the application dated April 14, 2016, Justice Affen struck it out and ordered Obeya to file a fresh one, containing evidence that his client has a prior medical appointment with a foreign physician.

The judge adjourned to today to enable Obeya brings the application. He ordered that the defendants need not be produced in court for today’s proceedings.

‎The judge had earlier granted similar application to Bafarawa, who was allowed to travel to Saudi Arabia on medical ground.

Bauchi attack on Jonathan tears PDP apart

    •Party seeks probe

ALL Progressives Congress (APC) has urged the Inspector-General of Police to institute a probe into the stoning of President Goodluck Jonathan’s campaign convoy in Bauchi last week.

The call followed the revelation by Bauchi State Governor Isa Yuguda that the attack was stage-managed by unnamed Peoples Democratic Party (PDP) stalwarts.

APC’s National Publicity Secretary Alhaji Lai Mohammed, in a statement in Lagos yesterday, said the investigation was necessary because of the criminal nature of the attack and the attempt to blame the APC.

‘’We stand by our earlier statement in which we accused the PDP of sponsoring the attacks on President Jonathan in Katsina and Bauchi as part of its devillish plan to demonise the opposition and force a postponement of next month’s general elections, and we are glad we have been proved right,’’ the party said.

The APC added that it was apparent that the PDP Presidential Campaign Organisation was out of tune with developments within its own party, “hence, its spokesman considers the APC’s statement that the attack was orchestrated by the PDP, as ‘absurd and reckless’, without a shred of evidence to support that specious argument”.

The APC added: “The excitable and garrulous Femi Fani-Kayode rushed to the press to condemn the APC, in his usual skittish self, without taking the pains to know what Governor Yuguda and a top official of his party, the PDP, said about the attack. That action is what is ‘absurd, reckless and asinine’.

“Since he will rather learn about the happenings in his party from outsiders, we will like to quote what Governor Yuguda said on the Hausa Service of the British Broadcasting Corporation (BBC) and reported by Daily Trust and other media outlets on Sunday: ‘I am sure and I want to let the world know that the people who did this thing were PDP members, and those politicians in Abuja were the ones behind it; they were not APC members. They found these youths on the road and gave them brooms and they instructed them that when the president was passing, they should raise the brooms and pelt them at him’.”

The party hoped that Fani-Kayode would allow himself a rare moment of sobriety by admitting that he goofed in pitching a wrong position, and then follow up with a public apology to Nigerians for misleading them.

  • ‘Insurgency has ruined North’s economy’

Bauchi State Governor Isa Yuguda has said the economy of the North has been shattered by the activities of insurgents.

The governor spoke yesterday in Bauchi when he opened a workshop organised by the Arewa Youth Forum (AYF) for youth volunteers from the region.

He said: “Your economy is finished. We have lost the peace and security, which are the two indices for economic development.

“These have been compounded by the most corrupt attitudes of the people of the area precipitated by killings and unnecessary spilling of blood in the struggle to grab positions.

“These are people who cannot obey simple traffic rules and join the queue when situation calls for such.”

The governor said the North had been traumatised to the extent that job creation and investments, which would engage or empower the youth and major population of the people, had been ruined.

He said the Federal Government had set up a committee to address problems associated with cattle routes, especially the Ilorin to Lagos, Otukpo to Port Harcourt, Maiduguri to Lokoja gazetted cattle routes.

Yuguda said the taking over of the gazetted cattle routes by farmers were among the major crises bedevilling herdsmen and farmers in the country.

He said: “The future of the youth is being threatened and you need to rebuild the old bridges that united your people in the North together.

“I urged you to find your bearings and deliberate on issues affecting the North and look for ways of mitigating them and let’s proceed.”

The National President and Project Director of Arewa Youth Forum on Conflict Mitigation and Peace Building, Mr Gambo Gujungu said the workshop was organised for participants from conflict-riddled states in the North.

Gujungu said the project was initiated for Kaduna, Bauchi, Nasarawa and Taraba states, which had a history of conflict and violence.

He said the project was also proposed to provide a community framework for healing, conflict mitigation and to offer assurance to the people.

The youth leader said there was need to tackle the immediate and remote causes of problems confronting the region at the communal level.

  • I’ve not anointed anybody, says Yuguda

I’ve not anointed anybody, says Yuguda

Bauchi State Governor Isa Yuguda said yesterday he had not anointed anybody for the 2015 general elections.

The governor spoke with State House correspondents in Abuja after attending a meeting of the Presidential Task Force on Polio Eradication, chaired by Vice President Namadi Sambo.

According to him, the level-playing field he provided had ensured the peace in the state.

He said: “We have given every aspirant a level-playing field and whoever wants to be my successor will have to be chosen by the people. So, I do not have any anointed person, whether for the House of Assembly or governorship. That is why they have no reason to complain.”

On the allegation that he was supporting a former Minister of State for Health, Dr Ali Pate, the governor said: “I do not know your source of information, but as far as I am concerned, all the candidates are extremely close to me.

“Pate is extremely close to me, just like his younger brother – the former secretary to the state government (SSG). I have my former Speaker, who was a deputy governor; my senator, Abdul Ningi, and I have other National Assembly members who are also contesting. So, you can see the calibre of persons contesting. How could anyone say I am supporting one against the other? That is not true.”

On his senatorial ambition, Yuguda said: “For me, yes; I am a politician. But you also know that I am a professional banker. I value and cherish it. My political associates and even those outside my zone are asking me to contest. The reason is that they do not want me to be out of the system.”

Bauchi hosting 2 million displaced people, says governor

Bauchi State is hosting over two million Internally Displaced Person (IDPs) from Boko Haram insurgency-hit neigbouring Borno, Yobe and Adamawa states, Governor Isa Yuguda said yesterday.

Yuguda spoke after the meeting between the government team led by President Goodluck Jonathan and parents/pupils of Chibok Girls Secondary School at the Aso Villa.

He said: “It’s been a major challenge. You know Bauchi is surrounded by all the states having security challenges and many have been pouring into it. At present, we have over two million refugees (displaced persons) in Bauchi, but the good news is that we have been able to settle them down. No refugee is in any camp. We have given them land to settle, some shelter for them. We have tried our best to provide water and some basic facilities so that they can start life over again.

“It’s not been easy; our resources are over stretched. The little we have had to be shared with the refugees (displaced persons).”

On whether the state is getting any assistance from any quarters, Yuguda said: “We are looking forward to some support. Only recently we received some items – food, blankets from NEMA, but we need a lot more. I’m sure these guys are not going back to where they came from, they have settled and settled permanently and I think the Federal Government should take on that and see how they can be properly resettled.”

Minister of Education Ibrahim Shakarau, said the time the President was meeting the girls and parents, which is 99 days after the abduction, should not really matter, but what is being done over the issue.

He said: “It is not a question of how many days, not a question of how long; it is a question of what is being done. And as various government spokesmen have been saying, this is a very serious matter of security. Some people call it a war and when you are talking of war, strategies to win the war, it’s not all of those strategies that would be on the streets.

“I think we should appreciate this and rather than counting the days and how long, I think we should be concerned with how much effort is being made and we should jointly pray for this struggle.

“Another important aspect is for us to emphasise the de-politisation of the issue. It is a matter of concern for all. I’m particularly more concerned that we are talking about girls and this is my area of concern. It happened in school, it happened to pupils so it is our concern that everything should be done for those now home to continue their education.

“The meeting was intended to be an interactive session for Mr. President to listen to the parents, community leaders and, most importantly, to some of the girls that escaped from the Sambisa forest. The parents were happy to listen to the President assuring them of the commitment, of the determination of government to rescue the abducted girls and in particular assuring those of them that are now back with their parents of the continuation of their education and protection of lives and properties.”

Those at the meeting yesterday include Senate President David Mark; Borno and Bauchi state governors, principal of the school, Asabe Kwambura.

Others were Coordinating Minister for the Economy Dr. Ngozi Okonjo Iweala;  Minister of Information Labaran Maku; Minister of Water Resources Mrs Sarah Ochekpe and Special Adviser to the President on Ethics and Values, Mrs Sarah Jibril.

    Govt pays victims’ hospital bills

Bauchi State Governor Isa Yuguda has directed hospitals treating victims of last Friday’s explosion in Bayan-Gari in Bauchi metropolis to send the bill to the government.

He sympathised with the injured and condoled with the families of the dead.

Yuguda gave the directive when he visited hospitals, where the injured are receiving treatment.

He was accompanied by the Commissioner for Health, Sani Mallami. The governor instructed the commissioner ’’to ensure that the victims receive adequate treatment’’.

Yuguda directed that ‘’those who need to be referred to other hospitals outside the state be taken out to enable them get better treatment’’.

  • Yuguda’s 2015 calculations

    Yuguda’s 2015 calculations

Bauchi State Governor Mallam Isa Yuguda, who is leaving office next year, has been endorsed by stakeholders for the Senate in the South District. Correspondent AUSTIN TSENZUGHUC reports that his ambition may pitch him against Senator Adamu Gumba, who is seeking re-election.

Bauchi State Governor Isa Yuguda will vacate office next year. But, he will not embark on political retirement. It is an open secret that he is eyeing the senatorial slot in his native South District. Although he has not publicly declared his ambition, he is consulting with party elders and other stakeholders in the district. Also, there are subtle campaigns by his loyalists that suggest that the days of the Senator Adamu Ibrahim Gumba are numbered in the Senate.

Analysts argue that Yuguda is emulating former governors, who became senators, following the expiration of their second term. Already, the state is abuzz with unsubstantiated claims that there is a subsisting “gentleman understanding” between  Gumba and Yuguda that makes it obligatory for the senator to vacate the seat for the governor next year.  Yuguda and the Peoples Democratic Party (PDP) have not refuted the claim.

The Bauchi South seat became vacant in 2009, following the appointment of Senator Bala Mohammed as the Minister of the Federal Capital Territory (FCT). Many indigenes of the zone, including  Gumba and Mr. Ali Wakili, a retired Custom officer, contested for the ticket under the PDP. But, Gumba emerged victorious.

Many stakeholders were taken aback. Before the contest, Gumba was perceived as a   colourless politician. Unlike Wakili, he lacked financial clout and a formidable network.  The story making the rounds then was that Gumba was Yuguda’s anointed candidate. ‘’He was provided with the required financial resources to ensure his victory, and that is why he beat all other candidates,’’ a PDP chieftain said. The source added: ‘’That is why what you heard is yet to be denied by either the government or Senator Gumba.’’

However, Wakili and other co-contestants  defected to All Progressives Congress (APC), with the hope of clinching the party’s ticket for the Senate. They have already deployed campaign materials across the zone in readiness for Independent National Electoral Commission (INEC)’s official nod for the commencement of campaigns.

This development is coming ahead of the APC’s nomination of a senatorial flag-bearer for the Bauchi South, who may give the PDP candidate (Gumba or Yuguda) a good run for his money. The APC barely three weeks ago had its state congress in Bauchi, where its state’s officials were elected in a transparent and orderly manner.

A  source close to Gumba has refuted the claim that he was sponsored by Yuguda and that he is obliged to step down for him in 2015. His words: “It is not true that Governor Yuguda asked Gumba to hold the post for him. What happened was that, when Senator Bala moved to the F.C.T. as the minister, the former Northeast PDP Chairman,  Senator Paul Wanpana, conducted primaries for seven aspirants who against all pleas refused to step down for one another.

‘’At the primary, each person was asked to vote for himself and another aspirant of his choice. So, somebody voted for himself and Gumba. That is how he emerged as  the Bauchi South PDP senatorial candidate. From there, he contested with candidates from opposition parties and won. So, it not true that Yuguda placed him there to hold brief for him.’’

The source, who is a chieftain of the PDP, said Gumba is not an aggressive politician, stressing that he does not believe in the politics of blackmail and violence. “He was a successful civil servant as a custom officer. On retirement, he served as the Head of Civil Service and Commissioner for Education under  Governor Ahmadu Adamu Mu’azu,” he added.

Neither Gumba nor Yuguda has declared his intention to vie for the seat. But, a partisan group, ‘’Yuguda for the Senate Advocates,’’ has urged the governor to declare his ambition.  Members of the group have paid visits to Gumba, urging him to step down for Yuguda. They said that the governor should be compensated with the seat for serving the state meritoriously for eight years.

Gumba is yet to give a definite answer. But, as source said: “The peace loving, gentle senator, who is the Chairman of Senate Committee on Sports, is waiting for Yuguda to personally approach him to step-down on terms agreeable to the two of them.”

In Bauchi South, Gumba has been watering the ground for his re-nomination. Between January and March, he has organised empowerment programmes for the people. A sourcse close to him said that he has expended over N140 million on projects across the seven local governments that make up the zone.

However, top PDP chieftains confided that this may not guarantee Gumba’s renomination. It is a common knowledge that most  governors often use government resources to intimidate rivals and cow them into submission.

Yuguda is popular in the zone. For the eight years he has been in power, he has not forgotten home. He has sited some projects in the district, thereby earning applause from indigenes.  He has constructed roads and provided other social amenities. He has also  empowered key stakeholders in the zone. One of the roads constructed by him is the 84-kilometre Alkaleri/Futuk Road, which is a  road linking Magama/Gumau, Toro Local Government Area, to Rishi-Ramaha-Saminaka in Kaduna State. In addition, another access road to fast track economic activities in Kirfi Local Government is under construction.  Yuguda has offered appointments to many indigenes. He has  also provided job opportunities for many youths.

At the grassroots, the governor has created more districts, village heads and hamlets to give minorities a sense of belonging. He was applauded for the creation of the Sayawa chiefdom. The move has bought peace to the troubled Sayawa-dominated Bogoro and Tafawa Balewa Local Governments. Bogoro and Tafawa Balewa had been the flashpoints of ethno-religious conflicts for almost a  hundred years. Many lives have been been lost and property worth millions destroyed.

However, the contest may not be a walk over for Yuguda.  He may not count on the support of the people of Bauchi Local Government Area, which has always been the stronghold of the opposition. In 1999, 2003, 2007, and 2011 elections, they voted against the PDP candidates. Next year, voting may follow the same pattern. Although the local government hosts the state capital, the people are not favourably disposed to the PDP. Eminent Nigerians from the area are gravitating towards the direction of the APC.

Also, the Sayawa people of Bogoro Local Government Area are not happy with Yuguda, in spite of the fact he has given them  the chiefdom. For 40 years, the people had agitated for cultural identity. The Sayawa (Zaar) Chiefdom is a welcome development. But, the seat of the GumZaar (the spiritual and social leader of the Sayawa ethnic group) was moved to Marten-Giji, against the wish of the people. Marten Giji is an obscure hamlet. It is far from Tafawa Balewa town. The people have maintained that it is not their ancestral home.

They is also the bitter resentment against the governor over the indefinite suspension of Hon. Rifkatu Samson Danna, the only female member of Bauchi State House of Assembly. She is an influential indigene of Bogoro Sayawa. She has been on suspension June 2012.  Also, Sayawa people are complaining that the only Government Girls Secondary School in Tafawa Balewa has been closed down since 2012, because of insecurity in the area.

Toro and Bauchi local governments share the same political feelings. Toro has always been in the opposition and it will not be an easy task for Yuguda to secure the votes of the electorate in the area. Prominent indigene, including Dr. Ibrahim Yakubu Lame, Dr. Aliyu Tilde, Dr. Danjuma Adamu Dabo, and Barr. Ibrahim Zailani, Ibrahim Tilde and Hon.Lawal Yahaya Gumau, are major stakeholders in the Bauchi APC.

  • Who succeeds Isa Yuguda?

    Who succeeds Isa Yuguda?

The succession battle in the Bauchi State Peoples Democratic Party (PDP) is gathering momentum. Correspondent AUSTINE TSENZUGHUL profiles the three senators itching to succeed Governor Isa Yuguda next year.

The preparations for the next year’general elections is in top gear. But,  dark clouds are hanging over the polls in the Northeast geo-political zone. In Bauchi, where the Boko Haram launched it first attack against the Dutsin Tanshi Police Station, the fear of the sect is the begining of wisdom.

However, the race for the Government House is on. Governorship aspirants have already set up campaign committees, ahead of the primaries. Three senators from three senatorial zones  are the major contenders. They are Senator Babayo Garba Gamawa from Bauchi North,  Senator Bala Abdulkadir Mohammed, the Federal Capital Territory (FCT) minister and Senator Abdul Ahmed Ningi, a banker-turned politician from Bauchi Central.

    Gamawa

Gamawa appears to be the front-runner. He who enjoys a cordial relationship with Governor Isa Yuguda. He hails from Gamawa,   Gamawa Local Government Area. The senator came into political limelight in 2007, when he  won the election into the House of Assembly  on the platform of the defunct All Nigerian Peoples Party (ANPP).

He became the Speaker, following the impeachment of Dauda Haliru Jika, who was the governor’s political son. As the Speaker, he presided over the impeachment of Alhaji Garba Gadi, who was elected in April 2007.  Following this development, Gamawa was rewarded with the position of deputy.

In 2011, he became a senator after dislodging the the youthful and inexperienced Senator Suleiman Nazeef, who incidentally is from the same local government area with him.

Today, Gamawa, who was relatively unknown before the impeachment, is believed to have the backing of Yuguda. The soft spoken politician is also said to be enjoying the support of the Emirs of Katagum and Jama’are.

According to 71-year old Audu  Sule Maigadau, a community leader in Azare, stakeholders in the Katagum are eager to work for the emergence of Gamawa as the next governor. He said: “We want Senator Babayo in Government House because, since the death of Abubakar Tatari Ali, Katagum Zone in the  Bauchi North has not produced any governor, whereas Bauchi South would have produced two in 16 consecutive years by the time Yuguda completes his tenure in May 2015.’’

The National Chairman of the PDP, Ahmadu Adamu Mu’azu  ruled the state from May 1999 to May 2007. Yuguda took over from him in May 2007.Muazu hails from Boto in Tafawa Balewa Local Government, while Yuguda is from Alkaleri Local Government.

According to Maigadau, Gamawa’s emwergence as the Speaker, deputy governor and senator was not by chance, adding that  he enjoyed the support of the governor. “He is a generous man, with a caring heart for the poor. He is ever ready to assist whenever he can, even if he does not know you. He is also interested in developing Bauchi State,” he said, stressing  that  Yuguda would give him a chance to balance the governorship equation.

Maigadau is not alone. Similar views were echoed by elders from  the North District.

    Mohammed

Mohammed is a strong contender for the job. He is a traditional title holder of Kauran Bauchi, Bauchi Emirate, and a Prince from Duguri in Alkaleri Local Government, where the governor hails from.

The FCT Minister is widely regarded as the power behind Yuguda. His support led to the emergence of Yuguda as the only unchallenged elected governor with the highest votes in 2007. It is on record that the combined forces of Mohammed Bauchi and Yuguda killed the political ambition of  Mu’azu and Mohammed Nadada Umar, the former  Secretary to Government, who vied for the governorship.

Three men-Dauda Lere Aliyu (Bauchi South),  Shehu Barde Burra (Bauchi Central]) and Alhassan Isa Jajere (Bauchi North)-were in agreement that Mohammed is popular. In their view,  Mohammed is a goal getter, who has connections at national and international levels. Aliyu stressed: “His emergence as the governor would attract investors. He will revive our dead industries and make them functional and he will  alleviate poverty in Bauchi State. He is certainly not selfish.’’

Also, Burra said: “The FCT minister is a man of the people; he has the experience as an apprentice under Yuguda, when the governor was Minister of State for Works and later, the Aviation minister. He was Yuguda’s strategist during the 2007 election; he knows the problems of the state.” As a result, Burra believes Mohammed is the right man for the job.

    Ningi

Senator Ningi is the third contender. He hails from a senatorial zone that has not produced either a governor or a deputy governor. The zone has however ,produced three Secretaries to Government (SSG).

Ningi is the most experienced lawmaker from Bauchi State at the National Assembly. He has been in the National Assembly since 1999. He was at the House of Representatives from 1999 to 2011.  Described as “straight and blunt goal-getter’, he is a power to be reckoned with in the politics of Bauchi Central. Observers say he has what it takes to develop the abundant human and natural resources in the state for the benefit of the people.

Kabiru Magaji, a retired primary school head teacher, now a rice farmer, is of the view that ’’Sen. Abdul Ningi stands a good chance of clinching the governorship ticket, if he knows how to roast his onions.” The sentiment that Bauchi Central has never ruled the state is in his favour. According to Magaji, Ningi is sincere and he does not hesitate in calling a spade by its name. “He is also people-oriented and from a background that understands when a person says he or she has not eaten for a day or more or is sick,’’ he added.

Balarebe Maialgata Burra, the leader of the Burra Youth Vanguard, however, disagreed with Magaji. According to him, if Ningi emerges as the standard bearer of the ruling party, he is not likely to succeed. In his opinion, Ningi is a good lawmaker, but he is not a good administrator. “And as governor, you have to have a human face in dealing with your people,” he said.

Burra added: “Look at what Mu’azu did as governor of Bauchi State and compare it with what Mallam Isa Yuguda is doing. There is a big difference. A good administrator must be a patient person, and a good mixer; he has to interface to know people’s problems to solve them. But, the senator does not even know that there are poor people in Ningi Emirate Council and the six local government areas that make up the Bauchi Central.”

Many believe that the power of incumbency will play a major role in the emergence of the flag bearer. This may work in favour of Babayo Garba. Many believe that he is likely to clinch the ticket. “It is no secret that he is being groomed by  Yuguda to take over from him. Yuguda thinks Babayo can cover up his tracks when he is no longer protected by the immunity of his current office,” said a politician.

The three senators are yet to openly declare their ambition to govern the state. But, their posters adorn and litter the various buildings in Bauchi. Their portraits are placed at strategic areas.
