    • CDS to N’Assembly: we need  more funds to fight insecurity

Borno State Governor Babagana Zulum has condemned Sunday’s attack on farmers and fishermen by suspected members of the Islamic State of West Africa Province (ISWAP)  at Dumba,  Kukawa Local Government Area (LGA)

Zagazola Makama, a counter-insurgency publication focused on the Lake Chad region,  said sources put the death toll at 40.

But there was no official figure by the military,  the Police, and the state government as of 10 am yesterday.

According to the publication, the sources explained that the farmers negotiated payment of levies to a faction of ISWAP to enable them to access their farmlands.

They added that another ISWAP group, unaware of the agreement, ambushed and killed the farmers.

Zagazola Makama also quoted Abubakar Gamandi, chairman of the Lake Chad Fishermen Association, as detailing the incident and survivors’ accounts of the armed group’s betrayal.

Gamandi said: “Our farmers were killed after they went to the ISWAP enclave to farm. They had arranged with ISWAP and paid them money.

“Unfortunately, unaware of the agreement, another faction of ISWAP attacked them. This is what the survivors who escaped told us. Only when they all come out can we ascertain the total number of casualties.”

The state’s  Commissioner for Information and Internal Security,   Usman Tar, said in a statement yesterday that some farmers were able to flee into nearby bushes when the attackers struck.

He added that efforts by the government were underway to trace the survivors and reunite them with their families.

The commissioner quoted Governor Zulum as expressing deep sorrow over the incident.

The governor, according to him,    called on the military to pursue and neutralise the insurgents in Dumba and other places in the Lake Chad area.

Tar’s statement reads:  “With deep sorrow and anguish, I(Zulum) received the sad news of the attack on Dumba, where scores of our farmers and fishermen were killed by terrorists.

“On behalf of the government, I sympathise with the victims’ families. Let me assure the citizens of Borno that this matter will be thoroughly investigated for necessary action.”

The governor, however,  noted that the victims venture outside the security perimeters established by the government and military, into areas not yet cleared of insurgents or landmines.

He urged residents to adhere to the “safe corridors” demarcated by security agencies to avoid such risks.

His words: “The government has clearly demarcated land for safe farming and economic activities, allowing the military to focus on clearing unsafe areas. Citizens should not enter areas prone to terrorist attacks or contaminated by landmines.

“The safe corridors provide vast tracts of land for settlement, fishing, and farming under the watchful eyes of our gallant security forces.

“Straying into unsafe areas not only endangers lives but also complicates military operations against the terrorists.”

The governor commended the Armed Forces for the ongoing efforts to secure vast stretches of land for farming and resettlement as part of the government’s long-term strategy to manage displacements and enhance livelihoods.

CDS we need  more funds to fight insecurity

In  Abuja,  Chief of Defence Staff (CDS), Gen. Christopher Musa urged the National Assembly to allocate more funds to the military to enable it to effectively tackle the security challenges in the country.

He also charged troops to make a significant impact by pursuing and neutralising terrorists and bandits wherever they may be hiding.

Gen. Musa spoke at the Armed Forces Remembrance Day Celebration and Award Evening for soldiers, ratings, and airmen on Sunday.

“We know the budget defence will commence very soon, and we are looking forward to a bumper harvest,” he said.

The CDS said the occasion was not only for remembering the ‘’sacrifice of our fallen heroes who have laid down their lives to safeguard the country’s territorial integrity and national sovereignty,’’ but also to celebrate the doggedness and bravery of our officers in the Armed Forces.

He said: ‘’We honour the memories of our departed, their accomplishments, loyalty, and dedication that they embodied.

“We further recognise the unwavering effort of our armed forces to address the security challenges and promote peace in our region. We commend the bravery, resilience, and commitment to duty by all our strong men. The families of our fallen heroes we reassure you that their sacrifice will never forgotten.

“ As we continue to support and ensure that their memories are honoured and celebrated, let us also recognize the contribution of our veterans who have served our nation with distinction and honour, including those who are currently serving across various military formations and institutions.”

Governments of the six Southwest states are taking precautionary steps to safeguard security of lives and property.

At the weekend, the state governments reassured residents of their safety in their respective domains.

The assurance followed last week’s alarm by Oyo State Governor Seyi Makinde that bandits linked to the Independent State of West Africa (IWSAP) fleeing military onslaught in the Northwest were heading to the Southwest for refuge.

Some government officials and security agencies told  The Nation  that the governments have placed measures to ensure that the zone does not become a haven for any group of bandits and terrorists.

Some of the measures listed by the officials and security chiefs include enhanced intelligence gathering,  patrol of forests and highways as well as dialogue with community leaders.

Shortly after Makinde raised the alarm, the Nigerian Immigration Service(NIS) announced the arrest of 100 foreigners suspected to be ISWAP members in Osun State.

The Information and Public Enlightenment Commissioner, Kolapo Alimi, said the suspected ISWAP members had no valid travel documents.

Alimi  said: “100 foreigners were arrested weeks ago before the arrest of suspected members of ISWAP in Ilesa.’’

He advised residents   not to panic because the government was ‘’on top of the security situation in the state.’’

A top security source told The Nation that the state government  ‘’provided Immigration Service with buses to convey’’ the suspects to a base for interrogation.

He added that the state wing of the Southwest security outfit, Amotekun, was being rejigged for efficiency in combating crime in the state.

His words: “Following the alarm by (Governor Makinde), we are leaving no stone unturned on security matters. Osun State remains the safest state in Nigeria.

‘’We are already  rejigging the Amotekun security outfit to be more effective.”

In Oyo State, Commissioner for Information and Orientation  Dotun Oyelade said covet operations have started at both the Old National Park in Oyo town and other identified areas allegedly infiltrated by suspected bandits and other criminally-minded individuals.

Oyelade also said that joint operations by security agencies in the state were underway.

Oyelade said: “Intelligence and covert operations are very active in many locations across the state as I speak to you, both at the National Park and other identified areas.

“Plans for joint operations of all security agencies are well underway.

“However, for security reasons, we will not be able to go into the details, scope, and time frame of these operations, but you will see them unfold sooner than you probably anticipate.”

The Commandant of the state Security Network and Amotekun Corps,  Olayinka Olayanju, said the agency has increased surveillance by enhancing monitoring of border areas and vulnerable points through joint operations with the police, military, and vigilance groups.

Olayanju added that community engagement initiatives have been established to foster collaboration between law enforcement agencies and local communities.

He said: “We have increased surveillance by enhancing monitoring of border areas and vulnerable points through joint operations involving the police, military, and local vigilante groups.

“Community engagement initiatives have been established to foster collaboration between law enforcement and local communities, encouraging the gathering of intelligence and promoting the reporting of suspicious activities.

“Intelligence sharing among security agencies has been prioritised to ensure a coordinated response to bandit activities.

“Additionally, we have strengthened law enforcement by deploying more personnel and resources to areas identified as hotspots for banditry.

“Public awareness campaigns are underway to educate the public on safety measures and to encourage community vigilance to deter bandit activity.

“Furthermore, we are advocating stronger laws and policies that address the root causes of banditry and provide law enforcement with more robust tools to combat it.

“Collaboration with neighbouring states is also being pursued to create a unified front against banditry and improve security along state borders.

“All these steps are aimed to restore peace and safety in Oyo State while addressing the underlying issues contributing to the rise of banditry.”

Ogundana: Ekiti is no-go-area for insurgents

A special security surveillance has also been put in place in Ekiti State by the government.

The Special Adviser to the Governor on Security Matters, Brig. Gen. Ebenezer Ogundana, said that a holistic review of security strategies had also been carried out by the government  to check  any potential threat to life and property in the state.

Ogundana added that personnel of the Amotekun Corps, Agro-Rangers, local hunters, anti-grazing, and the vigilance  groups have been deployed in some key forests to complement efforts of the Police and Army in making the state crime-free.

The special adviser declared the state a ‘’no-go area’’ for insurgents.

He said: “We’ve put all necessary arrangements in place to prevent all those bandits fleeing the Northwest and Northcentral from relocating to Ekiti.

‘’We have identified some places they are likely to relocate to and all necessary measures have been rolled out to contain them.

“On the dialogue side, we have met the leaders of the Fulani community and told them to let us know when all these foreign people are moving to their environment.

“ We’ve activated a series of security arrangements. The kind of arrangements we put in place since October last year, we are supposed to have relaxed it,but when we got the information that bandits are relocating to the Southwest, we had  to review it to make sure there is frequent bush combing and 24-hour patrol of our highways and some identified areas.

“Ekiti is ready for any eventuality. Our security agencies are well supported and they have been doing their best. I believe that with what we have on the  ground, any security threat coming to Ekiti will not succeed.”

No Boko Haram in Lagos, says CP

In Lagos, Commissioner of Police (CP) Olarenwaju Ishola dismissed the alleged presence of Boko Haram sleeper cells in the state.

Ishola, who assured  Lagosians of their safety, revealed that   the command  recently   met with the Arewa community for collaboration in securing the state

The Nation observed that security has been beefed up in public institutions in the state.  Banners with pictures and names of fleeing terror chiefs have also been placed at the entrances of most military/security barracks in the state.

The use of body scanners and physical screening of bags have also resumed at most military bases. Visitors now present valid means of identification before being allowed access.

    Ogun govt: let’s be vigilant

Security Adviser to Governor Dapo Abiodun on Security Sola Subair said all intelligence mechanisms security agencies have been reinvigorated to ward off any eventuality.

“We got the information and we are working on our intelligence. We have activated all our intelligence mechanisms and all the agencies are collaborating to share information and intelligence so that if there is anything there we will quickly nip it in the bud,” Subair explained.

Also, the state police command said it was not folding its hand concerning the development.

“The Commissioner of Police,   Lanre Ogunlowo, has placed all necessary security measures to strengthen existing security to forestall any potential attacks,” the spokesman for the command,  Omolola Odutola, said.

The  government said that it had set mechanisms in motion to tackle insecurity.

Special Adviser to the Ogun State Governor on Media and  Strategy Kayode Akinmade said  the government was in firm control of its security architecture.

Akinmade, in a statement,  said:  ‘’The recent reported influx of bandits from the North into the Southwest coincided with the recent security meeting of the heads of security agencies in Ogun State. After a careful review of the state of security in the state, the agencies resolved to redouble their efforts to sustain the unprecedented peace and tranquility the state has been enjoying in the past few months, especially during the recently concluded Christmas and new year celebrations, leaving no room for destabilising infiltration of bandits from any part of the country.

“Our security agencies have therefore, revitalized their winning formula and strategies, including visible presence in every nook and cranny of the state, patrols, manning of key and vulnerable points, blackspots, intelligence-led operations, community partnership, and inter-agency cooperation.

“In addition to this, residents of the state have been alerted to the information and reminded of their civic obligation to join hands with the police to address the threat posed by armed banditry by being extra-vigilant and report any suspicious movements of persons, especially strange faces in the communities. In particular, commercial farmers have been advised to continue to utilise the services of armed security guards and escorts to access their farms.

“Also, local hands have been deployed to help mount surveillance at their farms to assist their safe entry and exit from the farms, do everything possible to enhance visibility in and around their farms through lighting and erection of security towers.

“It is important to state we already have some useful tips for a well-honed-agenda to annihilate the bandits should they step into Ogun State.

‘’In pursuit of this legitimate goal, all ethnic groups in Ogun State, the Yoruba, Hausa, Igbo, Fulani, Edo, Igala, Urohbo, Ebira, and numerous others are united by a common goal to jointly fight whoever comes to disturb the peaceful environment in Ogun State.’’

Air strikes destroy Boko Haram/ISWAP hideout, illegal refineries in Borno, Rivers

The Nigerian Air Force (NAF) says airstrikes conducted by air component of operation Hadin Kai have destroyed Boko Haram/Islamic State West Africa Province (ISWAP) hideout and logistic base along the fringes of Lake Chad, in Borno State.

It also said that airstrikes conducted in the Niger Delta region destroyed illegal refineries in  Bille, a rural community in Degema Local Government Area of Rivers State.

The NAF in a statement yesterday by its spokesperson, Air Commodore Edward Gabkwet, said the air strikes against terrorists, militants and oil thieves would continue across the country in order to deny criminal elements the freedom to cause havoc against innocent civilians, the environment and the country’s economy.

The statement said the air strikes were conducted against Boko Haram/ISWAP terrorists near Arina Woje earlier on Friday after “it was confirmed that terrorists and their injured cohorts have continued to use the location which is situated in the Southern Tumbuns near Lake Chad as a hideout.”

“Credible intelligence had further revealed that the location remained active with some other terrorists using the area to store their weapons and other logistics,” the statement said.

“Consequently, approval was given for the air strikes with resounding success recorded based on the huge cloud of smoke and fire observed as well as feedback from locals at the fringes of the location.”

  • Coalition queries UN disposition on ISWAP’s use of children for suicide missions

The Coalition of Civil Society for Human Rights and Conflict Resolution has faulted the United Nations’ (UN) persistent soft stance and lackadaisical attitude on the Islamic State of West African Province’s (ISWAP) use of children as an instrument for war.
According to the group, the intergovernmental organization tasked with maintaining international peace and security, especially as it concerns children hasn’t done enough to protect these young ones in North East Nigeria from ISWAP terrorist seriously.
The Coalition’s submission trails United Nations Children Education Fund (UNICEF) latest report about the  incident in Konduga, Borno State where the group appealed to “all those involved in this terrible conflict to protect children at all times and to keep them out of harm’s way.”
In a statement signed by Dr Peter Hosea, Head of Administration, the group, consequently called on Secretary-General of the United Nations to put in proactive measure to halt further disaster instead of reeling out the obvious.
“ The Coalition of Civil Society for Human Rights and Conflict Resolution wishes to states in unequivocal terms that the use of children as suicide bombers by members of the Islamic State of West African Province (ISWAP) is a crime against huma nity and breach of the fundamental human rights of these young and innocent children.
“ This is cognisant of the fact that as minors by law, children do not have autonomy or the right to make decisions on their own for themselves in any known jurisdiction of the world. Instead, their adult caregivers, including parents, social workers, teachers, youth workers, and others, are vested with that authority, depending on the circumstances.
“ This much the members of ISWAP have exploited by brainwashing and indoctrinating children to carry out suicide bombings, especially in North East Nigeria.
“ The Coalition of Civil Society for Human Rights and Conflict Resolution also frowns at the lackadaisical attitude of the United Nations under the auspices of the United Nations Children Fund, (UNICEF) that works in over 190 countries and territories to save children’s lives, to defend their rights, and to help them fulfil their potential, from early childhood through adolescence.
“ UNICEF has indeed not risen to the occasion in North East Nigeria as regards the use of children as suicide bombers by ISWAP. Instead, they have formed the habit of issuing incoherent press statements to state the obvious while stalling on its core mandate of defending the rights of children.
“ The Coalition of Civil Society for Human Rights and Conflict Resolution is disappointed with the feeble response by the United Nations Children Fund.
“ The Coalition of Civil Society for Human Rights and Conflict Resolution consequently wishes to call on the Secretary-General of the United Nations and by extension the United Nations Security Council to put in measures that would see to the fact that children are protected from ISWAP terrorist.
“ The United Nations Security Council must as a matter of urgency form a coalition for the protection of children in North East Nigeria and also to ensure that the rights of children are protected at all times.
“ The Coalition of Civil Society for Human Rights and Conflict Resolution believes that if urgent measures are not put in place in North East Nigeria, ISWAP terrorist will continue to influence children and use them for suicide bombings.
“ The Coalition of Civil Society for Human Rights and Conflict Resolution with this concludes that the United Nations has not taken the protection of children in North East Nigeria from ISWAP terrorist seriously.
“ The United Nations Security Council must as a matter of urgency act swiftly in an attempt to nip in the bud the nefarious deeds of using children as instruments of war.
“ The Coalition of Civil Society for Human Rights and Conflict Resolution wishes to state that the rights of children must be protected at all times and the United Nations Children Fund must rise to the challenge in the fulfilment of its core mandate.”
  • ISWAP: It‘s time to rise against Islamic State terrorists tormenting Nigerians – SHAC

The international community has been asked to rise against the killings of innocent Nigerians by the Islamic State of West African Province around the Lake Chad Basin Region.
Save Humanity Advocacy Centre, which made this call on Sunday, said world leaders must act fast to curb the activities of the terrorists around the Lake Chad Basin and the consequent risk this has posed to harmless women and children.
Grace Akatu, Executive Director of the group, while addressing a press conference on Sunday said activities of ISWAP around the Lake Chad Basin region are sources of concern given the way and manner it has continued to maim, harass and kill innocent people that consist mainly of women and children.
The group, therefore, called for urgent intervention from countries around the world to join forces with the Nigerian Authorities in combating the menace of ISWAP around the Lake Chad basin.
Full text of her speech below.
The activities of ISWAP has constituted an enormous threat to the economies of countries around the Lake Chad basin such Cameroon, Niger, and Chad, hence the need for urgent intervention in a bid to address the menace that activities of ISWAP have posted in the Lake Chad Basin region.
The Nigerian Authorities cannot address the ISWAP challenge alone; it consequently behoves on all well-meaning countries to join forces with Nigeria in confronting this terrorist organization.
The Save Humanity Advocacy Centre believes that if the activities of ISWAP are not curtailed, peace and meaningful development might elude the countries in the Lake Chad Basin region and beyond.
The atrocities committed by ISWAP in the region are unimaginable and should be of great concern to lovers of peace and sustainable development around the world.
The Save Humanity Advocacy Centre consequently calls on all the countries in the world to see the threat posed by ISWAP as a global threat rather than a regional threat because of the support it enjoys from international terrorist networks around the world.
The Save Humanity Advocacy Centre also calls of international humanitarian organizations such as the United Nations and its affiliates to rise to this challenge posed by ISWAP in a bid to ensure that the world is a better place and women and children are protected from harm.
The Save Humanity Advocacy Centre reiterates that the efforts of the Nigerian Authorities must be complemented in a bid to rid ISWAP out of the Lake Chad Basin region in the overall interest of peace.
We consequently believe that the urgency of now requires that all the necessary support the world can avail Nigeria should be given in the quest to defeat terrorism in Nigeria, as well as the Lake Chad Basin region. The world must indeed act fast.

  • MNJTF refutes reported attack, killing of 18 soldiers by ISWAP

The Multinational Joint Task Force (MNJTF) on Friday denied any recent attack on its troops and killing of 18 soldiers in its area of responsibility.

Spokesman of the task force, Col. Timothy Antigha, said in a statement on Friday in Abuja, that online media report on the purported attack was false.

The online reports had claimed that 18 soldiers were killed when a faction of Boko Haram affiliated to Islamic State West Africa Province (ISWAP) attacked a military formation.

According to Antigha, the reported attack and killing are falsehood being orchestrated by the media arm of ISWAP in its desperate attempt to revamp it parlous and deplorable image.

He said that the desperation followed several weeks of devastating operational losses the group suffered in the Lake Chad Area.

“It has been widely reported and it is now common knowledge that sustained offensive actions by MNJTF troops and national forces have resulted in over 200 ISWAP personnel casualties and defections as well as numerous equipment seizures and destruction.

“The claim of killing 18 MNJTF personnel in an unnamed location is, therefore, very strange and completely untrue.

“Consequently, the general public is advised to disregard the ISWAP falsehood in its entirety, ” Antigha said.

He urged the media to remain vigilant in order to frustrate attempts by terrorists to spread falsehood and propaganda in a bid to disrupt public order, peace and civility. (NAN)
