As part of activities to commemorate the International Day of Democracy today, the Federal Government has recognized top achievers in the space who are doing exceptional work to promote Nigerian Democracy. This year special recognition goes to Iyanuoluwa Bolarinwa for his pioneering work in fiscal transparency, accountability and citizen education that has strengthened democratic governance throughout the nation.
In a ceremony held at the Ministry of Budget and Economic Planning in Abuja, Bolarinwa received commendation from the Federal Ministry of Budget and Economic Planning and the Office of the Secretary to the Government of the Federation for his “exceptional contributions to enhancing democratic accountability and citizen participation in governance.”
As Head of Open Government and Institutional Partnerships at BudgIT Foundation, an agency that collaborate on open government reforms, particularly under Nigeria’s commitments to the Open Government Partnership (OGP), Bolarinwa has revolutionized government transparency through innovative digital solutions that place critical budget information directly in the hands of ordinary citizens.
“Our democracy is strengthened when citizens have the information they need to hold the government accountable,” Bolarinwa stated during the ceremony earlier today. “Technology has given us unprecedented opportunities to bridge the information gap between government and citizens.”
The Minister highlighted Bolarinwa’s led GovSpend platform as a transformative tool that has reshaped public oversight of government expenditures across Nigeria. The platform’s comprehensive three-year trend analysis has uncovered numerous instances of misappropriation and waste, directly contributing to the recovery of significant misallocated funds from federal and state treasuries.
The GovSpend Media Fellowship Program and State Fiscal Transparency League he launched have institutionalized transparency practices across Nigeria’s 36 states, creating a sustainable framework for accountability regardless of political changes. These initiatives provide citizens with standardized metrics to evaluate government performance at all levels.
“This platform Iyanuoluwa has led goes beyond technology, it’s a new social contract between citizens and government,” said Dr. Obiageli Ezekwesili, former Minister of Education and World Bank Vice President for Africa. “His work represents the kind of indigenous innovation that is crucial for strengthening democracy across the continent.” She discussed further about the Civic Education Manual, Iyanuoluwa co-developed which is awakening young Nigerians countrywide to become more interested in their democracy by being active in governance.
He specifically recognized that Bolarinwa’s accomplishments represent a fundamental advancement in governance transparency, by translating complex budget data into accessible formats, empowering millions of Nigerians to participate meaningfully in the democratic process.
The event also acknowledged the wider impact of Bolarinwa’s work to promote accountability and transparency in our Democracy. As Assistant Manager for International Growth from 2021 to 2023, he expanded BudgIT’s transparency initiatives to six other African countries, including Ghana, Liberia, Sierra Leone, Senegal, Zimbabwe, and Kenya. During this period, he successfully managed projects worth over $10.4 million
“The beauty of Bolarinwa’s work is that it’s both technically sophisticated and practically accessible to ordinary citizens,” said Aisha Yesufu, prominent Nigerian activist. “He has created a system where anyone with a basic mobile phone can access information about how their tax money is being spent.”
His role as National Coordinator of the Open Alliance received particular praise for building strategic partnerships with federal institutions, including the 10th Nigerian Senate. The SCALE Project, which he designed and manages across Nigeria, was cited as a model for how civil society can effectively engage with government at federal, state, and local levels.
The event highlighted how several federal ministries have adopted the transparency frameworks, with the Minister of Information noting that his innovations have “fundamentally changed how the federal government communicates budget information to citizens.”
As Nigeria celebrates International Democracy Day, Iyanuoluwa Bolarinwa’s innovative approaches to government transparency are demonstrating how technology, when properly deployed, can significantly strengthen democratic institutions and empower citizens nationwide.
“Democracy is more than just elections,” Bolarinwa concluded in his remarks. “It’s about creating systems where citizens have both the information and platforms to participate in governance every single day.”
