    Iyawe raises motion for all uniformed government organisations to patronise NUTGTWN

    Hon Esosa Iyawe, member representing Oredo Federal Constituency in Edo State, has moved a motion urging the Federal Government to enforce 2017 Executive Order 003, and sensitise Nigerians on the benefits of patronising local textile manufacturers.

    Iyawe, who has moved a number of motions geared towards national interest and development, also stressed the need to compel all uniformed government orgnanisations to buy their fabric from the National Union of Textile, Garment, and Tailoring Workers of Nigeria (NUTGTWN).

    Following the legislator’s move, the House resolved to: “Urge the Federal Government to ensure implementation of and enforce compliance to Executive Order 003 of 2017 as well as embark on awareness campaigns to sensitize Nigerians on the benefits of patronizing indigenous textile manufacturers;

    “Urge the Nigerian Armed Forces, Nigeria Police Force, the Federal Road safety Corp, the National Security and Civil Defence Corps, Nigeria Immigration Service, the Nigerian Customs Service, the Federal Fire Service and other uniformed government organisations to patronise the National Union of Textile, Garment, and Tailoring Workers of Nigeria (NUTGTWN) for purchase of their fabrics;

    “Further urge the Federal Ministry of Industry, Trade and Investment to, not only revive the Textile Industry in Nigeria, but also provide a conducive environment that will attract both indigenous and foreign investments in the sector for sustainable economic development;

    “Mandate the Committees on Industry and Legislative Compliance to ensure compliance

    The young legislator  underscored the essence of the local textile industry to the economic growth of the country and boosting the Gross Domestic Product (GDP).

     Iyawe recalled that the Nigerian textile industry was the biggest employer of labour after government decades ago, listing the likes of Kaduna Textile Limited (KTL), United Nigerian Textile Plc (UNTL), Supertex, Nortex Nigerian Limited, Aswani Textiles, Gaskiya Textiles Mill, Kano Textile Limited, Aba Textiles, Zamfara Textiles Limited, Asaba Textiles Limited, and several others which he said countries in West Africa relied upon for their clothing needs at that time.

    While moving the motion, Iyawe revealed that the comatose of the Nigerian textile industry began shortly after 1997, when the federal government lifted the ban on importation of textile materials. According to him, each of the blossoming local textile companies started to shut down one after the other, and have struggle to get back up, owing to low patronage from Nigerians and lack of the political will from past governments, to formulate policies that will help resuscitate the sector.

    He reminded the House that in 2017, the Federal Government, through the Executive Order 003, impelled all Ministries, Departments, and Agencies (MDAs), to give preference to Nigerian manufacturers and service providers, in their procurement of goods and services.

    Consequently upon the motion, the House of Representatives mandated its Committees on Industry and Legislative Compliance to ensure complaisance.

    Iyawe moves motion on valuation of public assets in House of Reps

    Hon Esosa Iyawe, member representing Oredo Federal Constituency of Edo State at the House of Representatives, has moved one of the key motions of the 10th National Assembly, which borders on the valuation of all public assets across the country.

    Iyawe, who was sworn in on 13th June, 2023 with  colleagues, moved the motion on December 18.

    In moving the motion on the floor of the Green Chamber, titled: ‘Need for Valuation of Public Assets in Nigeria and Ensure Accountability in the Management of Government Assets’, the Labour Party member explained that the valuation of public assets may be undertaken for “financial reporting, privatisation planning, disposal, acquisition, rental, compensation amongst others”. The astute politician further said the purpose of the proposal also include, “to determine whether a public asset is being used and managed efficiently”.

    Iyawe’s concern is borne out of the heartbreaking physical conditions, abandonment of some of the assets and Nigeria being a victim of economic sabotage by past and present leaders who have ceaselessly taken advantage of lack of accountability of the assets scattered across the country and undervalue such for personal economic gains.

    The engineer-turned-politician further stressed that public asset valuation is important because it helps to assess the level of growth in the country.

    Iyawe stated that embarking on such exercise will help the government to seek the most suitable avenues to enhance economic development.

    The erudite lawmaker said the house is aware that the government owns a potential goldmine of assets, mostly in the form of real estate and government-owned companies. He maintained that with better administration, many of those assets could generate value and revenue stream to fund government budgets, rather than resorting to borrowings.

    Before moving the motion, Iyawe welcomed back Speaker Tajudeen Abbas, who is the chief legislator in the lower legislative chamber.

    Speaking further, he said: “The House also notes that public assets valuation is important because it helps to assess the level of growth of a country, hence embarking on such exercise will help the government to seek the most suitable avenues to enhance economic development. Mr. Speaker, the house is aware, that the Federal Government owns a potential goldmine of assets, mostly in the form of real estate and government-owned companies, and with better administration, many of those assets could generate value and a revenue stream to fund government budgets.

    “Mr. Speaker, the house is also aware that public sector accounting is essential for achieving optimum return on investments and reducing the cost of liabilities, thus the Federal Government needs to regularly take accurate stock of its assets in order to ensure economic sustainability. Mr. speaker, the house is concerned about reports which show that there is uncertainty about actual unknown assets owned by the Federal Government as some are claimed to be unknown while some are, according to a report, ‘dead and gone’.

    “Mr Speaker, the house is also concerned that asset valuation has not been given much attention by the Federal Government, and improper documentation has caused avoidable huge economic losses to the country, which is also an indictment to Ministries, Departments and Agencies. Mr Speaker, the house resolves to urge the Ministry of Finance Incorporated (MOFI) and the Nigerian Institute of Estate Surveyors and Valuers (NIESV) to ensure comprehensive enumeration and valuation of all public assets and publish a detailed inventory of the assets in a register that would be available to the public.

    “The house also resolves to mandate the Committee on Finance and Committee on Assets to ensure compliance, and investigate the management of assets by Ministries, Departments and Agencies of the Federal Government with a view to ensuring accountability and eliminating uncertainties regarding assets owned by the Federal Government, and curb economic loss to the country. Mr Speaker, I so move.”
