    Plateau governor links Jang to grazing reserve protest

    PLATEAU State governor, Solomon Lalong on Friday accused his immediate predecessor, Jonah Jang of sponsoring street protests in the state against a non-existent plan to establish grazing reserves.

    He made the accusation while speaking to State House correspondents after? meeting with President Muhammadu Buhari at the Presidential Villa, Abuja.

    According to him, the anti-grazing reserves protests were futile as the relevant stakeholders had already agreed on ?the establishment of cattle ranches in its place.

    He explained that the ranches would be funded by the state and federal governments while it would be open to everyone who intends to rear cattle and not just for Fulanis alone.

    He said: “Well that protest is just by a few ethnic groups we have done a lot of consultations from traditional rulers to religious leaders to youth organisations they all accepted that we should adopt ranching in Plateau State. What they are protesting is grazing reserve but we are not talking about grazing reserves what we are talking about is ranches. So those who attended the workshop knew what was done.

    “This is the Presidency, let me say it and am going to publish it, the man who introduced and is causing that confusion is Jonah Jang who incidentally was the one who introduced grazing reserves on the Plateau with a gazette in 2009 that is the gazette I am going to publish.

    “If you said if we have to bring peace in Plateau State you have to introduce grazing reserves and grazing routes, why is he turning round again and instigating people against what is being done, and trying to give an impression that it is the President that is introducing it?

    “It is not the President, it is an option to every state to key into the concept of grazing ranch.” He added

    According to him, he has already set up a 14 man committee on ranches, which traditional rulers, religious leaders and the youth organizations have already adopted.

    He added: “So whatever you see in my state now is just pocket of crisis or protest and not part of what the state has done, you will see the records, we have concluded our consultations and the state accepted that we should proceed with ranches which is very economical and that would also help in curbing the insecurity that we have in our state.

    Ex-Plateau State Governor Jonah David Jang has said he will honour an invitation by the Economic and Financial Crimes Commission (EFCC) today.

    The former governor represents Plateau North Senatorial District on the Peoples Democratic Party’s (PDP’s) platform.

    Jang’s invitation may not be unconnected with the fraud allegedly committed during his eight years tenure.

    The senior legislative aide to the senator, Olivia Dazyem, who confirmed the invitation yesterday, said: “Senator Jang thinks it is his duty to inform his supporters and Plateau North people of his invitation by the EFCC.

    “This is because he owes it a duty to clear any grey area that may need clarification.”

    Dazyem, a lawyer, who served as a commissioner during the second term of Jang from 2011 to 2015, said: “As a two-term military governor and a democratically-elected governor for two terms of four years each, Senator Jang will not create any encumbrance not to appear before the EFCC to give account of his stewardship.

    “The senator took the oath of office to defend the constitution. That was what he did as a governor and he is continuing as a lawmaker.

    “Let no one misinform the public, especially the Plateau North people, with contrived stories. The truth remains, Senator Jang has received an invitation from the EFCC to explain perceived grey areas.

    “His supporters and Plateau North people should remain calm.”

    Plateau State government has accused former Governor Jonah Jang of lying to his successor on the state of indebtedness of the state.

    Senator Jonah Jang is representing Plateau North zone in the Senate, a seat he won after completing his terms.

    Jang handed over to Gov Simon Lalong, following the victory the All Progressives Congress (APC) candidate, Governor Simon Lalong.

    It was alleged that, in the handing over note the state was indebted to the tune of N103 billion.

    But, a transition committee that submitted its formal reports said the former governor lied in his hand over note.

    According to the report the committee headed by the deputy governor, Professor Sunni Tyoden, “the state of indebtedness of the state as at May 29, 2015 amounts to N222.3 billion.

    The reports reads in parts: “The hand over notes received from the proceeding government claimed the level of of indebtedness of the government was N103.9 billion as of May, 2015. Our findings put the figure at N222.3 billion.

    “What was left as credit in all the government accounts put together, was N93 million.

    While the outgone government claimed to have spent N8.6 billion on the new government house at Little Rayfield, our findings put the figure at N16.4 billion and work is still ongoing”

    Jang is representing Plateau North in the Senate.

    A transition committee, headed by Deputy Governor Sunni Tyoden, which submitted its report yesterday at the Government House, Rayfield, Jos, said the former governor lied in his hand over note.

    According to the report, “the debt of Plateau as at May 29 was N222.3 billion, contrary to Jang’s claim of N103.9billion.”

    Following hot verbal exchanges between Plateau State Governor Jonah Jang and Governor-elect Simon Lilang, Assistant Editor, Dare Odufowokan, reports on the tension in Plateau State ahead May 29, 2015 handover date 

    The atmosphere is tense, politically, in Plateau State. And it is so in a way that is creating anxiety ahead of the May 29, 2015 handing over from the current government of Governor Jonah Jang to the incoming administration of Governor-elect, Simon Lalong.

    The initial verbal exchange between Governor Jang and Barrister Lalong over allegations of last minute looting of the state treasury by the outgoing administration has snowballed into renewed hostilities between the supporters and political parties of the two gladiators.

    Coming few days to the expiration of Jang’s tenure and at a time when the two camps are supposed to be working together to ensure a smooth transition of power from the current Peoples Democratic Party (PDP) administration in the state to the incoming All Progressives Congress (APC) government, political observers say the spat is creating political anxiety on the restive Plateau.

    The Nation recalls that Lalong had accused the outgoing PDP administration of looting the state’s treasury and planning to sell-off government properties. But Jang denied such allegations and in turn accused the incoming administration of plotting to distract his government from completing its tenure peacefully.

    “The spat created a situation where the two political rivals sort of called on their supporters to resume hostilities. There is need for both camps to be cautious of what they do as we approach the handing over date considering how volatile the state is.

    As we speak, we hear that the transition committee in place is unable to work as the members are bickering over these same allegations and counter allegations. I even heard that Lalong’s nominees in the transition committee have stopped attending meetings after certain documents they requested for were not made available to them.

    On his part, Jang is insisting that the governor-elect cannot dictate for his government. According to him, he is still in charge till May 29 and should be allowed to run the government until his term expires. Even party elders and community leaders have taken sides over the matter, creating an anxious situation for us here on the Plateau,” Andrew Dabin, State Coordinator of African Leadership Foundation (ALF), said.

    The governor-elect, had, in a statement signed by his media aide, Mr. Festus  Fuanter, accused the outgoing administration, led by Governor Jang, of  plans to hurriedly sell off government properties particularly the Plateau Supply Company Warehouse and Mini Housing Estate along Dogon Dutse Road; PIPC Duplexes in Gwarinpa, Abuja and other locations as well as the looting and carting away of government properties, including vehicles, household furniture and other items.

    He also alleged  that the Jang-led  administration was engaging  in  massive and lopsided employment, replacements, falsification of civil service placements and promotions in the civil service  as well as engaging in huge and questionable withdrawals from government accounts, demands for loans as well as the illegal engagement of accounting and auditing firms to balance the books of accounts of agencies of government used for the funding of elections of government sponsored candidates  warning  that any such transaction will not be respected by the incoming administration .

    But Jang, in a statement yesterday, described the allegations as “spurious” and wondered why an incoming administration would begin to peddle unsubstantiated claims in order to further malign the person of the governor whom he said has done his best for the good of Plateau State.

    The statement, which was signed by the Executive Assistant to Governor Jang, Mr. Garba Clinton, advised the incoming administration to concentrate on having a smooth transition process and going further to surpass the Jang administration because the bar of leadership has been raised instead of making unfounded allegations that are not true

    It said: “The same Plateau people who gave the mandate to the incoming administration graciously gave the Jang administration the opportunity to serve and this they have done to best of our abilities as evident in the numerous projects that dot the Plateau landscape, adding that  now that Plateau people have decided that another person should be at the helm of affairs, “Our advice to the incoming administration is that it should concentrate on having a smooth transition process and going further to surpass the Jang administration because the bar of leadership has been raised. Plateau people now know what it means to taste meaningful development and will not accept anything less.

    “We on our part will remain a vibrant opposition anchored on x-raying the policies and programmes of the incoming government vis-a-vis what we have to offer. Ours is going to be an issue-based opposition which will criticise the programmes of government not an attack on personalities who we may have fallen out with.

    “We call on all peace loving people to therefore ignore rumours and fallacious statements being peddled either in the media or by word of mouth. The Jang administration is putting together a comprehensive hand over note with all its actions as contained in the Plateau State Strategic Development Plan; a document which is the guide for the development of the state.

    Following the spat, 45 communities in the state said they were solidly behind the governor-elect and his party in their quest to ensure that the treasury of the state was not looted ahead of the exit of the current administration. They also urged Lalong to do everything possible to stop the sales of government properties under whatever guise.

    The communities spoke through a group known as the Plateau Development Forum (PDF) at a press conference held in Jos, the state capital. The spokesperson of the PDF, Comrade Idris Muktar, made the position of the communities known. Muktar was flanked by many community leaders, among whom were Garba Shehu, Abdullahi Masalla, Isreal Dabin, Peter Pwajok, Istifanus Kasai, among others drawn from across the various local government areas of the state.

    The group said under no circumstance should the treasury of the state be pillaged by politicians on their way out of office. The group insisted that as governor-elect, Lalong can question certain activities of the current government he may find suspicious.

    According to them, “this demonstrates the readiness of both the governor-elect and his party to take charge of the affairs of the state. It is a good sign that they are conversant with the day-to-day running of state government and are ready to hit the ground running whenever they are sworn-in to office.

    “All our communities as represented by the signatories are in support of Barrister Simon Bako Lalong, the governor-elect and the APC as our representatives empowered by the April 11 election to defend our interest henceforth and as such should do everything possible to safeguard the treasury of Plateau State,” the group said.

    Sensing danger as tension mounts, the Chairman of African Democratic Congress, (ADC), in Plateau State, Alhaji Sabiu Musa Ibrahim, however appealed to Governor Jang and the Governor-elect, Lalong, to sheathe their swords in the interest of peace and progress in the state.

    He advised the two politicians to concentrate on having a smooth transition process and going further to surpass the PDP administration instead of creating tension in the state through allegations and counter allegations.

    The ADC chairman, who expressed worry over the development in a chat with journalists in Jos, urged both leaders to exercise restraint and allow peace to reign.

    “This is not the time for exchange of words. Now that the election was over, what Plateau people want from the outgoing administration and incoming one is cooperation and understanding so that together we can move the state forward.”

    Plateau NLC gives Jang seven-day strike notice

    The Plateau State chapters of the Nigeria Labour Congress (NLC), Trade Union Congress (TUC) and the Joint Negotiating Council have given Governor Jonah Jang a seven-day strike notice.

    They vowed to go on an indefinite strike from Monday, May 4, if the governor failed to meet their demands.

    The NLC, in January, issued a 21-day strike notice and later a 14-day notice to Jang for unpaid salaries.

    The union said the proposed strike could only be prevented if the government cleared the arrears it owed workers since last year.

    A statement yesterday in Jos, the state capital, by the union’s Acting Secretary Izang Francis Atsen, said: “The workers will down tools at the expiration of the ultimatum, from May 4, having exhausted all avenues for an amicable settlement.

    “I am directed to inform you that the council, having reviewed the 14-day notice of Jan. 15, for which government has been pleading for understanding; yet, till now, workers have not received any salaries.”

    Gov. Jonah Jang of Plateau has restated his opposition to the use of the card reader machines as the device, again, failed to capture his finger prints as it did during the presidential elections.

    The News Agency of Nigeria (NAN), reports that the governor was later cleared manually, after six trials that yielded no positive result.

    The visibly disappointed Governor repeated his advice to INEC to halt the use of the machine, to “minimize the disenfranchisement of voters over no fault of theirs.

    “You can see that the card reader again failed to capture my fingers.

    “My suggestion to INEC is to drop the use of the card reader and return to the old style of voting since these machines are not working well.”

    Jang also alleged that some names had been removed from the voter’s register, claiming that people who voted two weeks ago did not find their names on the register.

    He however, expressed optimism that his party, the PDP, would “do very well’’ in the elections, and urged the people to turn out en mass to vote.

    Jang rejected suggestions that there was voter apathy in the state, pointing out that people were still being accredited in many polling units.

    Meanwhile, Malam Nasiru El-Rufai, the All Progressives Congress (APC) Governorship candidate in Kaduna State has applauded INEC for early arrival of election materials and officials to polling units.

    El-Rufai gave the commendation in an interview with journalists after he was accredited at Polling Unit 024, Ungwan Sarki, Kaduna.

    “I am impressed with the turn out this time around, particularly with election materials, I must commend INEC, there is an improvement over the Presidential election.”

    He attributed reports of low turn-out of people in some parts of the state to the alleged threat by a political party to use thugs to disrupt the election.

    El-Rufai urged all registered voters in the state to come out en mass and exercise their civic duties.

    The APC governorship candidate prayed that the polls would be conducted peacefully and successfully nationwide.

    Plateau State Governor Jonah Jang has been declared winner of the senatorial election for Plateau North.

    Senator Joshua Dariye won the Plateau Central seat and Gen. Jeremiah Husseini clinched the Plateau South ticket.

    According to the results announced by the Director, Public Education and Information, Osaritin Imahierebo, Governor Jang polled 234,455, while his All Progressives Congress (APC) opponent, Eunice Sambo, scored 221,455.

    In Plateau Central, the incumbent senator, who defected from the Labour Party to the Peoples Democratic Party (PDP) before the primaries polled 189,159 to beat the APC candidate, who scored 99,322.

    In Plateau South where two retired Generals contested, Gen. Husseini of the PDP scored 126,154 to beat Gen. John Shagaya of the APC, who polled 89,868.

    Assistant Editor, Dare Odufowokan, reports that Governor Jonah Jang of Plateau State is facing increasing opposition within the state PDP.

    ALTHOUGH the Peoples Democratic Party (PDP) in Plateau State has concluded its primary elections to elect candidates that will fly the party’s flags during the general elections next year, Governor Jonah Jang of the state is still battling with many intra party squabbles that pundits say may affect the chances of the party in 2015.

    Many party chieftains are still accusing the governor of playing tribal politics. Many have also alleged that Jang has reduced governance in the state to a family affair. This, they claim, reflects in the appointments and decisions he took as governor.

    The allegations were so rife that recently, the Plateau Democratic Forum, a group within the party, expressed concern over what it called political intrigues going on in the state, raising alarm that if not checked, it is capable of throwing the state into a theatre of war.

    The group expressed the fear that the heat being generated in the state over zoning is capable of generating political tension in Plateau State. The PDF however vowed to explore necessary means that would repel acts capable of setting the state into another round of anarchy.

    In a statement signed by Gabriel Naanlong, Arin Bitrus and Christopher Choji, representing the three senatorial districts, the group blamed the state governor for being the brain behind the impending danger. The group alleged that Jang has become desperate ahead of the 2015 elections.

    He was accused of depriving aspirants from the southern senatorial zone of the opportunity to contest the next governorship in the state. Some of the Forum’s concern in this regard include what it termed the recalcitrant attitude of Jnag towards the Peoples Democratic Party, the rejection of zoning among the three senatorial districts of the state, endorsement of a Berom man, purported collation of illegal names of delegates and threat to use state funded police, otherwise known as Operation Rainbow, to forment trouble in the state.

    The statement was copied to the Chairman of the PDP in Plateau State, the Plateau State Director of the Department of State Service and the Commissioner of Police.

    The group drew their attention to the impending doom ahead of the forthcoming governorship primaries in the state with the emergence of a Berom man as the governorship candidate of the PDP.

    The statement said: “The forum noted that Governor Jang was bent on frustrating the governorship aspirants from the southern zone of the party and the PDP as a party in the state.”

    The Nation learnt that prominent politicians, displeased by Jang’s style of politics, may have formed a coalition to stop him from passing on the mantle of leadership to the party’s candidate, Senator GNS Pwajok.

    And in spite of efforts by the national leadership of the party to douse the tension in the state over Pwajok’s candidacy, it appears leading PDP chieftains in the state are unwilling to allow things go Jang’s way. Indications that issues are yet to be resolved emerged when a group of PDP leaders again warned the PDP national headquarters that the party risks losing Plateau, should the governor be allowed to have his way.

    After a meeting in Jos recently, the group, which has tagged itself “the Equity, Justice and Fairness Group”, drew the attention of the leadership of the PDP to what it referred to as the rising tension in Plateau State, due to the truncation of the zoning arrangement in the state.

    The group’s chairman, Prof Dakum Shown, said he and others are shocked by Jang’s assertion that zoning is no issue in the state. PDP leaders, who made the call, include: Mr. Danjuma Maina, Mr. Istifanus Mwansat, Alh. Umar Shittien, State House of Assembly information committee chairman – Mr. Diket Plang, Prof. Longmas Wapmuk amongst several others.

    Aside from Pwajok’s candidacy, Jang again came under fire for allegedly appointing other family members, relatives into political and party positions in the state without considering the zoning policy.

    Following the selection of the former Commissioner for Lands and Urban Planning as the running mate to Pwajok, Jang reportedly appointed his son, Yakubu, to replace the outgoing commissioner.

    Before this new development, Yakubu was his father’s Special Adviser on Special Duties.

    The appointment generated serious uproar as PDP chieftains accused the governor of promoting tribal politics. Efforts by the state government to douse the uproar only led to more verbal missiles from the aggrieved party leaders who could find no justification for the appointment.

    The state’s commissioner for information and communication, Hon Mohammed Abubakar Badu, while defending his boss’ action, faulted media reports that Governor Jonah Jang has appointed his son commissioner.

    Badu in a press statement signed and made available to newsmen, dismissed the report as “wrong and fallacious in its entirety”, saying what took place at the last state executive council meeting was “additional responsibility for the special adviser to the governor on special duties, Yakubu Jang, as he was assigned to oversee the Ministry of Lands and Survey following the resignation of the commissioner, Yilji Gomwalk”.

    “It is as simple and straight forward as that”, the commissioner said, noting that it is surprising that some media houses reported the matter out of context.”

    But in spite of the explanation, criticism continued to trail the exercise, suggesting that Jang’s political opponents will stop at nothing to castigate him.

    The Plateau State Government has given directive to the Jos Metropolitan Development Board (JMDB) to demolish its market at the central areas of the city capital, Jos.

    The JMDB market, popularly known as Abuja market comprises over 200 locked up shops and stores.

    It was badly affected by the twin bomb blast in Terminus Market, which killed over 100 traders.

    The impact of the heavy explosions shook the story building to its foundation.

    The General Manager of JMDB, Brigadier General Musa Gambo(Rtd.), confirmed the directive while speaking with reporters in his office yesterday.

    He said: “The building hosting the Abuja market has become a death trap as a result of the twin bomb blast that rocked the market on the 20th of May 2014.

    “The walls of the building have cracks all over because the explosions caused serious damage on the foundation of the building.

    “Government has carried out assessment on the building and found out that continuous occupation of that building can lead to more loss of lives its citizens because that structure can collapse any time without warning.”

    He added: “The market has been marked for demolition since it has become obvious that it is not safe for human occupation which was why the market was shot down since May this year. Now government has concluded plans to demolish that market.

    “Government has therefore directed all traders who own shops at the market to evacuate their stock within seven days for the demolition to commence. Any trader who ignores this directive does so at the risk of his or her goods in the market.”

    Gambo confirmed he has met with all the traders and explained why the shops would be demolished.

    He advised traders affected by the planned demolition to seek alternative spaces available at Rikkos, New Market, Katako and Kabong Satelite markets.
