    Jonathan and the evil forces within

    What President Jonathan is a deeply religious leader is not totally unexpected because his life has been a testimony to God’s special kindness. From a ‘shoeless’ school boy, God paved the way for a very rewarding position of an OMPADEC Assistant Director. From there he became Deputy Governor through the goodwill of his mentor, Alamieseigha. Obasanjo then became God’s instrumentality to change Jonathan’s life to a life of bigger testimonies. Obasanjo after jailing Jonathan’s boss, for stealing his people’s money first installed Jonathan Governor and later moved him up as vice president.

    Jonathan, the apple of God’s eye without struggle became president following Yar’Adua’s death. And in spite of PDP zoning policy and resistance from the real owners of PDP, he won a landslide victory in the 2011 election. Dame Patience Jonathan also enjoys God’s special grace. She recently gave a testimony of how God gave her another chance by raising her from death after eight days in a German hospital.

    One can therefore understand why the president not only believes in miracles but also in the existence of ‘evil forces’ working towards the disintegration of Nigeria. This also explains why Jonathan doesn’t give a damn about the alleged weakness of character of his close associates including much reviled Tony Anenih, Doyin Okupe Bamanga Tukur and Ahmadu Alli and their troublesome sons. Jonathan knows men count for little but ’with God all things are possible’.

    In 2010, instead of reducing the presidential palace to just a house of intrigue, like his predecessors, he set up inside Aso rock an annual prayer session as ‘a forum to establish God link at the Presidential villa’. Two weeks ago after one of such sessions, he alerted the nation about the evil forces trying to derail Nigeria.

    I think we must pay special attention to what was by all account a revelation to President Jonathan after a powerful prayer session. This is to prevent the president’s advisers from reducing this serious revelation to name calling and witch hunting of groups and opposition parties. We must not forget they once misled him on serious policy issues such as removal of phantom fuel subsidy and bail out for the aviation sector instead of the manufacturing sector.

    Let me therefore as a social scientist and stakeholder in the Nigeria project help our god-fearing president to isolate groups that are not likely to support disintegration of Nigeria and identify areas where he should pay greater attention to avoid unnecessary dissipation of energy.

    First, neither the dominant nor the minority ethnic groups including the oil-rich states want a disintegrated Nigeria. I think what each group wants in line with the dream of our founding fathers is fairness, justice and freedom to manage the affairs of their respective nations within the greater Nigerian nation.

    First, the Hausa/Fulani in the event of Nigerian disintegration have nowhere to go. When the intemperate Murtala Mohammed leading northern soldiers in the wake of the vengeance coup of 1966 attempted to take the north out of Nigeria, Britain and the US counselled them to fight for survival within a greater Nigerian nation. Today, there is no more a monolithic north. Secondly, the greed of today’s northern leaders have replaced the selflessness of Ahmadu Bello, the very personification of feudalism who nonetheless practiced egalitarianism by sending children of the poor and underprivileged in the north to the best schools in the world. Almost 50 years after the venerable Ahmadu Bello’s death, the new northern leaders and beneficiaries of his foresight need Nigeria if they are to survive the wrath an army of unemployed and uneducated youths forced to embrace Boko Haram.

    The Igbo, hemmed at all sides and detested by less competitive groups have no place to go outside the greater Nigerian nation. They like the Jews thrive more in other peoples land. And as Achebe puts it, they only ‘run home when calamity befalls the owner of the land, leaving behind the owners of the land who know how to appease their own gods”.

    That has also changed. Today, they are marooned in Boko Haram-besieged north. Back home, their hostile land has been taken over by an army of unemployed youths whose major occupation is kidnapping children and the wealthy for ransom.

    Of course the Yoruba in spite of clamour for regional integration need Nigeria more than any other group. An area P C Loyd said was more urbanized than Europe at the time of the colonization achieved that cultural advancement by their accommodation of strangers. It has always been the case since Obatala, according to myth descended with a rope from heaven or Oduduwa according to Ifa came with a new wave of immigrants from Mero near today’s Egypt. . Their cities and villages have today become havens for Nigerian internal immigrants from the besieged north-east and those driven by commerce and kidnappers from the south- east. The Market women yam sellers are at peace with itinerant Hausa yam sellers, motorists wait patiently for Fulani herdsmen and their flock while crossing the busy express ways, property rate has soared in Banana Island and I am sure Governor Fashola has factored into his Atlantic City Project, Igbo property speculators.

    The South-south will need more than vandalisation of oil pipelines to survive a disintegrated Nigeria. Amaechi, Imoke are some of the governors with Igbo names ruling some of the oil producing states. President Jonathan won more votes in Imo than Governor Okorocha because of his wife’s Igbo factor. In other words, a disintegrated Nigeria is an open invitation for the landlocked East to start from where they stopped before the civil war and finally resolve the outstanding issue of Port Harcourt abandoned properties.

    And finally, to exorcise the evil spirit bent on disintegration of Nigeria, the president should take a closer look at himself and his PDP. He may for instance discover that the real source of despair in our nation is PDP and its leading lights who as beneficiaries of present anarchy, stand against fairness, justice and are opposed to a national conference to discuss our differences.

    What else can be a greater threat to survival of a nation than a group of greedy men sharing of our blue chips firms on which the nation had invested over a hundred billion dollars for a pittance or when an exercise designed by World Bank to create seven million jobs became an avenue for amassing huge family wealth while millions of unemployed youths roam the streets of our major cities?

    The evil forces bent on destroying Nigeria include the president’s PDP colleagues who appointed over 140 fuel importers including their siblings some of whom defrauded the nation to the tune of about N1.7 trillion without importing a pint of fuel. And of course, the evil spirit will include senior members of the judiciary smiling to the banks for shielding felons from facing justice.

    In league of the president elusive evil spirit bent on destroying our nation are the president men who without recouping the tax payers’ billions of naira given out as bail out to the airlines embarked on another wasteful venture of borrowing millions of dollars to buy aircrafts for mismanaged air lines owned by members or sympathizers of PDP.

    And finally, if the president stopped closing his eyes during his well meaning night vigils, he may discover to his pleasant surprise that in the league of the ‘evil forces’ are some pastors who exploit the fears of our jobless youths they fraudulently reassured of miracles in spite of God’s injunction that we all must live by our sweats, and those who buy private jets with the help of governors as ‘thieves in state houses’ and bankers who stole depositors funds.

    Jonathan seeks confirmation of EFCC secretary, others

    President Goodluck Jonathan yesterday sent the names of Secretary and other members of the Economic and Financial Crimes Commission (EFCC) to the Senate for confirmation.

    A memo dated April 11, 2013 entitled: “Appointment of secretary and members of the EFCC” stated that Section 2(1)(a) of the EFCC (Establishment) Act, 2004 provides for the appointment of the Chairman and members of the Commission.”

    It said that in pursuant to the provision of Section 2(3) of the EFCC Act, 2004 the nominees were made.

    It named Micheal Ebong (South south); Mr. Uwasomba Udochukwu (Southeast), Mr. Emmanuel Ibitolu (Northcentral), Ismaila Mohammed Dokku (Northeast) as nominated members of the commission. Mr. Adesojo O. Olaoba-Efuntayo (Southwest) was named secretary.

    Jonathan also forwarded the names of Hajiya Fatima Kwaku and Olumuyiwa Akinboro to the Senate for confirmation for appointment as members of the Federal Judicial Service Commission.

    •Party says PDP can’t stop APC

    The All Nigeria Peoples Party (ANPP) yesterday described the Senior Special Assistant to President Goodluck Jonathan on Public Affairs, Dr Doyin Okupe, as a servant who is just barking over nothing.

    No matter what Okupe does, the opposition party said, the Peoples Democratic Party (PDP) cannot stop the All Progressives Congress (APC), a merger of Nigeria’s progressive parties, in 2015.

    Dr Okupe, when he addressed reporters in Lagos on Sunday, had described the ANPP as “moribund and lackluster”.

    He also berated the emerging APC.

    A statement in Abuja by ANPP’s National Publicity Secretary, Emma Eneukwu, said it is unfortunate that Okupe, who was hurriedly hired by the Presidency as a “decoy to whitewash this lacklustre government, does not have any constructive job to do but to pollute the remaining breathable air in the nation’s space at any given opportunity.”

    The statement reads: “The facts are sacrosanct: PDP has failed Nigerians. Although the curriculum vitae of Dr Okupe is apt for the job he applied for to reinvent his moribund career as a public space banter artist, we must point out that no matter the amount of noise made to obfuscate the citizens, and in fact the world, the truth cannot be hidden. First of all, the United States of America released the findings of a diligent investigation concerning the abysmal level of corruption in Nigeria; the APC did not carry out the investigation. It will also be recalled that when this same PDP government tried juggling figures with the name of Transparency International (TI) in a bid to confuse Nigerians over its non-existent anti-corruption war, the TI dutifully denied them, to the shame of The Presidency and its spin doctors.

    “Concerning the policies of the present government, Nigerians are everyday pummelled with policy somersaults and blatant evidence of a clueless regime. Take for instance, the recent decision of President Jonathan to approve the concessioning of the nation’s two mega-stadia – the Abuja Stadium and the National Stadium, Lagos – with the lame reason that “it has become evident that the Federal Government could no longer maintain the six stadia across the six geo-political zones”.

    “It beats the imagination why the same government that saw the concession policy it initiated crumble before it because of its entrenched government by cronyism, embark on another wasteful jamboree in a fake attempt to salvage the nation’s sports infrastructure. First it was the failed concession of Nigerian airports; then the scandalous Ibadan-Lagos Expressway concession. Why would a government be going round and round the same spot, if not because of incompetence and lack of ideas?

    What is more, the propagandised Power Road Map, which promised to give Nigerians 13,000 megawatts at the end of this, year is still a contrived mirage.

    “When the citizens cried out, the PDP government hastily engineered a sleight of hand – it shifted the goal post to 2016, a convenient date to come up with another subterfuge campaign slogan during the 2015 elections. But surely, Nigerians are watching, and they are smarter than the ruling party may wish or imagine.

    “The ANPP is a great party, founded on a solid foundation; a platform from where many of today’s notable statesmen have sprung up to serve this great nation. If the truth must be told, the PDP today is peopled by many of ANPP renegades, who could not sustain the timeless values for which we resolutely stand and are known for. In fact, the PDP, a well-known gang of unprincipled ‘share-and-destroy’ pseudo-politicians, is irked at the realisation that despite its orchestrated onslaught on the fabrics of our great party, we are still standing, girded by the singular thread of democratic best practices.

    “More so, Dr Okupe’s apprehension that we have found kindred spirits in fellow progressives in the nation’s political space, with whom we are set to lead the country away from PDP’s cloak-and-dagger politics of personality to ideas-based and issues-driven politics. To be candid, the legend, which says that dogs start to bark a few minutes before earthquakes, is certainly manifesting in Nigeria.

    “As a party, we believe that Dr Okupe, PDP’s faithful attack dog, has an inkling of the coming electoral natural disaster about to swallow his pay masters. Nevertheless, the universal truth is that though the dog can bark so loud, it can never stop the disaster coming their way.”

    Jonathan, Shettima and Borno mass killings

    A pall of death on Monday descended over Baga town in Kukawa local government area of Borno State as the military Joint Task Force (JTF) combating terrorism in the north-eastern part of Nigeria clashed with suspected members of the Islamic sect, Boko Haram. Some residents of the town claimed an estimated 185 people, mainly women and children, were killed in the clash, and a market, and scores of houses and shops were said to have been torched. One soldier was also reportedly killed. There is, so far, no explanation for why the death toll in just one clash was so high while only one soldier was killed. The disproportionate toll may explain why many speculated it was mass killings deliberately orchestrated by the JTF.

    The JTF itself has not given a definitive account of the clash or of the death toll. But it claims that the figures were exaggerated. Officials of the Borno State government have also suggested that while the clash and killings were deeply troubling and the scale of destruction deplorable, it was too early to give a precise figure of the dead and wounded. The compilation was still ongoing, they said. But the early release of the unsubstantiated figure of 185 dead created such a panic that even the United Nations Secretary-General, Ban Ki-moon, rushed out a press statement condemning the high death toll and advising that authorities had a responsibility to safeguard human rights even in the thick of the anti-terror war.

    For once, since the counterinsurgency operations by the JTF began in the Northeast, President Goodluck Jonathan has taken the salutary step of ordering a probe of the clash to establish whether there was indeed a slaughter of such proportions and whether the military rules of engagement were adhered to. This sensible step contrasted with the defiant and insensitive statement made by the president in the same Northeast early March when he warned ominously that he was no longer willing to hear of or tolerate the killing of even one security agent. That regrettable statement was widely interpreted at the time to offer security forces an unrestricted licence for human rights abuses and extra-judicial killings. Hopefully the probe will establish what went wrong, or whether, as a state official said, the locals exaggerated the death toll to curry sympathy and favour.

    Clearly, the JTF counterinsurgency operations are not being conducted with the skilfulness and restraint such operations call for. Whether the death toll is as high as initial reports suggest or not, the alarm raised by the early accounts of the Baga clash should serve as a wake-up call for both the Jonathan presidency and the military authorities. It is time everyone in government realised that the Boko Haram crisis is a domestic problem threatening the peace, development and unity of the entire country. Consequently, the death of security agents, innocent civilians, Boko Haram fundamentalists and any other victim should be regarded as a tragedy that diminishes all of us. No death is more regrettable than the other. While efforts are being intensified to pacify the sect and restore the affected region to normality, the JTF has a responsibility as a disciplined force to ensure scrupulous adherence of its men to the rules of engagement. It is unacceptable and undisciplined to embark on revenge missions whenever an officer is killed in combat.

    The response of Governor Kashim Shettima of Borno State to the Baga killings has been heartwarming. He recognises his obligations to the troops fighting the insurgency, and has made statements showing his state appreciates their sacrifice. But he also clearly gives indication of the anguish he feels seeing the scale of destruction and killings everywhere a clash has taken place in his state. He probably gets more accurate but disturbing information than he has cared to release to the public. And by announcing his readiness to rebuild the destroyed and obviously traumatised fishing town of Baga, he has admirably discharged a part of his obligations as a responsible governor. Hopefully, Mr Jonathan will learn from Alhaji Shettima’s evenhandedness and dispassion.

    President Goodluck Jonathan yesterday appointed a lawyer, Aisha Wakil, as a member of the Committee on Dialogue and Peaceful Resolution of Security Challenges in the North.

    Some members of the 26-man committee announced by the Federal Government last week had rejected the appointment.

    The committee, which is expected to find lasting solution to the crisis in the region, is expected to be inaugurated today by President Jonathan.

    A statement yesterday in Abuja by the Special Adviser to President on Media and Publicity, Dr. Reuben Abati, reads: “The inauguration by President Jonathan of the Committee on Dialogue and Peaceful Resolution of Security Challenges in the North and the Committee on Proliferation of Small Arms and Light Weapons, originally scheduled for 10am on Wednesday, April 24, has been brought forward to 9am.

    President Goodluck Jonathan has appointed  Aisha Wakil as a member of the Committee on Dialogue and Peaceful Resolution of Security Challenges in the North.

    Some members of the 26-man committee announced by the Federal Government last week had rejected the appointment.

    The committee, which is expected to find lasting solution to the crisis in the northern part of the country, is expected to be inaugurated today by President Jonathan.

    The statement issued Monday by Special Adviser to President on Media and Publicity, Dr. Reuben Abati reads: “The inauguration by President Goodluck Jonathan of the Committee on Dialogue and Peaceful Resolution of Security Challenges in the North and the Committee on Proliferation of Small Arms and Light Weapons originally scheduled for 10 AM tomorrow, Wednesday, April 24, 2013 has been brought forward to 9 AM.”

    “President Jonathan has also approved the inclusion of Barrister Aisha Wakil as a member of the Committee on Dialogue and Peaceful Resolution of Security Challenges in the North which has been given the task of identifying and constructively engaging key leaders of Boko Haram, and developing a workable framework for amnesty and disarmament of members of the group.”

    “As earlier announced, the inauguration of both committees will take place at the Council Chambers of the Presidential Villa. All members of both committees are expected to be seated by 08:30 AM in readiness for the prompt commencement of the inauguration at 09:00 AM.”

    “Members of the committees who reside outside the Federal Capital Territory are advised to arrive in Abuja today ahead of tomorrow’s inauguration.”

    He was speaking to Dr. Mark Dybul, Executive Director of the United Nations’ Global Fund for AIDS, Tuberculosis and Malaria, at State House, Abuja.

    He said: ‘I have instructed the National Action Committee on AIDS, NACA, to produce a new blueprint for the eradication of AIDS, with necessary milestones, clearly defined responsibilities of all stakeholders and expected results.’

    A multi-faceted approach to eradicate malaria in the country, he said, was also receiving attention of the government.

    Stressing that Nigeria appreciated the huge investments by the international community, especially the G-8 nations in the fight against these diseases, he said that the country is totally committed to doing right things in the health sector.

    Adding that Nigeria was ready to continue collaboration with the Global Fund, he said that he was committed to eradicating polio from Nigeria by 2015.

    As he welcomed the invitation to be a Co-Chair, representing Africa, in the next replenishment cycle of the Global Fund, he said that it was ‘an honour’ to Nigeria.

    Other Co-Chairs included the UN Secretary General, one leader each from the G-8, the BRICS nations and the private sector.

    Speaking at the occasion, Dr. Mark Dybul, said that the Global Fund was interested in strengthening the partnership with Nigeria in order to further develop the health care sector in the country.

    He expressed appreciation for the leadership of President Jonathan for the health sector, and his support for the activities of the Global Fund in Nigeria.

    The Global Fund Executive Director was accompanied to the State House by Dr. Aigboje Aig-Imoukhuede, Chairman of Friends of Africa.

    How 185 died, by residents 

    UN shocked at casualties

     

    With 185 dead in fighting between the Joint Task Force (JTF) and Boko Haram insurgents at the weekend, the crisis may have recorded its biggest casualty this year.

    President Goodluck Jonathan has ordered a probe into the incident.

    Official sources doubted yesterday the figure, which was given by residents of Baga, the scene of the bloodshed in Kukawa Local Government Area of Borno State.

    UN Secretary-General Ban Ki-moon voiced shock and sadness at the blodbath.

    “The Secretary-General reiterates his firm conviction that no objective sought can justify this resort to violence,” Mr. Ban’s spokesperson said in a statement.

    “He expresses his condolences to the bereaved families and calls on all extremist groups to cease their attacks.”

    Mr. Ban “underscores the need for all concerned to fully respect human rights and safeguard the lives of civilians,” the Secretary-General’s statement added.

    Baga is a fishing town on the shore of Lake Chad adjacent to the Chadian border.

    Most of those killed were said to be women and children.

    About 2000 houses and more than 50 motorcycles were burnt in the commercial town, which is close to the desert.

    No fewer that 186 people were killed in coordinated attacks by Boko Haram fighters in Kano in January, last year.

    The Federal Government has demanded a comprehensive brief from the Commander of the Task Force in Borno State, Brig.-General Austin Edokpaye.

    A source said: “Security reports have so far indicated heavy fighting between the JTF and Boko Haram between Friday night and Saturday.

    “But it is difficult to say exactly the casualty figure. What we have now is conflicting death toll. While some of the locals are claiming 185, others are saying it might likely be below 100.

    “There were also reports that many old men, women and children were killed in the attack, allegedly sparked by the combing of Baga.

    “There was an intelligence report of a likely overrun of the town by Boko Haram and the JTF moved in to reclaim the area.

    “The coming of the JTF was resisted by Boko Haram, leading to heavy fighting all through Friday night and Saturday.”

    “The JTF’s action was part of moves to reclaim 10 local government areas in Borno State.”

    The 10 grounded local government areas are: Marte, Magumeri, Mobbar, Gubio, Guzamala, Abadamin, Kukawa, Kaga, Nganzai and Monguno.

    A delegation from the state government visited the town on Sunday in the aftermath of the fighting, and a community representative put the death toll at 185, Borno spokesman Umar Gusau said by telephone.

    “We are investigating,” he said. “For now, we don’t have a very good basis for the figure. These people say they have died and they have buried them. From my experience, most times residents exaggerate figures.”

    He added that since the town had already buried the victims, it had been impossible for authorities to count the bodies.

    Authorities were questioning residents about family members who had died to try to estimate the death toll, he said.

    Task Force spokesman Sagir Musa also expressed skepticism about the reported toll.

    “There was a clash between the Boko Haram terrorists and the JTF but what I can tell you is that the death toll was terribly inflated,” he said by telephone.

    The fighting in Baga began Friday and lasted for hours, sending people fleeing into the arid scrublands surrounding the community on Lake Chad. By Sunday, when government officials finally felt safe enough to see the destruction, homes, businesses and vehicles burnt.

    Authorities had found and buried at least 185 bodies as of Sunday afternoon, said Lawan Kole, a local government official in Baga. He spoke haltingly to Borno State Governor Kashim Shettima in Kanuri language.

    Officials could not offer a breakdown of civilian casualties versus those of soldiers and extremist fighters. Many of the bodies had been burned beyond recognition in fires that razed whole sections of the town, residents said. Those killed were buried as soon as possible, following Muslim tradition.

    Brig.-Gen. Austin Edokpaye, also on the visit, did not dispute the casualty figures. Gen. Edokpaye said Boko Haram extremists used heavy machine guns and rocket-propelled grenades in the assault, which began after soldiers surrounded a mosque they believed housed members of the radical Islamic extremist network Boko Haram. Extremists earlier had killed a military officer, the general said.

    Gen. Edokpaye said extremists used civilians as human shields during the fighting – implying that soldiers opened fire in neighborhoods where they knew civilians lived.

    “When we reinforced and returned to the scene the terrorists came out with heavy firepower, including rocket-propelled grenades, which usually has a conflagration effect,” the general said.

    However, local residents who spoke to an Associated Press journalist who accompanied the state officials said soldiers purposefully set the fires during the attack. Violence by security forces in the northeast targeting civilians has been widely documented by journalists and human rights activists. A similar raid in Maiduguri, Borno State’s capital, in last October after extremists killed a military officer saw soldiers kill at least 30 civilians and set fires across a neighborhood.

    Sunday afternoon, the burnt bodies of cattle and goats still filled the streets in Baga. Bullet holes marred burned buildings. Fearful residents of the town had begun packing to leave with their remaining family members before nightfall, despite Shettima’s plea for them to stay.

    “Everyone has been in the bush since Friday night; we started returning back to town because the governor came to town today,” grocer Bashir Isa said. “To get food to eat in the town now is a problem because even the markets are burnt. We are still picking bodies of women and children in the bush and creeks.”

    Boko Haram, which means “Western education is sacrilege” in the Hausa language, wants its imprisoned members freed and Nigeria to adopt strict Shariah law. A committee has been set up to initiate dialogue with the sect as a prelude to granting its members amnesty. Boko Haram’s leader Abubakar Shekau has dismissed the idea.

    The dates for the formal inauguration of the above Governing Councils/Boards will be announced in due course by the Honourable Ministers or the relevant supervising authorities responsible for the various Parastatals/Agencies, a statement by Secretary to the Government of the Federation (SGF), Senator Anyim Pius Anyim said.
