    Jonathan reassures flood victims of govt support

    President Goodluck Jonathan has reassured flood victims of government’s support.

    Jonathan spoke yesterday while addressing flood victims in Gurin Village in Fufore Local Government Area of Adamawa.

    He said: “I am here to give you assurance that we will work with the state government to make sure that as you go back home you will be assisted to start your life again.

    “On behalf of the Government of Nigeria, I assure you that we will do our best.”

    The president said government was making all efforts to ensure that displaced people do not spend long period in camps.

    He said government agencies including, the Army Engineers, had been mobilised to tackle the situation.

    Governor Murtala Nyako commended the president for his show of concern by visiting the state, and said that the state government had set up 68 camps for displaced persons across the state.

    Nyako said many of the camps had been closed because the flood water had receded leaving only 30.

    He said his administration was planning a comprehensive package for farmers, who lost their crops, adding that they would be provided with early variety seeds of rice and maize that would mature in 60 days.

    “We have also ordered for irrigation pumps to be made available to the farmers,” Nyako said.

    The Chairman of Adamawa Flood Committee, Mr Kobis Thimnu, said the flood was the worst in the state since 1948.

    Thimnu said the flood was caused by the release of water from Lagdo Dam in neighbouring Cameroon, as well as from the Dadin Kowa and Kiri Dams in Nigeria leading to loss of lives and property worth billion of naira.

    A spokesman of the flood victims, Mr Manasa Nagugun, commended government and other stakeholders, particularly NEMA, SEMA, Red Cross and UNICEF for the sustained concern and support to those affected by the flood.

    Nagugun called for a relief package in form of soft loans for the victims to go back to their normal lives and businesses.

    Jonathan warns politicians against promoting violence

    President Goodluck Jonathan yesterday warned politicians against the use of political hoodlums to ferment violence in the next Saturday gubernatorial poll in Ondo State.

    The President said he was ready to provide adequate security to ensure that electorate are allowed to exercise their franchise without any fear.

    Jonathan who gave this warning at the Peoples Democratic Party [PDP] governorship Candidate’s, Chief Olusola Oke, Grand Finale Rally held at Democracy Park in Akure, the state capital, said those who are planning to use thugs during the poll are only wasting their resources on projects that would never see the light of the day.

    His words, “I was told that some politicians in the state are mobilising thugs to rig the election in favour of their party, they are only wasting their time because on that election day, those hoodlums will not be useful to them.

    “This election will be free and fair, there will be enough security personnel that will man all the various polling units. PDP does not promote thuggery, and we are warning some desperate politicians who are planning to cause mayhem during the poll to desist from this.”

    Jonathan urged the electorate to vote massively for PDP candidate, saying he had seen that the people are agitating for a change in government.

    He described the state as one of the blessed states that has enough resources to make the people live a comfortable life.

    His words, “Ondo state is blessed, this state is one of the luckiest states in Nigeria, the state is blessed for farming, and also as one of the oil producing states in the country. My administration has already concluded the plans to encourage farmers in the state. Ondo State farmers will soon be rich, the farmers will soon be smiling, but we are urging them to vote for PDP.

    “PDP love Ondo State, and we want to rule this state in order to ensure its grows like other states, we have presented a credible candidate for you, a man of integrity, a man who will bring rapid developments to the state.”

    The National Chairman of PDP Bamanga Tukur, who led the National Working Committee of the party to the rally, said they are in the state to support the PDP candidate, and to dispel the rumours that they were not supporting Oke’s candidature.

    Tukur, who presented the PDP flag to Oke and his running mate, Hon. Saka Lawal, said they are assured that PDP would win the gubernatorial election.

    Also at the rally, the Vice-President, Namadi Sambo who is also the Chairman Presidential Campaign Committee for Oke, Senate President, David Mark, and Rivers State Governor, Rotimi Amaechi all promised that there will be free and fair poll in the state.

    Mark particularly said that what PDP is giving to the country is an environment to conduct a free and fair poll.

    The Senate President said: “After voting, wait patiently to ensure that your votes are safe. Already we are aware the plans by some desperate politicians to rig the poll, but they are being shouting in the media that it was our party that is planning to rig, we don’t rig poll and we will never allow them to rig election.”

    Amaechi, who is the Chairman of Governors Forum, appealed to the people to support the PDP leaders in their bid to return to power in the state, saying that was the only way the people can benefit from the sympathetic gestures which other PDP states get from presidency.

    Oke, shortly after receiving the party flag vowed that PDP would win the coming gubernatorial election, saying that the people had known the difference between the previous PDP led government and the present ruling Labour Party [LP].

    “We will make the people smile again, in our government there will not be room for suffering, we will run a government that is transparent, we will improved the people standard of living. We will encourage industrialization; we will reduce the high rate of unemployment” Oke promised.

    Jonathan assures flood-impacted communities of support

    President Goodluck Jonathan has assured flood affected communities in Rivers of Federal Government’s support to cushion the effect of the disaster.

    The president gave the assurance at Mbiama in Ahoada-West Local Government Area of Rivers on Saturday shortly after he visited the flood-impacted areas in the state.

    The News Agency of Nigeria reports that several communities in Ahoada-West, Ahaoda East, Abua and Ogba/Egema/Ndoni Local Government Areas of the state are currently flooded.

    Jonathan expressed worries at the sufferings the flooding had caused residents of the affected areas.

    He said the Federal Government was poised to come to the aid of all the affected communities nationwide.

    “As a government, we are very concerned about the health of the people living in the affected areas; we want to ensure that they live a normal life after the flooding,’’ he said.

    In his remarks, Governor Chibuike Amaechi, described the president’s visit as a “clear indication of his responsiveness to the yearnings of the people.’’

    Amaeachi also commended Jonathan for the release of some funds to the state to respond to the needs of the affected people.

    “I acknowledge the receipt of the money given to us, I assure you that it will be used judiciously and for the reason it was given,’’ he said.

    FG to provide befitting resettlement for flood victims – Jonathan

    Reprieve came the way of flood victims across the country as President Goodluck Jonathan on Thursday directed the provision of comprehensive rehabilitation and befitting resettlement for them.

    Jonathan spoke at the inauguration of National Committee for Flood Disaster Relief and Rehabilitation at the Council Chamber of the Presidential Villa, Abuja.

    The News Agency of Nigeria reports that the 34-member committee, co-chaired by business mogul, Alhaji Aliko Dangote and Chief Olisa Agbakoba (SAN), is charged with the responsibility, among others, to raise funds to augment government efforts at cushioning the effects of the flood.

    The president said that government was concerned about the post-flooding conditions of the victims and would ensure that they did not remain in shanty camps.

    He said, “That is most critical because when people are under stress they can endure a lot, but the flood will surely recede.

    “We believe that before the middle of November the flood will go, if it is the normal flood we have witnessed before.

    “After that, what happens to these people? That is even what disturbs me more than when people are under stress.

    “When you raise the fund, we will be able to see how we can rehabilitate these people.

    “We would not want people to begin to live in camps, they should be able to go back to their communities and settle down.

    “You will also have to advice government on other areas from your own experience how you think we can handle these victims.”

    The President said that beside the fund raising and ensuring effective post impact rehabilitation of victims, the committee should also carry out other things that were incidental to its mandate.

    He called the attention of the members to the fact that the issue of flooding was a global affair and they should reach out to international donors for assistance.

    Jonathan also gave them a time lag of 12 months to complete the exercise.

    He said members of the committee were selected based on their credentials and philanthropic antecedent.

    “All of you here have, in one way another, been involved in philanthropic duties because this is an assignment that you need people with empathy not people that will see it as a privilege of touring or getting allowance for travels.

    “So you have enormous responsibility, but we believe you are equal to the task.

    “Let me, especially thank our development partners, for accepting to serve on this special committee, Nigeria will continue to be grateful to you especially to the organisations you represent,’’ he said.

    The president re-assured that government would do everything possible to ameliorate the impact of the flood.

    Jonathan presents N4.9tr budget for 2013

    President Goodluck Jonathan on Wednesday presented a budget of N4.9 trillion for the 2013 fiscal year, representing a five per cent increase to that of 2012 which was N4.7 trillion.

    Jonathan said the budget titled: “Budget of Fiscal Consolidation with Inclusive Growth’’, was premised on oil benchmark of 75 dollars per barrel in a volatile oil market.

    In the budget proposal, Works got N183.5 billion, Power N742.6 billion, Education N426.5 billion, Health N279.23 billion, Defence N340.91 billion, Police N319.65 billion, Agriculture and Rural Development N81.41 billion.

    He said the machinery and spare parts imported for local sugar manufacturing industries would attract zero per cent duty starting from January 2013.

    The president said that the import duty for rice would also be increased to encourage local production.

    “There will also be a five year tax holiday for sugar-cane and sugar value chain investors.

    “A 10 per cent import duty and 100 per cent levy will be applied for both polished and brown rice,’’ he said.

    On oil and gas, Jonathan said efforts were being made to restructure the sector for improved performance.

    “The oil and gas sub-sector requires a lot to sustain and ensure improvement.

    “We shall, therefore, complement available resources with the proposed infrastructure Euro bond of about one billion dollar in order to complete gas pipeline and other infrastructure investments,” the News Agency of Nigeria quoted the president as saying during the presentation.

    Jonathan said all commercial aircraft and spare part imported into Nigeria would attract zero per cent duty and zero per cent tax.

    According to him, this will applicably improve safety in our skies and ease maintenance.

    He said machinery and equipment imported for use in solid minerals would attract zero per cent import duty and zero per cent tax.

    On mass-transit, he noted that all components for buses of 40 -seater would attract zero per cent tax down from five per cent so as to encourage the production of mass-transit buses.

    “Government is desirous of encouraging green growth and in this regard, we will provide incentive for energy efficient vehicles in the 2014 fiscal year.’’

    The president said his government was working at empowering women through five pilot ministries, Agriculture, Health, Communication technology, Water Resources and Works.

    “The ministry of Agriculture will work with the Ministry of Information and Communication Technology to ensure that five million women farmers and agricultural entrepreneurs receive mobile phones to be able to access information on agriculture through an electronic wallet scheme.’’

    Jonathan also said N3 billion would be disbursed for routine immunisation.

    He said the number of women employed as contractors would be increased by giving them 35 per cent of FERMA rehabilitation works.

    According to him, the regime is disappointed with the performance of the nation’s athletes at the just concluded Olympics, but impressed with the performance of the Paralympians.

    “We will soon hold a retreat on sports and how to move it forward.’’

    He said that his administration had attracted N7. 8 billion investment commitment to the agriculture sector and that an extra 2.5 million jobs would be created in 2015.

    The president said government was working towards optimal implementation of the budget in order to save cost.

    Govt ‘ll mitigate impact of floods, says Jonathan

    Fellow Nigerians,

    Over the past few weeks, unprecedented floods have ravaged many parts of our country, rendering tens of thousands of fellow Nigerians homeless, and causing massive destruction of property, farmlands, and infrastructure across the country.

    I wish to express our deep commiseration with all those who have lost loved ones; those who have lost their property; as well as all the affected communities and institutions.

    It is sad that this global phenomenon of devastating floods has come to Nigeria at this time.

    I want to reassure all Nigerians that the Federal Government is prepared to do everything possible to mitigate the impact of this natural disaster.

    I had earlier set up a Presidential Technical Committee to visit all affected areas with a view to properly assessing the impact of the floods. The Committee has since submitted an interim Report.

    The Report, which contained a number of recommendations, was presented to key stakeholders including the leadership of the National Assembly and Governors of the affected States.

    The Technical Committee will continue to go round the country while the Vice President and I will also visit some of the affected communities. When we receive the Committee’s final Report, the Federal Government will further initiate medium and long-term measures to check future flood disasters.

    In the meantime, relevant government agencies have intervened to provide relief to the affected persons in collaboration with the State governments.

    The National Emergency Management Agency (NEMA) has so far spent N1.314 billion to provide immediate relief materials. The Ministry of Works has spent N556 million on the repair of collapsed bridges and the construction of bye-passes; while the Ministry of Environment has spent N95 million on sundry relief measures.

    In addition to this, the Federal Government has decided on a number of measures to further ameliorate the situation. These include the immediate provision of a total of N17.6 billion in direct financial assistance to the affected States and some Federal Government Agencies responsible for disaster management. The States will receive a total of N13.3 billion while the Federal Agencies will receive N4.3 billion.

    Based on the present assessment, the States have been categorized into four groups: A to D. All Category A States will receive N500 million each; Category B States, N400 million each; Category C States, N300 million each; and Category D States, N250 million each.

    Category A States: Oyo, Kogi, Benue, Plateau, Adamawa, Delta, Bayelsa and Anambra.

    Category B: Jigawa, Kano, Bauchi, Kaduna, Niger, Nasarawa, Taraba, Cross-River, Edo, Lagos and Imo.

    Category C: Kwara, Katsina, Gombe, Ogun, Ondo, Ebonyi, Abia and Rivers.

    Category D: Sokoto, Kebbi, Zamfara, Yobe, Enugu, Ekiti, Osun, Akwa-Ibom, Borno and FCT.

    To further intensify their intervention activities, the following agencies of the Federal Government have also been allocated funds as follows:

    Ministry of Works – N2.6 billion· National Emergency Management Agency

    N1.1 billion· Ministry of Environment – N350 million· National Commission for Refugees – N150m· Technical Committee on Floods Impact Assessment – N100 million

    I have also set up a National Committee on Flood Relief and Rehabilitation to assist the Federal Government to raise funds to mitigate the pains and ensure the effective post-impact rehabilitation of victims. This Committee will be co-chaired by Alhaji Aliko Dangote and Mr. Olisa Agbakoba, while Dr. Mike Adenuga, Jr. will serve as the Chief Funds Mobiliser.

    The full membership of the Committee will be announced immediately after this broadcast.

    Fellow Nigerians, let me use this opportunity to thank State Governments, members of the National Assembly, private individuals, agencies of government, private sector institutions, NGOs, faith-based organizations, and philanthropic groups who individually and collectively have risen to the aid of persons and communities affected by the floods.

    This humanitarian and compassionate spirit that has been on display in the past few weeks reassures us that, at critical moments, Nigerians are able to come together in pursuit of a common purpose.lk

    Jonathan presents 2013 budget today

    PRESIDENT Goodluck Jonathan is to present the 2013 budget to the joint session of the National Assembly today. This is coming six days after the initial scheduled date of October 4.

    The shift in date was agreed upon to allow the House of Representatives analyse the 2013-2015 Medium Term Expenditure Framework (MTEF) and the Fiscal Strategy Paper (FSP) in order to take a proper position on the projections and assumptions on which the 2013 budget was based.

    The presentation, which is slated for 10am, is coming on the heels of the simmering friction between the House and the Executive over the slow implementation of the 2012 budget.

    Also, the proposed $75 benchmark per barrel of crude in the 2013 budget, it is argued, would create a further ground for disagreement, as the House has underlined its resolve to jerk the figure by $5, raising the new benchmark for the 2013 appropriation to $80.

    The House agreed to admit the President into the Green Chamber via a joint sitting with the Senate, sequel to a motion by the House Leader, Mulikat Akande-Adeola, yesterday.

    On the eve of the budget presentation, the House yesterday admitted, debated and adopted the report of the Hon. Jubrin Abdulmumin Joint Committee on Finance, Legislative Budget & Research, National Planning & Economic Development, and Aids, Loans and Debt Management on the 2013-2015 MTEF and FSP.

    The Committee of Whole House adopted the recommendations of the report of the joint committee, wholesale.

    In the report, the lawmakers accused the Executive of overstating its expenditure profile and understating its revenue projection in an attempt to hoodwink the National Assembly.

    “It is observed that Non- debt recurrent expenditure of N2,411.486 trillion for 2013 is overstated by N166.695 billion in 2013 and N146.696 billion in each of 2014 and 2015. The projected capital spending of the Ministries, Departments and Agencies (MDAs) is also overstated by N20.0 billion in 2013, 2014 and 2015,” the adopted document alleged.

    The joint committee’s report covered most of the assumptions on which the President’s 2013-2015 MTEF and FSP is based, signalling that a re-enactment of the imbroglio that characterised the implementation of the 2012 budget may snowball into the 2013 budget as well.

    The lawmakers took on the Executive in the areas of debt profile/debt sustainability, budget deficit financing, projected revenue/aggregate expenditure (especially non-oil revenue projections) benchmark, daily production of crude oil and the Excess Crude Account

    The report observed that “Nigeria total external debt stock rose from an average of $3.639 billion in 2006-2008 to $6.0 billion in June 2012. Of this, the federal government’s share was $3.8 billion (68.3 percent) while the 36 states and FCT accounted for the balance of $2.2 billion (36.7 percent). Similarly, domestic debt for the same period stood at N6.15 trillion bringing the total debt to N7.11 trillion, which is 17 percent of GDP.

    “The increasing trend in total debt is increasingly becoming worrisome as it imposes a heavy burden on the government. This is against government’s position that the debt burden is sustainable, being below the international threshold of 40percent of GDP.”

    The Chairman of the joint committee Jubrin Abdulmumin while briefing the House at the committee of whole accused the Executive of lack of transparency in the preparation of the document, adding that the intent of those that prepared the document was meant to deceive the National Assembly.

    He said the argument of the Executive that an increase in benchmark is detrimental to the economy of the country and will cause inflation as well as put pressure on the exchange rate does not hold water.

    According to the committee’s report “many submissions from various government agencies were at variance with estimates in the 2013-2015 MTEF and FSP implying that the process of,preparation may not have been all inclusive as it ought to be in line with Section 13 (2 b) of the FRA 2007.’

    Abdulmumin said: “The MTEF is not a document of all inclusive consultation, a few people in the Ministry of Finance, the office of the DG Budget and a few personalities sat down and wrote the MTEF.”

    He further stated: “One of the biggest issues in the daily production of oil. For all the decades that we’ve been producing oil, no one knows the amount of our daily production. We asked the Governor of the Central Bank of Nigeria, he said he doesn’t know, the Mininstrymof a finance does not know and the NNPC does not know.

    “In this era of technological development, we don’t know the volume of oil we produce, what kind of country are we running?’

    The lawmaker told his colleagues that contrary to the usual impression given by the executive that oil accounts for 90 per cent of the nation’s income, “oil accounts for 68 per cent and non oil accounts for 32 per cent of our income. By 2015, non oil will be accounting for 50 per cent.”

    He said it was unacceptable that people will be using arguments of Foreign analyst who have no idea of the realities in the country to project the nation’s budget.

    “It is when some people claim a monopoly of of knowledge that we will have problems. If we take the assumptions in the MTEF presented by the President the way it is, we will continue to have problems. But if we want a different result from what obtained in 2011 and this year, we need to do things differently.

    “Why are they against an increase in the benchmark. They painted a gloomy picture in the MTEF. The MTEF took it to the extreme. But they will not tell you there is volatility in the Middle East and Sudan and that the American economy is improving and this drive up oil prices. It does not hold water for them to say there is crisis in the Euro zone”, he said.

     

    Some of the key recommendations

    • The revenue target of the Nigeria Customs Service should be increased to N1, 018 trillion, N1,155.700 trillion and N1,388.345 trillion in 2013, 2014 and 2015.

    • Accruals for the sharing of the Stabilisation Fund Account (ECA) should be estimated, as the Fiscal Strategy Paper (FSP) did not project the medium Term accruals.

    • The sustenance of peace in the Niger Delta should be given priority, attention and prominence, in order to guarantee uninterrupted production of crude oil

    • Government should demonstrate fiscal discipline by limiting spending to the level of its resources. The proposed deficit of N1, 037.19 trillion should be further reduced to N663.328 billion by using the earnings resulting from the increase in the crude oil benchmark, privatisation proceeds and Nigeria Customs Service. This should reduce domestic borrowing from the proposed N727.19 billion to N243.33 billion.

    Jonathan to present 2013 budget Wednesday

    President Goodluck Jonathan will present the 2013 budget to a joint session of the National Assembly on Wednesday.

    The President in a letter addressed to Senate President, David Mark, on Tuesday in Abuja, which was read out to the senators, urged the NASS to allow him to present the budget by 10am.

    The letter reads in part; ‘’As a follow up to my letter of September 21, 2012, I write to crave your kind indulgence to grant me the slot of 10am on Wednesday, October 10, 2012.

    “This is to enable me formerly address a joint session of the National Assembly on the 2013 budget.’’

    Jonathan thanked the senators for their constant support and assured them of his highest esteem.

    The News Agency of Nigeria recalls that the president had earlier sought the approval of the NASS to present the budget on October 4, but the date was shifted due to requests by the lawmakers.

    The Senate Leader, Victor Ndoma-Egba, moved a motion, which was unanimously adopted, that the senators move to the House of Representatives Chamber on Wednesday to receive the document.

    The senators, however, resolved to hold plenary session by 9am on Wednesday to enable them quickly deliberate on some issues before the budget presentation.
