    Fed Govt mobilises Julius Berger to complete N820b road projects

    The Federal Government has told Julius Berger Nigeria Plc to fast-track the completion of the rehabilitation of the 82-kilometre Section II of the Abuja-Kaduna-Zaria-Kano dual carriageway and the construction of the Bodo-Bonny road with bridges across the Opobo Channel, Route 430 in Rivers State.

    Works Minister David Umahi said the government could not continually negotiate with the contractor over the same projects.

    In a statement yesterday in Abuja by his Special Adviser on Media, Uchenna Orji, during a meeting with Julius Berger, represented by its Executive Director for Projects, Benjamin Bott, and the Head of Contract Management, Omonigho Brown, the minister stressed the need for contractors handling Federal Government’s projects to exhibit corporate nationalism in price negotiation in the face of the daunting economic challenges facing the country.

    Umahi said the Federal Executive Council (FEC), at its meeting on September 23, approved the re-scoping and downward review of the contracts.

    He said: “We have Section II, which is 82 kilometres by two, which is the section that JBN Plc is working on.

    “And so, if you check what FEC approved on September 23, FEC had approved that the total contract sum within the scope of Berger would be N740 billion. This means that if you remove N391 billion paid already, you now have about N340 billion remaining. This is the scope of their work for the 164 kilometres.”

    The minister urged the contractor to mobilise for work on the four sections of the Abuja-Zaria-Kaduna-Kano project to finish the job within 14 months.

    Kogi State Government says it is in partnership with Julius Berger Nigeria PLC to construct 10 key roads across the three Senatorial districts of the state for infrastructure development of the state.

    Mr Abdulmumuni Sadiq, Commissioner for Works, disclosed this on Monday in Lokoja while addressing journalists at the end of a Reconnaissance Survey of the roads by a team of government officials.

    The team also include officials from Julius Berger on Monday in Lokoja.

    Sadiq said that invitation and visit of the construction company was part of efforts of Gov. Yahaya Bello’s administration to provide world class infrastructure for the state capital and the three senatorial districts.

    “Their visit to the state, today, is to do the reconnaissance survey of all the roads that we have enumerated in our proposal to them.

    ‘’This is necessary so that they can go back and come up with the design and estimate to construct the roads,” he said.

    Contributing, Mr Kingsley Fanwo, Director-General, Media and Publicity to the governor said the state government was very close to concluding a workable partnership with Julius Berger to buttress its commitment to infrastructure development in the state.
    “This will go a long way in fixing many of our roads. We are conscious of the fact that for the state to develop, our infrastructure must be top notch,’’ he said.

    Also speaking, Mr Abel Ozigi, the Senior Special Assistant (SSA) to Gov. Bello on Project Liaison and Management, described the partnership with Julius Berger as a long-term one aimed at transforming the infrastructure map of the state.

    Ozigi disclosed that the first phase of the project would address Lokoja, Kabba township roads and Takete-Idde road in the West senatorial district.

    “Shintakun-Anyigba road in the East,  Okene township roads and Eika-Okene road in the Central Senatorial District among the 10 roads slated for the construction,” he said.

    He expressed confidence in the ability of Julius Berger to handle the projects with the governor, given the political and goodwill of the state government to prosecute the partnership.

    The Ministry of Power, Works and Housing has signed a tripartite agreement of N120 billion with Nigeria Liquefied Natural Gas ( NLNG ) and Julius Berger Plc. for the construction of Bonny-Bodo road.

    The Minister of Power, Works and Housing, Babatunde Fashola, at the tripartite agreement and contract signing on Wednesday in Abuja said the project would revive and strengthen the nation’s economy.

    The 34 kilometres road when completed would boost socio-economic development in the country and improve the lives of Nigerians in the Niger Delta region living on Bonny Island, Ogoni, Okrika, Eleme and Andoni.

    Fashola emphasised that the project was in compliance with the Federal Government’s Economic Recovery and Growth Plan which had infrastructural provision as one of its pillars.

    “The project portrays the commitment of the government to clean and build up as well as reposition the Niger Delta region recognising the private sector partnership in the country.

    “NLNG as a corporate organisation has decided to fund half of the project by taking 50 per cent cost of delivering the project while the Federal Government takes 50 per cent.

    He, however, said the project showed government’s strong credibility and desire to push forward its commitment towards the nation’s economic revival.

    According to the minister, the road on completion will connect communities in the Rivers bringing about development in the country.

    Earlier, the Managing Director of NLNG, Mr Tony Attah noted that NLNG agreed to provide 50 per cent counterpart funding, amounting to N60 billion to boost socio economic development in the region.

    “This is part of our effort to contribute to the advancement of the Niger Delta.

    “It will lead to the accomplishment of the dream of connecting Bonny Island to the rest of Rivers state by road and not only by sea.

    “Our greater joy is that the road will ease the plight of people of Bonny Island, the community that has hosted NLNG Plant and operations for so long.

    “Over the years our empathy with the host community especially with the respect to transportation challenges on Bonny Sea compelled us to open up our company business vessels to accommodate community members.

    On the company’s financial contributions to Nigeria, he said “it generated 90 billion dollars in revenue as at 2015, paid 5.7 billion dollars in taxes and committed more than 200 million dollars to corporate social responsibility projects.

    “The company also pays N6 billion annually to the Rivers State Government and N140 million annually to the Bonny Local Government Council,’’ he said.

    Attah further noted that through its corporate social responsibility, it recently spent 12 million dollars on building, refurbishing and equipping engineering laboratories of six universities selected from six geopolitical zones.

    The Managing Director of Julius Berger Nigeria Plc., Wolfgang Goesh, thanked the Federal Government for its trust and confidence reposed on the company.

    Goesh assured that the company would deliver a qualitative and timely project.

    Bonny Bodo: FG, NLNG, Julius Berger sign N120b tripartite agreement

    The Federal Government has signed N120 billion tripartite agreement with the Nigeria Liquified Natural Gas (NLNG) Limited and Julius Berger Nigeria Plc to construct Bonny Bodo road in the Niger Delta.

    The contractual agreement will ensure the project is completed and delivered in four years.

    The Federal Government, through the Federal Ministry of Power, Works and Housing made a commitment of N60 million for the project while NLNG will provide the remaining  N60 million to ensure successful completion of the project.

    Speaking at the agreement signing on Wednesday in Abuja, Minister of Power, Works and Housing, Babatunde Fashola described the meeting as concluding part of the procurement process for the project execution.

    He said the gesture was in compliance with the Economic Recovery Growth Plan (ERGP) of the federal government, commitment to develop the Niger Delta as well as the partnership with the private sector as major contributor to national growth.

    Fashola said: “Essentially we will formally sign the agreement today. It concluded the procurement process for starting the constructing process of the Bonny bridge.

    “This is important for many reasons. First, it complied with the ERGP which the President launched to revive the economy and one of the pillars of that plan is infrastructure provision….therefore NLNG has decided for reasons which you will hear from them to add funds on equal basis to the project to the value of N120.6 billion and they will be taking 50 per cent of the cost of delivering the project while government takes 50 percent of the cost.

    “This is a major statement in partnership with private sector to deliver public use. We gather here to improve the quality of lives in the Niger Delta, spend more in developing infrastructure. We assure that immediately work starts, we will start to see improvements in the various value chains.”

    In his remarks, NLNG Managing Director, Tony Attah, said the project will open the Niger Delta to new frontiers of development and secure better opportunities for the rural communities.

    He said the gesture was part if their efforts to contributing to the development of the region.

    According to him, the NLNG has drastically reduced gas flaring from over 65 per cent before it commenced operation to 20 per cent today.

    Beyond the project, he disclosed plans to make the Bonny mini-Dubai, such that a sum of N3 billion will be committed to the region for genuine development in the next 25 years.

    Attah attributed high poverty rate as major reason for unrest in the region stressing that the community still host major federal government investments

    “This is a 40 kilometres road that connects Bonny kingdom to Port Harcourt and open up the community to the rest of the world. If you live in Port Harcourt and  you want to visit Bonny, you can only do that through boat but now it will open it for greater opportunities,” he said.

    The Managing Director, Julius Berger Nigeria Plc, Wolfgang Goetsch, said the tripartite agreement and the agreement between the construction firm and FMPWH have demonstrated government commitment to the nation’s development.

    He said local enterprises would be engaged to supply raw materials while the project wi also create jobs for the rural communities.

    Goetsch pledged timely delivery of the project in alignment with the contract agreement.

    “The contractual time for delivery of the project is four years if everything go as planned. We are already doing mobilisation and soil assessment, the dry season is approaching which is better for us in this type of project,” he added.

  • ‘We need proper streetlights’

    Minister of the Federal Capital Territory (FCT), Mallam Muhammad Bello has advised Julius Berger Nigeria Plc to properly install streetlights at strategic points in Abuja.

    Bello vowed that it is the priority of his Administration to ensure the completion of the B6 and B12 Roads otherwise known as Constitution and Independence Avenues respectively.

    He gave the advised when he paid an unscheduled visit to the project site of these central boulevards.

    The roads which traverse the World Trade Centre and the Diplomatic Zones, Bello has said, are major infrastructures that hold the key to the economic and social vibrancy of the City.

    He hoped that completion of the roads will enable allotees develop their plots and bring out the skyline of the city centre.

    The Minister expressed delight at the partial opening of some segments of the Constitutions road which, he observed, has already brought some relief on the traffic coming from Airport Road into the heart of the city.

    According to a statement issued by his Chief Press Secretary, Cosmas Uzodinma, the Minister indicated that he was happy that motorists coming from the Airport can now drive straight across the Churchgate building without the detour which made driving clumsy.

    He expressed satisfaction that the: “Julius Berger Nigeria Plc has justified all payments made to it but let me remind them of the need for proper installation of street lights at strategic points.”

    Works on the roads were very skeletal since 2011 because of paltry budgetary provisions, but recently the present Administration, the Acting Director of Engineering, Engr. Shehu Ahmed revealed, cleared all the backlog of payments owed the company.

    Ahmed said: “This has resulted in a massive push to complete the projects in keeping with the Administration’s commitment to completing major infrastructural projects which are key to bolstering the commercial and cultural lives of the city.”

    The completed segments include the bridges near the World Trade Centre, the National Stadium and Magic Land along with their complementary ramps, loops, arterials and tangent roads.

    Briefing the Minister, Ahmed said the scope was to complete the outer carriageways and their bridges as the inner ones have been completed earlier.  He declared that motorists can now travel in dual mode to Three Arm Zone on the Constitution Road.

    He disclosed that some major arterials were added to the scope of work by the present Administration, to make the road more functional, in view of the major train station by the World Trade Centre and the anticipated completion of the Rail Mass Transit project by the end of December this year.

    The Divisional Manager of Julius Berger Plc, the contracting firm, Dr. Lars Richter said that the funding which the Company got from the present administration has facilitated the mobilization of their personnel and machinery to work and that everything is going well.

    He declared, “As you can see, we are working in all a five nodal areas at the same time and we hope to continue to do so as long as fund is made available.”

    Richter gave assurances that some segments of the works would be completed before December this year, some in 12 months’ time, while the entire works, including the Independence Avenue would be fully delivered in two years’ time.

    The Federal Road Safety Corps (FRSC) Sector Commander in Ogun, Mr Clement Oladele has said that Julius Berger Nigeria Plc, will temporarily close a section of the Ibadan/Lagos corridor by Sagamu Interchange to effect repair.

    Oladele, who disclosed this in an interview with newsmen on Thursday in Abeokuta, said that Julius Berger had informed the FRSC that the reason for the closure was to effect repairs on the section from Thursday, November 3 to Saturday, November 12.

    “There will be temporary closure by Julius Berger Nigeria (JBN) of a section of the Ibadan/Lagos corridor by Sagamu Interchange from Thursday, Nov. 3 to Saturday, November 12 to effect repair,’’ he said.

    He urged motorists, especially commercial vehicle operators, to exercise caution and adhere to traffic rules.

    Oladele advised motorists to cooperate with the FRSC and other traffic officers who would ensure minimal discomfort of motorists during the period.

    “Motorists should exercise caution and adhere to traffic rules; cooperate with the FRSC and other traffic officers who will ensure minimal discomfort of motorists during the period.

    “Demarcation with traffic signs have been made on appropriate routes to follow and our men will be on the ground to control traffic.

    “Motorists are advised to be patient and obey traffic signs and traffic controllers,” he said.

    Julius Berger to complete Apapa-Oshodi Expressway next week

    Construction giant, Julius Berger Nigeria Plc., says the ongoing rehabilitation of the Barliet to Ilasa section of the Apapa-Oshodi Expressway will be completed next week.

    The News Agency of Nigeria (NAN) reports that Gov. Akinwunmi Ambode of Lagos State had mobilised the firm to site in May following public outcry over their hardship on the dilapidated portion.

    When NAN correspondents visited the site on Tuesday, construction activities, including grading, asphalt lay, earth works and reconstruction of drainage channels were going on simultaneously.

    The development made the construction zone a beehive of activities with different earth moving equipment, rollers, pavers and trucks working on various stretches of the road on the Oshodi bound carriageway.

    A Julius Berger engineer at the site, who pleaded anonymity, told NAN that the firm was carrying out emergency repairs on the highway.

    “This is not a contract but an emergency repair being undertaken by the Lagos State Government.

    “We have worked on 1.5 kilometres of road so far and we are also reconstructing this drainage channels that have collapsed.

    “We have been on site for about three weeks and should complete the work in a week’s time from now.

    “We have no challenges because we have been able to deploy adequate manpower and equipment to site,” he said.

    Also, an authoritative source in the Federal Ministry of Works told NAN that the ministry was working with the firm on the project.

    “It is the governor that directed Julius Berger to carry out the work and we are supportive.

    “It is our road and Lagos State Government needs our permission for access,” the source said.

    Lagos, investors sign N844bn MoU on 4th Mainland Bridge

    The Lagos State Government and a consortium of private investors Wednesday signed a Memorandum of Understanding (MoU) to signal the commencement of the construction of the 38km 4th Mainland Bridge, expected to gulp about N844bn.

    The bridge is being constructed under the Build, Own and Transfer (BOT), concession of 40 years under a Public Private Partnership (PPP) initiative of the State Government.

    The consortiums to handle different stages of the mega project are Visible Asset Limited, Julius Berger Nigeria Plc, Hi-tech Construction Limited, J.P. Morgan, Eldorado Nigeria Limited, Nigerian Westminster Dredging and Marine, Africa Finance Corporation, AFC and Access Bank.

    The Bridge, among others would accommodate cyclists and pedestrians and feature two service areas as well as additional pedestrian crossing.

    The Bridge would also accommodate three Toll Plazas which are still being tested from financial point of view and it would serve as a major boost to the actualisation of the Lekki Master Plan.

    State Governor, Mr. Akinwunmi Ambode who spoke at the signing of the MoU held at the Banquet Hall, Lagos House, Ikeja, said that the need for the bridge had become imperative following the phenomenal growth of the State with a population of over 21 million people, which has in turn increased commercial activities and traffic gridlock across the metropolis.

    “This has made it imperative for us to have a 4th Mainland Bridge that will serve as an alternative route to the Eastern axis and decongest traffic in the State.

    “More importantly this bridge will provide the required transportation compliment to the rapidly growing industrial activities on the Eti-Osa – Lekki – Epe corridor of the State,” he said.

    He said the proposed alignment of the Bridge will pass through Lekki, Langbasa and Baiyeiku towns along the shoreline of the Lagos Lagoon estuaries, further running through Igbogbo River Basin and crossing the Lagos Lagoon estuaries to Itamaga Area in Ikorodu.

    The governor said the alignment will also cross through the Itoikin road and the Ikorodu – Sagamu Road to connect Isawo inward Lagos Ibadan Expressway at Ojodu Berger axis.

    He said the Bridge would be made up of eight interchanges to facilitate effective inter-connectivity between different parts of the State.

    “This structure will be a four-lane dual carriageway with each comprising three lanes and two metres hard shoulder on each side. The bridge will be constructed to have a generous median to allow for both future carriageway expansion and light rail facility. There is no gainsaying the fact that huge benefits will be derived from this project but most importantly, make life more comfortable for Lagosians,” he said.

    According to the governor, the Bridge testifies to the confidence the partners in the project have in the State Government and the Nigerian economy.

    Expressing optimism that the project would be delivered on a Win-Win framework for all investors, the governor said for the first time in the history of the State, the Government was embarking on the construction of a long-span bridge and expressway without Federal funding as the project is to be solely funded by the private sector.

    “I am delighted that this project which has been on the drawing board for quite some time is now set to become a reality. This again, is the continuity with improvement which we promised Lagosians.

    “We have started the process with the signing of this MoU which is an expression of the commitment of major stakeholders including the government and the consortium of consultants and investors to the delivery of the project within the scheduled time frame,” the Governor said.

    The project is to be financed by Africa Finance Corporation, Access Bank and other private investors who have already signified intention to be part of the construction, while Visible Assets Limited would be the coordinating firm.

    In his remarks, Executive Chairman of Visible Assets Limited, Mr. Idowu Iluyomade, said the project would go a long way to reduce traffic gridlock in the State and would provide job opportunities for Lagosians.

    He said aside improving the quality of life of the people, the Bridge would also be a big asset that would be handed to the Lagos State Government at the end of the concession, assuring that it would be delivered on schedule.

    Earlier, Commissioner for Works and Infrastructure, Engr. Ganiyu Johnson said that the Bridge when completed would utilise state of the art tolling system that will ensure free flow of traffic.
