Real reasons Kaduna APC leaders want Buhari and El Rufai re-elected in 2019
For political leaders in Kaduna State, Saturday, September 16, 2017 was a day like no other in the State, at least in recent times. Setting aside all differences and burying all hatchets, leaders of the ruling All Progressives Congress (APC) from ward to national levels, in an unprecedented move, gathered at an expanded stakeholders’ meeting and unanimously endorsed President Muhammadu Buhari as the State’s candidate for the 2019 presidential election. Similarly, the delegates endorsed the Governor of Kaduna State, Mallam Nasir el Rufai as the candidate of the party in the 2019 gubernatorial election. In all, APC leaders from all the 255 electoral wards of Kaduna State attended this very successful meeting, which held at the Umaru Musa Yar’Adua Hall in Kaduna. At this epoch-making political gathering were the State Governor, Mallam Nasir el Rufai, virtually all the members representing the State in the National Assembly, all the APC members of the State House of Assembly, all the Local Government Chairmen in the State, party executives at ward, State and national levels as well as several other critical stakeholders across the three Senatorial Zones of Kaduna State.For leaders of the APC in Kaduna State, the stakeholders meeting provided a veritable platform for soul searching and self-assessment. The unequivocal verdict was that the APC government under the able, careful and mature guidance of His Excellency, President Muhammadu Buhari, has truly rescued Nigeria from the economic, social and political malaise foisted on our great nation by the crass misrule, ineptitude and unbridled corruption of the immediate past Peoples Democratic Party-led administration. Indeed, all the persons who spoke at the Kaduna Stakeholders’ meeting affirmed that in just two years of APC’s rule under President Buhari, Nigeria has begun regaining its rightful place as a peaceful, stable, cohesive, indivisible, economically viable and internationally respected nation. More so, party leaders were effusive in their commendation of President Buhari for guiding the nation’s economy out of the recession that was brought on us by the unprecedented corruption that characterized the last PDP administration in the country. The President and gallant officers and men of the nation’s Armed Forces were commended for defeating the Boko Haram insurgents in the northeast. Not surprisingly, the political leaders in Kaduna resolved, at this meeting, that never again would the State vote into any political office persons that are known to be corrupt, aloof, inept, clannish or unprepared for the rigors of the high office they are supposed to occupy. It was on that note that it was unanimously agreed (a voice vote was actually called) that Kaduna State will massively mobilize and vote for President Muhammadu Buhari and the equally profound Governor Nasir el Rufai to continue for a second term in their respective offices of President of our great country and the Governor of Kaduna State.As one of the key organizers of the phenomenal APC stakeholders’ meeting in Kaduna, I must confess that since the outcome of the event was made public, I have received several calls, text messages and emails lauding the endorsements of President Buhari and Governor El Rufai for second terms in office. However a few persons have challenged me to openly disclose what the stakeholders were told that both President Buhari and Governor El Rufai have achieved thus far, that swayed them to pass the confidence vote on both men. I have, with all due respect, since accepted this challenge. However for want of space and given that the achievements of these great men in just over two years in office, are legion, I shall try to be brief.On President Mohammadu Buhari, leaders of the APC in Kaduna State, especially our dear Governor, Mallam Nasir el Rufai spent hours enumerating and offering proper details of the achievements of Mr. President in just two years in office. Party members were told, among other things, that in the crucial area of the economy, the Buhari administration has returned the country to unprecedented growth in particularly Agriculture and Solid Minerals. Incontrovertible facts were made available at the meeting that showed all too clearly that these two priority sectors have in the last two years seen improved performance, in spite of the economic recession the nation contended with during the period under review. Facts that are available in the Federal Office of Statistics and elsewhere indicated that Agriculture grew by 4.11% in 2016, while Solid Minerals recorded a 7% increase. The contribution of the Ministry of Solid Minerals to the Federation Account tripled to about N2 billion in 2016, up from N700m in 2015. Party leaders were also happy to note that President Buhari has since restored the time-honoured culture of saving for the rainy day. Even at a time of low oil prices (and by implication low government revenues), Nigeria’s External Reserves grew by US$7 billion by October 2016; The Sovereign Wealth Fund witnessed inflows of US$500m in 2016 and 2017 (the first inflows since the original US$1bn with which the Fund kicked off in 2012), and the Excess Crude Account has seen an inflow of US$87m, in 2017.The Kaduna political leaders, many of whom are big time farmers, were besides themselves with joy when the facts were laid bare that the Presidential Fertilizer Initiative (which involves a partnership with the Government of Morocco, for the supply of phosphate), has resulted in the revitalization of 11 blending plants across the country – the benefit of this include annual savings of US$200 million in foreign exchange, and ₦60 billion annually in budgetary provisions for Fertilizer subsidies. Of course, many of the party leaders at the meeting said they were well aware that the Scheme has also made it possible for farmers to purchase Fertilizer at prices up to 30 percent cheaper than previously available.Our party leaders applauded relentlessly when a number of persons spoke about the Buhari Administration’s support for Micro, Small and Medium Enterprises (MSMEs). It was succinctly explained that the Buhari administration has launched a series of funding and capacity development initiatives designed to support MSMEs across the country, these include: the new Development Bank of Nigeria (DBN) which is at the verge of taking off, with initial funding of US$1.3bn (provided by the World Bank, German Development Bank, the African Development Bank and Agence Française de Development) to provide medium and long-term loans to MSMEs.In the all-important area of provision of critical infrastructure across the country, delegates at the meeting acknowledged the fact that road projects are ongoing across every State of the country; many of these projects had been abandoned in recent years because of mounting debts owed by the Federal Government to contractors. They also appreciated the fact that the Buhari Administration is also pushing ahead with the revitalization of Nigeria’s 3,500km network narrow-gauge railway. In addition, Abuja’s Light Rail system is slated to go into operation later this year and Kaduna political leaders at the meeting were also well aware that the Buhari Administration successfully completed the reconstruction of the Abuja Airport runway within the scheduled six-week period (March – April 2017).Political leaders in Kaduna State also took cognizance of the fact that the four components of the Buhari Administration’s Social Investment Programme (SIP) have fully taken off. President Buhari’s SIP is reputedly the largest and most ambitious social safety net programme in the history of Nigeria, with more than 1 million beneficiaries so far. These include 200,000 N-Power beneficiaries (160,000 of them have had their details validated and are now receiving the monthly N30,000 stipend, while the rest are undergoing verification.The Kaduna political leaders were also made aware that the Buhari Administration’s Strategic engagements with OPEC and in the Niger Delta have played important parts in raising the nation’s expected oil revenues. Already, Nigeria’s External Reserves have grown by around $7 billion in the last six months. In the same period the nation has added $87m to the Excess Crude Account, and $250m to the Sovereign Wealth Fund.Even more profound is the administration’s war against institutionalized corruption. The Kaduna political leaders applauded the Presidential Initiative on Continuous Audit (PICA), which was set up by President Muhammadu Buhari to strengthen controls over Government finances through a continuous internal audit process across all Ministries, Departments and Agencies (MDAs), particularly in respect of payroll. Through the activities of PICA, more than 50,000 erroneous payroll entries have been identified, with payroll savings of N198 billion achieved in 2016. Also, the Federal Ministry of Finance has set a target to ensure that the Federal Government’s Payroll Platform — the ‘Integrated Personnel Payroll Information System’ (IPPIS) — covers 100 percent of MDAs by the end of 2017. Currently 60% of MDAs are enrolled on the IPPIS platform.Further, the Buhari administration has since expanded the Treasury Single Account (TSA) coverage. This decision to fully operationalise the Treasury Single Account system — a public accounting system that enables the Government to manage its finances (revenues and payments) using a single/unified account, or series of linked accounts domiciled at the Central Bank of Nigeria — has resulted in the consolidation of more than 20,000 bank accounts previously spread across banks in the country, and in savings of an average of N4.7 billion monthly in banking charges associated with indiscriminate Government borrowing from the banks. As at February 10, 2017, a total sum of N5.244 Trillion had flowed into the TSA.It is also to President Buhari’s credit that safety, security and sanity have retuned to the once war-ravaged northeast of Nigeria. Barely weeks after assuming office, President Muhammadu Buhari and the gallant officers and men of our armed forces worked assiduously to defeat the Boko Haram insurgents in the northeast. Though, the defeated insurgents continue to target soft spots occasionally, the fact remains that Boko Haram’s operational and spiritual headquarters, “Camp Zero”, in Sambisa Forest has since been captured by our armed forces. Following this, the Nigerian Army conducted its Small Arms Championship from 26th to 31st March 2017 in Sambisa Forest, a measure aimed at enabling the Armed forces to dominate the area, and avoid regrouping by the terrorists.After enumerating the huge achievements of President Muhammmadu Buhari in just two years, Governor Nasir el Rufai bluntly informed the gathered stakeholders that the political future of President Buhari is closely tied to his own personal political future. He reminded the Kaduna APC leaders that he (El Rufai) was among the few persons who begged and prevailed on President Muhammadu Buhari to run for the office of the President of Nigeria in 2015, after three unsuccessful previous attempts. It was the view of Mallam El Rufai that if President Buhari does not accept the plea to run for a second term in office, the nation stood the risk of returning to the dark era of ineptitude, corruption and insecurity. Mallam Nasir el Rufai was so emphatic about his insistence on the continuation of Buhari in office beyond 2019 that he even suggested that he (El Rufai) might not be keen on seeking reelection as Governor of Kaduna State if President Buhari decides not to seek reelection in 2019. In fact, the Governor reminded the Political Stakeholders in Kaduna that as far as he could remember, he was the only person President Buhari prevailed on to run for office. Indeed several of the stakeholders recalled all too vividly how President Buhari staunchly insisted that El Rufai must contest for the Governorship of Kaduna State in the 2015 elections under the APC. At this stakeholders meeting an emotional Governor El Rufai said he was happy he has not betrayed the trust reposed in him by President Buhari and the teeming electorates in Kaduna. The political stakeholders agreed with the Governor and cited the fact that the visit of President Muhammadu Buhari to Kaduna three weeks ago to commission the multi-billion Naira Olam farm, was the President’s first official visit outside Abuja since he returned from his medical vacation. This, many of the stakeholders agreed, can only be a measure of the unwavering love, trust and confidence the President has in the Kaduna State Governor. They were also quick to point out that the solidarity rally the Kaduna State Government organized for the President shortly after his arrival from medical vacation in London remains unprecedented. Over 200,000 persons were said to have attended the rally, just to show support for the President.More so, many of the political stakeholders at the meeting poured encomiums on Governor El Rufai for changing the face of Kaduna for good. Faced with the arduous task of speedily creating an economy for the State outside earnings from crude oil and also saddled with the task of revamping inherited decayed infrastructures in the State, Governor El Rufai, on assumption of office in May 2015, opted for, and continues to assiduously pursue series of homegrown options. In particular, the State Government began focusing on mining and agriculture to rev up the economy of the State. Effectively collaborating with key players in the private sector, the administration has practically made Kaduna State the agricultural hub of sub-Saharan Africa. Not too long ago, Mallam Nasir el-Rufai was joined by the Governor of the Central Bank of Nigeria (CBN), Mr. Godwin Emefiele, to perform the ground breaking ceremony for the establishment of a potato farm and processing facility worth $120 million in Manchok, Kaura local government area of the state. The project, jointly initiated by the state government and Vicampros Farms Limited, is the biggest potato plant in sub-Sahara Africa, cultivating 10,000 hectares of land and is expected to generate 30,000 job opportunities for the teeming unemployed youths in the State and beyond.Similarly, Mallam Nasir el-Rufai has attracted to Kaduna State, the biggest poultry and hatchery farm in the whole of West Africa. The farm, which is worth about $150 million (about N30 billion), was constructed by the Olam group and was commissioned at a very colourful event three weeks ago by President Muhammadu Buhari himself. Olam Group had on Friday April 8, 2016, commissioned another mega farming project in Kaduna, the Olam Integrated Feed Mill and Poultry project in Chikpiri Gabas village.In the same regards, the agricultural revolution in Kaduna State under Mallam Nasir el Rufai has caught the attention of the highly successful Dangote Group. Dangote Group is currently investing $10 million (about N2 billion) on a 7000-hectare tomato farm and processing plant in Kaduna state. Apparently, borrowing a leaf from the Dangote Group, another reputable business giant, the Stallion Group has also committed about 100 million USD investment to rice farming and milling in Kaduna State. Of course, sensing business expediency, Indorama, one of Africa’s largest fertilizer companies has signed a Memorandum of Understanding (MoU) to build an organic fertilizer plant in Kaduna to power the agricultural revolution going on in the State under Mallam El Rufai.Conscious of the fact that Kaduna State is the leading producer of ginger in Nigeria, Governor Nasir el Rufai has perfected plans to more than triple yields between this year and 2018. On this score, the State Government is collaborating with the Central Bank of Nigeria to enable ginger farmers in the state access a N5 Billion loan to boost ginger farming. It is the hope of the Governor that when the loan is properly harnessed and utilized as intended, ginger farmers in the state will be empowered economically as the crop is in great demand across the globe. Already many ginger farmers in Kaduna State are hitting gold as they are merrily exporting several tons of their produce to China, Chad, Sudan and Ghana while a considerable volume is being sold locally across the country.But for the Kaduna State Governor, Mallam Nasir el-Rufai, it is in abundant deposits in raw Gold and Nickel that Kaduna State holds the aces. Indeed, mappings carried out by the Kaduna State Government has shown clearly that the raw gold deposits in one local government area of the state is larger than the entire Gold deposits in the Republic of South Africa. Mallam El Rufai disclosed recently that solid minerals alone would attract about N40 billion investments to the state, and urged investors to explore the opportunities in the state. No doubt, good times are in the offing for Kaduna State.It is also on record that Kaduna State is one of the first subnational governments in the world and the first in Nigeria, to conduct an in-depth analysis of local SDGs data and strategy development to implement all 17 Goals in the State. At the recently concluded United Nations General Assembly in New York, Kaduna State was the cynosure of all eyes as the State showcased to the world how it integrated the SDGs into its State Development Plan for 2016-20 as well as how the integrated system is improving livelihoods, investing in education and ensuring access to life-saving services, while boosting environmental sustainability, social cohesion and peace for its citizens. The overall goal of the El Rufai administration is to leave no one behind as every citizen counts in this development agenda. To achieve this, the State has taken drastic steps on the journey to sustainable development to generate sufficient data to understand where Kaduna State stands in relation to these SDG goals, and to help guide policy interventions to target the deepest and most persistent pockets of poverty.Clearly, the call for a second term in office for President Buhari and Mallam El Rufai has become so overwhelming that has practically transmuted to a Movement in Kaduna State that can hardly be halted or diluted by whatever means. It therefore did not come to many as a surprise when critical stakeholders and political leaders who attended the crucial expanded stakeholders’ meeting vehemently insisted on President Buhari and Mallam Nasir El Rufai as their respective candidates for the 2019 presidential and Governorship elections. This much they articulated in the communique issued at the end of the meeting and made available to the public. Igbo quit notice: El-Rufai guarantees Kaduna residents of peaceful stay
Ahead of Sunday’s ultimatum given to Igbo people to vacate North, Governor Nasir el-Rufai has assured residents of Kaduna state that they have nothing to fear, irrespective of their ancestry as security measures have been out in place to safeguard all citizens of the state.
El-Rufai, who commended all residents and communities in the state for their immense contribution to peace and harmony, told residents that law enforcement and security agencies are taking necessary action to prevent any threat to peace. He confirmed that bench warrants have been issued against the Arewa youths who issued the illegal ultimatum.
Senior Special Assistant on Media and Publicity to the Governor, Samuel Aruwan told journalists Thursday in Kaduna that the state government is steadfast about enforcing the law and keeping peace. He added that Kaduna state government has obtained bench warrants for the arrest of the youths that “carpet-bagged into Kaduna to threaten the liberty of other citizens,” after filing a formal criminal complaint.
“The Kaduna State Government notes with commendation the efforts of the residents of our diverse state to uphold peace in their communities. The government and their security agencies are working to prevent any threats to this cherished harmony. Vigorous security patrols will continue as part of concrete action to reassure residents and demonstrate that bad behaviour is unwelcome and will not be tolerated.
“When some elements barged into our state capital to deliver an illegal ultimatum to a section of our community, the government condemned it and ordered the arrest of those concerned. The Kaduna state government followed up with a formal criminal complaint to the police, and has obtained a bench warrant against them. Therefore, anybody that sights them or is aware of their location should proudly discharge the civic duty of informing the police.
“The criminal complaint specifies the sections of the recently updated Penal Code Law of Kaduna State, 2017 that were violated by those that issued the illegal ultimatum. These include: Inciting Disturbance:Section 78; Disturbing Public Peace: Section 77; Injurious Falsehood: Section 373; Unlawful Assembly: Section 66 and Criminal Conspiracy: Section 59.
“The formal criminal complaint and the bench warrant secured on 8th August 2017 provide a basis to investigate, apprehend and ultimately prosecute the suspects. A competent court has directed the Commissioner of Police Kaduna state to act on the criminal complaint. The Kaduna state government considers this a most important matter of law enforcement, and will not relent on the matter.
“Anybody contemplating unlawful action should know that such will invite a vigorous law enforcement response. The Kaduna state government is persuaded that a law governed society should always signal that sanctions will follow illegal behaviour. This is in the interest of justice, peace and harmony.
“All residents of Kaduna state are enjoined to go about their lawful business, uphold and respect their neighbours and report any suspicious activity or person. Nobody has the power to evict another citizen or to tell them where they can or cannot live,” El-Rufai warned.

El-Rufai inaugurates committee on open governance
Gov. Nasir El-Rufai of Kaduna State, on Tuesday inaugurated the Open Government Partnership ( OGP ) Steering Committee for the full implementation of the initiative in the state.
El-Rufai explained that the state keyed into the initiative to address negative citizens’ perception about government and its activities in the state.
The governor inaugurated the committee in Kaduna after the commencement of a two-day workshop to develop the state OGP Action Plan.
He recalled that a citizen perception survey carried out in 2015 with support from UKAID, showed that most people had lost confidence and trust in government.
“It was to correct the anomalies in governance and ensure that the people who are the ultimate key stakeholders in determining how their resources should be utilized that the state government indicated interest to join OGP.
“Today I am happy that Kaduna State has now fully joined the OGP.
“This partnership will further entrench the commitment of Kaduna state government in area of fiscal responsibility, access to information and citizens’ engagement.”
According to him, the State Development Plan 2016-2020 was developed after due consultations with the citizens and private sector, while CSOs were also involved in the preparations and implementation of the state budget.
The governor disclosed that the administration had also developed a Citizens Feedback App for project monitoring.
El-Rufa’i urged civil society organisations participating in the workshop to develop a comprehensive implementable plan that would benefit the people.
In a remark, the Attorney General of the Federation and Minister of Justice, Abubakar Malami, appreciated the Kaduna state government for being the first to sign into the OGP at the sub-national level.
“I also commend the state government for setting the pace and initializing several reforms in the area of good governance that have enhanced service delivery and infrastructural development in the state,” Malami said.
The minister disclosed that reasonable progress has been made by the Federal Government since it commenced implementation of the OGP National Action Plan in January 2017.
Earlier, the state’s Commissioner for Budget and Planning, Muhammad Abdullahi, explained that the OGP was a platform for governments to be more open, accountable and responsive to citizens.
“We have subscribed to the OGP in order to improve on our transparency, accountability and citizens participation with a view to attract foreign investment and funding.”
He urged participants at the workshop to design implementable action plan that reflects the yearnings and desires of the people.
On his part, Mr Edetaen Ojo, Co-Chairman, OGP Nigeria, said that as a pioneer, Kaduna state holds the key to the success of OGP at the state level in the country.
Ojo stressed that the concept of equal partnership between government and CSOs was essential to OGP implementation.
The News Agency of Nigeria (NAN) reports that the state steering committee is headed by the Commissioner for Budget and Planning, with CSOs and government officials as members.
NAN reports that the state subscribed to seven of the 14 commitment areas of the OGP.
The areas include ensuring citizens’ participation in budget circle, open contracting, common reporting standard, promoting ease of doing business and improving compliance with Freedom of Information Act.
The rest are developing permanent dialogue mechanism on transparency, accountability, and good governance with citizens and adopting technology-based citizens’ feedback on government projects and programmes.

‘KDIRS generates N16bn from January to August’
Malam Mukhtar Ahmed, the Executive Chairman, Kaduna State Internal Revenue Service ( KDIRS ), says the state generated N15.7 billion as Internally Generated Revenue ( IGR ) from January to August.
He made the disclosure on Tuesday in Kaduna in an interview with the News Agency of Nigeria (NAN).
He spoke on the sideline of an interactive session on the new tax law KDIRS held with members of the business community.
The chairman expressed confidence that the service would realise between 60 to 70 per cent of the N50.2 billion target it set for itself this year.
“We recorded 25 per cent increase in revenue generation in 2016.
“We are looking at between 35 to 40 per cent increase in revenue this year; with the new tax law in place, I am very confident that it is attainable, “he added.
In another development, Mr Kamaradeen Adigun, the former President, Chartered Institute of Taxation of Nigeria, has commended Kaduna state government for adopting the Treasury Single Account ( TSA ).
He submitted that adoption of TSA would enhance tax collection in the state.
Adigun, who described harmonisation of tax collection in the state as “a step in the right direction,” declared that the measure would enhance revenue generation.
NAN recalls that in March 2016, Kaduna state government enacted a new tax law which empowered KDIRS as the sole collector of revenue in the state.
The law banned all forms of cash collection from tax payers.
Adigun explained that implementation of the tax law by KDIRS had ensured transparency in tax collection.
“What the government has done is a crucial step towards improved revenue generation.
“Before now, you will find all manners of people going about in the name of state or local government collecting all manners of tax.
“The bulk of the monies collected do not go into the coffers of the government, but ends up in people’s pockets.
“Harmonising tax collection through the TSA has not only blocked leakages, it has also ensured transparency in revenue collection,’’ he said.
Adigun urged the management of KDIRS to embark on aggressive awareness campaign to sensitise the people on the new tax law.

Restructuring: States step up push for more powers
North rejects more states
New revenue formula wanted
Advocates of more power for states seem to be winning their age-long battle.
Their position is being vindicated at the various consultations on restructuring organised by the All Progressives Congress (APC).
In the North, which an elderstateman yesterday said was not afraid of restructuring, some states supported the devolution of power, a rework of the revenue allocation formula and a united Nigeria.
It was all at the APC’s restructuring consultation in North West (Sokoto), North Central (Ilorin) and North East (Bauchi).
Kwara, Kogi and Niger states were in Ilorin. Bauchi, Gombe and Yobe had their session in Bauchi.
Sokoto, Kebbi and Zamfara states met in Sokoto for the consultation on Nigerians’ position on restructuring, which many believe is the antidote to the dismemberment of Nigeria.
The common position in all the centres is that there should be devolution of power from the Federal Governemt to states.
The consultation being coordinated by a committee headed by Kaduna State Governor Nasir El-Rufai, started on September 18. It will end on October 9.
The governments of Sokoto, Kebbi and Zamfara advocated that some aspects of health, transport, fire service, among others, should be devolved to the states with resources attached. The Federal Government should focus on defence, foreign affairs, security and currency—a position canvassed by many eminent citizens, including frontline politician Asiwaju Bola Ahmed Tinubu.
The three Northwest states are controlled by the APC. Governors Aminu Tambuwal (Sokoto) and Atiku Bagudu (Kebbi) attended the session. Zamfara State was represented by Deputy Governor Ibrahim Wakala.
Also yesterday, elder statesman Alhaji Tanko Yakassai, an adviser to Second Republic President Shehu Shagari, said on a television programme that the north is not opposed to restructuring.
Sokoto’s position, presented by former Deputy Governor Chiso Abdullahi, rejected the creation of new states, because many states are not viable.
He said the presidential system should be preserved with fiscal federalism while power rotation and zoning should be maintained to foster national unity.
He also advocated a unicameral legislature with advisory role given to traditional rulers.
To Sokoto State, the revenue allocation formula should be adjusted to give the Federal Government 43 per cent, states 35 per cent and local governments 23 per cent.
Kebbi State equally rejected creation of new states and bicameral legislature. It suggested that zoning should be on the basis of North and South.
Kebbi’s proposal on revenue sharing is Federal Government 40 per cent, states 40 per cent and local government areas 20 per cent. It is in support of devolution of power to states.
Zamfara State also suggested that the status quo should be maintained on state creation, derivation, devolution of powers, presidential system of government and land tenure system.
The chairman of the APC Restructuring Committee for North-west, Plateau State Governor Simon Lalong, said all the views collated would be taken back to the APC national headquarters.
“At the end of the exercise, all the views collated will be analysed and this will form the opinion of the APC and the Federal Government,” he said.
Zamfara State said it was solidly for Nigeria’s unity.
Speaking on Chanels Television, Yakasai said: ”I have never known any known northerner who is opposed to restructuring. But what we want to know is what are the details? We are tired of going into something blindly only to turn out in regrets.
”I have been asking the promoters of the idea of restructuring to explain what the blueprint is What will Nigeria look like after restructuring? What we have been asking for is a blueprint for restructuring.
Yakasai, who backed the call for Nigeria to return to the 1963 constitution, added that the country must maintain the four regions adopted by that same constitution in 1963.
”Now some people have started to speak out. Emeka Anyaoku said we should go back to 1963 constitution where we had four regions- North, West, East and Midwest. Then there was a gathering of some Afenifere leaders in Ibadan and they said we should go back to the 1963 constitution but they created six regions.
”In 1963, we didn’t have six regions. We either eat our cake or have it. If we want to go back to 1963 situation, then we go back to four regions.
”If we want to create more then we use the provisions of 1963 constitution to create more (states), whatever number we want to create,” he said.
Answering a question on resource control, the elder statesman said: “I can tell you that whoever is having this kind of thinking is a short sighted person.”
He condemned those calling for the creation of more states, adding that they were doing so not to develop the poor but to win elections or get elective positions.
”There are so many states and each one is consuming 70 per cent of its revenue on bureaucracy. How can you develop on that? All countries in the world are not spending 70 per cent of their revenues on bureaucracy.
”All the 19 states plus Abuja (in the North) spend 70 per cent of their revenue on bureaucracy – salary, allowances and so on – not on development. They did not develop agriculture. They did not develop even power to provide for industries.”
But the Chairman, Political Committee, Afenifere, Prof. Banji Akintoye, urged the Federal Government to create structures to address calls for restructuring.
He accused the APC nine-member committee on restructuring headed by Governor El-Rufai of embarking on delay tactics to dampen the debate on restructuring.
Akintoye said: “If the Federal Government is committed to seeing the will of the people done, the thing to do is to create some sort of structure for sorting out this whole question of restructuring. That is how to do it. There is no other way.
”It is difficult to believe that you put a person like the young governor of Kaduna State, El-Rufai at the head of an arrangement like that and you want us to trust that you really want the thing (restructuring) to happen. No, there are other leaders of the party. Former vice president is a member of the party. Bola Tinubu is a national leader of the party. Those people would have been more credible in that type of situation.
“When you go and put a man who is avowedly opposed to restructuring to come and head a party’s committee that will collect information about restructuring, there is doubt about what they are really after. Even though I hope they will come out with something good for the country I doubt that they would.”
Bauchi, Borno,Gombe, Yobe, backed calls for restructuring at the Bauchi centre of the consultation.
Bauchi State Governor Mohammed Abubakar expressed strong belief in one and united Nigeria.
Represented by Deouty Goveror Nuhu Gidado, the governor submitted that the youth should be given priority in a restructured Nigeria with true federalism.
Yobe State Governor Ibrahim Gaidam was represented by the Permanent Secretary, Special Services, Government House, Damaturu, Lawal Usman Hassan
In its memorandum the Bauchi State chapter of the Nigerian Labour Congress submitted that the organized labour was not in support of any move towards the creation of additional states in view of the present Nigeria economic realities.
Gital also said the local government councils in the country should be granted autonomy should in order to facilitate and fast track development.
According to him, the organised labour is strongly of the view that Nigeria should continue with the current presidential system of government, which he said encourages democracy, guarantee political stability, independence of the President, proper use of talent and there is check and balance.

This Kaduna village dreads pregnancy
The reason people are scared of pregnacy in Maiyola, a village in Kaduna State, is because there is no health facility in the community and several expectant mothers have died as a result, reports ABDULGAFAR ALABELEWE
Pregnancy they say is a thing of joy, but not in Maiyola, a community of over 3,000 people in Kajuru Local Government Area of Kaduna State. Gestation is dreaded in the community.
The 40-year-old community inhabited by Fulani herders and farmers is faced with so many ills occasioned by lack of government presence. Though, only about 150km away from the state capital, Maiyola is very far from development.
The community does not only lack a clinic, you cannot find a painkiller anywhere. Worse, its only access road is a narrow footpath, making a trip to hospital in fairly better developed Kachia a herculean task.
Our correspondent who was on the entourage of a non-governmental organisation to Maiyola reports that the motorbike ride to the village from ‘Railway Crossing’ in Kachia took about an hour.
The villagers told The Nation that getting medical care is their worst headache, especially when it concerns the health of expectant women. They said they had lost quite a number of such women due to inability to access a health facility in due time.
The traditional leader of the community, Alhaji Abu Maiyola who spoke through Safiyanu Umaru, an elder in the community, said, “We hope your visit will bring development to this community. One area where we need rapid development is in the provision of healthcare, the building of hospitals and maternity wards or clinics for our pregnant women.
“Honestly, our women do suffer a lot right from their time of conception. In fact, anytime our women are pregnant, we keep watch until they deliver safely. You have seen that for yourself. There is no clinic and other social amenities here in Maiyola and this village has been in existence for over 40 years. We are living here by the mercy of God.”
Corroborating the community leader’s remarks, Mohammed Adamu, narrated the sad story of how he lost his wife and unborn child in the process of transporting her on a motorbike to the hospital.
He said, “I remember the day I took my wife to hospital during childbirth but before reaching a nearby clinic for help, she developed complications and lost her life in the process. These are some of the problems our women go through. She really suffered on that day before she and the baby died.
“Therefore, we are very happy to see you in our community, because we have never seen journalists face-to-face but here you are in our community. We also need primary school in Maiyola so that our children can be educated. They don’t go to school which is far from the community due to lack of security. We hope all these can be addressed if the government really wants to assist us.”
After hearing from the men, the endangered group, women equally shared their experiences with the team.
Salamatu Haruna, a housewife said she doesn’t attend antenatal services because of the distance between the village and where to access healthcare services.
While giving bad road as an excuse for not attending antenatal services during pregnancy, Mrs. Haruna said, “I don’t go for antenatal services during my pregnancy because of the distance between our village and Kachia or Idon before I access health care services. At times, I go once during pregnancy and deliver at home because we have traditional birth attendants to attend to us.
“We do not have good road here that one can easily get cars or motorcycle but we trek or at times if one have a relative with motorcycle he can help you. We record death of women here because of the bad road we have and when a woman is in labour in the midnight no car to take her to the hospital, so she ends up losing her life in the process.
“That is why, instead of us to be happy whenever we become pregnant, reverse is the case. We become partially happy and sad at the same time, because we don’t know how it will end”, she said.
Another housewife, Zainab Musa said she knows of five pregnant women in the community who died either while trying to give birth at home or making efforts to go to the hospital through the village’s bad road.
According to her, “I give birth at home because my mom is a traditional birth attendant and the culture here is when it is time for you to give birth you go to your parents house and not your husband house.
“But, I have witnessed five pregnant women in the community who died either while trying to give birth at home or making efforts to go to the hospital through this our bad road.
Maryam Maiyola confirmed that, “I know four people that died at childbirth. Sometimes is both the mother and child that died.
“I attended antenatal services once because I was asked to go for scanning in Kaduna city and I spent a lot before going for the scanning.
“Accessing health care services here is very difficult for us because some of us also feel lazy when you think of how to trek to railway crossing before going to Kachia or Idon before you get hospital”.
For 60-year-old Salamatu Haruna who gave birth to 13 children, all at home, blamed the ordeal of the new generation of Maiyola women on negligence of the traditional medicine. She said she never had any challenges giving birth to her 13 children at home.
“I never went to hospital during childbirth,” she said. “In those days women didn’t face much difficulties during labour but women of new generations are the ones complaining. During our own time, we used herbs in those days and they worked for us. But this young women now always suffer during labour because they have ignored tradition”.

Kaduna launches SDGs progress report at UN
The Kaduna State Government has presented its Sustainable Development Goals (SDGs) Report 2017 at the UN, becoming the first state in Nigeria to launch local SDGs data and strategy development for implementation.
Deputy Governor Barnabas Bala, said on the sidelines of the ongoing UN General Assembly, that the report highlighted key policy actions and progress being made so far towardbachieving some of the SDGs.
He added that it identified the baseline status of the SDGs in the State, highlighted key policy actions, progress being made and concluded with actions for the state to consider going forward.
“The Sustainable Development Goals(SDGs) are an integral part of Kaduna State’s efforts to improve the livelihoods of the State’s residents.
“By providing comprehensive targets for all aspects of development and coordinating the efforts of all actors. Kaduna will only achieve its potentials if it achieves the SDGs by the target date of 2030.
“To this end, the Kaduna State Development Plan 2016 to 2020 has fully integrated the SDGs and specifies concerted policy actions to help achieve each goal,” he said.
Bala said the goal of the State Development Plan was to achieve inclusive economic growth and socio-economic transformation that translates into substantial improvements in the quality of lives of citizens, through higher productivity and competitiveness.
He said: “The very first step on the journey to sustainable development has therefore been to generate sufficient data – a baseline to understand where Kaduna State stands in relations to the goals.
“This is to help guide policy interventions to target the deepest and most persistent pockets of poverty.
“The Kaduna State Bureau of Statistics was given the mandate to generate the State’s statistics with the passage of the Kaduna Bureau of Statistics and Statistical System Law of 2013.
“In 2015, the State Executive Council declared a data revolution and since then has invested heavily in establishing the State statistical system and is climbing a steep learning-curve.
“To fill the gaping hole in the State’s data, the Bureau has conducted a range of innovative new surveys and institutionalised the role of data in planning and monitoring across government.”
The event was attended by the Minister of State for Budget and National Planning, Zainab Ahmed; Wife of Kaduna State Governor, Aisha El-RufaiEl-Rufai; and the state’s Commissioner for Budget and Planning, Muhammad Abdullahi.

Police foils kidnap of two girls in Kaduna
The Kaduna State Police Command on Tuesday said it had foiled an attempt to kidnap two girls in a village near Shika in Zaria Local Government area.
The Command Public Relation Officer, ASP Muktar Aliyu told the News Agency of Nigeria (NAN) in Kaduna, that the kidnappers numbering about 30 invaded the community on Sept. 18, at about 1:30 a.m.
He said: “When the police was informed we acted instantly and engaged them in gun battle and forced them to run into the bush without accomplishing their mission.
“A policeman, however, sustained gunshot wound during the attack and is now receiving treatment at the Ahmadu Bello University Teaching Hospital, Shika.
“Also, the father of the girls, Malam Mustapha Gali, died on Tuesday morning from the injuries he sustained when the kidnappers invaded his house.
“The two girls sustained no injury and are now with their mother.
“No arrest has been made yet, but we are on the trail of the suspects, and wish to assure the general public that they will be arrested and prosecuted.”
Aliyu restated the command’s commitment to rid the state of criminals and appealed for more useful information from residents.

We trek 100 km to hospital, Kaduna village residents lament
Residents of Maiyola, a community of 3,000 residents in Kajuru Local Government Area of Kaduna State, have said that they lose an average of one pregnant woman monthly due to absence of antenatal services.
The residents said in separate interviews with the News Agency of Nigeria (NAN) that they also lose a lot of children under five due to absence of healthcare services.
A housewife, Salamatu Haruna, said: “Women here rarely attend antenatal or visit hospitals for check up during pregnancy or delivery.
“I don’t go for antenatal services during my pregnancies because of the distance between our village and the nearest place to get hospital services which is Kachia or Idoh and is about 100 kilometres from here.’’
She also said that the village have no good road to allow for smooth ride on motorcycles for women in labour.
“For us to access health care we have to use motorcycles, as such women here deliver at home with the help of traditional birth attendants.
“We do not have good road here and one cannot easily get cars or motorcycles, sometimes we trek, and when a woman is in labour in the night it becomes more difficult to even contemplate going to hospital.
“Eleven pregnant women have died this year from labour complications,’’ the woman said.
Another housewife, Hafsat Abubakar said, “anytime I am pregnant, it comes with fever and since there is no hospital close by, I prefer to stay at home and take local herbs as it is our culture.
“I know four women close to me that lost their lives in the process of child birth here in the village.
“We prefer to patronise traditional birth attendants because that’s the only option we have here in Mayola.’’
Zainab Abubakar, another resident, said she go for antenatal but not frequently, because of the distance and poor transport service.
The woman said she patronise a local patent medicine store wherever she felt ill.
Another woman, Zainab Musa, said five of her relatives died during childbirth in the community this year.
“I give birth at home because my mom is a traditional birth attendant and the culture here is when it is time for you to give birth you go to your parents house and not your husband house.’’
However, Mariam Mayola, who shared her experience, said she once attended antenatal services and was asked to go for scanning in Kaduna and had to spend a lot of money on that.
“Accessing health care services here is very difficult for us, because some of us also feel lazy when you think of trekking to Crossing before going to Kachia or Idoh to access health services.’’
A 60-year-old woman, Maryam Mayola, noted that women suffer a lot during childbirth in the community in addition to huge expenses incurred in the process.
A husband, Mohammed Adamu, said the ordeals women go through in the village during child birth were regrettable.
“I remember the day I took my wife to hospital during childbirth and before reaching there she lost her life.
“These are some of the ordeals our women go through. She really suffered on that day before she and the baby died.
“So we are very happy to see you in this community because we have never seen journalists face to face but here you are in our community,’’ Adamu said.
Also speaking, the village head, Ardo Abu Maiyola, expressed concern that they had never received any government official in the 40-year history of the village.
“We hope your visit will bring development to this community.
“On the issue of health or pregnant women, honestly our women do suffer a lot during childbirth, in fact, anytime our women get pregnant we never have rest of mind until they deliver their babies safely.
“You have seen that yourself, there is no clinic and other social amenities here in Maiyola, and this village has been in existence for over 40 years. We are only living here on the mercy of God,’’ the community leader said.

Tension in Kaduna as fear of reprisal grips Igbos
Hundreds of Igbo traders in Kaduna metropolis momentarily closed shops Friday following rumour of a looming reprisal by youths after the Jumat service.
The rumoured attack was said to be a response to reported killings of Hausa/Fulanis in Abia State by alleged Biafran agitators.
But the tension fizzled out when there was no such attack anywhere in the state.
Shops owned by Igbo traders at the Sheikh Abubakar Gumi Central Market and the neighbouring markets were hurriedly locked before the Juma’at Prayer.
While many didn’t open for business throughout the day again, others who did in the afternoon could not display their goods.
An Igbo trader at Chechenia Market. Mr. Mark Ibe, said they decided to lock their shops on the strength of rumour on the social media that Thursday’s violence in Jos would spill over to Kaduna yesterday.
“You can even see that I I’m not displaying my wares fully outside and the shop entrance is partly closed,” he said.
“This is to avoid destruction. Should anything happen, I can easily disappear.
“The tension affected our business, as those who wanted to buy things couldn’t see us in the shop.
“Some of us may not even open for business for some time to allow tension cool down.” Meanwhile, security agents paraded the city and normalcy returned around midday.
Earlier on Thursday, the state government and the police had assured everyone in the state of adequate security.
At a meeting with Igbo and Yoruba communities in Kaduna, Police Commissioner Agyole Abeh advised residents to go about their normal businesses.
“There is no crisis in Kaduna. The state is peaceful, I advise everybody to open his shops as usual and do your business,” he said.
“Don’t be apprehensive, the rumour is baseless and unfounded. Our men are on the alert all the time to ensure peaceful atmosphere in the State.”
Responding, Chris Nnoli and Yinka Olapade for the Igbo and Yoruba communities respectively thanked the Police for their action.
The two community leaders blamed social media for the unwarranted rumour, and assured the police that they would take the message back to their people that Kaduna is actually peaceful.
