    Buhari to sign executive order on transparency in govt – Malami

    Attorney General of the Federation and Minister of Justice, Abubakar Malami, SAN on Monday disclosed that, as part of his efforts to entrench his fight against corruption, President Muhammadu Buhari will soon sign an executive order on transparency and efficiency in government.

    Speaking at the National open government partnership retreat in Kaduna State, the Minister said “Corruption remains one of the biggest impediments to National development. It is illegal and illegitimate. It concerns actions that are often clandestine and practices that those who perpetrate it always try to conceal.”

    He continued that, “Numerous scholars insist that many of the political, social and especially economic problems we face in Nigeria is still traceable to the problem of corruption.”

    Malami also commended the Kaduna State Government, Governor Nasir El-Rufai, saying “We settled for hosting this event in Kaduna for many reasons including the fact that Governor Nasir El-Rufai has made significant efforts in engaging with the citizens and In the publication of Budget information as well as his desire to fast track the development of open government partnership principles in Kaduna State. It is my hope that Kaduna State can become a pilot state for the purpose of implementing OGP principles at the sub National level.”

    “The open government partnership is a multi-stakeholders initiative focused on improving transparency accountability citizen participation and responsiveness to citizens  through technology and innovation. OGP was formally launched in 2011 when the 8 founding governments Brazil, Indonesia, Mexico, Norway, the Philippines, South Africa, the United Kingdom among others, saying Nigeria formally joined in in July 2016. 

    “Let me reiterate that the FGN will continue to pursue reform program on transparency and accountability through targeted measures based on the commitments that we have made to promote fiscal transparency open procurement open contracting access to information asset disclosure citizen engagement and empowerment.”

    However he said “dwindling oil revenue government is desirous to continue to provide an enabling environment to attract foreign investors in order to diversify the economy. President Buhari has made it clear that Nigeria is open for business and has assured the world that illicit finance will have no hiding place in our country. 

    “In the coming weeks, the president will sign an executive order on promoting transparency and efficiency for the creation of an enabling business environment in Nigeria that will mandate all ministries, agencies and department to adopt openness in contracting procedures and publishing of contracts.”

    In his own remarks, Kaduna State Governor Nasir El-Rufai, represented by his Deputy Barnabas Bala Bantex said, “This government believes that the governance standards embodied in the Open Government Partnership are very helpful in advancing the implementation of transparent and result-oriented government.

    “In Kaduna State, we are cooperating with BudgIT on budget transparency, and everyone already knows that we insist on open competitive bidding for our contracts. Hardly a week passes without us publishing tenders in the newspapers. We have also established a platform for citizen engagement, with the Eyes and Ears project that confers on citizens the capacity to engage in real-time monitoring of our projects.”

    According to him, “these efforts towards open government are being acknowledged by our development partners.”

  • NGO raises alarm over increasing cases of girl defilement

    Arrida Relief Foundation, a civil society organisation, on Monday pleaded with the Kaduna State Government to take urgent actions to stem the rising cases of defilement of underage girls.

    Hajiya Rabi Ibrahim, the founder of the foundation, told the News Agency of Nigeria (NAN) in Kaduna that reported cases of rape had risen from an average of two to eight every week.

    According to her, the age of the victims range from between four and 10 years.

    “Many of the cases of defilement are not reported by the victims’ parents due to either fear of stigmatisation, lack of awareness, poverty or threat by suspected culprits.

    “Cases of defilement that we are prosecuting in various courts in the state are increasing at alarming rate.

    “Therefore, we call on the Kaduna State Government to declare a state of emergency because our children are no longer safe,’’ Ibrahim said.

    She appealed to the state government to give free medical examination and proper treatment to victims.

    “We are also seeking for speedy domestication of the Child Right Act in the state and free medical examination for victims of such cases,’’ she said.

    Kaduna govt set to ban sale of high energy bulbs

    The Kaduna State Government said on Monday that it would soon ban the sale of high energy consuming bulbs, as part of strategy to boost energy efficiency.

    The state’s Commissioner for Budget and Planning, Muhammad Abdullahi made this known in an interview with the News Agency of Nigeria (NAN) in Kaduna.

    According to him, a state-wide campaign would be carried out next year for electricity consumers in the state to move to energy saving bulbs, before the ban is effected.

    “We have already started moving from high-energy consuming bulbs to energy saving bulbs in ministries departments and agencies”.

    Abdullahi said that the effort would cumulatively save N360 million, representing 30 per cent of the amount spent on light bills and fuelling of generators annually by electricity consumers in the state.

    He explained that that strategy was an idea postulated by Dr Abdulkarim Mayere, who came third in the “My Great Kaduna Competition” organised by the state government in 2015.

    He said that the competition was organised to source for ideas from members of the public on how to move the state forward and make Kaduna great again.

    The commissioner, disclosed that Gov. Nasiru El-Rufa’i had since appointed Mayere as the General Manger of Kaduna Power Supply Company, a new company set up to ensure energy efficiency in the state.

    He also said that plans were on to generate electricity from domestic waste, adding that the idea was also developed during the competition by Lwahas Adoniram, who emerge the best.

    “Adoniram suggested that waste could be converted into huge employment opportunities with the local construction of turbines powered by domestic waste.

    “We have already entered into discussion with the Federal Ministry of Environment and has shown interest to partner with us to make the project a reality.

    “The people of the state have as much contribution to make, so we opened up the competition last year and received about 500 entries out of which 15 were selected and integrated into the state development plan.

    “The state government would continue to engage citizens in policy formulation and implementation processes in order to run a holistic people-oriented government,” the commissioner said.

    ‘Food Africa’ project will enhance campaign against poverty – Tonye Cole

    Recently, the United Nations Sustainable Development Goals Fund (UN SDG-F), Sahara Group, Kaduna State Government and Roca Brothers, unveiled the Food Africa project in Kaduna to promote food security. In this interview with Assistant Editor, Seun Akioye, Mr. Tonye Cole, Executive Director and Co-Founder, Sahara Group speaks on the importance of the project which is ultimately expected to enhance inclusive growth in the African food industry. 

     

    How much of a threat would you say poverty represents to communities and nations across the globe?

    Poverty is a serious threat to communities and nations globally.  Apart from the fact that people die daily from starvation due to poverty, the constantly increasing gap between the rich and the poor has accounted for further strife, violence and conflicts in many regions of the world.  Some world bank reports have stated that nearly half of the world’s population – more than 3 billion people live on less than $2.50 a day, more than 1.3 billion live in extreme poverty – less than $1.25 a day and 1 billion children worldwide are living in poverty. According to UNICEF, 22,000 children die each day due to poverty. The statistics are very disheartening hence the need to develop sustainable solutions required to reduce the threat to humanity.

     

    How has Sahara’s corporate responsibility projects addressed the poverty menace?

    Through multiple partnerships with public and private sector organisations, Sahara has been involved in the implementation of several economic empowerment programmes within and beyond our locations across the globe.  Most of the projects involved provision of platforms for skill acquisition for indigent and disadvantaged beneficiaries to promote inclusion and socio-economic growth. The recently launched Food Africa project is another platform we believe will enhance the campaign against poverty on a massive scale given the involvement of local, regional and global partners.

     

    How did the Food Africa project emerge and what is the focus of the project?

    The Food Africa project, a very first of its kind is the product of a partnership between Sahara Group, the United Nations Sustainable Development Goals- Fund (SDG-F) and the Kaduna State Government aimed at empowering the people of Kaduna State and alleviating poverty through food security. The project was birthed after the SDG-F looked to the private sector as a possible contributor to the success of sustainable goals particularly because they had observed in multiple countries across the world, many private companies had carried out very successful and thriving CSR projects with little or no involvement of the host governments. The agriculture initiative aims to integrate the entire food value chain – the farmer, wholesaler, retailer and consumer – using a forward/backward integration approach that would help improve the farmers, their farming techniques and reduction in farm produce wastages, thereby providing a sustainable source of food security, poverty eradication, skill acquisition and social inclusiveness. The target is to touch at least 500,000 beneficiaries (30% direct beneficiaries and 70% indirect beneficiaries) providing families with better nutrition and livelihood opportunities are estimated to benefit from the project over a five year period.

     

    Who are the partners involved in the project?

    The United Nations Sustainable Development Goal Fund (SDG-F), Sahara Group, UN specialized agencies, Kaduna State Government and Roca Brothers of Spain who were recently given the award of the best restaurant in the world. The SDG Fund and Sahara Group will be responsible for project design and will together provide the bulk of the co-financing, mobilize matching fund contributions and oversee the preparation of the work plan in agreement with all partners. They will jointly chair the bi-annual trustees committee, assume overall oversight of the project implementation, provide guidance to the project management office and oversee the appointment and development of the capacities of the processing facility management.  UN specialized agencies will assume responsibility for technical assistance in their core areas of expertise and implementing those activities agreed upon in the work plan. The Roca Brothers will contribute to overall technical oversight to the project. They provide their technical expertise, including the sharing of best practices in resource efficiency, recycling and recovering of waste as secondary resources to help optimize the operations of the processing facility. Kaduna State Government will provide the land upon which the facility will be constructed and other arable land within the identified Local Government Areas in addition to access to utilities and all-year round armed security for the facility.

     

    tonyeYou recently unveiled your extrapreneurship framework for corporate responsibility, how does the Food Africa project key into this?

    The extrapreneurship is a cross sectoral collaboration that identifies, creates and connects young people with business interests in emerging markets through skills training, mentoring and access to a network of committed stakeholders. In the same vein, the project provides a platform for partnership between the various stakeholders to offer trainings and mentoring services to rural farmers in Kaduna in order to help them develop and improve their farming techniques and methods to meet global standards, providing a platform to learn and understand the business and commercial aspect of agriculture value chain as well as also providing access to a network of committed product off takers.

     

    How will Sustainability be enshrined into the project?

    Considering the fact that Sahara has over the years nurtured businesses from incubation to maturity, we have along with our partners developed and designed an appropriate framework during the project conceptualization to ensure ownership of project by beneficiaries hence guarantying sustainability. The project beneficiaries will be empowered with the right skills, training, resources and network connections that will guaranty the sustainability of the project.

     

    How would you describe the formal launch of the project in Kaduna and what does this mean for Nigeria?

    Very symbolic! The enthusiasm expressed by the local farmers in Kaduna was palpable. They are eager to learn new ways of improving their work and collaborating to achieve the big picture of sustainable productivity for the benefit of all. I must commend the Kaduna State Government ably led by His Excellency, Mallam Nasir El-Rufai for providing the foundation and support for the commencement of the project. In fact, prior to the formal launch we had been working closely with the relevant ministries, agencies and organisations in the state. Everyone is excited about the expected outcomes from Food Africa and I can tell you that Sahara and other partners remain committed to ensuring that we record a resounding success that can be replicated elsewhere.  In addition, considering Nigeria’s position on the African Continent, it will afford us the opportunity to equally lead efforts that would stimulate stronger commitment and enthusiasm in other parts of the continent towards the attainment of the critical development action.

     

    What other projects is Sahara currently implementing under its extrapreneurship platform?

    The concept is gradually unfolding and we are currently collaborating with Kunle Afolayan, an award winning film maker on a project tagged ‘Grooming film Extrapreneurs with Kunle Afolayan’.  The project was designed to provide a platform to task youths in Nigeria to channel their creativity and innovation in film making to celebrate entrepreneurship in Nigeria using the theme -My Nigeria, My Platform…Seeing Nigeria through an entrepreneur’s eyes. Interested budding film talents are expected to send in 15-minute documentaries that highlight the story of Nigerian entrepreneurs, with a focus on how their activities are providing sustainable solutions, creating employment and promoting socio-economic development in the nation. All submitted documentaries will be screened by one of Africa’s best film makers, Kunle Afolayan and the overall winner will undergo a mentorship programme with Kunle for six months. Sahara Foundation is also in partnership with ENACTUS Nigeria to create a platform that will identify and reward business ventures while also improving the efficiency of extrapreneurs to ensure growth and sustainability.  This will be achieved by granting young and innovative individuals with business interest access to a network of mentors and angel investors who will guide them to success.

    Free compulsory education begins in Kaduna

    Kaduna State government has concluded plans to commence the enforcement of free compulsory primary education across the 23 local government areas next month.

    The Commissioner for Education, Science and Technology, Prof. Andrew Nok who briefed Journalists on the activities of the ministry, said the bill to enforce compulsory primary education in the state has been passed into law and would be become effective in September.

    He said, government came up with law in order to ensure that no one is deprive of basic education in the State, “the law provides penalty to parent who refuse to send their children or ward to school.”

    “Anybody who is caught giving or receiving alms to beggars, and parent who sends their children to school would be dealt with by the law,” he said.

    He said, the State government is going to get the Almajiri children integrated into the modern school system.

    The commissioner also disclosed that a total of N2.2 billion has been spent on the payment of 1,200 newly recruited teachers in the State.

    The commissioner said the delay in payment was to ensure that all the newly recruited staff passed through proper documentation to check the “ghost worker syndrome.”

    Nok also pledged that 15 secondary schools would be reactivated as boarding schools and equipped with standard facilities across the 23 local government areas.

    He said hostels, library, clinic, kitchen facilities, perimeter fence and potable water would be provided to give the schools a conducive environment for teaching and learning.

    15 schools to be reactivated as boarding institutions included Queen Amina College, Kaduna, Government Girls secondary School, Kawo; Government Technical College, Malali and Barewa Collage, Zaria.

    Others included Government College, Kagoro; Girls Science Secondary School, Giwa; Rimi College, Zaria; Girls Science School, Kwoi; Government Girls Secondary School , Soba, Government college, Saminaka and Government College, Kagoro.

    KDSG to spend N1.4bn on water rehabilitation

    Kaduna State Government says it will spend over N1.4 billion to rehabilitate seven water treatment plants cross the state, to boost water supply.

    The Commissioner for Water Resources, Mr Suleiman Lere disclosed this while addressing journalists on Tuesday in Kaduna on the outcome of the State Executive Council meeting.

    He said the council has approved the immediate commencement of work on the seven water treatment plants.

    Lere said that the project would be conducted in phases, with the first phase involving the plants located in Saminaka, Kafanchan, Manchok and Kagoro.

    “The second phase will be followed by the three plants within Kaduna metropolis.

    “These include the Malali old treatment plant, the Kaduna South plant which has 27 million litres daily capacity and the plant in Kaduna North, also situated at Malali with 150 million litre per day capacity.”

    According to the commissioner, the objective of the project is to restore the treatment plants back to their optimum capacity.

    “Prior to now, I have made pronouncements on the deplorable condition of the plants and the fact that they have not been able to produce optimal quantity of the potable water that they were designed to produce.

    “The essence of the rehabilitation work is to bring them up to their designed capacity, to increase and enhance the quantity of potable water to residents,” he said.

    Lere disclosed that the government had also signed a contract for the supply of operational vehicles for the state water corporation.

    He said that 45 Toyota Hilux vehicles and 203 motorcycles would be supplied at the cost of N800 million.

    According to him, funding for the projects, which also involves supply of heavy duty vehicles, was gotten from African Development Bank.

    Army/Shiite panel adjourns sitting till April 11

    The Judicial Commission of Inquiry into the Dec. Shiite/Nigerian Army clash in Zaria, has adjourned sitting till Monday April 11.

     

    The Justice Muhammadu Lawal-Garba-led panel adjourned the session on the request of Muhammed Sani-Kato, the counsel representing the Jamaatul Nasrul Islam and other groups at the sitting.

     

    The panel had earlier slated the day for members of the Islamic Movement in Nigeria (IMN) to make their presentation, but failed to appear.

     

    It would be recalled that counsel to the Ibraheem El-Zakzaky-led movement, Festus Okoye, had announced their withdrawal from the panel.

     

    In spite of the absence of the Shiite members, the panel allowed the JNI through its National Secretary, Dr Khalid Aliyu and the Zaria Branch Chairman, Abdullahi Yahya to make presentation.

     

    Yahya in his presentation, advised the Federal Government to take proactive measures to curtail the excesses of the movement for peaceful coexistence among the people especially in Zaria.

     

    He appealed to the state government to ensure that all religious movements operated within the law of the state and the Constitution of Nigeria.

     

    When the commission resumes on Monday, it is expected to hear the submissions of the Kaduna State Government.

     

    NAN reports that the Nigerian Army in its presentation on Wednesday said its action against the Shiites was within the ambit of the law.

     

    The Chief of Administration, Army Headquarters, Maj.-Gen. Ado Abubakar, said they followed all necessary rules of engagement to clear the blockade by members of the Islamic Movement in Nigeria (IMN) during the incident.

     

    The Army told the commission in their memorandum, supported by audio/visual clips and still pictures that their response was to thwart alleged attack by the IMN members on Saturday, Dec. 12, 2015.

     

    They alleged that the IMN members had blocked the road and denied access to the convoy of the Chief of Army Staff, Lt. Gen. Tukur Buratai.

     

    According to him, the Army was compelled to use minimum force to disperse the sect members after all civil efforts failed.

     

    NAN reports that the Army was also represented by the General Officer Commanding (GOC) 1 Division, Maj,-Gen Olaniyi Oyebade, Army Acting Provost Marshal, Brig.-Gen. Ayuba Hamman, and Col. S.K Usman, Acting Army Public Relations Officer.

     

    They told the panel that their men had conducted a cordon and search operation in Zaria on Dec. 14, 2015 and recovered various weapons.

     

    The Army denied involvement in the alleged killing of Shiite members during the incident as claimed by the IMN leader, El-Zakzaky, currently in DSS custody.
