    Kaduna ACN accuses Yero of abandoning Yakowa’s projects

    The Kaduna State chapter of the Action Congress of Nigeria (ACN) yesterday alleged that the Mukhtar Yero administration has abandoned some of the projects it inherited from the late Patrick Ibrahim Yakowa government.

    It also alleged that local governments in the state were going bankrupt.

    The party urged the government against leaving the residents in abject poverty, adding that it was disturbed that the state was heading towards bankruptcy.

    In a statement by its Chairman, Mohammed Musa Soba, Kaduna ACN alleged that the Yero administration was busy settling debts running into billions of naira owed to contractors and consultants engaged by the Namadi Sambo administration.

    One of such projects being paid for, the statement said, is the consultancy work on the master plan of the Kaduna Millennium City.

    This, the party noted, is yet to take off. ACN advised the government to break its silence on the whereabouts of the money left in the coffers by the Yakowa administration.

    The party said it would amount to double standard for a government that promised to be prudent in managing the state’s resources to keep mute on the billions of naira left in the government’s coffers and the state/local government joint accounts by the late governor.

    ACN said the Kaduna State Government had not compensated “the victims of last year’s floods, those who are still reeling in pains without any form of assistance from the state government, even when the Federal Government has made a contribution of over N400million to provide succour to the flood victims”.

    The party said the local government administration in the state was comatose because the money for running the councils was being diverted in the name of joint projects.

    ACN added: “Presently, most of the local governments are bankrupt.”

    It asked questions on what has happened to local governments’ monthly allocations beyond the issue of ghost workers.

    The party noted that even the payment of salaries has become an almost impossible task for most of the councils.

    The Director-General to the Governor on Media and Publicity, Ahmed Maiyaki, denied the claims that the government had abandoned the last administration’s projects.

    He said all the projects awarded by the Yakowa administration were being executed across the state.

    According to him, no contractor has any reason to abandon any project, having collected a mobilisation fee from the government.

     

  • NSC South-West Zone 1 promises free, fair zonal elections

    The headquarters, National Sports Commission (NSC’s) South-West Zone 1, Ibadan, on Wednesday pledged to conduct a free and fair zonal elections into the sports federations.

    Steve Olarinoye, the Coordinator of the zone, told the News Agency of Nigeria (NAN) in Ibadan that all hands were already on deck for a rancour-free polls in the zone.

    “I want to assure the sports stakeholders that the Zone 1 office will deliver a free and fair zonal elections into the sports federations, scheduled for April 19,’’ he said.

    According to Olarinoye, all logistics for the success of the elections are being deployed to the headquarters and also assured of tight security at the event.

    The NSC, in its elections guidelines released on April 9, had said that the zonal elections would hold simultaneously on April 30 at the headquarters of the six geo-political zones of the country.

    The other zonal headquarters are in Benin, Enugu, Kaduna, Jos and Bauchi.

    The commission added that elections for the positions of the president and the vice president of the various sports federations would hold in Abuja on May 14.

    It added that the elected officers would be sworn-in on May 17, after all appeals or petitions arising from the elections would have been decided.

    NAN reports that the elections would exclude the privately run sports, which have been concessioned to sponsors.

    It would be recalled that the NSC recently dissolved the boards of the various National Sports Federations.

    Fulani herdsmen who invaded four southern Kaduna villages at the weekend killing about 19 people have taken over the villages in Atakad Chiefdom just as the death toll in the attack rises to 28, the Paramount ruler of the Chiefdom, Tobias Nkom Wada said on Wednesday.

    The paramount ruler told members of the House of Representatives from Southern Kaduna who visited the affected area that at the moment, those displaced from the four affected communities cannot return to their homes because the invaders have taken over the community.

    Wada who spoke from his personal house at Tachire village where he is currently taking refuge after his Palace was destroyed said that it was rather unfortunate that even though the farming season has commenced, his people cannot return  home as the invaders have fully occupied the villages high up the Atakad mountain.
    Four villages of  Mafan, Zalang, Taliki and Zangkan villages on the Kagoro hills, about 300km, South East of Kaduna, the capital city of Kaduna state were attacked by gunmen suspected to Fulani herdsmen between Saturday and Sunday, leaving several people dead.
    He told the members led by Hon. Godfrey Ali Gaya (Jaba/Zangon Kataf Federal Constituency) that he was shocked about the violence, because no Fulani was hurt before the invasion.

    The National Youth Leader of the Christian Association of Nigeria (CAN), Mr Obadia Haruna, has blamed “intruders bent on disintegrating Nigeria” for the worsening security situation in some parts of the North.

    Haruna made the observation on Tuesday in Kaduna at a unity forum organised by an NGO, Peace Revival and Reconciliation Foundation of Nigeria.

    He cautioned youths against been lured into violence, noting that “no country would move forward without peace”.

    The CAN youth leader observed that the current violence and insecurity in the region had caused major set backs to the social and economic growth of the nation.

    Haruna urged Christians and Muslims to continue to live in peace with one another, adding that the two religions have always preached peace and love.

    “So there is a need for us to love one another and see ourselves as brothers.”

    Ealier, the leader of the NGO, Pastor Yohana Buru, said the gathering was meant to bring together Muslims and Christians in the divided city to promote unity, love and understanding.

    In his contribution, the President of Sabon Kawo Youth Development Association, Malam Salisu Ibrahim, urged the youths to work towards returning the city to its former self, where residents live side-by-side irrespective of creed, politics or economic status.

    “We must look at the way our fathers live peacefully with one another without discrimination and not minding religion or cultural differences.”

    He identified unemployment as a major cause of restiveness in the state, and called on the government to enact workable policies that would generate employment.

    Ibrahim said association would introduce ICT programmes for youth in the area as part of its contributions to engaging them in useful ventures.

    Also, the National President of Vigilante Group of Nigeria, Alhaji Ali Sokoto, identified functional education and employment as panacea to the current security challenges in the country.

    “What kind of education do we have today? People are educated yet instead of using it in building peace we are using it to perpetrate violence.”

    He commended the NGO for the initiative and urged the youth to propagate “the messages of hope, love and unity to ensure a peaceful and united state and country”.

    A  TWO-DAY raid by unknown gunmen on four communities in Kaura Local Government Area, Southern Kaduna, has left 20 people dead, villagers claimed yesterday. The police said 19 died.

    The gunmen, believed to be nomadic herdsmen, allegedly invaded the villages on Saturday night and continued their raid on Zilang, Taliki, Zangkan and Mafang hilltop communities – home to many villagers – till early Sunday.

    All four communities are located on the boundary between Kaduna and Plateau states.

    Council chairman Kumai L.J Badun attributed the killings to gunmen suspected to be Fulani herdsmen, who apparently launched reprisal attack over the poisoning of two cows in Mafang community.

    The council boss told reporters that the attack began from Atakar chiefdom. He said: “There was a young man, Aboi Stephen (21), in Mafan who had been complaining that cows have been grazing into his dry season farm.

    “I was told that the cattle destroyed a good portion of the farm and that there was no end in sight to the destruction.

    “Only the Fulanis own cattle there. About two weeks ago, two cows were found dead, apparently of poison. The owner of the cows was said to have publicly warned Aboi of the grave consequences of his actions. I don’t know if it was Aboi that poisoned the cows or not or even if they had died of poisoning.

    “Then, one day, Aboi was found missing. A search by the villagers found his corpse. He had deep machete cuts all over his body and his throat was slit open.

    “Upon that discovery, women and children mobilised to the palace of the chief of Atakar, Chief Tobias Nkom-Wada, and accused him of inviting the Fulani into Atakar land in the first place. They vandalised the palace. And the chief is now living in his personal house in Tachire here.

    “On seeing what the women and children did, the Fulani started moving out en masse to their kinsmen in Kanawuri areas of Plateau State, which also has some number of Atakar speaking villages.

    “On their way, they shot a young man that same day in Kanawuri area and that pitched them against the Atakar people in Plateau State and they fought for days.

    “The fighting led to the burning of some structures in Atakar, as you read in the papers. The displaced residents had to relocate to this council, where we opened the first refugee camp for them at Mifi. But we have closed it and merged it with the other camps because it was too vulnerable too.

    “When the army moved in last week, the Fulanis left Kanawuri in Plateau, staged a comeback to this place with their arms last Saturday. By 3pm, they attacked Mafan, Zalang, Taliki and Zangkan villages up the hills while able bodied men were either in the farms or in the market.

    “They went on, unchallenged from 3pm on Saturday till Sunday morning. When the army arrived at the scene on Sunday morning, the officer in charge told me that they counted 19 bodies. All the houses in the villages have been burnt.

    “They made no arrest, because the attackers left before arrival of the security men. Right now, soldiers have escorted some men back to the villages to bury their dead.

    “We have no fewer than 5000 refugees now. And that is a huge challenge for us, despite the fact that Governor Muktar Ramalan Yero has done so much and he is still doing more to help.

    “This kind of attack took me by surprise because, even during the post-election violence, the Fulani here were living in peace with the people. They left on their own and later returned on their own.”

    A refugee at Fadan Attakar, Luka Bitiong, said the attacks began on Saturday afternoon and lasted till Sunday night, adding that many residents were terrified by the sound of guns shots used by the invaders.

    Bitiong said: “When they came, we ran up to the hills in Attakar. Many of our people were killed. We left the hills to seek refuge in Attakar because we were scared of going back. Some of those who went back to our village to look at the level of destruction could not return as they were killed by the gunmen.”

    Another refugee from Mafang, lso Matthew Bulus, claimed the gunmen were dressed in black and armed with sophisticated guns.

    He said that over 80 households in Mafang village had been displaced as their homes were set ablaze by the invaders.

    “When the military men came, there was nothing much they could do because they don’t know the terrain of our communities. They asked some of our youths to follow them and guide them but our boys were scared of accompanying them since they (the boys) have no arms.

    “But the soldiers eventually went into the hills in search of the invaders. We don’t know whether they were able to make any arrest or not.”

    The District Head of Mafang, Mr. Yusuf Bilong, who ran away from his community, described the attack as “deadly”, saying: “I’ve never heard the sound of such guns. The attack was launched on Saturday at about 3:00pm. The attackers shot randomly killing mostly children and women.”

    Kaduna State Commissioner of Police, Mr Adefemi Adenaike confirmed the death of 19 people in the attack.

    The police chief said: “The incident happened on top of the hills, not on the ground. We did not notice it on time due to the nature of the hills. It was, until people started running down from the hills that we noticed. But our men are on ground to restore law and order.

    “The security report I have is that only 19 people were killed by unknown gunmen. The place is now calm and peaceful.We are working round the clock to fish out the attackers. For now, we don’t know who are behind it but I assure you we will get them.”

    Yero has directed security agencies to bring the perpetrators to justice.

    In a statement by his media aide, Ahmed Maiyaki, the governor directed the State Emergency Management Agency (SEMA) to immediately provide succour to all those displaced.

    The attack came barely 24 hours after Southern Kaduna Peoples Union (SOKAPU) reported the influx of herdsmen from other states to communities in Southern Kaduna to the governor.

    The union urged the governor to stop the trend to avoid fresh hostilities in their domain.

    SOKAPU alleged that the invaders were fleeing the manhunt launched by security operatives in some states under the Boko Haram siege.

    Union President Mr Ephraim Goje, who reacted to the influx of the herdsmen, said residents would hold the government responsible if the governor failed to act.

    Goje said: “The governor should send them back to where they are coming from. They cannot create trouble somewhere and run to Southern Kaduna for refuge.”

    Three policemen were yesterday killed by suspected terrorists in Kano. They were ambushed while patrolling the streets of the state capital.

    The incident occurred at about 8.30pm around Yankaba Quarters.

    Residents alleged that the suspected terrorists killed the security operatives and took away their AK 47 riffles.

    Immediately after the incident, men of the Joint Task Force (JTF) cordoned off the area.

    Panic gripped residents, who stayed off the streets.

    Police spokesman Majida Magaji, an Assistant Superintendent of Police (ASP), could not be reached last night for confirmation and comments.

    Barely 24 hours after the umbrella body of the southern Kaduna people, the Southern Kaduna Peoples Union raised an alarm of Fulani herdsmen flooding their community, about 19 persons have been reportedly killed and four villages displaced in Kaura local government area of the state.
    The affected villages of Mafang, Zilang, Taliki and Zangkan which are southern Kaduna villages are on the border between Kaduna and Plateau state.
    Chairman of Kaura local government, Kumai L.J Badun attributed the killing to gunmen suspected Fulani herdsmen apparently on a revenge mission over the poisoning of two cows at Mafang Village.

    Spokesman of the Kaduna state police command, DSP Aminu Lawal, confirmed the incident, but declined to give the number of the dead, saying “I know that there was an attack in the two villages you mentioned at the weekend, I know that people were killed, some were injured, but I am not in a position to tell you the number of those killed for now, but I will let you know soon.
    “The two villages are neighbouring the troubled areas in Plateau state, located on the hilly and rocky areas of Kaura local government bordering Plateau and Kaduna state.
    “The area has a very difficult terrain, but a joint task force comprising that military and the police have been dispatched to the area to maintain order and to fish out those behind the distardly act” Lawan said.
    Kaduna state governor, Alhaji Mukhtar Yero has however directed security agencies in the state do everything possible to bring the perpetrators of such inhuman act to justice.

    Kaduna State governor, Mukhtar Yero has donated a brand new, 55-seater Tata luxury bus to Kaduna United, SportingLife can reveal.

    Governor Yero handed the key to the bus to the club’s chairman, Sabo Babayaro in a brief ceremony yesterday in Kaduna.

    The governor said the move to give the club a new bus is in fufillment of his numerous promises made to the team. He added that he is concerned about the comfort of the players and the technical crew. “When the players and the technical crew are comfortable they will do well for the team. I beleive the new bus will make their journey very convenient anytime they travel for away matches,” the governor said.

    Yero, therefore, charged the Babayaro-led management board to return the club to the continental stage, adding that the state wants continental matches in Kaduna.

    Responding on behalf of the team, Babayaro thanked the governor for his kind gesture to the team while promising to reciprocate with good performance this season.

    “I want to thank our sports-loving governor Mukhtar Yero for his love for the team. We are happy for this wonderful gift to the club. There is no doubt that this will motivate the team to do more. I want to assure you and the people of the state that Insha Allah we will try our best to finish among the best teams so as to deliver a continental ticket at the end of the season.”

    Kaduna United are currently placed 15 on the log with three points from three matches played so far. The coach Ben Duamlong-tutored side will host Rangers International in a week four Nigeria Professional Football League (NPFL) on Thursday at the Kaduna Township Stadium.

    Reminiscent of the first and only police-inspired ‘coup d’etat’ Nigeria has ever witnessed, the former governor of Zamfara State, Ahmed Sani, had his freedom of speech brusquely abridged by the Kaduna State police last Saturday. The former governor, who is also a senator of the Federal Republic, was invited by the State Police Commissioner, Mr Olufemi Adenaike, to clarify some of the statements he made during a phone-in programme on Federal Radio Corporation of Nigeria (FRCN) Kaduna that same Saturday. The statements were innocuous and clear enough, but the police claimed they were bombarded with calls suggesting that the senator made threatening and inciting statements deserving of prompt police action.

    On July 10, 2003, Assistant Inspector-General of Police (AIG) Raphael Ige had led a detachment of some 200 mobile policemen to abduct former Anambra State Governor Chris Ngige, also now a senator, and kept him away from office for many hours on the pretext that he had resigned as governor. The treason collapsed the same day when no one of substance owned up to the plot to dethrone the governor. There were, however, a few civilian collaborators of the police in the state who tried to take advantage of the confusion. Ige was not only unexpectedly retired some three days later in unclear circumstances; he died in January 2004 probably from heart problems. What astounded the public was the brazenness of the plot and the amateurish manner the police led the putsch.

    Nearly 10 years after that unfortunate incident, it seems there are still some officers in the Nigeria Police Force (NPF) who have learnt little from the mistakes of their predecessors. The police are of course constitutionally empowered to, among other things, take proactive measures to prevent crime, but there is nowhere in the constitution or police regulations that entitles the police or their proxies to take steps to abridge freedom of speech or any other freedoms vouchsafed to the people by the constitution. PC Adenaike claimed to be taking proactive steps by inviting and interrogating Senator Sani, but from his account of that ignoble incident, it is clear his defence is tenuous and vexatious.

    Hear him: “If you put yourself in my shoes, you are the commissioner of police of a state, and you start getting calls from concerned citizens of the state that somebody has made an inciting statement on the radio, will you go to burukutu (local brew) joint and start drinking? You have to make a move. All I did was to go to the radio house. And I met the distinguished Senator, and I said, ‘Please, I want to know what you said.’ He said, ‘No problem, let me finish.’ And I will come with you to the office. This is what has transpired. And I am surprised that people are saying many things. ‘CP has arrested him,’ that CP has orders from Abuja. The distinguished senator is not under arrest. The Senator is not under arrest! All we did was to find out what he said. And he said they were going to go on a peaceful demonstration. And I said, define what you mean by peaceful demonstration, considering that Kaduna State is a volatile state. I don’t what anything to happen in my domain. I am completely satisfied with what he has said. And he is free to go. There was no directive from anywhere. We were doing things on our own.”

    Senator Sani of course put the invitation in clearer perspective. According to him, all he said on the radio programme was that leaders of the yet-to-be-registered All Progressives Congress (APC) would embark on peaceful demonstration in Abuja if the party was not registered by the Independent National Electoral Commission (INEC). How that became an incitement to warrant PC Adenaike’s imperious intervention is difficult to explain. The police commissioner also unbelievably pretended not to know what peaceful demonstration is, and needed the senator to provide the meaning. If he didn’t listen to the broadcast, couldn’t he wait until the end of the programme to secure the tape and listen to it? Why the rush? In addition, he also insensitively described Kaduna State as his domain. That he is entrusted with the responsibility of securing the state does not make it his domain. The way he used the word gave the impression he is actually a parallel authority to the governor, and even more powerful. But if anything, the state is really the governor’s domain. And though Adenaike struggled to distance Police Headquarters from his precipitate action, it is still important for police authorities to query the officer and invite him to explain what part of the democratic process and the constitution he finds difficult to understand, and show cause why disciplinary action should not be taken against him.

    Former Zamfara State Governor, Senator Ahmed Sani, was yesterday arrested by the police in Kaduna and detained for four hours for allegedly making an inciting statement on a Radio Nigeria Hausa phone-in programme, Hanu Dayawa.

    The lawmaker had said leaders of the All Progressive Congress (APC) will stage a peaceful demonstration at the Eagle Square in Abuja if the Independent National Electoral Commission (INEC) refused to register the party.

    However, the State Commissioner of Police, Olufemi Adenaike denied that the senator was arrested. He said he was merely invited to clarify a statement he made on radio.

    He accused journalists of “blowing nothing out of proportion.”

    He said “If you put yourself in my shoes, you are the commissioner of police of a state, and you start getting calls from concerned citizens of the state that somebody has made an inciting statement on the radio, will you go to burukutu (local brew) joint and start drinking? You have to make a move.

    “All I did was to go the radio house. And I met the distinguished Senator and I said, ‘Please, I want to know what you said.’ He said, ‘No problem, let me finish.’ And I will come with you to the office. This is what has transpired. And I am surprised that people are saying many things. ‘CP has arrested him,’ that CP has orders from Abuja. The distinguished senator is not under arrest. The Senator is not under arrest!

    “All we did was to find out what he said. And he said they were going to go on a peaceful demonstration. And I said, define what you mean by peaceful demonstration, considering that Kaduna State is a volatile state.

    “I don’t what anything to happen in my domain. Am completely satisfied with what he has said. And he is free to go. There was no directive from anywhere. We were doing things on our own”.

    The former Senator who was apparently released to the Speaker of the Zamfara State House of Assembly save newsmen copies of his release however made his statement to the police.

    The statement reads in parts: “Federal Radio Corporation of Nigeria (FRCN) Kaduna invited me for a phone-in programme which took place today (9th March 2013) at 10am and ended at 12pm.

    “I was asked if there is any move not to register our new party, the APC, what can we do? And my response was that if we met all legal requirements and INEC refused to register us, we shall embark on peaceful protest to INEC until we are registered. Then, the moderator asked me what I meant by peaceful protest? I responded by saying just like it happened in Egypt.

    “We can go to Eagle Square together with Gen. Muhammadu Buhari, Asiwaju Bola Tinubu, Alhaji Ibrahim Shekarau and others to mobilize people without using any weapon for a peaceful protest until our party is registered.

    “The police asked me, assuming our peaceful protest is not yielding the desired result, what do we do next? And my answer to the question was that, we are practising democracy in Nigeria. If the president of Egypt can yield to the pressure of his people in a peaceful protest, I am sure that with the integrity of Prof. Jega that I know personally, he will yield to the people’s pressure and make sure so long as we met the requirements, we are registered.

    “The police further asked that, knowing the security situation in Kaduna and that being a PDP state, don’t I think that some people may read meaning to it or try to make mischief? My answer to this question is that , we are talking of registration of a political party and the process has not even been completed and there is no attempt by INEC because we have not even applied for registration.

    “However, I am surprised to be invited by the police because the programme was carried live and as a former governor and Chief Security Officer of Zamfara State, a distinguished senator of the Federal Republic of Nigeria, I will never call for violence, never participate in violence and never support violence in Nigeria, my dear country.

    “For the eight years I served in Zamfara State as governor, even with the implementation of Sharia, there was never violence between Muslims and Christians because of my firm belief in peaceful coexistence. So, whoever called the CP from Abuja is the one trying to be mischevous and cause crisis in Nigeria”.

  • Army recovers cache of arms in Kaduna

    The Nigerian Army on Wednesday said it has recovered a cache of arms buried underground at a house in Kaduna.

    The Commander, Internal Security Force of 1 Division, Nigerian Army, Brig. Gen. Tagbo Ude, disclosed this while briefing journalists in Kaduna.

    Ude said several other weapons and explosives hidden in the house were also recovered, after a raid on Tuesday evening following intelligence report.

    The commander said nine people, including two men, two women and five children were arrested at the house belonging to one Hussaini Dei-Dei, an Abuja-based politician.

    The News Agency of Nigeria reports that the house is located near a military barrack, along Sabon Birni road, Kawo New Extension, Kaduna.

    Some of the items recovered include 1,098 rounds of various ammunitions, six AK 47 rifles, 125 pieces of detonators, one light machine gun and one tear gas launcher.

    Others are one FN rifle magazine, five sub-machine gun magazines, four pistols, one loaded light-machine gun magazine, and two reels of detonating cords.

    The rest include 10 prepared improvised explosive devices, nine-volt batteries, three bags of white chemical substance, five pieces of remote control switches, one reel of firing cable and six car number plates.

    “ As a matter of fact, the explosive contents of this paint can bring down the whole of this headquarters (1Division head quarters).”

    He said the house would be demolished as soon as it was cleared of all explosives.
