    Bandits burn Catholic seminarian to death in Kaduna

    • Attack aimed at causing religious crisis, says gov

    Kaduna State governor Uba Sani,  vowed yesterday that the bandits who attacked the Fadan Kamattan Parish of the Kafanchan  Catholic Diocese late Thursday would not go unpunished.

    A young seminarian, Naam Ngofe Danladi was  confirmed killed during the attack during which   the parish priest’s house was also set ablaze.

    Sani expressed outrage at the killings which he said was aimed at  igniting ethnic and religious tensions in the state and sabotaging government’s efforts towards rebuilding trust in the various communities.

    He vowed to track down the killers.

    Kaduna State Chapter Chairman of the Christian Association of Nigeria (CAN), the Rev. John Joseph Hayab, said  the Parish Priest, Rev. Fr. Emmanuel Okolo, who was the target of the bandits, escaped by the whiskers.

    Hayab said: “the  armed men invaded a Catholic Church Parish Headquarters located at Fadan Kamantan community and the criminals targeted the parish priest’s residence.  The Parish Priest, Very  Rev. Fr. Emmanuel Okolo, who also doubles as the Chancellor of the Catholic Diocese of Kafanchan, and his assistant were able to escape out of the house before the criminals set the entire Rectory ablaze, burning to death a seminarian, Bro. Naam Ngofe Danladi, who was  just about completing his training into the Catholic priesthood.

    “What is disheartening about this particular attack is the fact that the place of attack is just by the Kaduna – Kafanchan Major highway with a military checkpoint not far from the parish. The parish is located at the heart of Kamantan town and the attack was carried out at about 8:00 pm. This causes us to wonder some more: where is the hope, how much more terrible could the situation get?

    “We appreciate the willingness of the present administration to proffer practical, real and lasting solutions to the security challenge in Kaduna State as made visible by the ongoing recruitment process of over 7,000 men and women into the Kaduna State Vigilante Services (KADVIS).

    “In the light of sharing in the faith of the perceived goodwill of the present administration in Kaduna State, we invite the governor of Kaduna State and all relevant stakeholders to immediately swing into action and ensure that those responsible for the Kamatan Evil Night are apprehended and made to face the law.

    “Security is everyone’s business, it is disappointing that this kind of unholy activity could be recorded at the heart of the Fadan Kamantan community and the criminals will operate unchallenged. It is a slap to the security forces within that jurisdiction, it is a slap to the religious leaders, traditional and community leaders.

     “The position of CAN Kaduna State Chapter has always been that we as citizens must complement government in her primary responsibility of saving our lives and properties by proactively building a community security system that prevents any form of invading force into our community, sadly we are still here. We reiterate again here, that leaders at all levels in Southern Kaduna and Kaduna State must wake up to this call and be responsible for the protection of the communities where they live and lead.

    “We cannot continue like this, no it is unacceptable and we all must wake up to our responsibilities.

    “The Executive of the Christian Association of Nigeria CAN Kaduna State Chapter and indeed all Christians in Kaduna State sincerely sympathize with the chief shepherd and local ordinary of Kafanchan Diocese, Most Rev. Dr. Julius Kundi, the parish priest and parishioners of Kamatan Parish, the Kurama Community of Bro. Naam Ngofe Danladi, the leaders and the good people of Zangon Kataf LGA and Fadan Kamantan community over this unfortunate incident, we pray that the good Lord will heal our land and bring this menace to an end.”

    Sani : No hiding place for the bandits

    Governor   Sani in a statement through his Chief Press Secretary, Muhammad Lawal Shehu, condemned  the attack in “the strongest possible terms.”

    Shehu said: “Expressing outrage at the killings, the governor vowed to track down the perpetrators of the heinous crime and ensure that they face the full wrath of the law. The attack, he said, was carried out with the sole intention of igniting ethnic and religious tensions in Kaduna State and sabotaging government’s efforts towards rebuilding trust in our communities.

    “This act of violence against innocent worshipers is not only an attack on the Catholic community, but an attempt to set our people against each other. We will not tolerate such acts of brutality and will go to any length within the law to bring the attackers to book.

     “While urging the security agencies to swiftly investigate the incident and ensure that the culprits are arrested and made to face the full wrath of the law, Governor Sani expressed his heartfelt condolences to the families of the victims and assured them of the state government’s support during this difficult time.

    “Governor Uba Sani’s administration has taken proactive steps to restore peace in troubled communities by strengthening partnerships with Federal Security Agencies and reinvigorating the Kaduna Vigilance Service (KADVS). The State Government recently recruited and commenced the training of 7,000 personnel of the Kaduna Vigilance Service (KADVS).

    “Additionally, strategic engagements have taken place with top Federal Government officials responsible for security such as the Minister of Police Affairs, Senator Ibrahim Geidam, and the Minister of State Police Affairs Hon. Imaan Sulaiman-Ibrahim and the recently appointed Service Chiefs.”

    • Governor orders probe of mosque killings 

    To combat the menace of banditry and other security threats in parts of Kaduna State, Governor Uba Sani has kicked off the training of 7,000 youths for recruitment into the Kaduna State Vigilance Service (KADVS).

    The youths were drawn from the 23 local government areas of Kaduna State.

    According to the governor, their recruitment was aimed at having more boots on the ground to assist the federal security agencies against bandits and other criminal elements.

    He said: “The Kaduna Vigilance Service is a complementary security outfit. It will assist the security agencies with actionable intelligence. With its knowledge of the local environment, bandits will have no hiding place.

    “The commencement of this training is a major step towards fulfilling our promise to the good people of Kaduna State. In our administration’s BLUEPRINT, we committed to strengthening the manpower and overall operational capacity of KADVS.”

    Sani also ordered security agencies to investigate killings of worshippers at Ikara Mosque and hunt down the culprits.

    He gave the order yesterday, following Friday night’s attack that left seven dead including five worshippers at the mosque.

    A statement by his media aide, Muhammad Lawal Shehu, said the governor described the attack as wicked and barbaric. “The visibly angry Governor vowed to go to any length within the law to bring the Ikara bandits to book. His government, he said, will not rest on its oars until peace and stability is restored to every part of Kaduna State,” said Shehu.

    Quiting Sani, the media aide said:”We understand the concerns and anxieties of the residents of Ikara, in particular and Kaduna State, in general. Your safety and security are our top priorities, and we want to reassure you that we are working tirelessly to maintain peace and stability.

    “We encourage the public to remain calm and vigilant during this period. We also call upon all residents to cooperate with law enforcement agencies and provide any relevant information that could assist in the ongoing investigation.”

    The statement also said that the governor sent a delegation led by the overseer of the Ministry of Internal Security and Home Affairs (MISHA), Samuel Aruwan, to commiserate with the people of Saya-Saya village. 

    “The delegation will also carry out an assessment of the security and humanitarian situation in the area and advise the government appropriately.”

    Kaduna Tribunal: PDP’s witnesses, evidence prove I won, says Uba Sani

    Kaduna State Governor, Uba Sani has said the opposition Peoples Democratic Party (PDP) unwittingly helped in proving he won the March 18 governorship election in the course of challenging his victory.

    He asserted this in his final address to the Kaduna Governorship Tribunal, prepared by his legal team led by a former Attorney General of the Federation and Minister of Justice, Bayo Ojo, SAN.

    The opposition party had challenged the declaration of Sani as the winner of the poll by the Independent National Electoral Commission (INEC), with its candidate, Mohammed Ashiru Isa, seeking a reversal of the pronouncement.

    In the sole pending petition against Uba’s victory, 24 witnesses were called by the petitioners as claims and documents were also adduced by them.

    Parties in the petition will be adopting their final written addresses on Monday, September 4, as Governor Sani decided to head into the final lap without his listed witnesses, earlier scheduled to defend his mandate.

    According to the governor, the petitioners had helped in proving he won the poll fair and square, pointing in particular to the admission of a star witness for the petitioner, Bonett Gwazah, a senior system analyst (SSA) in the VR/ICT Department of INEC in Kaduna State.

    The governor through his counsel said: “The petitioners called a total of 24 witnesses, most of whose statements on oath were filed pursuant to subpoenas issued during the hearing of the petition.

    “After the close of the petitioners case, the 2nd Respondent (the governor) did not see any need to call witnesses having elicited sufficient evidence under cross-examination to discredit the petitioners who failed to discharge the burden of proof placed on them by the law, and the evidence so elicited supports the defence pleaded by the 2nd Respondent.”

    While inviting the Tribunal to take judicial notice of how the petitioners’ witnesses crumbled under cross examination, Governor Sani’s legal team, pointed out how fatal Gwazah’s capitulation under cross examination is, to the case of PDP and Isa who requested him as their star witness.

    The SAN, on behalf of his client, pointed out that, “This witness (Gwazah) tendered several INEC Forms, Voters’ Regosters, BVAS Reporte, PVCs collected in 9 Local Government Areas.

    “Under cross-examination, this witness admitted not having participated in the election in any form on the election day. More fundamentally, PW1 (Gwazah) admitted and indeed gave evidence against interest when he testified.”

    It was recorded in the final address of the Governor that the witness was asked, “Forms EC8D and E which you brought before this tribunal are a true reflection of the election held on the 18th March, 2023 into the seat of Governor of Kaduna State.”

    He was quoted as answering: “Yes, they are.”

    Arising from the exchange during the cross-examination, the former AGF now submitted that “this evidence is conclusive proof that the election was substantially in compliance with the extant law.”

    Two Supreme Court precedents were also cited to prove the fatality and finality of a witness turning on his interest.

    In ABBA v. ABBA AJI & ORS, first cited, the apex court held that, “those pieces of evidence are crucial because they were adduced by the witnesses called by the appellant himself which can be regarded as admission against interest and which the learned Justices of the Court of Appeal relied on in finding against the appellant”.

    In the second precedent of Odi v. Iyala (2004), Justice Niki Tobi, then of the Supreme Court, stated thus; “I cannot see better evidence against a party than one from a witness called by him who gave evidence contrary to the case of that party. This is because the party is calling the witness to testify in favour of his case as pleaded in his pleading. If the party knows this witness will not give evidence in his favour, he will never call him”.

    Standing on the precedents,

    Ojo argued that “the concomitant effect therefore is that PW1’s testimony was a crucial admission against the interest of the petitioners which is conclusive proof that the summary of the results as declared by the 1st Respondent (INEC) as embodied in Forms EC8D and E are true reflection of the elections held in Kaduna on the 18th day of March, 2023.”

    People of Southern Kaduna under the auspices of Southern Kaduna People’s Union (SOKAPU) have appealed to President Bola Ahmed Tinubu to appoint physically challenged Mrs Lois Auta Udonkanta as the Minister from Kaduna State.

    They also called on the President to create a Special Ministry for Udonkanta, who they described as ‘able Amazon’ and President, Network of Women with Disabilities, to enable her represent People Living With Disabilities (PLWD) in the Tinubu cabinet.

    Addressing journalists in Kaduna at the weekend, National Coordinator and National Secretary of SOKAPU Youth Wing, Luke Duniya and Augustine Baye said, appointment of Lois Auta-Udonkanta, an able Amazon as minister to represent Persons With Disabilities (PWDs), under Tinubu’s administration will spice up development as well as brighten the future of the community of Persons Living with Disabilities in Nigeria.

    The SOKAPU Youth Leaders maintained that Lois Auta-Udonkanta, a developmental leader with the requisite qualifications to be part of the cabinet of the most inclusivity government of our nation, is quite essential, especially at this crucial point in the history of our survival as a country.

    Speaking further, Comrade Duniya reiterated that President Tinubu needs to end all forms of existing discrimination that excluded Persons with Disabilities from active participation in governance.

    “The National Youth Wing of SOKAPU addresses this press conference as a concerned socio-cultural organisation that advocates for equity, fairness and justice for all citizens. We cannot shy away from the fact that persons with disabilities in Nigeria always face significant barriers to accessing basic rights and opportunities and this ugly development has posed a serious threat to nation building.

    “We are confident that the appointment of Lois Aut-Udonkanta as minister would bring about effective governance, thereby fostering a society that truly upholds the principles of equality and social justice,” he said.

    Seven killed, two hospitalised as bandits attack Kaduna mosque, neigbourhood

    A total of seven people were killed on Friday night after gunmen suspected to be bandits attacked Saya-Saya village in Ikara Local Government Area of Kaduna State.

    Five worshippers were shot dead and two others injured when the bandits attacked a mosque in the area.

    A driver who took food items to the village and another unidentified person were also killed by the bandits.

    ASP Mansur Hassan, 2IC to the Kaduna State Police Command’s Public Relations Officer, confirmed the incident to The Nation on Saturday, saying that the unfortunate attack would have been prevented if the villagers were prompt in reporting the presence of the gunmen.

    The Nation gathered that bandits launched the attack on the worshipers who were in the mosque to observe their Isha’i prayer around 8:00pm on Friday.

    The Village Head of Saya-Saya, Alhaji Abdulrahaman Yusuf, who also confirmed the incident, said the bandits may have targeted the village’s security volunteers, as he said that one of those killed was the head of the village’s vigilante group.

    According to him, “We suspected they traced him (vigilante boss) to the mosque to attack him. We were inside the mosque praying when they arrived and started shooting. Five persons were killed at the mosque, while a driver who brought food items to the village was also killed. The other person was killed at a nearby village,” he said.

    The village head also said that security agencies comprising soldiers and Police from Ikara town and Palgore area arrived at the scene around 12:30am when the bandits had already left the village.

    He disclosed that one of the victims with gunshot wounds was taken to Aminu Kano Hospital for treatment.

    Contacted, the Kaduna Police Command confirmed that five people were killed in the attack, while two persons were injured.

    The spokesperson, ASP Hassan told The Nation that preliminary investigation revealed that the bandits had entered the village about three hours before they eventually launched the attack.

    According to him, “we are not blaming anybody, but we are calling on members of the public to always and promptly report any suspicious movement in their domains to security agencies. The information we got was that these people (bandits) were in the village interacting with the villagers, buying things, asking questions for almost three hours before the attack.”

    ASP Hassan, however, said that men of the Nigeria Police have been drafted to the area to comb the bush and fish out the culprits.

    Subsidy removal: FG, Kaduna govt partner on rail mass transit

    The federal government has assured the Kaduna state government of its support as it plans to embark on the introduction of a rail mass transit scheme.

    The move, according to the state, is aimed at cushioning transportation challenges caused by the removal of fuel subsidy.

    The Minister of Transportation, Saidu Alkali gave his assurance during a visit to him in Abuja by an 8-man delegation from Kaduna state led by Kaduna State Commissioner for Education, Prof Muhammed Bello.

    In a statement by the media aide to the minister, Moh’d Yidikawu, the minister commended the Kaduna state governor, Uba Sani for his initiative and for prioritizing viable means of transportation.

    The minister while promising to give the initiative the necessary support it deserves, added that he would partake at every level of discussion that will enable the scheme to commence.

    He further said that the initiative was timely and in line with President Tinubu’s charge to State governors to proffer palliative measures to cushion the effects of fuel subsidy removal on Nigerians.

    Alkali urged other State governors to also emulate the initiative.

    Earlier, the Kaduna State Commissioner for Education, Prof. Bello stated that the reason for the visit was to acquaint and solicit the Minister’s support on the project.

    Bello further noted that the rail mass transit initiative has the potential to better a lot of people, adding that it could boost the State’s revenue.

    Bello added that the request for the federal government’s support of the initiative will actualize the State Governor’s desire to link various parts of the Kaduna metropolis and environs with a network of rail services that are cheaper and more convenient.

    The Managing Director of Nigerian Railway Corporation (NRC), Fidet Okhiria informed the Minister that Kaduna and Plateau States reached out to the Management of NRC and indicated interest in commencing the scheme as a way to cushion the effects of subsidy removal.

    The minister directed the constitution of a Technical Committee consisting of the Federal Ministry of Transportation, Nigeria Railway Corporation, and Kaduna State Government with a timeline of 5 days to produce a Memorandum of Understanding.

    Members of the delegation include; the State Commissioner for Public Works, Bashir Umar Lere; Managing Director Kaduna State Mass Transit, Dr Inuwa Ibrahim; Engr Sani Askira, Dr Mustapha Musa; Aminu Abdullahi Shagari, and Alh Hamisu Abduljabbar Tukur.

    Peace initiator calls for forgiveness in Southern Kaduna

    A volunteer peace initiator, Mr Victor Abarshi, has urged Christian and Muslim leaders in Atyap Chiefdom of Southern Kaduna to instill love and forgiveness in their followers to strengthen the peace being enjoyed in the area.

     He made the call at a dialogue at the Agwatyap Palace in Zangon Kataf Local Government Area of Kaduna State.

     According to the News Agency of Nigeria (NAN), the dialogue was facilitated by Abarshi and funded by Ladies Empowerment Goals and Supports Initiative (LEGASI), and her partner Peace Direct (PD).

     Abarshi emphasised on the need to transform the negative perception of the Atyap Chiefdom.

     He maintained that since there was no alternative to peace, the people must work to restore the peace their forefathers enjoyed.

     Christian Association of Nigeria (CAN) Chairman, Canon Timothy and Chief Imam of the chiefdom Malam Tanko Isa, commended the Abarshi.They reaffirmed their commitment to  reconciliation, trust and healing.

     According to them, Christians and Muslims are descendants of Adam and Eve which made them members of one family.

    Other participants who spoke highlighted some of the issues that still pose a threat to peace in the chiefdom including crop destruction from herders’ activities, encroachments and blockages of cattle routes by farmers.

     The participants called for the restoration of the weekly Zango market.

    NAN reports that the Atyap Chiefdom is the worst hit by the recurring Southern Kaduna crisis that has led to the loss of lives and property.

    Insecurity: TETFund releases N550m to Kaduna college

    The Tertiary Education Trust Fund (TETFund) has released N550 million to the Kaduna State College of Education, Gidan Waya to address insecurity.

    Executive Secretary of TETFund, Sonny Echono, made this known yesterday when Governor Uba Sani visited the headquarters of the agency in Abuja.

    Echono, who noted that the disbursement was beyond the normal allocations, said TETFund also disbursed N500 million to Ahmadu Bello University, Zaria for the completion of a projection, in addition to making it a centre of excellence.

    According to him, the same amount was also given to Kaduna State University to complete some projects in its Kafanchan campus, adding that TETFund will expedite action to complete some projects in the university which earlier had challenges.

     The TETFund boss assured the state government that one of the public tertiary institutions in the state will benefit from the TETFund special high impact intervention next year, after the cycle of six years since the state last benefited.

     He pledged to look into the appeal lodged by the state governor to assist the Nuhu Bamali Polytechnic, Zaria in expanding its programmes through the building of a faculty of agriculture.

     Echono said: “This year already, we made some special allocation beyond the normal allocations that all institutions get. ABU Zaria, for example, again, not only was it recognised as a centre of excellence, where we want to have a special centre in the area of education, but we also gave them some additional funds of about N500 million to complete one project.

     ”The same amount was also given to Kaduna State University to complete some projects in your Kafanchan campus. The College of Education you mentioned that had an issue of security, I can confirm to you that   some days ago, we released N550 million to them to address  insecurity; that’s the Kaduna State College of Education in Gidan Waya.

     ”There is a sequence that we designed for the special high impact projects on a zonal basis and I know the commissioners have been following. So, saying that next year should be the turn of Kaduna State, I will check and know. It’s definitely either next year or the year after the special high impact will be in Kaduna.’’

     ”I think the last time we were there was in 2019 and we have a recycle of five years. We do it one per state. There’s equity in what we do here that when a state benefits from a particular zone, it goes to other states before it comes back to that state.

    “Especially when we had the North West zone with the unfair decision of having seven states. So, what we try to do is to address that by limiting it to six to have some degree of parity. I think Kudana State should be coming on board now for special high impact.”

     He described Kaduna as one of the states that TETFund has enjoyed the most support, adding that Kaduna hosts the Northwest headquarters of TETFund, adding that it is not by accident as the state used to be the headquarters of the entire northern region of Nigeria.

     According to him, the Kaduna State Government allocated a very prime location for TETFund’s headquarters with a building on it and that the contract for the construction projects will be awarded in the next one month

     Earlier, Sani requested for more intervention and support from TEFund in some of the very key institutions in the state, stating that he was also at TETFund’s headquarters to make more effort to ensure that interventions to institutions within the state are released sooner or later.

     He appreciated the effort made by TETFund in ensuring that institutions are provided with essential infrastructure in institutions across the country, and in Kaduna, stating that he has been following such efforts even as a senator.

     The governor said: “As someone who has been in the National Assembly until a few months ago, as a senator, I followed all the progress made by the TETFund in trying to support the development of education in particular, across the country, and I’m here to say that we’re highly impressed by what tatted on our door.

     ”Of course, we’re also here to ask for more support and intervention in Kaduna State. Of course, Kaduna State has done a lot in supporting the TETFund. Only recently, we have been able to give the TETFund one of the most important pieces of land in Kaduna to build their zonal office.

    “And I’m happy to say that we will support the telephone to ensure that you have all the necessary cooperation from our building departments to ensure that they have been able to progress without any hindrance.”

    While outlining the areas of need for the state’s institutions, the Kaduna State Commissioner of Education, Prof Muhammad Bello, said all the state-owned institutions were in need of interventions.

    Bello said in order to provide more access to students who may want to go in for the NCE programme, the state has established a campus of the state’s college of education and that it requires intervention to be able to fast track the development of the campus.

    The commissioner said: “Another area has to do with security. The college of education Gidan Waya in the Southern part of Kaduna has been facing a lot of security challenges due to lack of fencing and other facilities that will provide security for both students and staff of the institution. That also is an area we need intervention.”

    Kaduna State Governor Uba Sani has announced a downward review of school fees charged in the state-owned tertiary institutions.

    Addressing reporters, the Chief Press Secretary to the governor, Muhammad Lawal Shehu explained that “the review was part of his commitment in keeping his campaign promises to the people of Kaduna during the electioneering campaigns and on assumption of office on May 29, 2023”.

    Quoting the governor, who had announced the downward review in statewide broadcast, Shehu said: “We made a solemn commitment to the citizens of Kaduna State to run a people-centred, all-inclusive administration that shall leave no one or any part of Kaduna State behind. 

    “In response to the public outcry over the current fees being charged by tertiary institutions in Kaduna State and its effect on school enrolment and retention, I directed heads of tertiary institutions, in conjunction with the Ministry of Education, to obtain relevant information on the extant fees regime in state-owned tertiary institutions.

    “This downward review of the extant fees regime aligns with KDSG’s commitment to offer palliatives to cushion the effect of general rising cost of living in the polity, especially in the wake of recent petroleum subsidy removal in Nigeria.

    “The welfare of the people remains this administration’s topmost priority and the Kaduna State government shall continue to take all measures necessary to ensure access to free and qualitative education for every child in Kaduna State – from primary to secondary school; expand access to higher education; enhance teachers’ welfare and teaching standards: improve school infrastructure; build ICT competence in our students from basic education level; and intensify investments.”

    Breaking down the downward review of the fees, Governor Sani said: “The fees were reviewed as follows; Kaduna State University – current fee: N150,000 – reduction (%): 30 per cent – new fee: N105,000.

    “Nuhu Bamalli Polytechnic – current fee: N100,000 – reduction (%): 50 per cent – new fee: N50,000.

    “College of Education, Gidan Waya – current fee: N75,000 – reduction (%): 50 per cent – new fee: N37,500.
