    NLC wants El-rufai’s aide prosecute for thuggery

    The Nigeria Labour Congress ( NLC ) is demanding the arrest and prosecution of the Special Assistant to the Kaduna state Governor on Public Affairs, Mouktar Maigamo for allegedly mobilising thugs to attack workers during the mass rally organised by the Congress in Kaduna to protest the sack of teachers by the government.

    Not less than 10 hoodlums were reportedly arrested on Thursday in Kaduna while attempting to infiltrate the protesters armed with dangerous weapons.

    In a statement signed by the General Secretary, Dr. Peter Ozo-Eson, the congress is also demanding proper investigation and prosecution of all those arrested, while condemning the action of security agents for preventing several union leaders and members from entering Kaduna on the day of the protest.

    The Congress said the mass action against the sack of the workers has just started, pointing out that nobody can prevent organized labour from exercise the right to protest as enshrined in the nation’s constitution as the Supreme Court has already ruled on that.

    The statement reads: “we have been reliably informed that the thugs who were sent to attack workers during our mass protest in Kaduna on Thursday were led by the Special Assistant to the Governor of Kaduna State on Public Affairs, Mouktar Maigamo who was seen among the machetes wielding hoodlums as they moved towards the secretariat of the State Council of Nigeria Labour Congress in Kaduna.

    ‘Though we have also been reliably informed that 10 of the hoodlums were arrested, we insist that the Special Assistant must also be arrested. All those arrested must be prosecuted by security agencies. 

    “We condemn the security agencies for preventing several union leaders and workers from entering Kaduna city as all the entry points were occupied by heavily armed security agents. The actions of the security agents, ostensibly at the behest of the Governor, are clear violations of the fundamental rights of workers, like every other Nigerian, to free movement. 

    “Before the mass protests, we had informed all security agencies especially the Police and Department of State Security and what we expected of them was the provision of adequate coverage and security for the protection of workers participating in the procession and not to prevent entry of labour leaders and workers into Kaduna city.

    “For us, the actions of the police, army and other security agencies, who chose to act against the people on the orders of the State Government cannot and will not deter us from taking further mass actions against the illegal and irresponsible sack of workers in Kaduna State.

    “We are fully determined to ensure the recall of all the sacked workers and will not relent in our efforts as we will use every lawful means to compel El Rufai to reverse his anti-workers stance.

    “The mass actions just got started and nobody, group of persons or authority can stop us as peaceful protests are not only lawful but a fundamental right of the Nigerian people as guaranteed by the constitution and strengthened by the Supreme Court.

    “The only way the mass protests and strike can be stopped is by the Governor respecting the judgement of the National Industrial Court by reversing the sack of over 36, 000 workers.

    “We thank all the workers and our allies who participated in the protest march yesterday and reassure the Kaduna State workers of our continued support,” NLC stated.

    Corps members from three states to camp in Kaduna

    A total of 2,235 2017 batch ‘B’ (Stream II) corps members deployed to Kaduna, Niger and Kogi States by the National Youth Service Corps (NYSC) are expected to camp in Kaduna for the orientation exercise between Tuesday, 16th January to Monday, 5th February 2018.

    The need for the joint orientation course for the batch was not stated by the scheme but may not be unconnected to fewer number of prospective corp members deployed to these states – Kaduna 1,235, Kogi 500 and Niger 500.

    Assistant Director, Public Relations Department of the scheme, Sam Nkwopara in a statement said, the state has made adequate preparation to host these young Nigerian graduates at the NYSC permanent orientation camp, kilometers 16, Kaduna-Abuja highway by Sabon Gaya, Chikun local government area of Kaduna state.

    Kaduna State Governor, Nasir El-Rufai is expected to preside over the swearing ceremony for the course participants on Thursday, 18th January while Chief Judge of the state, Justice Tanimu Zailani will administer the Oath of Allegiance on prospective corps members.

    He however called on employers who desire the service of corps members deployed to Kaduna State to apply now stating clearly the number of corps members, course/discipline required and the welfare provision put in place for them.

    Orientation course is the first of four cardinal points of NYSC followed by primary assignment and community development service while passing out parade signifies the end of one year mandatory service to motherland by fresh Nigerian graduates whether schooled within or outside the country.

    Teachers in Kaduna divided over NUT’s strike order

    Teachers in the Zaria Education zone of Kaduna State are divided over the Nigerian Union of Teachers ( NUT )’s recent directive to them to proceed on an indefinite strike.

    The NUT in the state had directed them go on the strike to press home their demand for the reversal of the sack of 22,000 teachers by the state government.

    Investigation revealed that some teachers who passed the examination conducted by government reported for duty on Wednesday.

    A cross section of teachers said on condition of anonymity in some schools in Zaria and Sabongari Local Government Areas that they were coerced to report for work.

    “I am not here because I want to be here. I have reported for work for fear of victimisation. Government directed all those who passed the examination to come to work.

    “Actually, I am disturbed by the sack of my colleagues who could not get 75 per cent in the examination conducted by government.

    “But remember, examination is not a true test of knowledge; it is a game of luck. One can excellently perform in an examination but may not teach well.

    “I am appealing to government to invite the union for another round of negotiation toward making a head way in the lingering problem,” one of them said.

    Another teacher said he was only being a loyal citizen by following the instruction given to them by the state government to be in their duty posts.

    He said they were directed to write their names on the attendance register.

    He, however, sympathised with those who failed the examination and urged them to see what happened as part of their “destiny.”

    Other teachers claimed that they were in their places of work to satisfy their urge because staying at home would not give them clear picture of what was going on in schools.

    Some others who complied with the NUT directive said that would remain at home until all their demands were met.

    When contacted, Usman Rabi’u, NUT Chairman, Sabongari Local Government, said however that the union was not divided on the matter.

    According to him, some of the teachers were forced to report at their duty posts and leave.

    “I want to assure you that we don’t have a divided house, but we learnt that the Education Secretary had threatened to sack them if they refused to report for work.

    “Some just go to their schools to register and got away. That’s all, but we are appealing to our teachers not to panic. We are doing everything possible to protect their interest,” he assured.

    Rabi’u commended teachers in the area for complying with the strike order and urged them not to waiver “until justice is done.”

    He urged the state government to meet the demands of the union so as not to prolong the strike.

    Members of the Nigeria Security and Civil Defense Corps ( NSCDC ) were cited in schools monitoring the situation.

    The state government had issued a circular, threatening to sack any teacher who did not report to his/her duty post.

    PDP backs teachers’ strike in Kaduna

    The Peoples Democratic Party (PDP) on Wednesday said it was in support of the current indefinite strike by public school teachers in Kaduna State.

    The State Chairman of PDP, Mr Felix Hyat made the declaration in a statement signed by the party’s Publicity Secretary, Mr Abraham Catoh in Kaduna.

    He faulted the state government on its threat to sack teachers that joined the strike, stressing that strike was “a legal means for all civil servants to seek redress on the injustice presently meted out on them.’’

    According to the PDP chairman, the sack of the teachers was callous, insensitive and meant to increase the level of unemployment and poverty in the state.

    “The incessant sack of civil servants in the state, if allowed to continue unabated, would definitely lead to high rate of crime, social vices and would dampen the morale of civil servants in the state,” Hyat added.

    The PDP chairman also faulted the provision of N1 billion in the state 2018 budget to construct new legislative quarters after selling the ones on ground by the government.

    “We condemned this act in its entirety, for it is another ploy to fleece the resources of the people of our state of their collective commonwealth.’’

    Hyat also accused the state government of undertaking “fictitious projects and consultancy contracts’’ with no bearing or direct impact on the masses.

    On security, the state PDP chairman said Gov. Nasiru El-Rufa’i has demonstrated “ineptitude and lack of capacity to curb the insecurity challenge bedevilling the state.’’

    According to the chairman, the PDP would “reinstate all unjustly sacked civil servants’’ if elected in 2019.

    He advised the electorate to use their permanent voter card to vote out the APC government in the state in 2019.

    Reacting to the statement, the State APC Director, Media and Publicity, Mr Manasseh Istifanus said the party would not exchange words with the PDP.

    He however said the sack of teachers and other civil servants was part of ongoing reforms in the civil service.

    According to him, the state government would replace the over 21,000 teachers sacked with 25, 000 qualified ones that would add value to the education sector.

    On the N1 billion budgeted for the building of legislative quarters by the government, Istifanus dismissed the claim as mere “concoction’’ by the PDP.

    He stressed that the government had considered so many factors in arriving at the number of civil servants being disengaged, so as to rejuvenate and inject vibrancy in the state civil service.

    Ignore NUT strike, send pupils to school – El-Rufai to parents

    Kaduna State Governor, Mallam Nasir Ahmad El-Rufai has urged parents and guardians to send their children to school irrespective of the NUT strike action, noting that the second term has resumed and teachers are ready to teach.

    Addressing a world press conference in Kaduna on Tuesday, El-Rufai said that the strike was aimed at scuttling the ongoing education reforms, adding that the scripts of the 43,000 applicants who applied for teaching job has been marked and the result of the 25,000 teachers to be recruited would soon be released.

    The Governor, who spoke through the Permanent Member in the state’s Universal Basic Education Board (SUBEB), Alhaji Shehu Sani Othman, said that the state government has opened attendance registers for teachers across the state to check those who are absent from their duty post in accordance with civil service rule.

    El-Rufai reiterated that the strike action embarked upon by NUT is illegal, adding that he has directed education secretaries and school administrators to take count of teachers who resumed and those who did not for necessary actions. He, however, warned against politicising the educational reforms embarked upon by his government to protect the future of over 2 million pupils in the state.

    According to him, “Parents and guardians should send their children to school, the second term has begun already. The list of successful candidates who sat for the aptitude test for the recruitment of 25,000 primary school teachers would soon be released. The scripts of the over 40,000 applicants who sat for the examination has been marked and data entry is ongoing.The date for the oral interview will be announced as soon as the result is ready.”

    El-Rufai further stated that teachers who complied with government directive in some schools across the state were being chased out by NUT officials and sending pupils home, thereby, disrupting teaching and learning. He called on teachers in the state for their own interest, disregard NUT strike action and return to work.

    On National Industrial Court order, obtained by the Nigeria Union of Teachers (NUT) restraining the government from disengaging any teacher until the determination of the substantive suit before the court, Othman said that the unqualified teachers were sacked before the ruling.

    “Schools are supposed to resume academic activities on Monday, January 8, but the Nigerian Union of Teachers (NUT) has directed its members to embark on indefinite strike same day over ongoing reform in the education sector. Among steps taken to reposition the sector was the competency test organised by the state government to determined the effectiveness of teachers in which 21,780 failed and were disengaged.

    “NUT’s main agitation was to allow the affected teachers, who have no business in our schools having failed the competency test to continue to teach. But the Nasir el-Rufai government insisted that teachers that cannot pass primary four examinations must not be allowed near its schools if the future of over 2 million pupils in the state must be protected.

    “In fact, the NUT officials have gone as far as closing down Local Government Education Authority offices in some local government areas. The state government will not accept NUT’s use of force to drive away teachers in their lawful duty post. This is very disturbing because it is against Civil Service Rule to stop government official from discharging his/her official duty.

    “We are, therefore, informing union leaders and erring teachers that government will take appropriate action in accordance with the provision of the Civil Service Rule.”

    Reacting, Kaduna state Chairman of NUT, Mr Audu Amba, said he was not aware of any harassment of teachers by NUT officials.

    Enugu Police to honour 15 athletes

    No fewer than 15 athletes of the Nigeria Police are to be honoured for exemplary conduct by Enugu State Police Command.

    The Command’s Sports Officer, Ebere Amaraizu, disclosed this on Tuesday in Enugu.

    Amaraizu, who is also the command’s Public Relations Officer ( PPRO ), said that some of the athletes to be honoured were those who performed exemplarily in sports in 2017.

    He said the State Commissioner of Police, Mr Mohammed Danmallam, gave the directive.

    Amaraizu said Danmallam directed that a grand recognition ceremony be held to honour all sportsmen and women who made the command proud nationally and internationally in 2017.

    He said that the command’s athletes performed well in the last Police Games and the One Service, One Game ( OSOM ) involving all security agencies in Kaduna State in 2017.

    Amaraizu said that some players in the command’s football team, Crime Busters FC, also made the command proud at the just concluded National Nationwide League One ( NLO ) season in 2017.

    He also said that some athletes in track and field ( sprint ) as well as taekwondo also did extremely well in national and international meets in 2017.

    “This grand recognition and honour will help to encourage sports men and women within the command to put in their best in subsequent sporting events.

    “It will also encourage potential sport talents to come forward and display their God given talents for the betterment of the command.

    “We believe they will come forward since they know that they will get the full backing and support of the command, especially the commissioner of police,” he said.

    According to Amaraizu the ceremony will hold on Jan. 19 at the Senior Police Officers Mess, Agbani Road, Enugu.

    El-Rufai’ appoints heads of agencies

    Gov. Nasir El-Rufai of Kaduna State has approved the appointment of new heads of three government agencies in the state, a statement by his media aide, Samuel Aruwan, has said.

    Among those appointed is Alhaji Sani Abbas as pioneer Chairman of Kaduna State Mortgage and Foreclosure Authority.

    Abbas was the Chairman of the state Industrialisation and Micro Credit Management Board before the new appointment.

    The statement added that Mr. Ben Kure has been appointed as Executive Secretary of the State Emergency Management Agency.

    Kure was a former caretaker chairman of Jaba Local Government and Director-General of State APC Campaign Committee in 2015.

    Usman was until his appointment, the Executive Director, Operations of the agency and had served as maintenance engineer with Hilton Hotel, Abuja.

    Outrage spreads over Benue, Rivers, Kaduna killings

    Individuals and groups yesterday condemned the mindless killings that have taken place around the country since the eve of the New Year.

    No fewer than 17 people were killed in Omoku and three other communities in Ogba/Egbema/Ndoni Local Government Area Rivers State in the wee hours of January 1 as gunmen opened fire on innocent people in the communities.

    The Rivers incident occurred almost simultaneously as an attack by suspected Fulani herdsmen on residents of Guma and Logo local government areas of Benue State in which about 20 people were shot dead.

    The traditional ruler of Numana chiefdom in Sanga Local Government Area of Kaduna State and his wife were similarly shot dead by suspected herdsmen on New Year’s day.

    In separate reactions to the incidents yesterday, a former Minister of Science and Technology and pioneer Commandant of the Nigerian Army War College, Gen. Sam Momah; retired Commissioner of Police, Alhaji Abubakar Tsav and a retired army officer, Ayuba Mallo all condemned the killings.

    So also did the Chairman of Arewa Consultative Forum (ACF), Alhaji Ibrahim Coomassie; the Christian Association of Nigeria (CAN), Northern youths, Middle Belt youths and a Niger Delta leader, among others.

    In his reaction yesterday, Gen. Momah called on the federal government to carry out an immediate action that will convince the citizenry of their security.

    The government, he said, has to ensure that the culprits are apprehended and brought to justice to act as a deterrent to others.

    He also called on the federal government to put its weight behind the anti-open grazing bill that would ensure that herdsmen are restricted to ranches as against the current situation in which they roam around the country, causing avoidable tension.

    On his part, Retired Army Officer Ayuba Mallo, said it is unfair for herdsmen who are strangers in a particular area where they are grazing their herds to engage their hosts in hostilities. He called for the building of healthier relationship among everyone in the land.

    Tsav believes that the country is a serious situation where killings are carried out on children and pregnant women.

    “It is an appalling development,” he said. “And if we say that we should arm our people for retaliation, it will get out of hand and perhaps snowball into a full blown war.

    “So I suggest that the government sets up a commission of enquiry to unravel why the herdsmen that are killing people all over the place and thereafter ensure that the findings are implemented and the culprits are brought to justice to make way for a deterrent.”

    ACF Chair, Coomassie, Northern youths condemn Benue, Kaduna killings

    It’s unfortunate bloodletting—Coomassie

    Coomassie, the mouth piece of the Arewa Consultative Forum (ACF), in a telephone interview with one of our correspondents yesterday, described the bloodletting that is going on in different parts of the as “unfortunate”.

    He however asked the parties involved in the crises to sheath their swords and bring forward their grievances in the interest of peace and development of the states and the region.

    According to Coomassie, “the situation is extremely unfortunate and something must be done to address it. We in the ACF are particularly worried about the killings in Benue, which has persisted.

    “I have spoken to a very important member of the ACF, Senator (Joseph) Waku, who is there, to study the situation and come back to brief us, so that we see how we can come in.

    “Tribal clashes are not good for us in the north. We need peace and unity, which will propel our development. If we don’t have peace, we cannot be united, and if there is no unity, our governors cannot provide the desired development in their various states.

    “I urge the warring parties to in the interest of peace, unity, development and sacredness of every life, sheath their swords and present their grievances before the authorities.”

    The umbrella organisation of all youths in the north, the Arewa Youth Forum (AYF), expressed worries about the Kaduna and Benue killings, saying that they were mindless.

    National President of the forum, Gambo Gujungu, said: “AYF is worried about the mindless killings all over the country, especially those in Benue, Kaduna, Kwara and Rivers. Also that this carnage is taking place in the New Year. Our thoughts are with those affected.

    “We are even more amazed this is coming shortly after the extension of the tenure of the service chiefs. As such, it calls for serious concern.

    “Is this the good work that the President extended their tenure for?”

    Gujungu said it was time for the service chiefs to justify their continuous stay in office or give way to those that can bring out a security architecture that can protect Nigerians.

    “We expect the President to visit some of the states. And when he came to Kaduna, he should have commiserated with the people or even visit the area,” he said.

     

    Act now, CAN tells FG

    The Federal Government came under fire from the Christian Association of Nigeria (CAN) yesterday over the series of attacks by Fulani herdsman on farmers around the country.

    CAN President, Rev. Samson Ayokunle, said the government was not serious about putting an end to the crisis.

    Ayokunle who reacted to the killings by the Fulani herdsman through a statement he issued in Abuja, said government should act decisively before it becomes a national war.

    He said the Buhari government had failed to uphold the constitution which it swore to uphold “because they have failed in protecting Nigerians from the attacks of Fulani Herdsmen in the affected areas.

    “If they continue to allow Fulani herdsmen to be having a field day in killing people like this, is it not the Fulani alone that would remain that they would be governing? God forbid.”

    The statement reads in part: “There is the need for the government to act decisively on the rampaging Fulani herdsmen before it becomes a national war.

    “We in the Christian Association of Nigeria (CAN) are forced to make this press release on the continuous inhuman and wicked activities of Fulani herdsmen all over the federation who are going from community to community killing innocent farmers with impunity.

    “They have killed more people than the Boko Haram sect and almost displaced more people than them. We are now reaching a breaking point in our patience and toleration of this wicked impunity before degenerating to a civil war.

    “While the government has taken the battle to Boko Haram terrorists, the Indigenous People of Biafra, the Badoo boys, the Niger Delta Avengers and other groups, the government has not shown any serious willingness to checkmate the murderous Fulani Herdsmen. This to us is a betrayal of the confidence reposed in this government by Nigerians when they voted them into power.

    “We need to know why the intelligence units of all security apparatus we have in this country has not been able to discover the sources of supply of ammunition to Fulani herdsmen living virtually in the bush.

    “The Customs and the Immigration services together with the Police have case to answer. Who are the suppliers of these weapons?

    “If the murderous herdsmen are foreigners, as it is being claimed in some quarters, why did we allow dangerous foreigners into our country to come and kill us? Our government has a case to answer too.

    “We are therefore tasking the government of the day; the Executive, the Senate, the House of Representatives and all security agencies to rise up to their responsibilities, and  we equally call on all stake holders in this nation together for a solemn assembly that would address all these things and come out with lasting solution to these senseless attacks.

    “The international community cannot afford to be watching us without lending a voice to our cries to our government to checkmate the murderous Fulani herdsmen who appear not to care about the future of this nation.

    The Christian Association of Nigeria (CAN) is further appealing to the international community to come to our aid by providing relief for many in the hospitals and those that are displaced as a result of these attacks.

    “We urge all churches to set aside time this coming Sunday, January 7, to pray for Nigeria and for victory over the wicked killings of Fulani Herdsmen.

    Our nation can never be great in a state of insecurity and war as we are presently experiencing it. This government owes the entire Nigerians the responsibility of competent action, not just action by words of mouth.”

    Also, the Christian Association of Nigeria (CAN) in the 19 Northern States and Abuja condemned the attacks as did Governor Samuel Ortom of Benue State who vowed that no amount of intimidation from any quarters would stop the implementation of the law prohibiting open grazing in the state.

    Governor Nyesom Wike of Rivers State blamed international oil companies for encouraging the culture of violence in the state by giving lucrative contracts to youths who in turn spend the money on the procurement of weapons of terror.

     

    Buhari summons IGP over killings, gives marching order

    President Muhammadu Buhari yesterday met with the Inspector General of Police Ibrahim Idris behind closed doors over the nation’s security situation.

    As he did, the police arraigned six suspects at a Chief Magistrate Court 1, Makurdi,for their alleged involvement in the murder of  farmers at Akor village in Guma Local Government area of Benue State.

    IGP Idris, who spoke with State House correspondents after meeting with the President, said: “You know that any time we meet Mr. President, the area of discussion is how to have effective security in the nation.

    On Benue killings, he said: “You know I deployed my DIG there yesterday, and you know we have different stages of police. You have the AIG in Benue, the Commissioner of Police in Benue and all of them are putting their heads together to see how we address this issue of community problems in Benue.”

    Asked why herdsmen killings is escalating in parts of the country, Idris said: “Like I said, you know we have different levels of Police in this country. We have the Commissioner of Police in Benue, the AIG of Police in Benue, and yesterday I deployed my DIG operations there, and definitely we are doing all we can to see that we maintain law and order in all parts of the country.”

    On the belief that Police is being reactionary rather than proactive in respect of the killings, the IG, using Benue as example, said “you know most of these states where you have several languages, you know is an issue of communal misunderstanding.

    “I think what we should be praying for is for Nigerians to learn to live in peace with one another. I think is very important.”

    On the reaction of the President to his briefing and the new measures, he said: “Of course, every time we meet with the President, he gives a charge. He said that we should go and take care and ensure that we tighten our security.

    “There are so many measures. For instance, in Benue, we are going to deploy more units to support the efforts the Police is making in the state to ensure we have adequate protection to the men and communities and members.

    He also assured that the killings won’t repeat itself.

    Asked if the country is under-policed, he said: “I cannot say Nigeria is under-policed. We cannot be overwhelmed.”

    CAN seeks arrest of Kaduna, Benue violence perpetrators

    The Northern States chapter of Christian Association of Nigeria ( CAN ) on Thursday urged the Federal Government to arrest and prosecute perpetrators of recent killings in Benue and Kaduna States.

    The Chairman, Rev. Yakubu Pam, who condemned the attacks in a press statement made available to the News Agency of Nigeria (NAN) in Kaduna, said the government should also take proactive measures to curb future occurrence.

    It said the killing of the District Head of Numana in Kaduna state and 50 people in Benue was condemnable, disturbing and worrisome.

    “We call for calm in both communities and appeal to government to step up security not only in these victims’ communities but the entire country to forestall future killings.

    “CAN is disturbed by allegations of security complacency and should be thoroughly investigated by the government to assuage already frayed nerves.”

    The statement assured the government of the Church support and urged church leaders nationwide to calm their members and report any threat to security to law enforcement agencies.(NAN)
