God not responsible for Nigeria’s woes – Obasanjo

Former President Olusegun Obasanjo has said that God is not responsible for the problems militating against the development of Nigeria.

Obasanjo who spoke while chairing the 38th Kaduna International Trade Fair Seminar with the theme; ‘Promoting Public Private Partnership as Panacea for Accelerated Growth and Development’ said Nigerians must stop blaming God for the nation’s woes.

He  stated that Nigeria is where it is today is a question of leadership and not God.

According to him, “somebody came to me and said we need to pray to God and I said, for what? He said, so that God can do for us, what we cannot do for ourselves. And I said, no, let us stop troubling God, because God has done all we need for us, we only need to play our own part.

“But, if we must pray to God, our prayer should be that God should not take away all He has given us as a nation.

“God in His mercy has given us all the needed resources, both human and natural, but we have not been able to put them together and manage them effectively. The countries that have developed and are performing better are not better than Nigeria in terms of resources.

“One problem that must be corrected is the problem of leadership. This is because our leaders lack focus, commitment, continuity and sometimes proper knowledge about economic and development issues, hence we have not been able to achieve meaningful result.

“Another problem is that, we take one step forward and another step backward. Nigerian leaders must be tough and ready to bite the bullet, because Nigeria cannot have it easy. Until we get the right leadership, the problem will continue,” he said.

Registering his displeasure over inconsistency in policies, Obasanjo said, “I banned importation of toothpick in 1977, because it was the most stupid thing to import when we can produce it here. But, about 40 years after, one of the Presidents that came after me, I won’t mention his name, unmanned toothpick. Then, I put on my Babanriga and went to Abuja to express my shock about the policy, but to my greatest surprise, the President told me, he signed the document unbanning toothpick without reading it.

“Another thing is that, he came in saying he will generate additional 30,000 megawatts to the 3,500megawatts we left behind, and I told him, don’t trouble yourself, if you can add 3,000 megawatts to the one we left behind, you will receive the of awards. But, to my greatest shock, he couldn’t add one (1) megawatt before leaving office,” Obasanjo narrated.

Speaking on the public-private partnership, the former President emphasised that lack of synergy in public-private sectors is responsible for the set back in the nation’s economy and growth.

He said, “the public sector perceives the private sector as a profit making Industry that reaps where it does not sow, but in actual fact, they are two legs that when brought together can accelerate development in all sectors of the economy, he stressed”.

Obasanjo therefore said that, public and private sectors must work together to accelerate growth and development.

He said, “when we were in office, we privatized NNPC and sold to Dangote and partners, but the government that succeeded me revoked it and that is why till today, NNPC cannot work optimally.

“But, today the same Dangote that was denied ownership of NNPC is building a refinery that can produce in excess of what NNPC can produce and what Nigeria can consume. So, it means he will even export”, Obasanjo said.

Earlier in his lecture, the former Minister of Finance, Malam Shamdudeen Usman said, the reasons Nigeria is facing backwardness in economic growth and development, is the lack of continuity in governance and poor will by political leaders to complete projects started by their predecessor.

According to him, “delay in budgetary approval process and also padding of the budget attributes to the slow acceleration of growth and development experienced in the Nation”.

“Short term policies affected PPP projects across the Country due to inconsistencies in government. Though several governments gave high support to PPP, only President Olusegun Obasanjo’s administration recorded about 90% completion of PPP projects and they include the Garki hospital in Abuja, Lagos International airport, Port terminals, amongst others, he explained”.

“However, the Jonathan administration took a huge step in adpoting a 30years National Integrated Infrastructure master plan which targets core infrastructure in the Country, but noting much has been achieved so far”, he stressed.

“We are on the trail of the kidnappers; we will arrest and prosecute them,” Usman said.

He, however, did not say whether a ransom was paid for the release or not.

Governor Nasir El-Rufai has lauded the police for securing the victim’s release.

The gunmen allegedly kidnapped Prof. Peter Breunig, Mr. Johannes Behringer and killed two  locals.

To however forestall future incident, the Police have asked foreigners to request and obtain police escorts to protect them any time they are embarking on research, mining, and related endeavours outside the towns and cities across the country.

The police noted that the researchers went to escavation site with locales instead of the police escort assigned to them.

On the efforts made, the Force Spokesman, CSP Jimoh Moshood said yesterday in Abuja: "The Inspector General of Police (IGP), Ibrahim Idris concerned with the unfortunate incident of the kidnap of the two German Archeologist, in an excavation site at Janjala area of Kagarko LGA of Kaduna, deployed Special Police Forces comprising the Intelligence Response Team (IRT), the Technical Intelligence Unit (TIU), the Anti Kidnapping Unit, the Counter Terrorism Unit (CTU), the Police Mobile Force, Police Surveillance Helicopters and Special Investigation Team on kidnapping and terrorism Cases under the Command of the Deputy Inspector General of Police, Department of Operations to Janjala Village under Kagarko LGA of Kaduna State to search and rescue the two Germans unhurt and arrest the perpetrators.

Moshood further expalined: "Though the two Germans archaeologists have Police officers attached to them for their protection at the NOK Archaeology Research Project Centre, they did not go with the Policemen to the excavation site where they were kidnapped.

" Two locals in the company of the German archaeologists were killed during the kidnap attack.

"We have the prohibited firearms and the ones that people can use for gaming and others that are restricted but even then, they are suppose to obtain licence. He said they should mop it up.

"The crisis within the sub-region is a problem to Nigeria because there is conflict in Libya, part of Sudan, we equally have in Central African Republic and we have problems of insurgency. We are mindful of these facts and that is why the IGP has directed that the arms be mopped up.

On whether the kidnappers have contacted families of the victims, the police said: "the IGP acted promptly because the kidnap was done early hours of Wednesday and as I speak, Police helicopter is on ground surveying, combing all the mountainous difficult terrain to ensure that we rescue these victims.

"For the purpose of the safety of the victims, I won't divulge what we have achieved so far so that we can have success without delay. The IG has howver assured that they would be rescued alive.

A source close to the investigation told The Nation that kidnappers are yet to contact families of the victims.

He said : "the team are already in Kaduna and we are still working on tracking the kidnappers. The kidnappers are yet to contact us or families of the victims and that is what is stalling us".

  • El-Rufai/Sani feud tears Kaduna APC apart

El-Rufai/Sani feud tears Kaduna APC apart

Governor Nasir El-Rufai of Kaduna State and Senator Shehu Sani (Kaduna Central District) are locked in a supremacy tussle. The fight is over who controls the soul of the party, ahead of the 2019 general elections. Assistant Editor LEKE SALAUDEEN examines the issues that must be addressed for peace to prevail in the troubled All Progressives Congress (APC) chapter.

The rivalry between Governor Nasir El-Rufai of Kaduna State and Senator Shehu Sani (Kaduna Central) has polarised the All Progressives Congress (APC) in the state. Analysts believe the face-off between the two APC chieftains is a fall out of the crisis engendered by the 2015 governorship primary. Both El-Rufai and Sani had governorship ambitions, but Sani was pressurised to step down for the incumbent governor against his will. Since El-Rufai took over the reins of power, Sani has been critical of his administration, despite the fact that both of them belong to the same party. Pundits say the crisis has to do with ego.

Analysts say the current crisis is being fuelled by the winners take-it all policy of Governor El-Rufai. For instance, the governor was alleged to have considered only members of his group for political appointments. They say even party offices that became vacant as a result of political appointments were arbitrarily filled by the governor without conducting election as required by the APC Constitution. Other stakeholders sidelined are also crying for justice for peace to reign.

Sani confirmed the genesis of the crisis. He said: “I never intended to contest for the Senate; I wanted to contest for the governorship and I opened offices in Zaria, Kaduna and Kafanchan, and later there was pressure on me that I should step down. Politicians came to meet me that I should step down and allow El-Rufai to contest, because they said he was the favourite of the president.

“I pulled back and said I wanted to contest for the Senate, but there was a sitting senator, General Saleh and I had to evict him during the primary election. I told them in black and white that I didn’t have money to give any delegate, and if they feel okay with my principles, then let them vote for me, but if my principles are not right for them, let them go and vote for the same person that was occupying the seat. They voted for me and I removed an incumbent senator. So, I didn’t contest against a vacuum.”

Sani, a social crusader before entering politics, explained that when he got the Senate ticket, there were two major candidates in the Kaduna governorship race, El-Rufai and Isa Ashiru. According to Sani, the two of them had senatorial aspirants that contested the primary against me. He added: “El-Rufai supported General Saleh, while Ashiru was behind Sani Suleiman.

“I did not have the backing of any of the governorship candidates, but I thrashed the candidates of both El-Rufai and Ashiru. The El-Rufai that won the governorship ticket in Kaduna won it with 1,000 votes and I won one senatorial zone with 920 votes. If I had contested the governorship primary, there was no way I wouldn’t have emerged; it’s not possible. So, I sacrificed that and I contested the Senate and I won.”

But, a chieftain of the APC in the state who spoke on condition of anonymity dismissed Sani’s claims of being pressurised to step down for El-Rufai. He said President Muhammadu Buhari did not influence the governorship primary in any way. If El-Rufai is close to Buhari, you can’t fault him for that. Sani too is closer to some political big wigs. What I am saying is that Buhari didn’t win the ticket for him. I think the senator should desist from dragging President Buhari into his personal problem with El-Rufai.

He added: “If Sani was sure of winning the primary, why did he withdraw and settle for the Senate seat? I think the senator should forget about his bitterness over the 2015 governorship ticket and join hands with the governor in his efforts to develop the state. Sani is carrying his bitterness too far. His open criticism of El-Rufai’s government has been extended to the APC-controlled Federal Government. He plays the role of the opposition leader in the Senate. You can disagree within the party on any issue, but not outside; that is the hallmark of collective responsibility in democracy. Sani’s utterances have portrayed the APC as a party without discipline. He is  not attacking Buhari and El-Rufai, but the APC; the platform on which he was elected to the Senate.”

But, Sani insisted he didn’t withdraw from the governorship race for fear of defeat. He said: “El-Rufai defected from the Peoples Democratic Party (PDP. He came to the APC with their destructive tendencies. His ideas are in conflict with our party’s manifesto. He has also crippled the APC in Kaduna. Those who follow him are not people of honour.

“He can’t intimidate me, because I was elected by the masses of this state, but he gave money to scale through the party primary. He waited for President Buhari to raise his hand for people of Kaduna State. That can’t happen again. The days of President Buhari’s grace is gone. Kaduna voters will vote with their eyes wide open, according to individual performance.

“Whoever thinks he can silence me does not know my history. I have fought for democracy for over 30 years. El-Rufai has no capacity to confront me. And his men cannot suspend me from the party. How can a tenant sack his landlord?”

The crisis reached a crescendo when Sani was suspended from the APC in January 2016 by his Tudun Wada ward constituency. The ward executive said it took the action to suspend the senator, because he had made statements that allegedly violate the rules of engagement of the party, factionalised the party, and allegedly engaged in anti-party activities by criticising openly the policies of Governor El-Rufai. It noted that “hardly a week passes that Sani’s group would not be on air criticising and challenging the enduring legacies of Malam El-Rufai; that his statement on national issues is not in conformity with that of the Federal and Kaduna State governments.”

The suspension had since expired on Friday, December 2, 2016. But, to the consternation of Sani’s supporters, he was again slammed an indefinite suspension. Curiously, on that day, some youths allegedly sponsored by El-Rufai’s Special Adviser on Political Matters, Malam Uba Sani, attacked Sani’s family house in Tudun Wada. The following day, Sani’s constituency office was again attacked by those suspected to be loyalists of the governor.

Reacting to the development, Sani said: “What is happening today in Kaduna is shameful and sad. It is unfortunate that Kaduna Central is the most dangerous place to live today in Nigeria, because the governor has abandoned his responsibilities and decided to channel all his energy to fighting Senator Shehu Sani.”

Defending the government, Uba Sani said: “It has become imperative to set the records straight. Everyone has known that it is Shehu Sani that has spent 18 months attacking the governor personally and opposing every government policy. The state government has ignored his tantrums, while the party has acted to uphold discipline.

“Shehu Sani should keep the government out of his woes. We are beneficiaries of democracy and we champion an open society. We respect democratic values and will never resort to unconstitutional means of settling differences. He should be careful not to make wild and unsubstantiated claims.” The Special Adviser advised the senator to stop his political tantrum and grow up from being childish, adding Sani was only roaring because of his suspension from the party.

Observers said the suspension of Sani had been predicted weeks before the hammer finally fell on him. What puzzled them, however, was why the senator ignored the danger signals ahead and decided to continue his criticisms of policies and actions of government.

According to one analyst, the senator’s posture was due to the fact that some powerful forces within the party are behind him and that any attempt to further stretch the mark of humiliation against him would elicit reactions from that quarter. He said even though the forces backing the senator cannot be identified, it is clear the forces against the senator  are not willing to engage him in a fight all alone and had to apply tact in dealing with the issue, so as to gain the sympathy of the party leaders at the national level.

He recalled that when Sani began his criticism of the El-Rufai administration almost, immediately after it was inaugurated, the governor and his team were quick to react. But, they later changed tactic and began to ignore whatever was coming from the senator. A source close to government said the action was deliberate, in order not to glorify Sani; it was decided that the governor should rather concentrate on governance as a way of shaming his critics.

At a point, the APC national secretariat intervened when it quashed the earlier suspension slammed on Sani. A high-powered delegation led by the party’s Northwest Vice Chairman, Alhaji Inuwa Abdulkadir, sued for peace between the feuding parties.

In spite of this move, some APC stalwarts are not impressed with the role of the national secretariat.  One of them, Alhaji Isa Ibrahim, put the blame squarely on the doorsteps of the party’s National Chairman, Chief John Odigie-Oyegun. He said: “When you cannot manage a party at the national level, how can you resolve crisis at the state level. I don’t know of any other position apart from that of the National Publicity Secretary that became vacant since the APC assumed office that has been filled. The situation is similar here in Kaduna. The party chairman is the Deputy Governor. It is not normal.

Ibrahim said a lot of people are not happy with the governor, because of his failure to carry everybody along in the governance of the state. He said: “The crisis in Kaduna APC is larger than what you can see; it goes beyond El-Rufai and Sani. The truth is that a lot of people are not happy with the governor. If the state chapter of the party could go ahead with a suspension purportedly quashed by the National Secretariat some months ago, it is a clear sign that the headquarters is not in control.”

Expressing a similar view, an APC chieftain in Kaduna State, Alhaji Suleiman Saleh, blamed the leadership of the party in the state for its failure to comply with the party’s constitution. According to him, the party’s constitution makes it clear that when a position becomes vacant, there must be an election to fill it.

Saleh also faulted the dual positions of the state chairman and the deputy governorship being held by the same person. His words: “The State Chairman of the APC is the Deputy Governor. The secretary of the party was appointed a commissioner and is now the chief of staff to the governor. You can see that the flagrant disobedience of the party’s constitution became a challenge right from the onset. If the vacant positions were legitimately filled, we won’t find ourselves in this problem.

“The way forward for us in Kaduna APC is reconciliation. What is happening now is not a war, but a campaign of violence. It has been difficult to bring the two leaders together for reconciliation, because the leadership of the party is being controlled by the governor. But, the stakeholders have drawn the attention of the party leadership to the inherent danger it portends towards 2019. It is time to put our house in order. Those who can call the governor and the senator to order should do it now.”

Analysts believe the leadership of the APC at the national level must step in immediately to save the party from a major catastrophe in 2019. They also advised the two principal actors in the crisis — El-Rufai and Sani — to shed the toga of arrogance and impunity by engaging in the rule of the game, as outlined in the APC Constitution, for peace to reign in the party.

  • Kaduna: Gunmen kill two, kidnap German professor, others

Unknown gunmen suspected to be kidnappers on Wednesday killed two persons, including a local hunter, as they abducted a German archaeologist, Prof. Peter Breunig and his associate, Johannes Buringer at Jenjela village, in Kagarko local government of Kaduna State.

The professor is the leader of a four-man team from the University of Frankfurt, Germany working in Nigeria in collaboration ‎with the National Commission for Museum and Monuments and other institutions on the relics of Nok culture in Nigeria.

The two ladies who are members of the team were however not taken by the abductors.

An eye witness who was part of the team working in collaboration with Germans said the incident happened when they had resumed for work at a site at Jenjela village and had started working when five gunmen appeared from the bush and ordered them to lie down.

Bloody Christmas: 10 killed in fresh attack in Kaduna

“They started coming one after the other, the first two with machetes then the others with heavy guns. There were many people at the site who were working so they ordered us to lie facing down and shot into the air in order to scare people‎.”

“It was at that point that they asked the professor and his associate to follow them and they led them to the other side of the road, made them cross the road to the other side from where we were and began to lead them further into the bush.”

The eyewitness said at that point they were able to do get up and to witness what was going on.

He said: “One of us who is a hunter who they snatched a phone from asked us to go after the men but only one of us followed him and the two men crossed the road chasing after the gunmen.

“When they realised that the two men were following them, they turned and opened fire killing the hunter and the other man.”

‎The eyewitness said the matter has been reported to the police at Kagarko.

Southern Kaduna: Gunmen kill 21 in fresh attacks

No fewer than 21 persons have been reported killed in fresh attacks on villages of Kaura and Jema’a Local Government Area, in the southern part of Kaduna State.

The state government on Monday confirmed the renewed attacks, as it said  that the Garrison Commander of the 1 Division of the Nigerian Army and the state’s Commissioner of Police have relocated to the troubled areas.

The Nation gathered that, gunmen suspected to be Fulani herdsmen, despite presence of security agents deployed by the federal government to end the incessant killings in the area launched attacks on four communities, killing 21 people.

Many houses were also reportedly set ablaze during the Sunday and Monday attacks on Ashim, Nissi and Zilan in Atakad District, Kaura local government and Bakin Kogi in Goska District of Jama’a local government.

  • Police disperse Shi’ites protesters in Kaduna

As followers want Ag. President to release Zakzaky

Members of the Islamic Movement in Nigeria on Thursday staged another protest in Kaduna, calling on the Acting President Prof Yemi Osinbajo to obey a court order and release their leader, Sheikh Ibrahim El-Zakzaky.

Meanwhile, men of the Nigeria Police who were obviously on alert quickly moved to the scene and dispersed the protesters.

Kaduna State Government had banned protest in the state considering the security challenges in the state.

The protesters carrying posters of Sheikh Ibraheem Zakzaky with inscriptions freeZakzaky on them called on the Acting President, Professor Yemi Osinbajo to set a good precedence by obeying the court order in his position as a professor and a SAN by releasing Zakzaky.

The leader of the protesters, Sheikh Qasim Umar in his speech quickly delivered before the arrival of the police said, the Islamic Movement in Nigeria is the most oppressed community in recent Nigerian history.

According to him, “Within 48 hours the Nigerian army massacred over 1000 unarmed civilians in Zaria in December 2015. Where in the annals of Nigerian history has such a tragedy taken place, without the leadership of the country battling an eyelid of concern?

“The atrocities committed by the Army are the first of its kind by any national and supposedly well-trained army. Where in the world are soldiers seen burning people alive? But they burnt the senior Sister to Sheikh Zakzaky and several others alive. Where in the world are soldiers videotaped pouring petrol on corpses and burning them? They burnt hundreds in Zaria, which is why probably the Kaduna state government was only able to document the death of 347 people at the hands of the Nigerian Army. Where in the world are soldiers involved in burying hundreds of people in a mass grave in the middle of the night, if not in Mando, Kaduna under the full consent of the state Governor?

“To date, over 200 members of the Islamic Movement are known to be languishing in jail, some with various degrees of gunshots, yet the perpetrators of the violence against them are moving about freely as if nothing untoward has happened. And there are some hundreds still believed to be in secret detention centres of the security services since they have gone missing after the Zaria massacre.

“Not only that, he Kaduna Sate Governor has the temerity to even declare that the Islamic Movement in Nigeria as an unlawful society, after all the constitutional rights of freedom of assembly and freedom of religion and association. Now under such an obnoxious state dozens of others are in jail simply because they were arrested in a black attire, allegedly worn only by the Shias.

“The most intriguing aspect of the oppression visited upon us is the continued detention of our leader, Sheikh Ibraheem Zakzaky and his wife, even after a Federal High Court order to release them. Where in the world is a democratic government contemptuous of its courts if not the present administration in Nigeria?

“The above reasons and many more that space will not allow us to mention will definitely make us pour on to the streets peacefully to demand justice. This is our right, and nobody will deny us this right. We call on the general public and the international community to bear witness to this calamitous oppression against us as a community. Zaria massacre and its after effects in other states can’t be pushed under the carpet because there are many thousands living witnesses to it.

“We, therefore, will like to draw the attention of the present Acting President to the court order on the release of Sheikh Zakzaky and his wife. As a Professor of law, we hope he will use his good office to terminate the flagrant disregard to the court order displayed by the ailing President,” he said.

  • SAA won’t fly to Kaduna

    SAA won’t fly to Kaduna

South African Airways (SAA) won’t fly to Kaduna airport, the alternative provided for use during the six-week period the Nnamdi Azikiwe Airport in Abuja will be shut for runway repair.

SAA joins British Airways, KLM and Air France in rejecting the proposal to divert flights to Kaduna from where passengers will be taken by bus on a journey of about 250km to Abuja.

The reason behind refusing the alternative and circuitous route, was that it included an extra three-and-a-half-hours of travel time on a road notorious for accidents and kidnapping.

SAA spokesperson Tlali Tlali said SAA regretted any inconvenience to SAA customers.

“As a network carrier, we considered an option to fly elsewhere in Nigeria during the repair works. However, such an option did not prove viable for us given its implications on our network as it would impact on aircraft availability and connectivity for our passengers,” Tlali said.

Army opens operation base in Kaduna

The Chief of Army Staff (COAS), Lt.-Gen. Tukur Buratai, at the weekend laid the foundation stone for the Forward Operation Base (FOB) of 2 Battalion in Zango Kataf Local Government Area of Kaduna State.

The Army School of Artillery in Kachia council was used as the military formation in Southern Kaduna.

Gen. Buratai said the Army would ensure peace and security in Nigeria, adding that the need to end incessant herdsmen/farmers clash informed setting up the base.

He urged Nigerians to co-exist peacefully.

Governor Nasir El-Rufai vowed to end the incessant crisis, saying those sponsoring it will be brought to book.

“Whether they are my children or relations; Muslim or Christian; someone will be jailed to end the crisis,” El-Rufai said.

During an earlier visit to the Emir of Jama’a, Alhaji Muhammadu Isa Muhammadu, Buratai directed troops in Southern Kaduna to move deep into the forest to fish out perpetrators of the violence.

The COAS also visited the Chief of Kagoro, Dr Ufuwoi Bonet, and appealed to the monarch to help in ending the crisis.

At Ninte, the scene of the most recent clash, Buratai addressed troops of 101 Special Force and urged residents to live in unity.

He called on traditional rulers and other leaders to join efforts to bring peace to the area.
