  • Kaduna SUBEB gets Certificate of Credence

    THE Kaduna State Universal Basic Education Board (SUBEB), has been awarded a certificate of credence by the Centre for Ethics and Self Value Orientation, an international non-governmental organisation (NGO), for its outstanding qualities in the administration of primary education in the state.

    Presenting the award to SUBEB Chairman, Mr. Ishaya Dary Akau, at the board’s head office, the Executive Director of the NGO, Prince Saleh Musa Yakubu, said the organisation’s primary responsibility is to expose corruption and corrupt leaders.

    He said after probe of the Ministries, Departments and Agencies (MDGs) in the 23 local government areas of the state, SUBEB was found to be outstanding in its dealings.

    “Kaduna SUBEB has been found to have a transparent and effective quality control mechanism in contracts awarded and schools administration. In our investigations, we also found out that SUBEB is the most ethically responsible MDAs in the state,” he said.

    He continued: “We are engaged in giving the public ethical education and value orientation. We do not patronise criminals in public offices. But while we go after corrupt individuals with the intent to expose their corrupt activities, we reward Nigerians found to be doing the correct thing without their consent. We do so by going down to the interior, meet traditional rulers, students, teachers, conducting opinion polls, visiting projects, raising questionnaires, and drawing an objective conclusion before awarding an individual or organisation found worthy.”

    According to Yakubu, the organisation is self reliant through membership subscriptions, unsolicited support from individuals, who are happy with the NGO activities.

    “SUBEB has demonstrated transparency  under the leadership of Mr. Ishaya Dary Akau as the chairman, and we found him worthy of the award,” he said.

    Responding, Akau said he was humbled by the presentation leading to the award, adding that he would not have succeeded without the support of the entire workers.

    He said the mission of SUBEB is to always work together with other stakeholders in order to prepare children to be self reliant and lifelong learners.

    According to Akau, if the right action was taken at the basic level of education, it would not have resulted in the failure experienced at secondary and tertiary institutions.

    He said: “If pupils were well taken care of from when they were small, they would have grown up to be a better person in life. We are doing our best and we will not relent. To me, the award will further ginger us to intensify efforts and build on our achievements and successes.”

  • Residents panic as gunmen kill policeman in Kaduna

    Residents of  Makarfi road in Rigasa, a suburb of Kaduna metropolis, were last night thrown into confusion when suspected gunmen shot dead a policeman .

    The Nation gathered that the incident, which occurred few minutes after 8 pm, sent residents scampering for safety when they heard the gunshots.

    According to sources in the area, the policeman was shot by the gunmen who trailed him to his house.

    A source said: “Nobody knows who they were or where they came from. Only gunshots were heard and when we checked, we saw the policeman in a pool of his own blood.”

    Police spokesman Aminu Lawan  confirmed the incident.

    Kaduna youths endorse former SSG for governorship poll

    A coalition of youths from across the 23 local government areas of Kaduna State, under the auspices of Southern and Northern Kaduna Political Awareness Forum, Friday, endorsed the former Secretary to the state Government under the late Sir Patrick Ibrahim Yakowa, Alhaji Samaila Lawal Abdullahi Yakawada for the 2015 governorship election in the state.

    In a statement made available to The Nation and signed by the Chairman and Secretary of the Forum, Monday Maida and Illiyasu Mohammed respectively, the Forum lamented the dwindling fortunes of the state, pointing out that what is needed at this point in time was a sound and articulate leader to drive the developmental fortunes of the state.

    They explained that after due consultation with some commissioners and special advisers in the present government, they have come to the conclusion that certain pragmatic and articulated individuals with the needed impetus to drive the transformational fortunes of Kaduna State need to be identified and encouraged to join the race for the political salvation of the state.

    They said, “we can confidently say that the unfolding days we are witnessing in Kaduna state is a bad harbinger of anything that’s far from cheering, and we are at pains to point out that if things continue they way we are seeing, we will end up being the subjects of developmental jokes among other states.

    “The requisite strategies necessary to push this state forward is now lacking, instead, what is in full display is a bewildering and careless youthful exuberance boosted by a retinue of egoistical praise singers high on something other than patriotism or the drive for development.

    “It is glaring from the forgoing that our initial apprehension about the competence of the current handlers of the state is gradually becoming true. Of particular concern is the nonchalant attitude to key issues like security. This can neither be accepted nor condone by those who have turned it into a political issue waiting for the next incident to happened, so that more political statements and posturing can be made.

    “Those who are supposed to concretize a viable solution to it, like Nero, are fiddling with their harp, same with almost all sectors of the state. Consequently, the group said, they are asking people with proven track record to show interest in the gubernatorial contest of the state.

    “We are constrained to begin asking those with the requisite pragmatic capabilities, who have always won elections with proven records of achievement and service to humanity, to step out and throw their hats into the ring and we the youths of Kaduna state will carry the news far and wide.

    “Consequently, we have identified Alhaji Lawal Samaila Yakawada as one of those with the requisite maturity, experience and mass-based appeal to move this state forward. A detribalized Nigerian and a grassroots mobiliser that has successfully built bridges of brotherliness across the divides of the state.”

  • Kaduna spends N4.7b on pension, gratuity

    Kaduna State Government  said it had spent N4.7 billion on pension and gratuity liability.

    Governor Mukhtar Yero made this known during the distribution of cheques to retirees and families of pensioners in the 23 local governments, local education authorities, Emirate council and chiefdoms in the state.

    According to the Governor, “As at July 2014, I am proud to inform the general public that, we have settled all pension and substantial part of gratuity liabilities totalling N4,747,917,247.52. The balance now left is N1,171,571,663.71 for gratuity, which will be paid as the state finances improve.”

    Yero said his administration inherited huge liabilities of pension arrears for Local Governments pensioners which kept increasing as a result of implementation of the various salary structures and high number of people retiring from the service.

    “This became a major concern of Government considering the plight and the hardship being experienced by the retirees and next of kin of the deceased families.

    “To ameliorate this suffering, the government has resolved to step up action towards cushioning the effect, in spite of paucity of funds in the State.”

    The governor said the state had increased its monthly contributions from N13 million to N65 million, while the 23 local government Councils from N121.8 million to N400.8 million.

    However, 1,080 beneficiaries received cheque worth N642.5 million as accrued pension, death benefits, retirement benefits, pension arrears and arrears for verified pensioners.

    Bank of Industry, Kaduna seal pact to boost SMEs

    The Bank of Industry (BOI) and the Kaduna State Government have signed an agreement to raise N1billion Entrepreneurial Development Fund (EDF) to boost the operation of small-scale businesses in the state.

    This is even as the development bank put the total loan portfolio to small and medium enterprises (SMEs) in Kaduna State till date at N23.6billion.

    Based on the term of the agreement, the Kaduna State Government raised the sum of N500million, while BOI matched it up with another N500million, totalling N1billion.

    The fund, which would be given out as soft loans, is aimed at empowering small businesses in the state to, among other things, enable them process the abundant agricultural products that abound in the state, thereby arresting the colossal post-harvest losses occasioned by lack of crop preservation capacity.

    Speaking during the signing of the MoU, the managing director, Bank of Industry, Mr. Rasheed Olaoluwa, stated that the pool of funds which would be given out as loans to SMEs operators would help to boost commercial activities in the state.

    Apart from helping to empower the people of Kaduna State, the MD also noted that the injection of the fund would have multiplier effect on the people of the state while complementing the poverty reduction programme of the present administration.

    Apart from the N1billion loan deal, Olaoluwa said the bank had given out N23.6billion soft loan in support of small businesses in the state.

    He expressed the commitment of the bank to continue to help small businesses not only in the state, but also across the 36 states in the country, including the Federal Capital Territory (FCT), adding that that was the surest way Nigeria could consolidate its status as the economy hub of Africa.

    Beggars invade Kaduna streets

    They lined up the street along the busy Abeokuta Road, close to the Ansarudeen Mosque. They are in a sitting position, but not praying like many others who visit the Mosque. They seem to care less about the heavy traffic on the road and many other spots where they gather.

    These are aged people who have taken begging as a hobby and have refused to leave the streets. Many of these beggars have been on the street for several years and getting them off the street has become a difficult task.

    While many of them sleep on the sidewalk of major roads, others are brought out daily by their grand children to beg for alms, taking advantage of the fact that alms-giving is a mandatory obligation for both Islam and Christianity.

    While some of them are physically-challenged, some others are healthy people who chose begging as a profession. Some of them are also found during heavy traffic hold-up; with little kids running after moving vehicles begging for alms. Many of them are also found in places of worship and special events begging. Many believe that they are encouraged to embark on the exercise since many people respond to their demand for alms. Those who hold this view argue that the kind-hearted nature of Nigerians has encouraged the phenomenon which they described as embarrassing to Nigerian society.

    Investigations revealed that several of them have fallen victim to some of the violence that have erupted in Kaduna in the past.

    After the unfortunate Sharia crisis in Kaduna State in 2000, the government decided to build a permanent structure for the beggars in order to enable them to stay away from the streets. It was also gathered that effort was made to ensure that some of them who are strong enough go to the Kaduna State Rehabilitation Centre to learn some trade.

    Some rejected the idea while many of them chose to stay in the apartment provided for them inside the first-ever beggars’ colony which was provided for them along Kano Road in the heart of the city by a public-spirited Nigeria.

    It was further gathered that the state government supported the initiative and placed the colony under the watchful eyes of the State Ministry of Women Affairs and Social Development.

    However, it was engulfed by fire a few years back. Some of the beggars died as a result of the fire outbreak. But it was rehabilitated by Hajia Asmau Makarfi who was then the wife of the then Kaduna State Governor.

    The Senator representing Kaduna Central, our correspondent gathered, also donated a structure in addition of the existing one as part of efforts to keep them off the street.

    Even though the efforts yielded results, they were short-lived, as many of them have returned to the streets, refusing to stay there any longer. Some of the beggars who spoke to our correspondent argued that the place was only provided for them as a way of keeping them away from members of the larger society.

    They further argued that by keeping them in the colony, the usual alms they get from people would no longer be available. They maintained that very few people follow them to their new home to assist them.

    Others accused the state government of dumping them in the home and turning its back against them. One of them who identified herself as Maryam claimed that she has been behind the Kano Road Central Mosque for several years, adding that though they are physically-challenged, they are aware of the fact that there is limit to which they can go.

    She said: “We are physically-challenged and there is a limit to which we can go to cater for ourselves and our families. The government that brought us here has forsaken us. They only come to the house when they want to score cheap political points. We are left with no option than to come back to the streets and seek for a means of livelihood.”

    Former Chairman of the Joint National Association of Persons Living with Disability in Kaduna State, Rilwan Abdullahi Mohammed dismissed the claim that the beggars’ colony was set up to keep them away from the street. He said the colony was set up to provide accommodation for most of the beggars who have no home of their own.

    He told our correspondent that the Mohammed Namadi Sambo administration in the state made an effort to evacuate the beggars from the street. Even though that exercise was carried out by government, he said there was no official statement to that effect that they should stay off the streets and remain at home.

    He accused government of not being able to distinguish between beggars and those who are physically-challenged, adding that a person can be physically-challenged and yet, not a bigger.

    He said: “All members of Joint National Association of Persons Living with Disabilities are trained in different skills and some are happily settled with their families. So, it is the fault of government to take all physically-challenged persons as beggars.

    If you go to Kano Road, the large number of people you see begging there are elderly people and the same thing applies to other spots within the metropolis. So, if the government is really serious, they should provide home for the elderly people as being done in advanced countries.”

    Some residents of the metropolis who spoke to our correspondent accused the government of not having the political will to rid the streets of beggars. Some of them noted that if government is interested in keeping the beggars off the streets, they should have made serious effort to make the beggars’ colony habitable for them.

    Investigation revealed that the colony where many of them are staying stinks and has remained largely unkempt and unhygienic. Some people, however, argued that it has been difficult for the government to keep them at the beggars’ colony to learn some trade at the rehabilitation centres largely because many of the beggars are either not indigenous to the state or are believed to be too old to learn any trade.

  • Gunmen open fire on worshippers in Kaduna

    One person was killed and several others injured when unknown gunmen opened fire on worshippers during Sunday service at a Catholic Church in Ungwar Pau-Pau in Kachia Local Government Area of Kaduna State.

    The incident happened in the early hours of yesterday when the gunmen invaded the church during the service, shooting sporadically.

    Eyewitness said one of the youth guarding the church was killed. Several others injured are reportedly receiving treatment at various hospitals in the area.

    Kachia experienced a religious clash in May, 2014, following destruction of a fence on a land owned by the state government. Muslims in Kachia use the land as Eid prayer ground.

    Many people were killed during the incidents, while churches and mosques were also burnt.

    In yesterday’s attack, the eyewitness said:”They came with sophisticated weapons shooting and one person died instantly while several others injured have been admitted at various hospitals. Church Mass was ongoing when the gunmen came and started shooting.”

    Another resident, Mr. Timothy Gomel, said: “Military personnel came and asked some of our youths to lead them to where the attackers retreated through. As I am talking to you, they are combing the bush.”

    Though Chairman of Kachia Local Government, Peter Agite could not be reached as at the time of going to the press, his deputy, Alfred Alfred confirmed the incident to reporters.

    Bond Issue: Oyo, Kaduna appoint Sterling as receiving bank

    The governments of Oyo and Kaduna states have appointed Sterling Bank Plc as receiving bank for their bond issuance programme.

    Oyo State is raising N5 billion, while Kaduna State is raising N15 billion. The bonds are being raised  to generate funds for development projects.

    Sterling Bank’s Head of Structured Finance, Mr. Lanre Olalusi who made this known in Lagos at the weekend said the choice of the bank may have been influenced by its track record in collections.

    For instance, he said Sterling Bank collects Visa fees for the British High Commission, French Embassy, Dubai and the United Arab Emirates (UAE).

    Similarly, he said the bank collects school fees in conjunction with Interswitch using the Paydirect platform.

    Olalusi also noted that the bank’s adherence to rules as specified by the regulatory authorities based on antecedents, transparency and professional service delivery in a timely manner also stood it out as a financial institution of choice for the programme.

    His words: “The antecedents of Sterling Bank in this business are unparalleled. This business is all about experience, deep understanding of the terrain, sincerity and trust.

    “Sterling Bank has demonstrated all these qualities in similar transactions. The issuing houses also look out for banks with rich experience in the business and they are comfortable with Sterling Bank based on our past experience. For instance, Sterling Bank handled a similar responsibility for Wema Bank during its capital raising exercise and it was a huge success”.

    While assuring that the bank would provide the necessary support to the issuing house, Olalusi said  the bank would continue to offer top notch service and robust platforms to ensure the success of the exercise.

    He commended states for approaching the capital market to raise funds, adding that this would help to bridge the country’s infrastructural deficit and uplift the living standard of the populace.

    “Such medium to long term financing are typically channeled towards infrastructure and developmental projects like construction of roads, rural electrification, and the execution of housing and water supply schemes which have direct impact on living standard of the people,” he said.

    Another resident, Mr. Timothy Gomel said, “Military personnel came and asked some of our youth to lead them to where the attackers followed. As I am talking to you, they are combing the bush.”

    Even though, Chairman of Kachia Local Government, Peter Agite could not be reached as at the time of filing this report,  his deputy, Hon. Alfred Alfred confirmed the incident to newsmen.

    Alfred said he was yet to get the figure of casualty of the Church attack.

    Police in Kaduna is yet to issue an official statement concerning the attack. The command’s spokesman, Aminu Lawan could not be reached.
