  • Boko Haram suspect kiled in gun battle

    Security operatives on Sunday killed a suspected Boko Haram member in an early morning raid on a hide out in the Kinkinau area of Kaduna metropolis.
    Although details of the operation were not known at the time of this report, The Nation gathered that the suspect is one of the leaders of the insurgents who escaped from Borno state to live in Kaduna.
    The suspect was said to have engaged the team of security operatives who were acting on a tip off in a gun battle that reportedly lasted for over one hour before he was killed while trying to escape.
    The incident caused panic  in the area as  residents claimed that the security operatives comprising plain cloth personnel and armed soldiers arrived the area at about 2:am and immediately surrounded the building while their leader ordered the occupants to  come out.
    Rather than obeying the order, the suspects opened fire on the security operatives who responded.
    Sources  informed The Nation that the security operatives who acted on a tip off had been on the trail of the suspect for sometime.
    A resident of the area described the incident as fire-for-fire saying “the soldiers and police woke  us up with shooting.”

    “When we tried to know what was happening they drove us away,” he said.

    The explosion shattered plate glass windows of some of the business premises surrounding Asikolaya/Bakin Ruwa area along the Kaduna Western bypass, where it occurred. Two people were reported injured.

    The league Management Company (LMC) has ordered Kano Pillars to play their Week 13 Glo Premier League match against Nasarawa United in Kaduna State, SportingLife can report.

    It was exclusively gathered that Sai Masu Gida was banished to play their next three home games away in Kaduna following their fans’ harassment of the match officials that handled their last home game against Heartland FC. The match ended 1-1.

    The officials claimed in their match report that they were harassed by the home fans on their way to the hotel after the match.

    Confirming the report, the club’s media officer, Idris Malikawa told SportingLife that they have protested LMC‘s decision but will honour the Nasarawa United’s game in Kaduna.

    “We just received a letter from LMC that we will play our next three matches in Kaduna. We were told that the match officials wrote in their match report that our fans harassed them on their way to the hotel. We have contested that because the incident happened outside the stadium but we are already in Kaduna to honour Nasarawa United game,” Malikawa told SportingLife.

    Meanwhile, the management of Kano Pillars have officially reported Gombe United to the League Management Company (LMC) for appropriate action following the attack on his team during the Week 12 Glo Premier League tie played at the Pantami Stadium on Wednesday.

    The Sai Masu Gida won the northern derby in a five goal thriller by 3-2 to secure their first away win this season.

    Adamu Mohammed opened scoring in the 24th minute for the home team before it was cancelled by the CHAN Eagles midfielder, Rabiu Ali who got the equaliser in the 37th minute.

    Abdul Haruna sealed the victory for the visitors with his double strike for the third and fourth goals in the 40th and 43rd minutes. As Gombe United pushed to cancel Pillars two goals lead, Haruna Babalo then put one back for the home team as the final score stood 2-3 at full time.

    It was understood that the players and officials Kano Pillars were hurled with stones by fans of Gombe United after the game.

    The Savannah Scorpions fans broke Pillars’ bus side mirrors, the team had to spend over 50 minutes in the stadium before they were rescued by the policemen.

    Malikwa told SportingLife that they have forwarded their protest letter to the league body through the match commissioner Wale Olaleke from Osun State.

    “We have communicated our displeasure over Gombe United fans to the LMC. We’ve forwarded the letter through the match commissioner. We do not only want them (Gombe United) to be punished but to take decisive action against them. This is not good for our football and any club that wants to put the league name into disrepute should be punished,” Malikawa told SportingLife.

  • Kaduna Assembly suspends former speaker

    The Kaduna State House of Assembly, on Wednesday suspended its former speaker, Alhaji Usman Gangara for three months after finding him guilty of hiding its mace.

    The decision followed the report submitted by the House Committee on Education, Ethics and Privileges that investigated the whereabout of the mace, which disappeared from the house on Sept. 24, 2013.

    The News Agency of Nigeria (NAN) recalls that the mace was removed from the floor of the assembly during the leadership crises that rocked the assembly and which led to the removal of Gangara and other principal officers.

    Since then, the Assembly had to dust the mace used by the previous legislature to conduct its business.

    While presenting the report, the Chairman of the committee, Mr Philemon Gidan-Mana, said their investigations had revealed that the former speaker was responsible for the disappearance of the mace.

    Gidan-Mana said the committee recommended that Gangara be directed to return the mace to the Clerk of the house and proceed on a three months suspension.

    The sitting, which was presided by the Deputy Speaker Mr Peter Adamu, put the motion to vote, and those in support of Gangara’s suspension won.

    Adamu then announced that the Assembly had suspended the former speaker with immediate effect for three months. (NAN)

    •Four robbery suspects escape 

    Two police officers lost their lives in an accident yesterday as two others sustained injuries while escorting seven suspected armed robbers from Kaduna to Lagos. Four of the suspects escaped while three others sustained injuries.

    The incident occurred about 2.30 pm at Onigare Village along the Lagos-Ibadan Expressway as the operatives of the Special Anti-Robbery Squad (SARS), Lagos State Police Command, were coming with the suspects they arrested in Kaduna.

    A source said the vehicle somersaulted four times, leading to the death of two policemen.

    Evbouan Aighakhai, an Inspector with AP No. 100445 from Edo State, and Sergeant Nuru Aliyu Sanni, with Force No. 210849 from Katsina State, died at University College Hospital (UCH) Ibadan, where they were rushed to.

    The corpses of the dead officers were kept in the morgue at the Lagos State University Teaching Hospital (LASUTH), Ikeja, where the two officers who sustained injuries are receiving treatment alongside three suspects who sustained minor injuries.

    The officer in charge SARS, a Superintendent of Police (SP) Abba Kyari, who confirmed the story, was mourning when The Nation visited his office yesterday.

    Controversy over okada ban in Kaduna

    The sun is about to set on the source of livelihood of some residents of Kaduna State, while some others will soon be smiling to the bank.

    The State House of Assembly has given legal backing to plans by the government to ban the operation of commercial motorcycles in 10 local government areas of the state or alleged security reasons. Government officials believe that the ban would ease security in the state as commercial motorcyclists have often been accused of complicity in the activities of criminals and insurgents within the metropolis.

    The idea of banning the operation of commercial motorcyclists in the state was first mooted by the Yakowa administration shortly after the 2011 elections, but the commercial motorcyclists protested against the decision and the government backpedalled. The idea came up again in the early days of the Yero administration and it is believed that it was then that the government forwarded a bill to the House to give legal backing to the plan.

    The law which stipulates a fine of N10,000 or three months in prison has been received with mixed feeling across the state. While some welcome it, others warn against the ban, saying it will increase unemployment and insecurity in the state.

    However, the law gives a 14-day reprieve after which offenders will be arrested and prosecuted. While the government said it is working out an alternative means, residents of the state are wondering why the alternative was not worked out before the law was passed. The law which repealed the state road traffic regulation No 1 of 2002 states that “notwithstanding the provisions of the Kaduna state Commercial Motorcycles law No 4 of 1999, the Road Traffic Law cap 135 Laws of Kaduna state 1991 (including any regulations made in pursuance thereof), no commercial motorcyclist shall operate in some parts of Kaduna state as specified in the schedule”.

    It said further that: “Any person who conveys a passenger shall be deemed a commercial motorcyclist and shall be treated as such. Any person who contravenes the provisions of the law shall be guilty of an offence and shall be liable upon conviction to a fine not exceeding N10,000 or three months imprisonment or both. Any subsequent offender will pay to a fine not exceeding N20,000 or six months imprisonment or both.

    All magistrate courts in the areas designated in the schedule shall try summarily all offenders arraigned before them and impose such punishment, sanctions and make such order (including confiscation of the motorcycles) as may be necessary or expedient. Notwithstanding section 3 (1), no person shall be arrested for violating the provisions of this law until the expiration of 14 days from the date of the commencement of this law”. Local government areas affected by the ban include Kaduna North, Kaduna South, Chikun, Igabi, Sabon Gari, Zaria, Jama’a, Lere, Birnin Gwari and Giwa.

    While Kaduna North and South are to be fully covered by the ban, areas affected in Chikun local government include Ungwan Yelwa, Sabon Tasha, Mararaban Rido, Narayi, Ungwan Romi, Gonin Gora, Kamazo, Ungwan Boro, Nasarawa, Trikania, Kudenda; while Rigassa, Mando and Rigachikwu are to be affected in Igabi local government area.

    The local government areas to be affected include Sabon Gari, Samaru, Bassawa and Hanwa while Zaria city, Wusasa, Gyellesu, Tudun Wada, Gwargwaji, Kaskiya, Tukur Tukur, Magume, Dan Magaji, Local government layout, Police Barracks, State Polytechnic are to be affected by the ban in Zaria local government.

    The law further states that Kafanchan metropolis excluding surrounding villages is to be affected in Jama’a local government while in Lere, Commercial motorcyclists will no longer be allowed along Abadawa-Ungwan Bawa along the Jos-Zaria, Low Cost –Jaja Village along Kano-Zango road.

    In Birnin Gwari local government, areas affected by the ban include Ungwan Nachibi along Birnin Gwari-Funtua road, Kwadaga and Janbirni villages (off Birnin Gwari/Funtua Road and Dogon Dawa/Kaduna Road, while in Giwa (Farin Ruwa/Zaria Road and Mararaban Yakawada/Kuyelo Road will be affected.

    While not completely opposed to the ban, the All Progressive Congress (APC) in the state  warned the government to refrain from going ahead with the implementation of the law until the proposed alternatives to commercial motorcyclists is provided by the government.

    Interim Chairman of the APC in the state, Dr. Hakeem Baba-Ahmed also said that adequate measures taken to ensure that commercial motorcyclists are direct beneficiaries of those measures before the ban is imposed.

    In a statement made available to The Nation, the APC said: “The state All Progressive Congress (APC) is aware that the Kaduna state House of Assembly has approved the bill which will outlaw commercial motorcycles (Achaba) in many parts of the state. In view of the distinct possibility that the governor of Kaduna state will sign the bill into law, the APC wishes to place on record its strong reservations over the propriety of this law in a state like Kaduna. We appeal to Governor Yero not to sign this bill into law because far from improving security in the state, the law will compound it. The law banning Achaba will worsen the state of unemployment in the state and deepen poverty. It will impose huge suffering on millions of people whose livelihood depend on the availability of commercial motorcyclists and will raise the cost of living in a state where the economy is already in severe decline.

    “While we support the need to take measures to improve security, we strongly advise that alternatives to commercial motorcyclists should be provided by government first and adequate measures taken to ensure that commercial motorcyclists are direct beneficiaries of those measures before the ban is imposed. All steps also need to be taken to ease potential hardship on users and the entire economies which depend on availability of the facility. We invite the attention of the legislators; including APC legislators and the state governor that they have responsibility to ensure that they do not worsen the security and economic livelihood of citizens”.

    Director General, Media and Publicity to the governor, Ahmed Maiyaki told The Nation that the government was working out an alternative to caution to effect of the ban. He explainedthat the ban was necessary in view of the security threat posed by their operation. He said “if you recall, the operation of these group of transporters have been banned in Sokoto, Kano, Niger, FCT and some other places. We have carried out a survey and discovered that many of those operating in Kaduna are not actually from Kaduna here. They came from other states where their operations have been banned. If you are going somewhere, you have to know your way very well and describe it for them. Otherwise, you will be lost. Also, there is the aspect of security and the 2015 elections. We realised that many of these people are not registered voters in Kaduna and cannot vote here. But they can be used to cause trouble just like it happened in 2011 during the Presidential election”.

  • More action needed to tackle insurgency

    SIR: The year 2014 is set to be the bloodiest ever since the end of Nigerian civil war. The country faces daunting security challenges amidst enormous economic problems. From Borno to Yobe, Adamawa to Bauchi and Kano to the Federal Capital Territory, it has been a harvest of deaths by Boko Haram insurgents. Also from Benue to Taraba, Plateau to Nasarawa, Kaduna to Zamfara, Fulani herdsmen have continued to cut down many innocent lives particularly farmers most of whom have now abandoned their farms for safety.
    These are no easy times for the government and people of Nigeria. Even though the government and the security agencies have not been keeping quiet,  yet the twin agents of death continue their repulsive style of audacious attack on defenceless Nigerians.
    The federal government needs to do more than it is presently doing in its management of the security situation in the country. In as much as it is true that terrorism is becoming a global challenge, there is need for the government to demonstrate more decisiveness in its handling of the Boko Haram and Fulani herdsmen’s insurgency.
    This is the time for the government of President Goodluck Jonathan to suspend all its campaign activities and rise up to the occasion by taking proactive measures that would outsmart the agents of death. We have had enough of bloodletting in the country. The porous borders in Borno, Yobe, Adamawa among others must be tackled to stem the influx of terrorist into the country.
    It should, however be emphasised that an effective public security cannot be obtained without the active involvement, participation and support of every segments of the society because security is the responsibility of all individuals, groups, communities, organizations and other units that constitute the society.

    Kaduna youths prepare for self-employment

    Their journey to self-employment started on November 26, 2013 when they had their first shot at skills training across various centres in the state. No fewer than 7600 women and youths from the 255 political wards in Kaduna State were trained in vocations and trades using the state’s share of the 2012 Subsidy Reinvestment Programme (SURE-P) funds.

    Many applaud the jobs scheme.

    Beneficiaries are in three different groups: women, youths and agriculture. In the agriculture category, beneficiaries are trained in such areas as production of maize, rice, cassava, sugar cane, ginger; fishery, cattle rearing, bee keeping, sheep and goat rearing, piggery and poultry.

    The youths on the other hand are trained in aluminum works, block making, bricklaying and masonry, fish processing, GSM repair, honey processing, animal husbandry, leather works, photography, plumbing works, and printing.

    The women are benefiting from training in such areas as Beauty and Cosmetology; hairdressing; tie and dye; Catering and Event management; Fish processing; Rice milling; Vegetable processing.

    The government, according to Governor Yero, spent about N139 million on the training.

    With the training concluded, it was time for the government to make good its promise of setting them up. For Yero, it does not make sense for the government to stop at giving them the required skill without giving them the matching grant to set themselves up and move on in life. But he was not unaware of the fact that some of the beneficiaries may not be too disposed to setting up a business. So, rather than give them money, the government decided to purchase items needed by each one of them and present same to them with an additional N10,000 as take-off grant. He however warned them not to sell the items as government was putting in place mechanism to monitor and ensure that the money invested was not wasted.

    Governor Yero, who supervised the distribution of the items, said that the government supports the trainee graduates in meeting the critical requirement of seed capital for starting viable businesses that will contribute to the rapid economic development of the state and reduce unemployment.

    He noted that “the trainings conducted under the various trades were rigorous and in-depth.  At the outset we were unequivocal in emphasising, that only training institutions and firms with demonstrable competences in the business will be engaged in the youth trainings. Our insistence was to ensure effective transfer of technology to trainees for maximum benefits. Based on the briefings, I have received on the Youth Empowerment Training, it is heart-warming to note that participants exhibited high sense of discipline and commitment throughout the period of the training. With the level of enthusiasm our youth have displayed thus far, I am confident that the programme will achieve its set objectives. I therefore urge all the trainees to continue to behave responsibly in all your future endeavours”. The governor announced that each of the trainees would receive Starter Packs relevant to his/her trade in addition to take off grant of the sum of N10,000.

    The governor noted that his administration was determined to continue to “accord priority attention to skills acquisition, as well as training and retraining of our youths for the economic benefit of our dear state. The objectives of this approach are to stimulate the economy of our state through creation of massive employment opportunities for our people and reduce poverty. In this regards, we have concluded plans to engage 2,550 youths using our 2013 SURE-P funds. These youth would be drawn from the 255 wards across the State with 40% of them to be women. They would provide Community Development services within their respective wards in the areas of sanitisation of major roads and public institutions, provision of security, control of human and vehicular traffic especially during occasion and public functions, sensitization/enlightenment, advocacy on peace etc. They would be paid an allowance of N10, 000 monthly with effect from April, 2014. In the same vein, the state will collaborate with the Federal Ministry of Finance to enable 2000 unemployed graduates of our State to participate in the Federal Government SURE-P Community Services, Women and Youth Programme scheme on Graduate Internship Scheme (GIS). Under this programme, each participating graduate will receive an allowance of N30,000 from the Federal Government and a stipend of N10, 000 from the state totalling N40, 000.00 monthly. It may also interest you to note that the State and the Bank of Agriculture have jointly set aside the sum of N500 million each (amounting to N1 billion) to disburse as loans to small scale farmers. In addition to this, a similar funding arrangement with the Bank of Industry provides another N1 billion to be disbursed to Small Scale Businesses/ Entrepreneurs in the State”.

    The governor noted that “we are doing all these to assist our people with the requisite seed capital to kick start their businesses to stimulate the much needed productive economic activities to raise the standards of living and ultimately increase the Gross Domestic Product (GDP) of our dear State. As pioneers of a novel initiative of this administration, I urge you to use the skills you have acquired during this training programme for the benefit of not only yourself and immediate family but to the good of the entire people of our state. You must not sell the starter packs given to you as doing so will defeat the essence of this programme. The State Government will put in place a monitoring and supervisory mechanism for regular and sustained visits to all the places of your business to ensure that you are effectively utilising the resources placed at your disposal. The success of this programme lies on your shoulders. If you succeed, it would be a source of encouragement to us as we firmly believe that programmes of this sort will go a long way in taking youths off the streets thereby enhancing the security and wellbeing of our people”.

    The state deputy governor who doubles as the chairman of the SURE-P implementation committee, Ambassador Nuhu Audu Bajoga said that the programme is significant as it seeks to provide youths and other vulnerable groups in the state with gainful self-employable skills to raise the quality of their lives through employment generation and wealth creation. He said further that the SURE-P Implementation Committee has ensured that in line with directives from the governor, beneficiaries of the Agriculture, Youth and Women Empowerment Schemes were selected devoid of partisan or parochial considerations. He said: “I can dare say without fear of contradiction that the Kaduna State Government has been the most forthcoming in effectively and efficiently utilizing its SURE-P funds, by investing in critical areas of infrastructural development as well as welfare of citizens of the State. Let me seize this opportunity to call on the beneficiaries of the various empowerment schemes to pay attention to the training that will be offered, by being prompt and attentive at the training centres for effective learning. The training consultants selected are also knowledgeable and competent to execute the task. The Consultants are therefore enjoined to ensure that they live up to expectations for the overall success of the programme”.

    Some of the beneficiaries who spoke with The Nation thanked the government for the opportunity given to them to learn a trade. Ruth Daniel who was trained in hair dressing was elated that the government was giving her what she needs to start her trade. She said “I am very happy that the government has decided to give us these facilities to start. I am going to get a shop and start business and I am sure that what I will be making from there will be enough to sustain me and help my family. I have always wanted to start something of my own, but I didn’t have the money to pay for my training. Now, the government paid for it and even gave us all that we need to start. I am very grateful to the government for this opportunity”.

    Like 182 other women and girls, Ruth got a starter pack worth N85,575. Items in the starter packs are: one standing dryer, one hand dryer, a set of roller packs, a set of relaxer, a plastic washing basin, 30 litres water container, a wall dressing mirror, an electric kettle, one dressing comb, one full pack og threads and needles, round trolley and N10,000 take-off grant.

    On his part, Gabriel Peter who was trained along side 190 others and received a starter pack worth N293, 500 said he was elated to be in business, pointing out that before the items were given to them, he has already secured a shop where he will be operating from. He received items such as Exposure Machine for making plates, Light table used for laying films, washing tray and Generator set from the government.

  • Police detonate IED in Kaduna

    The police in Kaduna yesterday detonated a high calibre Improvised Explosive Device (IED), allegedly dropped on the Sultan/Kashim Ibrahim Road Junction by an unidentified motorcyclist.

    The junction is a few metres away from Essence International School, one of the highbrow private schools in Kaduna.

    Police spokesman Aminu Lawan said: “We got a distress call that a polythene bag containing a questionable substance was dropped by a motorcyclist. So we ordered our anti-bomb squad team to the area.

    “The area was condoned off when it was discovered the bag contained high calibre IED. Our anti-bomb squad detonated it and the situation was brought under control.

    “As I speak, the area is calm and people are going about their activities, efforts to apprehend the suspect is on.”

    An eye witness told The Nation that when they noticed the motorcyclist drop the bag, they tried to apprehend him.

    He said: “When we saw the bag, we tried to see if we can catch up with the man. We called the police and it was discovered it was an IED.”

     

  • 2,000 persons displaced by Kaduna villages’ attack — SEMA

    The Kaduna State Emergency Management Agency (NEMA), on Tuesday said it had registered 2,000 persons displaced by the attack on three villages in Kaura Local Government Area.

    The Executive Secretary of the agency, Mr Dogo Makama told newsmen in Kaduna that the agency had assessed the needs of those affected and would soon offer assistance to them.

    He said during the assessment, 240 houses were discovered burnt, 119 people killed, and 22 persons injured and hospitalised.

    Makama said the 2,000 displaced persons had been camped at Bandon Community Secondary school, adding that the agency would this week distribute relief materials to them.

    He listed some of the items to be distributed to include Maize, rice, garri, sugar, palm oil, groundnut oil, bathing soap, washing soap, matterass, blankets, salt, rubber plates and buckets.

    Makama condoled with the residents of the affected communities over the loss, assuring that SEMA would do its best to facilitate their quick return home.
