Centre rates Kano poorest performing State

Kano has been ranked as the poorest-performing State since the advent of the new administration in May 2023.

The Centre for Democracy and Human Rights (CEDEHUR) made this known in its quarterly report on governance across the 18 States with new Governors.

In the report at a briefing on Tuesday in Abuja, the Centre said its assessment was based on the transparency, accountability, quality of appointees and impact of policies on citizens.

Speaking on behalf of the Centre, Amb. Adebayo Lion Ogorry, said Kano ranks bottom for good government, noting that the current administration has instead focused on political structures to the detriment of the people.

“Kano is one of the States whose Governor has gotten it wrong on several fronts,” the report said.

“From available statistics, the State is enmeshed in a series of political activities that have affected governance considerably.

“From interviews conducted with stakeholders in the state, it was gathered that the State Governor is bereft of ideas on tackling the State’s socio-economic issues.

“It was also gathered that his choice of political appointees was hinged on political considerations and not based on experience and capacity.

“There was also evidence of gross abuse of office evident in political persecution of perceived political opponents through irrational decisions that have boomeranged and affected the progress of the state.

“Available reports also indicated an astronomical lack of transparency and accountability in utilising State resources.

“The Governor was observed to have neglected governance in pursuit of political vendetta. The Governor of Kano State has allowed governance in the State to take a worrisome turn, thereby affecting sustainable growth and development substantially.

“From available reports, he appears to be a misfit who cannot think critically towards addressing the socio-economic issues in the state.”

The Centre alleged the Governor has been abysmal and leadership style so far brought governance to its knees.

It advised the Governor to design a developmental blueprint to address the various issues in the State.

We did not suspend Kano governor, says NNPP

The national chairman of the New Nigeria Peoples Party (NNPP), Ahmed Ajuji said on Thursday, April 18, that the party did not suspend the Kano state governor, Abba Kabir Yusuf as being speculated in the media.

A fraction of the party led by the former national publicity secretary, Agbo Major had announced a six-month suspension of the Kano governor, alleging his failure to appear before a disciplinary committee.

Ajuji said: “For record purposes, Governor Abba Kabir Yusuf is a bonafide member of our great party and a worthy ambassador of NNPP whose leadership and unprecedented achievements in Kano state are a thing of pride to us, and as such we have no reason to suspend him. In essence, the NNPP did not suspend our Governor.”

“Nigerians were amused early this week when expelled political comedians, hirelings, and clowns craving for relevance announced the suspension of the party’s action Governor Abba Yusuf for attending the NNPP national convention.

“The jokers played back a cracked record and poorly scripted movie of suspension of the Kano State Governor as their sponsors and target audience no longer listen to the endless suspension and expulsion of His Excellency, Engr Rabiu Musa Kwankwaso, the National Leader of the party.

“These political jobbers were also the ones hired to scuttle Governor Abba Yusuf’s election at the Tribunal, Court of Appeal, and Supreme Court falsely claiming that he was not duly and properly nominated by the party as its Candidate for the 2023 General election.

“To God be the glory the Supreme Court Justices in their own wisdom saw through their lies, and agreed with us and the INEC that Gov. ABBA Kabur Yusuf is a bonafide member of NNPP.

“These same set of people have at various times instituted several suits in court challenging the leadership of the party and tried to scuttle the National  Executive Committee (NEC) meeting  and the National Convention held on Friday, April 5, 2024, and Sat6yrday, April 6, 2024

“The court being a temple of justice and beacon of hope for sustainable democracy in Nigeria dismissed many of their suits, including the one which judgment was given earlier today.

“A Court even ordered them to stop parading themselves as members of the party, but because they don’t have any regard for the law, they continue in their contemptuous activities.

“The grouse of these expelled members was the participation of NNPP candidates in various elective positions in which the party won a governorship, Senate, House of Representatives, and State House of Assembly seats which boosted the electoral fortune of NNPP, unlike before when such positions were traded off for personal gains.

“The party is aware of their sponsors and their aim of destabilizing it. They have failed as NNPP keeps growing from strength to strength, expanding its frontiers in the nation’s political space.

“The party will not dissipate energy responding to political hirelings if not for the wide media reports accorded them as they seek public attention to remain relevant and carry out the agenda of their sponsors.

“In other climes, these comedians would not receive such attention as they are clearly in contempt of the court that restrained them from parading themselves as members of the party, organizing press conferences, and issuing press statements. Soon the full weight of the law will be brought to bear on them.

“Our great party is focused on ushering in a new and better Nigeria as exemplified in the good governance of Kano State by His Excellency, Governor Abba Yusuf. The party is united and strong in fostering sustainable democracy in Nigeria. And Governor ABBA Kabir Yusuf is championing this.”

“Adequate deployment of manpower and equipment has been made to strategic locations in the State.

“The Kano State Police Command is making it categorically clear that whoever under whatever guise attempts to disrupt the peace being enjoyed in the State will be arrested and made to face the wrath of the law.”

Embattled Kano anti-graft agency boss appeals against CCT ruling

Mr Muhuyi Magaji, the Chairman, Kano State Public Complaints and Anti-Corruption Commission (PCACC), who was suspended by the Code of Conduct Tribunal (CCT), on Friday, appealed against the ruling.

The News Agency of Nigeria (NAN) reports that the three-member tribunal, headed by Justice Danladi Umar, had, on Thursday in Abuja, ordered Magaji’s suspension following allegations of misconduct preferred against him by the Code of Conduct Bureau (CCB).

Delivering the ruling, Justice Umar, who dismissed Magaji’s motion, held that the tribunal had the competence and jurisdiction to hear the case.

He directed Gov. Abba Yusuf of Kano State and the Secretary to the State Government (SSG) to appoint the most appropriate officer to take over as acting chairman of the commission, pending the hearing and determination of the case.

He held that Magaji cannot continue to discharge the duties and responsibilities of his office while facing trial, to avoid any interference with the case.

Dissatisfied with the ruling, Magaji, through his counsel, Mr Adeola Adedipe, SAN, approached the Court of Appeal, Abuja.

In the notice of appeal dated and filed April 5 by Adedipe, the senior lawyer gave five grounds why the appeal should be allowed and the CCT’s ruling be set aside by the appellate court.

He argued that the CCT erred in law, when it denied his client a right to fair trial, fair hearing and right to be presumed innocent, by making an order directing him to step aside as the chairman of PCACC, thereby determining his guilt, at an interlocutory stage.

He described the ruling as “a miscarriage of justice.”

He also argued that the tribunal erred in law, when without the requisite jurisdiction, it granted the reliefs sought by CCB, giving specific orders to Gov. Yusuf and SSG, “knowing fully well that they are not parties to the present charge as constituted; it thereby occasioned a miscarriage of justice.”

He further said that the tribunal erred in law when it adjudged Magaji as capable of interfering with CCB’s witnesses in PCACC, even though no material evidence was put forward to support such a speculative claim.

The lawyer argued that the tribunal erred in law when it acted without jurisdiction and denied the embattled PCACC boss of a right to fair trial by making far-reaching findings which were speculative and prejudicial in nature.

Moreover, Adedipe submitted that CCT erred in law, acted without jurisdiction and denied Magaji a right to fair hearing, when suo motu, it raised and determined issues of purported contradictions his counter affidavit, and further insisted he conceded to the speculative facts in CCB’s further and better affidavit.

Adedipe, in a motion on notice with charge number: CCT/KN/01/2023 dated and filed on April 5 before the tribunal, also sought an order for stay of execution of the order delivered on April 4 pending the determination of the appeal lodged at the Appeal Court.

Besides, he also sought an order of injunction restraining the CCB from executing, implementing the orders and decisions made by the tribunal, pending the hearing and determination of the appeal.

NAN reports that the CCB had, on Nov. 16, 2023, arraigned Magaji before the CCT on a 10-count charge bordering on alleged conflict of interest, false declaration of assets, among others.

Magaji, however, pleaded not guilty to all the counts and was admitted to bail in the sum of N5 million with two sureties.

But Magaji had, in a motion filed by Adedipe, challenged the competence of the CCB to prosecute him.

Adedipe, who gave two prayers, predicated the argument on six grounds.

The senior lawyer argued that a High Court of Kano State presided over by Justice Farouk Adamu had, on Aug. 28, 2023, restrained the CCB from interfering in the affairs or taking any step in connection with the functions, duties and affairs of his client until the matter is dispensed with.

He restated that in the Kano matter, CCB was the 2nd defendant and that the court directed parties to maintain status.

He said the prosecution undermined the order by preferring the instant charge against Magaji.

He argued that filing the charge against Magaji in the face of Exhibit B presented before the tribunal was a recourse to self help.

He, then, prayed the panel to strike out all the processes filed by the CCB, including the oral submission, for non-compliance with the mandatory provision of Paragraph 13(2) of the CCT Practice Direction 2017 which gave three days for a party to respond to any process served on them.

Adedipe stated that the prosecution was served with their motion for more than 30 days before they responded.

He urged the tribunal to stop the CCB from proceeding with the charge.(NAN)
