  • Borno, poor infrastructure and unending Boko Haram struggles

The Nigerian Army has kept the flames alive in the battle against Boko Haram terrorists in the past three years.  It is no longer debatable that the religious extremists’ sect is decimated and defeated. But once in a while, Nigerians are inundated with news of insurgents sprouting from sleeper cells to launch attacks on obscure communities.
Parts of the three Northeastern states of Borno, Yobe and Adamawa are still embroiled in this mess. But it is altogether not unusual with terrorism wars, and those familiar with the character of terrorism battles can attest to it.
Nigerians must necessarily understand that terminating terrorism finally is not a function of field battles alone, but a combination of several factors.  The COAS and leader of the counter-insurgency operations, Lt. Gen. TY Buratai was on  the right path when he adopted the “carrot and stick,” approach,  which compelled the voluntary surrender of thousands of Boko Haram top commanders and foot soldiers to  Army authorities.
Dialogue with diverse community leaders/stakeholders in the affected areas is another antidote of anchoring enduring peace. They  are expected to engage,  elucidate  and dissuade their subjects from maintaining  any ties with insurgents as well as enhance security vigilance. What has remained an intractable problem still propelling terrorists’ attacks in remote communities is the stark underdevelopment of these areas. Agreed, development is a major problem in Nigeria and it has eluded many states in the country.
But the case of the war-torn and devastated states of Borno, Yobe and Adamawa is extra-ordinary and requires more attention than currently obtains. Almost all IDPs have returned to once deserted, ruined and devastated villages. But poor infrastructure and inaccessible communities is largely responsible for the intermittent insurgents’ attacks on returnees. And to think that these governors have literally local governments, the third tier of government which is closer to the people and platforms’ of rural development is heartless and callous.
Quite sadly, Governments of the respective states have abandoned or given less attention to issues of infrastructural promotion, which is nourishing the resurgence of terrorism. The Federal Government of Nigeria (FGN)  is sinking N45 billion for the rebuilding of  devastated and  liberated communities in the region. But the funds are committed to  the reconstruction and rebuilding of destroyed houses and public structures in communities/villages.  The United Nations (UN), European Union (EU), philanthropic organizations’, the Northeast Development Commission among others have also keyed into the rebuilding and reconstruction of the ravaged Northeast.
And for humanitarian reasons and part of its Corporate Social Responsibility (CSR) the Nigerian Army under Gen. Buratai  has played impressive roles in the rebuilding efforts of the Northeast. Through the COAS’s directives, the Nigerian Army Engineers (NAE) Corps have executed projects in road construction especially in Sambisa localities, electricity and water supply. Additionally, the establishment of Military Forward bases and,  other Army formations as well as the Nigerian Army University, Biu are parts of Buratai’s idea of bringing development closer to the communities in the Northeast to reduce obscurity in order to rout out insurgents.
But in truth, despite these laudable efforts,  it has failed to sufficiently address the infrastructural deficit prevalent in the Northeast based on the quantum of destruction insurgents imposed on  communities in the region. This gap would have been bridged had the respective states government also demonstrated keen interest or similar commitment in the rebuilding and reconstruction efforts.
What  is  undeniably of  immediate concern is the liberation of these forlorn communities from the plaque of inconspicuousness. It is what renders them prostrate to terrorists;  these inaccessible communities offer fertile grounds for insurgents to incubate and come  out to launch occasional attacks on these villages.
It may sound strange to many ears. But for instance,  it is inexplicable and inexcusable why Borno state’s  outgoing Gov. Kashim Shettima has not constructed a road from Maiduguri linking Rann, Kala-Balge LGA of the state,  remotely located in the central senatorial district of Borno. But Rann is home to thousands of IDPs.   And hundreds of communities in the state suffer similar neglect.
Communities in  Yobe  and Adamawa states  are not spared the  awful neglect despite the years of  debilitating and pathetic conditions of the natives.  Yobe outgoing Gov. Ibrahim Geidam and his Adamawa state counter-part, Gov.  Muhammadu Bindow have no convincing reasons to advance for abandoning infrastructural development initiatives in their respective states.  Soldiers have done enough on the battlefields, but these efforts and sacrifices can only be sustained if state governments show genuine commitment in opening up inaccessible areas by providing roads, electricity, industries and security stations.
Unarguably, this is the main agenda  and the  inevitable task ahead for the governors-elect of the three states. Luckily, all the three states most hit by insurgency have new governors and it is incumbent on them to get the priorities right. There are still traces of Boko Haram in these states because the Governors have refused to develop these states.  Borno state particularly, which is the hub of terrorism has the poorest road networks and lack of Infrastructures in many Local Government Areas.
Finally ending Boko Haram terrorism should transcend mere wishful thinking; but actions to restore the lost glory of these communities.  It is beyond the sounds of guns by troops. The   Borno state governor-elect,   Prof. Babagana Umara appears to have a clear compass in this direction, as he has promised as a priority, the  tackling  of the  root causes of the Boko Haram terrorism .
Speaking after collecting his certificate of return from INEC,  Umara  laid the template by promising to fast-track restoration of peace,  resettlement of displaced citizens, create  job opportunities for unemployed youths and fund  social rehabilitation. These are brilliant development roadmap initiatives, which ought to be emulated by the Yobe state governor-elect, Alhaji  Mai-Mala Buni  and his Adamawa state counterpart, Alhaji Ahmadu Fintiri.
If the efforts of soldiers have freed other states like Bauchi and Gombe among others from terrorism, it is an indication that Borno, Yobe, and Adamawa states can also be freed from insurgency. The sustained inaction of state governors is untenable, unacceptable and a mockery of the traumatized people.
The military has not relented and will continue to subdue and emasculate the manifest forms or remnants of Boko Haram.  But the final success rests on the capacity of these states governments to tackle the question of poor infrastructure and poverty in the states.  Leadership comes with a burden and they must be prepared to deliver results. It is no longer time to sustain the lip service on the total elimination of Boko Haram terrorism.

  • Borno voters defy bomb scare

Despite the early morning bomb scares and sporadic gunfire across Maiduguri, the Borno state capital, voters came out to exercise their civic obligation.

There was also large turnout of voters at the Internally Displaced Persons (IDPs) camps in Borno State where many inmates voted.

Though one of the military missiles was misfired into the Teachers’ Village IDP camp, the development however did not deter from coming out to vote for their candidates.

Borno State Gov. Kashim Shettima expressed happiness over the massive turnout of voters despite the early morning security development.

He commended the people for their resilience and commitment to entrenching democracy in the country by coming out en masse to vote for their candidates.

The governor, who voted at Lawan Bukar ward, called on the people to continue to be law-abiding.

Speaking with journalists after casting his votes, the governor said: “I am happy that the people of Borno defied the threats and came out to exercise their civic responsibility.”

Security sources informed the planned attack was massive as the insurgents were sighted in two entry points into the capital city with heavy equipment.

  • 15 candidates withdraw, adopt Shettima for senatorial race

Fifteen candidates with their political parties vying for Borno central senatorial seat on Wednesday withdrew and adopted Gov. Kashim Shettima for Saturday’s re-scheduled Presidential and National Assembly elections.

The candidates said they took decision to endorse Shettima above other candidates due to his unparalleled experience.

Chairman of the forum, Abdulkadir Fema, who is also the senatorial candidate of Action Peoples Party (APP) for Borno Central, disclosed the position of the political parties at a news conference in Maiduguri.

He said:  “No one has acquired the kind of experience necessary to represent Borno central in terms of understanding the demands of the military’s operational efforts, the existing gaps, the humanitarian issues and the next phase of rebuilding as much as the APC’s candidate for Borno central, Alhaji Kashim Shettima”.

Fema, in company of ten other candidates at the briefing, mentioned other parties involved in the endorsement as  candidates of Action Peoples Party (PPA), Better Nigeria Progressives Party (BNPP); Progressive Peoples Alliance (PPA); New Progressive Movement (NPM); Yes Electorates Solidarity  (YES); Peoples Party of Nigeria (PPN); Nigerian Elements Progressive Party (NEPP); Allied Peoples Movement (APM); Nigeria Community Movement Party (NCMP); Coalition for Change (C4C); Unity Party of Nigeria (UPN); Justice Must Prevail Party (JMPP); Independent Democrats (ID) and Democratic Alliance (DA).

There are 20 candidates for Borno central senatorial election.

They said: “We, the under-signed candidates of 15 political parties for Borno central senatorial election, have after consultations with our supporters and amongst ourselves, resolved to withdraw from the February 23, 2019 re-scheduled Presidential and National Assembly elections in unanimous support for candidate of the All Progressives Congress, APC for Borno central senatorial, Alhaji Kashim Shettima.

“We took this decision based on our conviction that even though each of us has the capacity and the patriotic zeal to competently representing the people of Borno central in the 9th Senate, we are of the opinion that in the next national assembly, three major issues will largely define the representation of Borno people.”

They added: “As every objective and reasonable mind will agree with us, of all the candidates for Borno central senatorial election, no one has acquired the kind of experience in necessary to represent Borno central in terms of understanding the demands of the military’s operational efforts, the existing gaps, the humanitarian issues and the next phase of rebuilding as much as the APC’s candidate for Borno central, Alhaji Kashim Shettima.

“He has in Borno’s most difficult time, been serving as Governor. He has proved to sufficiently understand these issues. We believe that the experiences he has gained and the contacts will be necessary for Senator representing Borno to engage relevant me ministries and agencies of the federal government including engagements with the Ministry of Defense and different service chiefs, Ministry of interior, Ministries of foreign affairs, Education and Industry and agencies like the North East Development Commission and the UN amongst others to deploy legislative tools of lobbying and the exchange of support through legitimate trade by barter negotiations to help in fast-tracking the kind of support Borno needs and deserves.

“We are so confident that Kashim Shettima will, insha’Allah, represent Borno as much and even better that the way we intended to do.

“Allah has, by making him Governor in Borno’s challenging years, afforded him a superior advantage that the people of Borno stand to gain from his potentially efficient representation, as the next Senator for Borno central senatorial zone, insha’Allah.

“We shall be willing to pass to him our suggestions with the hope they will further enrich his representation of our people. We thank members of our respective parties and supporters for accepting our unanimous position that is the best interest of Borno State.

“We appeal to all of them and the entire electorates of Borno central senatorial zone to cast their votes for the APC in favour of Alhaji Kashim Shettima.”

  • I’ll drive to campaign without bulletproof, Shettima dares Boko Haram

Borno State Governor, Kashim Shettima on Tuesday vowed to return to Gambaru Ngala in a non-bulletproof vehicle to campaign for his senatorial bid and re-election of President Muhammadu Buhari.

The Boko Haram insurgents had last week carried out attacks on his convoy at Maiduguri-Gamboru road while travelling for campaigns for his senatorial bid on the platform of the All Progressives Congress (APC).

The Islamic State, ISIS, which appears to be working in collaboration with the Boko Haram, claimed responsibility for the attack on the convoy.

ISIS, in a statement, claimed that 42 people were killed in the attack on the Governor’s motorcade.

The attack was confirmed by the Special Adviser to the Governor on Communications and Strategy, Malam Isa Gusau, in a statement, claiming only three persons were killed.

But speaking to State House correspondents after a security meeting presided by President Muhammadu Buhari and attended by heads of security agencies at the Presidential Villa, Abuja, Shettima said the attacks will not deter him from meeting with the people even if it would cost his life.

He said: “Leadership requires courage. I will go back to Gamboru Ngala next week and ready to pay the supreme price if need be and I will not be going in a bulletproof car.

“I will go in a normal car like any other members of my convoy and expose myself to all the risk that they are bearing for me to be protected.

“But believe me, no matter how long the night is, darkness must give away to the light of the dawn. No matter how stormy the weather may well be, it won’t rain forever.

“This madness will come to an end because it is a fight between light and darkness. It is a fight between cause and justice.”

He added: “Be that as it may, uneasy lies the head that wears the crown. I am the chief security officer of the state, I should have the courage and believe me not that I am not petrified, no!

“As the chief security officer of the state, the day I say I cannot go to a certain part of the state because of the insecurity, then what sort of confidence are you inspiring on the common man?

“The Boko Haram basks in the oxygen of publicity, by attacking my convoy, by targeting my person.

“They have gotten the much-needed boost. But then as they say if you cannot withstand the heat, get out of the kitchen.”

  • Shettima: why I was attacked

Borno State Governor Kashim Shettima yesterday explained why Boko Haram insurgents swooped on his convoy on Tuesday, killing three civilians and a soldier.

The governor said the attack was a mere propaganda strategy by the insurgents to attract global media attention and instill fear in citizens and troops.

Shettima, who reacted through his Special Adviser on Media & Strategy, Isa Gusau, sympathised with those who lost their loved ones in the attack.

The governor’s convoy was ambushed and attacked by the terrorists on his way to a political campaign rally in the northern part of the state.

Gusau confirmed the death of three people in the incident.

A splinter group of Boko Haram loyal to the Islamic State of West Africa Province (ISWAP) has claimed responsibility for the attack.

Reuters reported that Islamic State on Wednesday claimed responsibility for an attack on the convoy of the governor of northeastern Borno State, according to the group’s Amaqnews agency.

“The group said at least 42 people were killed in Tuesday’s attack. Sources told Reuters the death toll was between three and 10 people, though an unknown number of others were beheaded,” the report said.

According to Gusau, the governor has launched a probe into the circumstances that led to the incident, stressing that the attack will not dampen his commitment and confidence of troops.

A statement by Shettima’s spokesman reads:

“Governor Kashim Shettima mourns, with the deepest thoughts and heartfelt condolences, the demise of some fellow citizens, brothers, associates and loyal supporters following an unfortunate ambush of some vehicles in his convoy by suspected insurgents on Tuesday evening on Gamboru Road, headquarters of Ngala Local Government Area.

“While the governor is expecting full security briefing to get accurate information on the incident, preliminary report on Wednesday, confirmed the killing of three persons during the attack, which principally aimed to attract local and global media attention in order to sustain propaganda strategy and to instill fear in citizens and gallant troops.

“Governor Shettima, who returned at night yesterday, will today (Thursday) meet families of those affected by the attack. The governor will also meet some security heads to review the incident and, more importantly, to continue his determined collaboration with all security agencies and volunteers in remaining committed to the ongoing fight against Boko Haram.

“The unfortunate incident will not make the governor to doubt  the capacity of the gallant and patriotic personnel of the Nigerian armed forces who have dedicated their lives fighting for peace and the freedom of Borno people.

“The governor has absolute confidence in the armed forces and given his access to raw updates, he is aware of the successes being recorded by the armed forces despite Tuesday’s and previous attacks by the insurgents.

“For one success recorded by the insurgents, the armed forces record dozens against them. The Governor remains optimistic and urges citizens to be calm, prayerful and supportive of the Nigerian armed forces and volunteers through means that include (as they have been doing) the sharing of useful information.

“Tuesday’s incident happened while the Governor was on his way to Gamboru in continuation of campaigns for the presidential and national assembly elections coming up on Saturday.

“The governor had left Maiduguri on Tuesday morning and stopped for campaigns in Mafa and Dikwa local government areas before heading to Gamboru where he passed the night and returned to Maiduguri on Wednesday. He had on Monday travelled to Damasak, headquarters of Mobbar Local Government Area in northern Borno.

“Before then, he had previously held campaigns in most parts of northern Borno, including Monguno where he spent the night. He had also been to all the nine local government areas of southern Borno, including Chibok, Gwoza, Askira-Uba and Biu, where he spent days.

“The governor extends his deepest gratitude to friends, associates and other well-meaning Nigerians that have shown concern over the incident,” the statement said.

Borno State Chairman of the All Progressives Congress Ali Bukar Dalori welcomed guest at the venue which marked the commencement of the event.

Governor Kashim Shettima in his remarks noted that Borno is a natural habitat of President Muhammadu Buhari, stressing that the president has always gathered more votes than any presidential candidate.

Gov. Kashim Shettima announced that stakeholders of the party in the state were poised to ensure Borno falls amongst states that will give the President the highest votes come February 16 elections.

In their different remarks, the Leader of the APC, Bola Tinubu, the National Chairman, Adams Oshiomhole and the Director-General Buhari Campaign Organization Rt Hon Rotimi Amaechi were all amazed by the crowd while expressing confidence in the re-election of President Muhamadu Buhari.

While making his remarks, Buhari promised to sustain the fight against corruption and Boko Haram.

Buhari, who spoke in Hausa, said: “In 2015, I promised to you that I will fight graft, Boko Haram insurgency; and transformation the economy for self-reliance, instead of massive importation of food.”

“As your President, I want to assure you that our government will reciprocate all the support you have been rendering to this administration and APC.

“The security situation is glaring that government has done wonderfully well, we will not relent, but strive to ensure total restoration of peace in the country.

“All of you have attested that this government is committed to ending Boko Haram and other criminal activities.”

In Yobe State, President Mohammadu Buhari met with traditional rule in a closed door at the presidential lodge where they asked the president to consider their teeming farming population.

“In 2011, Mr. President, Ibrahim Shakarau was our presidential candidate in ANPP but you in CPC got the highest votes in Yobe State. In 2015, you had 96% votes in Yobe, this time we are going to close that gap by giving you 100% votes in Yobe State,” Gov. Gaidam said.

The governor assured that PDP has no votes in Yobe, Stressing that, “ the last soul of PDP in zone B, Ibrahim Talba, a retired Federal Permanent Secretary has defected to the APC with Hajiya Mairo Amshi with their supporters”.

The National Chairman of APC, Mr. Adams Oshomole accused former president Obasanjo as introducing corruption in the country.

According to Oshomole, Obasanjo during his time was giving millions of naira to members of the National Assembly while calling on the president to probe those finances if re-elected.

One of the high points of the event was the symbolic presentation of APC flag to the party’s governorship candidate of Borno and Yobe, Professor Babagana Umara Zulum and Alhaji Mai Mala Buni respectively

Meanwhile, some key figures of the PDP amongst them former Governor of Borno, Mohammed Goni and some other chieftains were formally received into the APC. A spokesman on their behalf said the defection marked the burial of PDP in Borno.
