    WAEC: Katsina Govt. seeks cancellation of English language paper

    The Katsina State Government on Saturday called for the cancellation of the English language examination recently conducted by the West African Examination Council (WAEC).

    The call followed an incident which led to the commencement of the examination several hours behind the scheduled time nationwide on Wednesday.

    The position of the state was announced in Katsina by Hajiya Zainab Musa-Musawa, the Commissioner for Basic and Secondary Education during a visit to WAEC office in Katsina.

    The position was based on a petition signed by Hajiya Ummukhair Ahmed, the Permanent Secretary of the ministry.

    WAEC had blamed the situation on heightened efforts to curb examination malpractice, particularly the leakage of question papers.

    “Students had to write the examination at night without light until torch lights, handsets lights, security lights were provided,” she said.

    Musa-Musawa also called on schools, parents and the communities to exercise patience and wait for the outcome of the petition.

    President Bola Tinubu has called on the 36 Governors to focus on delivering tangible results to their people, asserting that performance, not popularity, is the true test of leadership.

    Speaking during a two-day working visit to Katsina State, the President charged Governors to “let the people be at the heart of your programmes,” while dismissing distractions from what he termed “armchair critics.”

    “Your hard work and concrete achievements will answer any criticism. Ignore distractions — your results will speak for you,” Tinubu stated at the commissioning of major infrastructure projects.

    Among the projects unveiled during the visit was the 24-kilometre Eastern Bypass Road, which stretches from Dutsin-ma Road through Kano and Daura Roads to Yandaki in Kaita Local Government Area. The project was completed in just 18 months under the administration of Governor Dikko Radda.

    Tinubu also inaugurated the Katsina Agricultural Mechanised Centre, a key initiative aimed at boosting farming productivity and transforming agriculture in the state.

    Commending Governor Radda’s performance across sectors such as agriculture, healthcare, education, and infrastructure, Tinubu said, “Significant progress has been made in less than two years.”

    The President acknowledged the insecurity challenges facing the region but praised the Katsina governor’s courage and resilience. “We have decided for peace and stability. I know you face terrorism and banditry attacks in the state, but you have shown determination and courage to move Katsina State forward. You will not walk alone. The Federal Government will be with you,” he assured.

    Tinubu emphasised that hunger and poverty remain the most urgent threats to national stability, underscoring his administration’s commitment to agricultural development. “The economy is sailing in the right trajectory. We are witnessing an effort to banish hunger. Small and large-scale farming will be encouraged. Once we liberate ourselves from hunger, we will appreciate peace and harmony,” he said.

    Highlighting the importance of adopting modern methods, the President stated: “The old style of agriculture is gone. We must invest in mechanisation and water management. Agriculture is the heart of our progress and must be for all.”

    He also revealed plans to revive the Bank of Agriculture to provide accessible financing for farmers across Nigeria. “The Bank of Agriculture is being revitalised. When resuscitated, the bank will make funds available for large, medium and small-scale farming,” he said.

    Calling on other States to follow Katsina’s lead, Tinubu noted: “You have introduced a great, progressive movement in Katsina State by just tilling the land and putting it to use. Farming will be our source of prosperity and growth. We must remove ourselves from reliance on oil and commit to agriculture.”

    He concluded his visit by thanking former governors Ibrahim Shema and Aminu Bello Masari, along with other political leaders in the state, for their warm reception and continued contributions.

    “Thank you for the great honour you have given me. Your coming to the airport to receive me made me feel so welcome. I am your son, and I am one of you. This is homecoming, and Katsina is home — home to progress, development, and freedom for good,” Tinubu said.

    The Katsina State Government has announced the passing of Hajiya Safara’u Umaru Baribari, mother of Governor Dikko Umaru Radda.

    A statement signed by the governor’s chief press secretary, Kaula Mohammed, and released to newsmen on Sunday confirmed that Hajiya Safara’u died peacefully on Saturday night at the age of 93.

    The statement described her as more than just the governor’s mother, noting that she nurtured generations of leaders and community influencers.

    Her children include Alhaji Kabir Umar Radda, the current Village Head of Radda, and Hajiya Hauwa Umar Radda, the former wife of the late President Umaru Musa Yar’Adua.

    ”A true Fulani matriarch, Hajiya Safara’u leaves behind a legacy that reaches far beyond her immediate family. Her values of integrity, perseverance, and community service continue to inspire all who knew her”

    Katsina’s drive for educational growth takes shape

    The Katsina State Government, under the leadership of Governor Dikko Umaru Radda, invested billions of naira in education to reshape the future of thousands of children and young people. AUGUSTINE OKEZIE writes on whether this could be a great leap towards educational growth for the state

    With billions of naira being spent on education sector, the Katsina State Government is not just fixing broken structures. Rather, it is rewriting the narrative of education in the state. From primary schools in the rural communities to the corridors of higher institutions, the ripple effects of these investments are beginning to take shape.

    The Deputy Governor, Faruq Lawal, at the third monthly press briefing at Government House, emphasised the government’s commitment to improving the education sector. The briefing focused on the progress made in enhancing education across the state.

    According to Faruq, Governor Malam Dikko Umar Radda is committed to revitalising education to secure a brighter future for the people. He stated that significant investments have been made from primary education to higher institutions to ensure quality learning and teaching.

    He added that the state government, through the state Universal Basic Education Board (SUBEB), had spent N9.1 billion to construct 160 new classrooms, renovated 258, drill 81 boreholes, build 46 toilets and 20 teachers’ residences. Additionally, the government has supplied 612 teachers’ chairs and 14,602 students’ seats to improve the learning environment.

    The deputy governor also revealed that under the Tertiary Institution Strengthening (TIS) programme, N5.6 billion was allocated for the construction of 150 new schools, installation of solar-powered electricity, drilling of boreholes and procurement of modern teaching materials.

    Secondary education funding

    At the secondary education level, the government said it had invested N6.8 billion in constructing and renovating secondary schools, procuring textbooks and teaching materials, and paying students’ examination fees. Moreover, new model schools were built in the three senatorial zones, alongside the renovation of schools like GSS Ingawa and GGSS Kabomo.

    On science and technical education, Malam Faruq stated that N1.4 billion was spent on the construction and renovation of technical colleges, including GTC Mashi and GSS Kafur. The government also provided teachers with training programmes, modern equipment such as computers, solar-powered systems, and surveillance vehicles to enhance learning and teaching conditions.

    The AGILE programme, which promotes girls’ education, has facilitated the construction of 75 new schools, renovation of 578 existing ones, and financial assistance to 4,111 female students to support their education.

    Jettisoning overcrowded classrooms, inadequate teaching aids

    For decades, students in Katsina have had to contend with overcrowded classrooms, poor infrastructure, and inadequate learning materials. Many schools, especially in remote areas, were dilapidated structures, with pupils sitting on bare floors, struggling to learn in harsh conditions.

    Teachers too faced their battles with outdated resources, a lack of proper teaching aids and inadequate training to cope with the demands of modern education.

    Today, a new wave of change appeared sweeping through the system. The government has undertaken the construction and rehabilitation of hundreds of classrooms, ensuring that pupils no longer have to study in unsafe and unsanitary conditions.

    At the primary school level alone, over 160 new classrooms have been built, while more than 250 have undergone the much-needed repairs. The days of children learning under trees or in leaking classrooms are gradually fading into history.

    Focus on boreholes, sanitation blocks, teachers’ quarters

    Beyond the classrooms, essential facilities such as boreholes, sanitation blocks and teachers’ quarters were being introduced to create a more conducive learning environment. Education, after all, is not just about textbooks and chalkboards. It is about ensuring that children have access to water, hygiene and a sense of security while they learn.

    A major striking aspect of the educational revolution currently showcasing the administration’s commitment to boarding schools is the government’s understanding of the link between nutrition and academic performance. About N1.5 billion has been allocated for feeding pupils in boarding schools across the state. For many of these pupils, this initiative is a lifeline. In a region where economic hardships often mean that children go to school on empty stomachs, the government’s intervention ensures that no child has to choose between hunger and education.

    The impact of this cannot be overstated since well-fed students are more attentive, healthier, and better prepared to excel academically. This feeding programme managed under the State Science and Technical Education Board is not just about filling stomachs; it is a strategic effort to boost enrolment and retention rates.

    Girl-child education

    One of the most transformative aspects of Katsina’s education reforms is its focus on girl-child education. Historically, cultural and economic barriers have kept many girls out of school, forcing them into early marriages or household responsibilities. Through the Adolescent Girls Initiative for Learning and Empowerment (AGILE), massive infrastructural investments were being made to ensure that more girls have access to education.

    Katsina State Governor Dikko Umaru Radda has expressed deep sorrow over the recent tanker explosion at Diko Junction along the Abuja-Kaduna Expressway in Niger state, which claimed over 80 lives and left many others with severe injuries and burns. 

    Speaking in Katsina on Tuesday, Governor Radda conveyed his condolences to his Niger State counterpart, Governor Mohammed Umaru Bago, the government, and the people of Niger State during this period of profound loss. 

    “On behalf of the Government and the people of Katsina State, I extend my deepest condolences to Governor Bago, the Government, and the resilient people of Niger State during this painful time,” he stated. 

    He further remarked that every life lost in the tragic incident represents a family shattered and communities thrown into mourning. 

    Governor Radda emphasised that the tragedy underscores the critical need for enhanced road safety measures and collective efforts to prevent such devastating occurrences in the future.

    He called for the strengthening of emergency response protocols and the implementation of stricter safety regulations for fuel tankers operating on Nigerian highways. 

    The governor offered prayers for the victims, asking Allah to grant the departed souls Al-Jannatul Firdaus and to provide strength to their grieving families.

    He also wished a swift recovery for those injured in the incident.

    Gov Radda hails appointment of two indigenes into Sokoto-Rima River Basin Development Authority

    Katsina State Governor, Malam Dikko Umaru Radda, has commended the appointments of two distinguished indigenes of the state to top positions at the Sokoto-Rima River Basin Development Authority (SRRBDA). 

    In a statement issued by his Chief Press Secretary, Ibrahim Kaula Mohammed, Governor Radda praised the selection of Badru Muntaka Ahmed, CEO of Hillside Royal Suites, as the Executive Director of Agricultural Services.

    Badru, a seasoned banking executive with over 20 years of experience in agricultural financing and regional development, holds a degree in agricultural education from Ahmadu Bello University. 

    Highlighting Badru’s accomplishments, the Governor noted, “His proven track record in managing complex regional operations and agricultural financing will be invaluable to the Authority’s mission.” 

    Governor Radda also lauded the appointment of Abubakar Ibrahim Dutsin-ma as Executive Director of Finance. Abubakar, an experienced public sector professional, has served as Mandate Secretary for Agriculture and Rural Development and has chaired various ministerial committees, including those overseeing the sale of fertilisers, pesticides, and agrochemicals.

    Currently pursuing an MBA in Agribusiness Management at Rome Business School, Abubakar brings a wealth of expertise to the role.

    “These appointments reflect President Tinubu’s careful selection of individuals with technical expertise and a deep understanding of regional needs. They underscore the President’s commitment to merit-based leadership,” the Governor stated.

    Katsina lauds military offensive against bandit kingpins at Bichi hill

    The Katsina State Government has praised the Air Component of “Operation FANSAN YAMMA” and troops of the 17 Brigade of the Nigerian Army for a successful offensive against notorious bandit kingpins, including “Manore Lalbi,” at Bichi Hill.

    The operation, which followed credible intelligence and multiple reconnaissance missions, targeted bandit camps responsible for escalating criminal activities in Danmusa, Safana, and Kankara Local Government Areas. 

    These criminals had been linked to numerous cases of abduction, cattle rustling, and violent attacks on communities such as Maidabino, Yantumaki, and Danmusa.

    According to a press release from the Chief Press Secretary to Governor Dikko Umar Radda, the Nigerian Air Force (NAF) launched precision airstrikes on identified locations, followed by a fierce ground assault by advancing troops.

    Despite attempts by the bandits to regroup and resist, several were neutralized during the prolonged firefights.

    “Surviving bandits fled to nearby trees but were tracked and eliminated by additional airstrikes. Those attempting to escape on motorcycles were also located and neutralized at a new gathering point,” the statement added.

    The joint operation destroyed bandit hideouts and key operational facilities, significantly weakening their operational capacity.

    Governor Radda commended the collaborative efforts of the Air Component of Operation FANSAN YAMMA and the 17 Brigade, highlighting their dedication to restoring peace and stability in Katsina State and strengthening security across the North West region.

    The Katsina State Government yesterday played down  detailed arrangements on commencement of negotiations with the state’s branch of the NLC on outstanding issues regarding minimum wage implementation, payment of arrears and gratuities to retirees negotiation and so on, to stave off looming NLC strike.

    The Katsina State Deputy Governor, Farouk Jobe, who addressed the press during a televised maiden monthly press briefing on sectorial achievements of the state from May 29th 2023 to date, assured organised labour of government’s commitment towards implementing the new minimum wage.

    He said: “In line with this, a high-powered committee has been set up to work out modalities for implementation for State and Local Government employees’’.

    When The Nation contacted the NLC Chairman in Katsina for his reaction, he neither picked his calls nor reacted to text messages forwarded to him.

    On the issue of social care personnel policies, the Deputy Governor stated that government is harmonising, updating and validating the social register for the poor and vulnerable households in all the Local Government Areas of the State

    He said: “The state government recalled that during their electoral campaigns, the governor had pledged to implement programmes and policies outlined in the ‘Building Your Future document’ as part of its commitment to entrenching transparency and accountability in governance and to ensure that citizens were carried along.

    ‘’Today, our focus is on administration and social care sectors; and  from the onset, this administration has prioritised effective governance through well-structured policies aimed at improving public service delivery through key initiatives.

    Katsina, Abia lead response to gender-based violence

    Katsina State leads in gender-based violence (GBV) response in 2024, ranking highest among the 36 States and the Federal Capital Territory (FCT), Invictus Africa has revealed, based on 18 indicators across five indexes that assess State performance.

    The state’s progress follows the governor’s signing of the Violence Against Persons Prohibition (VAPP) Bill and Child Protection Bill into law in December 2023, positioning Katsina as a frontrunner in addressing GBV comprehensively in 2024.

    However, according to Invictus Africa’s Womanity Index, only six States are making significant efforts to tackle GBV nationwide.

    Invictus Africa, an organization advocating for human rights and gender equality, also commended Abia State for its notable response to gender-based violence (GBV) during the review period.

    In a statement on Sunday, Sola Abe, the Communications Officer of Invictus Africa, noted that while six States have tried to address GBV, significant gaps remain.

    The findings contained in the 2024 edition of the Womanity Index, are set for release on December 4, 2024, in Abuja.

    The Womanity Index (GBV) is an annual assessment and ranking of sub-national governments based on their performance in preventing and responding to gender-based violence.

    The 2023 edition of the Womanity Index assessed States’ performance using 18 indicators across five indexes – Laws and Policies, Access to Legal Justice, Support Services, Information and Awareness, and Budget and Spending.

    The Executive Director of Invictus Africa, Bukky Shonibare noted that each State received tailored recommendations aimed at closing those gaps and improving outcomes, however, explained that, “Findings from the report revealed that only six out of 36 States and the FCT are making good efforts to address GBV, but gaps remain.

    “The spate of GBV in Nigeria makes the Womanity Index a critical and timely tool for holding government accountable on their responsibility to effectively prevent and respond to GBV”.

    Highlighting key achievements of States that have acted on the recommendations of the Womanity Index report, Shonibare emphasized that the six States were success stories of policy changes, government actions, and targeted interventions in various communities across the country.

    “One standout example is Katsina State. Displeased by the State’s ‘red’ ranking in the Womanity Index, the Commissioner for Women’s Affairs, Hajia Zainab Musa Musawa, ensured that the Governor, Malam Dikko Umaru, assented to the VAPP Act and Child Protection Law on December 22, 2023.

    “The State also established a system for the timely production of evidence for GBV cases, aiming for a swift process from legal notice to court hearing: seven days with the police, seven days at the Ministry of Justice, and 21 days for sentencing.

    “As of May 2024, 19 cases successfully followed this expedited process.”

    She revealed that the Index recommendations influenced budget decisions in Abia State. “Abia State adopted the Womanity Index’s GBV budgeting template in its 2024 budget, with most of the provisions approved,” she said.

    Furthermore, she said civil society organizations are also utilizing the Index to guide their GBV intervention strategies, adding, “Several organizations have used the Womanity Index to prioritize which State to target for their programs, drawing from its recommendations.”

    She also noted that the success stories underscore the tangible impact of the Womanity Index in improving GBV prevention and response mechanisms at the sub-national level in Nigeria.

    “The upcoming 2024 edition will provide a data-driven and evidence-based update on the progress that sub-national governments have made over the past year.

    “The Womanity Index 2024 will track progress, push for reforms, and ensure that State governments take decisive steps to reduce GBV across Nigeria,” Shonibare added.

    According to her, the event would provide a platform for discussions aimed at shaping future efforts to combat gender-based violence at the State level.

    Repentant bandits on Monday in Katsina released five abducted victims, including women detained in their custody from Danmusa Lcocal Government Area, while four others surrendered their AK 47 weapons to Governor Aminu Bello Masari of Katsina state during a dialogue with them in Shinfita in Jibia Local Government Area

    Those who surrendered their weapons in Shinfita include: Asharani, Abdu Danda and Abdullahi Marafi,

    Meanwhile, the Governor who announced the release of the victims, called on residents of the state to allow the repentant bandits to carry out their commercial activities in markets across the state.

    Masari, who was speaking in Baranda village of Batsari local government area, during a reconciliation meeting with bandits, said the victims were freed on Sunday and had since been reunited with their families.

    Two notorious bandits who command large following and strongholds of bandits in Batsari local Government: Dangote and Dankarami were absent at the reconciliation meeting because “they are at loggerhead with each other”.

    The duo who sent their representatives at the meeting, were said to have numerous bandits’ camps in Katsina and Zamfara States with many kidnapped persons in their custody.

    Masari said: “Five people including three women that were kidnapped by the bandits have been released by them. Three women left my house this morning (Monday) to their houses. And the bandits also promised to free the remaining people in their custody”

    He directed security agencies in the state to protect the lives and properties of the citizenry residing in rural settlements and urged them to avoid extortion.

    The state Commissioner of Police, Sanusi Buba, in his speech, urged bandits terrorizing innocent citizens in the state to surrender their weapons and work with security agencies to maintain peace or face the wrath of the law.

    Earlier, the Transition Committee chairman of Batsari local government, Mr. Mannir Muazu said the council would inaugurate security committee to ensure that harmonious co-existence is restored in the area.

    Some of the bandits, Abdullahi Ibrahim and Fulani Shafe, who spoke during the meeting commended Governor Masari for initiating the dialogue and vowed to surrender their arms for the sustainability of peace in the state.
