    • Troops seize six million liters of stolen crude, destroy 56 illegal refineries in one week
    • Army arrest eight suspected cultists in Bayelsa; rescue kidnap victim in Edo
    • ’Military graduates ready to fight terrorists, bandits, others’

Katsina State Governor Dikko Umar Radda yesterday made a case for Nigerians to be allowed to carry AK-47 and rocket-propelled grenade (RPG) to protect themselves from terrorists and other criminals.

He wondered why the generality of the people are denied that right when hoodlums have free access to the deadly weapons.

“If a bandit can go to the market and buy AK-47, RPG, and all of those weapons, what of the people that want to protect themselves? They too should equally be allowed to do so. These people are holding it illegally, we are trying to hold it legally. Why can’t the government allow the people to hold this thing and equally confront the challenges?”Ridda told  reporters  in Abuja on a day the military insisted they were  winning the war against terrorists and oil thieves.

The Defence Headquarters said  in the last one week alone, troops of Operation Delta Safe (OPDS) seized 6,009,500 litres of stolen crude oil, 425,715 litres of illegally refined diseil, 38,100 litres of kerosene and 4,500 litres of petrol in the Niger Delta.

“We must protect ourselves. It is even against our religious belief to allow someone to just come and kill us and take our property just like that. We have to put efforts to protect ourselves and that is the aim of the government,” he said.

The governor who recently inaugurated  1500-strong Community Watch Corps in the state to combat terrorism vowed to give the war whatever it would take.

He told reporters how some people have even been threatening his life and declared that such threats would not deter him.

He said:”I have told you before, I will only die once not twice and it is only a coward who will sit back and allow someone to kill him.

“I will not go begging bandits to come for negotiations. It is so disheartening and demoralizing.”

“When you are negotiating with bandits it is a sign of weakness for me. Let us deal with the situation, if they are weak, let them come out, let us negotiate and we will reintegrate them back into society.

“They are our people, our brothers, but we cannot protect a criminal. A criminal is a criminal regardless of his religion or ethnicity. This country has gone beyond the level of sentiments. It is unfortunate when you hear people saying all sorts of things because it is not their brothers that were killed, my brother by the same father and mother was killed by these bandits. So nobody can drag me into sentiments, we are beyond that. And my determination to drive this thing is 100 per cent and I will do it and I don’t mind the consequences because God is with us.”

He said some traditional rulers in the state were under probe over their alleged “romance” with bandits, stressing that whoever found to be a sponsor or ally of bandits would not be spared no matter how highly placed.

Military winning war against terrorists, oil thieves, says DHQ

However, the Defence Headquarters said that its troops were  winning the war against terrorists and oil thieves, as they have killed and captured the criminals’ leaders and facilitators in several operations across the country.

It said troops operations have also denied terrorists, insurgents and oil thieves safe havens, by destroying  their command and control centres and training facilities.

The Director of Defence Media Operations, Maj. Gen. Edward Buba, said in a statement yesterday that  “accordingly, the insurgents and terrorist are in perpetual mourning as they constantly bury their dead and would continue to do so.

“Our communities across the country have risen to the occasion in exposing these elements and it is making a tremendous impact on operations as they no longer have a hiding place.

“The actions and activities of the armed forces in the ongoing  counter insurgency and counter terrorist operations are integral to the plan of focussing military pressure on these terrorist and extremist to cause them to submission.

“The operations are yielding desired results ranging from denying safe havens to these groups, to the destruction of their command and control facilities as well as training facilities.”

The DHQ also said  troops of Operation Delta Safe (OPDS) have seized 6,009,500 litres of stolen crude oil, 425,715 litres of illegally refined diseil, 38,100 litres of kerosene and 4,500 litres of petrol in the last one  week.

Giving further updates on troops operations in other parts of the country, the Defence spokesperson said troops killed 37 terrorists, attested 95 others and rescued 53 kidnap victims while  troops recovered 100 assorted weapons, comprising  45 AK47 rifles, 11 locally fabricated AK47 rifles, six pump action guns, 12 dane guns, two AK47 rifles, two locally made guns, two locally fabricated pistols, and two locally made revolvers.

He said: Troops of Operation HADIN KAI in North East Nigeria killed  20 terrorists, arrested 57 and rescued 16 kidnap victims.

“The troops also recovered 13 AK47 rifles, five dane guns, four magazines, and two fabricated guns, among other items.”

Army spokesperson, Brig.-Gen. Onyema Nwachukwu, said the training was to adapt personnel who freshly passed out of Depot Nigerian Army to the challenges posed by the          ever-changing nature of threats within Nigeria’s security environment.”

    • Other states should follow suit

Last week, the Katsina State government deployed 1,466 newly trained Community Watch Corps to seven frontline local government areas of the state that are plagued by insecurity. The state governor, Dikko Radar, also launched 70 patrol vehicles and 700 motorcycles to be used in the fight against banditry in the state. The governor said: “During my campaigns, I visited the 351 wards in the state and I saw the evil effects of banditry. Despite current efforts, 22 local government areas in the state have security challenges.” That is nearly two-third of the 34 local government areas in the state.

We commend the state governor for his proactive effort to tame the gnawing insecurity in his state, which has further pauperised the north-west region, that accounts for the highest poverty rate of 77.7% in Nigeria. The governor was on point when he said: “I will also admonish other states in our region with similar security challenges to embrace our efforts.” Perhaps, Katsina would join the growing league of those agitating for state police, as the constitutional limitations on carrying of arms makes his effort a half measure.

Governor Radar’s call should be heeded by Zamfara, Sokoto, Jigawa, Kebbi, Kaduna and Kano states that make up the north west region. Because collaboration is key to defeating the bandits who move from one state to another, depending on the challenges from security agencies. The region can borrow a leaf from the south west, which established Amotekun Corps, which has reduced the incessant kidnapping in the region to barest minimum. Again, Katsina can also learn something from Lagos, in modelling the Community Watch Corps.

As we have severally argued on this page, our country is ripe for the decentralisation of the police. We consider it anachronistic for our federation to operate a unitary police structure. We may likely be the only nation which professes federalism, but yet has a single centralised police structure. The resultant challenges are enormous, and the manifestations are the sundry security challenges we face across the country. But despite the refusal to legitimatise state police, nearly every state has one form of quasi-police force or another.

The nation is behaving like an elder, who claims that he does not eat dog meat, but is ever willing to use his teeth to share it for children. That is playing the ostrich. While the nation pretends that state police is not healthy for the country, banditry, insurgency and other forms of violent crimes are almost torpedoing the country’s security. There are security challenges in all the regions, and the police personnel of about 370,000 is grossly inadequate for the country’s estimated 220 million population.

While the United Nations recommends one police for every 450 citizens, Nigeria in effect has one police for every 594 citizens. Even where we may choose to cut our dress to our size, the challenge is that the police have 923,768 square kms to cover. The police are also grossly underfunded. The 2023 budget for the Nigeria Police Force, is estimated at N805.5 billion, and at the budget defence last year, the former Minister of Police Affairs, Mr. Mohammed Dingyadi, lamented that the amount was grossly inadequate.

If the constitution is amended to allow states to establish their own police, the challenge of inadequate police personnel would be solved. Also, the funding would significantly increase, considering what many states are already earmarking for security in the present unconstitutional template. We hope the Katsina State launch of Community Watch Corps will provide a further impetus for necessary constitutional amendment, to solve our nation’s burgeoning security challenges. In the meantime, the Federal Government should support the collaborative efforts of states on security, as requested by Governor Radar, at the launch.

Police repel terrorist attacks in Katsina

The police have repelled suspected bandits, believed to be armed terrorists that launched an attack on residents of Tijjani Malumfashi Housing Estate in  Mallumfashi Local Government of Katsina State.

Investigation by The Nation revealed that the criminals in their large numbers descended on the area around 11pm on Sunday, wielding dangerous weapons and firing indiscriminately from various locations before initiating house-to-house operations.

The hoodlums abducted six residents of the area, restraining them with tied hands and blindfolding them with clothes before security operatives could move to the scene.

However, the swift response of security forces managed to thwart the attack, rescuing all the kidnapped victims after an intense hour-long gun battle.

The Divisional Police Officer (DPO) of Malumfashi, along with a team of policemen, Army personnel, and the vigilante group, successfully repelled the attack.

There was an intense exchange of gunfire between the hoodlums and security personnel for over an hour before the gunmen retreated. Unfortunately, one of the victims, a prominent businessman known as Alhaji Zaharaddeen or Danmaliki, sustained gunshot wounds during the encounter and is currently receiving treatment at the General Hospital in Kwandala, Malumfashi,” the source disclosed.

The State Police Spokesman, ASP Aliyu Abubakar, confirmed the incident, stating that the police have initiated an investigation into the attack.

Meanwhile Governor Dikko Umaru Radda has saluted the gallantry of the Malumfashi Divisional Police Officer, DPO, troops of the Nigerian Army and members of a vigilante group, who foiled an attack on residents of the Tijjani Malumfashi Housing Estate, on Saturday.

Residents of the Estate in Malumfashi Local Government Area over the weekend were attacked by kidnappers. The criminals had invaded the Estate to kidnap its residents.

Commending the Malumfashi DPO, Bello Umar, and Nigerian Army soldiers, together with local vigilantes who repelled the attack, Governor Radda, underscored the need for security agencies in the country to regularly conduct joint operations, to tackle insurgents, bandits and other criminal elements, holding the country to ransom.

He noted that the response operation, successfully carried out by the Malumfashi police team, and military troops, in concert with local vigilantes in the popular Katsina town, is one notable act of gallantry that other security personnel across the State, should strive to also emulate.
