    Taraba: City Boys movement draws support for Kefas

    The Seyi Tinubu City Boy Movement in Taraba State has thrown its weight in support of Governor Agbu Kefas for joining the All Progressives Congress (APC), describing the development as the beginning of a new political era for the state.

    In a statement signed by the Taraba State Director of information, Prince Sanusi Galadima, he described the deflection ceremony as an unprecedented show of unity and political maturity by APC members and residents of the state.

    The statement states that, ‘What Taraba witnessed was not a ceremony—it was a declaration. A declaration that the people have chosen progress over stagnation, hope over hesitation, and unity over division, the massive turnout at the event was a clear indication that the state was ready to align with the federal government and benefit fully from what he described as Nigeria’s progressive future.

    “The City Boy Movement also commended President Bola Ahmed Tinubu for what it termed visionary leadership, crediting him with reshaping Nigeria’s political landscape under the Renewed Hope Agenda. We salute the Renewed Hope Commander, President Asiwaju Bola Ahmed Tinubu, GCFR, whose courageous and visionary leadership has reshaped the political landscape of Nigeria.

    Governors Abba Kabir Yusuf (Kano State) and Agbu Kefas (Taraba) have presented the proposed 2026 Appropriation Bills of N1,368,127,929,271 and N650.50 billion to the states’ Houses of Assembly for scrutiny and approval.

    During the presentation, Yusuf reaffirmed his administration’s commitment to completing legacy projects and deepening inclusive development across the state.

    The budget has 68 per cent capital expenditure, amounting to N934.6 billion, and 32 per cent recurrent expenditure, totalling N433.4 billion.

    The 2026 proposed budget is the highest capital-to-recurrent ratios in Kano’s history, the governor said.

    Education has the lion share of N405.3 billion (30 per cent), followed by Infrastructure at N346.2 billion (25 per cent) and Health at N212.2 billion (16 per cent), reflecting the top priorities.

    “These allocations demonstrate our unwavering determination to invest heavily in human capital development, safeguard the well-being of our people, and lay the physical foundation for sustainable growth.

    “The economic and social sectors remain central to our 2026 fiscal plan, with Agriculture, Security, Commerce, Water, Environment, Tourism, Women and Youth Development, and People with Special Needs also receiving substantial provisions,” Yusuf said.

    The governor pledged to align his administration’s priorities with citizens’ aspirations.

    He emphasised that the budget is “a bold but realistic roadmap, designed to secure a resilient and prosperous Kano”.

    Yusuf urged the House of Assembly to grant the Appropriation Bill accelerated passage, stressing that their oversight and partnership remained critical to transforming the budget into tangible projects and services for the people.

    Speaker Jibril Falgore said the Hose of Assembly would scrutinise the budget carefully before passing it.

    In Taraba State, Kefas presented the N650 billion Appropriation Bill, tagged: the “Budget of Demonstration” to the House of Assembly.

    The proposed budget prioritises infrastructure, energy, and social development, marking a significant increase in capital allocation.

    The proposed budget allocates N457.74 billion (70.36 per cent) to capital projects, with the remaining N192.89 billion (29.64 per cent) earmarked for recurrent expenditure.

    Kefas said the budget would be financed through a combination of traditional revenue sources, including the Federation Account Allocation Commission (FAAC), Internally Generated Revenue (IGR), aids and grants, and capital development receipts.

    The governor said his administration planned to actively pursue new revenue streams, focusing on expanding digital revenue systems and generating income from key sectors, like agriculture, mining, property, business, and tourism.

    Outlining the primary areas of next year’s expenditure in the budget proposal, the governor earmarked 19.84 per cent for Roads and Transport, followed by Education and Skill Development at 15.98 per cent.

    Other significant allocations include Healthcare at 6.19 per cent, Agriculture and Food Security at 4.83 per cent, Water and Sanitation at 3.19 per cent, and Security and Emergency Services at 2.96 per cent.

    Kefas noted that energy is crucial for development, pledging dedicated investment in solar mini-grids, hybrid rural electrification schemes, street lighting, and securing power for critical facilities like schools, hospitals, markets, and agro-processing centres.

    Speaker John Bozena praised Kefas for the proposed Appropriation Bill’s adherence to budgetary provisions and for his judicious utilisation of state resources.

    The Speaker assured the governor that the Assembly would ensure a speedy passage of the Appropriation Bill to meet its legislative timeline.

    Kefas assents to ₦143.4bn supplementary budget

    Taraba State governor, Dr. Agbu Kefas, has signed into law the 2025 supplementary budget of ₦143.42 billion, alongside a virement of ₦14.68 billion recently approved by the State House of Assembly.

    The budget aims to tackle key sector needs while implementation will be extended to 31st May 2026.

    The supplementary budget is aimed at addressing urgent funding needs in critical sectors of the state, including security, infrastructure, and economic development, while also cushioning the impact of inflation and exchange rate pressures on ongoing projects.

    According to the report of the House Committee on Finance and Appropriation, the additional funding will enable the state to respond to emerging economic and security challenges, realign spending with the Medium-Term Expenditure Framework (MTEF), and accelerate strategic development projects.

    With the new approval, Taraba’s total budget size for 2025 now stands at ₦574.8 billion, with capital expenditure accounting for 68.9% and recurrent spending 31.1%.

    The Committee also urged the government to ensure transparency, accountability, and timely release of funds to achieve the intended results of the supplementary budget.

    Governor Kefas partners with CCECC to propel Taraba’s economic potential

    In a strategic move aimed at fostering development across Taraba state governor, Dr. Agbu Kefas convened an impactful meeting with the China Civil Engineering Construction Corporation (CCECC) at TY Danjuma House in Asokoro, Abuja, on Friday, November 1.

    The gathering included high-profile stakeholders, including the Deputy Governor, members of the National Assembly, Minister of State for Regional Development, traditional rulers, and members of the state executive council, all underscoring the commitment to realizing the ambitious Taraba Development Master Plan 2024.

    Governor Kefas expressed optimism for the partnership with CCECC, highlighting the collaboration as key to unlocking Taraba’s economic potential. 

    He emphasised that the development projects initiated under his administration are crafted not only to address current needs but also to establish a lasting foundation for future generations.

    The governor also noted ongoing transformative projects, such as the rehabilitation and reconstruction of the Danbaba Suntai Airport in Jalingo, which he described as essential to opening up Taraba to broader economic opportunities.

    Discussions at the meeting focused on three main pillars: energy development, infrastructure enhancement, and food and economic security. 

    Governor Kefas shared plans to position Taraba as a regional leader in energy distribution, with a new hydro power project to be developed in collaboration with CCECC. 

    The administration aims to expand road networks, enhance transportation systems, and develop natural resource management strategies to stimulate the state’s economy.

    Additionally, the Governor emphasized the importance of advancing agriculture through mechanized farming and improved storage facilities to achieve food security.

    CCECC’s President Chan Sichang, represented by Chief Executive Director Zhou Dongping, expressed the corporation’s enthusiasm for the partnership, affirming CCECC’s dedication to supporting Taraba’s development. 

    Sichang highlighted the critical role infrastructure plays in the state’s growth and conveyed CCECC’s longstanding commitment to excellence in Nigeria.

    Providing further insights, Engr. Alex Oniegbu, a key project leader, outlined that the Taraba Development Master Plan encompasses all local government areas and senatorial zones within the state. 

    Oniegbu added that CCECC’s experience in completing projects like Abuja’s Phase Two Master Plan instills confidence in Taraba’s potential to emerge as a strong regional player.

    The meeting concluded with a significant milestone: the signing of a Memorandum of Understanding (MOU) between the Taraba State Government and CCECC. 

    This agreement marks the beginning of a new phase of development, poised to propel Taraba into a hub of growth and opportunity.

    Kefas charges media on digital technology, good governance

    Taraba State governor, Dr. Agbu Kefas, during the weekend, called on journalists in the country to maximise the use of digital technology to enhance efficiency of their jobs in a fast changing media landscape.

    Kefas made the call while declaring open the 2024 News Summit of  the Federal Radio Corporation of Nigeria (FRCN) in Jalingo.

    Represented by his Deputy, Alhaji Aminu Alkali, the governor noted that journalists need to embrace the opportunities presented by the rapid technological advancements and social media to enhance efficiency in news and information dissemination.

    “As we navigate an era marked by rapid technological advancements, shifting audience expectations, and evolving journalistic practices, the role of news production has never been more crucial.

    “Journalists are called, not only to reflect on these changes, but also to embrace the opportunities presented by these technologies.

    “Let me also say that journalists must continue to uphold the principles of truth, accuracy, balance and  fairness, which have made the profession a unique one.

    “The theme of the  summit, “News Production in a Transitional Media Landscape” is coming at a pivotal time in the  nation’s history because today the media landscape is  vastly different from what it was just a decade ago as a result of the rise of digital platforms which have redefined how news is  gathered, reported and consumed,” he said.

    Kefas said his administration understood the role  of the media in strengthening democracy and good governance and was  committed to supporting initiatives that would foster a robust, independent and responsible press.

    The Director General, Federal Radio Corporation of Nigeria, Dr Mohammed Bulama, in his speech said the transition is accompanied by the advent of digital technologies, social media and evolving preference of audience. He therefore said practitioners “must leverage data analytics and artificial intelligence”.

    He said: “In the last few decades, the media environment in Nigeria has undergone seismic shifts. The advent of digital technologies, the rise of social media, and the evolving preferences of audiences have all contributed to a landscape that is in constantly changing.

    “These changes present both opportunities and challenges for news production, and it is our collective responsibility to navigate this transition with vision and resilience.

    “First, we must acknowledge the monumental role of technology in reshaping news production. The rise of digital platforms has democratised information dissemination, allowing stories to reach audiences instantly and across the globe.     While addressing directors of news of the station from the 36 states of the federation, Bulama emphasised on understanding audience expectations, economic dimensions and transition to digital media.

    He said: “As Radio Nigeria, we must confront the evolving nature of audience expectations. Nigerian audiences are increasingly seeking more than just news—they want context, insight, and engagement.

    “Nigerians our primary constituency are no longer passive recipients of information but active participants in the news cycle.

    “This shift demands that we rethink our approach to storytelling, making it more interactive, immersive, and responsive.

    Supreme Court affirms Fubara, Kefas, Aliyu victories

    The Supreme Court yesterday affirmed the elections of Siminalayi Fubara, Agbu Kefas and Ahmad Aliyu as governors of Rivers, Taraba and Sokoto states.

    In three judgments, a five-member panel held that the appellants failed to prove their cases.

    The first judgment was on the appeal by Tonye Cole, candidate of the All Progressives Congress (APC) in Rivers.

    He prayed to void Fubara’s victory because the election was marred by corrupt practices.

    Cole contended that the poll was not conducted in substantial compliance with the Electoral Act 2022.

    He also claimed that Fubara did not validly resign his from previous position before the election was held.

    Cole alleged that Fubara continued to sign documents as the Accountant-General even after he was nominated as the PDP candidate.

    Justice Ibrahim Saulawa, who read the lead judgment, resolved all four issues identified for determination against the appellant.

    He held that the appeal was devoid of merit.

    The Justice dismissed it and affirmed the judgment of the Court of Appeal, which upheld Fubara’s election.

    The second judgment was on the appeal by Muhammad Sani Yahaya of the New Nigeria Peoples Party (NNPP), who sought the nullification of Kefas’ election.

    Justice Mohammed Lawal Garba, who read the lead judgment, found that the appeal lacked merit.

    According to him, the Court of Appeal was right to have dismissed the appeal on grounds of incomplete record of appeal.

    He noted that the part of the record of appeal that was omitted was essential for the determination of the case.

    The Justice said the omitted part of the record contained the testimonies of polling unit agents called by the appellants at the trial tribunal in support of their claims relating to invalid votes.

    Justice Garba held that there was no way the Court of Appeal could have determined issues raised without the missing records.

    He adjudged the appeal unmeritorious, dismissed it and affirmed the judgment of the Court of Appeal which upheld Kefas’ election.

    The third judgment was on the appeal by Sa’idu Umar, candidate of the Peoples Democratic Party (PDP) in the Sokoto poll.

    Umar and his party had sought to void Aliyu’s election, claiming he and the APC were wrongly declared winners because they did not secure a majority of valid votes cast.

    They alleged other malpractices, including that Aliyu submitted forged academic credentials, that he was not qualified and that he did not accompany his Form EC9 with an affidavit as required by law.

    In the lead judgment, Justice Tijjani Abubakar resolved all the issues distilled for determination against the appellants.

    The Justice held that the appellants failed to prove their claims and dismissed the appeal.

    He affirmed the November 27, 2023 judgment of the Court of Appeal, which upheld Aliyu’s election.

    Fubara to opposition: join in building Rivers

    Fubara expressed gratitude to God, President Bola Ahmed Tinubu and the Minister of Federal Capital Territory (FCT), Nyesom Wike, for his triumph at the Supreme Court.

    The governor declared his resolve to remain committed to the purpose for which he was elected, saying nothing would distract his governance.

    In a statement by his Special Assistant on Media, Boniface Onyedi, he said: “The Supreme Court revalidation of our mandate is a victory for the entire state.”

    “It is important for us to note that we need this victory to consolidate the purpose of governance. We have had a few distractions here and there.

    “The good news is a refreshing strength that will encourage us to continue the good works in governance.

    “We have a dream of making it a highly competitive state that will measure, if not up to Lagos but close to becoming like Lagos. We can only achieve this in an atmosphere of peace.”

    Rivers PDP chapter congratulated Fubara, saying the victory was a reflection of the massive support the governor enjoyed from the people at the poll.

    The party, in a statement by its Publicity Secretary, Tambari Sydney Gbara, said: “It is also our conviction that with this judgment and victory, Rivers people will continue to enjoy the dividends of good governance.”

    Also, the Rivers State Council of the Nigeria Union of Journalists (NUJ) congratulated Fubara. 

    In a statement jointly by its Chairman, Stanley Job Stanley and the Secretary, Ike Wigodo, the NUJ described the verdict as confirmation of the people’s trust and mandate freely given to the governor.

    “We urge the people of Rivers State, especially the political class, to put all that happened during and after the elections in the state behind them and support the Siminilayi Fubara-led government to succeed and make Rivers a better place for all,” the union said.

    Taraba State Governor, Dr Agbu Kefas, has advised Tarabans to minimize “unnecessary” travels for the sake of paying homage.

    Kefas, who delivered the message in his Christmas message yesterday, stated that the present circumstances calls for prudence.

    According to him, “Christmas is a time for reflection, gratitude, renewed hope, and moving forward togethe.

     “I must express the cautionary note as we navigate this joyous time. While I understand the tradition of paying homage during this season, I urge caution in our movements.

    “The current circumstances call for prudence, and we must be mindful of the importance of minimizing unnecessary travel to safeguard our lives and our communities’ well-being.

    “I appreciate the sentiment behind the desire to come together, but the safety of our people remains paramount.

    “Let us find alternative ways to express our unity and celebrate the season while ensuring the health and security of all”.

    He stated that the security agencies were ready to ensure safety for citizens and urged them to “follow the guidelines that may be provided by the security agencies”.

    The governor also admonished those involved in criminality to have a renewal of heart as their acts have a negative consequence on them and the entire community.

    He said: “To those who choose a part of criminality, this festive season is a time for reflection and renewal. The time when the spirit of unity and compassion should resonate in every heart.

    “I extend esteemed message to those who engage in criminal activities in the state. Your actions not only threaten the safety and well-being of our communities but also undermine the collective efforts to build a prosperous and harmonious society.

    “I implore you to reconsider your choices, for they are not only leading to personal consequences but also disrupt the peace that we all strive to maintain”.

    Kefas assents to N313. 3 billion Taraba budget

    Taraba State governor, Agbu Kefas, yesterday signed into Law the 2024 budget captioned:”Budget of moving forward”.

    The budget estimate, which was passed by the Taraba State House of Assembly, was adjusted from N311,388,525,661:96k to the latest figure of N313,388,525,662.56k.

    According to the Speaker of the House, John Kizito Bonzena, the adjustment was to “accommodate some projects that touch on the five fingers development agenda of the government”.

    During the ceremony at the EXCO chambers of the Government House, Governor Kefas stated that the “document represents the collective aspirations of our people”.

    While commending the Assembly for the expeditious passage of the budget, the governor promised to ensure a full implementation of the budget.

    He said: “This budget is not only a financial plan but a blueprint for a future we envision. My administration will be steadfast in its implementation. We will ensure that every kobo spent will lead to the betterment of our State”.

    Earlier, Speaker of the House, John Kizito Bonzena, said the House expedited action to pass the budget in order to sustain the January to December budget cycle.

    Kefas condemns murder of Taraba teacher by students

    Governor Agbu Kefas of Taraba State has condemned the killing of a secondary school teacher, Bassey Sarduana Nkuphee, by some students in Taraba, stating that no teacher should lose his or her life while imparting knowledge.

    Kefas stated this, on Friday, while reacting to the gruesome killing of the teacher in Jalingo, the state capital, by one of his former students and some of his friends from the Model Secondary School in Jalingo, the State capital.

    Describing the incident as highly regrettable, the governor urged parents, teachers and other stakeholders to intensify their supervisory roles over their wards at home and in school.

    The governor, who expressed his sadness at the incident through a press statement made available to newsmen in the state by his Special Adviser on Media and Digital Communications, Emmanuel Bello, said the incident is indicative of societal decay.

    He identified drug abuse by some youths as a major reason for the vices in society, urging security operatives to leave no stone unturned in bringing the perpetrators to justice.

    He believed they could achieve this through a thorough investigation into the causes of the incident.

    The Taraba State Command of the Nigerian Police Force confirmed the incident through its spokesperson, Abdullahi Usman.

    Police Public Relations Officer (PPRO), Usman, affirmed that the command has commenced an investigation into the case, stressing that efforts are been made to track down all the students involved in the killing. He urged anyone with useful information on their whereabouts to reach out to the command.

    The deceased was attacked following his decision to punish some students at the school. Those among the students who had been nursing ill feelings towards the teacher allegedly ambushed him on his way home and stabbed him to death.

    However, the state Commissioner for Education, Augustina Godwin, said on Thursday night that some suspects had been arrested in connection with the incident.

    The Chairman of the union, Sule Abasu, who gave the directive in a statement, said the teachers would not return to the classrooms until justice was served on the matter.

    The statement read: “Fellow comrades, on a very sad note, we received shocking news of the demise of our colleague who was stabbed to death.

    “This is an inhuman act meted out to the most peaceful group of persons and organisation.

     “Teachers are known for their contributions to the development of our society.

     “You are to note that an injury to one, is an injury to all of us.

     “We hereby register our displeasure over this barbaric devilish act where a teacher becomes prey to his students and other hoodlums in the society.

    “We, therefore, call on you to suspend academic activities in all schools across the state, until this issue is addressed so that our duty is carried out without encumbrance.”
