  • Kidnappers seize bank manager in Yola, kill eyewitness

    Gunmen have taken away the manager of a bank in Yola after killing a Keke NAPEP (tricycle) operator who witnessed the act and tried to draw attention to it.

    A source said the gunmen were on the trail of the manager of the Yola branch of the Bank of Agriculture, Ahmed Inuwa, who was in his farm on Yola-Bole Road, Yola South Local Government Area of the state on Tuesday when the incident occurred.

    “When the gunmen struck the farm, an unknown Keke NAPEP operator tried to raise the alarm to attract people, but the gunmen immediately opened fire on him, leading to his death,” the source said.

    The source added that after killing the Keke NAPEP operator, the gunmen whisked the bank manager away.

    His abductors later called to demand N5 million ransom, but after some negotiations, the ransom was reduced to N1.5 million.

    At press time, negotiation was still on for further reduction of the sum demanded, according to a family source.

    The source said: “We were able to beat the price tag to N1.5 million while further negotiations are still going on as family members, friends and colleagues task themselves to produce the money.”

    The State Police Command confirmed the kidnapping but said nothing about the ransom demanded or the negotiations.

    The Police Public Relations Officer of the Command, Sulaiman Yahaya, said the command was pursuing the kidnappers with the aim of arresting them and rescuing the bank manager.

  • Lagos to clamp down on ‘crazy’ automobile users

    The Lagos State government said it will restore sanity onto the roads by clamping down on motorists, tri-cyclists and motorcycle riders who make use of the highways without recourse to the state traffic laws.

    Speaking at an event organised by Africa’s mobile phone giant, itel Mobile, for Keke NAPEP riders at Ikeja at the weekend, the Chief Executive Officer, Lagos State Traffic Management Authority (LASTMA), Assistant Inspector-General of Police (AIG), Mr Chris Olakpe (rtd), said the elections are over and work has resumed full steam.

    He said the agency decided to slow down to allow for smooth conduct of the elections, adding that now that the elections are over, LASTMA and other law enforcement agencies connected with road transportation in the state will return to work.

    “We will begin serious enforcement; abuse of drugs too will be dealt with. LASTMA will work with the police and NDLEA to flush people selling drugs at motor parks out,” Olakpe said.

    Also speaking on the occasion, General Manager, Transsion Holding, Chidi Okonkwo, Transsion said the firm decided to use Keke Napep riders as launch pad to kick-start safe driving campaign.

    He said the initiative was in keeping with the firm’s drive to prioritise its community’s needs under the CSR initiative: Love Always On, and reduce problem that has resulted from misuse of mobile technology.

    He lamented that mobile phone use while driving in Nigeria was on the increase, warning that the practice exposes driver four times to risk of accident. “When there is a crash, the life of passengers and drivers are at risk.

    Africa’s mobile phone giant, itel Mobile in Lagos, has launched a Keke Napep campaign to sensitize the public and commercial tricycle drivers popularly known as Keke Napep on the dangers of texting, answering call with one a hand while driving.

    The Corporate Social Responsibility (CSR) initiative tagged “LOVE ALWAYS ON”, is the customer-centric smartphone maker’s drive to prioritize its community’s needs and ensure a safer traffic environment and reduce road-related tragedies.

    A statement made by Oke Umurhohwo, Marketing Communications Manager, itel mobile, said that the number of road accidents in Nigeria has been on a steady increase with distracted drivers who divert attention from the road, usually to talk or text on their mobile phones, becoming one of the leading causes of road accidents.

    According to the National Bureau of Statistics (NBS), no fewer than 2,598 Nigerians died in road accidents between October 2017 and March 2018. In response to this growing concern, itel Mobile joined hands with LASTMA to sensitize drivers on safe driving and road maintenance through physical demonstrations, interactive courses on driving safety, visual aids, and donations such as reflective jackets and caution stickers.

    Police trail ‘one-chance’ tricycle, taxi cab operators in Enugu

    The  Police Command in Enugu State says it is trailing hoodlums masquerading themselves as commercial tricycles and taxi cabs operators to commit heinous crimes in the state.

    The command’s Spokesman, SP Ebere Amaraizu, said this in a statement in Enugu on Wednesday.

    According to Amaraizu, plain cloth detectives have been detailed to trail, arrest the tricycle and taxi cab operators, popularly called “one-chance” in the state.

    Amaraizu said that some of the operators had resorted to using the antics of being tricycle and taxi passengers to dispossess people, especially women, of their valuables.

    He advised members of the public to be wary of the antics of the hoodlums who also masqueraded as tricycle operators, otherwise known as Keke NAPEP.

    “The command is also advising members of the public to be security conscious.

    “Please, report promptly to the command through its distress call lines: 08032003702, 08075390883, 08086671202 and 08098880172.

    How keke NAPEP is aiding kidnappers, robbers in Delta

    The death of motorcycles as means of transport in some parts of Delta state was quickened when it became the choice means of transportation for armed robbers and other criminals who were using them for robbery and other nefarious crimes.

    It was against this background that the decision of then Governor, Dr Emmanuel Uduaghan to ban okada, as it is popularly called, was greeted with cheers from across the state. The support the ban received was not just due to numerous accidents associated with the two-legged means of transportation, but because of the relief from hoodlums and petty robbers.

    WP_20150703_002However, three years, its successor the tricycle popularly called keke, has again become an easy and convenience transportation facility for criminals in the university town of Abraka, Warri,  Udu, Uvwie and other parts of the state.

    Our investigation, which is corroborated by police sources, revealed that kidnappers and their cohorts are taking advantage of tricycle for their nefarious activities. Gangs that specialize in attacking customers coming out of banks, car snatching syndicates and others use keke, obviously because it is common place and because it is easy to ‘disappear’ with.

    Scores of stolen keke have been recovered by the police across the state and angry mob have set several on fire when robbers abandon them as they did along Sokoh Estate Road in Effurun recently.

    Several months ago, Mr Ewoma Okpokpor was robbed, by hoodlums who rode in a  keke. The maroon Toyota Corolla car they snatched from him, GSM handsets and cash are yet to be found.

    In Ovwian,  Udu Local Government Area of the state,  a 55-year-old staff of the Unified Payment Services (names withheld), was last Wednesday abducted. The male victim was holidaying in the area, when he was abducted by hoodlums at a bad spot along the Orhumworun road area.

    “The criminals were probably working in league with some keke riders,” a police source at the Quick Response Squad in the state told our reporter.

    “What we have found out is that the criminal keke operators mingle with genuine ones at strategic junctions, usually around Mofor Junction and the DSC Steel Camp area, while their accomplices and colleagues lay ambush at any of the bad spots along the road.

    “When they see a flashy car, they would relay the details via GSM phones  to the team ahead, giving them information like the type of car, the number of occupants etc. So, before the victim reaches the bad spots they are already waiting to pounce. If the sentries sight a police team they also brief their colleagues using terms like kpokpo or ikelebe

    Our source said that was ostensibly how the kidnappers of the UPS staff abducted around the notorious Celestial Church area on the DSC Expressway, Orhunwhorun.

    The hoodlums made away with his Black Toyota Highlander SUV, GSM phones, cash and four ATM cards, with which they withdrew N200,000 after forcing him to divulge the PINs. “Before they went to the bank, they reached an agreement with him that if any of the PIN was found to be incorrect, they would come back and finish him off.”

    A QRS team, led by an Assistant Superintendent of Police simply identified as Omonigho, rescued him from the bush, several hours later.  He told the police that he was taken to the hoodlums hideout with two tricycles conveying other members of the gang in tow.

    At the hideout, he was chained and locked with padlock, while the hoodlums retired to a well-laid bed complete with mosquito net and other conveniences.

    His car was yet to be found at the time of this report on Tuesday.

    Police Public Relations Officer in the State command, DSP Celestina Kalu, who confirmed the report, vowed that the police would track  hoodlums terrorizing the state and bring them to their knees.

    Meanwhile, it was learnt that the Police Command is also having sleepless nights over the sources of locally manufactured firearms that are being used by hoodlums to terrorise residents of the state.

    It was gathered that the Quick Response Squad, which is special unit based in in Warri, is investigating the source of locally made double- and single-barrel guns, after a rash of arrest and confiscation of such weapons.

    A reliable source in the top echelon of the command told our reporter that the squad is worried that despite spirited efforts and feats recorded in the past months, more of the firearms are still being seized from the criminals, who mostly operated in keke.

    Our source said: “We are very worried because over the past months and weeks we have arrested several criminals with locally manufactured cut-to-size barrel guns yet more Awka (local) guns keep surfacing in Warri and environs.

    “As much as we are working round-the-clock under the supervision of the OC (Officer in Charge) of QRS and the Area Commander, we have not been able to locate the source of these weapons. We know that once we get the source of these weapons crime rate will reduce in the state,” the usually reliable source added.

    It was further gathered that more worrying for the police is that none of about 100 suspects so far arrested across the state with the weapons have been able to provide useful information about the source.

     

    “When we investigate them, they always say they got it from someone who also got it from another person and the line is endless, yet we know that the manufacturers are either in the state or nearby.

    “We are appealing to members of the public to provide useful information that can enable the police track down and cut off the source of these illegal weapons, because not until we are able to get to the source, our efforts would be futile.”

  • FCTA impounds 4,790 okada, 883 keke napep

    The Federal Capital Territory (FCT) Special Task Team on City Cleaning and Management has said it has impounded about 4,790 commercial motorcycles and 883 tricyclesalso known as keke napeps in the last 90 days.

    Also impounded by the task team were 645 unpainted commercial vehicles, as well as 84 illegal commercial buses during the period under review.

    The FCT Permanent Secretary, Mr. John Chukwu disclosed this during after meeting with the chairman of the Task Team and the FCT Police Commissioner, Mr. Wilson Inalegwu in Abuja. The release was made available by the Assistant Director/Chief Press Secretary to the Minister, Muhammad Sule.

    According to him, 3,000 commercial sex workers had also been arrested by the Task Team and handed over to the Abuja Environment Protection Board for prosecution and subsequent rehabilitation.

    Chukwu noted that the Task Team also embarked on city cleaning activities, which culminated in the closure and removal of 52 illegal car wash sites and 83 illegal auto mechanic workshops.

    “In addition, eight illegal sand dredging and quarry sites, 205 shanties, 89 illegal markets, seven illegal car marts and 98 food vendor kiosks and furniture workshops all located in unauthorised places within the city have been closed down.

    “Similarly, a total of 2,534 street hawkers and beggars had been arrested by the FCT Administration and 102 strayed animals were removed from illegal cattle markets in Gudu and other parts of the city during the same period,” he said.

    Chukwu therefore directed the Task Team to redouble its efforts to rid the FCC of all environmental nuisances, stressing that it is not business as usual.

    He further directed all operational departments in the FCTA to be committed to ensure that their statutory responsibilities are carried out, insisting that they must be proactive in city management in line with the vision of a new Nigeria.

    He called on the residents of the FCC to be law-abiding and remain their brothers’ keepers, urging the residents to report any suspicious movements to the law enforcement agents.

    ‘No alternative to oil subsidy removal’

    The call for the removal of subsidy on Premium Motor Spirit (PMS) is growing louder with the states insisting that there is no alternative to its removal.

    Chairman, Finance Commissioners Forum, Timothy Odaah was optimistic that President Goodluck Jonathan would approve the recommendation to remove subsidy when their letter is submitted to him after next month’s Federation Account Allocation Committee (FAAC) meeting.

    Odaah insisted that there is “no alternative to subsidy removal,” stressing that its removal would ensure that “states develop at paces commensurate with their strength. If subsidy is removed, it will help states create better jobs.”

    He expressed displeasure at the current job creation efforts of some state governments that engage university graduates to cut grass by the road side and trim trees.

    He said: “What we are advocating is that the subsidy should be removed so that every state or any member of the federating unit sharing from FAAC will take its own money then decide to use it or grant subsidy in a level that it will be able to afford.

    “The states will grow their own industries, there will be much more employment.  A situation where subsidy alone takes away much of what could be used for the purpose of industrialisation is not acceptable; there will be investment; there will be employment and in that respect, you will discover that the vicious cycle of poverty will be eliminated.”

    He described SURE-P job creation as retrogressive, lamenting that Nigeria ought have grown beyond the use tricycles (Keke NAPEP) as a means of transportation.

    Though Odaah did not say that all state governments were in support of the planned removal of subsidy, he said governors were responsible people who listen to the voices of their people and will act in the overall best interest of their people many of whom he said are now in favour of the removal of subsidy.

    “The voice of the people is the voice of God, every responsible government does what is good for its people. It is what the people say that they will do.

    “The intended benefit of SURE-P is not getting to the poor people. It is not helping the average poor man in Nigeria. It’s been diverted by organised few and all the members except the leaders of labour unions were deceived into going against the removal of subsidy in 2012,” he said.

    How we planned to attack Abuja, by 16-year old Boko Haram suspect

    A suspected Boko Haram member, Mohammed Adamu (also known as Engineer), gave details yesterday of plans by members of the group to attack Abuja late last year.

    Adamu, 16, currently being held by the Department of State Security (DSS) was arrested with two others in Abuja last September. Information got from them led security operatives to invade an uncompleted building on September 20 in Gudu, Apo area, Abuja in which no fewer than eight squatters were shot dead.

    Adamu testified yesterday at the public hearing being conducted by the National Human Rights Commission (NHRC) on the September 20 killings.

    The suspect, who spoke in Hausa, was assisted by an interpreter.

    He admitted holding nocturnal meetings with 12 others in the uncompleted building at Gudu, near Apo with the intention to launch attacks against government’s interests in their determination to defend Islam.

    Adamu, who hails from Katsina State, said he worked as a commercial tricycle (Keke NAPEP) rider. He said he met Suleiman (R Kelly ) who introduced him into the sect.

    “Within the period, Suleiman told me of a meeting they attended in the uncompleted building and asked me whether I was interested in joining them, but I told him to give me a day to think over it.

    “A day after, I told him I was interested. Later, Suleiman warned me not to tell anybody, threatening to deal with me if I did so. Because of that, I became afraid.

    “At the meeting, we said we are defending our religion through war, using guns and other weapons. We agreed and wanted to fight with the government; we were holding discussions on ways and manner to carry out the operation.

    “We usually converged by 8pm and left by 11pm. Honestly, no policeman ever accosted us” Adamu testified.

    “One day, Suleiman came back with a bag and I enquired what was inside, he opened it and showed me four AK 47 rifles and a pistol.

    “I was the youngest in the group and Suleiman is a middle-aged man. On the day of the incident, I led the security operatives to arrest Suleiman and other members around midnight.

    “On arrival at the uncompleted building, while the security people approached the building, some people inside the building started shooting at us and I was instructed to lie down by the SSS official.

    “Soldiers then returned fire. I saw Suleiman and the others digging out guns where they buried them in front of the building,” Adamu said.

    He also said Suleiman is also from Katsina state, but denied knowing his whereabouts at the moment.

    He denied being compelled to indict himself and other members of the sect. “Nobody has told me what to say, Allah is my witness. What I said, is to the best of my knowledge.”

    He also explained how he was arrested.

    “Suleiman gave me a SIM card with an instruction that I should not use the line anyhow. He told me to always put the SIM on around 8pm.

    “I was at a mosque when the SSS operatives came, with the help of a machine, when it was my turn, they found the SIM in my phone and that was how I was arrested and taken to the SSS office.”

    Another witness, Mallam Gambo Idris, one of the surviving occupants of the building confirmed knowing Adamu as a Keke NAPEP rider.

    He denied knowledge of any meeting. Adamu identified Gambo as one of the squatters in the building.

    The Nigeria Army told the commission last month that the attack on the uncompleted building was informed by information it got from the DSS of a planned attack on Abuja by Boko Haram.

    An official of the DSS, whose name was not mentioned (for security reasons) told the commission that Adamu was among the three Boko Haram suspects arrested on September 18, last year, at Garki 2 near a Mosque before they were brought to the DSS office for interview.
