  • Passengers stranded as aviation unions grounds Arik Air over N12.5b debt

    • Arik Air accuses Union, FAAN workers of taking laws into their hands.
Hundreds of Arik Air passengers were on Wednesday stranded at the General Aviation Terminal (GAT), Murtala Muhammed Airport, Lagos following the grounding of its operations by aviation unions over alleged debts running to the tune N12.5 billion owed the Federal Airports Authority of Nigeria (FAAN).
Arik Air schedule flights for the day were disrupted by the unions under the aegis  of the Air Transport Services Senior Staff Association of Nigeria (ATSSSAN), National Union of Air Transport Employees (NUATE) and National Union of Pensioners (NUP).
Most of the passengers contacted decried the inability of the management of Arik Airline to brief them ahead of the situation saying that they only got to the airport and were confronted with such a situation thus making them stranded for the  alleged indebtedness of the airline.
It was  observed that security personnel from the Nigerian Police Force, Murtala Muhammed Airport Command prevailed on the protesting workers not to escalate the protest .Speaking on the picketing of Arik Air, Vice Chairman, National Union of Air Transport Employees (NUATE), Comrade Idowu Adesola said that the picketing was all about the refusal of Arik Airline to pay its N12.5 billion debt owed to FAAN.

Comrade Adesola said Arik Airline would only be allowed to operate if the airline pays the sum of N7 billion with a promise that it would upset the remaining balance in a fixed date.

He said: “It is all about Arik Air and all other debtors owing FAAN at the detriment of FAAN because FAAN had to have its revenue coming in by making all the necessary things available for aviation stakeholders and if those provisions are made, they need to pay for what they are utilising.

“Now Arik Air is owing FAAN N12.5 billion, it was supposed to be N5.8 billion but they denied N3.4 billion on invoice rating. Now that it is N12.5 billion, they are not ready to pay and they are telling everybody that they are even bigger than the government, it is not just FAAN alone, they owe FAAN, NCAA and even NAMA  and they owe some other people including their workers, they just paid their March salary recently which is not too good for somebody who has worked. So they believe that if Buhari is changing things, they are not ready to go along with Buhari to change things.”We as workers we want to help Buhari to make changes for things to progress. In fact, I want to tell you that the bay out there, they (Arik Air) are not paying for it which is meant for National Carrier and presidency is not even looking into it, we are just talking about landing and parking charges as well as other facilities, if we are to talk of the bayn the money would have been more than that, they are not ready to do anything, they are flying free, they are landing free and they say if we come to them we will be crushed but God is with us and we will defeat and prevail over Arik Air.

“The negotiation is still on-going but if they can put down N7billion, we will allow them to operate with conditions that as soon are they going to pay up so that Buhari change and TSA matters can be put in place which will also help workers in FAAN.”One of the passengers contacted said that he was disappointed because he never knew he would be stranded at the airport.

The passenger who refused to have his name mentioned in print said that he was travelling to Port-Harcourt at 11:00am noting that nobody had told them while Arik’s operations were grounded.

He said: “No one has said a word, not even from the management of the airline or ticket officers. This has been their nature. At least, they should have sent a text last night so that we can be abreast of the situation. I had to buy another ticket from Medview Airline at N40,200 and for those who can not afford it, what do you expert them to do.”

Meanwhile responding to the unions picketing, PR & Communications Manager of Arik Air, Mr. Adebanji Ola said that the union workers blocked their operations at the General Aviation Terminal (GAT).

Mr. Ola said: “The action by the workers’ union is connected with the long-standing and unsubstantiated claim by the Federal Airports Authority of Nigeria (FAAN) of spurious indebtedness of the airline to the agency which is now before a Federal High Court in Lagos at the instance of FAAN.

“For several months, the management of Arik Air and FAAN have been meeting to reconcile payment accounts between the two institutions. The reconciliation process is still ongoing until the latest actions by the union.

“This is not the first time that FAAN workers’ union will be taking the laws into their hands by disrupting operations of Arik Air.

“The current situation is deeply out of control of Arik Air and the management of the airline has been compelled to suspend all domestic operations for today.

“This will remain in force until such a time the unfortunate situation is resolved. Arik Air sincerely apologize for the inconveniences the FAAN workers’ union action may have caused its esteemed passengers. We live to serve the needs of the people of the great nation Nigeria.

“We look forward to working collaboratively with FAAN and other aviation agencies to resolve the impasse and return to our core purpose of providing essential world class services to the people of Nigeria.”

  • Fed Govt requires N25b to construct airports’ perimeter fences

Fed Govt requires N25b to construct airports’ perimeter fences

The Federal Government needs about N25 billion to construct perimeter and operational fences across  the 22 airports operated by the Federal Airports Authority of Nigeria (FAAN).

The sum will take care of the over 500 kilometre landmass across the 22 airports .

General Manager, Corporate Communications, FAAN, Mr. Yakubu Dati , who confirmed  this,  said the amount was arrived at  after a recent survey carried out by the authority.

At the moment, only four international airports in Lagos, Abuja, Kano and Port Harcourt have partial perimeter fencing. Failure to fence the airports has led to encroachments on the land.

Dati said each of the 22 airports is about 50 kilometre long and would require serious investments for all of them to be properly fenced according to the International Civil Aviation Organisation (ICAO) recommended practices.

ICAO security guidelines, he said,  prescribes  that all airports must be secured with double perimeter fences.

Dati explained that there are other safety measures FAAN has taken in line with international best practice to boost security and safety within the nation’s airports.

He added that the agency introduced the perimeter patrol, built perimeter towers, which enables the Aviation Security, AVSEC, personnel and other security agencies  have  overview of the airport environment.

This is in addition to the installation of  latest technologies in strategic locations to increase surveillance.

He also maintained that most of the leakages observed in the past by analysts and other aviation stakeholders has been closed by the authority..

He said: “About two months ago, we invited a team from Airport Council International, ACI, to carry out security audit of our airports and they identified some gaps, which needed to be closed and we were able to close those gaps.

“That is why when TSA came calling about two weeks ago, we were given clean bill of health because all the loopholes have been closed.

“Insider’s threat is another area that we are looking at. We profile anybody that works within the terminal or in the terminal in line with global standards. It is after passing that we issue them the On-Duty-Card, ODC. Even at that, the ODC also have some levels of restrictions such that it is not every holder that has access to every part of the terminal. We have different levels and colours based on the level of clearance you have received.”

He was found in possession of eighty-one (81) pellets of hard drugs packed in a clean Parker Whisky carton along with boxes of chocolates in a duty free bag.  The arrest took place during screening of passengers on an Emirates airline flight from Dubai.

As soon as the drug was detected, the suspect took to his heels breaking through a glass wall, but was pursued by narcotic officers and apprehended with the help of security officials at the airport. Preliminary investigation revealed that the suspect resides in Dubai where he works as a technician.

NDLEA commander at the Abuja airport, Mr. Hamisu Lawan said that the suspect sustained minor injuries in the process.

“During routine screening of passengers, the suspect Michael Nwobodo was found with drugs. He immediately started running and broke through a glass wall in an attempt to escape justice. • Minister orders probe into use of ladder at Bauchi Airport

Minister orders probe into use of ladder at Bauchi Airport

    …NAHCO denies involvement in incident

The  Minister of State for Aviation, Senator Hadi Sirika has directed an immediate investigation into the use of an unauthorized equipment by Aero Contractors Airlines at the conclusion of a charter flight to Bauchi over the weekend.

This is just as one of the ground handling companies, Nigerian Aviation Handling Company ( NAHCO) Plc said it is was not involved in the incident because it does not operate at Bauchi Airport .
The minister spoke through the deputy director in charge of press and public affairs in the ministry, Mr James Odaudu.

Several reports received by the Minister have indicated that the airline used a ladder to disembark passengers from a Boeing 737 aircraft at the  Bauchi airport on Saturday December 19th 2015.
According to the Minister, the act is inconsistent with Nigeria Civil Aviation Regulations (NCARs) and International Civil Aviation Organization (ICAO) Standards and Recommended Practices (SARPS).
The investigation will determine the immediate and remote causes of the incident with a view to developing and implementing measures that will prevent a reoccurrence of the unsafe and unacceptable procedure that exposed passengers to high risk of serious injury.

He reiterated that if the airline is found culpable, the full weight of sanctions within extant laws and regulations would be applied on it.

The Minister assures the traveling public that the Ministry of Transportation in collaboration with Nigerian Civil Aviation  Authority (NCAA) will ensure strict adherence to the Nigerian Civil Aviation Regulations as well as ICAO Standards and Recommended Practices by all operators.

Sirika further states that the ministry will not fail  in its responsibility to ensure a safe and secure air transport services which he views as sacrosanct.
Meanwhile, Nigerian Aviation Handling Company Plc (NAHCO aviance) on Sunday said it was not responsible for the ordeals of Aero contractors at Bauchi airport where its passengers had to disembark from an aircraft with a ladder on Saturday.

In a statement signed by its spokesman, Mr Tayo Ajakaye ,  NAHCO  said,  “The attention of the Nigerian Aviation Handling Company Plc (NAHCO aviance) has been drawn to reports making rounds on the social media to the effect that it was its failure to provide handling service to one of its esteemed clients, Aero Contractors, that caused passengers of the airline to disembark with ladder at the Bauchi Airport.

“Nothing can be further from the truth. NAHCO does not have operations in Bauchi. This fact is well known to Aero and all our client airlines. So, for Aero to embark on that chartered flight to Bauchi, it definitely would have made its own private arrangements.

“Aero’s statement in this regard is particularly clear. It never mentioned NAHCO, nor for that matter, any ground handler as the reason it had to innovate.”

  • How to keep airlines afloat, by experts

How to keep airlines afloat, by experts

Many domestic airlines are going through hard times, owing salaries for months, among other problems. If not addressed, this ugly trend, experts warn, could have ripple effects on safety. KELVIN OSA-OKUNBOR reports.

THAT these are difficult times for  domestic carriers, is an understatement. Many of them are on the throes of death. Even paying salaries regularly, is a challenge.

Apart from this, they are indebted aviation services’providers and terminal operators, as well as fuel and catering  suppliers.

Unpaid and delayed salaries have become major feature among airlines, raising concerns on the implication of this on air safety.

The real issue is that most of the airlines are unable to recover operating costs.

This has been attributed to high cost of aircraft maintenance, insurance, fuel, landing and parking fees, among others.

Some experts have projected that  soon, some domestic operators may close shop over the huge indebtednes.

The Nigerian Civil Aviation Authority (NCAA), it was learnt, was having a parley with the affected operatorss.

The operators have declined comments on the matter.

Experts, including former chairman of Airline Operators of Nigeria (AON), Dr  Steve Manhonwu; a former director of engineering Nigeria Airways Limited, Godwin Jibodu, and an aircraft engineer,  Alex Anene,  have described the situation as frightening.

They adduced poor planning, failure to carry out feasibility studies, wrong use of aircraft as part of the reasons   airlines’revenue are dwindling.

They said failure by some operators to carry out detailed studies before embarking on the business accounted for their inability to pay salaries.

Domestic operators include: Arik Air, First Nation Airways, Dana Air, AZMAN Air, Medview Airlines, Overland Airways, Discovery Air, Air Peace, Topbrass Aviation and  Aero Airlines.

Operators that have suspended operations include: Chanchangi Airlines, IRS Airlines and Afrijet Airlines.

Staff of some of these carriers last years protested to the Nigeria Civil Aviation Authority ( NCAA) the  failure of their management to clear the arrears of salaries.

Worried over this trend, NCAA has warned operators to fulfil their obligation to their staff.

The authority said it would continue to carry out financial audit of airlines to ascertain their operational health, safety, security and above all economic viability.

The authority said it would be forced to shut the operations of the affected carriers.

Its acting director general, Engineer Benedict Adeyileka said the authority is constrained to take this step to save the industry a lot of damage.

The Nigerian Civil Aviation Authority (NCAA)  last week warned domestic operators defaulting in the payment of salaries.

This was a fallout of a meeting with operators alleged to be culpable.

At the meeting, Adeyileka expressed serious concern over the non – payment of salaries.

He said the development was detrimental to the growth the industry.

According to the him, the action became necessary when consistently the financial health reports from the airlines were indicating gaps in financial stability.

He said: “As far as the NCAA is concerned, the issue of non-payment of  salaries is critical to safety.

“The moment an airline cannot meet its financial obligations, it is believed that the staff morale will be down and this can impact negatively on safety and security of its operations.

“The  NCAA will not condone a situation where their staff will disrupt operations which will affect the travel plans of passengers who have purchased their tickets.”

Consequently, NCAA has written a warning letter to the affected airlines, informing them that non-payment of  salaries was unacceptable.

NCAA warned airlines that if the act persisted, it would sanction them, one of which may result in suspension of Air Operators Certificate (AOC).

Last year, three airlines suspended  operations due to their inability to pay  salaries. In fact, NCAA is insisting that until all the arrears of salaries are paid these airlines will not be cleared for further operations.

It said: “The Nigerian Civil Aviation Authority (NCAA) therefore wishes to reiterate that it will continue carrying out financial health audit of airlines to ensure that our airline operations are healthy, safe and secure.”

Also Jibodu said: “I have said this many times that the problem of owing workers salary may linger for some time because many operators embark on airline business without carrying out detailed studies on the viability and otherwise of the business.

“Such operators did not examine the market deeply. They did not carry out feasibility studies and operating costs.

‘’Such operators never factored into their plan the cost of aircraft spares, aviation fuel, catering, aeronautical charges to be paid to service providers, aircraft insurance and workers salaries.

“They  just plunge into the business, convinced that the revenue from ticket sales is good profit without considering other operating costs.

‘’Some of them also make the make the mistake of buying the wrong aircraft type that is not suitable for their their operations.

He continued: “An aircraft that is relatively old would require huge amount of money for spares and maintenance;  all these eat up into the cost of operations, thereby narrowing profit margins.

‘’With this kind of scenario, it would be difficult to run profitable and pay  salaries.

“Some operators also make the mistake of employing too many staff, opening up many offices and flying on unviable routes with an aircraft type that would consume all the expected revenue owing to cost of aviation fuel and maintenance .

‘’It this poor planning that makes airline business unprofitable, resulting in inability to pay salaries.

“Most of them fail to carry out adequate feasibility on the business.

‘’Many of them buy any kind of aircraft, and would not match it with the suitability of the operations.

‘’The maintainability of the aircraft should be given serious consideration by any operator before buying the aircraft.

‘’Often times , the cost of aircraft is very critical.

‘’Most of them embark on unviable operations.

“The second challenge Is the challenge of offshore maintenance of aircraft?

‘’The whole money earned in a year is put into major aircraft maintenance checks.

‘’That is why many airlines that took their aircraft for major checks are seized  abroad ,because the operators could not pay for the checks.”

Also, Manhonwu said: ”The problem of salaries should be addressed airline by airline. It is a serious problem that should be addressed, even the so called big airlines are owing salaries.

‘’This is not good for the safety of airline operations.

‘’The NCAA should step up its oversight and ensure that airlines are solvent to keep their operations safe.

‘’Even, if an airline is having problems, its managers should look for a way around the issue of owing salaries.”

Anene  added: ”I lost my job as the chief engineer of a domestic airline because I offered advice on the quality of aircraft the airline should buy to run a profitable operation.

‘’Most airlines do not do their home work. That is why many of them cannot pay staff salaries. You cannot do aviation without money.”
