    FG releases economic agenda for 2016

    The federal government has given the direction it will take to run the economy in 2016.

    According to the federal government, it will fully implement the 2016 budget so as to recover from the slowing GDP growth and to forestall the remote possibility of recession.

    A statement from the Ministry of Finance Thursday said the Minister of Finance Mrs. Kemi Adeosun made the declaration in an article she wrote.

    According to the statement, the finance minister noted that the focus of the current administration is to stimulate the economy and achieve a real GDP growth rate of 4.2 per cent by the implementation of the draft 2016 budget.

    Adeosun added that “the administration is also determined to reduce the cost of governance, extract efficiencies in public service and enhance revenue collections. The administration plans to increase government expenditure on infrastructure i.e. Transport, Roads, Housing and Power with a view to achieving a substantial increase in gross capital formation and to fund the budget deficit and the negative trade balance in a cost effective and efficient manner, which will keep the government within the acceptable debt sustainable ratio that is expected of most emerging economies.”

    The Minister who acknowledged the impact of the sliding oil prices on Nigeria’s economy said, “our main macroeconomic objective is to use a government expenditure-led growth strategy in 2016, combined with a stimulant approach based on injections of more efficiently collected revenues and blocking of leakages.  The combination of these fiscal injections will have a catalytic multiplier effect on the GDP growth rate.”

    “The budget deficit is estimated at N2.2trn or 2.16 per cent of GDP based on an estimated benchmark oil price of $38pb.  In view of present realities and the dynamics in the global oil markets, we have braced ourselves for the probability of a further decline in oil prices,” she said.

    Though the government believes the average price of oil in 2016 will recover, “we have developed a shadow budgeting process with tactical responses to build in the flexibility in our borrowing needs. This way, we will not undermine the fundamental principle of the economic stimulus model used by countries facing a contraction in economic activities and growth,” the finance minister said.

    Adeosun pledged the resolve of the current administration to go ahead with its robust commitments on infrastructure despite the present oil price.

    She said, “We are firmly committed to the countercyclical budget expenditure model.  Therefore we will not reduce our investment in infrastructure i.e. Transport, Roads, Housing and Power.  Our deficit will expand by N0.8trn to N3trn, which will be 3per cent of GDP.  This is still within the comfort zone for the international rating agencies.”

    FG denies withdrawing 2016 Budget proposal

    The Federal Government on Wednesday denied withdrawing the 2016 Budget proposal presented to the National Assembly in December.

    Reports, especially on social media, had attributed the purported withdrawal to suspicious bloating of budgetary votes in the proposal.

    Briefing State House correspondents at the end of the Federal Executive Council (FEC) meeting presided over by President Muhammadu Buhari, the Minister of Information, Lai Mohammed and Minister of Finance, Kemi Adeosun said the allegations were false.

    Mohammed said: “When somebody from the Daily Trust called me, I told him categorically that there is nothing like that. When a story like this breaks out, I believe it will help all of us to actually be able to pin point the source.

    “I know for a fact that this administration has not withdrawn the budget from the National Assembly.”

    He also denied the accusation by the Peoples Democratic Party (PDP) that All Progressives Congress (APC) controlled government plans to exterminate the opposition.

    He said: “I think the first point to make is that this government is not micro-managing any of the anti-graft agencies. I know for a fact that they don’t contact the President or anybody before they do their job. I think the media also has to do more than they are doing right now, they should investigate these allegations and also make their independent judgment about it.

    “Honestly if the EFCC or ICPC says that they are able to trace certain amount of money to my account, I don’t want you to believe it, I want you to also ask for proof, do your investigation. I can assure you that this government, no functionary in government micromanages or directs the EFCC or ICPC on who to arrest and who not to arrest.”

    Speaking further on the alleged withdrawal of the 2016 Budget proposal, Adeosun said: “Let me just speak to you about the budget process. You know the budget is presented to the NASS and then there is what we call an interactive budget approval process and you know the agencies will still go and defend their budget at the NASS.

    “So ordinary in budget processes anywhere in the world, there can’t be amendments to the budgets arising from that interactive process, which is normal. But let me make it very clear the budget is not being withdrawn or replaced, the budget has been presented and will go through normal process whereby MDAs defend their budgets.

    “It is possible in the process of that, because as you know the legislature is not a rubber stamp, their job is to scrutinize the budget and to approve that budget. So there may be some changes that occur as a result of that interactive process. But that process is normal everywhere in the world where a budget is presented. So I think it is important to make that clarification.”

    Finance Minister meets directors to strategise

    FINANCE Minister Mrs. Kemi Adeosun has resumed work, meeting with departmental heads and directors of the ministry to strategise on how to manage the country’s finances.

    She met informally with Alhaji Mahmoud Isa Dutse, the ministry’s permanent secretary yesterday but before him, she “had met with some directors individually to strategise”.

    Adeosun, a source said, has not called a meeting between her and the management and the workers as was the practice with past ministers. She is taking her time to study the workings of the ministry.

    Last week, on her first day at work, Mrs Adeosun had pledged to be transparent in managing the affairs of the ministry and the nation’s finances.

    Adeosun resumes at finance ministry

    The new minister of finance Mrs. Kemi Adeosun Wednesday resumed duties at the ministry at about 3:30 pm.

    Upon arrival at the ministry, she immediately went into a closed door session with ministry’s Directors and top officers which lasted for two hours.

    After the closed session, she was presented with the ministry’s handover note by most senior Director in the ministry, Haruna Mohammed.

    The new Minister promised to conduct ministry’s affairs transparently in line with the change agenda.

    The screening of ministerial nominees into the Federal Executive Council enters day two on Wednesday.

    The Senate on Tuesday screened 10 ministerial nominees, including a former Governor of Ekiti State, Dr. Kayode Fayemi, Senator Udoma Udo Udoma, Dr. Osagie Ehanire, Lt. Gen Abdulrahman Danbazzau, Chief Audu Ogbeh and the National Publicity Secretary of the All Progressive Congress (APC), Alhaji Lai Mohammed.

    On Wednesday Another set of nominees will meet the Senate and reel out their programmes for Nigerians.

    Those that will be screened on Wednesday are – former Lagos State Governor, Mr. Babatunde Fashola (SAN), his Rivers State counterpart, Rotimi Amaechi, Dr. Chris Ngige, Dr. Emmanuel Ibe Kachikwu, Abubakar Malami (SAN), Senator Aisha Jummai Alhassan, Barr. Solomon Dalong, Mrs. Kemi Adeosun, Senator Hadi Sirika and Barr. Adebayo Shittu .

    THE NOMINEES:

     

     Babatunde Fashola:

    – Lagos success a team effort.

    – Police decentralization is a must.

    –  Encourage diversification of economy through productivity.

    – I don’t sign cheques or fix prices.

    – Nobody has said I have corruptly enriched myself.

    – Concept of loyalty is a very strange one. If tested you may be asked to take a bullet for your son.

    – Nigerians invest more money outside the country.

    Dr. Ibe Kachikwu

    – 50% of NNPC subsidy charges come from kerosine.

    – PH Refinery operating presently at about 67% capacity.

    -No routine maintenance in refineries in 10 years.

    – No new PIB for now.

    – Our laws cannot develop without input from National Assembly.

    – There is development in justice administration, but there is need for greater collaboration among the three arms of government.

    -No person should be detained in criminal matter beyond a period of three months before they are arraigned.

    -Justice administration in respect of criminal cases provides that cases must be determined within 180 days.

    – Prisoners should be made to acquire vocational skills while serving their terms.

     

     

    Dr. Chris Ngige

    – We introduced the first health committee in the Senate.

    – We promoted primary health care service.

    -Buhari is ready to serve Nigerians.

     

    Aisha Alhassan

    – My nomination is not a compensation for losing governorship election.

    -Corruption has little or nothing to do with money.

    -The bar and bench are key players in the corruption of the judiciary.

     

    Solomon Dalong

    – Criminal justice in Nigeria has a long history.

    – There is need to reduce prison congestion.

    -Lawyers must live up to expectations.

    – Cattle rustling has international connection and must be tackled head on.

    – We must have a clear perception about corruption.

    -Over-dependence on oil makes Nigerians lazy.

    – Nigeria prison system is punitive.

    -Corruption cannot be reduced to opinion, it should be defined by act of the National Assembly.

    Ogun adjudged fastest growing state economy

    Ogun State has been adjudged as the fastest growing economy and first choice of industrialists and entrepreneurs among the 36 states in the country.

    According to a statement by the state Commissioner for Information and Strategy, Alhaji Yusuph Olaniyonu, the verdict was passed by the management and Board of Editors of the nation’s leading business newspaper, Business Day at its States’ Competitiveness and Good Governance Awards ceremony which held in Lagos on Wednesday.

    At the ceremony attended by state Governors, members of State Executive Councils from across the nation, members of the business community and the media, Editor of Business Day, Mr. Phil Isakpa, said Ogun State won the award of the fastest growing economy, because it has the highest number of businesses established in its domain due to the conducive business environment provided by the state government.

    He added that Ogun State got the award because from the research conducted by the newspaper’s team, the state has the highest positive number of Gross Domestic Product (GDP) in the last one year, while the number of bank branches has increased more than any other state in the last three years.

    The newspaper said its conclusions were made based on “extensive research and tour of states across the country and submission of entries by states”.

     

    While receiving the award on behalf of Governor Ibikunle Amosun, the state’s Commissioner for Finance, Mrs. Kemi Adeosun, thanked the management of the newspaper for recognising the efforts being made by the state government to attract investors through provision of infrastructure, liberalising the process of establishing businesses, including access to the vast land in the state, as well as provision of security facilities to ensure safety of persons and properties.
