    Keyamo kicks off Zamfara Airport project

    The Minister of Aviation and Aerospace Development, Festus Keyamo, yesterday kicked off the building of Gusau International Airport in Zamfara. He assured the management of Federal Government’s support to the State in actualising its completion within the 30 months period.

    The minister described the international airport project, being executed by the Zamfara government, as critical to the rejuvenation of economic development in the North West region, adding that it would positively improve the economic development of the state through job creation for the youth.

    Keyamo said the federal government would consider lifting the non-flight zone declared by the Bello Matawalle administration in 2022 at height of insecurity in the state.

    On his part, the state governor, Dauda Lawal, said the state government would ensure the project was completed within the 30 months timeline. He assured that funds for the project had been set aside to ensure its timely completion.

    The project, to be executed by Triacta Nigeria Limited, is at the cost of N62 billion. The airport is to be fitted with state-of-the-art facilities including a 3.4-kilometre primary runway suitable for commercial aircraft.

    Others include a modern terminal building with passenger facilities, check-in counters, a waiting area, as well as Customs and Immigration services building. It will also have an aircraft control tower, maintenance hangar, firefighting and rescue station, access roads, among others.

    More ministers yesterday took turns to give an account of their stewardship since their inauguration on August 21, last year.

     The ministers are  Festus Keyamo (Aviation and Aerospace Development), Abubakar Kyari, Agriculture and Food Security and Sabi Abdullahi, Agriculture and Food Security (state). 

     The event tagged Ministerial Sectoral Press Briefing is being coordinated by the Information and Culture Ministry as part of activities marking the one-year anniversary of the Bola Ahmed  Tinubu Administration. It started last week.

    Keyamo revealed  plan by the Aviation ministry to power the nation’s international airports with solar.

    He explained that when implemented, the N1 billion that the Federal Government spends monthly on diesel to provide light at the Murtala Mohammed International Airport in Lagos alone would be saved.

    Apart from announcing that the suspension of the controversial Air Nigeria project remained in force, Keyamo said that new master plans for the country’s airports and a review of the concession of four of them were likely.  

    He said: “We are making conscious and gradual efforts towards embracing eco-friendly practices which is what the world is about now. Eco-friendly practices and green technologies in line with the International Civil Aviation Organization (ICAO) standard on the long-term global aspiration goal of net-zero emissions in the aviation sector is what we are targeting.

    “Lagos airport alone, I am told we do N1billion monthly on electricity and I said why? I am still trying to crack that. The first thing I told them to do is to bypass the DisCos and go to the GenCos because we are eligible users. So, why do we pay Disco that will add its own profit? So, we want to cut them off and go to the GenCos straight. We are doing that and those concerned are protesting and trying to meet Mr. President.

    “By bypassing, we are saving 30 percent, so if we are supposed to pay N1billion, we will pay N700million in terms of consumption because unlike some other airports that we shut down by 6 pm, Lagos and Abuja airports are run 24 hours. All the international airports must run for 24 hours because of flights coming in internationally.

    Keyamo justified the suspension of  Air Nigeria project initiated by his immediate predecessor, Hadi Sirika, saying it was never meant to benefit the country and its citizens.

    He said: “The Nigeria Air remains suspended, it was never Air Nigeria, it was Ethiopian Air trying to fly our flag.  If it is so, why not allow our local airlines fly our flag, why bring in a foreigner to fly our flag?

    ‘’So, nobody should deceive you that it was Air Nigeria. Air Nigeria must be indigenous and wholly Nigeria or for the full benefit of Nigeria and not that 60 percent of the profit is for another country. How does that benefit us? So, it remains suspended.”

    Sirika is currently being prosecuted by the Economic and Financial Crimes Commission over the Air Nigeria project.

     The minister also revealed plans to improve the security situation at the airports and eliminate bureaucracy in the Aviation sector.

    He added that plans were ongoing to eliminate touting and reduce the number of human contacts at the airports.

    He said: “We have official and unofficial touts at the airports. Before you come out to meet the official touts, there are unofficial touts in uniform inside the airports who deep hands into your bags, and ask for money. They are not under the Ministry of Aviation but we have spoken with the Interior Minister and the National Security Adviser and we are going to work jointly and present a joint memo to try and reduce the human contacts at the airports. “‘’Some of the touts are armed. They(touts) cannot all continue to be lining up and embarrassing our country.’’

    Keyamo added that his ministry recently agreed with its counterpart in Saudi Arabia to revive cargo flight operations.

    “We are working towards reviving the long-dormant cargo flight between Nigeria and Saudi Arabia. This is targeted at enhancing bilateral trade and economic cooperation,” he said.

    Govt injected N309b into dry season farming, says Agric Minister 

    Kyari said that N309 billion had been injected into the economy following the launch of dry season farming.

    He added that 118,657 hectares were cultivated for wheat production in 15 states.

    The minister who also stated that the ministry supported 107,429 wheat farmers with inputs resulting in an output of 474,628 metric tonnes, said that 42,000mt of assorted food commodities were released from the National Strategic Food Reserve to the National Emergency Management Agency (NEMA) for distribution.

    He said the ministry distributed 58,500 metric tonnes of milled rice to all states and the Federal Capital Territory (FCT) to curb the  escalating prices of the item.

    The minister added that the ministry also established animal health centres and veterinary hospitals, six micro earth dams and eight boreholes, 164 milk collection centres, eight cottage feed mills, and seven livestock centres.

     Kyari also said crops were fortified with Vitamin A micro-nutrients to enrich the nutrition content and health value of food commodities.

    Among efforts to tackle the challenge, listed by him were,  the distribution of 60,432 metric tonnes of improved seeds, 887,255 metric tonnes of seedlings, 138 value kits, 501,726 litres of agrochemicals, 62,328.5 metric tonnes of inorganic fertilisers, 1,000- kilogramme fungicide, and 33,200 equipment to farmers across different value chains.

     Kyari also said there has also been an improvement of farmland security with the  provision of additional resources to agro rangers and other security agencies.

    He said: “We are fully aware of how to face the menace of portfolio farmers who have no farmland nor practice any agricultural production except to unfold their portfolios for all kinds of transactions from which they profiteer.

    “One of the ways we have tried to defeat this is by ensuring the integrity of data of genuine farmers through the infusion of ICT(Information, Communication, and Technology) and active collaboration with subnational governments, traditional institutions, security agencies, and civil society organisations.’’

     Minister of State for Agriculture and Food Security Abdullahi said efforts were in top gear to develop and feed and fodder industry for livestock in the country.

     ’Tinubu  creating environment for media to thrive’

    Information and Culture Minister Mohammed Idris, who moderated the session, said the Tinubu Administration had created an enabling environment for all the players in the media industry to thrive.

    He advised stakeholders in the media ecosystem to come up with bankable proposals to access the  Bank of the Industry single-digit loan.

    Idris said:  “We are creating an enabling environment for all players and stakeholders in the media and information ecosystem to thrive. One highlight here is the recent directive by Mr. President to the Federal Ministry of Industry, Trade and Investment, through the Bank of Industry (BOI), to extend its single-digit interest-rate financing to media organizations in the country.

    “It is now incumbent upon media practitioners to develop bankable proposals to access this financing facility being offered by the Federal Government, and I hope that you the media will take full advantage of this great opportunity.”

    On the sectorial briefing, Idris explained that the administration is resolute to restore trust in public communication 

    “Our objective here is to enlighten, inform, and educate Nigerians and the world, and to ensure that everyone is carried along through the provision of detailed, relevant, credible, and timely information.”

    Reps summon Aviation Minister, Keyamo over safety at airports

    The House of Representatives has summoned the Minister of Aviation, Festus Keyamo to appear before its committee on Aviation within the next seven days along with the heads of relevant agencies and departments of the ministry to address issues in the sector especially those relating to safety.

    The House also wants the Ministry of Aviation to conduct a comprehensive audit of airport personnel in the country to ensure that only qualified professionals are employed and deployed to man sensitive areas in the airport for the safety of travellers.

    The ministry, according to a resolution of the House following a motion by Jesse Okey-Joe Onuakalusi (LP, Lagos), is also to conduct an audit of all contractors engaged in specialised areas at Nigerian airports in the last one year, assessing their knowledge, competency, and ability to perform their duties effectively and ensure contractors who have been engaged in the last one year to present their company profiles, detailing their expertise and previous work experience.

    In addition, the House wanted the Ministry to conduct an Audit of Technical systems and projects to thoroughly review of the current state of RADAR systems, radio communications, the Safe Tower project, and the Aeronautical Information Service (AIS) Automation project.

    Moving the motion, Onuakalusi said there was a dire need to maintain high standards of safety, security, and efficiency at the nation’s airports by ensuring that all personnel and contractors are properly qualified since competent is vital for the smooth operation of airports and the safety of all passengers and stakeholders.

    He said the efficient functioning of Nigerian airports is crucial for national security, safety, and economic development, adding that recent incidents have raised concerns about the competence and accountability of personnel and contractors working at airports.

    The lawmakers spoke of the potential risks to safety, security, and efficiency posed by the appointment of incompetent officers to sensitive positions and the employment of political appointees who may lack the necessary knowledge and competence to manage critical airport functions.

    He also expressed concern about the abysmal state of the RADAR systems at the airports, which he said present a disaster waiting to happen as RADAR labels often fail at critical times, risking mid-air collisions.

    He said there was a need to worry about the state of communication radios at the airports with previous attempts to resolve these challenges yielding no positive improvements, leading pilots and controllers to rely on relays from others for necessary instructions, risking national embarrassment.

    He said the stalled Safe Tower project, despite significant investment, needs urgent attention to improve the efficiency of the towers.

    He alleged that the Aeronautical Information Service (AIS) Automation project which could solve communication challenges in the Airspace has been ongoing for over fifteen (15) years without completion.

    He said there have been recent reports and observations indicating potential irregularities in the employment and appointment of personnel and contractors at major Nigerian airports, specifically in Lagos, Abuja, Port Harcourt, Kano, and Enugu.

    He said further that the recruitment into technical areas must be regulated to prevent the manifestation of incompetence due to skewed recruitment processes. Moreover, appropriate sanctions for erring offenders related to Airspace management should be enforced.

    He said Nigerian airports play a critical role in the nation’s transportation infrastructure and overall economic development, recognising the importance of ensuring that all personnel and contractors working at these airports are qualified and competent.

    Keyamo receives Air France-KLM team, advocates low fares

    Mr Festus Keyamo, SAN, Minister of Aviation and Aerospace Development, has received the Air France-KLM team, urging the airline to offer low-priced ticket fares to Nigerians.

    This is contained in a statement signed by Mr Tunde Moshood, Special Adviser to the minister on Media and Communications, on Monday in Lagos.

    According to Moshood, the team was led by the Country Manager, Christine Quantin; Key Account Manager, Commercial Division, Antonia Umunna; and Deputy Station Manager, Damilola Ogunseye.

    He said that the delegation expressed gratitude for the minister’s support and discussed several key initiatives aimed at elevating aviation services in Nigeria.

    Moshood noted that during the meeting, Air France-KLM expressed appreciation for the improved facilities at Murtala Muhammed International Airport, particularly acknowledging the enhanced experience at Wing E.

    He said the airline also extended gratitude for the minister’s leadership in fostering a smoother relationship between their team and various aviation regulatory agencies.

    Moshood said the airline announced the launch of a new Airbus A330/A350 aircraft, emphasizing its dedication to deploying modern and improved aircraft services on routes within Nigeria.

    This initiative, he said, aligned with its overarching goal of providing Nigerian travellers with a superior journey experience.

    He said Air France-KLM, thereafter, commended the minister for his intervention and successful facilitation of funds repatriation, showcasing the effectiveness of collaborative efforts in overcoming challenges within the aviation sector.

    Keyamo seeks stable power supply at airport

    Aviation and Aerospace Development Minister Festus Keyamo has urged the Kano State government to facilitate the installation of a dedicated power line at the Kano International Airport to address persistent outages, particularly those affecting the air-conditioning system.

    Keyamo said this when he visited Governor Abba Yusuf before inspecting facilities at the airport ahead of conveying pilgrims to Saudi Arabai for this year’s pilgrimage.

    The minister outlined three critical requests to enhance the efficiency and functionality of the airport.

    He called for the state’s support in acquiring two additional generators to supplement public electricity supply at the airport to ensure uninterrupted operations for pilgrims and other travellers alike.

    He also called the governor’s attention to properties belonging to Skypower, especially those under dispute.

    Keyamo sought the state government’s intervention to resolve the matter amicably.

    During the inspection tour to assess the readiness of the airport to cater for intending pilgrims, Keyamo underscored the collaborative efforts between the federal and state governments to ensure a seamless experience for pilgrims.

    Governor Yusuf, who was represented by his deputy, Aminu Abdussalam Gwarzo, assured the minister of the state government’s commitment to addressing the requests.

    Aviation and Aerospace Development Minister Festus Keyamo yesterday explained why he directed  the Nigeria Civil Aviation Authourity (NCAA) to suspend all operations of Dana Airline.

    The directive followed  the skidding off of the aircraft on  the runway at the Murtala Muhammed International Airport in Lagos on Tuesday morning.

    The  order was contained in a statement titled: ‘Immediate suspension of Dana Airline pending safety and financial health audit’, signed by the Ministry’s Permanent Secretary, Dr. Emmanuel Meribole.

    The aircraft flew from Abuja to Lagos. No casualty was recorded.

    But aviation experts criticised the minister’s action. They said he   overreached himself by assuming the place of the regulator.

    Specifically, civil aviation watchdog, the Aviation Safety Roundtable Initiative (ART), described the minister’s action  as “external interference” in the autonomy of the Nigerian Civil Aviation Authority (NCAA).

    But, Keyamo disagreed.

    He said he had done the right thing and alleged there had been a series of safety concerns about Dana Air.

    He spoke on  a national television.

    Keyamo  also alleged complicity among the regulatory officials.

    He said the decision to suspend Dana’s operations was to ensure the safety of Nigerians.

    “As the minister of aviation, my job is to supervise and ensure that they carry out their duties.  My duty is not to regulate.

    “My duty is to supervise them to ensure that the NCAA does its legal duties and to tell them to do their duties when they are failing .

    “One of my first KPIs is to ensure safety of our airspace and to ensure that the regulators also do their job.

    “Dana Airline has been having a series of cases.  At a time, the door of the aircraft flung open on the runway. So, who are the engineers that are supposed to check all of these?

    “There are also one or two cases of Dana aircraft at different times, after the fatal crash that killed Nigerians.

    “As the aviation minister, I owe a duty to be honest and frank with them when it comes to their safety.”

    “So, there were internal reports even before I assumed office by the same regulators about a series of infractions by Dana Airline.”

    “The conclusion was that they were not good at flying.

    “While we argue who has power or who does not power, the point is that the flying public is at risk.

    “If any disaster happens, who will Nigerians blame?

    “If that is the case, what is my role as the minister? Am I a lame duck minister?  And in any case, the NCAA took that decision and threw my weight behind them. 

    “I also directed them to do their job. I did not write to Dana, the regulator did.

    “The last thing I won’t do is to deceive Nigerians about the state of health of airlines that are carrying Nigerians.

    “Two years ago, an audit report confirmed the unhealthy status of Dana Airline. And then, at some point, something happened, then, I asked for a review before you allow them to continue to fly again.

    “Unfortunately, there’s deep complicity within the system and the cleansing process will start and will continue till I get to where I’m going.

    “All you are seeing on social media is a system of corruption within the aviation sector that is fighting back and I can assure you that we are going to bring down that system of corruption within the sector that I have found myself.

    “And all those found guilty will be brought to book.

    On whether he has power to direct the NCAA, he said Section 26 confers such power on him to direct the NCAA on matters of policy.

    “Would Nigerians have preferred that I’m part of the cartel of complicity?” the minister queried.

    The management of Dana Air said it has commenced a refund process for affected flights over the next one month. The refund is due to the suspension of the airline by the federal government.

    Private partnerships needed to deliver on projects, say Keyamo

    The Minister of Aviation and Aerospace Development, Festus Keyamo (SAN) has said the ministry would commit to private partnerships as part of efforts to deliver projects and infrastructure within the aviation industry.

    Keyamo said this at the inspection and commissioning of the first hotel project at Nnamdi Azikiwe International Airport, NAIA, yesterday in Abuja.

    The minister emphasised the importance of collaboration between the government and private companies to successfully implement projects and drive growth in the sector.

    According to him, the ministry can no longer rely on budgetary allocation to fund its ambition, stressing the need for private investment in infrastructure development, technology upgrades, to meet the growing demands of the sector.

    He urged stakeholders in the aviation sector to embrace partnerships with private companies and explore new avenues for collaboration.

    He said: “For now our focus in the aviation sector is to collaborate with the private sector. The reason is that all the ministries that have to do with infrastructure within the country, our budgetary system cannot fund our ambition in terms of infrastructure. The budgetary system can no longer fund projects.

    “What we have been doing is to attract private sector participation in development of our infrastructure and enhance passenger experience. A Lot of the private sector collaboration is in the kitchen cooking.”

    Managing Director, Federal Airports Authority of Nigeria (FAAN) Olubunmi Kuku, said the project was in line with the agency’s mandate “to provide our passengers within the airport environment in Nigeria.”

    She added that the project will not only help the ministry generate more funds to achieve its ambitions, but will improve passengers’ experience.

    She said: “FAAN has been given the mandate to improve passenger experience of every user of airport facilities in Nigeria.

    “We are grateful to the MRS team because this is indeed a step forward as we start to make sure that all our passengers have an amazing experience. It is a 23 room facility with a restaurant, wellness facility, meeting rooms for conferences. This is the beginning of a remarkable partnership between the Ministry of Aviation FAAN and MRS group. Everyone should have thought it through and begun to change our business model.”

    The Acting Director General, Nigerian Civil Aviation Authority (NCAA) Captain Chris Njomo, reassured Nigerians over the security of the hospitality center, adding that the project is duly regulated.

    Delta group applauds Keyamo over N2b earmark for Osubi Airport upgrade

    A sociopolitical pressure group in Delta State, Integrity and Transformative Leadership Advocate (ITLA), has applauded the Minister for Aviation and Airspace Development, Olorogun Festus Keyamo for facilitating the appropriation of N2billion in the 2024 Federal Budget for the rehabilitation and development of Osubi Airport, Delta State.

    Osubi Airport, located at Okpe local government of Delta State, has suffered neglect by successive governments since it was taken by the Federal Government from Shell.

    The Federal Government, through the Aviation and Airspace Development 2024 Appropriation Act, with code: “ERGP31206270 approved N2billion for the Rehabilitation and Development of Osubi Airstrip, Delta State.”

    ITLA in a statement jointly signed by its National Convener,  Chief Oneovosa Emuobo, and  Secretary, Comrade Bibi Kukuru, while commending the Minister, noted that if the N2b is properly used, it would go a long way in repositioning the Osubi Airport, and making it a destination of choice in the Niger Delta region.

    The group praised the Olorogun Keyamo for his tenacity in trying to bring the Osubi Airport back to life, also urged him to ensure that the contract for the rehabilitation and development of the Osubi Airport should be awarded to competent contractors with proven records of excellent delivery.

    They added that as part of their responsibility as a good governance advocate, they will monitor the implementation and execution of the project to ensure that it is down to specifications and globally accepted standards.

    They said: “We the leaders and members Integrity and Transformative Advocate (ITLA), a transparency and good governance advocate applaud the efforts of the Minister for Aviation and Airspace Development, Olorogun Festus Keyamo for facilitating the appropriation of N2billion in the 2024 Federal Government Budget for the rehabilitation and development of Osubi Airport, Delta State.

    “This is a welcome development, considering the fact that the Osubi International airport have suffered decay for many years now due to neglect by successive government cumulating in the poor states of infrastructure in the Osubi Airport.

    “The appropriation of N2b for Osubi Airport is a great news to us in the Niger Delta. We believe that with N2billion the Osubi Airport runway can be expanded to accommodate bigger planes, hence we are excited about this development.

    Fed Govt to save N500m annually from FAAN relocation, says Keyamo

    Aviation and Aerospace Development Minister Festus Keyamo shed more light on the motive behind the relocation of the headquarters of the Federal Airports Authority of Nigeria (FAAN) from Abuja to Lagos.

    The government, he said, would be saving more than N450 million air fares that would have been spent by officials on trips from Abuja to attend meetings in Lagos in one year.

    “We are going ahead. The directive has been given,” the minister said in a chat on a national television yesterday.

    Borno South Senator Ali Ndume, some chieftains of the Arewa Consultative Forum (ACF), Northern Elders Forum (NEF) and other Northern groups, kicked against the relocation of FAAN headquarters and some offices of the Central Bank of Nigeria (CBN).

    They insinuated that the move was an attempt to marginalise the North.

    But, Keyamo said the movement of the headquarters of the airport authority has become necessary in line with current economic and operational realities.

    Keyamo, a Senior Advocate of Nigeria, said the movement of the FAAN headquarters would, every year, save the government and the people of Nigeria half a billion naira wasted on air tickets by officials of the authority who have to commute from Lagos to Abuja and back.

    The minister said top FAAN officials and aviation unions approached him that the head office of the authority be moved to Lagos for operational efficiency.

    On whether President Bola Tinubu was aware of the decision or not, he said: “I take the decision; it’s a decision under the purview of a minister.”

    He said only the headquarters of one of the seven aviation agencies in the country is being moved from Abuja to Lagos.

    Keyamo said when his predecessor, Hadi Sirika, moved the headquarters of all aviation agencies from Lagos to Abuja in 2020, no adequate provision was made for the principal officers like the directors and the departments under them.

    He clarified that the headquarters is where the decision-makers meet, not where the largest number of workers are and not where the biggest building is.

    The minister said that over 100 of the 132 workers at the head office are in Lagos while only the directors are in Abuja — without their support staffers.

    Keyamo said the whole issue was compounded with the fact that FAAN is not yet digitalised and so, in one year, they spend half a billion naira on flight ticket between Lagos and Abuja alone.

    “You see them flying every day to-and-fro Abuja to get one file signed. They fly everyday back and forth. In one year, they spent close to half a billion naira on flight tickets. N450m on flight tickets alone,” he said.

    On the botched Nigeria Air, Keyamo said that Economic and Financial Crimes Commission (EFCC) is investigating the controversial project initiated by Sirika.

    He said: “The EFCC is investigating that deal. There is a criminal investigation going on. I have called for the report.”

    Keyamo said no local airline would be designated as national airline, adding that “we will establish a proper national carrier”.

    He also said that government had already concluded plans with insurance firms to undertake flight cancellation hassles.

    He also threatened to name and shame airlines, which do not have justifiable reasons for cancelling their customers’ flights.

    The minister, who did not unveil those insurance firms that had signed to the deal, said he had a meeting with a number of them yesterday in Abuja and many of them were willing to step in and correct the ugly trend in the nation’s aviation sector.

    According to him, one of the things the insurance firms would be doing is to buy off tickets of flights cancelled from Nigerians, settle accommodation and eating bills and then reclaim their expenses from the airlines.

    President Bola Tinubu has felicitated the Minister of Aviation and Aerospace Development, Olorogun Festus Keyamo, as he marks his birthday on January 21, 2024.

    A statement issued yesterday by Special Adviser to the President on Media and Publicity, Ajuri Ngelale, commended Olorogun Keyamo for his devotion to duty and passion for service.

    “President Tinubu congratulates the foremost lawyer and one of Nigeria’s leading advocates of good governance and citizens’ rights on this anniversary of his birth, and commends him for being an irrepressible proponent of justice, truth, and national unity.

    “Olorogun Festus Keyamo, a protégée of the late Human Rights Advocate, Chief Gani Fawehinmi (GCON, SAN), is a Senior Advocate of Nigeria and holder of the National Honour of Commander of the Order of the Niger.

    “He is also a Fellow of the Chartered Institute of Arbitration in the United Kingdom. On account of his advocacy for democratic ideals and human rights over the years, in 2017, he was awarded the Global Human Rights Award by the United States Global Leadership Council in Washington.
