    Lagos Assembly tasks Ambode on kidnapping, criminal gangs

    Lawmakers at the Lagos State House of Assembly have advised Governor Akinwunmi Ambode of the state to properly secure the state against kidnapping and other criminal activities.

    This was part of the resolution of the House at plenary Monday after a motion moved by the Majority Leader, Hon. Sanai Agunbiade and others calling the attention of their colleagues to the activities of kidnappers and criminal gangs in the state.

    It was resolved through the motion that Governor Akinwunmi Ambode should take all necessary steps aimed at involving the Nigeria Air Force, Nigerian Navy and the Nigeria Army to checkmate kidnapping in the state.

    Ambode was directed to arrange with the state Commissioner of Police and heads of other security agents in the state to increase security patrol and to station Armoured Personnel Carriers (APC) and other security equipment in Maya, Epe and other strategic areas of the state.

    The Governor was also enjoined to ensure the prosecution of those arrested in connection with gang wars in the state.

    Contributing to the motion, Hon. Gbolahan Yishawu said that it is apt and that it has captured the mood of the state.

    He stated that criminals in the state come up with a lot of strategies despite the huge amount of money the state government has spent on security.

    The lawmaker however, advised that the security men should be equipped with gun boats and other devices to fight crime on water.

    Also, Hon. Tobun Abiodun emphasised that the government should do its best to drive the criminals from the state as he said that they have now moved to places such as Epe, Ikorodu and Badagry.

    Tobun further advised the state government to consider aerial surveillance as he said that the criminals now operate in the creeks.

    However, Hon. Tunde Braimoh observed that the security challenge is not peculiar to Lagos State and that it is a common phenomenon in a metropolitan state like Lagos.

    In his comments, Hon. Olumuyiwa Jimoh advised that the state should attach importance to having more marine policemen as he said that the state’s waterways were porous.

    Police parade 14 officers, 45 others for ‘kidnapping’

    The police in Abuja yesterday paraded 14 policemen and 45 others for alleged kidnapping, cattle rustling, and others.
    The policemen inlcude, among others, ex-ASP Yuguda Abbah, ex-Sgt Habila Sarki, ex-Diphen Nimmyel, ex-Sgt Yasan Danda, ex-Sgt Abbas Mailalle, ex- Sgt Bwanason Tanko, ex-Sgt Donan James, ex-CPL Idris Salisu, ex-CPL Zakari Kofi.
    Some of the civilians are Mayo Chadi Aliyu, Atiku Ibrahim, Ali Mohammed, Abdulrahman Umar, Umar Daudu, Ibrahim Umar, Ibrahim Mallam, Adamu Lolo, Suleiman Buba, Ahmed Adamu, Gidado Garba, Sani Dan Alhaji, Inusa Mohammed, Mohammed Wari, Mohammed Rabiu, Hammadu Abdullahi, Umar Adamu, Idi Juye, and Yusuf Abdullahi.
    Some items recovered from them are 17 AK 47 rifles, one pump action, one locally-made pistol, 42 empty magazines, 363 rounds of AK 47 live ammunition, 71 K2 live ammunition, and 25 live cartridges.
    Police spokesman Don Awunah said the exercise was to checkmate corruption and misconduct, adding that the success demonstrated the commitment of the inspector general of Police (IGP) to ensure that the police conform to international best practices.
    Awunah said: “Personnel of the force who use their offices to be corrupt are singled out and dealt with according to the law to deter others.
    “The officers who erred were arrested, subjected to internal disciplinary measures and punished according to the gravity of their offences.
    “This unacceptable professional misconduct is categorised as follows – aiding and abetting serious crimes, conspiracy with militants and disappearance of explosives.”
    The spokesman explained that interrogation and confessions of the ex-policemen led to the arrest of principal suspects and recovery of arms and ammunition.

    Reps to meet Buhari over incessant Killings

    Worried by the continuous killings across the country, the House of  Representatives Thursday mandated the Speaker, Yakubu Dogara and other principal officers to meet with President Muhammadu Buhari and the security chiefs over the rising wave of insecurity

    The proposed meeting with  Buhari is for the purpose of getting him to act urgently on the trend of herdsmen attacks, armed robbery, kidnapping, and other security challenges.

    The House also said a conference on security involving all security agencies should be convened to proffer solution to the problem and called for a Declaration of Emergency in Southern Kaduna senatorial district by the Federal and Kaduna State governments.

    The lawmakers also urged the Director of the Department of State Service in charge of internal security to wake up to his responsibility in terms of securing the lives of Nigerians in the country.

    The resolutions of the House was sequel to the adoption of the amended prayers of a motion  of urgent public importance by a member, Hon. Simon Arabo (Kaduna APC) who decried the senseless killings in the region, especially the recent killing of 43 persons and destruction of houses in Kauru Local government, by unknown gunmen.

    Recall that armed men attacked Kigam, Kitakum, Ungwan Magaji, Ungwan Rimi, Ungwan Makera and Kizipi villages in Kauru Local government area of Kaduna state, on November 13 to 14, 2016, killing 43 persons including women and children and injuring several others.

    The lawmakers called for the establishment of a military strike force in the area in the meantime as a form of deterrent, saying the attacks are becoming too rampant.

    The Green Chamber urged security agencies to intensify efforts to apprehend and prosecute perpetrators of the attacks, in accordance with its resolutions of October 19, 2016 which came on the heel of a previous attacks.

    While supporting the motion, Hon. Jagaba Adams Jagaba (Kaduna APC) accused the military of apathy to the killings.

    “You call them and they tell you that they do not have mandate to act. In some cases, they come and arrest the same people who have asked them for protection, after the attackers have gone,

    “There is no concern by government. People do what they like and get away with it. The repercussion is great for the nation.

    Majority Leader, Hon. Femi Gbajabiamila warned that the attacks have a tendency to migrate to other parts of the country. Its coming to a time when a state of emergency will be declared in Southern Kaduna. It should therefore not be considered a southern Kaduna problem, This is the time to act,” he said.

    Another member, Hon. Zakari Mohammed (Kwara APC) noted that such incidents speak to the need to revisit laws that regulate the rights of citizens to bear arms and the consideration of state police.

    He said: “We have to look at these issues seriously else people would resort to self help. The problem with self help is that it could cause more harm than the initial harm.”

    Other members who supported the motion include, Mohammed sanni Abdul, Garba Datti Mohammed, Babale Bachir, Shehu Garba, Kingsley Chinda and Sanni Zoro.

    Insecurity: Rivers’ most volatile areas for kidnapping, killing

    Undoubtedly, Port Harcourt City is somehow safe. But for those visiting Rivers State for the first time, they could be victims of insecurity if their journey takes them far away from the capital city. PRECIOUS DIKEWOHA examines some of the danger-prone areas in the state despite the amnesty offered by Rivers State government to militants, cultists and other criminals. 

    Quite a few local government areas in Rivers State are susceptible to insecurity. But our correspondent’s analysis concentrated on those that are more volatile than others. In doing this, he examined situations in areas such as    :

     

    Ikwerre LGA

    Ikwerre Local Government Area has the ancient city of Isiokpo as its headquarters and comprises 14 communities. Among these communities, about nine have been “colonised” by different cult groups. Due to supremacy battle among these groups, hundreds of young men have been killed while several others are still missing.

    Members of the cult groups terrorising Ikwerre are members of the communities. They are mainly Degban and Icelander.

    Among the communities that are leading in kidnapping, killing and cult-related activities are Ubima, Umuawa, Isiokpo, Elele, Omagwa, Aluu and Omademe, among others.

    The roads leading to these areas are always lonely and fraught with bush parts which make them sanctuaries for kidnapping and robbery.

    The boundaries between Ubima and Ozuhia Road, Isiokpo and Elele are regarded as dens of kidnappers. Motorists and passengers who pass through these areas said as soon as they are approaching the kidnapping zones, they begin to say prayers for God to protect them.

    Before now, Omegwa, Ozuhia, Ubima and Omerelu roads were the shortest routes to Owerri. These days, motorists boycott the route while others still take the risk. However, even if the driver decided to boycott the route, he will have to pass through another dangerous route, which is Elele-Isiokpo Road in order to connect the road to Owerri.

    Mr. Igwe Omengbeoji, a motorist who plies these roads on daily basis said: “The bloody area at the boundary between Ozuhia and Ubima is Wilbros Road. From there to Ubima community which is about 10-15 minutes’ drive is always bushy.

    “Another area where we begin another set of prayers is the road between Ubima and Palm Estate Road leading to Omerelu community. As soon as you pass through this area and connect to Owerri Road, your family is sure of seeing you that day.

    “Some of the kidnapping activities in the area are perpetrated by cultists. When Joint Military Taskforce (JTF) raided Ubima, Elele and Isiokpo forests, they discovered many dead bodies. Some of them have decomposed while others are skeletons, dried bones and skulls. These were human beings who were kidnapped on that road and who died in the hands of the kidnappers.”

    Mr. Amadi Gift, one of the youth leaders in the area narrated to Niger Delta Report how Ubima community was turned to a ghost town on October 28, 2005 due to cult activities.

    “Our community (Ubima) will never forget in a hurry how cult activities began here. On October 28, 2005 the residents of the community relocated to the neighbouring community as a result of clashes between cult groups.  The battle for supremacy began in the morning. There was serious shooting in the morning and later in the night when members and families of the rival group were still asleep.

    “They descended on them and set their houses ablaze. The next night, the other group whose houses were set on fire retaliated and demolished over 30 houses belonging to their rivals. Many members of the community were rendered homeless because some of the houses destroyed were family houses. Till today, some families could not afford to rebuild their houses. That was how the crisis began. Currently, the community has recorded more killings due to cult clashes. Isiokpo, Umuawa, Omademe and other communities have also experienced killings resulting from cult activities.

    An Ikwerre man who pleaded anonymity for security reasons said after the killing that took place in Ubima community in 2005 and 2007, the cultists were remained calm.  He said the cultists resurfaced again four years ago with sophisticated weapons when politicians discovered they could be veritable means to achieve their political goals.

    He said: “For the past four years when the cultists resumed their activities in our various communities, hundreds of Ikwerre indigenes have been murdered and more than 50 people are still missing. Cult activities in Ubima community alone was were responsible for the death of over 20 people, even as 10 people are still missing.  This is also happening in other communities. At present, the roads leading to these areas have become safe haven for kidnappers and robbers because of the weapons at their disposal. All the cultists are now into kidnapping business.”

     

    Emohua LGA

    Emohua is a sister local government area to Ikwerre. The two local government areas have many things in common. They have almost the same tradition, understand each other’s languages and have one supreme council called Ogbakor Ikwerre, which is the highest decision-making body in Ikwerre ethnic nationality.

    Some of the residents who spoke to Niger Delta Report said youths of Ikwerre Local Government Area are greenhorn in terms of cult-related activities.

    The source said: “The East-West Road that links Ndele and Rundele communities is one of the areas that kidnappers have taken over. Other areas are Ibaa, Rumuekeni and Ogbakiri communities. These communities linked one another through water. So, as soon as the victim has been captured, they will put the person inside speedboat and ferry him or her to the other side of the river linking another community.

    “The residents also described the communities as the headquarters of cultists in Ikwerre ethnic nationality. Recall that residents of Ogbakiri were sacked from their community by cult groups eight years ago. Properties were destroyed and people were slaughtered like animals. The crisis kept them out of their ancestral homes for more than five years before they returned home to rebuild their community.”

    On January 18, this year, members of Elibrada community in Emohua Clan woke up on that morning to discover that their community was on fire due to a clash between two rival cult groups. But a day after, the community reinforced and allegedly killed two cultists who were alleged to have set the community on fire. It was gathered that after unidentified gunmen laid siege to the community during one of the nights, one of the youth that have been terrorising the entire Emohua LGA was alleged to have been picked up.  And later, the terror was found dead somewhere along one of the roads.

    Elder Ohiakwe Amaechi, one of the community leaders in Emohua said cult activities have inflicted pains and agony on the residents.

    “What happened in  Rumuekpe, Ibaa and Ogbakiri  should discourage people from patronising cultists. These three communities have more dreaded cultists than in other parts of the state. The insecurity in Ibaa, Ogbakiri and Rumuekpe communities which began seven years ago degenerated so much so that members of the community abandoned their homes and became refugees in another land for years.

    “Ogbakiri, for instance, experienced a total breakdown of law and order that resulted in massacre and deadly chieftaincy tussle,” he said.

    Recall that on February 3, 2014, some cultists suspected to be members of Icelanders and Degbam fraternity clashed at Ibaa community over territorial control. During the incident, nine people were killed and properties worth millions of Naira were destroyed.  Joint Military taskforce took over the community for more than one month. The residents of the community were forced to relocate to the neighbouring community for safety.

     

    Ogba/Egbema/Ndoni LGA (ONELGA)

    ONELGA is one of the dangerous areas in terms of insecurity in Rivers State. Even as Rivers State government initiated amnesty programme to calm the situation, the area still remains high risk in security chat of Rivers State.

    On the first week of October this year, gunmen attacked the Rivers State Amnesty Programme Committee led by Mr. Kenneth Chinda, at Ogba/Egbema/Ndoni Local Government Area.

    It was gathered that the team had resumed duty in ONELGA before they were attacked by suspected cultists in the area.

    Niger Delta Report learnt that when the incident happened, the leaders of the team had instructed other members not to reveal the development until investigations were completed. A source who was privy to the incident, Miss Sandra (surname withheld) told our correspondent that hoodlums intercepted the team around Akabuka community and opened fire on them.

    On February 12, this year, some young men were beheaded in Omoku and their heads were taken away.  A resident who pleaded anonymity for security reasons said: “In ONELGA, kidnapping and secret killing are major businesses. People are being kidnapped for ransom of between N100, 000 and N200, 000.  Kidnapping is a common business in the area and security is very poor, many people, including the indigenes are relocating to other towns that are safe.

     

    Etche LGA

     

    Etche Local Government Area is another of the areas with high level of insecurity and cult-related activities. Here, Degban and Icelander do not have much power. The area is controlled by a dreaded cult group called Umuoma Boys who originated from Obibi near Ozuzu Etche.

    One of the communities in the area known as Obite was attacked by unknown gunmen and scores were injured. After the raid by the gunmen, one Chikodi Nwankwoala was found dead in front of her house.

    Three months after, another community in the area, Akpokwu community was attacked. During the attack, four people were killed and about 20 houses were razed over the killing of one Mustapha.

    A youth leader in the area who pleaded anonymity for security reasons  said the Umuoma Boys and other killer groups in the area began as mere interest groups in support of political ambitions of some powerful politicians before they transformed into secret cult groups.

    The source said: “We have many bushes where these young men perpetrate evil. What they do is that they get one’s phone number and call one. As soon as one approaches the area, one is kidnapped.

    “During election periods, the young men received visitors from other local government areas who hired them for assassination, thuggery and other illicit businesses.”

    Continuing, he said: “The Umuoma Boys are very powerful and deadly. Etche has become a place where residents of Rivers State find it difficult to travel to due to insecurity. Everybody knows that Umuoma Boys were responsible for most of the kidnap and robbery incidents in and around Etche.

    “The system of incorporating hoodlums in the engines of political change made the Etche environment unsafe during election periods. This was perfected by old politicians within the Etche locality who were threatened by the rising profiles of younger men who they perceive as successful politicians.

     

    Ahoada East/Ahoada West LGA

    This is another dangerous zone where even residents of the various communities preferred to reside in Port Harcourt than living in their locality. The area is second to ONELGA in terms of insecurity.

    Investigation revealed that the residents are contributing money on monthly basis for the cult groups to ensure their safety and avoid unnecessary harassment.

    Ahoada is one of the target areas of Rivers State Amnesty Programme because of arms and ammunition that are in circulation in the area.

    A community leader who spoke to our correspondent in confidence said: “Here, despite the amnesty being offered to these armed youths, we are living at the mercy of cultists. The cultists are unleashing maximum terror on the people. They are currently calling prominent indigenes on phone, asking them to send money to them or be kidnapped.

    “Our women no longer go to farms for fear of being raped, molested or kidnapped. Our people have resigned to fate. They feel dejected and hopeless. We are praying that with the amnesty being offered to them, things would be better. But I don’t see any difference between what obtains now and what we used to experience.”

    The Inspector General of Police (IGP) Ibrahim Idris has been charged to contain security challenges especially the crime of kidnapping across the country.

    Kaduna State Governor Mallam Nasri El-Rufai made the plea when the IGP visited him at his office.

    IGP Idris was in Kaduna for the opening ceremony of sporting events among security agencies under the Ministry of Interior.

    Commending the police’ professionalism in handling security issues in Kaduna, El-Rufai condoled the police boss on the death of some personnel during the crisis in Godogodo, Jama’a LGA of the State.

    He emphasised the need for comprehensive national solution to kidnapping and other violent crimes which have destructive effects on growth and development.

    In his remark, Idris pledged the police’ commitment to maintaining law and order in line with international best practices.

    He decried the lack of adequate police personnel to cater for the populace, adding that the current strength of the police runs short of the United Nation’s recommendations of a Police officer to four hundred citizens.

    Idris, who commended President Muhammadu Buhari for the ongoing recruitment of 10,000 persons into the police, expressed hope that it would be an annual exercise to augment the short fall arising from retirement and death of personnel in service.

    He urged the governor to assist the police in the search of personnel declared Missing in Action (MIA) while mediating in communal conflict in the state.

  • Four remanded for murder, Iba king’s kidnap

    The Lagos State High Court, Igbosere, Monday remanded in prison custody four men accused of kidnapping the traditional ruler of Iba Town, Oba Goriola Oseni.

    The suspects, Duba Furejo, Ododomo Isaiah, Reuben Anthony and Yerin Fresh were arraigned yesterday before Justice Oluwatoyin Taiwo.

    They are standing trial on an eight-count charge bordering on conspiracy, murder, attempted murder, robbery, armed robbery, felony and kidnapping preferred against them by the Lagos State Government.

    Prosecuting counsel, the Lagos State Attorney-General and Commissioner of Justice, Adeniji Kazeem SAN, told the court that the suspects and others at large conspired to commit the alleged offences on July 16, 2016.

    The offences, he alleged, occurred at the traditional ruler’s palace in Iba Town.

    The suspects were accused of murdering ‎a security guard, Sunday Eniola Okanlawon, and a commercial motorcycle rider, Joseph Okeke.

    The state also alleged that the defendants attempted to murder the monarch’s wife, Olori Abosede Oseni.

    “The defendants, while armed with guns, robbed Abosede of her mobile phone.

    “With intent to commit felony, they conspired ‎with others at large to kidnap Oba Yishau Goriola Oseni at the Oba’s Palace, Iba Town Lagos”, Kazeem said.

    According to the prosecutor the offences were contrary to Sections 230, ‎233, 299, 297 (2) (b) and 411 of the Criminal Law of Lagos State C17, Vol. 3 Laws of Lagos State, 2015.

    The defendants denied the charge in the presence of their counsel Chief Selowei Baidi for the first, second and fourth and Mr. J. O Eguaroje for the third.

    Following the prosecutor’s application that the defendants be remanded in prison custody and for a trial date, Justice ‎Taiwo adjourned till November 4, 11 and 18 for commencement of trial.

    ‎Speaking to newsmen afterwards, Kazeem said: “The swift commencement of the trial of the suspects in the kidnap of the Oniba is a strong signal by the administration of Governor Akinwunmi Ambode that it is not business as usual for criminals. If you commit a crime, we will find you and prosecute you no matter how long it takes.”

    Reps to FG: Declare state of emergency on Kidnapping

    The House of Representatives Wednesday urged the Federal Government to declare a state of emergency on Kidnapping in the country.

    According to the Green Chamber, the Federal Government “should urgently convene a security summit that will include all security agencies, all GSM service providers, the House committees on National Intelligence, Army, Airforce, Navy, Police and Communication to fashion an effective response to the kidnapping phenomenon.”

    The lawmakers also advised the Federal Government to make provisions for the purchase of sophisticated equipment especially those used for tracking in the 2017 budget in order to militate against kidnappers.

    The resolution of the House which was passed unanimously by the members was sequel to a motion sponsored under Matters of Urgent National Importance by a member Hon.  Babatunde Gabriel Kolawole (APC Ondo State)

    Kolawole while  moving the motion, noted that  in the last ten years, the incidence of Kidnapping for ransom in the country has escalated to a very disturbing level and has reached a point where no one is safe anymore.

    The lawmaker noted that NYA International, a London-based firm that gathers intelligence on crime reports that in the first half of 2013, alone, Nigeria had the most kidnap attempts in the world, accounting for 26% of all such recorded incidents, followed by Mexico with 10%, and Pakistan with 7%.

    ” As at 2014, Nigeria was number 5 on the global kidnapping hotspots.,” he said

    Kolawole gave the list of prominent people kidnapped in the past to include amongst others include: “Former President Goodluck Jonathan’s foster father, 72-year-old Inengite Nitabai, Kaduna State House of Assembly member, Ibrahim Ismail, Margaret Emefiele, wife of Central Bank of Nigeria (CBN) governor, Former Minister of Environment Laurencia Mallam and her husband Pius Mallam , House of Representatives member from Katsina, Hon Sani Bello Mashi,

    Others, he said included  Mike Ozekhome, Archbishop Ignatius Kattey and his wife, Mrs. Kamene Okonjo, Mother of Former Finance Minister, Chief Olu Falae and that “thousands of other unreported cases of kidnapping had occurred because of people’s distrust of the Police and the believe they’re in partnership with kidnappers.”

    The lawmaker said “some victims are deliberately executed when ransom is not forthcoming or security agents move in, while some are killed even after ransom has been paid, making kidnapping the new face of terrorism.

    “Presently, school children are no longer safe as the shown by the kidnapping 3 female students from Babington Macaulay Junior Seminary School in Ikorodu, Lagos State on Monday February 29th this year; and also two principals and students of Lagos State Model College, Igbonla,  Épe, Lagos who were kidnapped early hours of Thursday October 6, 2016.”

    Kolawole expressed concern that Nigeria is now seen as the Kidnap capital of the world having risen from 475 reported cases in 2011, 500 in 2012 to presently over 1, 500 cases annually.

    “These records no doubt affect the tourism and investment potentials of Nigeria which is trying to diversify its revenue base as some countries issue constant travel warnings to their citizens about Nigeria.

    Members who supported the motion include, the Deputy leader, Buba Jibrin, Minority Leader, Leo Ogor,  Chief whip Alhassan Ado Doguwa, the Chairman, House Committee on Rules and Business, Orker Jev, Chairman House Committee on Drugs and Narcotics, Jagaba Adams Jagaba, Diri Douye, Tope Olayonu amongst others.

    In order to ensure compliance, the House mandated its Committee on Legislative Compliance to ensure compliance and report back to the House within three weeks.

    ‘How to end kidnapping in the Niger Delta’

    Sir Lucky Ugochuchwu Worluh is the Chairman of the Ikwerre Youth Movement (IYM), an umbrella youth body of Ikwerre Ethnic Nationality of Rivers State. In this interview with Precious Dikewoha, he appraises the security situation in Rivers State and Niger Delta.

    As youth leader, what do you think is the possible way out to end kidnapping in Niger Delta especially in Rivers State?

    It is to invest in human capital development. Over the years, governments both at the national and state levels have failed to invest in the development of their youths. There should be a special attention to the youths of this country. Youths should not be remembered when we want to contest election or when we want to assonate those we described as our political enemies.  For example in Rivers State, why is the Trans Amadi industrial layout that hosts many companies in Rivers State turned to a ghost town. It is because the government in the state are not thinking of how to attract investment and create enabling environment for those companies who have folded to go back to work.  Those who left Trans Amadi because of insecurity were contributing for Rivers State economy. They were paying taxes, employing our youths, renting our houses, sleeping in our hotels, marring our women etc today they left town due to insecurity.  Each time I see people talking about Nigeria recession I get angry because the possible way out of recession is to declare state of emergency on Security in Rivers, Niger Delta states and other part of Nigeria where insecurity has destroyed economic progress. In Niger Delta, insecurity in the region has deprived government from making profit.

    Here in Rivers and other Niger Delta states kidnapping has become a lucrative venture, do think any government can ever stop them?

    We live in a society that encourages criminality; let’s go back to memory lane and think of when this kidnapping started. It started with idle youths turning into agitators under the instruction of their masters who claimed to be fighting marginalization of the region. They were abducting white men; they thought it will end there. Later they started kidnapping our prominent people, today they are abducting everybody. And you cannot force people   to bring their investment to any place were security is not guaranteed. So, I ‘m of the opinion that the President should assist the region and Rivers State to declare an emergency on security; that is the only way to minimise crime in Rivers State. Don’t forget that no administration has addressed this Niger Delta issue, Obasanjo wanted to address it by making the Niger Delta man the vice President, by the Grace of God that Niger Delta man became the President.  He would have used that platform to address this issue the way President Muhammadu Buhari is addressing the Boko Haram issue in the North. But he did nothing to our plight instead he created more trouble to our people. The only way kidnapping can minimize in Rivers State is for the government to act as role model, how can a political party gives ticket to militants to run as  members of state house of assembly, appoint cult leaders as caretaker chairman that government lack the moral Fabre to fight kidnapping and other criminality.

    We have youths in the region who challenge the military; some are now expert in handling all kind of ammunition…

    They should be engaged into the military. There is an important department in the military, we have what we call marine Army.  The United State marine is one of the strongest military that the American has. If we create Nigerian marine it would engage thousands of youths. We need to employ thirty to forty thousand personnel, because it’s not only in the Niger Delta area we have criminals, we have criminal in the Lagos and they are defeating them.  We have to come out to build a strong force. And when you create this employment, all these youths carrying guns in the name of Avengers can be recruited. This would happen if these youths were confronted, rebrand for a better Nigeria to defend the integrity of Nigeria as a nation. I’ m not in support of negotiating with the Niger Delta youths in Abuja if they want to negotiate with them, then they should come to the region where the pressing issues are. This would also help other expert at the negotiation table who are not of the region to see things for themselves. And why we are talking of dialogue we must reposition NDDC and other establishment created for the development of the region.

    Many analysts several times have alleged that some persons are benefiting from the Niger Delta crisis?

    Of course, there are invisible hands on the crisis rocking the Niger Delta region but those invisible hands have started to be visible.  For example, when we had election last year in Rivers State, some prominent personality imported arms into the state and young men were hired to make use of those arms to subvert the will of the people at the Election Day.  Today, they have used these boys to win election and some of them were not settled. These youths who are now angry,  with the ammunition in their hands have become terrorists, avengers, kidnappers, arms robbers etc. So why the crisis in the region linger some people are benefiting. In fact, these beneficiaries of Niger Delta crisis are praying harder and making everything possible to frustrate President Muhammadu Buhari’s dialogue offer to militant groups in the region. In our region today, these youths have destroyed their communities and the governors of Niger Delta states are suffering more than any state governors.  The 13 percent derivation they are supposed to be getting from Federal Government, they no longer get it, so, who is losing?

    The governor has offered amnesty to cultists and militants groups in the state can this offer minimise the insecurity in the state.

    For me as a Christian, if man gives Amnesty, that is not divine until that person gets amnesty from God. Almost all the people being offered amnesty in Rivers State are still criminals who have not repented. They need to have a change of mind, repent within them before you offer them amnesty. You don’t offer criminal who have not repented amnesty it’s a waste of time and resources. I am not against the amnesty being offered to cultists and militants group in the state but we must get it right if such suffer was targeted in reducing or minimizing crime in the state. If you go to Omoku and other part of the state the same boys they are offering amnesty are still there terrorizing the people.  The person accepting the amnesty must be willing to change just like Ateke Tom and Asari who were granted amnesty and sincerely changed and are now doing exploits and contributing for the peace of the region. I heard that the Present administration in the state said they are not offering money to militants in the name of amnesty but planning to empower them for life. If that will be possible I support the idea, I will like to suggest that the government should involve some professionals and the private sectors for a rehabilitation programme. You cannot give someone amnesty, and what you do is to give him money every month and is still in the creek smoking and involving in criminality. You have to give amnesty and send them for training to acquire skills that would change their mentality of things in life.

    Kidnapping: we are mopping up bushes, says AIG

    The Assistant Inspector-General of Police (AIG), in-charge of Zone 2 Command, Onikan, Lagos, Mr Abdumajid Ali, has said the force would soon start mopping up exercise in the bushes and creeks within border towns between Ogun and Lagos states.

    The AIG, who spoke Yesterday in his office while decorating a newly promoted Deputy Commissioner of Police (DCP), Dan Nkem Okoro, said the war on kidnapping is not yet over.

    According to Ali, “The air bombardment by the Military through operation AWATSE, did a lot. It really destabilised the militants. Some of them are the ones carrying out pockets of armed robberies on the road, especially the long bridge between the two states, but we are mopping up the areas.

    “We are not going to relent in our war on kidnappers. I can’t explain why vehicle keep breaking down on the bridge. We are doing something about it. Crime in the border towns within my jurisdiction will be reduced to the nearest minimum.”

    He said Okoro’s promotion is long overdue.

    Okoro promised to revive the Police Special Fraud Unit (PSFU), where he has resumed as the new DCP.

    According to him, SFU will bounce back to its duty of fighting financial crimes and corruption.

  • Three arraigned for alleged kidnapping, robbery

    The Police in Benue State yesterday arraigned three suspected robbers at a Makurdi Upper Area Court in Benue State.

    Suega Orban, 33; Terseer Ivase, 36 and Akkaayar Shija, 42, were charged with criminal conspiracy, kidnapping and robbery.

    Police prosecutor Abdulkarim Abubakar told the court that a team of Operation Zenda Special Crack Squad arrested the suspects at Gboko, Buruku and Ugbema.

    He said investigation showed that the suspects, at different times, conspired with eight others to kidnap and rob people.

    “During investigation, it was discovered that the suspects conspired with Terwase Akwaza (Ghana), Teryila Ugah (Jugas), Terzungwe Shiaondo (General), Aondofa Angbasha, Zico, Anongo Usha, Beeior Ayaku and Faeren, all at large, to kidnap Pa Tsegba, Mrs. Suleyoo, Mrs. Indyerkaa, Ebere Innocent in Gboko and Tarka councils.

    “On July 7, they attacked Kings Inn Hotel, Gboko and robbed Dr Solomon Obialu, a lecturer at University of Nigeria, and his colleagues, of money and a laptop, valued at N138,000,” Abubakar said.

    He said the offences contravened Section 6 (b), 1 (1) of the Robbery and Firearms (Special Provision) Act and 295 of the Penal Code CAP 124 (Reversed Edition) Laws of Benue State, 2004.

    Abubakar added that investigation has begun.

    He pleaded with the court for more time to enable him conclude investigation.

    No plea was taken from the accused.

    The Magistrate, Ibrahim Mohammed, remanded the suspects at the Federal Prison, Makurdi, and adjourned the case till September 17.
