    Kogi govt frustrating our campaign activities, says SDP

    The Kogi  State chapter of the Social Democratic Party (SDP) has accused the state government of frustrating its efforts to campaign for votes, across the state, ahead of the November 11 governorship election.

    The party, in a statement in Lokoja by Mr. Isaiah Ijele, the Director General, New Media Muri/Sam Campaign Council, appealed: “We want Mr. President, the National Assembly, the National Security Adviser, the Inspector General of Police, the Chief of Army Staff and all the security agencies including the Minister of Defence to call Governor Yahaya Bello to order.

    “SDP wants a Kogi that is peaceful. We want to be able to sell our candidate to the people of Kogi like we’ve been doing and we also challenge him to sell his candidate to the people and not to procure violence, not to cause crises or conflict in Kogi.

    “We want a free, fair and transparent election, we want a level playing field, that is all we are asking for.

    “Our candidate, Muri, is ready. Muri is committed to his campaign. Muri is on ground and we, the SDP are on ground and by the grace of God we shall win the Nov. 11 election resoundingly,” he said.

    Ijele added: “We want the world to understand that in spite of the harassment and intimidation, the SDP candidate who’s on ground, who’s mobilizing across the three senatorial zones of Kogi is un-cowed and the people are resolute.

    Reacting, Mr. Kingsley Fanwo, the Commissioner for Information, dismissed the allegations, saying that the state government had given every political party a level playing ground to operate and campaign across the state.

    Kogi indigenes demand arrest of APC supporter’s killers

    Scores of Kogi indigenes have called on President Bola Tinubu and Governor Yahaya Bello to immediately put machineries in motion to curtail the excesses of thugs allegedly loyal to one of the governorship candidates.

    They accused the thugs of killing a supporter of the All Progressives Congress(APC) in Kotonkarfe and other cases of violence recorded lately in the State.

    The over 5,000 indigenes,  under the auspices of Kogi for Kogites Movement, whose members are drawn from all the 21 Local Government Areas, said from non-partisan information gathered from eyewitnesses at the scene of the event, it was reliably gathered that thugs allegedly loyal to the candidate attacked APC supporters o  a peaceful rally in Kotonkarfe on Friday.

    In a statement by the Coordinator, Kogi for Kogites, Ahmed Ojonugwa, the indigenes said the stock in trade of the party was “to commit gruesome crimes and turn around to play the victim”.

    Parts of the statement read:

    “We call on the Governor Yahaya Bello, and President Bola Ahmed Tinubu to ensure that these strange politicians, who have, right from the beginning of the campaign, shown that they have nothing to offer Kogites other than hate campaign and violence, are seriously cautioned. Perpetrators of this gruesome act must also be immediately fished out and brought to book.

    “Has anyone seen the Accord Governorship Candidate, Admiral Jibrin Usman (retd), being involved in this kind of senseless propaganda where human lives are traded? He is a well respected Igala man who has also pointed out the lies of the party in public fora.

    “We call on the supporters of the APC not to take laws into their hands in the interest of patriotic indigenes. But if things go on this way, true sons and daughters of Kogi State would have no choice but to drag the candidate to the highest courts of the land for this evil attempt to drag Kogi State back to the dark days.

    “We also call on law enforcement agencies to immediately arrest all his collaborators as well as question the security agents attached to the candidate on why they watched thugs unleash mayhem on peaceful and defenceless people. This is unacceptable.”

    Abductors of Kogi doctor demand N80m for his release

    The abductors of a doctor in Kogi State, Austin Uwumagbe, have demanded N80million ransom from his family, before he can be freed.

    Suspected kidnappers last week abducted Uwumagbe, who is the Director of Victory Hospital-Annex, in Ogaminana, Adavi Local Government.

    The kidnappers, who had earlier made contact with the family on Sunday night, were said to have called the following day, demanding N80million ransom for his release.

    Following his abduction,  doctors in the state on Tuesday protested on the streets of Lokoja, the capital.

    Also, some oficials of the state chapter of the Nigeria Medical Association (NMA), directed total shutdown of health facilities, including private hospitals across the state.

    Confirming the development to The Nation yesterday, Zainab Mohammed (not real name), who spoke from Obajana, close to Lokoja, said she became stranded on Monday, when she sought medical attention in the capital.

    According to her, a nagging knee problem took her to Lokoja, but she returned unattended to, both at the Federal Medical Centre (FMC), and subsequently, at other hospitals she ran to.

    She state: “A knee problem that has been worrying me made me go to Lokoja, on Monday. I went to FMC, but doctors said they were not working. I later went to some other places (private hospitals), but their services were disrupted, by others from FMC…they said they are all on strike.”

    Visit to  the Kogi State Specialist Hospital, Lokoja, on Wednesday, confirmed spread of the strike action.

    State chairman of the NMA, Dr Olusola Baoku had lamented that medical practitioners in Kogi have always been victims of criminality.

    The kidnappers were said to have called the family to demand N80M million to free him.

    The source, whose identity cannot be revealed, for obvious reasons, confirmed that a member of the gang called to place the ransom demand.

    Former Chief of Naval Staff and governorship candidate of the Accord Party, Rear Admiral Jibrin Usman (rtd) has said that  Kogi State has no reason to be poor. He said that the state  is richly endowed with  both mineral and human resources. 

    Usman, who lamented the high level of poverty in the 32 years old state, assured the people that his government will take millions of residents and citizens out of poverty, if he wins the November 11 election.

    He addressed the critical stakeholders and party supporters during town hall meetings in the five local government areas of Western Senatorial district of the State, Yagba West, Yagba East, Mopamuro, Ijumu and Kabba/Bunu respectively.

    The AP candidate, who said he is vying to rescue the state from misrule, urged the stakeholders to work hard for the success of his party at the poll.

    He said Accord Party will address all the problems confronting Kogi State, pledging the determination of his party to reposition the state.  

    As part of efforts to move youths out of the streets, Usman said his administration would establish the Kogi Information Technology Agency and others to address the youth restiveness and joblessness.

    He pledged to employ all the students with distinctions into the State civil service, while those with lower qualification would also be empowered one way or the other.

    Usman pledged that within the few months in office, no fewer than 50 women would be made to become millionaires across the state  through government interventions.

    He stated that if elected as governor of Kogi State in November election , his administration is determined to reposition the State civil service , salaries would be paid as at when due, while pensioners would be  adequately taken care of. He also pledged that education sector would be geared toward technology driven economy to enable the state to harness resources for the overall development of Kogi State in general.

    No fewer than 300 support groups from different political parties have collapsed their structures to ensure  victory for the governorship  candidate of the Accord Party, Rear Vice Admiral Jibrin Usman.

    The Co-ordinator and Spokesman of the support groups, Usman /Olamife campaign at the grassroots level, Fred Attah made this known  in Lokoja, the state tate capital  last  weekend. It was during the unveiling of  Usman’s, running mate Adedoyin Olamife

    Attah explained that all the support groups present at the occasion were drawn from all political parties, stressing that the people  have suffered enough at the hands of APC’s poor leadership in Kogi State.

    He pointed out that the maladministration of the current government has pushed people to seek better alternative candidates to deliver dividends of democracy at the grassroots.

    “This is why we all gathered here and we have resolved to work for the success of the Accord Party candidate, the former Chief of Naval Staff, who had served in the Nigerian Navy and worked across the 36 of the federation”.

    “Apart from this, Jibrin Usman is a man of track record while he was in the office. He established the Navy Secondary, Okura, Dekina Local government area of Kogi State. He also facilitated the establishment of a Naval base in Banda, Idah, Lokoja and Idah local government areas of Kogi State to boost security architecture,” he stressed.

    Attah further explained that it is no longer about political parties, but about personality with a proven record that can transform the state from depending on federal allocation every month.

    Responding, Usman, who welcomed the groups , reiterated his commitment to rescue the citizens from abject poverty to prosperity.

    Usman added that if elected he will introduce Kogi Human Capital Development Initiative to support 50 people with N1m each every month per local government to upscale or start a sustainable business, known as KSOMM.

    He promised to establish Water Transportation to facilitate movement within the water areas in the state, stressing that Accord will also establish the state television station.

    “We will unlock the mineral potentials of the state and rehabilitate moribund state owned industries to create jobs,” he stated.

    On November 11, the governorship election in Kogi State is expected to hold. There is anxiety in the camp of the All Progressives Congress (APC) candidate, Alhaji Usman Ododo, following the appeals filed by aggrieved aspirants-Senator Smart Adeyemi and Abubakar Achimugu.

    Both are challenging his nomination at the Supreme Court.

    The fundamental grounds on which Adeyemi filed his appeal and which have reportedly been brought before the Supreme Court is that the primary that ushered in Ododo as the APC candidate was fraught with irregularities and substantial non-compliance with the Electoral Act.

    Adeyemi contended that election only held  in 11 wards, all in one local government, (Kogi/Kotonkarfe) out of 239 wards across the state, with the caveat: “What happened to the 228 remaining wards?” “At what level were the results announced and was the entire process, starting from the cast of votes, announcement and collation of results done in accordance with the electoral act 2022 (as amended), which stipulated that results should be announced at each polling units at every ward and collated at the local government headquarters?

    Achimugu is contesting the qualification of Ododo on the basis of improper resignation while still drawing salaries from the government even after he purportedly turned in his resignation letter. He averred that claims that Ododo submitted his resignation letter to Governor Yahaya Bello was untenable and an afterthought, as the appropriate channel to do so is the Civil Service Commission, which copies ought to have been submitted to the Independent National Electoral Commission (INEC) and the party.

    Senator Smart Adeyemi and Abubakar Achimugu, in separate motions, had dragged APC and Ododo to court to challenge the authenticity of his nomination at the April primary election.

    Adeyemi had argued that no primaries of the APC worth that name took place anywhere in the state.

    He insisted that the results displayed by the electoral committee was mere allocation of votes.

    He had approached the federal high court, Abuja insisting that the primary election, which produced Ododo ran foul of Section 177 of the 1999 Constitution and also contrary to Section 29 and 84 of the Electoral Act, as well as Article 20 of the APC constitution.

    On the other hand, Achimugu questioned the eligibility of the APC candidate on the ground that he did not resign from the civil service at the time of purchasing and submission of his nomination and intent forms. That he held on to his post as Auditor General for Local Government overlapping the time limit stipulated in the electoral act. Ododo was alleged by Achimugu to have received salaries from Kogi State Government both as a civil servant and a governorship aspirant.

    However, the Federal High Court Abuja in the separate judgments delivered by Justice James Omotosho on July 12,  held that Adeyemi and Achimugu did not prove their allegations that Ododo was not lawfully nominated by the APC.

    Justice Omotosho quashed the petitions by Adeyemi and Achimugu, for lack of evidence, respectively.

    Unsatisfied, the aggrieved aspirants took their cases to the appeal court.

    However, in the lead judgment delivered by Justice Muhammed  Shuaibu on August 18, the Appeal Court upheld the verdicts of the lower court in a unanimous decision.

     Adeyemi had filed for appeals against the appellate court’s decision at the apex court.

    Adeyemi’s appeal was based on the following grounds:

    That, among other irregularities, the results as announced at the end of the April 14  direct primary election were not in consonant with the results the committee claimed to have collated across the wards in the state; that in the process of allocating votes to the various aspirants, the election committee decided to allot a bogus 78,704 votes to Ododo and 311 votes- the least number of votes to Adeyemi; that the number of votes announced for Ododo was higher than the figure recorded while that for Adeyemi was lower, respectively; that the election held in only 11 wards in Kotonkarfe Local Government, excluding 228 wards out of the 239 electoral wards in total; that direct primary election mode allows party members to vote for their preferred aspirants at designated units in each of the 239 wards; that contrary to the provisions of the electoral act 2022 (as amended), votes were merely allocated to aspirants._

    “We have enough evidence to prove that no real election took place in Kogi State chapter of APC on April 14. Where a semblance of election took place was only in 11 wards in one local government, Kogi/Kotonkarfe. What happened to the 228 remaining wards? Again, the votes the election committee claimed it recorded did not correspond with the results they announced. This is before the Supreme Court. History has shown that losing at the lower courts does not mean we will lose at the Supreme Court. The cases involving Governor Hope Uzodimma in the Imo State governorship election verdict and former Senate President Ahmed Lawan in the Senate primary election of Yobe North are a few examples of landmark judgments in cases presumed to have been lost at the lower courts but were upturned in the appellants favour by the apex court”, a source close to Adeyemi disclosed.

    Quoting Section 84, subsection 4 of the Electoral Act 2022, Pparagraphs (a) (b) and (c) under “Nomination of Candidates by Parties” and “Direct Primaries”, he inferred that: ‘A political party that adopts the direct primary procedure shall ensure that all aspirants are given equal opportunity of being voted for by all members of the party and shall adopt the procedure outlined; Paragraph (a): ‘In the case of presidential primary, all registered members of the party shall vote for aspirants of their choice at a designated centre at each ward of the federation; Paragraph (b) that the procedure under paragraph (a) shall be adopted for direct primaries in respect of Gubernatorial, Senatorial, Federal and State Constituencies’.

    He noted further that “this is the position of the law, the justices of the Federal High Court and Appeal Court don’t make laws; they can only interpret. The relevant laws have been contravened in the process leading to Alhaji Usman Ododo’s nomination as the candidate of the APC for the November 11 governorship election in Kogi State. The process that led to Ododo’s nomination is inconsistent with the provisions of the electoral law and the APC constitution, therefore such cannot stand in the eye of the law”.

    •Peace Process

    In the aftermath of the swearing-in ceremony of the newly appointed members of the APC NWC by the National Chairman of the Party, Alhaji Abdullahi Ganduje, the new leadership of the APC has decided to revisit the petition submitted by Senator Adeyemi against the outcome of the Kogi State Governorship primaries.

    “The case looks bad. But the national leadership of the APC  is leaving no stone unturned to have Adeyemi and Achimugu stop their lawyers from filing any further appeals at the Supreme Court”, revealed a source in the APC headquarters, adding that, “To this effect, meetings have been held at top levels.

    “There are efforts to placate the aggrieved aspirants, and ultimately persuade them to have a change of plans and not proceed to the Supreme Court.  Recommendations have been made to that effect. It also depends on what the Ododo camp is bringing to the table”.

    Baring the outcome of the peace process,  it is left to be seen if the aggrieved aspirants would halt their appeals. However, withdrawal of the cases from the Supreme Court may only be effected before the adjournment for ruling on the appeal, which is time bound.

    Adeyemi has asked the Supreme Court  justices to determine, among others, whether, in accordance with the  provisions of the 2022 electoral act (as amended), results of a supposed state wide primary election but declared solely based on election held in 11 wards of a local government (Kogi/Kotonkarfe) out of 239 wards, is sufficient to nominate a governorship candidate by a party, exclusive of 228 electoral wards. Parts of the reliefs being sought by the appellant include asking the supreme court to cancel the April 14 direct primary election of the APC in Kogi State and order a fresh election to be conducted either by direct, indirect or by consensus mode, based on superior argument, for the nomination of a candidate lawfully elected by the majority of the members of the APC in Kogi State.

    The Independent National Electoral Commission (INEC) will on October 14 conduct a mock accreditation  in 27 polling units across Imo, Kogi and Bayelsa states .

    The off season  governorship elections will hold on November 11 in the three states .

    The exercise  is to test run the Bimodal Voter Accreditation System ahead of the elections.

    The National Commissioner in charge of Information and Voter Education, Sam Olumekun, made this known in a statement in Abuja yesterday.

    He said the exercise will take place simultaneously in a maximum of three polling units per senatorial district across the three states.

    The statement reads: “The Commission met today Monday, 25th September, 2023 and, among other issues, reviewed the preparations for the forthcoming off-cycle governorship elections in Bayelsa, Imo and Kogi States scheduled for Saturday 11th November, 2023.

    “As was the case in recent off-cycle Governorship elections, the Commission will conduct a mock accreditation using the Bimodal Voter Accreditation System (BVAS) and upload of polling units’ results to the INEC Result Viewing Portal (IReV).

    “The test-run will take place simultaneously in the three states on Saturday 14th October 2023 from 8.30am to 2.30pm.

    “A maximum of three polling units in each senatorial district have been identified across each of the three states, covering a total of nine senatorial district and 27 polling units. Lessons learnt from the exercise will be taken into consideration in ensuring a seamless process on Election Day.

    “Full details of the polling units, including their locations by Local Government Area (LGA), Registration Area (RA)/Ward, Delimitation Code and number of registered voters have been uploaded to our website and social media platforms.

    “The Commission appeals to registered voters in the selected polling units to turn up with their Permanent Voters’ Cards (PVCs) for the exercise. “The public is advised that this is strictly a test accreditation exercise and not the actual election.”

    Governor Yahaya Bello of Kogi State, on Friday, assured the people of Kogi State, and Nigerians in general, that the governorship election billed for November 11, 2023, would be the most peaceful ever held in the state.

    The governor also reiterated that he has no blood relationship with the APC governorship candidate in the state, Alhaji Usman Ododo, contrary to the propaganda by opposition, noting that he emerged based on merit, through a keenly contested, free and fair election.

    The Governor spoke at the 3rd Governor Yahaya Bello (GYB) Seminar for Nigeria’s Political and Crime Correspondents/Editors in Abuja.

    On allegations and counter allegations regarding the destruction of campaign offices in the state, the governor said the APC candidate remained the most popular and loved and so would not engage in any act that might mar the poll.

    “Ododo has endeared himself to the people of Kogi. How can you be the most popular candidate, positioned to win and still instigate violence?” He asked.

    “Ododo and I may come from the same place but we do not share any blood relationship whatsoever. Do your findings. He is a very compassionate, hardworking and competent fellow and those qualities spoke for him at the primaries,” he added.

    Bello explained that part of his administration’s focus was to do away with ethnic sentiments that had set the state backwards before his emergence.

    “Ethnic sentiments set Kogi back for 19 years and we must break away from that for competence. My administration has changed the narrative of ethnicity and has been appointing and working with competent people as against choosing people from tribes in the state.

    “We raise people from different backgrounds, irrespective of their senatorial zones,” he added.

    Earlier, the Kogi Commissioner for Information, Kingsley Fanwo, said no blood would be shed because of an election.

    Fanwo said that security remained key to the state and therefore the government would not be distracted from the path of peace.

    10 parties collapse structure for AP candidate in Kogi

    At least 10 political parties have collapsed their structure for the candidate of the Accord Party (AP), Admiral Jibrin Usman (retd.), in the November 11 governorship election in Kogi State.

    The former Chief of Naval Staff stated this at a news conference in Abuja.

    According to him, the state of decadence across many critical sectors of the state economy informed his decision to join the race.

    Speaking on whether his party, Accord, would accept to merge with other parties to brighten its chances at the poll, Usman said: “We have all seen the resultant effect of the arrangement between some parties that brought about the All Progressives Congress. There is nothing bad about parties merging. It is constitutionally allowed.

    “There is nothing wrong if, for instance, my party decides to merge with another party. It will interest you to know that 10 political parties have indeed merged with my party and my state party chairman has taken them on board.

    “10 parties are with me, some are adamant but they have approached me saying that I should give them more time.”

    Usman, who said he had just returned from a tour of 27 districts in Kogi East noted that the poor living conditions of the people requires a new sense of direction in the political leadership of the state.

    He continued: “During our visit to Kogi East, we covered 27 districts. During the tour, we saw a high level of decadence, lack of infrastructure for effective development and the truth is that Kogi people are really suffering.

    “There is therefore the need for a paradigm shift. Ours is to rescue our people from the maladministration of the ruling party.”

    He identified security as one of the challenges that must be addressed to make the state safer for indigenes and residents alike.

    “Security as we have in Kogi State today is nothing to write home about. People in the state cannot sleep with their two eyes closed.

    “In Kogi State, we are faced with a high level of kidnapping, political assassinations and thuggery. A lot of people are dying as a result of poverty. Criminality as we have in Kogi is occasioned by lack of jobs.

    “The youths go through hell to make both ends meet. A lot of them graduated from universities but have nothing to do. This is why many of them are recruited by their political masters as political thugs,” he said.

    “As chief security officer of the state, shouldn’t he liaise with the appropriate security agencies to request for deployment to give it a check? If we are there, we know the appropriate agencies to call upon,” he added.

    One of the areas of intervention if elected Governor, according to the retired naval officer, is the welfare of Kogi State’s civil servants.

    “The civil servants are all in a pitiable state. Kogi State workers are seen as beggars and they should not go through what they are going through today because they don’t deserve it. They are being paid percentage salaries, ranging from 25 to 50 per cent. Is that enough to feed somebody? I will change all this when I am elected on November 11 this year,” he said.
