Kogi CJ discharges inmates illegally remanded in prison

Kogi Chief Judge, Nasir Ajanah, has discharged and acquitted one Gide Garba illegally detained as an Awaiting Trial Inmate (ATM) in the Kabba Federal Prison.

He also granted bail to another ATM Husseini Embiga also an inmate illegally detained in the same prison.

Ajanah granted the unconditional release of Garba while reviewing cases of 17 awaiting trial inmates in the prisons on Saturday.

He said the two accused should not ordinarily be in remand as their offences did not warrant such.

The Chief Judge said Garba (aka Shingee), was charged with criminal conspiracy, belonging to a gang of thieves and kidnappers but was dumped in the prison.

He was not taken before any court of competent jurisdiction for five months as required under the constitution.

“I am therefore left with no choice than to order for his immediate release from detention unconditionally.

“The accused is hereby ordered to be released forthwith”, he said.

Garba, a commercial motorcyclist, told the visiting Chief Judge that he took a passenger to Isanlu and on getting there, the passenger pleaded that he should be taken to Kabba and he agreed at a fee.

On getting to Kabba, he said, the Passenger pleaded with him to wait a little bit for the person he came to see and bought him soft drinks, while they waited only to be arrested a few minutes later by two men while his passenger simply walked away.

Husseini Embiga, a Tiv farmer in Kogi, charged with criminal trespass and theft of motor battery was released on bail by the Chief Judge on the ground that the offences were bailable.

“These offences are ordinarily bailable. I am surprised that the trial Upper Area Court could not avail the accused of the opportunity of going on bail.

“The accused is hereby granted bail in the sum of N2, 000 and one surety in like sum.

“In view of the nature of the case as presented by the trial Upper Area Court Judge, he is hereby directed to ensure that this case is heard and determined within the next one week,” the Chief Judge said.

“I am impressed with the fact that there are fewer people awaiting trial and those convicted.

“Out of the 63 inmates, there are only 19 ATMs that mean that our effort at decongesting the prisons is working very well,” the CJ said.

The governor said his administration had made tremendous progress in resolving all issues relating to adequacy and frequency of remuneration for all categories of Civil Servants in the State.

He reiterated his respect for the rights of labour unions in relations to the responsibilities of the owners and proprietors of tertiary academic institutions.

Bello, however, regretted that the state-owned tertiary institutions’ trade unionism had let itself to impeding government’s efforts to carry out “holistic reforms in the civil service through its unjustified industrial actions.

“The branch of the Joint Action Committee (JAC) in Kogi State Polytechnic, Lokoja, has proceeded on yet another strike for alleged non-payment of salaries and emoluments irrespective of clear evidence of government’s good faith and efforts contradicting JAC’s position,” he said.

The governor said there was evidence of massive embezzlement at Kogi State Polytechnic’s earnings in excess of N157m committed under JAC’s nose.

Bello assured that his government remained committed to meeting its obligations to all genuine employees of the state as promptly as available resources would permit.

“Government will work to ensure uninterrupted academic calendar, henceforth, in all basic education, secondary and tertiary academic institutions in Kogi State.

    AEDC loses N500m to vandalism

The Inspector-General of Police, Mr Ibrahim Idris, said Abuja Electricity Distribution Company (AEDC) lost over N500 million to activities of vandals in Abuja, Nasarawa, Kogi and Niger from January to date.

Idris made this known while inaugurating the Anti-Electricity Vandalism Response Squad (AEVRS) on Tuesday in Abuja.

He said that 233 cases of vandalism were recorded in the area during the period.

He, however, said that over the years, the police did a lot to prevent vandals from destroying electricity installations across the country.

“With the worsening state of the situation, it has become expedient to urgently develop an improved strategy to better protect the nation`s critical electricity infrastructure,” the police boss said.

He added that the creation of AEVRS became necessary because the traditional methods deployed were not enough to adequately guarantee their safety.

He explained that the unit was specifically dedicated to the protection of electrical installations among others.

Idris said that to ensure that no part of the country was left out of the strategy, commissioners of police in all the states had been directed to liaise with electricity distribution companies in their states.

He said that policemen deployed to the unit would undergo specialised training to update their skills.

“In addition, the unit is subject to routine monitoring and evaluation to ensure they remain focused,“ he said.

Earlier, the Managing Director of AEDC, Mr Ernest Mupwaya, had said that the company recorded 89 cases of vandalism in 2016, adding that the figure doubled in 2017.

“Between January and September, 233 cases of vandalism have been reported within our franchise area,” he added.

He also said that the company spent N195 million to replace vandalised items during the period.

Mupwaya said that the implication of the “unfortunate situation is that money which ought to be used for acquiring new assets will be channelled to replacing vandalised equipment’’.

He restated the company`s preparedness to ensure that all bottlenecks impeding supply of electricity to customers were removed.

The Chairman, Board of Directors, AEDC, Mr Shehu Malami, said that the rising cases of vandalism of power equipment was a major threat to efficient electricity generation and distribution in the country.

He said that the company was committed to work with all stakeholders to improve power supply to customers within its franchise areas.

“I am also using this opportunity to call on members of the public to join hands with us in this partnership with the police to tackle this menace,“ he said.

Police to conduct autopsy on Kogi’s Soje

The Kogi State Police Command yesterday said it will conduct autopsy on the body of the late director in the state Teaching Service Commission (TSC), Edward Soje, who committed suicide.

Soje’s body was discovered last Thursday hanging on a tree behind the Mammy Market at the Maigumeri Cantoment Army Command Records in Lokoja.

He committed suicide by hanging himself few days after his wife delivered a set of triplets in a hospital in Abuja after 17 years of marriage.

The Kogi Police Public Relations Officer (PPRO), Mr. Williams Ayah, said yesterday, that the command has decided on an autopsy to ascertain what actually led to his death.

He noted that as at the time the military found his body hanging on a tree, there was no suicide note on him, stressing that the deceased was suffering from partial stroke before he committed suicide.

Ayah, an Assistant Superintendent of Police (ASP), said that investigation has commenced on the matter.

The Kogi State Head of Service, Deborah Ogunmola in a press statement on Sunday, disputed reports that the late Soje was being owed 11 month’s salary arrears by the government, saying that the deceased was last paid in December 2016.
According to her, Soje continued to receive his salaries till December last year, while the Staff Screening and Verification exercise was on-going.

“His pay was stopped after proof emerged that he falsified his age records.

“Following engagements with labour which spanned several months, the Kogi State governor magnanimously commuted the disciplinary action due against certain categories of offenders by grant of pardon. Mr. Soje fell into one of the categories.

“Pardoned staff were processed for reinstatement and payment in batches. Mr. Soje was in the September 2017 batch and he was aware of this fact.

“The Kogi State Teaching Service Commission where he worked has forwarded a template for payment to government and Mr. Soje was aware that he was listed to receive six months back pay, leaving only two months (August and September) outstanding,” she asserted.

Kogi: Many workers, pensioners have died due to non-payment- NLC

The Nigeria Labour Congress ( NLC ) on Sunday appealed to workers in Kogi State not to see suicide as a way out of the current hardship imposed on them as a result of non-payment of their salaries.

The state Chairman of the NLC, Mr Onu Edoka, who made the appeal in Lokoja warned the workers against taking extreme actions because the tough time would soon be over.

Edoka, who was reacting to the suicide of a director in the state, Mr Edward Soje on Oct. 16 as a result of financial hardship, insisted that taking one’s life should not be an option.

The News Agency of Nigeria (NAN) reports that the deceased’s wife has yet to be informed of the tragic death of her husband.

A source close to the family said a team of pastors and relations who visited her at an Abuja hospital to break the news were advised by the management against it due to her state of health.

Edoka, however, told NAN that many workers and pensioners had died due to non-payment of their salary and pensions by the state government.

According to him, many workers in the state have had their ailments aggravated as a result of lack of salary.

He said that high blood pressure and diabetes had become common among them.

Edoka said that the organised labour had started compiling statistics of workers and pensioners that have lost their life in the last one year, adding that figures of victims would soon be made public.

Edoka appealed to relatives, friends, religious organisations and good spirited individuals in and outside the state to come to the aid of the workers to stem the tide of untimely deaths.

The NLC Chairman again called on President Muhammadu Buhari to come to the aid of workers in Kogi State by sending foods, drugs and other relief materials to them through the National Emergency Management Agency.

He also pleaded with the presidency to set up a fact finding committee to come and ascertain the true situation of things with workers in the state.

The Chairman expressed displeasure with the state government for taking to the pages of newspapers to publish the names of workers and their salaries.

He explained that the figures quoted by the government was not correct and urged the governor to invite the workers to the negotiation table.

Also a statement jointly issued by the NLC and the Trade Union Congress (TUC) described the publication of workers names and salary figures as a wrong step.

“The security implication of this very wrong step is that criminals could get hold of this document and begin to trace the workers whose names government has published.

“Workers are walking the streets of Lokoja like beggars because their salaries and allowances have not been paid for a period of three to twenty-two months by the government,“ the statement said.

The statement signed by Mr Olakunle Faniyi and Mr Kolawole James, state secretaries of NLC and TUC respectively called on the state government to publish the names and the amount being owed cleared workers and pensioners in the past 21 months.

The unions expressed shock on the death of Soje and prayed God to grant his family the fortitude to bear the loss. (NAN)

Suicide: Kogi admits owing late Director eight months salary

Kogi State Government on Sunday, admitted that it owed the late Mr Edward Soje eight months of unpaid salary before he committed suicide on Oct.16.

The state Head of Service, Mrs Deborah Ogunmola, admitted in a statement in Lokoja.

She said that Soje received his monthly salary up till December 2016 when it was suddenly stopped by the government.

“His pay was stopped after proof emerged that he falsified his age records. His confession to the offence is on video to justify government stoppage of his salary, ’’Ogunmola said.

Soje, a Director in the state Teaching Service Commission was found hanging on a tree at the back of army barracks in Lokoja.

He was among workers being owed arrears of salaries ranging from two to 21 months by the state government.

Ogunmola, however, explained that following engagements with the labour which spanned several months, the Kogi governor magnanimously commuted the disciplinary action due against Soje and other certain categories of offenders by granting them pardon.

“Pardoned members staff were processed for reinstatement and payment in batches. Mr Soje was in the September 2017 batch and he was aware of this fact.

“The Kogi State Teaching Service Commission, where he worked has forwarded a template for payment to government and Mr Soje was aware that he was listed to receive six months back pay.

According to her, this leaves only 2 months (August and September) outstanding.

Ogunmola, who also hailed from Ogori, the same town with the deceased, said government was saddened in no small measure by the alleged action of Soje.

She described Soje as a level 16 officer and a director in the Kogi State Civil Service.

She, however, deplored media reports attributing Soje’s alleged decision to commit suicide to non-payment of salary.

“Edward Soje was not just my staff, he was also married to my sister-in-law. His death is shocking, both as one related to him in some way and one responsible for him in an official capacity.

“I met with him earlier last week and we discussed his situation, including the progress made in resolving his employment issues.

“There was no hint of this horrible decision in his demeanour. He did he appear to me as one who was depressed, let alone contemplating suicide. I am, therefore, understandably shocked by all of this.

“Government condoles with his family, especially his wife and three children. While we will not intrude into their grief over their sad loss, we will stand with them.” ( NAN)

  • Tragic: Director hangs self in Kogi

Tragic: Director hangs self in Kogi

A director in the Kogi State civil service, Mr Edward Soje has allegedly committed suicide by hanging himself on a tree in Lokoja, the state capital .

News Agency of Nigeria (NAN) gathered on Saturday in Lokoja that the dangling body of Soje was found on a tree behind the mammy market at the Maigumeri barracks, the Nigeria Army Command Record.

The 54-year-old civil servant decided to take his life barely 10 days after his wife of 17 years gave birth to a set of male triplets in a private hospital in Abuja. The couple had been childless before then.

Soje, a Grade Level 16 Officer in the Kogi State Teaching Service Commission, was being owed 11 months’ salary arrears as at the time he took his life.

He hailed from Ogori town in Ogori -Magongo Local Government area of the state.

He had before killing himself travelled to Abuja and left a suicide note for the wife who also works in one of the federal ministries.

“Psalm 121:3 God will not suffer your foot to be moved: He that keepeth you will not slumber. Amen. You and the three boys, the God Almighty will keep you and prosper you, amen. I love you,”  according to the suicide note.

Confirming the incident, the state police command Public Relations Officer, ASP William Aya said that the dangling body of Soje was found on a tree behind the barracks at about 5:55 p.m on Oct. 16.

Aya said that the Divisional Police Officer in charge of Area D Division received information about the incident from the military intelligence office in the barracks.

“Police moved to the scene, removed the corpse to the morgue of the Federal Medical Centre, Lokoja. Investigation is still ongoing,” Aya said.

The police spokesman said that nothing was found on the man to help trace his address and family.

However, a search party organised by his relations and friends, found his corpse at the morgue of the hospital on Friday, Oct. 20.

Family sources said that Soje had before the incident been going through a lot of financial pressure due to non-payment of his salary for 11 months by the Kogi State Government.

He was among thousands of civil servants being owed between two and 21 months’ salary arrears by the state government.

As a way out, he was said to have sold his only car and a three-bedroom bungalow he was building at Otokiti area of Lokoja.

The building which was at lintel level was sold by Soje at a giveaway price of N1.5 million in April to meet urgent family needs, it was gathered.

According to the sources, Soje’s financial woes became compounded when the wife gave birth to a set of triplets through Caesarian operation in a private hospital in Abuja on Oct. 7.

The deceased remained in the hospital to look after wife and children until Oct. 13, a day before the naming ceremony when he decided to come back to Lokoja.

On getting to Lokoja, Soje went straight to his bank to collect the remaining N30,000 in his salary account with one of the commercial banks and thereafter informed the bank in writing about his decision to close the account.

He immediately left Lokoja for the hospital in Abuja where he rejoined his wife and handed over the N30,000 cash to her.

On Oct. 14, Soje and wife were joined by two pastors and few relatives to perform a brief naming ceremony for the triplets in the hospital.

He later left the hospital on the pretext that he wanted to pick few things from the wife’s apartment in Abuja with a promise to come back quickly.

But Soje did not return for hours and did not pick any of the many calls made to his telephone line, a development which forced the wife to send somebody to the house to go and ascertain what was happening to him.

The person, on getting to the apartment knocked the door severally but no response and decided to call his telephone number.

On hearing the telephone ringing out from the apartment, the person was said to have knocked severally again but no response, this made him to seek the assistance of neighbours to force the door open.

When the door was opened, the people were shocked when they saw Soje’s telephone handset placed on a suicide note on the centre table in the sitting room while he was nowhere to be found.

When the wife was informed, she quickly contacted some people to begin a search for him in Abuja while relations and friends in Lokoja were also informed of the development.

Efforts made to locate him did not yield fruit until relations decided to visit hospitals in Lokoja, the decision  paid off eventually on Friday, October 20 when the corpse of Soje was found in the morgue of the Federal Medical Centre, Lokoja.

A member of the family said that the management of the hospital explained to them that Soje’s corpse was brought in by the police, who found it dangling on a tree.

A member of the family, who spoke on condition of anonymity, described the late Soje as a “very quiet and lovable human being. “

He said that some members of the family have been sent to Abuja to break the news to the wife and refused to answer further questions.
