    FACT CHECK: Did Kogi Government create an Office of Immediate Past Governor?

    CLAIM: A viral news report has claimed the newly inaugurated Kogi Governor Usman Ododo has approved the establishment of the “Office of the Immediate Past Governor” in the State.

    According to the approval letter to the effect of the new establishment, the “Office of the Immediate Past Governor” will be domiciled in the Kogi Governor’s Office and the immediate past Governor of the state will operate the office daily.

    The newly established office will make the immediate past Governor of Kogi State, Yahaya Bello, the pioneering holder of the office and this will allow him to have day-to-today access to the running of Kogi state affairs by Governor Usman Ododo.

    VERIFICATION

    Checks by the Nation shows the statement was not attributed to the State Government or the Chief Press Secretary.

    Also, the State Government on Tuesday, January 30, denied reports of the creation of the Office of the Immediate Past Governor.

    It said reports that Kogi Governor Ahmed Ododo approved the establishment of the office is just a figment of imagination.

    A statement by Chief Press Secretary to the Governor Oladele John reads: “The fake news should be disregarded as the handiwork of psychotic mischief makers, who have been thrown into confusion by the unprecedented achievements of our former Governor, His Excellency, Alhaji Yahaya Bello, CON, and the realisation that the good people of Kogi State sincerely appreciate this.

    “The laughable report was concocted to create disaffection and mislead the public but the authors failed woefully to confuse intelligent Nigerians.

    “We thank the media for exercising restraint and detecting, on their own, that the report was fake.

    “We, however, urge the general public to always fact-check before spreading fake news.”

    VERDICT:

    Misleading, as the Government of Kogi did not create an Office of Immediate Past Governor’ in Kogi.

    Kogi tops states with highest hazard allowance for doctors

    Kogi State Governor Yahaya Bello has approved an 100% increment in hazard allowances for medical doctors. This makes Kogi the state with the highest hazard allowance for medical doctors in Nigeria.

    He made the announcement when pioneer transfer medical students from Prince Abubakar Audu University(PAAU) sponsored by the Kogi State Government for clinical training nationwide visited the governor on January 17, 2024.

    This was met with applause from the medical doctors, students and staff of the Kogi State Ministry of Health.

    Bello also approved the integration of the graduating doctors into the PAAU medical college as well as engagement of consultants and professionals in the PAAU teaching hospital.

    To address brain drain, he approved payment of monthly bonds to medical students of Kogi origin studying across the country.

    The state chapter of the Nigerian Medical Association led by the chairman Dr Baoku Sola was at the event.

    Kogi Assembly hailed on secondary education commission bill

    The Executive Secretary, National Senior Secondary Education Commission, Iyela Ajayi has hailed the Kogi State House of Assembly on the public hearing on the bill to establish Kogi State Senior Secondary Education Board, KASSEB.

    Ajayi noted that the commencement of this “democratic process is a clear demonstration of the state’s determination to domesticate the Senior Secondary Education Act, 2023.”

    This, he added, would regulate and provide the needed interventions for secondary education in the state.

    He said this in a statement signed by the Head, Press and Protocol, NSSSEC, Fatima Bappare on Sunday in Abuja.

    The Kogi State House of Assembly, last Thursday, commenced public hearing on the bill to establish Kogi State Senior Secondary Education Board, KASSEB.

    The NSSSEC Executive Secretary made fourteen observations a nd recommendations on the proposed bill, passage of which he said, would lead to the overall development of senior secondary schools in Kogi State.

    Commenting on the public hearing of the Bill, Speaker, Kogi State House of Assembly, Aliyu Yusuf lauded the NSSEC executive secretary for being a good ambassador of the state.

    The speaker stressed that Ajayi’s observations and recommendations had been noted by the lawmakers, and the assembly would do the needful to guard against conflict that may arise between the state Ministry of Education, Science and Technical Education Board, Teaching Service Commission and the proposed KSSSEB when the bill was finally passed into law. 

    Former Commissioner of Education in Kogi State, Wemi Jones noted that domestication of the NSSEC Act 2023 was a welcome development that would further develop the senior secondary school sub-sector in Kogi State.

    Jones said the state government continued to make efforts to reposition education to make the state a reference point in education in the North.

    Also present at the Public Hearing were representatives of Kogi State chapter of the Academic Staff Union of Secondary Schools, ASUSS; and the National Association of Proprietors of Private schools, NAPPS.

    Other stakeholders at the occasion included the Association of Private School Owners, APSON; National Examinations Council NECO, and Kogi State chapter of Teaching Services Commission, TESCO.

    Kogi assembly passes 2024 state’s appropriation bill of N258.2bn

    The Kogi House of Assembly on Wednesday passed into law,  the state’s  2024 N258.2 billion  Appropriation Bill  into law.

    The News Agency of Nigeria (NAN) reports that the passage of the budget followed  adoption of the report of the House Standing Committee on Appropriation, Budget Monitoring and Economic Planning during plenary.

    The Governor, Alhaji Yahaya Bello, had on Dec. 11, presented N258.2 billion as Kogi state’s 2024 appropriation bill for approval by the assembly.

    The budget was higher by N60.67 billion compared to N197.59 billion Revised Approved Budget of 2023.

    It had N145.73 billion as Recurrent Expenditure and a Capital Expenditure of N112.54 billion.

    Bello, while presenting the bill , said the budget, tagged: “2024 Budget of Consolidation and Continuity for Inclusive Growth”, was geared toward consolidating on the gains of 2023 fiscal year.

    The House Committee on Supply, at the clause by clause consideration of the appropriation bill, okayed the governor’s request as per the allocations.

    The Speaker, Alhaji Umar Yusuf, said the bill had in it authorised N145.73 billion as recurrent expenditure and an authorised Capital Expenditure of N112.54 billion.

    “The budget, which has shown the various allocation of funds to Ministries, Departments and Agencies (MDAs)  will take effect from Jan. 1, 2024.

    “As speaker of the house, I wish to commend you, my dedicated and hardworking colleagues for job well done at scrutinising our governor’s appropriation bill and passing it  into law today, Dec. 20, ” he said. (NAN)

    Kogi to harness solid minerals to boost IGR

    The Kogi State Government has pledged to harness mineral resources to boost its Internally Generated Revenue (IGR) for the growth and development of the state.

    Commissioner for Solid Minerals and Natural Resources, Alhaji Bashiru Gegu, made the pledge yesterday while defending his ministry’s 2024 budget before the state lawmakers at the House of Assembly in Lokoja.

    Gegu, who was represented by the ministry’s Permanent Secretary, Dr Hannah Ujah, said: “Solid mineral ministry is capable of generating the needed revenues that could lead to the growth and development of the state in 2024 and beyond.

    “It’s unfortunate that over the years government has not given the mineral deposits that we are blessed with the desired attention and exploit.

    “But thank God, the government has risen to the challenge, and has ingeniously created three revenue items – mining, milling and quarrying fees – to be exploited to raise the state’s revenue base.

    “It’s our hope that these fees will go a long way in generating tremendous revenue for the state, more so that there are lots of mineral resources hidden all over the state,” he said.

    The commissioner, however, appealed to the house to grant the ministry approval for the collection of haulage fees, being collected by Kogi Internal Revenue Service (KGIRS), since 2022.

    “The haulage fee is one of the major sources of revenue for the ministry,” he said

    On the ministry’s challenges, Gegu said that it lacked geological field equipment and staff, especially technical staff and security personnel that could assist in tackling criminal elements.

    Responding, House Committee Chairperson on Solid Minerals and Natural Resources, Mrs Ishaya Adeleye, assured the ministry of their support  in carrying out its duties.

    Adeleye charged the ministry to double its efforts in generating more revenues for the state.

    She commended Gov. Yahaya Bello’s led-administration for stopping illegal mining activities in the state.

    Former Osun Governor Chief Bisi Akande has attributed the peaceful conduct of the November 11 governorship election in Kogi State to the acceptability of the party’s candidate, Usman Ododo, among the people. 

    The chieftain of the All Progressives Congress(APC) said this while receiving the Kogi Governor Yahaya Bello, CON, and the Governor-Elect, Ododo, at his Abuja residence on Thursday. 

    Baba Akande commended Governor Yahaya Bello for overseeing the election, widely adjudged peaceful, and urged the governor-elect to stay true to his promises and commitment to the vehicle that conveyed him into office.

    Bello, while speaking during the visit, assured citizens and party stakeholders the Governor-elect, Usman Ododo, would fulfill his campaign promises to the people with increased development in the state.

    He also emphasised Ododo’s commitment to delivering on electoral pledges.

    Governor Bello acknowledged the significant roles played by Baba Akande before, during, and after the November 11 governorship election in Kogi State, where Ododo emerged as governor-elect. 

    Bello highlighted the peaceful, free and fair election, attested by both local and foreign observers and reiterated his unwavering trust in Ododo, citing his critical role as the former Auditor-General of Local Government, which provided insights into the grassroots’ needs. 

    Bello confidently anticipated that Ododo would fulfill the promises of good governance and deliver democracy dividends to the people.

    He said: “Your Excellency, remember when we were looking for ticket for our candidate for the November 11 governorship election in Kogi State, we came to you for your wise counsel and support. You gave everything to us. 

    “We have won that election, which is adjudged to be the most peaceful, freest and fairest election in recent times by both foreign and local observers. Ododo is someone I have so much trust in to deliver good governance to the people of our dear state. He had served in a very critical area of my administration, that is as Auditor-General for Local Governments.

    Court of Appeal relocates Kogi Gov Election Petitions Tribunal to Abuja

    Justice Monica Dongban-Mensem, the President of the Court of Appeal, has relocated the Kogi Governorship Election Petitions Tribunal from Lokoja to Abuja.

    A statement by Mr David Umar Mike, Secretary of the Tribunal, said that its sittings would now be at the National Judicial Institute on Umar Yar’Adua Way.

    It urged litigants to take note of the change in venue.

    The statement was silent on the reason behind the relocation, but a top source at the tribunal said the step was necessitated by “security reasons.”

    The source said that members of staff of the tribunal had been attacked on several occasions in Loloja.

    “Just last Monday, tribunal officials were attacked on the way to the office.

    “Armed men just pounced on the officials. They robbed them of everything. They took away all the documents that were in the car.

    NAN reports that the All Progressive Congress won the Nov. 11 off-cycle election, with the Social Democratic Party coming second.

    Kogi State was enveloped in palpable tension yesterday following gunmen’s attack on the residence of the Resident Electoral Commissioner (REC), Dr. Hale Gabriel Longpet, in the early hours of the day.

    News of the attack was broken in a statement shared on the X account of the Independent National Electoral Commission (INEC) where pictures of vehicles and other items destroyed in Longpet’s compound were displayed.

    A statement on the X account of the electoral body said: “In the early hours of today, Friday 1st December, 2023, around 3.30 am, gunmen attacked the residence of our Resident Electoral Commissioner (REC) in Lokoja, Kogi State.

    “The armed men engaged the security personnel in a gun battle for over 30 minutes until reinforcement arrived. While no lives were lost, property was destroyed in the ensuing gun battle.”

    The statement, which noted that the incident occurred a day after a mob besieged the Kogi State office of INEC, revealed that a team of combined security personnel had been deployed to protect the REC’s residence.

    The attack on the REC’s residence occurred 20 days after the governorship election held in the state on November 11 was won by the candidate of the All Progressives Congress (APC), Ahmed Usman Ododo.

    Ododo, had polled 446,237 votes in the election to beat his closest rival and candidate of the Social Democratic Party (SDP), Murtala Ajaka, who scored 259,052 votes.

    Some protesters spotting branded shirts of the Social Democratic Party (SDP) were said to have besieged the INEC office in Lokoja on Wednesday, accusing the commission of working with the state government to tamper with election materials.

    One of the protesters, who identified himself as Danjuma, had said that they were sure the materials at the INEC office had been compromised by the APC, vowing that those who stole the people’s mandate must not live to enjoy it.

     APC demands arrest of SDP candidate Ajaka

    Reacting to yesterday’s attack on the REC’s residence, the Kogi State All Progressives Congress Governorship Campaign Council called on the police, the Department of State Services (DSS) and other security agencies to immediately arrest what it described as the slide to anarchy in the state by arresting the SDP candidate Ajaka and his supporters for allegedly masterminding the attack.

    The APC Campaign Council noted that the attack was carried out days after it alerted the nation of plans by SDP thugs to attack INEC.

    “They have finally done their worst by attacking the residence of the Kogi State INEC Commissioner, engaging security agents in a fierce gun battle and eventually burning down some vehicles in the residence and in the area,” the Director of Media and Publicity/Spokesperson for the campaign council, Kingsley Fanwo, said at an emergency press briefing yesterday.

    “The same arsonists also had an attempt to burn down the Kogi State Government House foiled by our eagle-eye security agents. The same attempt was foiled at the State APC Secretariat in Lokoja,” he added.

    APC also alleged that the SDP in the state and their collaborators were desperate to destroy some documents in INEC to cover the heist they committed in Kogi East where they allegedly killed APC supporters “and drove them out of collation centres to forge the results that were eventually trumped by the massive votes of Kogites for the governor-elect.”

    The campaign council alleged that the SDP candidate and his collaborators were trying to corrupt certain documents in INEC before handing them to their legal team.

    “We have no problem allowing legal teams to access documents and materials. It is the norm. But we won’t allow any desperate blood thirsty politician tamper with the true verdict of the Kogi people,” Fanwo declared.

    He noted that “the bold-face criminality being perpetrated by the defeated SDP candidate and his violent gang of criminals was as a result of the lack of consequences over the gruesome killing of an APC supporter, Khadijat, at Kotonkarfe by agents of the SDP,” adding that they had imported thugs from neighbouring states into Kogi.

    Fanwo, who accused Khadijat’s killers of coming out to say that she was bearing an arm, regretted that her assailants have been roaming free since she was killed.

    He believes that if Khadijat’s killers had been arrested for killing an innocent woman, they would not have had the guts to attempt an attack on the Kogi Resident Electoral Commissioner.

    The APC campaign spokesperson said: “We told the world of plans by the SDP to burn down the INEC Office in Lokoja. We thank the police and other security agencies for protecting the INEC Office.

    “Frustrated by the watertight security around INEC, the gun throttling SDP criminals went to the residence of the Kogi State INEC Commissioner in an attempt to kill him. They were engaged in a fierce gun battle and they resorted to burning vehicles and other valuables around the area.

    “The reason they are desperate to destroy some documents in INEC is to cover the heist they committed in Kogi East where they killed APC supporters and drove them out of collation centres to forge the results that were eventually trumped by the massive votes of Kogites for the Governor-Elect.

    “They are attempting to corrupt certain documents in INEC before handing them to their legal team. We have no problem allowing legal teams to access documents and materials. It is the norm. But we won’t allow any desperate blood thirsty politician tamper with the true verdict of the Kogi people.

    “After their violent protests a few days ago, our people have also moved to Lokoja to ensure their mandate is protected. Resorting to assassination and arson will never help the Social Democratic Party and their confused candidate.

     “Now is the time to arrest Murtala Yakubu Ajaka before he throws Kogi into a state of anomie. Democracy is the expression of the wishes of the people. Those wishes have been expressed and no amount of bullets can silence the voice of the ballot.

    “We are calling on the Police, DSS and other security agencies to immediately arrest the slide to anarchy by arresting Muritala Yakubu Ajaka and his co-swimmers in the pool of violence.

    “We have cautioned our supporters to remain calm and the call will be more effective if the anarchists are immediately apprehended and prosecuted.

    “The violence witnessed in Kogi East because of the desperation of Muritala Yakubu Ajaka was not witnessed in the West and Central. He turned himself to an outlaw, attacking the opposition, killing opposition members and boasting to go free because of his mouthed connection with certain powerful people.”

     Attack masterminded by thugs loyal to Gov Bello, says SDP

    In a swift reaction yesterday, the SDP absolved the party of any blame in the attack, claiming it was masterminded by “thugs who are loyal to Governor Yahaya Bello”.

    “We strongly condemn the assassination attempt on the INEC Resident Commissioner for Kogi state, Dr. Hale Gabriel Longpet, which took place in Lokoja at approximately 2:00 am this morning, December 1st, 2023,” the party said in a statement by the Director, New Media, Muri/ Sam Campaign Organisation David Ijele.

    Ijele regretted the attack, saying: “Election should not be treated as a war, nor should it be a matter of life and death.

    “If the election was won fairly and transparently, then the legal process should be allowed to run its course without interference.

    “However, it is unacceptable for thugs, in their high numbers yesterday, to be subject to fake protests, insisting that on no account should forensic teams be allowed to do their jobs.”

    The SDP chieftain thanked security agencies for their “timely intervention” which he said forestalled the assailant from further damage.

    “Those individuals who have been involved in these attacks on INEC REC must be held accountable for their actions. We call for all those who have been involved in the protests, inciting violence and making provocative statements to be apprehended and brought to justice,” he added.

    Don’t burn state over defeat bitterness, say youths, women

    Youths and women from across the three senatorial districts of the state have called on the candidate of the Social Democratic Party in the November 11 gubernatorial election, Muritala Yakubu Ajaka, and his supporters not to burn down the state over the candidate’s inability to come to terms with what they called his overwhelming defeat.

    The youths said the state belonged to all indigenes and residents alike irrespective of political, tribal or religious leanings, adding that nothing must be allowed to affect the peace they had enjoyed for over seven years under the administration of Governor Yahaya Bello.

    The youths and women who marched through the major streets of Lokoja in a peaceful protest yesterday said the last governorship election in the state was the freest and fairest in its history of the state but urged aggrieved parties who might still want to contest its outcome to go about it in line with laid down guidelines instead of harassing the electoral umpire and the opposition.

    One of the protesters, identifying himself as Dele, called on security agencies to rise to the occasion and preserve the peace that had been enjoyed in the state, while also imploring the Governor-elect, Usman Ododo, to ensure that the incumbent’s legacies in the area of security were sustained.

     “Muritala Ajaka and these few SDP supporters should not overheat the polity unnecessarily. We take serious exception to these actions of wanting to burn down the state. Elections have come and gone and someone has won. If you’re aggrieved, follow the right channel,” the protester said.

     Another protester, who spoke on behalf of the young women, Ireti olukomogbon, noted that they were surprised that the SDP candidate was trying to set the people against INEC over his incessant and unfounded allegations against the electoral umpire. 

     She said the election of November 11 in Kogi was free and fair while appealing to the SDP candidate and supporters to embrace peace and work together with the candidate that has emerged.

     “Kogi people have shown clearly that they stand with the Kogi Agenda with their votes. If you’re aggrieved, go to court the proper way. As for the youths and women demography, we will support Alhaji Usman Ododo to succeed,” she said.

    Police confirm attack on INEC REC’s residence in Kogi

    The police in Kogi State yesterday confirmed the attack on the residence of INEC Resident Electoral Commissioner.

    Confirming the attack, the Commissioner of Police, Bethrand Onuoha, told the News Agency of Nigeria in Lokoja that the incident as very unfortunate and wicked.

    Onuoha explained that the attackers came to the residence around 3.00 a.m. on Friday but met stiff resistance from security operatives.

    “The joy of it all is that the hoodlums did not succeed in their nefarious act as my officers gallantly repelled their attack and burnt the vehicle they came with.

    “Right now there are soldiers stationed in the house alongside our personnel to keep watch and ensure safety.

    “Again all the junctions around the house and INEC office have heavily armed soldiers and policemen keeping watch to forestall any eventuality.

    “We want to assure the public that there’s no cause for alarm as we, the security operatives, are on top of the situation in Kogi,” he said.

    The Social Democratic Party (SDP) has distanced itself from Wednesday’s protest in Kogi State. 

    It said neither its members nor supporters of the governorship candidate Murtala Ajaka were part of the protest. 

    The SDP was reacting to claims by the ruling All Progressives Congress (APC) that its members attempted to picket the Kogi office of the Independent National Electoral Commission (INEC) before security agents dispersed them.

    The party, in a statement by the Director General MuriSam Campaign Council Isaiah Ijele said: 

    “Those causing trouble are not our supporters but loyalists of the incumbent. 

    “Our party, the SDP is a peaceful political party whose ideology revolves around peace and seeking for justice through all known democratic channels amongst other principles supporting humanity. This is why the SDP is seeking redress through the court.

    “So far, the Independent National Electoral Commission (INEC) has been cooperative except the delay caused by the commission’s legal head in lokoja.

    ” She deliberately delayed our forensic experts in lokoja from accessing and conducting the physical examination of the electoral materials, frustrated all our initial efforts and the process was opened and  hijacked by hoodlums loyal to outgoing governor Yahaya Bello and his candidate. This is totally against the laws of our land and the democratic system of government we are practicing. 

    ” Both the tribunal and the election materials are no longer safe in Lokoja.  If not for the timely intervention of the Nigerian Army, the INEC facility would’ve been attacked and all evidence would’ve been destroyed.

    “As law abiding people and party, we are calling on the federal government to intervene by calling the power intoxicated Yahaya Bello and his band of outlaws to order.”

    The Independent National Electoral Commission (INEC) has stated its office in Lokoja was under siege on Wednesday by persons it described as a mob, preventing its staff from carrying out their assigned responsibilities.

    A statement in Abuja by the Kogi Resident Electoral Commissioner, Dr. Hale Gabriel Longpet, said the mob also prevented lawyers involved in the recent off cycle election in the state from inspecting materials used for the exercise.

    The Commission however assured that it was committed to granting unimpeded access to all materials needed to prosecute their petitions

    The statement reads: “The Independent National Electoral Commission (INEC) in Kogi State wishes to inform the public that the State Headquarters in Lokoja was besieged this morning by a mob that barricaded all entrances to the office and prevented access to staff to carry out routine duties.

    “The siege also prevented Attorneys representing political parties involved in the recent off-cycle governorship election from inspecting documents/materials used in the election.

    “It took the intervention of the Nigerian Army to calm the situation down at the State Headquarters. The security agencies have assured us that they will maintain normalcy on our premises.

    “We assure all parties and litigants that the Kogi State office is committed to granting unimpeded access to all materials needed to prosecute their petitions”.
