    Senate gives Kyari, NUPRC boss 24 hours to appear for defence

    The Chairman of the Senate Appropriation Committee, Solomon Olamilekan Adeola, has directed the Group Chief Executive Officer of the Nigerian National Petroleum Company Limited (NNPCL), Mele Kyari, to appear before the committee in 24 hours.

    Adeola, who asked Kyari to appear with the Executive Secretary of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), warned that failure to appear would mean undermining the legislature and sabotage of its process.

    They are required to present the list of all individual companies operating with OML licences in Nigeria as well as total production output approved on a daily basis.

    Adeola expressed concern that some of the revenues required to drive the 2024 budget were attributed to the NNPCL.

    The committee chairman noted that the company belongs to the Federal Government, adding that it was responsible to the government as well as the three arms of government.

    The NNPCL had shunned a second summons by the Senate to appear before its committee probing over N11 trillion expenditure on the turnaround maintenance of refineries across the country between 2010 and 2023.

    The absence of Kyari, whose entity is at the centre of the investigation, had stalled efforts by the Senate panel to make progress on the matter.

    he Group Chief Executive Officer (GCEO), Nigeria National Petroleum Corporation (NNPC) Ltd, Mr. Mele Kyari, yesterday reflected on the search for sustainable solution to decarbonised energy.

    He said the African Continent needed “a just, differentiated transition” to harness its resources for the benefit of its future generations.

    Kyari spoke at a Regional CEO Panel organised by McKinsey & Company on the sidelines of the ongoing United Nations Conference on Climate Change (UNCCC) in Dubai, United Arab Emirate (UAE).

    The GCEO, who joined other global energy leaders from the United States, Holland, and Oman to highlight energy perspectives and insights on the evolving energy market, said the world must understand Africa’s peculiarities in addressing the effects of climate change on energy businesses.

    In a statement by NNPC’s Chief Corporate Communications Officer, Mr. Olufemi O. Soneye, the GCEO called for a differentiated energy transition.

    Kyari said: “I have always advocated for a differentiated and just energy transition. In Africa, we have different circumstances compared to other places in the world.

    “In Africa today, 75 per cent of our population doesn’t have access to electricity, leaving us with biomass as a key energy source. The world needs to recognize that the most practicable thing today is to substitute what we have in the short term to close the energy gap for our rising population.”

    Noting that Nigeria may be among the global top 10 economies by 2035 and third in terms of the global population, Kyari said the energy poverty question should be discussed as nations unite to achieve net zero by 2050.

    He said with abundant natural gas reserves of 206 trillion cubic feet (tcf) that have the potential to rise to 600tcf, Nigeria is currently utilizing gas to drive its journey towards energy transition.

    Kyari said NNPC Ltd was creating a regional gas pipeline network to supply natural gas across the African continent and boost its Liquefied Natural Gas (LNG) supply to the foreign market.

    He said the idea of eliminating gas flares from gas projects was meant to deploy the gas towards developing power plants nationwide.

    Kyari said the move will boost national electricity supply, create employment opportunities, and trigger the nation’s industrial and economic development.

    He said that to demonstrate NNPC Ltd’s commitment to a net-zero future by 2025, the Company recently signed up as a participant in the United Nations Global Compact in New York, becoming the first state-owned oil company to join the global initiative.

    President Bola Ahmed Tinubu’s supporters under the auspices of the Confederation of All Progressive Congress (APC) Support Groups has said that the Group Managing Director and Chief Executive Officer of the NNPCL Mele Kyari is reforming the oil Sector for the next generation.

    According to them, Kyari will develop the oil sector for an enduring footprint for the next generation.

    Recall that President Tinubu renewed the appointment of Kyari as the Group Chief Executive Officer of the Nigerian National Petroleum Company Limited (NNPCL). The appointment takes effect from Friday, December 1, 2023.

    But speaking to reporters in Abuja, the Director General of the Confederation of APC groups, Kailani Muhammad, said Kyari has expressed commitment to the development of the sector adding that it will remain a footprint for generations to come as he continues to lead NNPCL.

    According to Kailani, the extension of Kyari’s tenure as the Group Chief Executive Officer clearly reflects President Tinubu’s dedication to his renewed hope agenda, ensuring that competent individuals are retained in key positions for optimal results.

    “We applaud Mr. President for not being swayed by dissident voices pushing for the replacement of Mele Kyari with a stooge to serve their interests,” Kailani added.

    Arewa Youth Consultative Forum (AYCF) has welcomed the reappointment of Mallam Mele Kolo Kyari as the Group Chief Executive Officer of the Nigerian National Petroleum Company Limited (NNPCL) by President Bola Tinubu.

    This decision, AYCF said, is a landmark move that signals continuity and stability in the nation’s oil sector.

     In a statement by its president general, Yerima Shettima, AYCF noted that as part of a larger reshuffle, President Tinubu has unveiled a new board and management team for the NNPCL, effective December 1, 2023. 

    He said: “The retention of Mallam Mele Kolo Kyari has defied expectations and put to shame detractors who had been anticipating his replacement after serving for approximately four years under the Buhari Administration.”

    He expressed satisfaction with President Tinubu’s decision and highlighted the confidence that the current administration has in Mele Kyari, emphasizing that Kyari’s reappointment demonstrates the administration’s belief in his ability to navigate the challenges of the global oil economy and lead the NNPCL to even greater heights.

    He said the AYCF, a prominent youth organization that represents the interests of the Arewa region, recognizes the valuable contributions made by Mallam Mele Kolo Kyari during his previous term as the CEO of NNPCL.

    The Group Chief Executive Officer (GCEO) of Nigerian National Petroleum Company (NNPC) Limited, Malam Mele Kyari, has requested oil and gas stakeholders and fellow Nigerians to refrain from issuing congratulatory messages on his reappointment.

    He expressed gratitude to stakeholders and Nigerians for their enthusiasm regarding his reappointment by President Bola Tinubu.

    $134m AfDB loan will boost dry season farming, says minister  

    The Minister of Agriculture and Food Security, Senator Abubakar Kyari, said at the weekend that dry season farming offers Nigeria a unique opportunity to harness its untapped potential and diversify the nation’s food production capabilities.

    He spoke during the kick-off ceremony of National Agricultural Growth Scheme and Agropocket (NAGS-AP) in Hadejia, Jigawa State.

    According to him, the $134 million loan from the African Development Bank (AfDB) secured by the Federal Government, will boost food security through dry season farming.

    He said the project plan is to support between 150,000 to 250,000 wheat farmers with 50 per cent input subsidy to cultivate between 200,000 to 250,000 hectares and an expected yield of 1,250,000 tonnes of wheat.

    Kyari said other selected staples are earmarked for similar varied support, which are aimed at significantly reducing food inflation as well as Nigeria’s dependence on foreign import while increasing domestic consumption. 

    The minister explained that dry season farming is targeted at increasing crop yields by at least 20 per cent, compared to the previous year’s yield. 

    “We will progressively invest in irrigation infrastructure projects to optimise water usage and mitigate the challenges posed by the dry season.

    “Ultimately, this will promote agricultural self-sufficiency and stimulate economic growth. 

    “To achieve our goals, government is committed to ensure that the support does get to the farmer. Accordingly, the programme will be technology-enabled, thus guaranteeing transparency and accountability in the provision of the subsidy and other support services, like extension, insurance and additional finance. 

    “Equally, our farmers are guaranteed access to improved seeds. In this particular instance, I would like to point out that we are deploying heat-tolerant wheat varieties, like Borlaug 100, and Attila, among others,” he said.

    Jigawa State Governor Umar Namadi said the state’s Wheat Development Programme, in partnership with the Federal Government, was in line with the resolve to sustain progress and build on previous achievements of the agricultural transformation agenda. 

    The governor said the full package comprises appropriate mix of fertiliser, inorganic liquid urea, organic fertiliser fortified with booster /growth enhancer, certified wheat seeds, and herbicides. 

    The project, he said, is expected to expand the capacity of over 42,000 smallholder farmers. 

    Namadi promised that the state government would provide free high quality extension service to wheat farmers for which arrangements had been concluded for the engagement and training of additional 1,440 extension agents to ensure full coverage.

    “In order to provide comfort to the Federal Government and input suppliers, the Jigawa State government has worked out an arrangement with Nigeria Incentive-Based Risk Sharing System for Agricultural Lending (NIRSAL) to provide guarantee for the balance of 37.5 per cent of the cost of inputs supplied,” he said.

    In an effort to reduce dependence on foreign importation of wheat in Nigeria, the federal government has targeted to add over 1.2 million metric tonnes to the national food reserve at the end of 2023/2024 dry season Wheat farming.

     Minister of Agriculture and Food Security Senator Abubakar Kyari made the disclosure, Saturday while flagging off the 2023/2024 National Wheat Productions Policy at Kadume Village,  Hadejia Local Government, Jigawa State.

    According to the minister, d over 100,000 hectares would be cultivated this year which is aimed at reducing dependence from foreign importation of the product and achieving food security policy.

    Kyari said over 250, 000 farmers would benefit from the federal government’s support to achieve production of over 1,250,000 metric tonnes across the nation.

     The minister explained that the flagging off of the programme was a key activity in the implementation of the federal government food security policy.

     He noted that 100,000 hectares had been targeted under the 2023/2024 National Dry Season Wheat Productions Policy and a special package for 50 percent subsidy was designed for the registered farmers and their cluster.

     “The registered farmers will be given free seeds while other inputs will be sold to them at a 50 percent subsidy, aimed at enhancing their capabilities to implement the programme.

    “Under the Federal Government policy, we want to improve our crop yields by 20 percent this year, with Wheat outputs targeted at 400,000, to 500,000 tones. “Equally we will gradually continue to improve our irrigation facilities to diversify crop production for achieving food security, jobs creation, growth, and development. “

     The Minister commended the commitments demonstrated by the Jigawa State government and its farmers which proved to the federal government that the state is a key and reliable partner in achieving federal government food security policy, jobs creation, and poverty eradication.

     In his speech, the JIgawa State governor, Malam Umar Namadi called on the federal government to accelerate the completion of the Hadejia Valley Irrigation Project with the potential irrigable area of over 25,000 hectares.

     The governor said the area has the capacity to significantly deliver the Food Security objective of President Tinubu’s Renewed Hope Agenda.

     Malam Umar Namadi explained that the Hadejia Valley Project, which was initiated by the Late Shagari Administration in the early 1980s, is still less than 25% completed after almost four decades.

    The Chairman and Chief Executive Officer (CEO) of Skymark Energy and Power, Muhammad Saleh Hassan, has condemned call by 52 House of Representatives members and Civil Society Organisations  (CSOs) to sack the Group Chief Executive Officer (GCEO) of the Nigeria National Petroleum Corporation (NNPCL), Malam Mele Kyari.

    In a statement in Abuja at the weekend, Hassan described the call which was allegedly made during a world press conference on Tuesday, as a cheap blackmail to rubbish the apparent good jobs that Kyari has been doing since he came to the helm of affairs of the company.

    He urged President Bola Ahmed Tinubu to discard the call and remain focused on leveraging the potentials of technocrats like Kyari in running his government.

    “First of all, let me congratulate Tinubu on his victory at the Supreme Court that has validated his election as the president of this country. I hereby call on him to discard the call to sack Kyari, but remain focused on maximising his potentials to manage the nation’s oil giant, the NNPCL,” Hassan said.

    He added that the allegation that Kyari is responsible for fuel scarcity and hike in fuel price did not hold water because Kyari is not in the position to reduce fuel price and stabilise it at an affordable price.

    “This is market. NNPCL is a limited company. It buys and sells fuel at profit just like any other company. So, Mele Kyari/NNPCL is competing with AA Rano and AA Rano is competing with NNPCL. NNPCL is also competing with Skymark Energy and Power and vice versa. All oil companies import fuel and sell at profit. So, fuel price is a competition among NNPCL and all oil marketers,” Hassan said.

     He added: “The current market realities have nothing to do with government or any individual. So, the call to sack Kyari is not justified because the market realities in the oil sector are a global trend.”

    The Skymark boss urged the Reps members and CSOs collaborators to first of all do their home work very well and understand the realities instead of outright call for Kyari’s sack. 

    “Kyari is not the cause of the current hardship in the country. Hardship has been a current decimal in this country. Kyari does not have control over prices of commodities or inflation. He is not the president. He is only the head of a limited company. Even, President Tinubu is not to blame because he met the economy in a shambles and trying his best to fix it,” Hassan stressed.

    While still absolving Kyari of blame, Hassan noted: “Kyari is just the GCEO of NNPCL which is a limited liability company. He didn’t introduce fuel subsidy. He met it after it was put in place by a previous governments and he wasn’t the one that removed it. Everything about subsidy has been by government’s decision. 

    “Even, President Tinubu is not to blame for removing the subsidy because the budget he inherited had no provision for it, neither is NNPCL, Kyari nor government is to blame for the removal of the subsidy.  Rather, the populace should support them to be able to actualise the dividends and benefits of the subsidy removal.” 

    Hassan pointed out that the current fuel price in the country which is in the neighbourhood of  N680/N700 per litre is still the cheapest, compared to the prices in Saudi Arabia, UK, US , including oil -producing countries.

    “So, calling for the sack of Mele Kyari is a disservice to the country and a huge discouragement to other creditable performers who are supposed to be encouraged to do more or improve in any area they need to improve upon,” he noted.

    “It is crystal-clear that Kyari’s track record right from when he was GMD of NNPCL till now that he is the GCEO indicates that he has been doing creditably well. He brought transformation to the company which gave it the current status as a liability (profit-oriented) company. 

    Hassan said that Kyari’s achievements so far spoke volume.

    “As part of Kyari’s efforts to make Nigeria a net exporter of petroleum products, NNPC signed the $1.5bn Engineering, Procurement & Construction (EPC) Contract Agreement with Tecnimont SpA on April 6, 2021, for total rehabilitation of Port Harcourt Refinery.

    “I have never seen any NNPC GMD that went all the way to the Niger Delta creeks to monitor oil activities  or held meetings with community leaders in the creeks to guide against oil theft.  But Kyari did that several times till he brought oil theft to a considerable control. He has held meetings several times with youths in the creeks to discourage them from pipeline vandalism. 

    “Before then, oil theft had hit an unprecedented 101.05 million barrels figure in 2016. In his efforts to unravel oil theft,  when Kyari came in as GMD in 2019, he instituted a multi-security control room handled by the NNPCL. All the assets of the company were connected to the command-and-control centre. The centre was responsible for monitoring, locating, and reporting nefarious activities to various security agencies for intervention. The effort led to oil production increase to 1.6 million barrels per day by the end of 2022,” Hassan stressed.

    “With its status as a limited company, Kyari as GCEO is like a normal CEO of a company and does not enjoy anything special from government. He is just the head of a public organisation just like me as the CEO of my company Skymark Energy and Power.

    While lauding Kyari’s acceptability and  creditable stewardship, Hassan said: “There was a loud ovation in the industry when he was appointed GMD in August  2019, following his track record of transparency and experience. Stakeholders lauded his appointment, describing him as a round peg in a round hole. 

    “Four years after, Kyari did not disappoint. No scandal has been linked to him since he came on board, and he has continued to demonstrate leadership and tenacity despite the challenges creeping the nation’s oil industry.

    “I call on not only President Tinubu but also Nigerians to disregard the call to sack Kyari because no new person has the magic wand to solve the problem in the oil sector, except government’s and Kyari’s ongoing efforts to transform it by refurbishing the three refineries in Kaduna, Port Harcourt and Warri.”

    Hassan who also condemned the call to sack Kyari noted: “The House of Reps has House Committees on oil and gas for the downstream and upstream sectors in the NNPCL which should follow the normal process of investigating the problem, rather than 52 Reps members to collaborate with CSOs to call for the sack of the head of a the nation’s oil giant whose appointment followed a due process.”

     “The House Committee on Ethics is supposed to address the anomaly to ensure that the right thing is done and also guide them very well so that the House is not brought into disrepute,” the Skymark Energy and Power boss said. 

    “My advice to the legislators is to concentrate on their legislative duties and not to distract the president with false allegations against NNPCL/Kyari or any head of government agency or executive. It’s time for us to support the president’s renewed hope agenda to rebuild our country., he stressed.

    He added: “Nigeria is facing a great trial and economic challenges. Our leaders cannot be slandered from their duties by cheap blackmails and false allegations against them  at a time when we are working to restore our people’s confidence and trust in government.”

    “President Bola Ahmed Tinubu is a great thinker and believes in working with a think tank to run his government. He’s has been assembling technocrats. Kyari has been a think tank phenomenon in the oil sector. So, nobody can just wake up suddenly and expects a president who needs technocrats to run his government to sack a technocrat like Kyari,” Hassan noted.

    “During the conference, the Reps members and CSOs called for an comprehensive investigation into the root causes of the recurrent fuel problems. Why then did they not call for the investigation first of all before going ahead to call for Kyari’s outright sack? That is putting the cart before a horse,” Hassan noted.

    He, however called on Kyari to remain focused and steadfast in his assignments. 

    “He should remain unruffled because the criticisms and allegations against him are cheap blackmail. He should keep doing his best until the best for this country is achieved in the oil sector through his midas touch.” Hassan said.

    He added: “Kyari deserves continuity in office, not only because of the avalanche of his achievements but also for the purpose of consistency and the fact that he still has much more on his sleeve to deliver and  achieve more results. Bringing a new GCEO to the NNPCL other than Kyari who has adequate industry experience can only bring a setback to the nation’s oil industry.  It takes an expert and experienced brain like Kyari who has all the skills to salvage the industry and  galvanise the desired result that we are all yearning for.”

    Reps caucus lauds Tinubu, Kyari over reforms in oil, gas sector

    A House of Representatives caucus has applauded President Bola Tinubu and the Group ​CEO of the Nigeria National Petroleum Company Limited (NNPCL), Engr. Mele Kyari for reviving the oil and gas sector.

    The Friends of the Masses, a caucus consisting of over 50 members drawn from across the country, made this known in a joint statement signed by Hon. Seso Ikpagher (Benue, APC) and Hon. Iyawe Esosa (Edo, LP).

    The Caucus described Kyari as the best thing to happen to Nigeria’s oil sector, adding that the Petroleum Industry Act 2021 is one of the numerous reforms birthed by the NNPC GCEO.

    The lawmakers said the PIA is the most audacious attempt to overhaul the petroleum sector, once bedevilled by controversies and uncertainties.

    While admitting that the expected gains of the Petroleum Industry Act have not been fully actualised, they expressed optimism that with Kyari, Nigerians can be hopeful.

    The group further hailed Kyari as the game-changer in the oil and gas sector not just in Nigeria but the continent.

    The lawmakers said the NNPCL GCEO came at a turbulent period characterised by low production, burgeoning vandalisation of oil pipelines, oil theft on a grand scale, and demoralised staff of the company.

    However, just a little over three years later, he said the story is different. 

    “The signing of the PIA by former President Muhammadu Buhari was perhaps the biggest breakthrough for Kyari as it opened the door for more significant changes in the national oil giant,” the statement said.

    “We can’t forget how he worked for the passage of the PIA. Today, we have a new, refreshed, and rejuvenated NNPC. He has gone a step further to initiate new investment benchmarks to further rejuvenate the once-ineffective company.

    “Nigeria’s oil and gas industry is now on a transformative path, unlocking opportunities for growth and prosperity in the sector. The end of the fraudulent subsidy regime was another milestone.

    “Under the leadership of Kyari, the company has taken significant steps towards enhancing transparency and accountability in the industry. One of the ways he has done this is by publishing monthly financial and operational reports.

    “For Kyari, it is about the country. And together with other distinguished colleagues, we have vowed to support him in breaking new grounds and achieving more”.

    Joint Northern Action Groups have kicked against the call by some groups to sack and probe Group Chief Executive Officer of Nigerian National Petroleum Corporation Limited (NNPCL),  Mele Kyari.

    It also frowned at the call to suspend Executive Vice President (Upstream), Adokye Tombomieye, Managing Director of Nigerian Petroleum Development Company (NPDC), Ali Zahra, and Managing Director of National Petroleum Investment Management Services, Bala Wunti.

     Spokesman, Abdulhameed Enaji, addressing reporters yesterday in Abuja, said crude oil production has gone up under leadership of Mele Kyari.

     Another achievement recorded by NNPCL, he said, is absence of black soot over Port Harcourt.

     “This is a result of NNPCL’s commitment to environmental safety resulting in cleaner air for people of Port Harcourt.

     “Foreign ships coming to steal crude oil from Nigeria have reduced following measures put in place by NNPCL under Mele Kyari. This has resulted in a drop in illegal crude oil sales and has helped the government in generating more revenue.”
