Demolition: Lagos, property owners agree on alternative solution

Lagos State Government has agreed to give property owners around Lekki County, Ikota GRA, Megamunds Estate, Ajiran, Agungi, Orchid, Oral II and environs, more time to come up with workable  options that will re-establish the drainage setbacks without demolition.

Commissioner for the Environment and Water Resources, Tokunbo Wahab, during a meeting with  property owners and residents in his office at Alausa, said the state is committed to re -establishing the drainage setbacks, which have been totally blocked or converted to access roads.

He was supported by the Special Adviser to the governor on Environment, Kunle Rotimi-Akodu

Wahab said: “The government will be humane in its approach to reclaim the drainage right of way. We will give property owners and residents enough time to proffer solution to reclaiming of the setback in order to reduce the number of structures that will be affected.”

The commissioner explained to the representatives from Megamunds Estate that the System 44A which cuts through Ikota GRA and Megamunds is a 19.5 meters (width) channel, but has been blocked by Ikota GRA and Lekki County property owners and residents.

He said the government is determined to find a realistic solution to flooding in the areas and so the 31metres drainage alignment would be re-established and 6metres setback on both sides would be recovered.

Wahab said all property owners whose fences fall within the drainage setback will be served mandatory contravention notices as the law demands, while enforcement will be the last option.

He added: “As regards this alignment; we will serve notices as required by law and re-establish the one for System 44; no one would tell the state that the canal did not exist before constructions started.

“I will like to let you know that a layout can be approved based on what developers provide, but if the layout does not reflect the natural alignment, then I can’t blame the Ministry of Physical Planning, but the developers that failed to get their drainage clearance from the Ministry of Environment and Water Resources. “

Wahab told the stakeholders from Ajiran and Agungi drainage channel that the government is committed to re -establishing the drainage setback which has now been converted to an access road into their homes. This, he lamented, made it difficult to access the canal for cleaning.

He reminded them of an earlier agreement that property owners would own the drainage channel and maintain it permanently. The commissioner added that letters would be served on residents next week to know when the agreement will be signed.

During his meeting with property owners on Orchid and Oral II Estate on the corridor of System 156 and 157 Channel, along Ikota River, the commissioner affirmed that both channels have been totally blocked by illegal structures without drainage approvals. He recalled that property owners whose buildings and fences fall within the approved seven meters setback on both sides of the channel were earlier served seven-day contravention notices which had since expired.

Affected property owners pleaded with the commissioner to temper justice with mercy and grant allow then come up with possible solutions to salvage the situation.

The commissioner thereafter urged developers and builders to always seek drainage approvals before commencing any building project.

  • ‘Lagos will help MSMEs meet AfCFTA goals’

‘Lagos will help MSMEs meet AfCFTA goals’

Lagos State Governor Babajide Sanwo-Olu has said the government will ensure Micro, Small, and Medium Enterprises (MSMEs) enjoy benefits of the Africa Continental Free Trade Area (AfCFTA) by providing the platform and exposing them to skills required to accelerate the effectiveness to stimulate intra-African Trade.

Sanwo-Olu made the promise during the eighth MSMES Exclusive Trade Fair in Ikoyi. Themed ‘Empowering MSMEs for AFCFTA Excellence through Sustainable Economic Growth’.

The governor, represented by Deputy Governor Obafemi Hamzat, said: “In most developed and developing countries, the MSME sector is far bigger than the formal economy, and it is a means of livelihood for many people. This sector is a huge economic catalyst, as it constitutes 95 to 98 per cent of all businesses, generates 50 per cent of the Gross Domestic Products (GDP), and creates between 60 to 70 per cent of employment. In Sub-Saharan Africa and South Asia, for example, workers in this sector are estimated to account for about 90 per cent of the labour force.

“It is quite important, as it bears direct relevance to the clarion call of our administration to transform and position the state as a 21st Century Economy, in line with our T.H.E.M.E.S+ Development Agenda, and in alignment with the economic diversification agenda of the Federal Government.

“Given the prevailing economic uncertainties, added value is an important strategy to acquire and retain customers, increase brand awareness, and differentiate one’s place in the AfCFTA market. Consequent upon Nigeria’s joining the AfCFTA, we are duty bound to position our MSMEs to take advantage of this continental agreement by providing the platform and exposing them to skillset required to accelerate the effectiveness of AfCFTA in stimulating intra-African Trade.

“This will particularly impact the exports of the state and the country to African countries, significantly increasing it between 10 per cent and 15 per cent in the nearest future. By extension, it will tremendously increase Nigeria’s GDP… “

The governor also highlighted other programmes designed by the government to boost MSMEs, saying “these efforts are geared towards assisting entrepreneurs and business owners to mitigate challenges hindering market access, finance, production and movement of goods and services across the state.

“With deliberate policies, this administration is putting in place the support system needed by MSMEs to meet our target of exporting to Africa and beyond, with the intention to increase the productivity of entrepreneurs, improve the wellbeing of the citizens and set the state on the path of sustainable economic growth,” he added.

Commissioner for Commerce, Cooperatives, Trade and Investment, Mrs. Folashade Ambrose-Medebem, noted that the AfCFTA, with 43 parties and and 11 signatories, ‘is the largest free trade area by number of member-states, after the World Trade Organisation (WTO)’.

“The Agreement thus represents a historic opportunity for Africa to integrate its economies and create a single market, fostering intra-African trade and driving economic development. Lagos, as the economic heartbeat of Nigeria, stands at the forefront of this transformative journey,” she said.

However, for AfCFTA to truly unleash its potentials, we must recognise the indispensable role that MSMEs play in our economic landscape.”

She added: “MSMEs are the backbone of our economy, constituting a significant portion of businesses in Lagos State. They are the engines of innovation, employment generation, and poverty alleviation. Recognising the importance of MSMEs, the present administration has thus prioritised initiatives aimed at enhancing their capacities, fostering entrepreneurship, and creating an enabling environment for sustainable growth.

“To accelerate the effectiveness of AfCFTA, we must first recognise the challenges faced by our MSMEs. Inadequate access to finance, limited market information, and insufficient technological capabilities oftenn hinder their ability to compete on regional and global scale. Hence, it becomes imperative for us to invest in infrastructure and comprehensive capacity-building programmes tailored to address these challenges.”

The commissioner, who assured the exhibitors of government’s support, urged the MSMEs to imbibe the principle of synergy to take full advantage of benefits inherent in the AfCFTA. “Be assured of the government’s dogged committment to sustaining the MSMEs exclusive trade fair in your interest,” she added.

    • Sanwo-Olu raises N2b for security trust fund

Lagos State has had no record of bank robbery in the last four years, records released by the Security Trust Fund (LSSTF) indicated yesterday.

Governor Babajide Sanwo-Olu yesterday said this was made possible due to the continuous improvement and review of the state’s security architecture, as well as the consistent surveillance to nip organised crimes in the bud.

The governor spoke at the 17th Town Hall on security, organised by the LSSTF, where stakeholders in the security circle, citizens and private sector donors met to evaluate issues relating to safety in Lagos between October 2022 and September 2023.

There were, however, 189 cases of home robberies, 172 of which were foiled by security operatives, and 257 suspects arrested.

The governor praised the police and sister agencies for their collaborative efforts towards combating crime in the city, saying the state has built a stabilised security landscape compared to other parts of the country.

He, however, said more challenges lie ahead to overcome.

According to the governor, the government, through the LSSTF, had consistently funded security operations to ensure quick response to threats and crimes.

The government also provided operational vehicles and equipment to enhance the capacity of operatives, he noted.

These interventions, the governor said, improved the frequency of responses, which ‘resulted in the unprecedented progress in the annals of policing in the state’.

He said: “We convene here today to discuss and evaluate the trajectory of our collective effort to bolster security in Lagos. Our discussion centres around the convergence of security strategies, which is an integral component of our THEMES+ agenda. Our administration recognises security as a multifaceted challenge and we promise to continue to pursue policies and actions that will foster the well-being of all Lagosians, while we keep faith with our pledge to building a secure, and inclusive community.

“LSSTF, fuelled by voluntary donations, has significantly strengthened our security architecture, providing essential vehicles and equipment. While challenges still persist, our state’s security landscape is notably more stable than many other parts of the country. We have equipped and strengthened co-operation among various safety and security agencies; our collaboration with armed security agencies through the Lagos State Security Council remains crucial in acknowledging the sacrifices made by officers and men to ensure our safety.”

Sanwo-Olu pledged that 2024 would kick off with new security measures, adding that his administration would be raising the fleet of patrol vehicles for security agencies by 300 units. This, he said, will be done in collaboration with local government authorities.

The governor also said the Lagos Neighbourhood Safety Corps (LNSC) has been repositioned to gather actionable intelligence to complement efforts by the security agencies, adding that the state’s emergency call centre was undergoing operational restructuring for enhanced intelligence reporting.

“To address critical needs, the government, in collaboration with local authorities, will provide 300 patrol vehicles through the LSSTF at the beginning of next year. We have repositioned the neighbourhood safety agency to gather actionable intelligence to support security responses,” Sanwo-Olu added.

The governor also personally led the donation drive to LSSTF, raising N2 billion voluntary contributions to the trust fund at the event.

Oil mogul and businessman Femi Otedola pledged N1 billion to the Fund, just as other donors gave their words.

Acting Commissioner of Police, Waheed Ayilara, said 103 firearms, 324 assorted ammunition and 279 dangerous weapons were recovered during the year.

He added that 158 cases of murder were recorded, with the incidents resulting in the death of 163 victims. Also, 18 kidnapping suspects were arrested in connection with eight incidents.

The police boss also raised the alarm on the rising cases of domestic violence and abuse, noting that 256 cases of gender related violence were recorded with 333 suspects in custody.

Executive Secretary of the LSSTF, Dr. AbdurRazaq Balogun, said the Lagos State Police Command only received nine patrol vehicles from the Federal Government within two years, stressing that the Fund used donations it received in the last 10 months to bridge the equipment shortfall within federally-controlled security agencies operating in Lagos.

Balogun added that Lagos remained the only state with 28 functioning bullet-proof vehicles, with three vehicles’ armoured features being replaced every five years.

He said: “The Fund received N318.75 million in cash donations and two vehicles in 2023. We continue to thank our donors as their partnership is far-reaching and critical to the success of our activities.”

LSSTF BOT Chairman, Mr. Kehinde Durosinmi-Etti, said though economic situation in the country had affected donations to the Fund, the agency surpassed its revenue target by 94 per cent.
