    LASG, NARTO move to deploy 2,000 CNG trucks, tighten safety measures in Lagos

    The Lagos state government said it has advanced plans to deploy 2,000 Compressed Natural Gas CNG trucks as part of its effort to clean up the haulage sector, improve safety and cut logistics costs across the state.

    This was the highlight of a meeting held between officials of the Ministry of Transportation and the leadership of the Nigerian Association of Road Transport Owners (NARTO).

    Special Adviser to the Governor on Transportation, Hon. Sola Giwa, said the Sanwo Olu administration is driving a comprehensive shift toward cleaner mobility and safer road operations. 

    He noted that discussions with the banking sector are ongoing to expand financing options that will enable transport operators acquire CNG vehicles and modern hauling equipment. 

    According to him, Governor Babajide Sanwo Olu’s investments in clean transportation are already reshaping the states mobility landscape.

    NARTO National President, Alhaji Usman Yusuf Lawal, commended the governments support, citing complementary initiatives such as the expansion of the Lagos rail system and new food logistics hubs. 

    He said the Presidential Initiative on CNG has delivered 20 CNG buses to Lagos, with additional 50 seater buses including three new units supplied within the past three months already operational, adding that the rollout of CNG buses has lowered transport costs by at least 30 per cent, easing the financial burden on commuters.

    Special Assistant to the governor on Transportation and Logistics, Hon. Hassan Adekoya, said the government is tightening oversight of haulage operations, beginning with mandatory substance abuse testing for all truck drivers in Lagos. 

    Drivers diagnosed with poor vision, he added, will receive free corrective eyeglasses provided by the state.

    He announced that Lagos has concluded plans to phase out rickety trucks through an asset purchase scheme supported by UBA Bank. Under the arrangement, operators will be able to acquire new trucks and repay through a structured financing model. 

    The initiative, he said, will help protect public infrastructure, reduce accidents and improve the overall safety of lives and property on the states roads.

    Lagos State Governor Babajide Sanwo-Olu, on Wednesday, November 26, chaired a crucial meeting of the Lagos State Security Council to review the current security situation across the state.

    Sanwo-Olu emphasised that the peace enjoyed by Lagos residents remains non-negotiable.

    He said the State is taking some proactive measures in enhancing the security of lives and property.

    In a terse statement on his verified X handle, he said: “Today, I met with the State Security Council to take a closer look at our security situation and ensure we are responding with clarity and good judgment.

    “Protecting the peace of Lagos is non-negotiable. I value the honest conversations around the table and the shared commitment to protecting the peace of our state.

    “I remain committed to the peace and security of the lives and property of all Lagosians.”

    FCID intercepts 300 rounds of ammunition, busts cybercrime ring in Lagos

    Operatives of the Force Criminal Investigation Department (FCID) Annex, Alagbon, Lagos, have intercepted 300 rounds of ammunition and intercepted a container carrying 300 rounds of 9mm ammunition concealed inside a Nissan Frontier pickup truck.

    The consignment also included two Toyota Sienna vans, one SCION XA vehicle, 24 bags of foreign rice, seven bales of used clothes, and cartons of vegetable oil and household items, Assistant Inspector General (AIG) Margaret Ochalla said on Wednesday.

    The AIG who displayed the items at a news briefing said five suspects were arrested in connection with the contraband items, including the driver, Nelson Peretei.

    According to a statement by the spokesperson for the command, ASP Aminat Mayegun, investigators traced the shipment to a U.S.-based sender, Mrs Maria Adeyemi, who allegedly failed to declare the ammunition and other contraband in the bill of lading.

    A man who claimed to be a retired U.S. Marine Colonel, Sunny Nwadiri, also attempted to claim ownership of the ammunition but could not provide verifiable details, the FCID alleged.

    “Preliminary findings showed that the contraband and ammunition were deliberately concealed to evade security checks at the port. Further investigations are underway. The FCID is working with the Nigeria Customs Service and the Department of State Services (DSS) to trace the source of the ammunition, its intended destination, and possible links to wider criminal networks,” the department added.

    It said detectives also dismantled an alleged online movie piracy syndicate, arresting a ringleader who unlawfully uploaded movies to TikTok and shared them with viewers on WhatsApp for a fee.

    “Acting on a petition from FilmOne Entertainment Limited, operatives arrested a suspect who unlawfully uploaded the movie Owambe Thieves on TikTok on August 23, 2025. He charged viewers ₦1,000 for access to the pirated film and distributed full copies via WhatsApp.

    “Investigations showed he sourced the movie from an illegal website and had been involved in the piracy of several Nollywood titles, including Farmers Bride, Thinline, and Alakada Bad and Bourjee.

    “A forensic analysis of two seized iPhones uncovered lists of buyers and pirated movies shared through WhatsApp and Telegram. The suspect’s OPay account showed inflows and outflows totalling about ₦7.6 million over two months, believed to be proceeds of piracy and cyber fraud. He has been arraigned in court,” the statement added.

    According to Mayegun, AIG Ochalla reaffirmed the department’s commitment to tackling cybercrime, protecting intellectual property, and combating arms trafficking, urging the public to continue providing credible information to support policing efforts.

    A fresh wave of creativity and social consciousness is taking root in Lagos as 25 young female artists have completed the Leading with Arts Fellowship, a programme designed to use art as a tool for leadership, healing, and community transformation.

    The initiative, organised by Advocates for Health and Rights of Women and Youths Initiative (ADHERI), funded by the Nigeria Youth Futures Fund (NYFF), and supported by Alliance Française, has grown from a modest idea into a vibrant movement driving cultural impact.

    What began as small, intimate sessions soon evolved into immersive workshops blending visual art, performance, storytelling, and activism. Participants were guided by mentors who encouraged them not only to refine their craft but to embrace leadership through self-awareness and self-expression, one of the programme’s key lessons.

    The fellows explored themes of resilience, justice, identity, and community. Through their paintings, sculptures, and performances, they created work that reflected personal stories and broader social issues. Organisers said the goal was not merely to teach artistic skills but to help young women find their voice and use it to effect change.

    Executive Director of ADHERi, Emmanuel Etim, Mr Emmanuel Etim noted that several participants have already launched community art projects, local campaigns, and exhibitions inspired by the fellowship.

    Their works will also feature prominently at the Nigeria We Want Art Exhibition scheduled for November 30 in Lagos. 

    The showcase is expected to amplify perspectives from underserved communities and highlight the role of young female creatives in national discourse.

    According to Etim, collaborations are already emerging among artists, educators, and policymakers, signalling the potential of arts-led initiatives to contribute to social development.

    The fellowship, he added, demonstrates how creativity, when nurtured, can become a catalyst for leadership, empowerment, and long-term community change.

    A 2027 Lagos state APC governorship aspirant, Dr Abdul-Azeez Olajide Adediran (Jandor), has said that local governments now have no excuse not to perform following improved funding by President Bola Tinubu.

    Adediran, the Lead Visioner of the Lagos4Lagos Movement, stated this on Wednesday at the 100 days in office celebration of Oto-Awori LCDA chairman, Mr Abiodun Kareem

    The 2023 PDP governorship candidate said the council’s achievements showed what effective use of unrestricted funding could deliver within a short period.

    “We must thank President Bola Tinubu for increasing local government funds. Local Governments have not reason not to perform again. 

    “We appreciate the wonderful works chairmen of various councils are doing here in Lagos,” Adediran said.

    He added that Gov. Babajide Sanwo-Olu deserved praise for releasing full allocations to all councils in Lagos State to ensure implementation of the Renewed Hope Agenda of President Tinubu at the grassroots.

    He praised the chairman for completing a legislative building and donating patrol vehicles to security personnel in the LCDA.

    Adediran also presented a N5 million cheque donated by Kareem to the G12 Women Development Fund Cooperative.

    He said councils across the state were performing better because funds now reach them without deductions.

    Also speaking, Lagos APC Chairman, Pastor Cornelius Ojelabi, said improved grassroots funding had strengthened local government achievements.

    He noted that Oto-Awori LCDA completed its legislative building within 100 days because resources were now available.

    Ojelabi urged youths to obtain their Permanent Voter Cards (PVCs) and use them to support continued development across the state.

    In his remarks, Kareem said he met infrastructural decay in schools, health centres, roads and drainages on assumption of office.

    He said the council had begun addressing the challenges despite limited resources and competing demands.

    Kareem listed the legislative building, patrol vehicles and N250,000 support for 100 beneficiaries as major accomplishments within 100 days.

    The event was attended by party leaders, council staff, residents and youths from the LCDA.

    Lagos State took a decisive step toward overhauling its health financing landscape on Tuesday with the unveiling of the Lagos Private Health Partnership (LPHP)—a sweeping reform designed to unify the state’s fragmented health insurance ecosystem, deepen private sector participation, and guarantee equitable access to quality healthcare for all residents. The launch ceremony, held at the Civic Centre in Victoria Island, brought together senior government leaders, private health insurers, regulators, financial institutions, and development partners. Their presence signalled a collective acknowledgment that Lagos, with its population of more than 25 million, can no longer afford a health financing system built on disjointed policies, low insurance penetration, and rising out-of-pocket expenditure.

    Representing Governor Babajide Sanwo-Olu, Secretary to the State Government, Barrister Abimbola Salu-Hundeyin, described the LPHP as a historic leap toward building a resilient health financing architecture—one capable of shielding families from catastrophic medical bills and restoring confidence in domestic healthcare. According to her, the LPHP is more than a policy innovation; it is Lagos’ declaration that compulsory health insurance cannot remain a paper mandate. It must translate into real coverage, predictable funding, and a transparent system that works for both providers and the residents they serve.

    Governor Sanwo-Olu explained—through his representative—that the LPHP emerged from Lagos’ implementation of the National Health Insurance Authority (NHIA) Act of 2022, which he domesticated through an Executive Order in July 2024. That order made health insurance mandatory for every resident and set up enforcement mechanisms to ensure compliance. To guide implementation, the state constituted a multi-stakeholder Technical Working Group. Their recommendations gave rise to both a clear set of operational guidelines and the LPHP—an integrated framework for aligning private sector participation with state policy, risk pooling, digital governance, and accountability checks.

    The governor noted that the reform is particularly urgent because over 70 per cent of healthcare encounters in Lagos occur in private hospitals. Yet the private insurance landscape has remained chaotic—marked by price undercutting, poor service quality, opaque contracts, and widespread distrust among enrollees. With LPHP, private providers and insurers now have a unified, transparent operational environment that balances profitability with equity and service standards. The state, he added, has adopted a population-based enrolment model for workers in private organisations, a shift expected to improve risk distribution and reduce coverage gaps.

    Lagos State Commissioner for Health, Prof. Akin Abayomi, said the LPHP represents the state’s boldest attempt to break with a decade of fragmented and inefficient private health insurance operations. He outlined the major failures of the old system: enrollees denied care because of low tariffs, HMOs competing on unsustainable pricing, and providers struggling with delayed payments. “This launch marks the end of unhealthy rivalries and the beginning of value-driven competition,” Abayomi declared.

    He noted that despite Lagos’ economic power, health financing remains insufficient. Low insurance penetration, workforce attrition, and medical tourism continue to undermine the health sector. The LPHP, he argued, is the strongest tool Lagos has developed to reverse those trends, strengthen health outcomes, and domesticate quality care that residents can trust. A major pillar of the reform is a digital marketplace, where plan enrolment, provider selection, fund flow, claims processing, monitoring, and reporting will be executed with real-time transparency. This digital backbone, he said, will ensure that HEFAMAA enforces standardised plans, quality assurance, and compliance footprints across the entire system. Abayomi added that Lagos will begin full enforcement of mandatory health insurance after a six-month sensitisation window, noting that widespread enrolment is the only way to scale risk pooling and cross-subsidisation.

    During his technical presentation, Abayomi revealed that the LPHP will introduce a state-managed risk equalisation and solidarity fund. Under this arrangement, private insurers must contribute 13 per cent of premiums to help cover vulnerable residents, improve emergency response, and sustain the state’s universal health coverage goals. He projected that if 20 million Lagos residents enrol at an average annual premium of N20,000, the state could inject more than N400 billion yearly into the health financing system—a transformative inflow with the potential to drastically expand service access and provider capacity.

    Chairman of the Lagos State Health Management Agency (LASHMA), Dr. Adebayo Adedewe, praised the government for its rigorous engagement process and described LPHP as a “credible and overdue response” to long-standing inefficiencies in the insurance space. For healthcare providers, the reform signals long-awaited recognition. The National Adviser on Health Insurance for the Healthcare Providers Association of Nigeria (HCPAN), Dr. Jimi Arigbabuwo, said the LPHP represents a turning point for private providers who deliver most of Nigeria’s care. He urged the state to guarantee fair compensation to reduce medical tourism and stabilise the healthcare workforce.

    Financial sector leaders also endorsed the reform. Managing Director/CEO of Sterling Bank Plc, Mr. Abubakar Suleiman, said LPHP aligns with the bank’s HEART agenda and will finally tackle the structural inefficiencies that make healthcare in Nigeria expensive. He said Sterling Bank’s support goes beyond financing, encompassing digital infrastructure that ensures transparency and real-time accountability.

    Survivors of sexual assault in Lagos are set to receive faster, more professional and better-documented medical care as the state government intensifies training for healthcare workers handling rape and defilement cases.

    The two-day training organised by the Ministry of Health in Alausa is expected to significantly strengthen Lagos’ frontline response, a critical step in a state that records some of the country’s highest reports of sexual and gender-based violence (SGBV).

    Officials said the programme aims to ensure that no survivor is turned away, mismanaged, or denied justice due to poor documentation or lack of clinical expertise.

    Declaring the training open, Dr Oluwatosin Onasanya, speaking on behalf of the Director of Family Health and Nutrition, Dr Folasade Oludara, stated that upgrading the skills of health workers would directly improve survivors’ chances of healing and securing justice. “Healthcare workers are often the first responders. When they do their part well, survivors are protected, and offenders are held accountable,” she said.

    The state has supplied specimen-collection tools to facilities, but the training, she added, “ensures personnel can correctly identify, document and manage cases”, especially in LGAs with high incident rates.

    SGBV Programme Manager, Dr. Juradat Aofiyebi, explained that building the capacity of 25 experienced doctors across general hospitals would improve prosecution outcomes.

    She noted that accurate medical reporting is often the difference between conviction and acquittal. “This training strengthens our entire response chain, from care to courtroom,” she said.

    At the session, Deputy Director of the Directorate of Public Prosecutions (DPP), Mrs Adebanke Ogunde, underscored the life-changing impact of proper medical documentation. She told participants, “A survivor’s hope for justice rests on the quality of your report. Many convictions have been won, or lost, because of it.”

    Medical experts also addressed the emotional toll on health workers. Consultant Family Physician at LASUTH, Dr. Oluwajimi Sodipo, said timely care within 72 hours could prevent infections and produce usable forensic evidence.

    He praised Lagos’ inter-agency approach but urged further investment in DNA capacity, insurance, and health worker motivation to sustain the impact.

    The Lagos State Health Management Agency (LASHMA) reinforced the state’s safety net for survivors, explaining that under the ILERA EKO scheme and the Equity Fund, survivors are entitled to full medical coverage, from tests to follow-up care. Claims Officer Mrs. Anyebe Margret said this ensures “no survivor is denied treatment because of money.”

    Another facilitator, Mrs. Ololade Babarere, emphasised self-care for health workers to prevent compassion fatigue. “When caregivers burn out, survivors suffer,” she warned.

    Participants described the training as transformative. Dr. Odiawa Ijeweme of General Hospital, Apapa, said she can now handle cases “more confidently and in line with Lagos State’s protocols,” while Dr. Charity Eferaro of the Lagos State University Health Centre said the sessions strengthened her ability to support student survivors “medically, emotionally and psychologically.”

    With the training completed, Lagos strengthens its position as a national leader in coordinated SGBV response, ensuring that survivors receive dignity, justice and comprehensive care each time they walk into a health facility.

    Lagos Commissioner for Transportation Mr Oluwaseun Osiyemi has issued a firm November 10 deadline to the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG) to comply with the Lekki e-call up system after a crucial meeting in Alausa on persistent violations of the platform.

    At the meeting held in the Ministry of Transportation conference room in Ikeja, Osiyemi expressed strong displeasure over what he described as a pattern of disregard for the online booking process by some tanker operators.

     He said the breaches have encouraged cash collections and the unchecked parking of trucks along the Lekki Epe corridor, creating congestion and undermining the efficiency of the traffic management system the state put in place.

    Osiyemi restated that the e-call up system requires every truck to undergo validation and secure clearance before moving to designated parks. He said the process is straightforward and leaves no room for shortcuts. He warned that the state government will commence enforcement if NUPENG members fail to align with the guidelines before the November 10 deadline.

    NUPENG officials pledged to immediately sensitise their members and ensure full compliance. 

    They also promised to address other operational issues raised by the ministry.
