    Incompetence or ‘curse’ on Lagos-Ibadan expressway

    The Lagos Ibadan expressway is an enigmatic symbol of Nigeria. Great potential but poor ability to follow simple professional maintenance and supervision rules. Is this incompetence or a Lagos -Ibadan expressway ‘curse’? Yes, there are contractors making pedestrian flyovers and repairing bridges. Good! But did they know that tens of thousands of vehicles of every description, size and speed driven by drivers of every temperament and degree of arrogance ply the road? After all, those drivers have collectively endured 15 years of broken promises and serial 2–12-hour delays on that same road which has a history of other contractors often treating the motorised public like dirt.

    We all thought the delays were over.

    Clearly the suffering continues. Are the delays a deliberate power play by the contractors for more money?  There is little or no sense of purpose or urgency on the part of the hard-hatted contractor staff, often working on ones and twos apparently unsupervised. The past week has shown a sad reality of our management capacity and demonstrated the well-known yawning gap in our management capacity. We just do not appear to care. Do they know about quality of work and time management? Sadly, last Saturday at the narrowed-to-two lane spot were two stationary vehicles with their drivers standing between them and arguing spiritedly. As vehicles were now forced from 3 to 2 and then just one lane, the accumulated traffic quickly grew to 4-5 lanes and stretched four kilometres. It was like witnessing a tragi-comedy seeing the easily preventable causes of the reduction of the road lanes from 3 to 2 and then from 2 to1 by recalcitrant drivers.

    The FRSC were never there and were elsewhere interrogating some vehicles, unconcerned with the need to free the bottleneck. Certainly there are no traffic drones in FRSC Command and Control Centre yet.

    After this terrible weekend, we know that the authorities are alarmed and are stepping in. Really? Do the authorities not do preventive ‘possible scenarios’ and ‘possible catastrophes’? For construction work, do the authorities not alert FRSC to man the narrow points for quick pre-emptive resolution of road-conflict issues? Do the authorities not run ‘traffic games’ to identify what consequences to plan for in case of a traffic complication during the work of the contractor? Do the authorities not insist on the speediest methods of roadworks to keep disruptions at zero or at least a minimum as happens when such works are done in other countries worldwide? Do the authorities even consider the road users when they are doing their job?

    Recently, the forest accumulating within the road median and the actual narrowing of the road by accumulated dirt and weeds in some places was pointed out in this column to the authorities. We await a serious regular maintenance and clean-up in keeping with best road maintenance standards in oversight of a recently rebuilt multi-billion naira road. It is shameful to see the dirt accumulated and sometimes corn growing in it and the road actually yielding a whole lane to accumulated dirt at the side of the road.

    There must be a maintenance contract and the winner of that contract has woefully failed to achieve the goal – road cleanliness. It has previously been suggested on many occasions that because the federal government has been proven repeatedly incapable of managing the micro-cleaning of roads, the road should be divided into five or 10km segments and given to the surrounding community to maintain. If this is done, the officials of the federal government have merely to drive up and down the road once a month and write report scoring the maintenance level and indicting those who failed to complete their assignment.

    Periodically in the past, road maintenance units for inspection and maintenance have been announced on the political horizon, hailed as breakthrough, billions allocated and then a few vehicles appear on the political stage as ‘Instant Road Works’ saviours. This has been all ‘sound and fury, signifying nothing’ permanent for the joy of road users.  For how long will we behave with such ignorance of the true value of predictive planning, maintenance and supervision and preventive measures in our life? Meanwhile, our citizens sit, stuck in needless traffic jams in a country struggling to become a country-sitting ducks for criminals? At the minimum, the authorities need to immediately contact and recruit FRSC to the areas of potential traffic problem during construction work. Secondly, the authorities need to get contractors to expedite their work with removable road barriers which are mostly to protect their lives. The blockage should be removed every evening when there is no work and no one to protect overnight. There is a danger that some vehicle will run into those barriers and that would be a tragic preventable crash.

    As we face the current onslaught of terrorists and kidnappers and the increasing boldness of armed robbers in the towns and cities across the country, we must recall that the greed of the political class has had a negative impact on criminals. That greed has set the political class apart from the citizenry. It is time for politicians to, rein in their greed and publicly cut their salaries and perks,  and cancel the much abused constitutional projects from the national budget. We look forward to one National Assembly house, not two.

    Five persons have lost their lives in an accident on the Lagos-Ibadan Expressway

    The accident, which occurred around 11:30pm on Sunday few metres away from FATGBEMS Bus stop, involved an unmarked Mercedes Benz SUV.

    It was learnt that the accident happened when the driver was heading towards Mowe in Ogun State and upon reaching the bus stop by the Long Bridge, he lost control, crashed into the culvert and flipped over.

    The impact it was further gathered, threw the SUV into the opposite direction, leading to the deaths on the spot.

    However, one passenger who survived with injuries was evacuated by police operatives from the Warewa division to AZ Carezone Hospital in Magboro for treatment.

    Chief Superintendent of Police (CSP) Omolola Odutola, the spokesperson of the Ogun Command of the Nigeria Police Force, confirmed the accident in a statement.

    Odutola stated that the family of those involved in the accident have been notified.

    “Three male and two female adults inside the SUV were confirmed dead, and one passenger sustained injuries. The roof of the vehicle was completely torn off.

    “The vehicle was extensively damaged. Traffic police promptly arrived at the scene. Photographs were taken, and the injured individual was transported to AZ Carezone Hospital in Magboro for medical treatment.

    “Meanwhile, the bodies of the deceased were taken to Real Divine Hospital in Ibafo for preservation.

    “The wrecked vehicle has been secured at the Police Station for safekeeping,” CSP Odutola stated.

    The Federal Road Safety Commission (FRSC) on Tuesday said 12 people were burnt to death and four others injured in an accident on the Lagos-Ibadan Expressway.

    Spokesperson for the Ogun State Sector Command, Mrs Florence Okpe, explained the incident involved a white Mazda bus with the registration number DDA733XA.

    She said the crash occurred around 1514hrs.

    Okpe confirmed that the accident involved a single vehicle, a white Mazda bus with the registration number DDA733XA.

    “Total number of people involved in the accident were 16, which comprised of 12 male adult, 03 female adult and 01 female child. 04 male passengers were injured in the crash and rescued while the other 12 persons were burnt to death.

    “The injured victims were taken to Patmag Hospital, Ogere”.

    Okpe said: “Ghe suspected cause of the lone accident was wrongful overtaking by the bus driver, which led to loss of control and the bus hitting the road divider at the middle of the road. The bus fell and was engulfed in flames immediately”.

    She added that the Sector Commander, Ogun Sector Command, Akinwunmi Fasakin, is pained over the recklessness of some motorists on the highway, who refuse to obey traffic rules”.

    He urged motorists to maintain the stipulated speed on the highway and also ensure a clear road before overtaking.

    He further commiserated with the crash victims and wish them quick recovery.

    Impending strike by construction workers may affect Lagos-Ibadan expressway, other road projects

    Ongoing construction work on major roads in the country may be put on hold following threat by workers in the industry to embark on a nationwide strike.

    Some of the roads that may be affected include: Obajana road, Abuja-Kano Road, Bodo-Bonny road, East-West road, Lagos-Ibadan expressway road, Kogi-Auchi road and Zaria-Sokoto road.

    The workers under the aegis of Construction and Civil Engineering Senior Staff Association (CCESSA) and National Union of Civil Engineering Construction Furniture and Wood Workers (NUCECFWW) said disagreement between the Federal Ministry of Works and their employers – Federation of Construction Industry (FOCI) has led to the sacking of about 3,000 of their members.

    The two unions – both affiliates of Trade Union Congress of Nigeria (TUC) and Nigeria Labour Congress (NLC), said there is a slowdown in the industry due to disagreement between the contractors handling various civil construction projects for the Federal Government and the Federal Ministry of Works as a result of unilateral imposition of new standard conditions of contracts allegedly by the Minister, contrary to the existing conditions as approved by the Bureau of public procurement (BPP).

    The unions said this disagreement has affected employment in the industry, leading to mass sack of Nigerian workers who are their members.

    The Presidents of CCESSA and NUCECFWW, Comrade Engr. Ayodeji Adeyemo and Comrade Stephen Okoro, said this during a press briefing on Friday in Abuja.

    They said: “In the last three months we have lost almost 3,000 and the mass sack is still continuing. If care is not taken, if the conflict is not resolved, in the next two months, we are expecting additional 32,000 workers to be affected.

    “The mass sack will affect the major roads being handled by the major construction companies like RCC, Setraco, Salini, and others.”

     They stated, “This is in contrast to the Renewed Hope Agenda of the present regime of President Bola Ahmed Tinubu. Currently we have lost over fifty percent of our members as a result of the disagreement; this situation is bound to further increase poverty and insecurity that the country is grappling with.

    “We are using this medium to appeal to the Honourable Minister of Works that what is needed now is a form of bailout to a distressed construction sector rather than any form of conflict. The two unions are also concerned about the effect of a prolonged unresolved conflict on investor confidence in the stability of the country’s business environment. Moreover, the Federal Government should as a matter of urgency come up with a clear policy of strict adherence to payment terms.”

    Three persons were confirmed dead in an accident involving two vehicles at Kara bridge on the Lagos-Ibadan expressway yesterday.

    Mr Babatunde Akinbiyi, spokesperson, Ogun Traffic Compliance and Enforcement Corps (TRACE), confirmed the accident to reporters in Abeokuta.

    He said the incident occurred at 1:20am and it involved a blue Iveco truck marked AAB 414 ZY and a white Toyota Cabster with registration number XUR 601 XY.

    He noted that according to eyewitness, the accident was caused by excessive speed and brake failure on the part of the Toyota Cabster, which rammed into the broken down truck.

    Akinbiyi stated that the truck was set ablaze by hoodlums who believed the accident was caused by the truck driver.

    “It took the intervention of TRACE, police and the Ogun State Fire Service before normalcy could be restored on the Kara bridge for incoming vehicles inbound Lagos at that hour,” he said.

    He said five people were involved in the accident, saying three persons died, while two others were unhurt.

    “Police and Ogun State Fire Service were contacted and the deceased were taken away by their families,” he said.

    BREAKING: Excitement as passengers enjoy free train service from Lagos-Ibadan

    The Nigerian Railway Corporation (NRC) has commenced free train service for all commuters plying the Lagos-Ibadan train routes for fifteen days.

    Our correspondent who visited the Mobolaji Johnson Station in Lagos on Friday, December 22, observed excitement in the faces of many passengers.

    A handful of passengers who were at the departure terminal patiently waited for the arrival of the evening train which departed for Ibadan around 4 pm.

    This development is in accordance with President Bola Tinubu’s directive aimed at providing relief to citizens who are struggling with the high cost of transportation, especially during the festive season.

    The free service which commenced on Thursday, December 21, will go on till Thursday, January 4, 2024.

    Passengers have been advised to obtain their free tickets via the online e-ticketing platforms only.

    The district manager for NRC in Lagos, Augustine Arisa, told our correspondent that tickets will not be issued at the train station, adding that no commuter will be allowed to board the train without a ticket.

    He explained that passengers will get to enjoy the free train service in the morning (8:00 am) and in the evening (4:00 pm).

    A passenger, Bisi Akanni expressed joy over the free train service. She commended the federal government for the laudable initiative.

    She said: “I thought the directive wouldn’t be implemented when I booked my ticket, I got it online and it was seamless. I arrived here, and no one asked me to pay anything. Kudos to the Federal Government for this”.

    Another passenger, Segun Adekanmbi who spoke to The Nation, thanked President Tinubu for easing the burden off Nigerians during the yuletide.

    He said: “This is a great initiative by the Federal Government, and I think it is going to be beneficial to the citizens. It will go a long way to relieve many passengers.”

    JUST IN: 18 passengers escape death on Lagos-Ibadan highway

    At least 18 persons on Wednesday, October 25, narrowly escaped death in a car collision that happened on the Long Bridge section of the Lagos-Ibadan Expressway.

    According to reports, the white 18-seater Mazda bus with the registration number FKJ285Y was transporting people from Maryland to Ibadan, Oyo state when the accident occurred.

    One of the passengers, a mother of a six-month-old baby, said: “If not for God and the driver, I would have been a dead person by now. We thank God and the driver for saving out.”

    Another passenger, Abubakar, who was traveling to Kebbi state but planned to alight at Ibadan, claimed that the money he had on him could no longer get him to his goal in Kebbi state, and wept that he was the saddest on the bus.

    He said: “I am the saddest person on this bus, the money with me can’t take me to Kebbi anymore. The driver collected N2,600 from us before leaving the park and he was not ready to refund us or call for backup in the park to come and carry his stranded passengers.”

    An accident yesterday claimed four lives – all male adults, at the Kara axis of Lagos-Ibadan expressway.

    The crash also left three other persons with injuries.

    The accident, which involved a luxury bus marked ACA533ZP and a nondescript vehicle occurred around 45 minutes after midnight. It was caused by excess speed, loss of control and possible poor visibility, Federal Road Safety Corps (FRSC) Public Education Officer for the Sector Commander, FRSC Ogun Sector Command, Chief Route Commander Florence Okpe said.

    “The crash occurred in the early hours this morning about 0045 hrs, claiming four lives.

    “The total number of persons involved were 21, which comprised  13 male adults and eight female adults. People injured were three, one male and two female.”

    Mrs Okpe quoted the Sector Commander, C. C. Anthony Uga, as describing the accident as one that could be have been avoided if necessary caution was taken and simple rules were obeyed.

    He sympathised with the bereaved families and enjoined them to contact FRSC Mowe unit Command for more information about the accident.

    Govt to build overhead, pedestrian bridges, interchange on Lagos-Ibadan expressway

    The Federal Controller of Works in Lagos State, Mrs. Olukorede Kesha, has said the first phase of the Lagos-Ibadan Expressway project had been completed and delivered to ensure free flow of traffic.

    Kesha told the News Agency of Nigeria (NAN) that phase one was completed and delivered before the mid-September date promised by Works Minister David Umahi.

    The federal controller said phase one of the project was to complete the main carriageway to ensure smooth rides and free flow of traffic, which had been achieved.

    She said ongoing construction on the highway median drains were minor works that would not affect traffic.

    “We delivered the main carriageway before September 15. The work, for ease of construction and administration, was divided into three phases. The phase one is to allow the major carriageway from Chanage Zero to 43 to be completed.

    “That is the phase one, which has been delivered now by the contractor.

    “The phase two comprises the overhead bridges, the pedestrian bridges and then the interchange. That one is phase two, we are about moving into that,” she said.

    Kesha, who is in charge of Section One reconstruction/rehabilitation of the project, which spans Ojota in Lagos to Sagamu Interchange in Ogun State, explained that there were measures to tackle worn-out expansion joints on Long Bridge.

    The federal controller said the damaged expansion joints would be replaced soon in the second phase of the project.

    She said that repairs of the expansion joints were reserved for the second phase to reduce discomfort of road users.

    “We will change all of the expansion joints on Long Bridge,” Kesha said.

    The federal controller said the drains on the Long Bridge were recently cleaned, but a contractor had been mobilsed to return to site for continuous evacuation of the drains.

    Five die, 12 injured in Lagos-Ibadan highway accident

    No fewer than five people were confirmed dead on Sunday while 12 others sustained varying degrees of injuries in an accident near  the Foursquare Camp on the Lagos-Ibadan Expressway.

    Mrs Florence Okpe, the Public Education Officer of the Federal Road Safety Corps (FRSC) in Ogun, confirmed the development in an interview with newsmen in Abeokuta.

    Okpe explained that the accident involved a DAF truck marked, KMC 810 ZB, a Toyota bus marked, TMA-244b XA and a Mitsubishi pickup van with no registration number.

    The FRSC spokeswoman said that the accident occured at about 6:15 a.m. and was caused by excessive speeding, tyre blowout and loss of control on the part of the driver of the truck.

    She noted that due to the tyre blowout and loss of control, the truck fell and blocked the road, noting that both the bus and the pickup van rammed into the fallen truck.

    Okpe disclosed that 21 people were involved in the multiple crash, saying that 12 people were injured while five people died.

    She stated that the injured people were taken to Victory Hospital in Ogere, near Abeokuta for medical attention while the dead were deposited at a morgue in Ipara community, near Abeokuta.

    Okpe quoted the Ogun State Sector Commander of the FRSC, Mr Anthony Uga, as advising motorists to desist from using sub-standard tyres and to also apply common sense while driving in this rainy season.

    The sector commander sympathised with families of the victims, advising them to visit the Ogunmakin Unit of the FRSC for more information on the accident.
