    Six die, many injured in Magodo, Badagry gas explosions

    Six persons were  killed  and scores injured yesterday when two gas plants went up in flames in  Magodo and Badagry, Lagos.

    Two persons died and eight others were injured in the Magodo explosion. Four were killed and scores injured in the Badagry incident.

    Witnesses blamed  leakages for the incidents at  Second Coming Nigeria Limited Gas Plant on CMD Road, Magodo and a shop on Iluda Road, Ajara Vevho. According to them,  emission from the exhaust of a passing vehicle caused the Magodo explosion.

    The Badagry explosion  while the shop owners were offloading cooking gas around 9am.

    Vehicles, six buildings  near the shop and six gas cylinders were destroyed in the explosion.

    The Nation gathered that  two of the victims were apprentice  hairdressers.  A commercial motorcyclist and a passenger, who were standing in front of the shop were among the injured.

    The  explosion was said to have broken the walls of the  shop and other  nearby shop. Human flesh littered the scene.

    Officials of the Federal Fire Service, Federal Road Safety Corps ( FRSC ), police and other security agencies were on ground to control the situation.

    A fire official, Mr Tunde Adeboye, said  that they were able to put out the fire to reduce collateral  damage.

    A senior police officer, who pleaded not to be named, said four persons died in the explosion.

    A survivor, Mr Segun Adebunmi, reported : “It’s a testimony that I’m alive as I escaped the scene by  whiskers’’.

    An eyewitness, Mr Tope Alabi, said the explosion destroyed cars parked on the street.

    “I heard a loud bang and the glasses of cars were shattering and the next thing I saw were human parts littering   the whole place.

    “The security agencies responded promptly; so the situation was contained; so it didn’t escalate,” he said.

    A senior official at the General Hospital, Badagry, who asked not to be named,  confirmed that four bodies had been deposited in the mortuary.

    He added  that several others suffered severe burns.

    Destroyed in the Magodo explosion were  three gas reservoir tanks, a 33,000-litre gas truck,  the gas plant’s administrative block , a generating set, cylinders and other equipment.

    Officials of  Federal and Lagos State Fire Services and Lagos State Emergency Management Agency ( LASEMA ) battled the fire for three hours.

    An official of the plant, who gave his name as Onyekachi, said the value of the property destroyed was “huge.”

    He  said: “There was an explosion and we were called. On arrival here, we had to put everything under control. Explosion can be caused by anything in a gas plant environment. In a gas plant environment, anything can happen. There were casualties but they were rushed to the hospital by the FRSC. The property lost is huge.”

    According to an eyewitness, the explosion was preceded by the smell of leaking gas since Sunday night.

    Lagos State Commissioner of Police ( CP ) Edgal Imohimi, who arrived on the scene around 11:30am, said the fire was caused by a spark from a vehicle.

    He said: “Those that can be rescued have been rescued. We had two casualties, from what I’ve just been briefed. We still have to evacuate here like I advised LASEMA because there is a possibility of a secondary explosion. LASEMA agrees with me and that’s why we will not stay here too long talking for the safety of everyone here.

    “We are trying to evacuate all the neighbours here, those staying around, because if you heard what sparked off the explosion in the first instance, it was a spark from the main road that sparked off the explosion right inside the premises, so you can see that the place is not safe.

    “So, when we leave now, experts will go in and when experts go in, they will check one or two things before further activities can go on here.”

    LASEMA General Manager Adesina Tiamiyu said two charred bodies were found at the back of the plant’s fence; eight others, with different degrees of burns, were found in the compound.

    He said they were given first aid, adding that  two survivors with ‘’severe burns’’ were rushed to the Accident and Trauma Centre, at the old toll gate.

    Assuring Magodo residents of their safety, he said LASEMA officials would not leave the scene until they were  sure everything was alright.

    He said : “For now, we want to tell residents of Magodo that they are safe and we will not have a reignition of this fire here. We will not leave here until we are sure it is completely safe, that’s why we still have four fire trucks here on stand by.

    “Preliminary investigation by the agency revealed that three reservoir tanks for storage of gas and one 33, 000 litre  truck in the gas station were engulfed in fire from a secondary explosion within the gas station.

    “Unfortunately two burnt bodies were recovered behind the fence of the gas station, while eight persons  with various degrees of burns and injuries were attended to by officials of the Lagos State Ambulance Service and the agency’s paramedics before moving two with more degrees of burns to the trauma centre, toll gate for further medical attention.”

    According to Tiamiyu,  men of Lagos State Fire Service with four  trucks and the LASEMA Response Unit (LRU) Fire Unit with two  trucks prevented the fire from spreading to adjoining buildings.

    Other emergency responders on the scene included Rapid Response Squad ( RRS ), FRSC, National Emergency Management Agency, Lagos Neighbourhood Safety Corps, Red Cross, Nigeria Security and Civil Defence Corps, Lagos State Traffic Management Authority (LASTMA) and the Federal Fire Service.

    Tiamiyu said the situation was under control,  with the perimeter of the vicinity secured. He added that people had been evacuated from the scene.

    He said power supply  to the area had been isolated to avoid any other incident.

    Tiamiyu said an  investigation would be conducted to ascertain the cause of the fire  and to prevent a recurrence.

    A resident, Humbe Barns, said the smell of gas was  strong in the early  yesterday. Barns said his kinsman was one of those injured.

    Speaking in a mixture of English and pidgin, he claimed that the explosion occurred after the fire fighters’ arrival.

    Barns said: “Early in the morning, like six o’clock like this, as I rise up this morning, I just hear the smell of gas, smell everywhere. When I come outside I come dey ask say wetin dey smell like this? I come see that some workers wey are working inside this company. My brother is also one among the workers dem. So I ask him. He say this thing started yesterday evening, the gas is almost to burst. So, that’s why smell dey everywhere. This early morning dey begin to tell everyone that everyone should not stay around, even cars, they were stopping cars so that cars should not pass around here. So, within small time, I see some fire brigade, fire service were around. Then by then, they started trying to control so that the gas will not explode, then by trying to draw their materials that they used to quench fire, then the thing just burst! Fire. Before the fire start they were just saying gas is almost to burst, burst; nothing cause the fire. I no know wetin cause the fire.”

    According to him, the explosion was so powerful that it pushed his kinsman away.

    He said: “My brother wey dey work there injure. You know as the thing burst if not by the grace of God, himself for burn inside, but the thing push am throway. They carry him and one guy wey the thing affect, but I no know where them dey. I just dey call am my brother, I no know his name. I just know say he dey work there and we be friends. We dey speak the same language, from the same place but we no be family.”

    Barns also claimed that about four fire fighters  were  injured.

    He added: “I see wey dem carry one person who faint, but the man never die. For inside they were three wey dey injured, apart from the Fire Brigade members. For the Fire Brigade members wey get injury, those I see, they were almost four, those I see with my eyes. Dem say the gas start to leak in the evening time, around 5pm, that’s what they say.”

    Ambode inaugurates Lagos State Safety Arena for emergencies

    Gov. Akinwunmi Ambode of Lagos State on Tuesday inaugurated the state’s Safety Arena at Bolade in Oshodi area to facilitate quick response to emergencies.

    Speaking at the inauguration, Ambode said the Safety Arena comprised of all the departments and agencies responsible for safety and emergency management under one roof.

    “By providing the safety arena, we are not only institutionalising inter-agency cooperation and collaboration but we are moving our emergency response mechanism to a new level with a more robust approach to emergency rescue through improved coordination and faster response time.

    “With the movement of these agencies into the safety arena, we will experience better synergy among them and a significant improvement in the response time to most safety and emergency issues,’’ Ambode said.

    The complex has the Fire Service Department; Environmental Health Department; Lagos State Ambulance Services ( LASMBUS ); State Environmental Health Monitoring Unit ( SEHMU ).

    Other agencies in the complex include, Lagos State Building Control Agency ( LASBCA ); Safety Commission; Lagos State Emergency Management Agency ( LASEMA ); Lagos State Neighbourhood Safety Corps ( LNSC ), and the Nigerian Legion.

    Ambode restated his commitment to create institutions that would continue to serve the people satisfactorily always.

    He charged the management and staff of the environment ministry and the various agencies to continue working on the improvement, renewal and sustenance of the existing synergy among the various agencies and players saddled with the responsibility of managing safety and emergencies.

    “Members of the public must not be treated inhumanly at any time your duties are being performed. We will not tolerate any professional misconduct or behaviour from our officers in this arena,’’ he said.

    The governor, however, urged residents to partner with the government in areas of effective and functional emergency response as it could not do it alone.

    “It is not the responsibility of only the government but of every individual in the state.

    “We therefore, recognise the need to continue to advocate and promote community participation in emergency management.

    “All citizens must continue to conduct themselves responsibly for us to serve you better,’’ he said.

    Earlier, the Commissioner for Special Duties and Intergovernmental Relations, Mr Oluseye Oladejo, said that the complex was strategically located at Oshodi to satisfy the yearnings of the people and to further ensure continued improvement on response time.

    Oladejo said the second phase of the safety arena project had been awarded to accommodate the Lagos Command of the Nigerian Civil Defence Corps, Vehicle Inspection Service, Vehicle Maintenance Workshop and a Fuel Dump.

    ‘Desist from undisciplined acts’

    The Speaker, Lagos State House of Assembly, Hon. Mudashiru Obasa, at the weekend urged the Federal Road Safety Corps (FRSC) personnel to continue to improve on service delivery and abstain from all forms of indiscipline that can tarnish the image of the Corps.

    He commended the Corps for their efforts in making our roads safer.

    He advised them to continue to improve on research, workshop, sensitisation and relevant safety campaigns that would enable the Corps to fulfil its mandate of reduction of road crashes.

    Hon Obasa spoke while he was decorated as a member of Special Marshals of the Corps in Lagos.

    He was decorated alongside with the General Manager, Lagos State Emergency Management Agency (LASEMA), Mr Tiamiyu Adesina and a senior Pastor of Redeemed Christian Church of God, Pastor Prof. Odesola.

    The decoration was part of the activities to mark the 2017 Sectoral Workshop organised for the Special Marshals of Lagos State Sector Command. With the theme “Road Safety is not a Privilege but a Right”

    He said the Lagos State Government will continue to support both security and safety agencies for Lagos to become a safe place for all.

    Obasa said the government will mandate the local government chiefs to join the course of proclaiming road safety within their localities.

    The National Coordinator, Special Marshals, Dr Sini Kwabe, Lagos and Ogun states Coordinator, Alhaji Toyin Kadiku and the host, Lagos State Coordinator Mr Olusola Olojede, said the workshop is an annual event for Special Marshals of the FRSC to become abreast of the performances and chart a new strategy that would enable the Corps achieve its mandate of making the highways safer.

    The Lagos and Ogun Zonal Commander,  ACM Shehu Alkali Zaki, the Corps’ Head of Policy, Research and Statistics Department, ACM  Kayode Olagunju and Lagos Sector Commander Hyginus Omeje commended the Special Marshals for their selfless service. They said the retreat was part of the FRSC’s drive to enable it fulfil its statutory mandate.

    They said Special Marshals are volunteer arm of the Corps, created by section 10 (1) of the FRSC Establishment Act 2007 and empowered to arrest and prosecute erring motorists that violate road traffic rules and regulations as entrenched in the Act and other Road Traffic Laws.

    The FRSC commanders appealed to the Special Marshals to be more dedicated and committed to selfless service without expecting reward.

    Commander Omeje appealed to the personnel to ensure the accomplishment of more intensive patrol operations and traffic control, especially during this critical period of the year.

    Police confirm identity of man who jumped into Lagos lagoon

    The police have confirmed the identity of a 40-year-old man who jumped into the lagoon from the Lekki – Ikoyi link bridge in Lagos on Friday in an apparent suicide plunge.

    Lagos State Police Command spokesman, ASP Olarinde Famous – Cole, identified the man as Adekunle Oluseyi John from Ondo State.

    “Report on the suicide was reported at Maroko Division at about 10:15am and police operatives quickly rushed to the scene and alerted rescue unit.

    “During a search of the area, his mobile phone was retrieved from the scene. The man is about 40 years of age named Adekunle Oluseyi John from Ondo state.

    “Rescue operations by the police and other bodies is ongoing, “ the police spokesman told the News Agency of Nigeria (NAN) on Friday in Lagos.

    NAN reports that Lagos State Waterways Authority (LASWA), Lagos State Emergency Management Agency (LASEMA) and the Marine Police were at the scene in search of the body.

    It was unclear what led to the suicide plunge but NAN gathered that the man pulled off his clothes and left some belongings, including his phone and ATM card, before jumping into the lagoon. (NAN)

    Residents hail LASEMA for emergency numbers awareness

    Residents of Lagos West Senatorial District on Tuesday showered praises on the Lagos State Emergency Management Agency (LASEMA) for educating them on actions to take during an emergency, disaster.

    Traders and road users trooped out yesterday dancing as LASEMA launched its road show to enlighten Lagosians about emergency toll-free hotlines, 767, 112 and the need to call the numbers for urgent intervention.

    The campaign which kicked off at the LASEMA Response Unit (LRU), CAPPA, progressed through Iyana Ipaja to Ijanikin in Ojo, covering the Badagry Express Way, Oshodi-Apapa Expressway and terminating at the Lagos State House of Assembly.

    Aside from the toll-free numbers campaign, LASEMA used the opportunity to educate residents on the need to be cautious, alert to prevent wildfires during Harmattan.

    General Manager LASEMA, Adesina Tiamiyu, who led representatives of other stakeholders for the campaign, said it was necessary considering the massive investments Governor Akinwunmi Ambode has made in the sector.

    Heavy-duty equipment purchased by the government for emergency services were showcased and firefighters carried out simulations to teach the people how to contain fire outbreaks.

    Making reference to the Command and Control Centre in Alausa, Tiamiyu said the place was equipped for the receipt of distress calls ranging from accidents, fire outbreaks, collapsed buildings, rape, domestic violence, among others for quick intervention.

    He solicited the cooperation of residents, particularly, motorists during the campaign, adding that the agency would engage on a roadshow across the state.

    He said: “This will help to sensitize the general public on safety and emergency  issues, such as the use of the emergency toll-free number and necessary steps to take to avoid emergencies, which most times, lead to unnecessary loss of valuable lives and properties.”

    Urging parents to monitor their wards against indiscriminate use of the toll-free numbers, Tiamiyu said necessary disciplinary actions would be taken against those who give false alerts.”

    Continuing, Tiamiyu said the campaigned would be embarked on across the state, adding that branded souvenirs would be distributed to appreciate residents.

    He said: “We have gone round Lagos West senatorial district today, we will move to Lagos Central and the East senatorial districts; we want to ensure we touch all the nooks and crannies of Lagos.

    “The awareness will help to sensitize the general public on safety and emergency issues and the use of the emergency toll-free numbers for necessary steps to take to avoid disasters.

    “The code number 112 is limited to Lagos and some bothering communities in Ogun state. 112/767 are popular but we want to get it deeper into the hearts of our mothers’ fathers, uneducated and farmers who do not know about these numbers.”

    The Permanent Secretary, Ministry of Special Duties, Mrs Adebumi Adekanye, said the campaign was targeted at those at the grassroots in order to prepare them ahead of the Harmattan.

    She said: “As the Harmattan weather approaches, we want our people to know that they do not need airtime on their phones to call the lines. It is totally free and can be reached at any time of the day. We are out to prevent, mitigate disasters in the state.”

    UPDATE: Lagos building collapse death toll increases

    Two more bodies have been recovered from the collapsed three-storey building at Ilasamaja, Lagos, bringing the number of deaths recorded to three.

    The deceased were recovered between 12:18am and 12:32am, said the General Manager, Lagos State Emergency Management Agency (LASEMA) and Incident Commander of the operation, Adesina Tiamiyu.

    According to him, three people died, 19 were rescued and some were still feared trapped.

    Among the deceased was a 25-year-old Plumber, Emeka Okeke, from Enugu State, whose boss was inconsolable Thursday night.

    The boss who gave his name as Okeke and identified himself as the deceased’s uncle, was held by rescue workers from jumping on the rubble.

    Crying and speaking in Igbo, Okeke said he left his two brothers-Emeka and Chima- at the site Thursday afternoon before leaving for Festac.

    He said they were both his brothers and were handed over to him by their parents so that he could teach them plumbing.

    “What do I tell my people? These boys were given to me by my brothers to train. Where do I start from? God! Why me?

    “They were working together. I left both of them here this afternoon and I went to Festac. We all slept here with other workers. I was just coming back to sleep now, so, we can continue our job tomorrow. I didn’t know something bad happened here. I didn’t even here about it until I got to the site.

    “Death should have taken me instead. It should have taken me and left my two young boys, who are just starting life. I should have died in their place,” said Okeke who refused to admit that one of his brothers might still be alive.

    “My people have been calling Emeka’s phone since. It’s ringing but he wasn’t picking. Look at the phone in his pocket. It’s there inside his pocket. God! What did I do wrong?” Lamented Okeke.

    The Nation observed that paramedics, at the instruction of Tiamiyu, took him and checked his blood pressure, before they showed him a place to sit down. Okeke, who wanted to sleep at the scene until his other brother was found, was advised to follow an ambulance to Isolo General Hospital so that he would check if Chima was among the injured.

    Most of the victims recovered from 9pm had at least one of their legs amputated, with suspected spinal cord injuries.

    13,000 more CCTV cameras for Lagos roads

    The Lagos State government has said it will install 13,000 more surveillance cameras around the metropolis to improve the Monitoring and Surveillance Unit of the Lagos State Emergency Management Agency (LASEMA).

    The General Manager, Lagos State Emergency Management Agency (LASEMA), Mr Adesina Tiamiyu disclosed this in a meeting on Tuesday with all the Heads of Emergency Response Team (ERT) at Alausa Secretaria.

    He said: “Over 13,000 Cameras will be installed in the major flash points across the State.

    “This means that the Agency, apart from calls from Lagosians to report emergency cases, analysts can adequately monitor from the Command and Control Centre activities across the State to activate emergency response where and when necessary. These combined efforts can only make Lagos safer.”

    The General Manager also disclosed that His Excellency, Mr. Akinwunmi Ambode has approved the establishment of additional three Dispatch centres at Lekki, Ikorodu Road and Badagry.

    “This will complement the existing dispatch points located at the LASEMA Response Unit, Cappa Oshodi and the Command and Control Centre, Alausa, thereby improving the response time of emergency management in the State,” he said.

    Mr. Tiamiyu also stated that the Agency is stepping up the activities of Monitoring and Surveillance Unit in preventing and mitigating against unnecessary loss of life and property.

    He added: “The operation will include monitoring and surveillance activities in domestic, industrial and public facilities in the state which is a paradigm shift from the orthodox strategy of waiting for emergency to occur and then respond,”

    He noted that this was a practical way to reduce emergency/disasters “thereby reducing the huge expenses borne by the state government on emergency intervention and relief assistance to victims of various emergencies in the State.”

    Tiamiyu urged the public to partner with the government in mitigating, preventing and reducing hazards, risks and vulnerability by ensuring that distress calls on emerging hazards and risks are relayed to the Agency through the toll-free line 112/767.

    Driver injured as another tanker falls in Lagos

    A tanker driver on Friday sustained injuries after his 33,000 litres Premium Motor Spirit (PMS) laden tanker upturned in Lagos.

    The incident which occurred at Abraham Adesanya roundabout in Ajah at about 4am was the third in the state this week.

    It was gathered that the accident was caused by over speeding and recklessness on the part of the driver who was coming from Eleko.

    The Nation gathered that the tanker marked LND650XQ fell and spilled its content on the road.

    Firemen from the Lagos State Fire Service as well as emergency workers from the Lagos State Emergency Management Agency (LASEMA) were said to have condoned off the area initially and blanketing the fuel to prevent fire outbreak, while vehicles were diverted to other routes by officials of the Federal Road Safety Commission (FRSC), Lagos State Traffic Management Authority (LASTMA) and Lekki Concession Company (LCC).

    Confirming the incident, LASEMA’s General Manager, Michael Akindele said no life was lost.

    He said: “The agency received the distress call at about 4:56am and activated its emergency response team promptly to the scene. The driver of the truck sustained injuries and was treated by LASAMBUS. No mortality recorded.

    “Transloading and rescue operations ongoing. Drivers are advised to desist from over speeding and recklessness, especially the rush to load and offload products because of its availability.”

  • Petrol station workers found dead inside underground tank

    Two workers of a popular petrol station in the Berger area of Ojodu, a Lagos suburb, were Friday found dead inside an underground petrol tank at the station.

    It was learnt that the victims, Adekunle Ipaye, and one simply identified as ‘United’ were cleaning the tank when they got trapped inside it.

    The spokesman of the Lagos State Emergency Management Agency (LASEMA) Mr. Kehinde Adebayo, in a statement said the outcome of an investigation conducted by the agency’s official’s scene of the incident showed that that the two victims died as result of suffocation and gas at about 6:10 am.

    He said: “The victims died of suffocation and gas emission inside the underground tank early hours of Friday 25th March, 2016 at about 6.10 am while carrying out underground cleaning and renovation of the tank of Fatgbems Petrol Station at Oando Bus-Stop Berger. The Lagos State Fire Services and LASEMA Emergency Response Team recovered the bodies of the victims confirmed dead.

    “The bodies have been evacuated by the Lagos State Environmental Health Monitoring Unit to the Lagos Mainland Hospital Mortuary, while men of Ojodu Police Station and the Lagos State Ambulance Service (LASAMBUS).The General Manager LASEMA, Mr. Michael Akindele, said proper investigation would be conducted to ascertain what led to the incident. He however warned contractors to use right equipment and also adhere to other safety precautions while carrying out underground cleaning and other duties.”

    Building collapse: Death toll rises to 29

    The death toll at the collapsed five-storey structure located at the end of Kushenla Road, Chisco bus stop, Ikate Elegushi in Lekki area of Lagos State, which collapsed on Tuesday morning has hit 29.

    South West Spokesperson of the National Emergency Management Agency (NEMA), Mr. Ibrahim Farinloye confirmed to our reporter that more bodies were recovered from the rubbles Wednesday bringing the death toll to 29.

    General Manager of the Lagos State Emergency Management Agency (LASEMA), Mr. Micheal Akindele who also confirmed the death toll, said 18 bodies were recovered on Tuesday.

    Meanwhile, the Lagos State Governor, Mr. Akinwunmi Ambode has ordered the suspension of work in the area by Lekki Gardens, the construction company behind the collapsed building.

    The Governor in a statement signed by the Commissioner for Information and Strategy, Mr. Steve Ayorinde, also asked all the directors of the said Lekki Gardens Company, to report to the Commissioner of Police, within the next 24-hours, in their own interest.

    Ambode who also expressed condolences on behalf of the government over the death of construction site workers, who lost their lives on Tuesday as a result of the collapse, said the initial enquirers by the state government showed that safety standards had been dangerously compromised, coupled with weak supervision which must have led to the collapse of the building.

    He said the state government will no not fold its arms and allow unnecessary loss of lives and property.

    “Such criminal neglect will no longer go without appropriate consequences,” he said

    He however commended the timely response and intervention by the combined men of the Lagos State Emergency Authority (LASEMA), the Lagos State Fire Service, Lagos State Ambulance Service (LASAMBUS), Red Cross, National Emergency Agency (NEMA), Lagos State Building Control Agency and the Rapid Response Service (RRS), which helped to save the lives of about 15 persons who were retrieved from the rubbles alive
