  • Lagos moves against illegal buildings converters in Ikeja

    The Lagos State Government yesterday initiated plans to restore Ikeja, the  capital, to its original master plan.

    The Lagos State Physical Planning Permit Authority (LASPPPA) and the Lagos State Building Control Agency (LASBCA)  served  contravention notices on property owners and occupants for illegally converting them from residential to commercial use.   Buildings which violated the approval originally granted them were also served.

    About 117 houses on Allen Avenue were asked  to come for regularisation of their documents after being served.

    Other areas to be affected during the weeklong exercise are Aromire Street, Toyin Street, Isacc John, Joel Ogunnaike Street and Oduduwa Street in the GRA Ikeja, among others.

    According to LASPPPA General Manager  Olufunmilayo Osifuye, most residential buildings in Ikeja were illegally converted to commercial use.

    The government, Osifuye said, was not planning to demolish the structures but uncomfortable with the  violation of its  building and planning law.

    “First and foremost we are regularising those properties. Those who have violated the law and built illegally now have a six month window to do what is expected of them. For instance, if you have built commercial in residential zone, you can now regularise your permit so that you can have legitimacy on the use of the structures,” he said, adding that this scenario was only applicable to areas designated as mixed used areas.

    Osifuye said the building permits in the affected areas were expected to either be residential, commercial or both,  noting that it was illegal to obtain permit for a particular purpose and use the building for another without regularising the permit.

    According to him,  from the records of the Lagos State Bureau of Statistics, only 34 percent of property owners have building permits.

    He said the illegal building conversion had compounded the traffic jam in the axis.

    The Lagos State Government on Wednesday clarified the figures circulating in the media on the rate for the newly reviewed Land Use Charge Law of 2018, saying many of the numbers were based on several years of arrears on the levy not paid by affected property owners.

    Speaking at a news briefing held at the Bagauda Kaltho Press Centre in Alausa, Ikeja, the State’s Commissioner for Information and Strategy, Mr Kehinde Bamigbetan said there were so many misconceptions and misinformation about the new law, adding that the law was a progressive enactment duly made by the House of Assembly and handed over to the Executive for implementation in the overall interest of the people.

    He specifically dismissed the humongous figures being bandied about on the social media, saying many of the calculations were based on arrears of many years of non-payment.

    “The fact is that this law took a long process to be made. It started as a bill and went through the first reading, second reading, public hearing to which all stakeholders were brought together to debate it and some of the relieves we have seen were part of the debate expressed by the stakeholders about the need to protect the vulnerable segment of the society. Having made the law, the Lagos State House of Assembly has handed it over to the executive to implement.

    “The second important part is that a lot of relieves have been built into the law but many people are confusing arrears with the actual figure. If you see those figures, ask whether it is for one year or arrears of several years of non-payment. The humongous figures that are being bandied around particularly in the social media relate to the arrears of many years of non-payment which are computed together,” Bamigbetan said.

    Also speaking, Commissioner for Finance, Mr Akinyemi Ashade said the government has extended the period for tax payers to enjoy the 15 per cent discount in the reviewed Land Use Charge Law to April 14, 2018 in order to enable the implementation and enforcement of the new law, as well as allow many property owners to benefit from the discount.

    Ashade, who took time to clarify reactions in some section of the public on the new law, said under the old law, which had not been reviewed for over 15 years since 2001, the Land Use Charge rate was totally inaccurate and retrogressive and was depriving the State of keeping track of all economic activities that relate to land in Lagos State.

    He said the Law, which was reviewed by the Lagos State House of Assembly and signed into Law by the State Governor, Mr. Akinwunmi Ambode on February 8, 2018 is a merger of all Property and Land Based Rates and Charges in the State.

    Ashade said: “There was an urgent need for the repeal, as the old law had not been reviewed for over 15 years, since 2001. Under the old law, the LUC rate was totally inaccurate and retrogressive which deprived the State of keeping track of all economic activities that relate to land in Lagos State.

    “The new law is a consolidation of Ground Rent, Tenement Rate, and Neighbourhood Improvement Levy. This charge is payable annually in respect of all real estate properties in the State, which means owners and occupiers holding a lease to a Property for ten (10) years or more are now liable to pay the annual LUC invoice charged.

    “Thus, the Tenement Rates Law, the Land Based Rates Law, the Neighbourhood Improvement Charge and all other similar Property Rates or Charges, Laws or amendments to any such property Laws shall cease to apply to any property in Lagos State as from 2018.  Nonetheless, all pending invoices, orders, rules, regulations, etc. under the 2001 repealed Law shall continue to be in effect until such obligations are discharged.”

    Explaining the calculation of amount payable, the Commissioner said that property owners can determine the amount by multiplying the Market Value of their property by the Applicable Relief Rate of 40 per cent and Annual Charge rate.

    “Upon receiving a notice or not, the new law has made it possible for owners to calculate their charge, and enable prompt payment, which allows them to benefit from a 15% discount for early payment, applicable to payments made within 15 days of receipt of Demand Notice,” he said.

    Responding to fears of tenants that the new Law might force landlords to increase rent, Ashade said aside the fact that the Lagos State Tenancy Law 2011 was still in force, payment for Land Use Charge under the new law is on the Landlord and not the tenant.

    He said the minimum rate was only increased from N1,200 it was in 2001 to N5,000, while there is provision for self-assessment and Assessment Appeal Tribunal under the new law.

    On vacant properties, Ashade said such would be treated based on owner-occupier and not as a commercial property, explaining that the target of government is to make commercial property owners to pay a little bit more.

    Lagos State Government has served 21 days eviction notice on all illegal mechanic workshops under Oregun/Opebi link bridge to pave way for the  commencement of rehabilitation of the under bridge roads.

    Chairman of the Lagos State Environmental Sanitation and Special Offences (Enforcement) Unit (TaskForce), Olayinka Egbeyemi, a Superintendent of Police disclosed that the 21 days eviction notice served on the illegal mechanic workshops would expire on Sunday, 4th of March, 2018.

    In a press release from the task force, Egbeyemi hinted that activities of the mechanics has constituted environmental nuisance as used oil and contaminated diesel including waste water from car-wash operators is freely dislodged on the roads.

    He complained that the canal under the Oregun/Opebi link bridge was filled with mechanic scraps, used tyres and refuse generated by residents around the area which may eventually lead to flooding whenever it rains.

    The Chairman reiterated that Governor Akinwunmi Ambode increased the number of mechanic villages across the state from 20 to 42 in order to create more jobs for artisans and other young people who will be willing to acquire skills as automobile mechanics.

    He stated further that the 42 mechanic villages are spread across the state to accommodate more mechanics and other complimentary artisans such as vulganizers, rewires and panel-beaters.

    The chairman also that miscreants and hoodlums terrorising innocent members of the public around Oregun, Opebi and Allen Avenue have now turned the illegal mechanic workshops under the bridge to criminal hideouts.

    He therefore warned all mechanic operating on all road set-backs and walk-ways across the state to immediately vacate and move to any nearby mechanic village closer to them as anyone caught violating any section of the Lagos State Environmental Sanitation Law would be seriously death with.

    LASG settles N723m Accrued Pension Rights of 149 retirees

    The Lagos State Government (LASG) has released N723 million to pay its 149 retirees for January.

    The Director-General (DG) of the Lagos Pension Commission (LASPEC), Mrs Folashade Onanuga, said  N723 million was paid into the Retirement Savings Accounts (RSA) of 149 retirees from the State’s  Public Service in a statement on Wednesday.

    She said that this had also been announced at the 47th Retirement Benefit Bond Certificates’ Presentation to the retirees.

    Onanuga in the statement quoted Gov. Akinwumi Ambode of Lagos State to have said that the state government would ensure regular funding of pensioners’ retirement benefits at the event,

    Ambode, represented by the Commissioner for Establishments, Training and Pensions, Dr. Benson Oke, said the state had expended N33, 943 billion to pay accrued pension rights of 8,409 retirees in the last 30 months.

    “This is aside the regular monthly contributions into the RSA of its active workers.

    “The state has also cleared the backlog of outstanding pension obligations met at the inception of this administration.

    “The state is also determined to settle fresh liabilities from retirement, ’’ Onanuga said.

    She said that the Lagos State Government would ensure that all retirees that had served the state would not go unrewarded or ran into penury.

    Onanuga then appealed to the retirees not to succumb to pressure in terms on annuity or programme withdrawal benefit options for the payment of monthly pensions.

    She said that the state government had started searching for welfare programmes that would give retirees more comfort after retirement.

    The Lagos state government is set to create more jobs through the Job Registration/ Labour Exchange Centres

    Commissioner for Wealth Creation and Employment Mrs Uzamat Akibile-Yussuf said the ministry is ready to commence vocational training at the Job Registration/ Labour Exchange Centres to reduce unemployment.

    “The Labour Exchange centres were established to register unemployed graduates for skill acquisition in their areas of interest and also to provide accurate data and statistics of unemployed youths for placement in the private and public sectors. We are also determined to focus on skill acquisition for the youths,” the commissioner said.

    The trained youths, she said, will be empowered with start-up capital through the Lagos State Employment Trust Fund to kick start their business and become self-reliant.

    She urged youths to visit the centres to register their names, qualifications and signify their interested skills.

    Ikorodu Local Government Chairman Wasiu Ayodeji Adesina said the council is ready to collaborate with the ministry to reduce the unemployment rate among the youths.

    The Commissioner also visited Eti-Osa, Epe and Ikorodu centres.

    Lagos State government generated N503.7 billion revenue in 2017, the Governor, Akinwunmi Ambode, has said.

    Ambode, who spoke at the first quarter Town Hall Meeting yesterday, at De Blue Roof, LTV Complex in Agidingbi, Ikeja, said the achievement came despite    the tough prevailing economic environment.

    He said the state was entering the new year with confidence, of being on a solid prosperity footing and interesting prospects for all Lagosians, and commended the residents for supporting his administration to deliver on key projects in various sectors and sections,  “despite the harsh economic climate in the country.”

    He said: “As we celebrate entering a new year, we thank you all for your support and cooperation last year. It was your backing that enabled us to achieve the modest successes we recorded last year and commence the transformation of the landscape of our state.

    “Despite the harsh economy, our State budget performed at 82 per cent. Total revenue generated was N503.7billion, representing a performance of 78 per cent; Total Recurrent Expenditure was N281.33billion, representing a performance of 92 per cent, while Total Capital Expenditure was N387.60billion or 76 per cent performance.”

    Ambode listed some of the key projects delivered last year to include, the new Tafawa Balewa Square Bus Terminal, new Ojota Pedestrian bridge, Aboru – Abesan link Bridge and the adjoining inner roads.

    Others are Ojodu Berger Slip Road and Pedestrian Bridge, Jubilee Bridges in Ajah and Abule Egba, Freedom and Admiralty Road in Lekki, new Lands Registry, and newly upgraded Jubilee Chalet in Epe, among others.

    He said as at December 2017, the Lagos State Employment Trust Fund (ETF), had disbursed N4.5billion to 5,500 beneficiaries, who also received training on financial literacy and business management.

    He said keys were presented to beneficiaries of the first set of allottees of Lagos State Rent-To-Own Housing Scheme, as well as the creation of Neighbourhood Safety Corps and beautification of the state, with the erection of monuments, parks and gardens.

    Ambode said within the  review period, the State Government inaugurated the first State-owned DNA Forensic Centre in Nigeria and West Africa, saying that in the coming weeks, he would sign a contract to upgrade the facility to offer toxicology services, which will make it the first of its kind in Sub-Saharan Africa.

    In respect of Lagos State students in tertiary institutions, Ambode said his administration disbursed   N635.5million to 8,419 students across the State.

    He said the government acquired healthcare equipment worth N2.5 billion, saying the equipment will strengthen the capacity of “our health facilities to render improved health services and also facilitate the smooth take off of the Lagos State Health Scheme which is designed to enable residents enjoy unfettered access to qualitative healthcare.

    The Arsenal Beach Soccer Team are expected in the country today for the annual beach soccer tournament organised by Kinetic Sports. The tournament holds from  8th to the 10th of December, 2017 at the  Eko Atlantic City, Lagos Nigeria.

    This is the first time the Arsenal Beach Soccer team will be coming to Africa and indeed Nigeria. According to the Managing Director of of Kinetics Sports, Samson Adamu , he noted that the locally raised team, the  Gidi Sharks  were looking forward to playing  with the world champions while also adding:”One of the players in Gidi Sharks  told me that it was a dream come true to play with his favorite club. So as you can see dreams are being achieved through COPA Lagos.”

    Meanwhile, the Lagos State Government are excited about the prospects the tournament is bringing to the aquatic city. Lagos State Commissioner for Information and Strategy, Steve Ayorinde believes that COPA Lagos will certainly put Lagos on the   global tourism map while also  promoting a beach culture and lifestyle in Lagos and Nigeria.

    In the same vein, the Special Adviser on Sports to the Governor, Deji Tinubu  confirmed that Governor Akinwunmi  Ambode will grace the tourney. Tinubu also added that  provisions   have been made for who ever  decides to come for the tournament.

    “Various activities which ranges from soccer, music and  entertainment have been lined up by the organisers,” Tinubu stated.

    Eight teams,  will be taking part in this seventh edition. They  include Nigeria,Morocco, Lebanon,  Spain.  Others are Arsenal, Gidi Sharks and the Kebbi team.

    Lagos pupils excel in Current Affairs quiz

    Efforts by the Lagos State government to boost knowledge of current affairs among pupils of its public schools produced results on Monday with winners emerging in the maiden edition of state’s Current Affairs competition.

    The Deputy Governor, Dr Idiat Adebule, who sat through most of the competition held at the Adeyemi Bero Auditorium of the Lagos State secretariat, Alausa, Ikeja despite being her birthday, was particularly happy with the performance of the finalists compared to their lack lustre display during a similar competition last May.

    The Current Affairs Quiz Competition tested the pupils’ knowledge of historical and current knowledge of Eko, Lagos State, Nigeria, and the international community.

    In the senior secondary category, the duo of Olaniyi Ibukun and Isaiah Joseph of Ansar-ud deen Senior High School, Falolu, defeated Modester Akubuobi and Samuel Chinedu of the Lagos State Senior Model College, Kankon, by a narrow margin of three points after two extra rounds to break a tie.

    The opposite was the case in the Junior Secondary category where the Lagos State Junior Model College, Igbonla beat Aje Comprehensive Junior School, Sabo-Yaba by a wide berth.  The Model College team made up of Adedokun Salamat and Abdullah Adedokun got 26 marks while the Aje Comprehensive team could only manage to score 12 marks.

    The Primary School category was also a close competition between Ireti Primary School, Apapa and the Federal Housing Estate Primary School, Victoria Island.  The former, represented by Samson Ajisebutu and Edith Ndubuisi, got 18 marks to edge out Bassey Kingsely and Usman Abubakar who got 16marks.

    Speaking on the competition, Dr Adebule said: “I am indeed very pleased with the outcome of this competition. It is a vindication of the decision of the Ministry to create this diet of Quiz Competition following observation that there was a lapse in that area as revealed by the students responses to questions posted to the during the Science, Arts & Craft Exhibition and Talent Hunt on the 23rd of May, 2017.

    “This government is happy with the overt display of knowledge by our amiable children in all facets of life- science & technology, humanities, art & craft etc but we noticed a gap in current affairs. Thus, In order to encourage you to break new grounds and soar higher, the government decided to create another diet of quiz competition that is current affairs based.”

    She advised the pupils to take advantage of the digital library launched in May to expand their knowledge of current affairs.

    In her speech, the Permanent Secretary, Ministry of Education, Mrs Adebunmi Adekanye noted that the standard of questions asked and the ease with which the pupils answered them was a testimony that the competition was already achieving results.

    The pupils were rewarded with trophies and gifts.

    Tax: Lagos to shut headquarters of defaulting companies from Nov. 20

    The Lagos State Government on Sunday said it would begin to shut the corporate headquarters of organisations that had defaulted in remitting statutory taxes to the government from Nov. 20.

    The Commissioner for Finance, Mr Akinyemi Ashade, who made the disclosure on Sunday in Lagos, said some banks had failed to remit statutory taxes, including withholding taxes on banks’ interests for more than 10 years.

    Ashade said that the government had resolved to resort to all lawful means to ensure compliance with statutory tax remittances.

    “Any company found to have evaded tax will not be spared.

    “It is in the interest of defaulting companies and their management to remit the statutory taxes to the state within the grace period to avoid embarrassment to them and their shareholders.

    “All law abiding corporate organisations are advised to adhere to this directive as the state government has given enough grace period for them to remit their taxes.

    “The government will on Monday, Nov. 20, commence the process of shutting down the headquarters of corporate organisations, including banks that have failed to remit statutory taxes to government coffers,’’ Ashade said in a statement.

    He said that prompt payment of taxes would enable the government to provide the necessary infrastructure and improve the standard of living of the people.

    “When people pay their taxes promptly, government is encouraged to do more.

    “The administration of Gov. Akinwunmi Ambode has shown in the last two and half years that taxes paid are judiciously spent on projects that have impacted positively on the lives of residents,’’ the statement said.

    The government had on Nov. 7, lamented that only about 600,000 residents out of a population of over 22 million were up to date in terms of tax compliance.

    The government, therefore directed all its revenue agencies to ensure prompt payment of taxes, including land use charges and also commence enforcement of payment by all tax defaulters with immediate effect.

    Evans: I didn’t kidnap, demand $2m ransom

    Suspected billionaire kidnap kingpin Chukwudumeme Onwuamadike alias Evans Friday denied allegations of kidnapping and making of a demand of a $2 million ransom made against him by the Lagos State Government.

    Evans and his co-defendant, Victor Nonso Aduba, pleaded not guilty to the four-count charge of conspiracy, kidnapping and unlawful possession of weapons.

    They were accused of conspiring and kidnapping Sylvanus Ahanonu Hafia at about 5:30pm on June 23, 2014 at Kara Street, Amuwo Odofin, Lagos.

    They allegedly captured and detained Hafia and demanded a $2million ransom.

    The duo was arraigned after two applications by Evans counsel Olukoya Ogungbeje to quash the charge was dismmissed by Justice Oluwatoyin Taiwo.

    The first defendant, through Ogungbeje, had challenged the court’s jurisdiction, competence of the charge and the prosection’s alleged lack of fiat to prosecute the case.

    But, dismissing his contention yesterday, the court ruled, among others, that the proof of evidence attached by the prosecution made out a prima facie case against Evans and Aduba.

    Justice Taiwo held: “I have read the proof of evidence. The court is the view that there is sufficient reason to proceed. It is immaterial that the first defendant has indicated interest to withdraw his confessional statement. I find that this court has jurisdiction to try the charges. I find that the application is misconceived and lacks merit. This application is subsequently dismissed.”

    However, Evans’ counsel Olukoya Ogungbeje informed the court of his intention to test the decision at the Court of Appeal.

    The state’s attempt to arraign Evans and three others on a second charge bordering on the attempted murder of the Chairman of The Young Shall Grow Motors, Vincent Amaechi Obianodo, was not successful.

    The second to fourth defendants in this charge are Joseph Ikenna Emeka, Chiemeka Arinze and Udeme Frank Upong.

    According to the prosecution, the attempted kidnap of Obianodo occurred at Festac town, Lagos. Obianodo was returning from work at about 9pm when gunmen, numbering five, who drove in a Sport Utility Vehicle intercepted him on 22 Road and opened fire.

    His driver and one of his security details, a policeman, Ngozi Chijioke, were allegedly killed in the process.

    The failure to arraign Evans on this second charge followed the amendment of a date on the document by the prosecution team led by Attorney-General and Commissioner for Justice Kazeem Adeniji.

    “The only issue is whether when a person amends a charge there should be proof of evidence attached to it. The amendment seeks to change a date from 2015 to 2011 on count one. That is all. Everything else is the same,” Adeniji said.

    But the court upheld Ogungbeje’s contention that this had made the charge irregular.

    Nevertheless, it ruled that the irregularity was curable.

    “I find that the amended charge is irregularly filed. However, this does not warrant that the charge should be struck out. All the prosecution needs to do is to file the proof of evidence and serve same on the defence before the next date of appearance,” Justice Taiwo held.

    According to the proposed second charge, the state will call 12 witnesses – six civilians and six senior police officers – to testify about the alleged attempted kidnap of Obianodo.

    The prosecution also listed nine exhibits that it intends to tender, including four rifles, two pistols, bullet proof vests, among others.

    Justice Taiwo adjourned till December 15 for Evans’ trial on the first charge and his arraignment alongside three others on the second charge.
