    Boroffice welcomes Oke, others to APC

    Prof. Ajayi Boroffice, Senator representing Ondo North Senatorial District has applauded the return of the former legal adviser of Peoples Democratic Party (PDP), Chief Olusola Oke and his supporters to the All Progressives Congress ( APC ) in Ondo State.

    Oke, a Senior Advocate of Nigeria ( SAN ), and a 2016 governorship candidate of Alliance for Democracy ( AD ), defected to APC on Thursday in Akure with his supporters.

    Boroffice commendation is contained in a statement issued by his Media Adviser, Mr Kayode Fakuyi, on Friday in Akure.

    “The senator is delighted to note that the laudable efforts of himself and other party leaders to woo politicians from other political parties to join the APC have started yielding positive results.

    “As a matter of fact, the wave of defection is currently blowing across Ondo, Ogun, Osun, Oyo, Ekiti and Lagos States,” it read.

    The statement added that in the weeks ahead, APC would receive more political gladiators into its fold.

    It urged the defectors to quickly perfect their membership registration in order to join hands with party leaders to build a united and formidable party in the state.

    Understanding the need for Cleaner Lagos Initiative

    Having keenly followed comments that greeted the introduction of the new waste management policy of the Lagos State Government encapsulated in the Cleaner Lagos Initiative ( CLI ) and the resurgence of waste on major roads and streets, the question agitating the minds of the people is why the need for the new policy when the previous arrangement appeared to be “working.” Those who genuinely asked the question do so because there was no clear understanding of where the State was coming from as far as waste collection and administration is concerned, and where we should really be to engender a truly clean, hygienic and sustainable environment.

    Before the administration of Governor Akinwunmi Ambode decided to implement the new waste management policy, a study was commissioned to comprehensively look into the issue of the environment. The report showed that the Lagos State Waste Management Authority ( LAWMA ) had about 150 rickety compactors and the Private Sector Participation ( PSP ) operators had some compactors many of which were constantly breaking down on the roads causing traffic gridlock and oozing out offensive stench to residents. All the compactors then put together were benchmarked against the volume of waste generated in the State and the report clearly showed that they were grossly inadequate and effective to evacuate about 13,000 tonnes of waste generated daily in the State.

    Because the compactors were inadequate, people end up dumping waste in drains, canals and at the end of the day, government spend more public expenditure to clear the drains, spend more money to give free drugs in the hospitals to children, and so on.

    Perhaps, the most important aspect of the report was that it revealed the obvious fact which the State had been grappling with and that is the fact that the Olusosun and Igando dump sites were time bomb waiting to explode. Under the previous arrangement, wastes were collected from across the State and dumped at Olusosun and Igando and other dump sites in the State and over the years, the heaps of refuse were mounting on the sites. So, for instance, the first thing you see when coming into Lagos from the major gateway of Lagos-Ibadan Expressway is the heap of refuse at Olusosun in a mega city that wants to be globally competitive and moving towards becoming a smart city. Such arrangement, to answer the agitation of the people, cannot be said to be working. It was just a question of shifting the evil day which will definitely come if not reviewed.

    So, in order to avert the looming disaster, the Ambode administration, after a comprehensive analysis of the report with a team of experts with impeccable and extensive background on environmental management, decided to implement a major paradigm shift once and for all, and join the league of advanced countries with world class holistic environmental management system which eventually brought about the Cleaner Lagos Initiative (CLI).

    Under the new arrangement, the existing dump sites, which apart from being an eyesore and constitute health risk to the State, would be closed down and clinically treated to free up the land space for other befitting and impactful projects. At the moment, work is at advanced stage on the construction of Engineered Sanitary Landfill in the outskirt of Epe, and the project, which is the first in West Africa, will birth a revolutionary waste management in the State in line with global best practices. The are concessions for additional two of such landfills to be built in the State under the Build, Operate and Transfer (BOT) arrangement.

    Credits must also be given to the previous administrations in the State for coming up with the idea of Transfer Loading Stations (TLS)/Material Recovery facilities, but like the mantra of the present administration which is continuity with improvement, the existing of such stations in Agege, Simpson, Oshodi and Mushin are being retrofitted and upgraded to meet up with current realities, while work has already been completed at Tapa Transfer Loading Station and Ogudu Waste Depot by the environmental utility group contracted by the State Government to implement the CLI, Visionscape Sanitation Solutions.                     

    With the previous arrangement, adequate provision was only made for waste collection, without arrangement for other critical infrastructures in the value-chain of waste management such as waste depots, transfer loading stations, material recovery facilities and engineered sanitary landfills, and with the new arrangement, all of which are now being put in place as part of the mandate to provide integrated waste management solutions for the treatment of municipal solid waste and wastewater under the CLI.

    For instance, the TLS performs the fundamental role of driving efficiency into waste collection and transportation services and serves as the middleman in the supply-chain between waste collection vehicles and the final disposal facilities. The TLS will feature a central tipping bay, a waste reception bay, administrative buildings and waste processing, while other facilities including the waste depots and engineered sanitary landfills will provide world class sanitation structure that includes mechanized sweeping, sorting and recycling, innovative waste bins, regular waste collection and more.

    As part of the deal, about 600 brand new compactors are being provided and deployed for waste collection, while the number of street sweepers have been increased from about 7,000 to 27,500 now to be known as Community Sanitation Workers (CSW) and are to be well-kitted for deployment to all the wards in the State with good remuneration packages including insurance benefits. About 1million electronically tracked bins are also to be deployed across the State, while mechanized sweeping trucks are now to clean the major highways with CSW cleaning the streets.

    Before taking the decision to bring in the environmental consortium being led by Visionscape, the State Government reviewed and consolidated all the laws relating to the environment to allow for private sector investment because all the transformation being implemented as highlighted above could not have been done by government alone as it was impossible for government to concentrate all the resources in one sector to the detriment of others.

    Another option opened to government was to increase the tax being paid by residents to implement the reforms in waste management but that would have been insensitive considering the fact that there were enough challenges for people to contend with, hence the need to invite the private sector to invest massively as we have seen in the last couple of months.

    Again, in another demonstrable evidence of thinking out of the box, the State Government devised the strategy to incorporate those who hitherto had been managing waste in the State better known as PSP operators in the new arrangement, with opportunities to grow their businesses by making same bankable. While the PSP operators were asked to collect the large volume of commercial waste generated in the State, Visionscape, on the other hand, is to collect and manage residential waste. Depending on the types of waste generated across the State, the refuse will then go through either the TLS, waste depots, material recovery facilities and then eventually the landfills where those to be recycled or used for other beneficial purposes like power generation will be so used.        

    Another unique and people-centered aspect of the CLI is that Visionscape will only be paid based on the tonnage of waste generated, and so it is in their interest to generate more.

    Still under the new arrangement, LAWMA has been repositioned to perform supervisory role in the sector, while the former Kick Against Indiscipline (KAI) brigade has been rebranded and transformed to a more civil Lagos State Environmental Sanitation Corps (LAGESC) and the agency will ensure that the environment is kept clean at all times in line with the mandate of the CLI. Before now, there were genuine complaints from members of the public on the activities of KAI brigade, especially harassment of people. But LAGESC corps have been trained to be civil in their modus operandi. Specifically, the sanitation corps will police the highways to ensure that people do not dump refuse indiscriminately on roads and also clear the pathways and bridges and dislodge people selling on the road.

    For residents to pay for evacuation of refuse, the government has introduced an annual Public Utility Levy (PUL) which will be minimal and reasonable. The PUL is a property-based charge applicable to all properties within the State. It will replace all the previous waste management levies, while a unit has been created in the Ministry of the Environment known as the Public Utilities Monitoring and Assurance Unit (PUMAU) to coordinate the generation of PUL bill.

    The PUL will be a major contribution to the ongoing efforts by the State Government to address severe challenges that are unique to the State because of the rising urbanization. The money will be held in the Environmental Trust Fund and managed by a Board of trustees to be regulated by the Securities and Exchange Commission (SEC). Already, an Executive Secretary has been appointed for the Fund.

    The trustees are under strict obligations to the people of Lagos and will be accountable to the people for every naira spent in line with the overall agenda for a cleaner Lagos.

    At this stage, the compliance and cooperation of all residents is key as the initial challenges with the transition period will soon be over. All hands are already on deck to evacuate waste from the streets and roads pending the eventual full launch of the new initiative. The good news here is that the initiative is on course and at the last count, Visionscape has just taken delivery of another 100 trucks consisting of a series of waste trucks from various rear-end loaders to operational vehicles, which have been deployed to the nooks and crannies of the State for evacuation of refuse. More are still coming and it can only get better in the quest to revolutionize waste management to bring about clean, hygienic and functional environment in the State.

    Repair work begins on Festac Link Bridge

    The much-anticipated repair work on the FESTAC Link Bridge in Amuwo-Odofin Local Government Area, Lagos State, has begun.

    The Chairman of the local government area, Valentine Buraimoh led some members of his executive, including the Supervisor for Works and his Environment counterpart, Dare Ojepe and Nonso Inekwere respectively, to inspect the ongoing rehabilitation exercise.

    Buraimoh, an engineer, praised Lagos State Governor Akinwunmi Ambode for his prompt action on the affected bridge.

    Recall that tragedy befell FESTAC Town in the later part of last year, as vehicles and commercial motorcycles were burnt when a diesel-laden tanker fell and spilled its content on the FESTAC Link Bridge.

    Buraimoh said: “When the incident happened, we wrote a preliminary report to His Excellency requesting the assistance of the state government in respect of the repair of the said bridge because of the impact of the inferno on it.

    “To God be the glory, Governor Ambode came to our rescue. We cannot thank him enough. Residents of the local government area are more than happy for his prompt response.

    “It may interest you to also note that this bridge is the only link bridge leading and exiting FESTAC.

    In our letter, we also requested for more roads to be constructed to reduce this kind of ordeal the road users are experiencing now.

    Allaying the fears of motorists and commuters, Buraimoh assured Lagosians of free vehicular movement, adding that the officials of the Lagos State Traffic Management Authority (LASTMA) had evolved fresh traffic control measures that would ease vehicular movement on the bridge and alternative routes.

    He urged motorists plying the route to always stay tuned to the Traffic Radio for update of traffic reports on and around FESTAC Link Bridge. He added that LASTMA and police officers would be stationed at every point of diversion and interchange for adequate traffic control.

    Lagos State Governor, Mr. Akinwunmi Ambode on Sunday expressed optimism that 2018 holds great promises for Lagos and Lagosians, assuring that the State will record landmark achievements in major sectors of the economy in the New Year.

     Governor Ambode, in his New Year message signed by his Chief Press Secretary, Mr. Habib Aruna, said that while the outgoing year witnessed a massive leap in terms of infrastructural development in the State, some of the reforms in key sectors of the economy will take full flight from the beginning of 2018.

    ‘We have good reason to be very optimistic about what 2018 holds in stock for our State and every Lagosian. The commencement and realisation of some of our reform programmes especially in the Public Transport, Environment, Tourism and Health sectors will transform the landscape of the State and improve the quality of lives of all Lagosians,” he said.

    Governor Ambode said his administration will not rest on its oars, but will continue to up the ante on infrastructural renewal, noting that the 2018 budget of N1.046trillion which is currently at the House of Assembly for approval will be dedicated majorly to completing some critical projects currently ongoing as well as commence some new ones.

    Some of the key projects, the Governor listed includes the Oshodi Transport Interchange, reconstruction of the Oshodi International Airport Road, Pen Cinema Flyover, 181 Local Government Roads and other network of roads.

    “Given the fact that 2018 will be last full fiscal year of this administration’s four year tenure, our major focus will be the completion of most of the ongoing projects. We will also pursue the objective of strengthening the financial base of our State through various measures aimed at boosting the States Internally Generated Revenue. We believe very strongly that this is achievable without necessarily increasing taxes but by widening the tax base and ensuring that all revenues due to the State are collected through technologically driven tax collection and management system,” the Governor said.

    Ambode urged residents to continue to support his administration’s quest to transform the nook and crannies of the State for good by voluntarily paying their taxes as and when due.

    “The dream of a new Lagos which we all desire is unfolding and we all have a role to play in this project. Our government is open to new ideas and partnerships, and we will welcome suggestions for better ways to do things and improve on service delivery to the people. We will continue to provide responsible and responsive leadership which is the hallmark of sustainable development in modern, functional and liveable cosmopolitan city like Lagos,” the Governor said.

    Many Lagosians now pay taxes voluntarily — Ambode

    Gov. Akinwunmi Ambode of Lagos State says more residents of the state are now voluntarily paying their taxes and levies to the government, with a positive effect on state revenues.

    Ambode told media executives in Lagos on Thursday that this was partly because the state government was spending money to create tax awareness.

    Aside this, he said that people in the state were also seeing their taxes working for them.

    “Many of them now walk to the Tax Offices on their own, to voluntarily pay their taxes because they have been able to see for themselves what we have been able to do with revenues generated from taxes and levies,’’ the governor said.

    He said that Lagos State had survived mainly on internally-generated revenue ( IGR ).

    “It represents two-thirds of our total revenue.

    “We are trying to make the people of Lagos State to become aware that if they pay more taxes, the state government would be able to do much more for them,’’ Ambode said.

    The governor said that the state government had a monthly wage bill of about N9 billion.

    He recalled that the state government paid out about N700 million as compensation to property owners at Oshodi, and N500 million to those at Abule-Egba.

    “Compensation to property owners around the planned flyover at Pen Cinema, Agege may gulp up to N1 billion.

    “It is not that these property owners have the appropriate documents, but we have just been trying to be humane,’’ the governor said.

    On Lake Rice, which is being sold at N12, 000 per bag, Ambode said that the product was being subsidised, “because it is consumed by all’’.

    “We are only trying to create a paradigm shift,’’ he said.

    Lagos moves to check drink-driving

    The Lagos State Government, in conjunction with Lagos Traffic Radio 96.1FM, on Friday launched an exercise to check incidents of drink-driving and resultant fatalities, especially during end of year festivities.

    Mrs Kofoworola Awobamise, the Permanent Secretary, Ministry of Information and Strategy, flagged off a road show at the Lagos Traffic Radio office complex in Ikeja, as part  of the exercise.

    Awobamise said that the event was coming at a crucial time of the year.

    “For me, this is a welcome advocacy, especially at this time of the ember months usually associated with accidents.

    “Accidents do not come as a result of the name of the months, but as a result of careless driving. A lot of the careless driving we get is as a result of drink-driving.

    “Basically, what we’re saying is that you should not drink while driving and if you must drink, don’t drive. It’s a message to all Lagosians.

    “You do not have to drink and drive if we are to take accidents off our roads. It is a very good initiative and we must say kudos, first to the governor, to have allowed this to happen at the Traffic Radio.

    The General Manager of the radio station, Mr Layinka Adagun, said the road show was to complement what other sister radio stations were doing as regards forestalling accidents on Lagos roads.

    According to him,  drink driving is being emphasised because it has always been the main cause of accidents at this time of the year.

    “So, we are trying to help the society demystify the ember months by saying ‘don’t drink and drive’.

    “When you don’t drink and drive, you will find that there will be less accidents in the ember months,” he said.

    Adagun said that the event was focused particularly on motor parks, as the drivers were most vulnerable to road accidents.

    “We are picking motor parks across the zones of Lagos.

    “We are starting today with Berger motor park and we will end up in Ikeja,” he said.

    Adagun said that next week, the road show would be at Iyana- Ipaja down to Iyana Iba.

    “The week after, we will go from Mazaza to Kola area. We’ll still go to Ojota, Ketu and Ikorodu. The last lap will be from CMS to Ajah, before wrapping it up at Epe,” he said.

    Police arrest 2 in Lagos over Badoo killings

    The Lagos State Police Command on Tuesday said it had arrested two persons in connection with the killing of three family members in a church premises.

    The Commissioner of Police in Lagos, CP Imohimi Edgal, who confirmed the arrest to newsmen, said that the incident happened at Temu village in Ikosi Ejirin Local Council Development Area of the state.

    Although, Edgal said two persons were killed, some residents told newsmen that a mother and her two children were killed in the incident.

    The Lagos police boss said: “It is a clear case of murder. The landlady has been arrested and an okada rider has been arrested.

    “One of the victims watched television throughout the night with one of the suspects in our custody.

    ” It has nothing to do with ritual killing as speculated. Edgal said that investigation had commenced into the killings.

    The News Agency of Nigeria (NAN), however, learnt from residents of the community that a woman and her two children were killed by suspected “badoo” cultists at about 2am on Monday.

    NAN learnt that the hoodlums scaled through the fence and killed Iyabo (mother), David (4) and Rachael (8) with stones while sleeping, a trade mark of the badoo group.

    A resident, Mr Adeshina Idowu, said that the death of the family took the community by surprise.

    “ The family just moved into the community six months ago; we were surprised when somebody came to me that Mama David is dead.

    “When we got to the scene, the assailants had killed the woman and her two children who were with her in the apartment.

    “How they entered into the victims’ compound without the guard knowing about it is a mystery to us,” he said.

    Another resident, who simply gave his name as Tajudeen, said residents immediately reported the incident at Agbowa Police Division.

    “ Initially we thought it was armed robbery case.

    “But when we entered into their apartment and saw stone used by the assailants, then we knew that it is the hand work of Badoo cultists,” he said.

    NAN further learnt that policemen from Agbowa Police Division had evacuated the corpses to the mortuary.

    Lagos begins four-year channelisation of ferry routes

    The Lagos State Government says it has embarked on the channelisation of 30 routes on the waterways as part of efforts to boost transportation in the state.

    The Commissioner for Water Infrastructure, Mr Ade Adesanya, made this known on Tuesday during an inspection tour of the Marina-Ebute-Ojo ferry routes in Lagos.

    Akinsanya said the channelisation would be carried out over a four-year period.

    He said that work had begun on four of the channels, explaining that the move was aimed at ensuring smooth journeys on the waterways and ultimately boost the state’s economy.

    In his remarks, Mr Steve Ayorinde, the Commissioner for Information and Strategy, said that the government embarked on the project to further attract investment in water transportation and boost tourism potentials in the sector.

    Ayorinde expressed optimism that the move would also enable those engaged in ferry business to generate more income and in turn pay their taxes to the state.

    Mr Olajide Akinyele, one of the engineers in charge of the project, listed the routes where work was ongoing as Ojo-Marina, Baiyeku-Ajah, Ijede-Marina and Ijede to Badore.

    Lagos moves against tax defaulters

    The Lagos State Government says it is going all out to enforce tax laws and payment by all defaulters, as only about 600,000 are up to date in terms of compliance.

    The state’s Commissioner for Information and Strategy, Mr Steve Ayorinde, in a statement on Monday, said the move against defaulters was commencing immediately.

    Ayorinde lamented that many residents were not fulfilling their civic obligation of paying their taxes.

    Lagos has a population of over 22 million.

    According to Ayorinde, the prevailing situation will adversely affect government’s infrastructure renewal drive across the state.

    “The government has directed all its revenue agencies to ensure prompt payment of taxes and also commence enforcement of payment by all tax defaulters with immediate effect,” he said.

    Ayorinde said the government remained committed to completing all ongoing projects on schedule, but this was largely dependent on prompt payment of taxes by residents.

    He listed some of the major ongoing projects to include the Oshodi Transport Interchange, reconstruction of the Oshodi International Airport Road, network of roads in Epe to link Ijebu Ode, construction of Bus Rapid Transit lane from Abule-Egba to Oshodi as well as the construction of the Pen Cinema flyover.

    He also said the government had commenced the construction of over 20 network of roads within the boundaries of Lagos and Ogun States to ease movement and enhance business activities between the two states.

    “These projects have already begun in earnest.

    “The construction of the 181 roads earmarked across the 57 local councils, which is now an annual ritual of this government, will commence anytime soon and many more too numerous to mention,” Ayorinde said.

    He said the will and commitment of the government is to ensure that all these project are completed before 2019.

    Ayorinde said the state government appreciated those who had supported it, particularly in the discharge of their civic responsibility through payment of taxes.

  • Yaba SMEs seek agreement with Lagos State

    Small and Medium Enterprises (SMEs) at the Yaba Industrial Estate, Sabo, have called on the Lagos State government through the Ministry of Commerce, Industry and Trade, to sign a Memorandum of Understanding (MoU) with them on their welfare before they are evicted.

    The entrepreneurs said though they are industrial tenants of the state, the idea of relocating them to another place, as being mooted, should be backed up by a concrete agreement on their welfare and not by oral submission as allegedly done by Ibile Holdings, the investment arm of the government.

    The SME operators were served a notice of takeover of their premises by Ibile Holdings, following the submission of  Governor Akinwunmi Ambode that the state was to relocate tenants of the premier industrial estate to Imota, Ikorodu and construct a technology hub at the premises.

    Yaba Industrial Estate Occupants Association Chairman, Alhaji Mukaila Adeosun, said although they understood the need for technology as the future of any serious nation, they believed that their relocation should not be an issue now as it had been  settled  in an out of court agreement in 2010.

    He said the out of court agreement provided for the withdrawal of the letter of relocation issued by the Commissioner for Commerce and Industry, represented by the state Counsel, Mrs. Oladipupo Adeosun.

    Alhaji Adeosun said this at the maiden meeting with the concessionaire of the industrial estate, Ibile Holdings, in the presence of the Director, Ministry of Commerce, Industry and Trade, Mr. Lekan Odanbono.

    He said the relocation notice ought to have come from the Ministry of Commerce, Industry and Trade and not from the concessionaire, which was a rude shock to them, hence their reply to the concessionaire that they do not recognise them.

    “Yaba Industrial Estate is the first in the country and we have been maintaining it, paying our rent to the government and also saved it as an heritage for Nigeria’s small and medium entrepreneurs in manufacturing of made in Nigeria products.

    “We deserve to be left alone to continue manufacturing for Nigerians and not be ejected. Even if we were to be ejected, we should be treated as partners in the development of the state and should have an agreement with the government on our welfare,” Adeosun said.

    Secretary of the estate, Mrs Alaba Bamgbose, said their plea is that Ibile Holdings should sign an agreement not to disturb them from doing their work until where they will be relocated to will be ready and allocated to them.

    “We have been abandoned for long and the only time we are seeing government now is when we are to be evicted.
