  • Otedola Bridge fire: Eight families show up for DNA testing

Eight families have showed up for DNA testing in connection with the Otedola Link Bridge fire.

The Head of the Lagos State DNA and Forensic Centre, Dr Richard Somiari, made the disclosure in an interview with our reporter on Thursday in Lagos.

Somiari, a forensic expert, said that more families were still expected to visit the facility in connection with the deadly explosion that occurred on June 28.

“There are two categories of people that come for the testing, those who believe strongly that their family member died and needs to be identified.

“The other category includes people who just do not know because the family person is missing.

“So, we will expect that those two categories of people will come.

Somiari said that the duration needed to complete the DNA process and results interpreted could not be ascertained because of protocols that must be followed, due to the magnitude of the accident.

According to him, there are two processes involved, including the actual DNA matching and the process by the pathologist, who takes samples from the remains that were recovered.

“The actual process in our laboratory is fast. The thing is the quality of the sample that is coming from the victim.

“So, until we get those samples from the pathologist we do not know how long it will take.

“If it is significantly degraded, then it means we have to go through multiple steps of isolation and clean up before we do the profile generation.

“These samples are not as clean as reference samples and we do not want to make a mistake in the process.

“We realise that everybody will like to get the result fast and bring a closure to this but at the same time we want to be careful. “

On July 2, the Lagos State Commissioner for Health, Dr Jide Idris, confirmed that 12 people died in the incident.

Idris said the government would be conducting DNA forensic studies so that the right bodies could be handed over to the appropriate families for proper burial.

According to him, the entire cost of management and treatment of the surviving victims and DNA forensics for the dead and their families would be borne by the state government.

  • Tanker explosion: LASG to prosecute owner, driver

    …as CP assures on security

The Lagos State Government will prosecute the owner and driver of the ill-fated fuel tanker which exploded last Thursday on Otedola Bridge inward Ojodu Berger along Lagos-Ibadan Expressway.

The State’s Commissioner of Police, Imohimi Edgal disclosed this yesterday while briefing Government House Correspondents after the Security Council Meeting chaired by Governor Akinwunmi Ambode.

The State’s Attorney General and Commissioner for Justice, Mr. Adeniji Kazeem had at the weekend written to the CP to advise him on the relevant provisions of the law that could guide the ongoing investigation which would lead to possible prosecution.

Edgal confirmed the receipt of the letter saying investigations into the incident were ongoing and that government would not allow vehicles that pose serious danger to residents on the road.

The police chief, who briefed journalists alongside heads of other security agencies in the State, specifically commiserated with those who lost their loved ones to the tragic incident, while also commending emergency responders who quickly raced to the scene to keep the causality figure low.

“As regards investigation into the matter, it is in top gear. I have just received a letter from the office of the Attorney General and Commissioner for Justice which stated very clearly charges which we are going to prefer against the driver and the owner of that tanker.

“Henceforth, we are using this opportunity to call on all tanker drivers, all lorry drivers, all owners of such articulated vehicles to please submit those vehicles for Vehicle Inspection Office (VIO) test; they must go through the entire hub and get the Ministry of Transportation (MOT) Certificate of Road Worthiness. We will not allow such vehicles which obviously pose serious danger to other road users on our roads,” Edgal said.

He said government had already directed security agencies to intensify enforcement of relevant laws, especially the State Traffic Law, with the view to ensuring that the roads and highways in the State were safe for commuters to ply without any danger.

Edgal also urged residents to always refrain from converging on the scene of any accident of such magnitude as that of the unfortunate tanker fire incident, saying there could be secondary explosion which could lead to loss of lives.

Speaking on other issues deliberated at the meeting, Edgal said the Council reviewed the security situation in the State since the last time it met, saying it was gratifying to note that there had been 17 per cent reduction in violent crimes in the period under review.

He also allayed fears over renewed threat of militancy in the creek areas of Epe, Imota and Agbowa, assuring that State Government, in collaboration with security agencies, was on top of the situation.

“There is a good synergy between the security agencies and the locals in ensuring that we keep some of these militants who want to come into the State from Ondo waters to try to disturb peace of the State at bay.

“We are calling on all those who are in the riverine communities to continue to partner with security agents to ensure that when they see strange movement, they quickly alert security agencies so that we can keep them safe. For now, I can assure Lagosians that those areas are being properly policed and security is tight in those areas,” Edgal said.

Besides, Edgal appreciated Lagosians for credible information which had aided the fight against kidnapping, cultism, drug sale and drug abuse in the State, revealing that operatives of the Command recently intercepted a Container with over 37 Cartons of Tramadol which would have gotten to the public if not for prompt action of security agencies, just as he urged residents to continue to support security agents.

On the scheduled visit to Lagos by French and Namibian Presidents in the coming days, Edgal urged residents to show the hospitality the State is known for, while appealing for cooperation in the eventuality of road diversions and restrictions.

Giving update on the tanker accident, the Attorney General (Kazeem) said families of the victims had started submitting relevant samples to aid DNA test, saying: “I can confirm that today, families who lost their loved ones to the accident have started reporting at the Lagos State DNA Forensic Centre for submission of reference samples that would be used to identify victims.”

Nine die, 54 vehicles burnt in tanker fire

Buhari, Ambode sympathise with victims’ families

No fewer than nine people died and about 54 vehicles burnt yesterday during a tanker fire outbreak on Otedola Bridge, a Lagos suburb on the Lagos-Ibadan Expressway.

Four people – two of them critically – were injured as those caught in the fire tried to escape.

The accident occurred at the peak of traffic as workers were returning home around 5pm after the close of work. It led to serious traffic snarl in and out of the state.

Emergency workers had a tough time accessing the scene as a result of the traffic and the crowd that gathered near the scene.

It was learnt that a tanker laden with petrol fell while ascending the bridge, spilling its content and caught fire.

The General Manager, Lagos State Emergency Management Agency (LASEMA), Adesina Tiamiyu, said: “Nine bodies were recovered and four injured people. Two of the injured were in critical condition. They have all been moved to the hospital.

“We are removing the burnt vehicles from the road in order to ease traffic congestion.

“We advise people travelling to Ibadan or outside Lagos to use alternative routes.”

The spokesman for the Federal Road Safety Corps (FRSC), Bisi Kazeem, attributed the cause of the accident that led to the inferno to a “brake failure”.

According to him, the affected vehicles comprised of the fuel tanker, five buses, two trucks, one tricycle, and 45 cars.

He said the registration numbers of the affected vehicles could not be ascertained “as all the vehicles were burnt.”

The Commander of the Lagos State crime-fighting outfit – Rapid Response Squad (RRS) – Tunji Disu, an Assistant Commissioner of Police (ACP), said his men that they had tough time controlling the crowd. He appealed to residents to stop overcrowding disaster scenes.

Many eyewitnesses disputed the emergency services’ casualty figure. According to them, many more died or were injured.

The motorboy of a truck parked a few metres away identified himself as Stephen Daniel.

Daniel said he watched the accident unfold, claiming he counted more than nine bodies.

He said: “I was beside my truck when the incident occurred. I think it was brake failure. I saw the truck lose control and hit the pillar. The tank broke away from the head of the truck and opened. Fuel started gushing out. The driver of a car behind the truck tried to reverse, but the car caused a spark and the tanker caught fire.”

According to Daniel, the casualty was higher than the official figure.

“The bodies I saw were more than 16. They were mostly children,” he claimed.

Another eyewitness, who gave his name simply as Seyi, said he ran towards the scene of the fire from Alausa, just before the emergency services began evacuating casualties.

He said: “I work near Alausa. The dead were many. They put them in body bags and rushed them away. They were certainly more than 10.”

A woman, who identified herself as Ann, said she was in her shop nearby when the fire broke out.

“We ran away as soon as the truck exploded. There was a bus filled with children not far from the truck. I don’t know if they managed to escape,” she said.

House of Assembly Speaker Mudashiru Obasa also condoled with the families of the victims.

He described it as “a sad development and I share the feeling of those who lost their loved ones in this incident.

“I pray to God to give the victims’ families the fortitude to bear the loss,” Obasa said in a condolence message signed by his Chief Press Secretary (CPS) Musbau Rasak.

It was gathered that the tanker, laden with Premium Motor Spirit, had fallen while ascending the bridge outward Lagos.

According to witnesses, the tanker spilled its content backwards, prompting most of the occupants of the vehicles behind it to flee to safety.

  • Prayer house escapes Lagos tanker fire

Prayer house escapes Lagos tanker fire

Fresh facts about the tanker fire incident which occurred on Wednesday in Lagos have emerged. INNOCENT DURU reports the untold story about the incident.

THE last may not have been heard about the tanker fire which wreaked monumental havoc along Wilmer/Kirikiri road in Apapa area of Lagos State on Wednesday. The Nation’s investigation revealed that a building in the midst of the rubble of charred buildings was mysteriously not consumed by the raging inferno.

The building, it was gathered, is used for prayer meeting by the traders. It also serves the secretariat of the traders’ union. It stood in between a long stretch of buildings which were consumed by the fire but inexplicably escaped the wrath of the furious conflagration.

Ben Mbachu, who has a shop on the ground floor of the building, was speechless when our correspondent visited the premises. “My goods are intact” was his sudden outburst when our correspondent approached him for comment.

He said: “I have been doing business here for the past 20 years. The shops in this axis got burnt but this one did not. My goods were not burnt. They are intact. It is miraculous and I believe it was the Lord’s doing. It is a miracle that the fire passed over this building to consume other buildings. Traders used to hold their prayers here. The traders’ union members rented the first floor and gave it out to people who hold prayer sessions here.”

It was, however, not a victory song for him all the way. His second shop located in another building was burnt. “The goods that I stored in a shop located in another building were burnt. There is no public toilet here so the owner of the building and I agreed that I should create one. I have been working on it for some time now and have spent over N450, 000 so far on it. I have also been using it as a store each time I brought goods into the country. I had already fixed the tiles and was planning to open it to the public very soon before this incident occurred,” he narrated.

Findings showed that some of the victims, were still enjoying the Yuletide break in their various home towns when they received heart-rending calls that their shops were on fire. John Anyanwu, a victim, said he had to abort his holiday and rushed down to Lagos to see the calamity that had befallen his means of livelihood. “I was in my home town when I got a call from a friend that our business place was on fire. Immediately I got the call, I boarded the next available Lagos-bound bus and came here immediately I arrived Lagos State. When I got here, what I saw was unbelievable. Everywhere was on fire. We lost goods worth millions of naira.

“I never had premonitions that such would happen. It is just unfortunate. I stocked my shop with the hope of selling them after returning from the Yuletide break but as you can see, they are burnt. I am going to sell them off as scraps. I can’t really quantify the loss that I suffered until I take time to check my stock. From what I have seen so far, I have lost millions of naira. I am only begging God to restore me to my former position because I know how I started. I was worth over N10 million before the incident but from what is on the ground right now, I don’t think I would worth more than N700, 000 now.

“We would appreciate if the government could come to our aid by helping us to put the place back in order and allow us to continue to occupy the shops we have always used for our business,” he said.

Augustine Eze, another victim, also cut short his holiday in his home town to see the setback that the fire disaster had caused him. He said: “I have been doing business in this place for the past five years. I was in my village when I got a call that my shop was on fire. I was planning to come back this weekend but I hurriedly left to see things by myself. The value of what I lost to the inferno is worth about N1.2 million.

“I was crest-fallen when I got the call. I was planning to pay my children’s school fees but with this incident, it has become impossible. I could not even give them money to eat because my only source of earning a living has been consumed by fire. I don’t even have ordinary N50 on me as I am talking to you. My wife and my children were in tears when they came here this morning because they saw that our source of livelihood was gone. It was some friends that helped me with some money to provide food for them. I will appreciate if I could get some financial assistance to start afresh.”

Segun Martins travels from Ogun State to the affected area to do his business on a daily basis. His shop was not spared by the fire. He told our correspondent that he had a sleepless night when he got the news of the incident late in the night on Wednesday. Still dazed by the ugly development, he spoke about his losses: “I have been trading here for the past 35 years. I was at home when the call came that our shops were on fire. I couldn’t come immediately because I live in Ogun State. I do come from Ogun State on a daily basis to do business here. I couldn’t sleep all night when I received the call. When I came the following morning, I found that everything, including the money I had in the shop, had been razed by the fire.”

The story was not different for Jones Ogbonna Nwanni, who began to trade in the area since 1995 aside from his long years of apprenticeship that he commenced in 1987. He bemoaned his fate wondering why such would befall him. “I was in my house when the incident occurred. I was alerted about it by friends. Immediately I got the call, I came down immediately with my boys. We could not do anything when we came. We just stood by the road helplessly and watched the fire consume our,” he recounted.

Apparently trying to recoup some money from the burnt wares, he was seen selling them off at a paltry sum to scavengers. “Right now, we are selling off the burnt goods as scraps. I have been selling some goods that we used to sell at about N50, 000 for a paltry sum of N500. Any goods sold for N5, 000 before the incident would not even attract any money as scrap. The only thing you can do with such is to dash it out. I got some of these burnt goods on credit from abroad. I got some of them from Turkey and Dubai. They are worth about N10million and they are all gone. I will explain what happened to my creditors and ask them o give me time to sort things out. If they are in doubt, they can come to the country and see things with their eyes. We can equally take pictures and send to them.

“We would be glad if the government can provide us with a land so that we can have a permanent site just like auto parts traders in Trade Fair. We would appreciate if the government could help us in this regard. I cannot quantify the loss we suffered. I travelled home and came back on January 2 to start business so as to get money to pay school fees and shop rent but all we saw now is a lot of losses. The damage is beyond explanation. My children are resuming to school on Monday. I want the government and well-meaning Nigerians to come to our aid.”

The disaster, according to Chibuzo Nwaora, is a great set back. He said: “I have been doing business in this area for the past 20 years. It was neighbours in the area who called to inform me about it. I can’t tell you straight away the magnitude of the loss that I suffered until I check through what was lost and what is left. All I can say is that it is a big loss. I have resorted to selling the burnt ones as scraps. There are some goods that I was selling N500, 000 that I sold off as scrap for as low as N3, 000. I am not married yet. I am only planning to get married. The incident has no doubt affected our plans for the year. As you can see, we have been asked to pack our goods out of the building.”

Naomi Dickson, an eye witness, said the sight of the incident was akin to animals being roasted. “The incident occurred around 10: 30 pm. When the trailer’s break failed, the driver in an attempt to swerve out of danger, rammed into a suya seller. Before then, the petroleum product it was carrying had spilled all over. This caused it to catch fire immediately it rammed into the suya seller. The tanker driver and his bus conductors together with the suya seller and those who were buying suya from him at that point in time were burn to ashes.

“Some Hausa orange sellers and other petty traders within the vicinity were also burnt. Some passengers in commercial buses were also burnt. I saw for the first time in my life how human beings were roasted like animals. It was a gory and pathetic sight that I never pray to witness in my life again,” she said.

  • Five killed in Lagos tanker fire

Five persons were killed in a fire which occurred at the Berger Suya Bus Stop, Olodi-Apapa, Lagos, late Tuesday.

The fire broke out when a petroleum tanker fell in the area.

The Director, Lagos State Fire Service, Mr. Razak Fadipe, told the News Agency of Nigeria (NAN) at the scene of the incident on Wednesday that aside the five deaths, goods and properties worth millions of naira were destroyed.

Fadipe said his men, supported by those of the Nigerian Navy and other private fire services, battled the fire for about five hours and worked late into the night to bring the fire under control.

The General Manager, Lagos State Emergency Management Agency, Dr. Femi Oke-Osanyintolu, who was also at the scene, said that those burnt to death and injured were taken to the Gbagada and Ikeja General Hospitals.

He said that his men would fumigate the area after completing their work.

Some eyewitnesses told NAN that the tanker which caused the fire had a problem with its brakes.

“We were still in front of our shop when we saw the tanker coming from Kirikiri side.

“One of the boys following the tanker was trying to use a stone to wedge the vehicle while it was moving because it had a problem with its brakes.

“The driver was trying to divert to another street when the vehicle fell and the product spilled everywhere and ignited fire from the man selling meat at the junction.

“The fire spread to all the shops and bank in the area and the men of the Lagos State Fire Service and others really saved many other buildings from being burnt.

“Several people died and many others  injured by the fire. Most of the people who died were in two commercial buses,’’ a trader, Ejike Ezeobi told NAN.

Another trader, Steve Abugu, who claimed to have lost three shops, with goods valued at about N15 million, also blamed the tanker driver for the incident.

A staff of the Sterling bank, who spoke to NAN on condition of anonymity, said that while the fire was raging, some hoodlums invaded the bank and looted air conditioners, computer systems and some documents.

“They came in as if they wanted to assist us to salvage some items. They removed air conditioners, computers, counting machines and documents.

“They went to the security men demanding for the keys to the ATM room and the vault, but the security men told them they were not holding the keys.

“They came with hammers, cutlasses and iron cutters. They ran away as soon as more policemen came to the scene,’’ the banker said.
