  • Lagos urges compliance with procurement procedures

    The Lagos State government has urged all Directors/Heads of Finance and Accounts Departments in all the Ministries, Departments and Agencies (MDAs) of the state to sustain the impressive procurement and payment processes which ensured transparency and accountability in the use of public funds.

    The state Accountant General, Abimbola Umar, who spoke during the second quarterly technical meeting organised by the State Treasury Office (STO) for Directors/Head of Finance in Lagos, said the success story of Lagos, especially in the area of effective management of resources, has put the state in an enviable position.

    She urged them to always strive for excellence through prudent management of scarce resources.

    The General Manager, Lagos State Public Procurement Agency, Fatai Onafowote, in a lecture titled: “Effective and Sustainable Procurement System in Lagos State, Partnering for Development”, said professionals in the accounting field are to ensure good governance through transparency, inclusiveness and competitiveness, using a procurement system that supports the state’s development goals and engender public trust.

    While highlighting some of the steps involved in procuring goods and services for government, Onafowote underscored the need for all heads of MDAs to involve their Procurement Officers from planning to project implementation.

    “Finance and Accounts Officers apart from carrying the Procurement Officers along, should also ensure that necessary sign-offs are sought and consider the availability of fund for proper execution of project,’’ he said.

    He also advised the officers to confirm that the preferred contractor or supplier for the project is registered with the state government and adhere to the use of procurement standard template for making a request.

    He added that the monitoring unit of the Agency will soon commence scheduled and unscheduled visits to the sites of various on-going capital projects to certify that they conform to a contractual agreement.

     

  • Lagos appeals judgment restricting licence issuance

    Lagos State government has appealed a judgment delivered by the Federal High Court, restricting it from issuing licences on lotteries and gaming.

    The General Manager/Chief Executive Officer {CEO), Lagos State Lotteries Board, Mr. Seun Anibaba, said the judgment delivered by Justice M.B. Idris, in Western Lotto Nigeria Ltd & Ors Vs Attorney- General of Lagos State & eight Ors was before the Court of Appeal in suit no: CA/L/809/18: Attorney-General Lagos State & Ors Vs Western Lotto Nigeria Ltd & Ors.

    He said Section 251(1) of the 1999 Constitution vested jurisdiction in the Federal High Court on only 18 items relating to civil causes and other matters, which he added did not include gaming, casino and lottery.

    The judgment was delivered on April 10 in suit between Western Lotto Nigeria Ltd & eight Ors Vs Attorney-General & Ors.

    Western Lotto had filed an originating summons at the Federal High Court challenging the power of the board to issue licences on lotteries and other gaming activities within the state’s territory.

    Anibaba said the implication is that the Federal High Court is a court of enumerated jurisdiction, whose jurisdiction is not only limited by statute, but whose jurisdiction is in relation only to the subject matters enumerated therein.

    According to him, the board is an agency of the government established to promote, protect and regulate lotteries and other gaming activities.

    Anibaba urged registered/licensed operators and the public to continue their operations, adding that recalcitrant operators should abide by the gaming laws.

     

     

     

     

     

  • Renal Dialysis Centre is service provider of the year

    Renal Dialysis Centre, Lagos has won the dialysis service provider of the year award.

    Last year, the organisation also won the award.

    This year’s edition, held at the weekend at Eko Hotel and Suites, Victoria Island, Lagos, received over 2,500 nominations across various categories.

    Renal Dialysis Centre founder/CEO Dr. John Okoh, said the award  was a call to do more. He said the centre was on a mission to “provide accessible, affordable and quality dialysis for people with kidney disease through individualised care to improve quality of life.”

    Okoh added that it is the centre’s objective to ensure no person has to travel more than 10 km to access dialysis care.

    He acknowledged the contributions of Renal Dialysis Medical board headed by Prof. Babatunde Salako at ensuring patients’care and well-being remain on the front burner.

    On what the organisation has achieved since its establishment in 2012, and the fact that this is the second time Renal Dialysis Centre was winning the award, he said it was dedication of the team at improving the quality of life on persons on dialysis.

    He attributed it to team work, dedication and contribution of each member of the team which he is only privileged to lead.

     

  • Mother dumps baby at refuse dump in Lagos

    The corpse of a baby girl dump at refuse site on Apapa Road, Ebute Metta, Lagos, on  Thursday morning

    Emotions rose on Thursday as passers-by cursed an unknown mother, who dumped the corpse of her baby at a heap of refuse in Lagos.

    NAN-TV reports that the corpse of the baby girl was discovered at the dump site at Costain Bus-stop on Apapa Road in Ebute Meta, Lagos State.

    The baby, clad in a light-green unisex wear with a black cap, looked malnourished.

    A trader, Adeolu Aderogba, said she resumed her routine around 7.00 a.m. only to discover that the baby was at the refuse dump.

    “Whoever dumped the baby there must be a very wicked person.

    “Babies are precious gifts from God and should be cared for but some contemporary mothers seem to be careless and morally bankrupt,’’ she said.

    A resident who pleaded anonymity, told NAN-TV that the baby showed signs of life in the early hours of the day.

    “Imagine this kind of tragedy, if the baby had been rescued on time, she would not have died,” he said.

    The Police Public Relations Officer in Lagos State, CSP Chike Oti, confirmed the incident and said that the Iponri Police Division had been notified about the baby’s corpse.

    Oti told NAN that the police were taking action but that no arrest had been made in connection with the matter. (NAN)

  • Lagos to host over 200 artists at ICAF 2018

    Lagos is set to host the world of art at an international festival of arts tagged: “The International Culture and Arts Festival (ICAF) Art Show”.

    With the theme: “Global Peace and Harmony”, the four-day art show seeks to promote African arts and will feature works by over 200 local, national and international artists and promising talents.

    Over the period of four months, starting with the Lagos edition, which is a sequel to ICAF Berlin 2017, the festival will span four countries, including Nigeria, Kenya, South Africa and Germany, according to the festival organiser, Simpli International.

    “With the theme, “Global Peace and Harmony”,  this year’s ICAF will attract an audience of about 2000 art enthusiasts at the shows in Africa and Europe; generate 100,000 views online of artworks on the show from around the world, including a commercial guest’s profile of Reserved Art Collectors and Art Buyers. ICAF 2018 is an ideal platform for African Artists to be seen and followed,” stated the CEO of Simpli International, Mr Bruno Eke, at a press unveiling in Lagos.

    The Lagos edition will hold from July 25 to 28, at the Radisson Blu, Victoria Island, Lagos, and will feature three sections – art conference, exhibition and workshop.

    Eke decried that the huge treasures in the art sector and its players were yet to be untapped, observing that tapping the goldmine in African arts and its creativity is what ICAF seeks to accomplish. It will be offering keyplayers the unique opportunity to show their works through multiple exhibitions across Africa and Europe.

    He added: “There is money in the arts. There is good money to be made by everyone. The global art sales topped $45 billion in 2015. I know there are a lot of potential in African arts.  Collecting art and investing in the art sector is one of the ways to reduce poverty. Hopefully, a lot of people would be motivated to invest in and support our art sector and artists as a result of ICAF.”

    Nigerian art expert based in Germany, Prof Alfred Dilomprizulike Junkman from Africa, said: “Nigerians value art, it just depends on what value they are giving to it. In the Nigerian society, you see a situation where the society is dictating the nature and quality of character of the artist, where the society has a bad consciousness of the artist and the art. Art has value but the people don’t know that. That is what we have to teach them.”

    Present at the event, which was held at the Aguene Art Foundation, were its founder and President of Ohaneze Ndigbo, Lagos Chapter, Chief Solomon Ogbonna; Chairman of Society of Nigerian Artists (SNA) Lagos Chapter, Mr Idowu Sosanya; members of the Female Artists Association of Nigeria (FEAAN) Mrs. Omovo Ayoola, Clara Aden, Ella Onyebe (Abuja), and Lara Boglo, among others.

    While commending the quality of art that are being produced by Nigerian artists, Chief Ogbonna, who is also an art collector with over 6000 collections from across the world, urged the government, corporate bodies and wealthy Nigerians to invest more in the art sector and the artists.

    The Nigerian artists that would be showcasing their works include Sam Ovariti, Oswald Uruakpa, Aden,  Bona Ezeudu, Onyinye Zennia Afam, Onyebe, Iyke  Okenyi, Evelyn Osagie and more

    The ICAF 2018 is being supported by Support Art In Africa, Bona Art Gallery, Matrade, Malaysia, Lagos state Chamber and Commerce (LCCI), International Cultural Diplomacy, Berlin (ICD), Maltese Tourism Authority (MTA), Goethe Institut, Nigeria, Alliance Francais, Nigeria, Chinese Cultural Center, Ethiad Airlines, Emirates airlines.

    Lagos’ under flyovers wear new look

    Past administrations in Lagos State have had different environmental beautifications as part of their efforts to make Nigeria’s commercial capital environmental friendly. But Governor AkinwunmiAmbode’s administration has gone a step further, transforming most of the the state’s under flyovers such as Obalende, Ojuelegba, Maryland, National Stadium and Ikeja, hitherto in deteriorating state, reports Chinyere Elizabeth Okoroafor.

    Until now most under flyovers in Lagos were dreaded spots. They were not only home to hoodlums and street urchins, who have not only made them their operational base but harbour for squatters and street traders. Some serve as taxi parks, mosques, NURTW offices, bukateria for motorists, mechanical workshops, refuse dumps, as well as places to urinate and defecate at will.

    Similarly, robbery attacks were linked to such hotspots and only those, who have been victims can tell a better story of how they were robbed of their valuable items. Today, all that has changed. These under flyovers are now undergoing transformation by Ambode’s administration in an effective utilisation of public spaces under flyovers.

    Obalende’s beautification project began this year with Proximity Technologies Ltd as the contractor under the supervision of the state Ministry of Housing.  The 12-week project will ultimately create many paintings and sculptures in most of the stipulated under flyovers, enlisting crews of students and studio practicing artists to create reality or abstract paintings to fit the allotted spaces.

    The goal is to beautify under flyovers with paintings that have meaning, while at the same time employing and engaging student artists and giving them a constructive environment to express themselves

    Descending Obalende Bus Stop from Mainland Bridge, several imposing images stare at you from the pillars holding the bridge. As you get closer you are compelled to look at these brilliant images of three past head of states that stood on the first three rolls of the pillars. They are images of General Ibrahim Babangida (rtd), President Muhammadu Buhari and General Olusegun Obasanjo (rtd) painted in Army uniform.  Opposite them is that of the late Head of State General Murtala Mohammed on the same line of pillars that have the late Chief Bola Ige and the former Governor of Lagos Ahmed Tinubu painted in different colours. Behind these first rolls of pillars are images of iconic personalities painted in enchanting bright colours you would definitely love to take a selfie behind them. Such images are the late Herbert Macaulay, the late musician Fatai Rolling Dollars, the late Chief Abibatu Mogaji and some women wearing multi colourful carnival outfit, as well as other abstract and realism images. Also, the landscape has walkways that will later be adorned with sculptures at strategic positions. There are also portions where green carpet grasses are being planted to promote greenery. In all, the Obalende under flyover has about 15 murals by some artists such as Promise Peter Udoakang, Chukwuma Sylvester  Onwudiwe and Prince Adelakun.

    For the past few months, Udoakang, a self-taught 21-year-old artist, whose focus is primarily hyper-realism and impressionism, has been part of the painting of the Obalende project. He said he has worked on over 10 pillars, using oil and acrylic as the medium on the walls. He disclosed that to ensure quality, the Commissioner for Tourism, Arts and Culture Mr Steve Ayorinde has visited the site to check on the project. ‘” The contractors supervise the projects and at one time Lagos State Commissioner for Tourism, Arts and Culture came to check what we were doing,” he said.

    Chukwuma Sylvester Onwudiwe, who believed that art makes him feel like a mini-god in creating from nothing, is a sculptor. He has done 10 works of animals and stylised plant sculptures so far, using cement. These sculptures will later be painted and positioned at strategic places under the Obalende flyover. He described the under flyover project as a good idea, noting that ‘it used to be a dead zone for hoodlums at night.  But, at the end of the project, it will restore sanity and peace to users. It will also serve as a recreation center for the public.

    Another artist selected as part of the project is Prince Adelakun, a sculptor and painter. He produced 10 sculptures that are positioned at different spots at the Obalende under the flyover. On his involvement with the project, Adelakun said the appreciation of art can sometimes be elitist, but that the recent city reconstructions such as this project can reshape that.

    “Some artists focus on studio works for galleries, which cost hundred of thousands of naira and only appreciated within a gallery. For me, I understand the environment I am in. These people by the roadside, even though they cannot buy my art, they appreciate what I’m doing and can commission me to paint their husbands or wives,” he said.

    Also, a walk-through Ojuelegba under flyover will leave one in awe of its new look. For someone, who has been away from Lagos for a long time now, it will surely be an amazing sight to behold as colourful paintings of abstract to reality and images of iconic personalities such the late Afro Beat icon Fela Anikunlapo Kuti and Wizkid adorn each of the pillars that hold the bridge. The floor is neatly laid with interlocking bricks.

    Honouring heroes, using murals is one sure way to inspire people in the society, which bolsters civic pride, tourism and economic development. It is not out of place for the portraits of Wizkid, who in his hit song Ojuelegbasings about growing up there, and neither it is for Fela, who in the 70s lived in that axis as well as sang Ojuelegba in one of his songs. He used Ojuelegba, which is notorious for traffic jams as a metaphor for Nigeria’s confusion.

    Under the flyovers at National Stadium and Falomo, Ikoyi are also decorated with abstract paintings that give it an alluring look and a nice place to sit out.  Also, at Ikeja under flyover close to Lagos State Teaching Hospital (LASUTH) is the image of the heroine late Dr. Stella Adadevoh,  who died of Ebola disease while trying to save the life of a Liberian Mr. Charles Sawyer, who was infected with the dreaded disease before entering Nigeria.

  • Lagos mentors 500 unemployed youths on right job skills

    The Lagos State government has organised a mentoring training for 500 unemployed youths in the state.

    The event which held at the NUT Pavilion, Akausa, Ikeja, attracted more than the number of targeted participants.

    At the event, tagged ‘’Mindset Re-orientation and Employability Skills Programme’’, Commissioner for Wealth Creation and Employment, Mrs Uzamat Akinbile-Yusuff said the dearth of white-collar jobs in the country informed the need to re-orientate the youth on how to redirect their mind to meaningful endeavours.

    She said: ‘’It is necessary to reorientate the mind of our youths to be flexible towards growth mindset and the realities of the dynamic labour market, and also to modify their behaviour.

    ‘’A well oriented and empowered youth would have been well educated, informed and equipped with necessary information on vocational competence and other skills needed for livelihood. Thus, the objectives of this programme include; reorientation of the mindset of the youth on facing the realities of life and the labour market, to advocate and encourage youths to consider technical and vocational skills training.’’

    One of the keynote speakers, Mr Tonye Bodam, Head, Talent Management, Airtel urged the participants to acquire and cultivate problem solving skills, good thinking, self-management, learning, technology and good communication to succeed in any chosen field of human endeavours.

    The Group Managing Director of Daily Need Ltd, Mr Oluwatosin Oyin Jolayemi, urged the youth to be determined, focused, dogged and acquire special skills that can make them succeed either as entrepreneurs or employees.

     

     

  • Lagos trains directors on decision making

    Lagos State Public Service urged to implement government policies for the benefit of the citizenry.

    Governor Akinwunmi Ambode   gave the advice during the training of directors tagged, “High impact decision making programme for directors in the Lagos State Public Service”.

    Ambode, represented by the Commissioner, Lagos State Ministry of Establishments, Training and Pensions, Dr. Akintola Benson, said it was in recognition of the importance of the officers that  the government trained the directors.

    He stated that since the inauguration of the his administration, almost every senior public servant had been trained.

    He was confident that the training would be of benefit to the  people.

    He said: “Decision-making is a truly fascinating science, incorporating organisational behaviour, psychology, sociology, neurology, strategy, management, philosophy, and logic. The ability to make effective decisions that are rational, informed, and collaborative can greatly reduce opportunity costs while building a strong organisational focus. Effective decision-making is a central skill necessary for success. This requires the capacity to weigh various paths and determine the optimal trajectory of action.

    “It is also important to distinguish between problem analysis and decision-making. Indeed, while they are related, problem analysis and decision making are distinct activities. Decisions are commonly focused on a problem or challenge. Decision makers must gather and consider data before making a choice. Problem analysis involves framing the issue by defining its boundaries, establishing criteria with which to select from alternatives, and developing conclusions based on available information. Analysing a problem may not result in a decision, although the results are an important ingredient in all decision making.

    “As to the matter of decision-making styles, the need for senior officers to develop a decision-making style that will make the proper implementation of government policies effective and will be tuned to achieving intended goals can never be over-emphasised.”

    The governor believes that the job of a manager is, above all, to make decisions.

    “At any moment in any day, most executives are engaged in some aspect of decision making: exchanging information, reviewing data, coming up with ideas, evaluating alternatives, implementing directives, following up. But while managers at all levels must play the role of decision maker, the way a successful manager approaches the decision-making process changes as he or she moves up in the organisation.

    “At lower levels, the job is to get widgets out the door or, in the case of services, to solve glitches on the spot. Action is at a premium. At higher levels, the job involves making decisions about which widgets or services to offer and how to develop them. To climb the corporate ladder and be effective in new roles, managers need to learn new skills and behaviours to change the way they use information and the way they create and evaluate options,” he added.

     

  • Ekiti: Police storm printing press, arrest two

    The police in Lagos have invaded a printing press, O’Naphtali Limited, where alleged fake electoral materials were being printed ahead of the July 14 governorship elections in Ekiti State.

    Located at 13A and 13B Oguntano Street, Gbagada, the press was alleged to be owned by one Eniola Fayose, a native of Ikere-Ekiti.

    It was gathered that Police Commissioner Imohimi Edgal had led detectives to the place on July 8, following a tipoff that fake electoral materials were being manufactured there.

    Although the owner of the premises was not around when detectives got there, it was gathered that two- Human Resource Manager and Graphic Artist of the company were apprehended.

    Police Commissioner Imohimi Edgal confirmed the incident, adding that those arrested were assisting investigation.

    He said: “The report further revealed that some of the printed ballot papers were moved to Ekiti state in three Hilux vans on Friday July 6, while the art works are still in their graphic computers.

    “Based on the report, a contingent of policemen was immediately deployed to the location to verify the information.

    “At the scene, it was discovered that the company has two buildings located at number 13A and 13B Oguntona Street, Gbagada Phase 1. It was also discovered that the two buildings are being used for general printing, art work.

    “A search warrant was executed on the premises and the following items were recovered:

    “One HP laptop, one Acer laptop, one Booklet of form EC/ EK 8B Ekiti State Independent Electoral Commission EKSIEC; three EKEC 50A envelop for miscellaneous materials, two pieces of Ekiti SEC , eight A(1) statement of result, one copy of form Ekiti SEC eight A(1), one income tax clearance certificate of Ekiti state, seven pieces of Ekiti State Internal Revenue Motor receipts and one piece of form EC 8A of Ekiti SEC.

    “Others include one piece of Ekiti State Voter Card register log book cover for Ado Local Government , one piece of NECO mark/ attendance sheet, Ekiti State Ministry of Education progress report for secondary schools and one colour turn flash drive.

    “Preliminary investigation indicated that the company is said to be in a contractual agreement with the Ekiti State Independent Electoral Commission to print election materials found during the search.”

    Edgal said that the recovered laptops are being scrutinized by the police ICT experts with a view to discovering any incriminating information.

  • Lagos bids for more foreign investments

    The Lagos State government yesterday unveiled an initiative, tagged: Lagos to the World, to showcase the activities of the state and attract more Foreign Direct Investment (FDI) to the state.

    The Special Adviser to the Governor on Overseas Affairs and Investment, Prof. Ademola Abass, broke the news at a media launch of the initiatives in Lagos.

    The governor’s aide said the state government had been doing a lot to attract more FDI, adding that despite government’s effort, little was known about its giant strides in investment.

    He said the state had a prominent role to play in the overall economy of the nation.

    According to him, 65 per cent of the manufacturing activities usually takes place in the state.

    Abass said the state also contributes 30 per cent to the national Gross Domestic Product (GDP) and account for over 90 per cent of the country’s trade flow.

    He said: “What informed this, simply, is that we felt the world needs to know what Lagos state has been doing in the last three years, especially in terms of investment.

    “How Lagos has been improving on its infrastructure development or in terms of security, roads, energy, among others.

    “Most of these things really are what attract investors, but the story is not being told out there.

    “So, the essence is to make the effort of the office known in trying to project Lagos more forcefully in terms of the investment opportunities.”

    Abass recalled that his office, which was established in 2015 by Governor Akinwunmi Ambode, had broken a lot of bureaucratic bottlenecks as a one-stop shop for doing business with ease.

    The professor noted that prior to the establishment of the office, all business and licensing processes for establishing or expanding investment in the state was a multi-agency activity.

    He added that businesses had to pass through every agency involved in business registration, tax payment, land administration and construction permits.

    Abass said: “The process was arduous, uneconomical and unproductive and was not appropriate for a mega city like Lagos.

    “Numerous efforts being made by the state government are geared toward enhancing the ease of doing business in the state.

    “Some of the reforms include but not limited to tax reforms, ease of permits application processes, improved land registration system, quicker proposal processing and so many others.

    “These are areas where investors had challenges in the past which brought about discouragement that led to low level of investments in the state.”

    The Commissioner for Commerce, Industry and Cooperatives, Mrs Olayinka Oladunjoye, said the state had the market ready to showcase its potential to the world, hence the need to push the narrative.

    An entrepreneur, Mrs Nkiru Balogun, said Lagos State had been open to business.

    She described the state as a place where small businesses could become big with enhanced security.

    An Arts enthusiast, Mrs Bolanle Austen-Peters, described Lagos as a safe, captivating, vibrant city, where business of any kind could thrive.

    The News Agency of Nigeria (NAN) reports that the event had in attendance representatives of some diplomatic missions and members of the corporate world, among others.
