    Lagos up-to-date with pensions, salaries

    The Lagos State government does not owe pensions and salaries, despite the economic constraints in the country, Governor Akinwunmi Ambode has said.
    He said this was a laudable position, especially as revenues have significantly fallen while the cost of providing essential services has risen astronomically.
    The governor, represented by Commissioner for Establishment, Training, and Pension, Dr. Akintola Benson, spoke at the first bi-annual Lagos State Public Service Joint Negotiating Council (JNC) meeting.
    According to him, the state will ensure the welfare of stakeholders and in the public service in particular.
    He said: “The government pays salaries and pensions as and when due, even in the midst of biting financial and economic constraints. It embarked on projects that have both tangential and direct benefits on officers of the Lagos State Public Service, and the state at large.
    “These include the maintenance and opening up of new roads; Light Up Lagos Project; Housing for All; Eko Atlantic City project; building and rehabilitation of pedestrian bridges at Berger, Ojota bus stops, and many other locations.
    Others are expansion of bus stops and provision of additional buses for the Bus Rapid Transport initiative, and qualification for recognition as one of the 100 resilient cities in the world, an award earned because of the governor’s innovative leadership, investments in infrastructural development and widening influence.”

    Free management training for Lagos community

    The Redeemed Christian Church of God (RCCG) Province 58 Ginti-Ikorodu has organised free project management training for members of the church and the public.

    The province Pastor, Godwin Obadan said the training was initiated by the spiritual head of the church, Pastor Enoch Adeboye to meet the needs of people of the community where the church operates.

    “This programme was at fulfilling one of our cardinal missions, which is to affect members of our host community positively, to be a blessing to our community which is a directive from our spiritual head, Daddy Adeboye. As a church, we must not only impact on them spiritually; we should also impact on them physically.

    “That was why we felt we should organise a programme that will improve the well-being of members of our host community,” he said.

    Speaking further on what motivated the church to organise the seminar, Obadan said: “We discovered that most people don’t know how to manage what they have and everything about life is a project. So, your ability to manage yourself will always rub off on your ability to manage minute unit of project in your life.”

    Explaining why he chose project management training for the church and the public, he said: “Everything about life is a project, so, once you learn about project management, you can manage business, you can manage your life and you can manage your community. So, we feel that way we will improve life and improve our society.

    “Last year, we organised skill acquisition programme in which about 800 people participated. The participants were Muslims, Christians and non-believers. Those who were empowered then have become employers of labour.

    “But this time, we are thinking of having it when students would be on vacation, so that they can participate.”

    About 400 people participated in the project management programme.

    The Managing Partner of Oak Interlink Company Limited, a project management firm, Seye Kolawole said: “I think they’ve received sufficient knowledge about project management. They’ve gained some useful project management skills that they can immediately deploy on their businesses.”

    A participant Fumilola Dan-Agboola thanked the organisers for giving her the opportunity to get the knowledge of what project management is all about.

    On what she gained at the seminar, Dan-Agboola said: “I may not be a project management expert but I am sure I can now stand by an expert and talk about project management. There are five processes in project management; namely initiating, planning, executing, monitoring and controlling.”

    The convener of the programme, Deacon Tosin Akande said the response and turnout shows that people are willing to learn, adding that they only need the opportunity and information to learn. Deacon Akande, who is also the church choir coordinator said: “We create much awareness about the programme and that is why you can see this huge crowd. We went on social media, distributed handbills, media publication and sustained announcement during our church services.

    Lagos seals off Tony Rapu’s church

    The Lagos State Government has approved the sealing of a Lekki-based Church, This Present House, for violating building regulations.
    The church, christened ‘The Dome’ is on Freedom Way, Lekki Phase 1, Lagos. It belongs to a popular pastor, Dr. Tony Rapu.
    According to a statement, the owners of the church contravened the Lagos State Regional and Urban Planning Law 2010 by building without title documents and requisite building permit.
    The statement by the Commissioner for Physical Planning and Urban Development, Anifowoshe Abiola, stated that the government would not fold its arms and watch a brazen contravention of the law that could endanger lives and property of residents.
    The commissioner explained that the said church has no Planning Permit to embark on such a massive construction without due process.
    Besides, he said the church fence was standing in the Right of Way of Freedom Road (currently under construction) and also directly under the high-tension wires.
    The statement reads: “While government appreciates citizens’ rights to freedom of worship, the law stipulates a minimum of 15meter setback from the high tension wire to the property line. This church neglected and has refused to comply with the Statutory Notice served, as such the State Government must protect its citizens in order to mitigate against avoidable disasters.”
    It reiterated the government’s position against illegal development and warned owners or developers against building without planning approval.
    The statement further said that the government has given a 30-day ultimatum to owners/developers of buildings without planning permit to comply with the state planning laws to avoid sanction.
    The commissioner urged Lagosians to show understanding and cooperation as the implementation of the planning laws would benefit every resident.

    Lagos set to release loans to 1,000 SMEs

    OTO Awori is a Lagos suburb. It is home to Alhaji Abimbola Suraju, a market leader. Suraju was shocked last Friday and he could not hide his excitement.
    “I want to sincerely thank Governor Akinwunmi Ambode for bringing this town hall meeting to Oto Awori. I never believed that in my lifetime that this place will host the Governor and his cabinet members. Before now they would always ask us to come to Ikeja, but this time around, they have come to our own community,” Suraju said.
    Suraju spoke when Governor Akinwunmi Ambode led members of the State Executive Council and other top officials to Shibiri/Ekunpa Area Office in Oto-Awori Local Council Development Area (LCDA), venue of the second quarterly Town Hall Meeting for the year and seventh in the series.
    At the meeting, he revealed the shape of what to expect this quarter, one of which is the fact that another 1,000 businesses will receive loans.
    Oto-Awori, one of the 37 LCDAs carved out from Ojo Local Government, has never hosted such delegation in recent years and the excitement on the thousands of residents that trooped to the venue to catch a glimpse of the Governor and listen to what he had in stock for them was enough to tell the story.
    During his opening remarks, Ambode said he was excited to be in the community to get first-hand information on the needs of the community and how his administration could respond accordingly.
    For him, Oto-Awori was part and parcel of his promise to run an all-inclusive government, thus no community would be left behind in the quest by his administration to ensure all round development of the State.
    “The train of our Quarterly Town Hall meeting has arrived in Ojo, the home of our dependable and reliable Deputy Governor – Dr. Mrs. Idiat Oluranti Adebule. I salute the good people of Ojo and the Lagos West Senatorial Zone. We are very happy to be here with you today,” the governor said.
    The governor took over one hour to allow residents cutting across community leaders, traditional rulers, market women, youth leaders and party leaders in the area to ask questions.
    On a request for a General Hospital, Ambode said three new facilities have been catered for in the 2017 budget.
    “Talking about General Hospitals, in the budget we have designated General Hospitals for three areas and Ojo Local Government is one of them. It is in the pipeline, it’s just a matter of time, we are already closing in on it,” he said.
    He also assured that efforts would be made to improve healthcare service delivery in the riverine area in Oto Awori, saying that residents in such areas have remained relevant in the government’s achievements over the years.
    “This area is traditionally and historically known to be a major supporter of government and then we must give them back for the support which they have always been known for,” he said.
    Ambode also acceded to the request of the residents for the rehabilitation of the access roads linking the area to the Alimosho General Hospital which they currently use pending the construction of a nearby General Hospital and at the meeting immediately directed the State Public Works Corporation to immediately fix the roads to improve accessibility to the facility.
    The governor also directed contractors handling the projects to immediately return to their various sites, warning that his administration would not hesitate to terminate such contracts.
    “If we are able to do a link bridge in 11 months, if we are able to do Ajah flyover in 13 months and Abule Egba flyover in 13 months and we are going to commission all of them next month, how can these roads be there forever? So, obviously we should use the same spirit of delivering service to do all the outstanding roads. The Ministry of Works must go back to these sites, I must know what is going on within the next few days,” the Governor said.
    He listed some of the projects to include Mile 10 Road, Mowo Road, Tedi Road, Ilaje Road, Goriola Oseni Road, Sabo Mosafejo Road and Imude Orisa Road where only 1.5km of the road was covered by the contractor.
    “These are contracts already awarded, it’s for our own contractors to go there and finish the job, so the responsibility is on us to make sure you deliver these roads within the shortest possible time and that’s what it should be,” he said.
    The governor also said he had approved that all the mini waterworks across the State, numbering about 41 should be functional within the next 12 weeks to ensure that residents have access to clean and portable water.
    On the plight of the physically challenged, Ambode also directed that the Civil Service Commission and the Local Government Civil Service Commission to put modalities in place to employ at least 250 physically challenged persons into the State Civil Service.
    He also ordered the Chairman of the State’s Sports Commission to offset all arrears of allowances owed the physically challenged athletes in the State next week.
    On his administration’s achievements in the last quarter, the governor said the Neighborhood Watch was rebranded and launched as the Lagos Neighbourhood Safety Corps and provided with equipment to combat illegal activities within the populace, explaining that the Corps will complement the efforts of the police in curbing crime and criminality in the state.
    Ambode added that within the quarter under review the Lagos State Employment Trust Fund continued to fulfill its mandate of providing subsidised loans to entrepreneurs, revealing that N1.7 billion was approved as loans to 1,400 businesses out of which N1.2 billion has already been disbursed to 800 people.
    “By the end of this month, loans to another 1,000 businesses will be approved, taking the total loans approved above 2,000. To further serve Lagos residents, the Fund will soon open the application process for skills development and training to help our unemployed youths take up existing jobs within the Lagos economy. I urge you to visit the Fund’s website or their liaison offices in the local governments to apply for their various programs,” he said.
    On agriculture, the governor said his administration has commenced the upgrade of the 167-hectare Songhai Model Farm in Avia-Igborosun, Badagry to encourage organic agriculture and train citizens interested in agro-business for local consumption or export, while 540 fishermen across the state were trained on the use of fishing equipment to improve their skills as well as optimize their understanding of the trade and boost income.
    On a request for the government to utilise the 300 hectares of arable lands in the area, the governor said he would visit the area with his team to access the land and look at the possibility of boosting the economy of the area through mechanised farming.
    Ambode said the government would kick start the implementation of the Cleaner Lagos Initiative, implement the construction of 181 roads across the 57 LGs/LCDAs, complete the Abule-Egba and Ajah flyover bridges, further signalisation of Lekki – Ajah express road and continuation of Road network upgrade in all the three senatorial zones.
    “Furthermore, initiatives for tourism will be intensified by commencing Development of Heritage Centre for Leadership (Presidential Lodge), Lagos History Centre, J.K Randle Centre, transformation of the Onikan Museum, Development of tourism hubs in Lagos-West, Lagos-East, construction of six cultural theatres in Alimosho, Badagry, Epe, Ikorodu, Ikeja and Lagos Mainland, and continuation of Epe and Badagry waterfront development as well as other tourist potential in the area,” he said.
    Ambode also said he was particularly excited that the 7th edition of the Town Hall meeting coincides with the 50th anniversary celebration of the creation of the state while he took time to appreciate the founding founders and his predecessors whom he said had worked assiduously in the last five decades for the growth and progress of Lagos State.
    “We appreciate the vision, tenacity of purpose and hard work which helped to shape our past and laid the foundation on which to build the prosperous future of our dear State,” he said.
    The people thanked the governor for the opportunity to engage with him. They will certainly look forward to seeing the promises coming to life in the next few months.

    Lagos to inject N200b into Ilubirin housing estate

    The Lagos State government has said it will inject about N200 billion ($500 million) into Ilubirin Housing Estate’s new model plan.
    Commissioner for Housing, Mr. Gbolahan Lawal, addressed reporters yesterday on government’s plan to further develop the estate.
    He said the government was putting massive infrastructure in the project for residential and commercial uses.
    Lawal said the government alone could not handle the project, adding that it will be executed under the Public Private Partnership (PPP) arrangement.
    He said: “Towards the completion of Ilubirin Housing Estate, approval was granted for its remodelling from hitherto purely residential into a mixed development of residential, commercial and leisure through PPP.”
    The commissioner said the government, in partnership with private developers, would build 20,000 housing units in the next five years under the Lagos Affordable Public Housing (LAPH).
    He said the various estates, under Jubilee Housing, would be situated at Ijora, Badiya, Imota, Ayobo, Idale (Badagry), Ilamoye–Isolo, Abijo, Tolu (Ajegunle), Abule-Ado, Ikota, Ibeshe, Owutu and Igbogbo.
    Lawal said the government’s Rent-to-Own and rental housing policies had provided opportunities for Lagos residents, irrespective of status, income and affiliations, to access decent shelter.
    He said: “Under the Rent-To-Own policy, individuals are required to pay only five per cent of the cost of the housing unit as the commitment fee while the balance is spread over 10 years.”
    The commissioner said the policy allows allottees to live in the property while paying to own them at a fixed rent spread over 10 years.
    According to him, over 500 people have benefitted from the scheme out of the 4,355 units.
    Lawal said: “It should be emphasised that the Rent-To-Own policy is for every resident of Lagos State, irrespective of the state of origin, profession, gender, religion and status; as long as the applicant is 21 years old and meet the requirements.”

  • Court orders temporary forfeiture of building belonging to PDP Delta Senator

    A Federal High Court, Lagos, on Monday, ordered the temporary forfeiture of a 12-storey building belonging to a People’s Democratic Party (PDP) Senator, Peter Nwaoboshi.

    The property located at 27, Marine Road, Apapa, is said to belong to Nwaoboshi who is senator representing Delta North Senatorial District.

    The court’s order was sequel to an ex-parte application, filed by the Economic and Financial Crimes Commission (EFCC).

    Nwaoboshi and his two companies; Golden Touch Construction Project Ltd, and Bilderberg Enterprises Ltd are listed as respondents.

    Arguing the application, EFCC counsel, Mr George Chia-yakua, informed the court that the  application was pursuant to section 44(2)(k) of the constitution as well as Section 28 and 29 of the EFCC (establishment) Act 2004.

    The EFCC counsel informed the court that the Commission received a petition from an anti-corruption group, ‘Anti-Corruption and Integrity Forum’, against the senator and his Companies on alleged money laundering.

    The EFCC stated that upon receipt of the petition several investigations were carried out.

    It said it included making enquiries from the Code of Conduct Bureau, banks, Delta State Governor’s office, Delta State Tenders Board, Nigeria Customs Service, and Lagos State Ministry of Lands.

    It said that investigations were also made at the Federal Inland Revenue Services, and Corporate Affairs Commission (CAC), with a view to tracing movement of funds suspected to be proceeds of Illegal activities.

    The EFCC stated that in 2010, the Tender Board of Delta State awarded a contract to the Senator’s second company to purchase new construction equipment for Delta State Direct Labour Agency.

    It said that this was at the sum of N1.58 billion, adding that rather than buying new equipment, the company only imported and supplied used equipment, while the Delta State government fully paid for new one.

    It further stated that upon investigation, it was revealed that the Senator moved the proceeds to various accounts linked to him, and his company bidded and bought the said 12 storey building formerly known as Guinea House, located at 27, Marine Road, Apapa.

    It said this was for the sum of N805 million, through the use of his first company, Golden Touch Construction Project Ltd.

    The commission also stated that further investigation revealed that the Senator’s Bank Verification Number had about 20 bank accounts while his private companies had about 23 bank accounts.

    It therefore, urged the court to grant the application, in order to prevent the disposal of the building pending the conclusion of investigation and when a criminal charge will be filed against the respondents.

    After listening to the submissions of counsel to the applicant, justice Anka ordered that the 12-storey building located at 27, Marine Road, Apapa, Lagos, be temporary forfeited to the federal government pending the outcome of its Investigation.

  • Four feared dead as scrap buyers clash with security agents in Lagos

    At least four people were feared dead on Monday following a clash between scrap dealers and security men guarding oil pipelines in  Osun/ Ijegun area of Lagos.

    Residents of the area told the News Agency of Nigeria (NAN) that the armed security agents raided the scrap dealers for engaging in allegedly “ nefarious activities’’.

    NAN learnt that in the free-for-all fight, four persons were shot dead while several others sustained serious injuries.

    “They came and started shooting, killing four of our men. I am just coming from Isolo mortuary where I deposited the corpse of my brother and some other bodies.

    “About 17 people are lying critically wounded in two hospitals in the area, while others are in the police custody,” a victim, who identified himself as Sanni, told NAN.

    The angry mob also set ablaze two Hilux patrol vans at the scene.

    NAN learnt that the injured were taken to Eniola Hospital, Isheri-Oshun while the dead bodies were deposited at Mainland General Hospital, Yaba morgue.

    The traditional ruler of Ijegun, Oba Nureni Akinremi, told NAN that police men from Area ‘M’ Command were invited to quell the clash which disrupted commercial activities in the area for several hours.

    “I did not allow the clash to escalate so I called a combined police team from Isheri Osun, Ikotun and Area `M’, Idimu to restore normalcy,” he said.

    The Police Public Relations Officer, Olarinde Famous-Cole, told NAN that the police were only invited to the scene to maintain law and order.

    NAN reports that about five police patrol vans with armed personnel were moving around the area while those arrested were detained at Isheri Police Station.

    Queens College: Lagos okays resumption of academic activities

    The Lagos State Government has recommended the resumption of students for academic activities at the Queens College, Yaba following satisfactory results from analysis of water samples from all water delivery points in the school.

    State’s Commissioner for Health, Dr. Jide Idris who disclosed Monday while giving an update on the outbreak of gastroenteritis in the School noted that the school authority in collaboration with the Parents Teachers Association (PTA), Old Girls Association and the Federal Ministry of Education had successfully addressed identified areas of lapses by instituting various control measures.

    According to him, the control measures included decommissioning of the multiple contaminated water sources, deployment of a single water source with water treatment, renovation of the dining hall, decontamination of the hostels and overhauling of the sewage system and clearance of the septic tanks. He added that the periodic testing and retesting of water sources will still go on in line with international best practices.

    Idris recalled that while he was giving update weeks back, he mentioned that water samples from one of the multiple water delivery points in the College posed safety and portability concern.

    He however disclosed that this has been addressed as new pipes have been laid.

    He said, “I am delighted to inform you that based on the results of the analysis of the latest water samples collected on Tuesday, April 11, 2017, all water delivery points have been certified to conform to official specifications and I hereby recommend to the School Authority resumption of Students of Queens College, Yaba, Lagos.”

    While restating the commitment of the State Government to guarantee good health of the citizenry irrespective of gender, religious or ethnic affiliations, Idris emphasized the need for the School Authority and appropriate Federal Agencies to supervise continuous screening, follow up and monitoring of all students and staff of the school because of the polymicrobial nature of the outbreak.

    The Commissioner who also revealed that four out of the 25 infected kitchen staff that were treated and retested still harbor some bacteria recommended that the four kitchen staff be made to undergo further treatment, be prevented from handling food and redeployed from the kitchen area.

    He disclosed that since the outbreak of the disease in the school, 40 cases were admitted in various public and private hospitals in the State. He added that 37 cases were discharged after full recovery while the remaining three were unfortunately lost to the disease.

    The Commissioner noted that though no new case of the disease has been reported since the last case was discharged on the 18th of April, 2017, he warned that sporadic cases may still occur due to multi-microbial nature of the disease occurrence.

    Idris however restated the need for the school authority as well as proprietors of schools in the State to ensure strict compliance to personal and environmental hygiene by ensuring provision of safe water, appropriate refuse disposal, conduct of food handlers’ test for kitchen staff and food vendors biannually and continuous monitoring of water and sewage treatment plants and encourage students and all to imbibe the culture of regular hand washing with soap and water.

    “Other pertinent recommendations are contained in report forwarded to the Federal Ministry of Health and the authority of the Queens College”, he noted.

    He also urged them to report unusual disease occurrence to the nearest public health facility or the Ministry of Health.

    While reiterating the regret of the Lagos State Government on the unfortunate incident especially the deaths recorded, Idris commiserated with the families and management of the school on the sad occurrence.

    Pandemonium as cultists clash in Lagos

    There was confusion at Idioro, Lagos on Monday morning when suspected cultists clashed in the area.

    police arrested several people, recovered bags of marijuana and other exhibits .

     

    Fight was said to have started Sunday evening during which many people were injured.

    It is not yet certain if anybody died in the fracas.

    Another fight is also reported to be on in the Hausa community in Ijegun.

     

    Shops and schools have been reportedly closed due to sporadic gunshots .

  • Lagos records 1,480 domestic violence cases

    About 1,480 domestic violence cases were recorded in Lagos State in two years, Commissioner for Women and Poverty Alleviation (WAPA) Mrs Lola Akande has said.

    At a briefing to commemorate the second anniversary of Governor Akinwunmi Ambode, the commissioner said the violence included rape, child and sexual abuses, assault, defilement, divorce and matrimonial cases.

    Mrs Akande said: “565 cases were reported in 2015; 700 in 2016 and 215 between January and last month.

    She said 875 matters were resolved and follow up reviews conducted.

    “Four hundred and eighty matters were counselled and referred to other agencies because their requests were not within the purview of the ministry. Like legal, health issues, youth and social development such cases were followed up. The matters of 115 clients were disengaged due to family interventions and 20 matters are still on-going,” she said.

    According to her, the ministry had several training and empowerment programmes in the last two years in order to reduce poverty.

    Mrs Akande said youths, women, widows and physically-challenged, among others, benefited from various empowerment programmes and poverty alleviation initiatives of the Ambode administration.

    The present administration, she said, believed that residents would depend less on it, if they are engaged.

    Mrs Akande said: “The massive investment in training and empowerment initiatives is in line with the promise of the Ambode administration to run an all-inclusive government, empower the populace and also improve the standard of living of Lagosians.”
